PROJECT OF THE MONTH
JAIPUR METRO … can play a vital role in reducing pollution in Pink city
Jaipur is the capital of Rajasthan and it was built by the Swai Jai Singh in the 18th century. Due to its dominant color scheme of the building this city is popularly called as Pink City and even every building within the walled of every historic center is painted with terracotta “pink” color. It forms the west golden triangle. This city is home to many heritage sites and serves and gateway to many tourist destinations like Jodhpur, Jaisalmer, Udaipur etc.
J
aipur is continuously undergoing commercial development as well as industrialization. Due to poor transport system the city is on immense pressure, as a result, the government mulled over to work for the establishment of Jaipur metro. Jaipur Metro is India’s sixth metro rail system after Kolkata, Delhi NCR, Mumbai, Gurgaon, and Bangalore. It is the first metro in India to run on the double-story elevated road and on metro track.
Route Map
The Jaipur Metro Rail Corporation Ltd., abbreviated to JMRC, is a stateowned company that operates the Jaipur Metro. The Jaipur Metro Rail Corporation Ltd. was created Special Purpose Vehicle on 1 January 2010. Among the Rapid Transit systems of India, it has been recorded fastest to conduct of trial run after starting construction, when it commenced trial runs in Jaipur on 18 September 2013 flagged off by the then Chief Minister of Rajasthan Shri Ashok Gehlot. Currently the Central Government and the State Government are in the process of discussing and finalizing mutually agreed terms of converting this SPV into a JV of Govt. Of India and Govt. of Rajasthan. METRO RAIL NEWS | AUGUST 2018 | WWW.METRORAILNEWS.IN

As an effort to reduce energy consumption, the procured rolling stock uses regenerative braking system which in turn will lead to 30% energy saving. A rain water harvesting system has been built into the design, whereby entire length of the viaduct will act as catchment for the rain water harvesting structures created under alternate spans to recharge the ground water level. Provision has been made for free drinking water at all the Metro Stations. Up to 30% of Jaipur Metro's operation and maintenance staff, including train operators and station controllers, are women.

The pink line is also called as Ring road line as it passes the busy Ring road and witnesses the massive traffic all day long. On 6 August Delhi Metro Rail Corporation (DMRC) inaugurated the Durgabai Deshmukh South Campus to Lajpat Nagar section on the Pink Line. This 8.10-km long route has been flagged off by the Minister of State (Independent Charge), Housing and Urban Affairs Hardeep Singh Puri and Delhi Chief Minister Arvind Kejriwal. Important Facts about Pink Line According to Delhi Metro, with the new section of Delhi Metro Pink Line opening, commuters will save substantial transit time. For example, earlier if one had to travel from Lajpat Nagar to INA, it would take that person approximately 24 minutes 32 seconds, but with new Pink Line it will take only 5 minutes 7 seconds only. Same way, commuters from Lajpat Nagar to Rajouri Garden use to travel for 45 minutes and 9 seconds, but now it just takes 28 minutes 45 seconds.
As per the timetable by Delhi Metro, as many as 23 trains will be put into service from Majlis Park to Lajpat Nagar. Test Trials
The trials were done so as to ensure that there is no physical infringement. The response of the train at different speeds, braking of the train and the interconnection with the Operations Control Centre (OCC) was also monitored during the trials. The behaviour of the track system and the Over Head Electrification (OHE) was checked repeatedly. Challenges One more incident occurs in Delhi Metro Rail Corporation station. Due to heavy rain newly built platform gets damaged and water logged in concourse area of metro station at Bhikaji Cama Place on Pink Line (Line 7). This is very bad news for Delhi Metro Commuters that the line which was likely to start in August gets damaged. This damages clearly shows poor construction and low quality material used in while constructing. On 25 July Pink line Inspection was done by the Commissioner of Metro Rail Safety (CMRS). The Commissioner for Metro Rail Safety (CMRS), paving the way for its opening that is expected in August 2018.
The section will also provide two interchange stations- Lajpat Nagar metro station for Violet Line and INA metro station for Yellow Line. Interestingly, the Durgabai Deshmukh South Campus and Lajpat Nagar section will also provide connectivity to four major markets of the capital city – Lajpat Nagar, South Extension, INA and Sarojini Nagar. With new network, commuters from Gurugram will easily be able to connect the Sarojini Nagar and South-Extension markets by interchanging at INA station. Also, Delhi University students from North campus will also find it easier to visit these market places by interchanging at INA. Road Transport versus High Speed Rail: Revealed Indian Scenario
High Speed Rail (HSR) is defined as a rail system that is designed for maximum speed limit of 200 Kmph on upgraded track and 250 Kmph on a newly build track.
V
ision – 2020 of Indian Railways (IR) identified six corridors for implementation of HSR as shown in the map.
Dr. M Selvakumar Transportation Planner
A study was conducted to study the impact of proposed HSR on road Transport in India on two routes viz. Chennai – Bengaluru and Mumbai – Ahmedabad in terms of modal shift of patronage by developing a mathematical models from the questionnaire survey data collected.

