landlord fined €56,000 for 10 unregistered flats
A LANDLORD who was renting out ten properties on the same road, including eight flats, has been fined €55,750 for not registering them after he repeatedly ignored warning letters, and didn’t show up for court. The Private Residential Tenancies Board (PRTB) issued proceedings against John Maguire Jnr after he failed to respond to four separate warning letters. The landlord, of Moneynamuck, Galmoy, Co Kilkenny, had tenancies at 21 and 23 North Circular Road, Dublin 7, as well as flats 1, 2, 3, 5, 6, 7, 8 and 9 at 35 North Circular Road which he hadn’t registered. Convicting him in his absence, District Court judge John O’Neill said Maguire had been given ‘ample notice’ of his obligations and was aware of the consequences of not dealing with the matter.

A PRTB officer told the court the tenancies have still not been registered and that the cost of registering a tenancy on time was €90 and the late registration fee was €180 per instance. Maguire was fined €2,500 plus the same in legal costs for each tenancy, bringing the total in fines and costs to €55,750. Landlords, if convicted under the Residential Tenancies Act 2004 for failing to comply with a notice, can face a maximum fine of up to €4,000 and/or six months in jail, along with a daily fine of €250 for a continuing offence. The case will no doubt be a warning to rogue and ‘accidental’ landlords who are renting properties ‘off the books’, and the PRTB said it would be taking similar prosecutions.

Concern at rise in sex trafficking EighTy-ThrEE women supported by an agency working with prostitutes last year were trafficked to ireland. ruhama, which began 25 years ago offering outreach services to street-based sex workers, said the number of people illegally brought here to work as prostitutes increased by 17 per cent in 2013. The charity said it has assisted 2,500 women from 60 countries since 1989. More than 300 were given direct support in the last year. ruhama said the number of women accessing support in 2013 increased by 18 per cent. it also said 219 women were given specific care plans.

city cyclists demand Garda clampdown on bike theft DUBLIN Cycling Campaign is calling for an increase in secure bicycle parking throughout the city after more than 4,500 bikes were stolen in Dublin last year. While that is the official Central Statistics Office figure, campaigners believe that the actual number is much higher as many go unreported. It is also looking for tighter controls on the online selling of second-hand bikes. Campaign researcher David Timony
said: ‘We need a multi-pronged approach, a massive increase in secure bicycle parking throughout the city and more action by the Gardaí to detect and deter bicycle theft. ‘A tighter code of practice for buyers and sellers of second-hand bikes online is also needed, as is more responsibility by cyclists in buying better locks, not buying second-hand stolen bikes and always reporting stolen bikes to the Gardaí.’
Dublin Cycling Campaign (DCC) is also calling on the Department of Transport to set up a co-ordinating body to tackle bike theft. It said that a ‘standard city-type bicycle costs upwards of €700 to replace’ and said that Gardaí are not taking this type of crime seriously. Mike McMillan, from DCC, added: ‘[Gardaí] are treating it as a trivial offence. It’s not, it is a criminal offence.’

MINISTER for Health Leo Varadkar yesterday announced measures to stem the tide of people ditching their private health insurance. The Private Health Insurance Package includes a reduction in stamp duty, special lower premiums for young adults, a reduction in the Health Insurance Authority levy and the introduction of the Lifetime Community Rating.
Key recommendations from two reports on private health insurance costs were included, and the package ‘builds on Budget 2015’, a health spokesperson said, which included a freeze on hospital bed charges. Minister Varadkar said: ‘These measures are designed to work as a package and make private health insurance affordable again for as many people as possible. We want to
try and limit the need for increases in premiums, and even secure some reductions if possible. ‘I think the time is right to try a new approach. The economy is growing again and more people are back at work. Following a long period of rising premiums and a severe decline in health insurance cover, the number of policy holders is now showing modest growth.

The ISPCA has confirmed that a member of its staff has been dismissed after ten dogs were left without food or water over a bank holiday weekend. The staff member was dismissed for gross misconduct, chief executive Dr Andrew Kelly said. The action followed an investigation by the society into the incident at Roscommon Dog Pound over two days of the August bank holiday period.

y far the daftest thing about this Web Summit is that you have to attend it. and use your legs to get around, and your arse to sit down, and your hands to clap. This is all very un-internet. Why not a webinar? Or a .com-ference, or a sim-posium? But no, they went for a conventional convention that’s Davos meets the Electric Picnic. and try how they might to distract us with Bono or Eva Longoria, we all know the real reason they’re coming here: to steal our free water! Or our thunder! Or our ideas! (But mostly our water). The start-up deals are just a ruse – they’ve sunk a well in the rDS from which they’ll steal the nation’s moisture, and when the land is as parched as a shrivelled prune they’ll hightail it back to the desert in California, leaving us with inflated hotel prices and water debt, and the inescapable sense that ‘the future’ paid us a visit, took a dump in our toilet, had a shower, and buggered off again without buying us dinner. Still, that’s what you get for hosting your event in what critics
are calling ‘reality’. This does have advantages though – if your internet connection dies during a webinar, the show’s over. A MASTERPIECE painted by Vincent van Gogh weeks before his death has sold for €50million. The 1890 painting, Still Life: Vase With Daisies And Poppies, was one of the few the Dutch artist sold during his lifetime. Expected to fetch between €23million and €38million, it was sold to a private bidder from Asia, Sotheby’s in New York reported.
Van Gogh painted the wildflowers at the French home of his physician, Dr Paul Gachet. The high price, however, is a long way short of the record fee paid for a van Gogh at auction. That stands at €66million for his Portrait Of Dr Gachet, which was sold in 1990. The still life was acquired by one of the founders of the Museum of Modern Art, Conger Goodyear, in
1928. It remained in his family until 1990, when it was sold to its last owner. The painting was not the only item at Tuesday’s auction in Manhattan to excite art collectors. A buyer paid €80.7million for Chariot, a 1951 bronze sculpture of a goddess-like figure perched atop a wheeled chariot, by Swiss sculptor Alberto Giacometti.

