Delhi Metro To Soon Have EV Charging Stations For Last Mile Connectivity Delhi Metro Rail Corporation has been finding ways to extend the last mile connectivity for Metro users in Delhi. For the same, the corporation had recently introduced electric bicycles at select stations. Now, in addition to extending this service to more stations, the authorities will also be installing EV charging points. The effort has been mandated by Anil Baijal, Lt. Governor of Delhi, in a recent meeting as per a report. Aimed at reviewing the progress on the Multi-Modal Integration (MMI) plans on DMRC metro stations, the meeting saw Spl. Commissioner of Police (Traffic), MD (DIMTS); MD (DTIDC), Pr. Chief Engineer (PWD); Secretary-cum-Commissioner (Transport), GNCTD; Chief Architect (DMRC) and other officers in attendance. Encouraging the use of electric vehicles for last-mile connectivity, Lt. Governor of Delhi directed the authorities to set up charging facilities for such electric vehicles at every metro station in Delhi. The idea is to enable users to commute to the metro stations using EVs and then being able to charge them if required.

DMRC Takes over Operations, Maintenance of Rapid Metro Gurugram

The Delhi Metro Rail Corporation (DMRC) is set to take over the operations and maintenance of the Rapid Metro Rail Gurugram from Tuesday night (October 22). Services on the 11.6 km corridor, developed by Rapid Metro Rail Gurgaon Limited (RMGL) and Rapid Metro Rail Gurgaon South Limited (RMGSL), will continue to operate as per the normal time table as earlier. The earlier concessionaire RMGL had expressed its inability to run the metro in Gurugram due to low footfall and high expenditure. It has also filed a case in Punjab and Haryana High Court seeking a takeover of the network either by the Haryana government or by DMRC. Since DMRC has the experience, it has come forward for the takeover.

Under the 'Uber Transit' service, when riders enter a destination in the Uber app, they will see ‘Public Transport’ as an option alongside ‘UberGO’, ‘Premier’ and ‘UberPool.’ According to Uber, once the rider will select the ‘Public Transport’ feature, the app will show fastest and cheapest routes, schedules for metro trains, buses and walking directions, to and from nearby metro stations and bus stops. The rider will be able to complete its whole journey by making just one booking on the Uber app. The riders will also be able to make the full payment using the Uber app. Uber is planning to expand the service to all the 210 metro stations, but the company has not provided any timeline so far.

The move of DMRC has been welcomed by all sections including officegoers of Cyber City and residents living in upscale DLF city and localities in New Gurugram.

AC buses to boost Delhi Metro Rail Corporation feeder service The rickety feeder bus service of Delhi Metro is soon going to be replaced by a fleet of air-conditioned electric midibuses. Delhi Metro Rail Corporation has floated tenders for 100 electric buses, for which it will receive assistance under the Centre’s Faster Adoption and Manufacturing of Electric Vehicles-2 (FAME-2) scheme. Though DMRC plans to induct 422 feeder buses, at the moment, it has floated tenders for 100 electric buses. The 100 buses will be divided into two clusters — east and north — with 50 buses each. The successful bidder will have to procure, operate and maintain these midi AC electric buses. The tender also includes the development of bus depot infrastructure for repair and maintenance of buses on land or plot provided by DMRC. The depot for east cluster will be created at Shastri Park and the one for north at Majlis Park.

Prime Minister of India Narendra Modi and Prime Minister of Mauritius, Pravind Jugnauth jointly inaugurated the Metro Express and new ENT Hospital in Mauritius through a video conference on October 3, 2019. Speaking on the occasion, Prime Minister Narendra Modi noted the significance of the Metro rail system and health-care projects in further enhancing the quality of life of the people of Mauritius, as well as in deepening the close ties between the two countries.

Merkel visited the terrace of the metro station where she was briefed by officials of the Delhi Metro Rail Corporation (DMRC) about the solar project. The Frankfurt-based bank has also offered soft loans for other projects in India, including the Clean Ganga Mission. The visit to the metro station, the first-solar fitted one in the mammoth Delhi Metro network, was the last leg of Merkel's trip to India, who arrived here on Thursday night. Centre will soon announce metro fare discount for students, senior citizens The central government will soon announce concession in Delhi Metro fares for students and senior citizens as a technology-based solution has been found to implement the same, Union minister Hardeep Singh Puri said on October 14. The notice was issued by a division bench comprising of Chief Justice DN Patel and C. Hari Shankar to the Delhi government and DMRC.