COVER STORY Only the shift from Car and AC Bus was studied. Though the diversion expected from existing rail as well as air, the study focused on to assess the diversion from road based traffic. The study was actually done in the year 2013 by the writer along with Mr. D. Siddi Ramulu, Head – Traffic, L&T Infra Engineering Limited, Chennai.
Relevance of High Speed Rail in India The relevance of HSR for Indian context is described below: • Size of the country: India is large country of subcontinent dimensions. There is an enormous potential for long-haul intercity travel ranging from 300 Km to 2,500 Km. • Urbanization: India has 53 cities with more than 1 million population and three cities with more than 10 million population (Population census, 2011). At present, around 30 percent of population is living in urban areas and is expected to increase to 40 percent by 2031. Rapid urbanization will trigger growth for intercity travel due to increased demand for business, education, tourism/pilgrimage and social purpose. • Growth of per-capita income: The real per capita income (measured in terms of per capita net national income at constant (201112) prices is one of the important indicators representing the welfare of people of a country. It is expected to increase from Rs. 77,803 in 2015-16 to Rs. 86,660 in 2017-18, growing
32
at an annual average rate of 5.5 per cent. In nominal terms it increased by an average of 9.0 per cent per annum from Rs. 94,130 in 2015-16 to Rs.111,782 in 2017-18. (Source: http://mofapp.nic.in). With increase in per capita income, Value of Time (VOT) of passengers is on rise, necessitating faster and comfortable services. • Limitations of Railways: Indian Railways though has the fourth largest railway network in the world has limitations in terms of speed. The fastest train in India is Bhopal Shatabdi between New Delhi – Bhopal junction with a maximum speed of 161 Kmph and an average speed of 86.72 Kmph. Considering the country size and population more fast trains are required. • Air Travel: Air travel is costly and it may to be the solution to the transportation of large number of people for medium to long distance travel. • Economy: Reduced intercity travel time among major cities will boost economy growth and brings changes in business and personal travel. Modeling Approach
Non-AC buses are excluded from the study after observing the unwillingness of passengers to shift to HSR in the initial sample due to large difference in the fare. Hence, the passenger interview survey was conducted among car users and AC bus travelers using the pre-edited questionnaire. The questionnaire was prepared so as to collect required socio-economic and travel characteristics in order to understand the behaviour of users. Following information was collected as part of the survey: 1) Socio-economic factors: (a) age (b) education (c) type of employment (d) occupation (e) monthly income. 2) Travel factors: (a) origin – destination (b) distance (c) travel time (d) purpose of trip (e) frequency of travel (f) occupancy (single or more) (g) car ownership. 3) Factors representing attitude and behaviour: (a) cost of travel (b) comfort and convenient of travel. 4) Fare scenarios: Fare levels were chosen such that they should be at least 50% more than existing premier train fare but should be less than Air fare and cost of travel by Car. In order to capture full range of fares, 4 fare scenarios were considered. HSR fare is 1.5 times, 2.0 times, 2.5 times and 3.0 times that of Executive Chair Car Train fare. The average Executive Chair Car Train Fare is Rs. 3 per km and the 4 fare scenarios considered above corresponds to fare levels of Rs.4.5 per km, Rs.6.0 per km, Rs.7.5 Rs per km and Rs.9.0 Rs per km.
Modal shift occurs when one mode of transport has a comparative advantage(s) in a similar market over another mode. Comparative advantage can take various forms such as travel cost, travel time, capacity, flexibility and reliability etc. Depending upon the kind of passengers travelling and their characteristics (socio-economic characteristics, trip characteristics etc,), the relative importance of these The Brochure contains the salient factors varies. features of the proposed HSR with pictorial representations. In developing country like India, fare plays most important role in the choice of mode as compared to the other attributes. Other attributes such as safety, reliability, frequency, comfort and convenience have been defined and informed to the respondents before asking for response. The above attributes are far superior for HSR as compared to the existing modes and it was found difficult to differentiate various levels taking into account that HSR is new mode and was not implemented in India so far. In view of above, fare alone is considered for investigating the shift behaviour.

