The family of a Kansas boy who was killed while riding the world’s tallest water slide last summer will receive a settlement of nearly $20 million, local media reported. Caleb Thomas Schwab, 10, died of a neck injury in August 2016 at the Schlitterbahn Waterpark in Kansas City while on the water slide known as the Verruckt, or “insane” in German. The boy was found dead after finishing

a ride on the slide, which sent riders plunging 17 stories at up to 50 mph He was riding on a raft with two women who suffered minor injuries when the incident occurred, police said. The bulk of the settlement, $14 million, will come from SVV 1 and KC Water Park, two companies associated with the Texas-based water park operator Schlitterbahn, the Kansas City Star reported. Mexican drug lord Joaquin “El Chapo” Guzman will remain in solitary confinement in a federal prison in New York City, a U.S. judge ruled Thursday, although he will be allowed to send prescreened messages to his wife for personal reasons and to help mount his legal defense. Guzman’s courtappointed lawyers argued in March that he was being held in unnecessarily harsh conditions

in the Metropolitan Correctional Center in Manhattan and asked that he be released into the general prison population. But U.S. District Judge Brian Cogan in Brooklyn ruled that there were good reasons for unusual measures around Guzman, who has escaped from two Mexican prisons. REUTERS

A House banking panel passed a controversial bill that would change how the U.S. government regulates the financial sector. With support only from the panel’s Republicans, the bill approved by the House Financial Services Committee would eliminate significant parts of the Dodd-Frank financial reform law and place new restrictions on regulators monitoring Wall Street. The odds of the bill

offered by Rep. Jeb Hensarling becoming law are long, given staunch opposition by Democrats to many of its central proposals. The bill marks the new Congress’ first attempt to roll back existing financial rules after Republicans made gains in the 2016 election. President Trump has identified easing rules on banks as a component of his economic agenda and effort to spur lending and grow the economy. REUTERS

In their seemingly quixotic effort to repeal and replace Obamacare, House Republicans were thirdtime lucky. The latest version of their American Health Care Act squeaked by in the House, 217 to 213, although no one knows how much it will cost or how many people it will cover. Two previous versions of the American Health Care Act were pulled from the floor of the House after it became clear the Republicans didn’t have enough votes to pass it. Democrats were united in opposition, and conservative and moderate Republicans split over whether the bill went too far or not far enough and

Obamacare remains in place for the moment. The bill heads to the Senate, where it is ultimately not expected to pass. One Republican senator put the chances at less than 20 percent in the bill’s current form. Republican senators plan to use a process called budget reconciliation to avoid a Democratic filibuster and pass the AHCA with only 51 votes. Democrats argue that what the bill does goes beyond what is allowed in budget reconciliation — a total connection to taxes or spending — and deserves a full vote that subjects it to the filibuster. They will likely win that argument: Even Senate Leader Mitch McConnell says it’ll be “a real tough challenge on the Senate side.” Even if the bill is

substantially changed enough to gain Democratic support in the Senate, the House is not expected to approve those changes. The bill did not receive a CBO (Congressional Budget Office) score, so it is unknown how much the plan will cost or how many people will lose health insurance were it to be enacted. That score is expected soon, but not this week. (The CBO estimated that the original version of the AHCA would have removed 24 million people from the insurance rolls and caused health-insurance premiums to rise 15 to 20 percent.) Democrats will continue to be dismayed. “TrumpCare spells heartstopping premium increases for Americans with anything from asthma to cancer,” House leader Nancy Pelosi said in a statement Wednesday. “But [Thursday], House Republicans are going to tattoo this moral monstrosity to their foreheads, and the American people will hold them accountable.”

In the latest version of the American Health Care Act that passed the House on Thursday, Republicans sought to loosen current requirements that insurers offer premiums at the same price, regardless of applicants’ pre-existing health conditions. Those restrictions are one of the hallmarks of Obamacare. The AHCA, aka Trumpcare, would allow states to opt out of that requirement. States could seek a waiver from the Department of Health and Human Services allowing insurers to charge higher rates to people with preexisting conditions who allowed their coverage to lapse. They would be placed in “high-risk pools” set up with federal subsidies to defray the cost of premiums. Theoretically. In a letter urging the House to reject the bill, no less than the American

Medical Association said that high-risk pools “could effectively make coverage completely unaffordable to people with pre-existing conditions.” People who live in states that do not seek those waivers, and people who do not buy individual insurance — i.e., those who are covered through an employer — would not be affected. So what is a pre-existing condition anyway? The AHCA does not say. But before Obamacare, there was literally nothing holding insurance companies back. Many people with preexisting conditions found their premiums unaffordable — or could not get an insurance policy at all. That could again be the case if the AHCA becomes law. The Washington Post reported: “In the past, some insurers had identified domestic violence, sexual assault, caesarean section and postpartum depression as grounds for either denying coverage or charging higher premiums. ‘When you can’t predict the future,’ Alina