"Our scheme will also cover most girl students and female senior citizens. We want to implement it through the technology-based solution so that there is no misuse of the facility," he said. A technology-based solution will assure that benefits reach the targeted group and is not misused, Puri said. According to the Union minister, the central government will extend the relief to passengers of other categories after public consultation. "We are ready with a technology-based solution to provide relief to students and senior citizens travelling on metro trains. The central government will implement it appropriately," Puri said.

Delhi HC issues notice to DMRC Delhi high court on October 18, 2019 issued notice in a public interest litigation (PIL) which sought Delhi government and the Delhi Metro Rail Corporation (DMRC) to take effective steps/measures and ensure safety of life of the residents of south Delhi as guaranteed under Article 21 of the constitution of India from tremors caused by the underground metro train transport and by adopting effective measures in a time-bound manner. The petition moved by Anti Corruption Council of India Trust has contended that the problem is more acute in colonies situated in the south part of the city. 12

Delhi Metro to upgrade its metro fleet to eight-coach trains by March 2021 In a bid to accommodate the increasing footfalls, Delhi Metro plans to convert all six-coach trains to eight-coach ones by March 2021 and press them into service on the Red, Yellow and Blue Lines. Currently, both six-coach and eight-coach trains operate on these three lines. “The Delhi Metro Rail Corporation Limited (DMRC) is procuring 120 coaches and the conversion is likely to be completed by March 2021 in a phased manner,” a senior official in Delhi Metro Rail Corporation Limited said. “There are 39 six-coach trains on Red Line (Line 1), there are 12 and 9 six-coach trains on Yellow (Line 2) and Blue Line (Line 3/4), respectively,” he added. The Blue and Yellow Lines are the busiest corridors of the network and mostly have eight-coach trains. However, there are still some of the six-coach trains left and these will be fully converted into eightcoach train sets. BMRCL’s net loss rises from ₹352 crore to ₹498.41 crore In the second year of full-fledged operations of phase I of Namma Metro, the farebox revenue of Bangalore Metro Rail Corporation Limited (BMRCL) has increased from ₹281 crores in 2017-18 to ₹ 355 crores in 2018-19, registering a

₹ 355 crores in 2018-19, registering a growth of 26.34%. In a release, the BMRCL has stated that it had achieved operational cash surplus of ₹83.5 crores in the previous financial year. “After considering the interest on loans amounting ₹112.50 crores, the net cash loss for 2018-19 is ₹29 crore as against the previous year’s net cash loss of ₹37.58 crores,” states the release. It adds that there has been an increase in operational expenses owing to salaries, wages, introduction of six coach trains and maintenance and energy costs. The state government has reimbursed cash losses to the tune of ₹202.27 crores for the period of 2013-2016 and ₹116.39 crores for 2016-17 and partially for 2017-18. “The improved operational performance leading to reduction of cash losses enabled BMRCL to seek lesser cash support from the Government of Karnataka,” the release states. The release further states that the net loss of the company has increased from ₹352.25 crore to ₹498.41 crore due to higher depreciation charged on the assets for the full year.

Bengaluru Metro rail network to be extended With about 70,000 vehicles choking the roads and causing gridlocks across the city, the Karnataka government has decided to extend the commuter service of the state-run Bengaluru Metro network to 300 km from 119 km at a whopping cost of Rs 30,695 crore, an official said on Thursday.

The Lucknow Metro Rail Corporation (LMRC) has also managed to take approval for the implementation of the Agra metro rail project from the municipal corporation and public works department (PWD). However, the Taj Trapezium Zone (TTZ) authority, Ministry of Environment and the Supreme Court of India have not yet given their clearance.

A committee has been formed to draft a set of standards and specification for the metro on rubber tyre-wheels. Such a metro is running successfully in many countries including Paris and Hong Kong. This metro also runs on railway tracks, but wheels are used in tyres. It was first used in Paris.

The 43-km metro network in its phase-1 is being expanded by another 76 km in phase-2 at a cost of Rs 26,405 crore to provide efficient and punctual service to more commuters across the bustling city from 2021.