Mumbai– Ahmedabad proposed HSR Corridor competes with Mumbai– Ahmedabad National Highway (NH-8) as well as proposed Expressway. Traffic data were collected from traffic sureys. It is assumed that proposed Mumbai-Ahmedabad HSR will have three intermediate stations at Surat, Bharuch and Vadodara. Therefore, all the possible combinations of O-D pairs were considered. Probabilities are applied to the potential OD pairs and overall shift in Car and Bus is estimated and presented in Table 2. It can be observed that when the fare difference is 3.0 times, it is almost overlapping on the existing traffic line. This indicates that the expected shift is marginal when the fare is 3.0 times higher than executive class rail fare. Price Elasticity of Demand Cost plays an important role in shift behaviour and therefore, it is interesting to study the price elasticity of different segments of travellers. It indicates change behaviour of shift with respect to change in price of travel (Price Sensitivity). This differs from one segment of passengers to another segment of passengers. For example, official trip makers are less sensitive to price change than the personal trip makers. Since official trip makers fare is paid by the company whereas personal trips makers pay money out of

A questionnaire survey approach is used to study the impact of HSR along Chennai-Bangalore and Mumbai-Ahmedabad road corridors by conducting passenger interview survey of potential users of High Speed Rail i.e. AC Bus and Car passengers. A model is developed using data to arrive probable shift of road passengers to HSR. The study reveals that fare is the significant factor that has considerable impact in inducing diversion of trips from Car and AC Bus to HSR. The probable shift to HSR from Car and AC Bus is more than 80% when fare is 1.5 times Executive Chair Car rail fare (Rs. 4.5 per km). The shift is only 1% to 8% when fare is 3.0 times Executive Chair Car rail fare (Rs. 9.0 per km). The study also reveals that shift on MumbaiAhmedabad HSR is higher as compared to the Chennai-Bangalore HSR which can be attributed to longer corridor length, substantial savings in travel

time and number of intermediate stations. • The study indicates that fare of HSR plays critical role to achieve the diversion from Car and Bus. It gives useful insights for Policy Makers and Investors. While fare level of Rs. 4.5 per km given highest diversion and any fare above Rs. 6.0 per km will result in drastic reduction in diversion. Therefore, in order to achieve at least 50% diversion from Car and AC Bus, HSR fares are to be kept between Rs. 4.5 to 6.0 per km. • The overall shift in Car and Bus works out to be 15.6% and 12.3% for Chennai-Bangalore corridor when the fare is Rs. 4.5 per km. The corresponding shift is only 1.36% and 0.61% when the fare is Rs. 9.0 per km • The overall shift in Car and Bus works out to be 41.6% and 17.6% for Mumbai-Ahmedabad corridor when the fare is Rs. 4.5 per km. The corresponding shift is only 1.29% and 0.19% when the fare is Rs. 9.0 per km • In addition to fare, other variables such as shorter travel time, income of the person, occupation, type of trip i.e. official or personal and frequency of travel are also found to be influencing the shift behaviour. • Price elasticity of demand indicates that the Bus passengers are more price sensitive than the Car passengers. Also, it has been found that price sensitivity on

