Accidental landlords facing tax minefield

IRELAND’S ‘accidental landlords’ are being warned they face hefty penalties if they do not start paying tax on their rental income. More than a third of Ireland’s landlords are ‘accidental’, according to a new study by the Private Residential Tenancies Board (PRTB). Having bought a property during the boom to live in, they ‘never saw themselves’ renting out to tenants. Greg Murphy, who runs TaxAssist Accountants, is warning that many of the people who rent out their home don’t understand the tax burden that comes along with it. ‘We get a lot of people coming to us who wrongly assume because they are paying off a mortgage they don’t have to file a tax return,’ he said. ‘They don’t understand they have to pay tax at the higher rate of income tax and that they must also pay the universal social charge on rental income.’

With a lot of these homeowners having moved abroad or back with parents, their obligations as a landlord are often misunderstood and left to the last minute, a PRTB spokesperson said. One Dublin homeowner Metro Herald spoke to found himself unable to afford his mortgage, and moved back into his family home last year, before renting out his apartment to a female professional. His tenant was in the same situation as him, he added – renting out her house to cover her mortgage – and he admitted he went into the renting process knowing little about it. ‘David’, 38, admitted he doesn’t pay tax on the rental earnings from his north Dublin apartment, and believes many others don’t either.

The world’s fastest amphibious vehicle, which can reach 130kph on land, is thebrainchild of Californian firm WaterCar. There is an 18-month wait for the €120,000 Panther, which went on sale in July last year and is a favourite with billionaires who request colour schemes ‘that match personal helicopters, mega yachts and luxury cars’. WaterCar’s Michael March added: ‘The best part about the Panther is it drives better than most boats on water and can travel more places on land than most cars.’

THEY are small, spiky – and now hedgehogs need our help. Their numbers have plummeted in the last half century and this year’s mild weather has led to a third litter of hoglets, rather than the usual two. But hoglets must weigh at least 600g to survive hibernation – and time is running out to fatten up the latecomers. So B&Q and the Wildlife Aid Foundation have designed a ‘hoglet drive-thru’ to inspire gardeners to build their own feeding stations. The doorway is just big enough for

hedgehogs. And like any fast food chain, there is a distinctive smell – mealworm air freshener, the hedgehog equivalent of bacon. Meanwhile, Ireland is set for its coldest winter in years, with subzero temperatures, polar gales and heavy snowfall predicted to plunge the country into an Arctic freeze within weeks. Forecasters have warned that mercury levels will start falling significantly throughout November, leading to a shivering run-up to Christmas and an even bitterer spell throughout January.

Canada deal for drivers

IrISH ex-pat drivers based in Ontario will now be able to automatically exchange their full Irish licence for a Canadian one, the Government said a mutual licence exchange deal with authorities in the Canadian province is now in place. The agreement means that holders of a valid Irish driving licence can transfer to an Ontario approved one if they are a resident of the area. People from Ontario living in Ireland can do the same.

Cars main driver of retail rise RETAIL sales volume increased by 0.1 per cent in September – but one group was unhappy with the figures. There was an increase of 5.9 per cent when compared with September 2013, according to new figures from the Central Statistics Office. However, if motor deals are excluded, there was a decrease of 0.6 per cent in retail sales in September when compared with August and there was an increase of 3.1 per cent in the annual figure. After the release of the figures, the Irish Small and Medium Enterprises Association (Isme) called for the Government to tackle business costs and black economy activity affecting the retail trade. Isme chief executive Mark Fielding said: ‘Despite some positive indicators, the SME economy is still challenged and the retail sector is the main barometer.’

There was a decrease of 0.2 per cent in the value of retail sales in September when compared with August and there was an annual increase of 3.8 per cent when compared with September of last year. Mr Fielding added: ‘The fact that the consumer “escaped” major cutbacks in the Budget may give a slightly easier feeling; however, water charges and property taxes continue to weigh heavily on consumers.’