BMRCL prepares the land for airport line metro

Agra Smart City gives conditional NOC for Agra metro rail project The Lucknow Metro Rail Corporation (LMRC) received the ‘No Objection Certificate (NOC)’ from the Agra Smart City Limited for implementation of the Agra metro rail project on 31 October 2019. The Agra Smart City Limited has issued NOC with a few terms and conditions to carry out the construction work in the city. The Lucknow Metro Rail Corporation (LMRC) will have to take responsibility and repair the damages which it may incur on the smart city project works during the construction of the Agra metro rail project. KB Singh, deputy chief executive officer of Agra Smart City Limited, said “Agra metro project is a significant scheme for the development of the city. Therefore, No Objection Certificate (NOC) has been provided with a few terms and conditions to ensure work done under the smart city projects are not affected”

Metro trains in smaller cities could run on rubber tyres. The Ministry of Housing and Urban Affairs is bringing a policy to run a metro with rubber tyres, instead of steel wheels, to reduce costs. The move follows the Ministry's metrolite initiative that entails trains with lesser number of coaches.

Bangalore Metro Rail Corporation Limited (BMRCL) has started preparing the ground for its airport line by initiating works on shifting of utilities. The revised alignment of the airport line Phase 2B, which is planned to begin from KR Puram instead of Nagavara, will reach the airport via Hebbal. The BMRCL has invited tenders for shifting of street lights infringing on the proposed metro line. A separate tender will be called for shifting of pipelines and other utilities Said, Senior officials. The six-month work includes setting up of new street light system with LED lamps under the watch of the BMRCL as well as the BBMP.

Union Housing and Urban Affairs minister Hardeep Singh Puri on Friday said, "When the committee comes out with its report there will be a process of approval and then it will be presented in public domain for states to adopt. We have not frozen on the standards and specifications for it yet.” This is much cheaper than both the Metro Rail and Metrolite. While the per kilometer cost of metro rail is Rs 300 crore, metrolite is Rs 100 crore and metro on tyres will cost Rs 60 crore. The minister said that the metrolite has been approved by the ministry and the Board of the Directors of Delhi Metro has also given its not for its use in a 20 km stretch from Dwarka sector 25 to Kirti Nagar. Now, the ministry will await the proposal to come from the Delhi government to use the metrolite. The maximum operational speed of the Metrolite is 60 km per hour... In any case, even with the failure of onboard signalling, the speed is restricted to 25 km per hour. The train is to accommodate around 300 passengers. A similar process, he said will be followed in case of the metro on tyres.

Besides, following incidents of water leakages in underground stations of phase-1 Metro Rail after rains, officials said enough space would be made during phase-2 construction to release the water pressure.

Soil tests for Chennai Metro Rail phase-2 to be completed soon

On October 10, Dr. Mangu Singh, Managing Director of Delhi Metro Rail Corporation met with the Kamal Nath, Chief Minister Madhya Pradesh, Jaivardhan Singh, Urban Development Minister and seniors officers of MP Metro Rail Company Limited in Bhopal.

The soil testing going on at various locations for Chennai Metro Rail’s phase2 project will be completed early by next year. The project will be connecting Madhavaram, Sholinganallur and CMBT to other parts of the city. Officials said soil tests are pending only at nearly 1,000 locations in two non-priority corridors: CMBT-Shollinganallur and Light HousePoonamallee. Currently tests are being conducted along Arcot Road, Nandambakkam, Koot Road, Medavakkam, Porur and Sholinganallur.

In the meeting, Dr. Mangu Singh shared information about the time-bound process of Delhi Metro, setup of organization, tender process etc. He said that the team of Delhi Metro Rail Corporation will cooperate fully in other works including preparing the detailed project report (DPR).

“Madhavaram to Sholinganallur and Madhavarm to CMBT are the two priority corridors. Soil testing work along these stretches has been completed across 1,926 locations. Only 50 per cent work is remaining in the other two corridors,” said an official. These geotechnical tests were started initially in Madhavaram three

Kochi Water Metro Project approved to environmental, CRZ nod from Centre The Ministry of Environment & Forests on Friday granted Environmental and Coastal Regulation Zone (CRZ) approved to the Kochi Water Metro Project. It is after going through the compliance report submitted by Kochi Metro Rail Limited (KMRL) that the Centre gave the goahead for the work on the Water Metro. This is a major boost to the much-awaited Kochi Water Metro Project. According to Alkesh Kumar Sharma, The managing director of KMRL, We are committed to protecting the environment and all the construction activities of KMRL will be done as per the norms. While giving the green light, the Centre has asked KMRL not to block creeks or

The authorities concerned have been instructed to devise a disaster management plan and frame safety guidelines. “A detailed traffic management plan should be drawn up,” the ministry said in its order. The KMRL in its project proposal clarified that Water Metro intends to introduce modern, energy-efficient, fast environment-friendly and safe boats with low wake and draft characteristics to increase ridership.