SMART CITIES MISSION
Smart Cities in India: Embracing the opportunity of urbanization As part of Information Age's Smart City Month, we take a look at the smart city initiatives in India that are helping the country embrace the opportunities of increasing urbanisation
Nicholas Ismail Editor Information Age
T
he general merits of embracing smart cities have been discussed at length over the last two weeks, as part of Information Age’s Smart City Month. This article will focus specifically on the notion of smart cities in India, and why the country views this as the best route in embracing the opportunity of an increasing urban population.
This smart city agenda entails improving the quality of life of its citizens, strengthening and diversifying the economy, while prioritising environmental sustainability through the adoption of smart solutions. This will be achieved by central and state governments providing financial aid to the cities between 2017 and 2022. The Smart Cities Mission says tangible results will start to be seen after 2022.
So, while these cities are not yet ‘smart’, this significant countrywide initiative shows the value placed in the smart city ideal. Indeed, when the program was announced, the Indian Cabinet approved a total of₹48,000 crore (£4.3BN) for the smart cities mission over the five years, with a host of extra funding for other urban transformation projects. It is something they are taking seriously.
In a country-wide competition, 100 cities have now been selected, with a population of 99,630,069 impacted by the Smart Cities Mission. The aim is to develop these areas, so that they become smart cities in India, while simultaneously improving neighbouring cities and the general Over the five-year smart city program, Indian states and Union area as a result.

territories (except West Bengal) nominated at least one city in their region for the Smart Cities Mission. Each selected city has created a Special Purpose Vehicle (SPV), headed by a full-time CEO, to implement tailored solutions to the city. The SPV will plan, appraise, approve, release funds, implement, manage, operate, monitor and evaluate the smart city development projects. ‘Participating cities are engaging citizens, and preparing proposals to maximise bang for the buck – where uninterrupted power, water supply, internet connectivity, egovernance and quality infrastructure have become standard milestones.’ As mentioned, 100 cities have now been selected. And, since January, there are currently 2,855 projects worth Rs 135,459 crore in implementation, and 147 projects worth Rs 1,872 crore completed.
SMART CITIES MISSSION The idea of a competition to decide which cities receive this funding is a good idea, because the process of selection requires effort on behalf of the competing cities. Effort that is necessary to make a successful smart city, which relies on the commitment of businesses, local government and citizens. Support of Private Sectors
The private sector has an important role to play in helping advance smart cities. According to a recent article from the Financial Express, based on the opinion of Michael Koh, an experienced Singaporean urban designer, India’s private sector, including startups, is well positioned to support the reality of the country’s Smart City Mission project. “The Indian private sector and governments are working together to achieve the smart cities mission,” said Koh, who is also a fellow at the Centre of Liveable Cities (CLC) here. This private sector involvement and application is entirely necessary in helping support the public sector, in achieving smart city project success across cities in India. According to a study from Deloitte, just 16% of cities are able to self-fund required infrastructure projects. As a result, these cities or countries need the support of private and non-profit partners to advance their smart city agendas.

