Dear Readers, The Union Ministry of Housing and Urban Affairs has formed a committee chaired by Maha-Metro MD Brijesh Dixit, to recommend traffic and transport solutions for tier-2 and tier-3 cities in the country. Central Government suggested that we should consider Metro Neo for all tier-2 and tier-3 cities and appointed a committee to execute this as the system is eco-friendly, energy-efficient, reliable, safe and capable of providing efficient mass public transport system for tier-2 and tier-3 cities. NEWS HIGHLIGHTS The proposal for a metro rail between Mindspace and Shamshabad receives a nod from the State Cabinet and construction works on this corridor will begin soon, said KT Rama Rao, TRS working president and former Industries Minister.. The 30-km long Mindspace-Shamshabad Metro route has been proposed to ease traffic snarls in the IT hubs of Hitec City, Financial District all the way up to the international airport. Speaking at the launch of JLL India’s new office in Hitec City, Rao said the key challenges before the Government are the rising congestion on the city roads and crumbling infrastructure.

Supplementary Demand of Rs 142 Cr Deputy Chief Minister Manish Sisodia also tabled a proposal of supplementary demands for grants of Rs 142 crore to fund deployment of marshals in buses and Rs 47 crore for the regional rapid transit system corridors, which were approved with a voice of votes. According to the supplementary demands for grants tabled by Sisodia, the government has set aside Rs 140 crore for free travel for women in the Delhi Transport Corporation (DTC) buses and cluster buses, while Rs 150 crore in metro trains.

It may be recalled that work on the proposed Mindspace-Shamshabad Metro rail project is already on and RV Associates, one of the two bidders, had been appointed as its DPR consultants. In July 2019, the officials announced that the DPR was to be ready in three months and that the project work would start in six months. Electric buses would be used, and the project is expected to take about two-and-half years for completion. It would connect key nodes in the western part of the city, which had a high concentration of office clusters.

MoU signed for Metro Rail in Bhopal, Indore The MoU has enabled the Madhya Pradesh Metro Rail Corporation Limited (MPMRCL) to access loan from foreign funding agencies for the two projects whose cumulative cost is pegged at Rs 14,400 crore. The projects are likely to be completed in four years. Union Urban Development and Housing minister Hardip Singh Puri and Madhya Pradesh Urban Development Minister Jaivardhan Singh were present when the MoU was inked.

The projects have already received a nod from the Union Cabinet. Jai Vardhan Singh said under the Bhopal metro rail project, two corridors, of the total length of 27.87 km will be constructed with an estimated cost of Rs 6,941.40 crore. The Indore metro rail project with an estimated cost of Rs 7,500.80 crore envisages laying rail lines up to 31.55 km. "It's the

official go-ahead for the project in Indore and Bhopal. The projects will be part-funded by the Central and state governments. Loans will be sought from the Asian Development Bank (ADB) and the New Development Bank (NDB) for Indore Metro and from the European Investment Bank (EIB) for the Bhopal Metro. Both the projects had to be reworked after the Centre announced a new Metro policy for 2017. It also opens a window for private investments in Metro operations by making private participation mandatory for availing Central assistance on Metro projects. The Union government's financial support to the metro rail project is expected to be 20%. In October 2018, ahead of the state Assembly elections, the Union Cabinet had given in-principle approval for the twin projects. Since then, the first civil work package which includes soil testing and laying of groundwork for the two projects have begun. The projects will be executed by the MP metro rail corporation under the joint venture of the Centre and the MP government with 50:50 equity basis. The company will act as a special purpose vehicle. The MP government will bear the cost of land acquisition, relocation and rehabilitation of the affected people.

NEWS HIGHLIGHTS approved the appointment of the Delhi Metro Rail Corporation (DMRC) as consultant for the ambitious Patna Metro rail project. According to the proposal moved by the urban development and housing department, the DMRC will be paid a consultation fee of Rs 482.9 crore. “Talks were on with DMRC and the Mumbai Metro Rail Corporation Limited for the execution of the Patna project. But we were more inclined towards DMRC as it has good track record in timely execution of metro projects. Besides, their consultation fee was comparatively lower. Hence, it was decided to hand over the project to DMRC and a final nod was given by the state cabinet on Tuesday,” a senior UDHD official said. Sources said DMRC is also executing metro rail projects in Noida, Lucknow and Gurgaon among others. Elaborating on the steps to be taken following the cabinet nod, the UDHD official said: “A memorandum of understanding will be signed between the DMRC and the Patna Metro Rail Corporation Limited (PMRCL). DMRC is likely to set up its office in Patna within a fortnight, followed by a survey of right of way and land-acquisition requirements on the two earmarked corridors for the project.