The project is facing resistance from farmers who are not ready to part with their land. Opposition to the project has been most strident in Palghar, a district near Mumbai. However, the NHSRCL has maintained that the acquisition is based on consent, and is fair and transparent. It is hopeful that land acquisition will be completed as per its claims, people are coming forward and are participating in the land acquisition process with the help of the district administration. The entire high-speed rail corridor will require 1,434 hectares of land with 353 hectares in Maharashtra and the rest in Gujarat. This is divided into 7,000 plots, in 195 villages in Gujarat and in 104 villages in Maharashtra. The project covers three districts in Maharashtra and eight in Gujarat, besides a small area in Dadra and Nagar Haveli.

Finances The estimated cost of the East-West corridor of the Jaipur Metro is ₹3,149 crore (US$460 million). The state government would be directly funding ₹600 crores (US$87 million) while the rest would be borne by other wings of state urban development and housing departments. The Phase-II is expected to cost ₹6,583 crores (US$950 million) crore for which government is mulling over PPP mode. Operations A concession for operation and maintenance of Stage 1 and Stage 2 is to be let on a PPP basis. Trains operate at a frequency of 10 to 15 minutes between 6:45 and 21:00 depending peak and off-peak time. Trains operating within the network typically travel at speed up to 40 km/h (25 mph) and stop for about 20–40 seconds at each station.

The responsibility of security of Jaipur Metro has been entrusted to Rajasthan Police. A strength of 789 police personnel has been sanctioned for security and policing of Jaipur Metro. Latest security equipment has been provided at all Metro Stations. Closed-circuit cameras from IndigoVision are used to monitor trains and stations, and feed from these is monitored by Rajasthan Police and Jaipur Metro authorities at their respective control rooms. In addition to metal detectors, Xray baggage inspection systems, and dog squads are also deployed which are used to secure the system. Each of the underground stations has about 45 to 50 cameras installed while the elevated stations have about 16 to 20 cameras each. The monitoring of these cameras is done by the Rajasthan Police, which is in charge of security of the Metro, as well as the Jaipur Metro Rail Corporation. Intercoms are provided in each train car for emergency communication between the passengers and the train operator. Periodic security drills are carried out at stations and on trains to ensure the preparedness of security agencies in emergency situations. Ticketing & Recharge For the convenience of customers, Jaipur Metro commuters have three choices for ticket purchase. The RFID tokens are valid only for a single journey on the day of purchase and the value depends on the distance travelled, with fares for a single journey ranging from ₹5 to ₹15. Trains on the metro operate at a maximum speed of 80 km/h (50 mph), and an average speed of 32 km/h (20 mph). Maximum speed is limited to 42 km/h (26 mph) at curves. Signalling and Telecommunication The Jaipur Metro uses cab signalling along with a centralised automatic train control system consisting of Automatic Train Protection and automatic train signalling modules. Jaipur Metro has proposed that it will have automatic train operation also in future. A 380 MHz digital trunked TETRA radio communication system from Cassidian is used on all lines to carry both voice and data information. An integrated system comprising optical fibre cable, on-train radio, CCTV, and a centralised clock and public address system is used for telecommunication during train operations as well as emergencies. Environment and aesthetics A major advantage of the metro is that it reduces per person carbon emission by a very significant amount. Are there any concerns of the private sector? With the government increasingly focusing on PPP in Indian Railways, how is the ease of doing business? Mr. Seth: The announcement of PPP in the last budget is a very welcome step. But PPP demands a balance of making an equitable distribution of the risks. India still looks at putting their ridership risk on the private partner, which may be in some areas helps. If the ridership risk is on the government side, then it can be a game-changer for doing business. PPP is a very good step, and if ridership risks are taken by the public authority, then it will catalyse the private participation to an even greater extent. Indian Railways, Siemens and TATA have together participated in a PPP project, the Pune Metro Line 3. Both Tatas and Siemens feel that this PPP project is also transformative in nature in terms of bringing enhanced mobility through this metro network. What steps need to be taken in Indian Railways in terms of electrification and automation? 30