Is India really needs Monorail?
Reeta Shah Asstt. Editor
T
he monorail in Mumbai is the first ever monorail system to be used as a means of rapid transportation in India since the shutting down of the Kundala Valley Railway and Patiala State Monorail Train in the 1920s. The idea of monorail was first proposed by the Mumbai Metropolitan Region Development Authority in 2005 in order to provide the people of Mumbai a better, cheaper and faster mode of transit. The monorail was expected to provide a safe, comfortable and convenient environment for travelling throughout the city. Future of Monorail in India Despite having spent up to Rs. 11000 crore to make the operation of monorail a successful one, the monorail is only serving up to 19000 commuters, much less than the expected 1.5 lac commuters in a day. Also, the monorail has been running at a loss of nearly 3 lakh a day, making it a highly unaffordable operation. Mumbai is upgrading, claim the large signboards across Mumbai’s arterial roads. Mumbai Metropolitan Region Development Authority expected that monorail will be functional by 2019. But till
38
now it has not yet settled disputes going between former operators Larsen & Toubro and Scomi Engineering and is still struggling to find a new operator to run the complete line. On the other side transport experts and disgruntled citizens are hoping for creative solutions so that Monorail can be salvage. The money which Government is spending on Monorail is not generating revenue for the Government. The monorail, according to most of the transport experts, monorail is not a popular mode of mass public transport around the world. Monorail is not like metro trains that run on two tracks and have greater commuter capacity; monorails operate only a single track and are meant for lighter loads. According to current scenario of Monorail, it can be concluded that Monorail is not going to work in India. We can also check the status of foreign Countries is struggling to generate good revenue from Monorail. India really need to effort if it wants future of Monorail. Monorail has just become toy in India which should keep in exhibition place.
METRO RAIL NEWS | AUGUST 2018 | WWW.METRORAILNEWS.IN
Transport in India While the Indian cities do need metros to carry the bulk of their population, they also need buses, taxis and monorail systems in the areas metros can’t reach i.e. the areas with low connectivity. In order to increase the ridership in monorails, its track should connect the important areas of the city. In spite of having a successful metro system, the cities need a system of monorail that tracks down the areas with less dense population i.e. the areas with less residential population and more factories. Having a monorail system in such industrial areas would provide the workers of these factories a cheaper and quicker way of travelling. Also, the monorails should be provided with sufficient coaches to enable them to carry the large number of people in the overly crowded metropolitan cities. Keeping the benefits of the monorail system in mind, after Mumbai, it is expected that a monorail would also run in Gurugram for which IL & FS Rail Limited are trying to bag the operations and maintenance contract.
MEDIA INTERVIEW

s an IAS officer of the 1986 batch, Dr. I. P. Gautam was convinced about the potential of Ahmedabad to become the first Indian City to get recognition as World Heritage City, apart from building some world-class infrastructure here. In an exclusive interview with Metro Rail News, Dr. Gautam now heading Ahmedabad Metro as Managing Director, shared an overview of the work going, last mile connectivity and interesting initiatives planned by the officials for commuters. Here is an excerpt from the interview: •
Work on the first phase of Ahmedabad Metro is gaining momentum with authorities eyeing to start trail runs before 2019 election? What is the progress like with regards to construction work and laying down lines for the metro rail?
The civil work of 6.3 km metro viaduct for the Priority Reach (Eastern Reach) i.e from Vastral Gam station to Apparel Park station has already
been completed and Track laying work is under progress. The work on the six stations of this Priority Reach is under progress at various stages and Architectural finishing work is ongoing at 02 stations. We are hopeful that trial runs for this priority reach would commence by end of this year. •
With other metro starting slew of interesting initiatives, what are the plans for MEGA once the metro rail is made operational?