Of the 16.6-km-long east-west stretch, 520 m will be under the river bed. Constructing the tunnels has been an engineering feat. The tunnels are built more than 33 meters below the riverbed and will connect Kolkata to Howrah. The fact that not one drop of water can enter the tunnel was the biggest challenge. The time required to cross the 520-m tunnel will be around 60 seconds. Using the ferry to cross the river takes 20-odd minutes. And crossing the Howrah Bridge may take hours if you are stuck in a traffic jam. The metro tunnel has several other marvels. The structure is made of rings that are 1.4 m wide. A special gasket has been made which will swell five times if it comes in contact with water. In case water ever enters the tunnel there are enough precautionary steps that have been taken..

India’s first underwater river tunnel is almost ready. As part of the east-west corridor, Kolkata Metro Rail Corporation (KMRCL) has dug tunnels below the Hooghly River to lay train tracks.

This section is part of the 33.50 km long Mumbai Metro III line connecting ColabaBandra-SEEPZ (Andheri East) and will be the first fully underground metro in the city. It is being built at a cost of around Rs 23,136 crore, with a Rs 13,325 crore loan from the Japan International Cooperation Agency (JICA).

The Hindustan Construction Company (HCC) has completed boring the first 3.82 km long tunnel passing underneath some of the most thickly populated areas of south Mumbai for the upcoming Mumbai Metro III project. Spokesperson said that HCC has finished the south-bound tunnel between Chhatrapati Shivaji Maharaj Terminus (CSMT) and Mumbai Central stations, becoming the first contractor among all others to complete the entire length of a tunnel for the Metro III project.

According to Mumbai Metro Rail Corporation Limited (MMRCL) which tweeted images of the new model coaches for the Metro line-3, the new metro trains would have features like driverless train operations, airconditioning, LCD screens, digital map indicator, fire extinguisher, smoke detectors and voice communicators for emergency purposes. Public Address systems and dedicated wheelchair area for specially-abled people would also be made available, the tweet claimed. The new metro corridor will be known as

Delhi Metro to commence work on Patna Metro by end Of 2019 Gorakhpur Metro to have two corridors, 27 stations Tree Authority allows cutting of 2700 trees for Mumbai Metro Car Shed The Tree Authority of the Brihanmumbai Municipal Corporation (BMC) on August 29, 2019 gave its nod to cut over 2,700 trees for a Metro car shed in the leafy Aarey Colony area in Mumbai. The proposal was cleared at the authority’s meeting, chaired by municipal commissioner Praveen Pardeshi, though members from the Shiv Sena opposed it. A senior civic official said Mumbai Metro Rail Corporation (MMRCL), which is constructing the Metro, put up the proposal to cut 2,232 trees and promised to compensate by planting three times as many trees elsewhere in the city. “MMRCL also sought permission to remove and re-transplant another 469 trees,” the official said, adding that before giving the approval, the members of the authority had inspected the site. BJP member Manoj Kotak, also the group leader in the civic house, backed the proposal. “Metro is extremely essential for the city and it is everybody’s duty to support infrastructure-related work. In fact, Metro will not only save fuel but will also protect the environment,” Mr. Kotak told. Tree authority member and NCP corporator Kaptan Malik said he supported the decision to facilitate 14

Lucknow Metro Rail Corporation (LMRC) surveyed metro routes in the city and took note of the difficulties being faced in metro construction, officials said. Its commissioner and the Gorakhpur Development Authority (GDA) vicechairman also held a meeting on the issues. LMRC Director Kumar Keshav and Chief Engineer Ravi Jain visited the metro route with PWD engineers. The Housing and Urban Planning Department chief secretary will inspect the metro route in Gorakhpur on August 30, 2019. The officials inspected the routes from Mohaddipur to the railway station, Gorakhnath temple gate to Bargadwa and Shyam Nagar, Gulriha to Transport Nagar via Asurn. Mr. Keshav told reporters “It is proposed that the metro will run in Gorakhpur on pillars with 2 meters width and the proposed distance between the pillars is 27 meters. It will be difficult to construct pillars on a four-lane road.” Engineers will try to find an alternative so that metro pillars can be built without any hindrance along with the four-lane road’s construction. The construction of the proposed ?4,100 crore metro project will begin in the city after the Centre’s approval and there will be two corridors and 27 stations on metro route.