Mr. Seth: There are four strategic pillars of Siemens Mobility. One is enhanced passenger experience, which includes information or necessary infotainment or connectivity during the journey, food and other comforts. With technology, it is possible to keep the passenger connected at all points of time. Behind the simple man-machine interface of the infotainment, there is a large infrastructure network of communication, signalling, and availability. For example, in Gurgaon Metro, we were providing passengers 99% of the availability. And we are spread throughout the country in route relay interlocking and electronic interlocking. The second pillar is guaranteed availability. Our service wing is providing the maintenance services to the Mumbai line. Mumbai trains are the lifeline of Mumbai city, and we are able to maintain them with a very high degree of availability. The third pillar is to make trains and infrastructure intelligent. So, that means, whatever information you have on the moving stock like locomotives, you can bring that information to your control center. We are doing a pilot project with Indian Railways, Northern railways, to find out if there are breakages in the rail, which is called broken rail detection. We have solutions where we are able to provide intelligent information from the intersection of roads. So broadly, there is a need to make trains and infrastructure intelligent. And put sensors, get the data, evaluate that data, bring this analysis and insight from this data back to the customers to do predictive enhancements and proactive corrections. Period but also the entire life cycle is very critical. In India, we have just now equipped Indian Railways with a 9000 HP locomotive and we know that this is a sustainable system, which will not only reduce the unit cost for Indian Railways but also provide sustainability. We have electrification solutions; we have hotel load converter. A hotel load converter feeds the entire train power supply. If you energize the converter, you could de-energize the diesel engine in the power car. It will reduce a lot of noise and also save huge amounts of diesel and rupees. We are also are enhancing our engineering footprint in India. Our strategy has a great fit with the rail stakeholders. Nearly 1.8 billion passengers per annum are being moved, which is like the whole planet moving on earth in India every once every year. Several metro projects are underway in major cities. Around 500 kilometers is under built-up, and another 500-600 is on the planning stage. This provides enough emphasis to both the authorities and the technology providers like us to see that the last-mile connectivity or multi-modal and integrated transport solutions are in place, which is critical for any nation naturally including India.



ARTICLE EXCLUSIVE INTERVIEW Would Siemens be interested in participating in the RRTS or Rapid Rail Transit projects? Mr. Seth: We know about the RRTS projects, and the new organization called NCRTC has been formed. I am told that roughly 210 cars are needed for the first project. It’s a project which will boost the intercity transit or the local suburban travel. Siemens has done this kind of work for Mumbai city. Bombay trains are running with Siemens equipment and we are also very interested in this project. It’s a good step taken up by the government to enhance integrated mobility What is your take on digitalization in Indian Railways? Mr. Seth: The baby steps of digitalization have begun. But, we need to cover a lot of distance. Let’s take the example of REMMLOT remote monitoring. I think it’s a good step where the electrical data of the electrical machines is gathered from the locomotives. Going forward, we need to also get the mechanical data in advance. Siemens has, in its portfolio, the Vehicle Equipment Measurement System (VEMS). It works in the following way, the EME coach is scheduled to come to the depot and VEMS, which has an array of sensors, is at the entry point of the depot. By the time the train comes in we already have the data on the wheel profile, rail profile, brake pads etc. You can take corrective action in a very accelerated manner. For example, just to make a point, imagine if you had to work on the wheel after certain kilometers or days, but with VEMS you realize.

Indian Railways is outsourcing engineering and consultancy and even testing, commissioning and inspection, operation, etc. So, we have come a long way. We have also come a long way in terms of the way contracts were framed. Earlier, they used to be absolutely one-sided, towards the government’s side. Today the contracts have become equitable. In the word, or in the letter, they are really equitable. The authorities don’t hold only the private sector responsible. But, in spirit, the change needs to come across the entire infrastructure domain in the country. We have a long distance to cover to make the spirit according to the letter, to share the risk equitably and not delay payments of a contractor. Automation and digitalization are the way to go.

You can bring in digitalization through advanced video analytics on road intersections, where through artificial intelligence or progressive learning or advanced algorithms you could decongest the road intersections through economic and effective measures. We can, through a lot of digitalization methods, predict equipment failure far ahead and prevent the breakdowns. I believe digitalization has a way to go and Siemens is doing its first steps. And I believe with the rail stakeholders, whether they are in the field of mainline railways like Indian Railways or Metros or even the Road Authorities, we could great solutions. What should be the top 3 priorities for the government over the next few years? Mr. Seth: Augmenting infrastructure in terms of capacity throughput is very essential. A lot of steps to induct technology are being taken. A lot of kilometers are being added. If I look at 15 years ago, over the last one and a half-decade, we have come a long way. We were a country where the authority wanted to do everything themselves. From engineering, consultancy to monitoring, testing, commissioning. Today,