MEDIA INTERVIEW a) We are planning for Property Development (PD) at few stations like Gujarat University & Sabarmati railway station. b) We will also assure direct connectivity from the metro stations to connect important transit centres such as Railway stations, Interstate Bus Terminus, BRTS stations, landmark junctions, commercial hubs etc. so as to provide ease of access to the commuters using Ahmedabad Metro. c) We have also planned for parking arrangements at the Terminal and Major interchange stations. Public awareness programs shall be organised to encourage people to use metro rail parking and use Park and Ride facility. •
Could you throw some light on offering last mile connectivity to riders like other metro services are offering to passengers?
Last mile connectivity actually impacts on overall ridership and usage of any mass transit system. It is essential to provide or improve last mile connectivity and link them for ease of access for users. The existing AMTS and BRTS system will act as a principal feeder system for Metro and will feed the Metro stations at select interchange locations such as Sabarmati, AEC, Ranip, Vadaj, Gujarat University, Rabari Colony etc. This will widen the access to Metro from different parts of the city. We may also look at app based cabs and Auto Rickshaws for offering last mile connectivity to the commuters. The Intermodal Inter-change nodes have also been planned to
40
be seamless and barrier-free. For e.g. the proposed Gandhigram station shall house the Metro station as well as the New Gandhigram Railway station within the same building. The Underground Metro station at Kalupur railway station will not only connect the Indian Railways but also share seamless interchange facility with the upcoming National High-speed rail (Bullet Train) network connecting Ahmedabad with Mumbai. Direct connectivity and skywalks have also been designed at the metro stations of Old high court, Ranip, AEC, Sabarmati, Paldi and Vadaj, which are important interchange stations and will enable easy transfer of the passengers between BRTS, GSRTC, Indian Railways and High Speed Rail. The implementation for these is being done in close coordination with respective Transit agencies.
Keeping in view the ASI protected monument act, we have planned our alignment which is more than 100 meters away from the protected monuments. Further, the impact assessment study has been done due to metro construction on these monuments which is in acceptable limits.
Additionally, area of 200m on either side of Metro alignment has been earmarked as Transit Oriented Zones (TOZ) under the present notified Development Plan for Ahmedabad city. For such TOZ’s, Local Area Access Plans (LAAP) are being prepared by Urban Development Authorities in conjunction with Ahmedabad Metro. The LAAP’s cover the study of traffic and detail the road network along the Metro corridor/TOZ. They also identify locations that should be taken up for pedestrian and NMT (Nonmotorized transport) improvement, design of street sections and steps to improve connectivity to the metro stations.

How prepared is MEGA in terms of dealing with monsoon? Will work be on hold or have you taken some steps to ensure work goes on according to the plan?
We are conscious about public safety during monsoon period. Therefore, the Metro rail contractors are advised to take extra precaution relating to traffic movement during rainy season. Also major road repair /surfacing work in coordination with AMC has been completed prior to the monsoon.
There is lot of resistance from people in Mumbai with regards to noise pollution during the metro work, especially for underground metro. Has MEGA taken adequate measure to ensure it does not have to face public ire with regards to noise pollution?
Adequate measures have been followed & on regular basis monitoring of sound recording by construction equipment’s is taken. We have started the tunnel work in March 2018 and will be monitoring the actions to be taken to keep the noise pollution at minimum level. Erection of noise barriers and other appropriate technological solutions may be implemented according to the situation.

Dedicated Freight Corridor and Track Laying Machine
T
o whom shall we blame for the ambush, the severe traffic jam which has become a juggernaut all over the country??? The condition of existing roadways is deteriorating day by day be it the city roads, the state or national highways. Let us not forget the size of potholes which is increasing as the days are progressing. No the reason is more than just population explosion or the poverty. Well the main cause of such situation is heavy movement of freight in trucks and lorries from one place to another. Yes you are reading it correctly. As per the present scenario, the roadways carry a freight traffic of more than 60% of the total traffic.
The no. of vehicles running on the roads is more than the expected envisaged no. of vehicles so if you see the potholes next time, you cannot rule out the possibility that this is due to the increasing freight traffic on the roadways. Nevertheless, the problems always come with solutions. In the year 2005-06, there was this notable reform which came into picture during the presentation of railway budget. It was a propaganda of the government to start working on dedicated freight corridors in the west and the east which shall minimize the traffic from saturated golden quadrilateral, the roadways and shift it to railways.

ARTICLE This major reform shall move almost 40 % of the freight traffic from roadways to railways. A special purpose vehicle was established to look only after the eastern (1856 km) and western (1504 km) corridors called the Dedicated Freight Corridor Corporation of India Limited (herein DFCC) on 30th Oct’2006. There are many properties of DFC which makes it one of a kind, be it the dimensions of wagon, load carrying capacity of the train, the speed which moves up to 100 kmph from 75 kmph which is the maximum speed of existing trains. Well the most interesting part of the Corridors is execution of the track work activities. New Track Construction Machine (herein NTC) is used for laying of sleepers, rails and the fitting arrangements together in one go. The NTC machine used in one of the project package of DFCC is imported from Austria, being operated by their Indian division. The cost of machine is close to 70 Crores and the efficiency is 1.5 – 2 kms of track works per day which itself is a massive upgradation from the traditional manual method in which a maximum of just 200 metres of track works can be executed in a single day. The manpower required includes the operators and a few labors unlike the manual method wherein the major role is of the highly skilled, skilled & unskilled manpower. The procedure of executing this unique construction activity starts with• The sleepers which are manufactured in sleeper plant installed at a close proximity to the site where the mechanized track construction shall take place. The concrete grade used is M60. Concrete is laid in molds, undergoes a 12 hours rigorous cycle to get the product i.e. the sleepers. The sleepers are then stored in