THE average household will spend up to €1,463 this Christmas – but this is no more than last year according to research carried out by Aviva Home Insurance. The findings show that, despite the economic recovery, many of those surveyed said they intended to cut down on what they spend this year. Vatican: Assisted suicide ‘reprehensible’ THe Vatican’s bioethics chief has called the assisted suicide of an American woman with terminal brain cancer ‘reprehensible’. Brittany Maynard’s death in Oregon on Saturday, following a public declaration of her motives aimed at sparking political action on the issue, has sparked fierce debate over assisted suicide for the terminally ill.
Ms Maynard, 29, stated she wanted to die with dignity, but Monsignor Ignacio Carrasco de Paula, head of the Pontifical Academy for Life, told ANSA news agency that ‘dignity is something other than putting an end to one’s own life. Brittany Maynard’s act is in itself reprehensible, but what happened in the consciousness we do not know’.

The clothing range was cited by chief executive Marc Bolland as one of the reasons half-year earnings were up 2.3 per cent to €340million. ‘Womenswear performance continues to improve with growth in full-price sales and increasingly positive feedback from our customers,’ he said. ‘However, the recent market conditions remain challenging, with unseasonal weather resulting in high levels of promotional activity across the market.’ The British-based retailer is still fighting to turnaround clothing sales overall after the division has seen more than three years of decline. Across the group, sales rose by 1 per cent to €6.2billion in the six months to September 27. Food was in line with the rise but warm weather in September contributed to a 4 per cent fall in general merchandise. M&S, which has been overtaken by rival Next in the UK, is hoping profits will total €845million this year, up from €798million in the previous 12 months. Shares were up 10 per cent after the update. Drug ‘grows eyelashes’ Irish among Hay fever misery on way big polluters
EyE ExpERTS have discovered a drug used to treat glaucoma can also boost the growth and prominence of eyelashes. In an environmental impact study conducted by Trócaire, Ireland is ranked as the 35th highest producer of the pollutant. On a European emissions scale, we are in eighth place. In fact, according to the charity, our emissions are currently so high that our island – with a population of more than 4.5million – emits as much carbon as more than 400million of the world’s poorest people.

Scientists predict that higher levels of carbon dioxide (CO2) in the atmosphere will lead to a significant boost in the amount of air-borne grass pollen. Despite increases in ozone, which suppresses plant growth, pollen production is expected to more than treble in the next 100 years. US lead scientist Dr Christine Rogers, from the University of Massachusetts at Amherst, said: ‘The implications of increasing CO2 for human health are clear. Stimulation of grass pollen production by
elevated CO2 will increase airborne concentrations and increase exposure and suffering in grass pollen-allergic individuals.” For the study, grass plants grown in special reactor chambers were exposed to different atmospheric gas concentrations. Different ratios of carbon dioxide and ozone were tested to show their effects on grass and pollen production. The scientists found that an atmospheric CO2 concentrations of 800 parts per million – possible by the end of the century according to some forecasts – raised pollen production per grass flower by 53 per cent.

The singer’s latest offering, entitled 1989, is the fastest-selling album in the US for 12 years – thanks to Swift removing her body of work from the music-sharing service Spotify. The purge included new hit Shake It Off which meant fans had to buy her album to hear the single – and they did – sending 1989 to No.1 in the charts. or a chap who pretty much invented lad-lit in the 1990s, Nick Hornby has recently spent a lot of time writing about women. ‘There was the film an Education, then there are forthcoming films Wild, based on Cheryl Strayed’s memoir, and Brooklyn, an adaptation of Colm Tóibín’s novel about a Wexford girl in 1950s New York,’ he says, counting them off. ‘Then there’s my new novel, Funny Girl, about a TV actress in the 1960s.’ He stops, a bit sheepish. ‘Because my first book was about football, some people think I’ve become a bit of a weirdo.’ Thanks to the massmarket popularity of Fever Pitch, High Fidelity and about a Boy, for a while the name Nick Hornby was synonymous with a particular type of bloke. at the height of the boozed-up, football-mad, emotionally arrested 1990s, chaps who balked at the challenge of committing to a woman for more than four weeks found easy refuge in a new social trope: the blithely unattached new lad whose most meaningful relationship was with his record collection. It’s hard to
know whether Hornby created new laddism or new laddism created him. Either way, Hornby has always felt uncomfortable with the lad-lit label. ‘I can see now that Fever Pitch and High Fidelity were the sort of books that could sink you, because they were both a case of the book and the world matching up at the right moment,’ he says, sucking furiously on an e-cigarette. ‘But the books became much more than they were ever intended to represent. I found myself a spokesman for something I never signed up to’ Fast forward a decade or two and new lad has become metrosexual dad; and Hornby has become a sensitive chronicler of the lives of young women. ‘Women’s lives are so much more moving: they nearly always have some sort of obstacle to overcome,’ he says. ‘Whereas for men, usually the only obstacle they have to overcome is themselves.’ Funny Girl isn’t just the story of a working-class actress from Blackpool, it’s a love letter to the TV cultural explosion of the