E. Sreedharan on Guwahati Metro Is the Delhi Metro model a feasible idea for a city like Guwahati which has a population of around 20 lakhs? If the population of Guwahati has reached 20 lakhs, it is the right time to plan for a Metro system. Getting approval for the Metro and for its implementation, at least 5 to 6 years are required. But, Metros are highly capital intensive and cannot be financially justified. It can only be justified based on social benefits. Being an active seismic zone, are underground Metro routes possible? The Metro need not be underground always. Whether underground or overhead, Metros can be designed to resist seismic intensity. Japan is situated in the seismic zone but all the big cities of Japan have Metros. Are there any cost-effective alternatives to Metro Rail available for cities like Guwahati where passenger traffic may not be as high as Delhi? It is true Metro Rail is a very costly affair. Conventionally it costs Rs 250 crores per km for the elevated corridor and Rs 450 33

Most Metros make the mistake of fixing high fares for generating quick revenue. Metro is a social service and should not be guided by business considerations alone. The Metro network must cover most city areas. Ridership will increase only if Metro stations are within half a kilometre of commuter destinations. Can Sky Bus Metro a viable and alternative option in smaller cities like Guwahati? If you are referring to buses plying on elevated viaducts as sky bus, it is certainly an option. However, the transport capacity of such a system will be very low. Light Metro will be a better alternative. According to you what should be the shortest and longest distance between two Metro stations and why? The distance between 2 stations of a Metro system depends upon ridership from the locality. In thickly populated areas, the distance between stations can be 0.8 to 1 km. Where the population density is less, the distance can be 1.5 to 2 kms. (The article first appeared on G Plus)

Achal Khare MD, NHSRCL The bullet train project, for which tenders are likely to be awarded next month, will be affordable and marks a significant technological breakthrough. The Mumbai-Ahmedabad High-Speed Rail corridor is going to be built for the first time in the country and it is making headlines from the beginning. In a recent interview of Mr. Achal Khare, Managing Director of National High-Speed Rail Corporation (NHSRCL) has shared his views on all such important aspects related to the project. Here are excerpts:This is a high tech-driven project, a first for India. What is the progress so far including designing and transfer of technologies from Japan? Mr. Achal Khare: The first task was to set standards and specifications for the high-speed rail project. The Japanese government sent 80 engineers in 2016. In two years, we completed the task. This will be like the Bible for all future projects. We have a blueprint for protocols and standards for high-speed rail. The designs and standards were a challenge considering the effect of wind and vibration on trains at 320 km/h. The Japanese side helped us in every aspect from civil engineering to electrical engineering, communication, signalling, and rolling stock. What is the status of land availability to start work on the ground? Mr. Khare: Overall, we have nearly 50% of the required land, we took possession of about 620-630 hectares out of 1,380 hectares. In the Gujarat portion, we have very good progress in Vadodara and Ahmedabad. You must be aware of how difficult it is to acquire private land. In Maharashtra, there were some issues, particularly in Palghar.

What is construction time-line? Mr. Khare: We expect work can start by next July and construction of viaducts (elevated portions) may be completed in three years while the station development work may go for another six months. Operation and maintenance (O&M) is a major component of this entire project. How is the preparatory work going on? Mr. Khare: A team will go to Japan in January for three months. Then they will start writing the O&M manual. It will take about two years. We will also be recruiting people including drivers, station staff and others for non-executive duty. We will require about 3,500 people during the O&M phase. Some drivers will work on Shinkansen trains (Japan’s Bullet trains). Japan has done great work on real estate development at stations? Is that a possibility here? Mr. Khare: We must keep it in mind they have done this in three parts. Area-1 is the station and we will take up this task. How many trains did you plan to run in a day and their frequency? Mr. Khare: To begin with, there will be 35 trips each way, which is 70 trains a day. We will have service from 6 am to 12 at night. During peak hours, trains will be available every 20 minutes and 30 minutes during non-peak hours. There will be two types – one with only four stops between Ahmedabad and Mumbai and this trip will be completed in 2.07 hours. There is a view that this is an elitist project or there are debates whether it’s worth the cost? Mr. Khare: Let’s go back to a few years. Could we think of escalators at railway stations? We never exposed these opportunities to our rural people. We are very much aware that the affordability of service is the key. What about the price of tickets? Mr. Khare: It must be less than the airfare and we have it in our mind. We will have three generals (unreserved) coaches for

India has 650 km of metro rail lines, and the government aims to have another 600 km ready in various cities in the next five years.