The curTain is coming down on perhaps ireland’s most cherished film rental store. For a quarter of a century, Laser has been a treasure chest for a legion of movie fans, among them famous names like Sean Penn, christian Bale and ralph Fiennes. But despite a gallant

attempt to fight the tide of internet downloads, Dublin’s revered specialist video library is finally calling it a wrap. Following the recent closure of its ranelagh and andrew Street branches, the flagship store on George’s Street South is to shut with the loss of eight jobs.

RYANAIR passengers were stranded in a Polish airport for 24 hours due to bad weather conditions. Speaking to RTÉ radio’s Liveline, Magdalena Kantor said she was offered no overnight accommodation following the cancellation of her 9.20pm flight to Dublin on Tuesday. ‘We were waiting at the airport for three hours to get information. I found out from Kraków Airport twitter that our plane was trying to get to Kraków... We were informed after over three hours that our flight was cancelled. ‘We were offered a refund or to rebook our flight but we had nowhere to stay,’ she said. Dunnes snubs staff pay talks

RepResentatives for Dunnes stores workers have hit out at the retailer’s refusal to turn up to a Labour Court hearing on better contracts for staff. the trade union Mandate said the move was ‘extremely disappointing’ and ‘unacceptable in 2014’ but that it was just the latest in a series of rebuffs from the chain. ‘they refuse to meet with their workers’ representatives and refuse to engage with the state’s industrial relations bodies, including the Labour Relations Commission (LRC) and the Labour Court,’ said Gerry Light, Mandate assistant general secretary. ‘Our members in Dunnes are only too aware of how workers in the companies’ main competitors are treated. all we want are similar measures that will ensure our members and their families have sufficient income.’

Dunnes stores is under no legal obligation to attend the hearings and refused to comment when asked about its decision not to appear. according to Mandate, the issue facing its members is that there is no certainty when it comes to weekly working hours due to contracts that range from 15 to 38 hours. even permanent staff are affected, with one of its members, Muireann Dalton, telling the Labour Court that she did not know what hours she had from week to week and that ‘working for 15 hours delivered less than social welfare’. ‘Our main issue is more secure hours and earnings. it’s virtually impossible to plan your life and pay bills and rent,’ she said. speaking to Metro Herald, Mandate’s Karen Wall said Mandate’s Dunnes members were determined to get equal footing with tesco, penneys and supervalu staff.

Bad horror films are childsplay compared to bills, sex offenders and David Lynch’s darkly surrealist TV show, Twin Peaks, whimpers KEN ROGAN

B

oo! DiD i get you? Well so what. ’Tis the season to be scary and dress silly, and the good news is that last year’s Breaking Bad meth costume is this year’s Ebola nurse. Bet you never thought you’d get a second use out of that. Sadly, i’m too much of a loser to be going to a fancy dress party, so i’ll have to get my frights at home when i peruse a few unopened bills and some vegan propaganda. And the trick-or-treaters still bring the fancy dress to you anyway, once you’re not the local bogeyman. of course yesteryear’s bogeyman is today’s registered sex offender, but there was a time when bogeymen occupied this twilight territory between actual ghosts and footballpuncturing grumps. But i digress. Back in the homestead, and with the bills all opened, might the telly serve up some scares? Maybe, if you’ve got Sky Movies, (seriously, who has Sky Movies?) otherwise it’s probably ‘i don’t care what you did last summer’. or you might get lucky and happen across The

omen, or The Exorcist. Devil worship movies feature far less idiocy, what with Satan being everywhere and not merely ‘behind you’ as is the case with the feckless meat bags running aimlessly around the woods until you’re actually glad they get topped by old Mr Peterson, the bogeyman from the abandoned mill who’s been stewing about Scooby Doo for the last 20 years. Good news, Mr Peterson: the world is now your hyper-violent playground, so you can retire the

luminous ghost suit and pick up a nail gun. Still, some slasher movies are scary. Ten-year-old ‘me’ had to make my sheepish excuses after ten minutes of A Nightmare on Elm Street, and i saw The Shining at an impressionable age too. Although to be fair, The Shining is scary at any age, owing in part to all sorts of subliminal, tricky goings on that aren’t overtly kicking your door down and screaming ‘here’s Johnny’ but are nonetheless steadily