The Bihar Cabinet on September 3, 2019, approved the allotment of Patna Metro Rail Project work to Delhi Metro Rail Corporation (DMRC), an official said.. The cabinet allocated the Patna Metro work to DMRC on nomination basis, which will complete the work on "Deposit Work Method" at a project cost of Rs. 482.87 crore, Cabinet Secretariat Department's Principal Secretary Sanjay Kumar told reporters. "It is expected that the construction work of Patna Metro will begin by the end of this year by completing tendering process," Mr Kumar said adding that the metro rail envisages two corridors in the first phase. 6-car Metro Trains to run on Namma Metro’s Green Line from October 2019 Passengers travelling on Bengaluru’s Namma Metro's Green Line (Nagasandra-Yelachenahalli) can finally heave a sigh of relief as the authorities have promised to introduce six-car trains on the route from next month. In a release, Bengaluru Metro Rail Corporation Limited (BMRCL) said that 25 trains of three-car sets have been converted into six-car trains till now, but they could not be introduced on the Green Line due to prevailing issues related to power supply for such trains. “The constraints in the local capacity of receiving substation have since been addressed. From October 1st onwards, BMRCL is committed to induct more 6-car train sets on the north-south (Green) line at the rate of three or four trains per month. We are targeting to complete commission of the 50 train sets by March 2020," BMRCL Chief Public Relations Officers Yashvanth Chavan said.

Incidentally, the station controllers are the only permanent employees in the metro stations operated by CMRL. All other staff including ticket issuing staff, security personnel, housekeeping staff and even the metro train operators are contract workers. Outsourcing at High Amount Costing CMRL The workers of the CMRL allege that the companies, KCIC Private Limited based in Bengaluru and PCI Pest Control Private Limited based in Mumbai have bagged the tenders for appointing the station in charge posts. The workers also allege that these companies are close to the management of the CMRL and continue to enjoy huge benefits due to their close acquaintance with the top-level officials. No Permanent Employment?

Though two six-car trains have been deployed on the line, they have failed to make any positive impact. In comparison, commuting on Purple Line (Baiyappanahalli-Mysore Road) has become convenient after the introduction of the six-car trains. "All the trains on the east-west corridor (Purple Line) are now running with six cars," the release said.

A project with huge investments from both the union and state governments is expected to create good number of permanent employment. But the CMRL has a permanent workforce of about 250 while the temporary workers are 600 in number. This further adds to the criticism that of development without employment. With the recent data of the National Sample and Survey Organisation (NSSO) clearly indicating the steep increase in unemployment rates, the moves of such organisations further dampen the spirit of the young work force of the country.

- Regional Rapid Transit System (RRTS) Updates: All RRTS stations to have platform screen doors In a move to prevent suicides and other incidents, the National Capital Region Transport Corporation plans to install platform screen doors (PDS) at all upcoming stations of rapid rail transit corridors. NCRTC, the executing agency of the Rail Rapid Transit System (RRTS), said the move would facilitate safe boarding and deboarding from the train which will have an operational speed of 160 kmph. The Delhi Metro Rail Corporation has installed platform screen doors at many of its stations owing to instances of people jumping on metro tracks to commit suicide and for crowd management. The National Capital Region Transport Corporation (NCRTC) is executing three proposed RRTS corridors - Delhi-Ghaziabad Meerut, DelhiGurugram-Alwar and Delhi-SonipatPanipat. "In recent times, we have seen untoward incidents like commuters on railway track by accident, trespassing on track and suicide cases. "The installation of PDS at all RRTS stations will increase safety measures," Sudhir Sharma, Chief Public Relation Officer of NCRTC mentioned. He said the PSDs would act as a barrier between the platform and the tracks besides helping in better crowd management at the stations.. Kochi Metro’s new stretch from Maharajas College to Thaikoodam opens for public

n a big relief to commuters, the much-awaited stretch of Kochi Metro services — from Maharaja's college to Thykoodam — starts on September 4, 2019. The 5.6 km long stretch was inaugurated by Kerala Chief Minister Pinarayi Vijayan on September 3, 2019. There are five stations between Maharaja’s College and Thykoodam are Ernakulam South, Kadavanthra, Elamkulam, Vytilla and Thykoodam. Alstom India hits a century, rolls out 100th Made-in-India metro trainset