DMRC started operations with a few thousand riders in 2002 and its daily ridership had touched 7 lakh a day by 2008. In 2008, there were 6 million motor vehicles on Delhi’s roads. Cut to 2018 and the number of vehicles on Delhi’s roads grew to 10 million: a majority of the two-wheelers. As vehicular traffic in Delhi almost doubled, daily metro ridership grew almost threefold to touch 2.5 million a day. In June 2019, the average daily ridership on the metro was 5.5 million.

India needs more metro services considering the fact that half of its population will be living in cities by 2030. Proposals to build 1,000 km are at various stages of consideration. Ten Indian cities have metro systems now, with more than half the length accounted for by Delhi-National Capital Region (NCR). Another 150 km of metro rail will debut in Nagpur, Bhopal, Indore, Ahmedabad and Pune.

Clearly, as Delhi’s population boomed, the metro rail came as a boon for thousands of its residents. By 2021, DMRC plans to connect the whole Delhi and the wider National Capital Region (NCR)to enable 18 million people to move through 500 km of territory.

Millions of people take the metro rail in cities, using a cheap, safe and convenient mode of transport that makes their bearable in otherwise barely livable urban India. More than Rs 1 trillion was invested in metro rail projects in 2018-19, and the amount is expected to peak to Rs 1.8 trillion by 2021, according to a report by India Infrastructure Research. All governmentowned metro systems run like corporations and have devised business plans to generate non-fare box revenue to be financially viable. Some of them have used trains to target customers with advertisements and digital content through tieups with some of the biggest technology companies in the world. Delhi Metro: Star of the tracks At the start of the 21st century, the most common sight on Delhi’s roads was the Delhi Metro Rail Corporation (DMRC) digging up tunnels and building pillars to create a utility that

DMRC resolved last-minute connectivity hiccups by introducing feeder buses. In 2018-19, DMRC decided to monetise last-mile connectivity by launching a separate subsidiary that would operate electric buses and threewheelers to connect its stations with residential areas. As more people use the metro, DMRC’s farebox revenue collections—money earned from ticket sales—have gone up and it is also using the ‘consumer in the commuter’ to boost its non-fare box revenues, which includes earnings from rentals and advertisement. Since 2008, DMRC’s fare-box revenues and its non-fare box revenues have grown at the same pace. In 2017-18, DMRC earned almost Rs 2600 crore in ticket sales and Rs 3600 as non-fare box revenue. DMRC created an ecosystem that has generated thousands of jobs not just in the construction of railway lines but also in encouraging ancillary services around the infrastructure created over the years. DMRC’s ongoing works are valued at almost Rs 19,000 crore, and the network

The Mumbai Metro Rail Corporation, like all other metros in India, is a joint venture between the central and the state governments. Expected to be operational by 2021, the new network would be thrice the size of Metro One. Mumbai needs its metro networks to succeed. The city’s overstretched public transport has forced many people to buy their own vehicles, further choking roads. Reports suggest that in 2011 there were 20.3 million vehicles. By 2017, the number of private vehicles on the city’s roads had grown 56 per cent. With more than Rs23,000 crore expected to be pumped to execute the project, the benefits in terms of getting people off the city’s roads and onto the tube would be known only in the years to come.

In 2018, an estimated 7.5 million people used the suburban railways every day and another four million used buses in Mumbai. In the year of its launch in 2014, Mumbai’s Metro One carried an estimated 250,000 commuters a day on this short yet crucial rail link. In 2017-18, the average daily ridership had jumped to almost 400,000. The Mumbai metro project initially drew some controversies over its fares. Later, opposition to the project again flared up in the Aarey colony on October 4 over felling of trees. The Mumbai Metro Rail Corporation Ltd started axing trees after the Bombay High Court rejected a bunch of petitions filed by NGOs and activists against the felling of trees. When many protestors gathered at the site to oppose the move, the Mumbai Police imposed Section 144 in the area and detained at least 84 protestors for allegedly disturbing public order and obstructing government officials from performing their duties. Of them, 29 were sent to five-day judicial custody. On October 7, however, the Supreme Court directed the Maharashtra government to cut no more trees in the Aarey 47

Chennai Metro races on Chennai, which has an extensive bus network, started metro in 2015with the state and central governments owning an equal stake. That year, Chennai had 5 million registered motor vehicles on its roads. Since its operationalization, 38 million people have travelled on the city’s expanding metro rail network. In April this year, 81,000 people used Chennai metro on an average every day. Launched during late chief minister J Jayalalithaa's tenure, the project saw rapid progress. Metro ridership has grown four-fold from 3.6 million annually in 2016 to 14 million in 2018.