hammering your subconscious. The scariest thing i ever saw though was that episode of Twin Peaks (pictured) where you find out who killed Laura Palmer. it’s the one where the denim-clad killer in the mirror gruesomely batters Laura’s cousin to death – you probably know the scene, it is profoundly memorable, and when i watched it again last year it still made my hair stand straight on end, and even gave me a nightmare. And that’s the gift i want to give you. All you have to do is let me convince you to watch anything directed by David Lynch (Twin Peaks co-creator) while ensuring that at all costs you avoid the impulse to try to make any sense of it. Purely FYi, the principal weirdness at work in his movies is, i submit, the total lack of irony – by which i mean all that stuff which informs our baseline jaded, cynical worldview whereby we know without knowing how a story is going to end, while the story itself, via subtext, symbolism or the script, winks out at us, tongue in cheek, as if to say, ‘hey, we know you know too’. David Lynch completely bypasses

all this programming with a combination of deliberately unnatural acting and a sumptuous, if disturbing, feast of audio-visual artistry, which leaves you defenceless and in a dark place where your expectations don’t stand a chance and you are extra vulnerable to the world-class creepiness for which Lynch is justly famous. Best of all, you don’t need to understand it to feel it, but maybe it will help when, consciously or subconsciously, you find yourself asking what the hell he’s trying to say here, or what all of this is supposed to mean. Because here’s the thing: Sometimes you hear a sweet singing voice in a foreign language and all you can do is sit there and admire it because it’s beautiful, as and of itself. And it doesn’t matter if you don’t understand it, because it looks so good and sounds so strange and frightening and compelling that it leaves you in something like a state of awe. Watching David Lynch movies is the closest thing i know to real magic. Happy Halloween.

O’Donnell takes up reins at RSA A forMer junior minister is to head up the Government’s road safety campaigns. Liz o’Donnell, a former Progressive Democrat TD, has been given a five-year tenure as chair of the road safety Authority (rsA) following Gay Byrne’s retirement. The appointment was made by Transport Minister Paschal Donohoe and comes as the road death toll increased for the first time last year after several years of decline to record lows. The Transport Department said Ms o’Donnell expressed an interest in serving on a state board following a 2010 initiative to encourage women candidates which has seen more than 30 women appointed to similar positions. some 85 women are still on the panel with an interest in taking state roles and a revised list will be drawn up at the end of the year. nce again, the ordinary folks are getting hit in the pocket with the news that fares are increasing by as much as 28 per cent. This is an outrage. Only last week, enda Kenny was in Brussels seeking an improved deal on greenhouse gas emissions in an offsetting arrangement for our agricultural sector. This latest price hike will only serve to push people back into cars. Traffic has already increased to pre-recession levels, with our road infrastructure now requiring upgrading. The national Transport Authority and the Government have not taken a cohesive approach here on any level. The public transport companies have argued they need the fare increases to supply the services. The travelling public are an easy target.

If the Government cannot increase subvention to the public transport companies then the time has come to finally introduce competition into the public transport sector. If Bus Éireann, Iarnród Éireann and Dublin Bus cannot provide much-needed services at an affordable price for the consumer then open up the sector to operators who can. enough is enough. Turtle-eating tortoise recovering slowly... A SICK tortoise was found to be suffering from a small but familiar problem. Lola,, a 15lb African A an spurred spur tortoise, had swallowed a turtle pendant. Lola became ill over the weekend before the jewellery was discovered during an X-ray by Miami vet Dr Don Harris. Gardaí appeal for information on priceless Irish art robbery GARDAÍ are appealing to the public for information after three paintings by some of the country’s foremost artists were stolen in a heist at a house a week ago. The valuable artworks were taken in a break-in at the home in Donard, Co Wicklow, on the evening of October 22. They include Sir John Lavery’s Portrait Of A Lady, Paul Henry’s Landscape With Cottage and one of Jack B Yeats’ works The Fern In The Area.