Whilst it is easy to manufacture sleepers, the rails are procured from the government/ private manufacturers. The rails are brought to the stacking yard in wagons from their production house. Gantry with hoists arrangement is made for movement of sleeper and rails at the stack yard. Once the ballasted bed is ready, the gantry handled sleepers and the rails shall be shifted to wagons. 1 Wagon is of 13 meters length. Total 20 Wagons accommodate 4 Nos of 260 meter rails and 720 numbers of sleepers in one go. The Locomotives is used to take the wagons to the desired location. Ballasted bed should be ready for some stretch so that the costly NTC can be used efficiently and the equipment’s don’t remain idle. The New Track Construction Machine is assembled and arranged at site in the start when the track works are to be commenced. The hoists of NTC collects the rails and sleepers from wagons. The Plumb line is used to validate the alignment of the rail that has to be laid. 260 meter rails one from each end of NTC is slowly pulled at the far end with the help of loader. The Highly skilled operators play a major role here as the machinery operates on their command.

•
•
•
The sleepers are then brought down on the ballasted bed in a constant desired spacing. Rubber pads with fittings is a parallel activity along with laying of sleepers which is carried out by a workmen who sits in the lower arrangement of NTC. The rails are slowly lowered down on the sleepers and few workmen at both the ends joins the sleepers to rails through the fitting arrangements. 1 set of 260 m rail is connected to another rail through fish plates which shall be later replaced with flash butt welding. Ballast tamping Machine is used to tamp the ballast and a final layer of ballast is then laid. These activities are repetitive, care shall be taken to service the machineries in their schedule period. NTC is certainly a technology advancement in the field of Infrastructure and Civil Engineering.
Major part of DFCC is funded by the World Bank and the project allotted to different contractors in various stretches is constantly monitored by the Railway Ministry of India. Inauguration of 190 kms of Stretch between Dadri of Uttar Pradesh to Phulera of Rajasthan State of the western corridor is expected on 15th August, 2018 which will be the first among many more stretches to come by.
RAIL SAFETY
Benefits of fire protection in rail vehicles
Manprit Singh Baweja Regional Manager – APAC Fogtec Fire Protection Pvt. Ltd.
Worst-case scenario – fires Fires can break out in many areas of a traffic system as well as on rail vehicles themselves. Whether they are caused by passengers or merely due to damages in equipment, electronics or locomotives, they can rapidly become devastating. Early fire detection and promptly automated firefighting responses can minimize vehicle and infrastructure damage considerably or even prevent it entirely. Minimization of damage patterns, more safety for passengers and staff as well as rapid reactivation due to shorter interruptions to operation are just some benefits of these system solutions. In addition, a system on board can have positive effects for insurance costs. Compensation of construction requirements for modern design During planning of vehicle concepts or underground passenger transport systems,
46
active firefighting systems enable a high degree of flexibility and individual adaptation. They can for example ren- der fire protection doors superfluous while reducing fireproofing requirements for partition walls. Application-specific design also means retrofit in existing vehicle fleets. The system allows freedom of design and choice of materials. Innovative licensing solutions The number of international regulations and standards has increased considerably over the past few years. At the same time, significant investments have been made in infrastructures. This influences vehicle-specific engineering and material requirements. Whereas this represents a fundamental challenge for fire detection and firefighting systems, they frequently constitute a costoptimised alternative for meeting such safety specifications.