A

lstom India continues its noteworthy innings in India by rolling out the 100th ‘Make-in-India’ metro trainset today from its state-of-the-art rolling stock manufacturing facility in Sricity, Andhra Pradesh. The delivery of the centurion trainset to Kochi Metro Rail Corporation Limited (KMRCL) also marks completion of the Kochi Metro order for 25 trainsets by Alstom. Kochi operates a 100% ‘Make in India’ metro fleet entirely custom-built at the flagship manufacturing facility at Sricity. The facility was set up as Alstom’s first global manufacturing centre for rolling stock in the Asia-Pacific region. This plant commenced operations in November 2013 and delivered its first metro trainset to Chennai Metro Rail Corporation (CMRL) in February 2014. The facility currently employs more than 600 employees and has a production capacity of 240 cars per year. The factory is currently scaling up to double production capacity and also introducing latest industrial technologies. Till date, Alstom's Sricity facility has made on-time deliveries of more than 420 metro cars for its Indian and international 24

Metro Rail or Monorail will not solve the Mumbai transport problem

M

umbai’s overburdened suburban rail system is overwhelmed when rainwater floods its tracks. This year, the Central, Western and Harbour lines were the worst hit, with trains running at 30-minute intervals, when they ran at all. Commuters like Sanjay Garg, 32, who are totally dependent on the suburban service to commute to and from work, were forced to take two days of unpaid leave, as heavy rains brought mobility to a complete halt. Sharing his anger and agony were literally millions of Mumbaikars. The only ones who enjoyed the ‘holiday’ were students as schools had to shut down. With 70 lakh people using the suburban rail system, city authorities went in for metro rail projects and an expensive monorail as alternative commuter choices to ease the congestion on the suburban rail system. The Mumbai Metropolitan Region Development Authority (MMRDA), the nodal agency for implementing infrastructure projects in the city, spent Rs 1,000 crore for an 8.26-km monorail system, running from Chembur to Wadala with seven stations in 48

between. However, this monorail was used more as a ‘joyride’ by people rather than for work commute. The second phase, one of the longest monorail corridors in the world was 19.54 km from Chembur to Wadala to Jacob Circle, which became operational in 2019 at a cost of Rs 3000 crore. Fares on the monorail range from Rs 10 to Rs 40 and these have the capacity to carry 1.5 lakh to 2 lakh commuters every day. However, it hasn’t proved to be a popular choice of transport for Mumbaikars. With poor last-mile connectivity and long time gap between trains (30-45 minutes), commuters still prefer the local trains and buses. Sujata Singh, 25, whose office is in Lower Parel, is frustrated as she often has to wait at least 20 minutes to ride the monorail from GTB Nagar to Lower Parel. She feels the monorail is for those who can travel at leisure. Though the government was confident that the monorail would achieve high ridership, the reality is that it is catering to just 7,000 commuters daily. Nor has it proved to be a good revenue generator for the city.

The Metro Network The other major mobility project taken up by the MMRDA is the Mumbai metro. Construction for the stretch from Versova to Ghatkopar began in 2007 with over Rs 4000 crore spent on it. The metro has a carrying capacity of four lakh persons daily and has reduced travel time by 20 minutes on the east-west route. It runs around 200-250 services every day which has to an extent reduced congestion on the roads with carbon dioxide levels too expected to drop by 1,66,000 tons a year. It is also safer compared to the suburban stretches, where eight people reportedly die daily, while crossing the tracks or falling off the train as people scramble to get in and out. Such accidents are prevented by the metro system. Overall, it has had limited success so far. The current metro ridership is at seven lakh per day and is expected to rise to 11 lakh. More metro lines are being added which are expected to become functional by 2022. Having a corridor of 58 km, Metro 2A line will cover Dahisar to DN Nagar (18.5 Km), line 2B will cover DN Nagar to Mandale (23.5 Km) and line 7 will run from Dahisar East to Andheri East (16.5 Km), connecting the western and eastern extremes. There will be 63 new metro trains, each with six coaches, which will be brought in to complete the metro network. The metro fare generally ranges from Rs 10-Rs 40, though no revenue figures are currently available. The $ 926-million project is funded on a loan from the Asian Development Bank. However, just having a Metro or monorail will not solve the city’s transport woes. Nikshit, 20, who uses the metro from Andheri to Ghatkopar agrees that it is time-saving. But, to reach the metro station, he has to take a bus and then a local. This ‘last-mile’ connectivity is one of the major issues that prevents more commuters from using the metro or monorail. According to the survey done by Centre for Public Research (CPPR) in Kochi, last mile connectivity was an important factor in people using