The artists are regarded among the finest to come out of Ireland. All have works hanging in the National Gallery and were highly prized during the boom years. Gardaí in Baltinglass have appealed for members of the public to assist the investigation. Detectives urged anyone who has information on the robbery or anyone who may have been offered the paintings to come forward. No arrests have so far been made.

In an unusual experiment, DJ Zane Lowe has supplied an ‘alternative soundtrack’ for this BBC3 broadcast. The film also stars Carey Mulligan and Bryan Cranston.

Otherwise, it’s open season as Keane gives his two cents on teammates, opponents, and signings (when he managed Sunderland and, briefly, Ipswich). But what his fans often cite, and what is evident here, is his sense of fairness. He always gives credit where it’s due (even if it clearly sickens him) and is surprisingly self-deprecating when it comes to his shortcomings (the temper, the stubbornness with injury, the preciousness) which led him into hot water or sporting victory, depending on their application. worth the wait? It is. Eamon Dunphy’s first biography in 2002 was as much a PR move to smooth over Saipan. This feels like the real deal even if not the complete portrait. Love or hate the game (and this reviewer sits in the latter camp), Keane is a fascinatingly complex fellow countryman. It’s about time we got to know him a bit better.

PETER SChMEIChEl now regards Manchester City as a ‘bigger club’ than their bitter rivals United based on recent form. City and United lock horns on Sunday in the first Manchester derby of the season. During his eight years at United, Schmeichel did not lose one Manchester derby but the former goalkeeper thinks the balance of power has shifted in City’s favour. ‘In my first couple of years [at United] I didn’t understand [the rivalry with City]. liverpool and leeds were much bigger games,’ Schmeichel said. ‘Now it’s different. by Jack fox Patience paid off for tottenham last night as they saw off championship Brighton to reach the last eight of the League cup. after a frustrating opening half for the hosts, Mauricio Pochettino’s dominant side were rewarded for their efforts thanks to second-half strikes from substitute erik Lamela and the in-form Harry Kane. the match had got off to a late start due to traffic congestion around White Hart Lane but the delay did little to disrupt the hosts – fielding ten changes to the side that lost to newcastle on Sunday – as they took the game to their visitors from the off. aaron Lennon and andros townsend were a constant headache for Brighton’s back four but the Seagulls, to their credit, stuck to their gameplan as they made it to the half-time break all square. Lamela replaced the lively Lennon and the switch brought almost instant joy for Spurs as the argentine broke the deadlock just nine minutes later. after a

SÉamuS Coleman and James mcCarthy have been recalled to the Republic of Ireland squad after injury for next month’s euro 2016 qualifier in Scotland and the home friendly against the uSa. The pair missed last month’s 7-0 demolition of Gibraltar and creditable 1-1 draw in Germany with hamstring and thigh injuries respectively, but both have since returned to action and were included in a provisional 36-man Ireland party announced by manager martin o’neill yesterday afternoon. There was a place too for Stoke midfielder Glenn Whelan, who suffered a minor leg fracture during the clash with the Germans in Gelsenkirchen which was expected to sideline him for between four and six weeks. However, norwich midfielder Wes Hoolahan, who is nursing an ankle ligament problem, has not been included. o’neill said: ‘I am looking forward to assembling the squad for the last time this year in preparation for our final games of 2014. ‘I am absolutely delighted with the courage and determination we showed in our last two qualifiers, and hope we can continue this run next month against Scotland and the uSa.’

QPR defendeR Rio ferdinand has been suspended for three matches and fined £25,000 for comments he made on Twitter, the football Association has announced. The 35-year-old former Manchester United player directed a jibe at a Twitter follower – who criticised him last month – containing the word ‘sket’, which the Collins dictionary defines as ‘a promiscuous girl or woman’. After a Twitter user sent the message ‘Maybe QPR will sign a good CB (centre-back) they need one’, ferdinand replied by saying ‘get ya mum in, plays the field well son! £sket’. The exchange came on September 1, which was transfer deadline day.