‘I-METROS’ a platform to nurture excellence in performance for Indian Metro Rail Companies
⧫ Darshana Shukla | Associate Editor
M
etro rail network in the country has redefined the concept of public transport in India. Till now people preferred to either travel in private vehicles or hiring a cab to reach office or home. Not anymore, thanks to the metro travelling by public transport have become ‘cool’. In order to strengthen the metro system and to ensure consistent performance, I-Metros – a forum for an exchange of ideas, knowledge, experience, and innovation was launched in March this year. The idea to initiate this forum came from Prime Minister Narendra Modi. He felt the need to have a body where Indian Metro Rail Companies can come together and share knowledge with each other. It was his suggestion that there should be a common forum for sharing idea and experience for each and every one Metro company in the country. Following PM’s suggestion the forum was launched during Conference on “Indian Metros: Collaborating for Excellence” held at Metro Bhawan in New Delhi early this year. The symposium saw representatives of Metro systems globally who were present in Delhi as delegates to the
management meeting of the Community of Metros (CoMET). ‘IMETROS’ – an association of all Indian Metro Rail companies and will work in the direction of nurturing fineness in the performance of metro across the country. Cabinet Secretary, PK Sinha during the launch of the forum shared that Delhi Metro Rail Corporation has set a strong benchmark for other metro bodies in the country. This forum will ensure that all the bodies are well versed with the most up-to-date development and technological advancement in the metro rail system. Sinha also asserted that IMETROS’ will go a long way if it progresses in the right direction in terms of partaking of best practices and embracing of the latest metro technologies. The forum coupled with the New Metro Policy will help to fasten the pace of metro rail network in the country. The success of this initiative will be measured by how effectively each metro rail companies delivers results and meets deadlines.

“I-Metros” is proposed to be a platform to make available a platform for exchange of ideas, pooling of knowledge and sharing of experience, best practices, innovations etc. among the Indian Metro rail companies to foster distinction in performance. This society will be registered under Society Registration Act-1860. The rationale of creating this association is to offer a common platform for all Metro rail companies for sharing knowledge, information, best practices, innovations, and advancement in metro rail technologies. This association will also undertake and promote techno-economic studies and research. It will safeguard the interest and rights of metro rail companies and will be a resource bank of information for decision making. With this forum, a lot will be expected in coming years. As a comprehensive body, it would be interesting to see the outcome of this initiative. Given the current situation where few metro bodies are struggling to acquire land, bring down pollution levels to streamlining processes, a body like ‘I-METROS’ can work wonders. There is a lot to learn as developing a metro network in a city is indeed a challenging task. Delhi Metro has definitely set a benchmark and many other bodies are following soon. WOMEN IN CONSTRUCTION INDUSTRY
Women still struggle when it comes to advancement in the construction industry. Even after 71 years of Independence women can only make up only 9% of the industry's workforce
Reeta Shah Assistant Editor
Construction industry which is an integral part of a country’s infrastructure and industrial development. At another side, it is typically a male-dominated industry and presents a major challenge for equal opportunities for women. In developing countries like India, women have more of the unskilled workforce at sites and their presence in managerial positions is very minimal.
I
ndia is such a fastest growing economies in the world, but facing the global phenomenon of shortage of women skilled workforce. To make up this a shortage, it becomes imperative to convert semi-skilled or unskilled women workers into skilled workers at the site and increase the number of women in managerial positions. Women in Construction Industries in India • Women account for half (51%) of the total construction labor force but still, they suffer to get work in the skilled field. • Most of the women force is almost exclusively work in unskilled, casual, manual laborers. • Women are rarely getting the opportunity to work in maledominated Industries.
Recently I have an interaction with a lady who had rich experience in Construction industries with MNC Company. When she applied for
should be there? She is not able to apply to many positions simply because being female candidate. She said that she have exposure to

work at project site also with this MNC. Now, it has become very difficult for her to find job in her experienced field. Hope, the CEOs of such companies would understand their responsibility towards nation and the society. ***