Solving last mile issues for monorail travellers Mumbai’s 20-million plus population, who have the reputation of being on the move 24X7, urgently needs alternatives to the suburban rail. While the monorail hasn’t proved to be a popular choice so far, it can be a success with higher frequency and better connectivity to its stations. This can also take the pressure of an aging bus system which at present caters to below 20 lakh commuters daily. With the city expanding, the suburbs need better connectivity and alternative transport systems can bring that about. But effective implementation depends on transparency and accountability from MMRDA. Delays and cost increases cannot be written off every time. Active citizen participation is needed, not just for accountability, but also in planning the routes. Though the Mumbai civic authorities have so far not initiated any citizen participation process for infrastructure development, some groups have been proactive. For instance, last year, residents had protested at Khar against Metro 2B elevated construction over safety

What’s your answer, yes or no? My answer is yes, what’s yours? In this article, I am going to share the ways which I believe can be used to re-engineer the O&M wing of Metro Railway. Metro Railway is one of the fastest-growing industries in this country. Several new Metro rail Projects have been inaugurated in a past couple of months. In those upcoming projects, several latest technologies are being used in the field of signaling and rolling stock to provide uninterrupted train and passenger movement. In the Era of Augmented Reality, Artificial Intelligence, and other technological advancements, it is harder to avoid technological interference in Metro Rail Operations. When the world is redesigning itself with the assistance of latest technologies, it will be wise if we catch the bus in this very beginning. In my opinion, the following are the ways in which we 52

can take help of technology to smoothen the Metro Rail Operations: – Using AI to empower customer service: Artificial Intelligence can be used to make ticket vending machines more effective and interactive. For all those readers, who don’t have any Idea about Artificial Intelligence, it is a technology which allows machines to have human cognitive functions like learning and problem-solving. In simpler words, with the help of this technology, machines can act and work like humans. This will help us reduce the human workload and remaining manpower can be utilized in other progressive work. A traditional customer interface can be upgraded to AI Powered customer service. Ticket vending machines can be improvised with the help AI technologies. Al technologies can allow Ticket vending machines to listen and respond to customer requests. For example, those who don’t know how to operate the machine can just talk with a machine. Another feature that I can think of is that there can be vending time restrictions in ticket vending machines. For example, if last revenue train for the certain train

Replacing Registers with Portals: There are several types of registers that are used for the record-keeping purpose on daily basis in every metro rail organization. These registers are generally stored for auditing purpose for in between 3-8 years. If these registers are replaced with portals, data becomes easily available and reduces the human labor. In a portal-based data collection system, data is stored in the cloud and can be accessed easily. Data-Driven Decision making: There is a popular saying in the modern work culture, “Without data you are just a person with Opinion”. And, as we all know companies don’t run on opinions. We need facts to base our decision. To know facts, we

need to know the data. And, to know the data, we need to collect a lot of data. Data collection and Data mining can be utilized to predict the trends for footfall, workload etc. For example, if we have the hourly data of ridership, we can predict the number of footfalls in an hour on a specific day. Based on the inputs from the data, we can decide how many housekeeping staffs are required to keep the station clean, we can also decide how much additional staff will be required to provide smooth passenger and train movement. Interactive E-SOPs: Standard Operating Procedures are generally distributed in printed forms. A Portal or app can be developed to provide SOP in an Interactive electronic format. Candidates will need to clear the test after reading SOP to get an Assurance certificate. Individual’s Assurance certificates can be collected in the cloud for the auditing purpose. n a big boost to PM Narendra Modi’s ‘Make In India’ initiative, an Indian multinational firm Titagarh Wagons has won an international bid from Pune Metro for the supply of 102 Aluminum bodied Metro Rail coaches. The Consortium formed by Titagarh Wagons Limited with its wholly owned subsidiary: Titagarh Firema SPA (‘TFA’) has emerged as the bidder in the tender issued by Maharashtra Metro Rail Corporation Limited (MAHA-METRO) for ‘Design, Manufacture, Supply, Testing, Commissioning Of Passenger Rolling Stock (Electrical Multiple Units) And Training Of Personnel’ for Pune Metro Rail Project.

Titagarh Wagons Ltd is an Indian multinational company based near Kolkata. As per the contract, the ultra-modern Aluminum coaches will be manufactured for the first time in India. The joint bidding by the Consortium consisting of the company as Lead Member along with its wholly owned subsidiary was made in the said tender for design, manufacture and supply of 56