Salganicoff, vice president and director of women’s health policy at the Kaiser Family Foundation, said Thursday, ‘one looks back to see what the prior experience has been.’” On Thursday, Ohio Sen. Sherrod Brown tweeted out dozens of pre-existing conditions he said could result in higher premiums under the Republican bill, including acid reflux, acne, depression and high cholesterol. Last weekend, Donald Trump said the AHCA “guaranteed” coverage to those with preexisting conditions, but CNN pointed out that it was unclear whether he knew what he was talking about. House Speaker Paul Ryan said the AHCA “protects people with preexisting conditions.” The New York Times found those assertions “misleading” because the AHCA does not protect them from higher costs. CNN listed the 11 states with the highest percentages of residents who have pre-existing conditions. All of them voted for Donald Trump.

Trump returns home, but not to Trump Tower President Trump returned to his hometown of New York on Thursday, and security was heightened, especially around the already protected Trump Tower, where first lady Melania Trump and son Barron live. street closures around the skyscraper where Trump has a penthouse apartment, he will be spending his time in the Big Apple about an hour away at his golf club in Bedminister, New Jersey. During his campaign, Trump would return to his home of 30 years and sleep in his own bed in Trump Tower, but he has not been seen in the city since Jan. 19. Trump said last week that he hasn’t returned because the trips are “too expensive” and he

feels “guilty.” “I hate to see the New Yorkers with streets closed,” Trump told Fox News, adding that safeguarding his clubs in Florida and New Jersey is an easier task. The City of New York spends on average $127,000 to $146,000 a day for the NYPD to protect Melania Trump and 11-year-old Barron when the president is not in town. Those costs are expected to swell to a daily average of $308,000 when Trump is in the city, but a recent federal spending agreement will allow for reimbursement to cities like New York and Mar-A-Lago. After a successful vote to repeal the Affordable Care Act, Trump took off just after 5 p.m. for his first

Trump’s homecoming marks the 75th anniversary of the Battle of the Coral Sea, in which American and Australian forces halted a strategic advance by the Japanese military. Manhattan mobile misery: Coveted 212 area code to become rarer this summer A new area code is coming to New York City.

The looming arrival of a new Manhattan area code has triggered waves of dismay and anger online, while owners of the coveted original 212 area code swelled with pride on Thursday. The proliferation of mobile phones in the most populous U.S. city prompted the New York Public Service Commission to say it will add the area code 332 in 2017, years after 646 and 917 joined the grande dame of Manhattan area codes, 212. The new 332 area code will become active on June 10. Wednesday’s an-

nouncement prompted outrage on Twitter from potential Manhattan phone owners, many of whom were worried they will miss out on the status that comes with a 212 area code. “I just got an alert that the area code ‘332’ is being added to the ‘212, 646, 917’ area. Eww,” tweeted Avee (@lilmissave). Jane Dystel, a Manhattan literary agent whose work and home phone numbers for four decades have started with 212, described the area code as part of her identity. “It says ‘New York,’” Dystel said in a telephone interview on Thursday. “It signifies that you have staying power.” Pride of 212 ownership as a symbol of longtime

city residency is so pervasive that it inspired an entire episode of the hit television comedy “Seinfeld.” In New York City nightclubs, DJs sometimes call out, “If you’re from the 212, please stand up!” Attorney Karen Byrnes, 42, transferred her 212 childhood landline number to her cellphone more than a decade ago. It sounds like a script from an episode of “Law & Order: SVU,â€? but it’s not. A Brooklyn prosecutor who spent the past four years serving sex crimes victims has been accused of sexually assaulting a woman who was giving him a ride home. According to police, Crismy “Chrisâ€? Sagaille turned himself in to the NYPD’s Special Victims Division on Wednesday after he had allegedly groped and kissed a woman in her car after they left a mutual friend’s party in Brooklyn on Sunday night. Sagaille, who currently has a suspended driver’s license for a DWI arrest last year, asked the woman for a ride and allegedly grabbed her head and kissed her, police sources told the New York Post. After the woman pulled back and yelled at Sagaille, he reportedly grabbed her breast forcibly before she pulled the car over and demanded that he get out. According to the New

York Daily News, Sagaille was charged with sex abuse, forcible compulsion and forcible touching and was released on $10,000 bail. all those other people he prosecutes.� The New York Law School graduate has been suspended without pay since he was arrested for the alleged DWI after running a red light on Aug. 6 near where he lives with his parents in Canarsie. Sagaille was taken into custody after refusing to take a Breathalyzer test. The case is still pending, and police said Sagaille has two other prior arrests, both of which are sealed, the Post reported.

On Thursday afternoon, Peruvian artist Iván Sikic and Kumeyaay-Ipai tribe member Paul Cannon traced the old Wickquasgeck Trail, now Broadway’s route through Manhattan, in a performance art piece meant to find beauty within the context of centuries of conflict between Native Americans

and Western governments. During the piece, which began at Battery Park and would end in the Bronx, Cannon wore traditional clothing and walked backward while Sikic covered Cannon’s body with gold foil as the art piece progressed. This was Sikic’s third such piece in a series that focuses on indigenous or displaced populations; two other similar pieces were performed in Melbourne, Australia, and Madrid. “My intention is never to tell people that something is right or wrong. Rather, I only aim to highlight an issue in a way that opens a dialogue that I think

is important,” Sikic explained. The disjointed gold foil was inspired by Kintsugi, a Japanese practice in which broken ceramic vessels are pieced together with lacquer and gold, which the artist intends as an homage to highlighting beauty within conflict. Before the performance began, he believed that this New York version might be quieter than his two previous versions. “I think the New York version may end up being quite understated,” Sikic explained. “There is so much happening in the city at all times, that I feel like this piece may just exist

ies. And remember “The Nut Job”? That animated thing about a squirrel trying to get nuts from 2014? On Aug. 11, it gets a follow-up, and it’s actually called “The Nut Job 2: Nutty by Nature.” These are franchise entries engineered to make money. But another one is out to save the world (if we pay attention this time). It’s “An Inconvenient Sequel” (July 28), and it finds Al Gore returning 11 years after “An Inconvenient Truth” to give us a stern talkingto about not having done much to combat climate change — even electing an orange menace who thinks it was invented by China. Let’s not let him make a threequel, for more reasons than one.

Wannabe franchises and reboots

Johnson and Zac Efron onto a misbegotten name that hasn’t aged very well. Hey, the Rock is funny. And so is Zac Efron!

Actual original ideas

Remember original ideas? Hollywood still manages a couple of those a year, although they usually leave it to smaller companies. Such is the case with “It Comes at Night” (June 9), in which Joel Edgerton, Riley Keough and Christopher Abbott try to avoid being killed by some supernatural menace that lurks outside a remote home. Based on the trailer, it looks like this summer’s “It Follows.” We’re not sure what to compare “The Bad Batch” (June 23) to, being as it is an apocalyptic cannibal movie with Keanu Reeves, Jim Carrey and Diego Luna. Heist movies aren’t very original, but leave it to Edgar Wright — and his new film, “Baby Driver” (June 28), starring Ansel Elgort, Jamie Foxx, Kevin Spacey and Jon Hamm — to make the genre feel fresh and fun. Actually, maybe the most original movie this summer is technically “The Emoji Movie” (July 28), since no other film (far as we can tell) has ever cast Sir Patrick

All rise for New York’s newest star. Actually, “star” might be an understatement. Aaron Judge is more of a comet, or a meteor, or a supernova, given his swift rise to prominence in Major League Baseball. The 6-foot-7 mountain donned in Yankee pinstripes has made pitchers around the league and the baseballs they hurl quiver in fear because of his sheer power. After yet another bomb on Wednesday night against the Toronto Blue Jays, the 25-year-old made history, becoming the youngest major leaguer ever to hit 13 home

runs in his team’s first 26 games. At the pace he is on right now, which he can’t possibly maintain, Judge will hit 81 home runs this season. That’s a ludicrous number. It’s highly likely Barry Bonds’ 73 may never be touched again. But is 60 in the realm of possibilities? It most certainly could be. His ability to muscle the ball in all directions is staggering at times. He makes contact with such force that we have seen some obscene exit velocities off his bat. A home run off Baltimore Orioles starter Kevin Gausman had an exit velocity of 119.4 mph, the fastest speed recorded since the stat’s inception. That kind of strength alone in Yankee Stadium could very well get him at least near the 50 home run mark. It’s going to get to a point in which the opposition just decides to pitch

around him, at least at home. Of his first 13 home runs, 10 of them came in 14 home games. He has three in 11 games on the road. The impending return of Gary Sanchez will also affect Judge’s home run output if the catcher can re-create his magical spell from last season. Having the two of them in the middle of the Yankees lineup is as about imposing as it gets, but it’s likely that only one of them will get something legitimate to hit each time through the order. And this could just be a case of Judge being on a scorching hot streak. He was greeted with a ton of adversity upon his MLB debut last season and he had problems dealing with it. In 27 games, he hit just .179 with four home runs, 10 RBIs and 42 strikeouts. If his bat were to fall into a lull like it did last year, no one is sure if it would derail his season.