ARTICLE In this two-year period, the number of privately owned twowheelers and motor cars have increased by just 17 per cent, indicating perhaps that the city’s people have found the Metro a better way to commute. Chennai, a vast and ever-expanding metropolis, could probably end up with the second biggest metro rail network after Delhi when both phases of its planned construction are complete. The first phase--parts of which are operational--spans 54 km and the second phase would be more than double this length. The Japanese have extensively funded the project, which after completion may cost three times more than the Mumbai metro. For the first time in 2017-18, Chennai Metro’s non-fare box revenue exceeded its farebox revenues. It earned Rs 28 crore from ticket sales and Rs 41 crore from rentals and advertisements.

Kochi and Lucknow hop on

As metros shrink sprawling metropolises, some smaller state cities too are investing heavily in building their own networks. Kochi and Lucknow metros are the newest networks. Both started operations in 2017-18 and have seen an enthusiastic response. Kerala has one of the highest private vehicle ownership in India (361 vehicles per 1000 population), but registration of new vehicles has stagnated in Kochi in recent years. In the very first year of its operation, the Kochi metro managed attracted over 50,000 passengers a day on an average in December 2018 according to the latest figures available. DMRC prepared plans for the Kochi metro and is executing its construction. The Lucknow metro too has met with an enthusiastic response.

Choked Bengaluru’s metro ride For Bengaluru Metro, commuting by road Isa nightmare. DMRC was the brains behind the IT city’s Namma metro, which got its first phase in 2017. In 2017-18, Bengaluru metro saw a daily average ridership of 1.5 lakh on both its lines clocking revenues of almost Rs 38 lakh on an average every day. From 2011 to 2017, Bengaluru’s two-wheeler and car population almost doubled from 3.6 million to seven million.

Reports suggest almost 60,000 people use the Lucknow metro every day. Like Delhi metro in its initial days, the Lucknow network has struggled to provide last-mile connectivity to commuters and this hasn’t led to a boom in ridership. According to its annual report, Lucknow metro has signed a contract with a Pune-based company to operate electric rickshaws and vehicles to address this issue.

Bengaluru’s residents relied on city buses butte boom in motor vehicles sales, fueled partly by rising incomes, choked the city. Bengaluru’s metro rail is part-funded by Agence Francaise Development, which has extended a credit line of Euro 200 million. The European Investment Bank has given another Euro 300 million. To achieve this, large infrastructure corporates may come up with plans to enter into a PPP with financial institutions and banks and take this opportunity to develop Indian Railways by undertaking projects that are profitable as well as secure.

PPP model for railways – the viable future option?

Indian Railways, state-owned by the Ministry of Railways, has been the backbone of India’s mass public transportation network for decades. The Indian railway network is among the world’s largest and with constantly increasing and countrywide urbanization, it has become imperative for the government to modernize the railway sector. This has opened more areas of investments to private and public sector companies, banks and financial institutions. The Finance Minister, Smt. Nirmala Sitharaman, in her maiden budget speech in 2019, announced that the public-private partnership model (PPP) will be used to bring about faster development of the railways including rolling stock manufacturing and the delivery of freight. partnership model (PPP) will be used to bring about faster development of the railways including rolling stock manufacturing and the delivery of freight. In 2014, the government put forward plans for the largest ever expenditure for the railways of ₹654 billion (US$9.1 billion). It also proposed the introduction of bullet trains on the MumbaiAhmedabad network. The government in successive budgets has increased the outlay to ₹1.2 trillion and has introduced superfast trains with onboard services. The government also set up the Indian Railway Stations Development Corporation (IRSDC), a nodal agency whose remit is the redevelopment of stations in India. Under the Adarsh Station Scheme (ASS), Indian Railways has identified 1,253 stations, of which 1,103 have already been redeveloped. In the 2019 budget, the government allocated more than ₹30 billion for rail passenger amenities. In order to improve the quality of travel and to provide world-class services, the government has decided to build modern trains such as Train 18 or Vande Bharat trains and aims to put 109 such trains in 49

The Asian Development Bank has already signed an agreement to provide US$750 million for the purpose of electrification of railway tracks in India. Further, it has decided to lend US$926 million for the Mumbai metro rail project (657km of the metro rail network has become operational across the country). However, the majority of funding to Indian Railways is undertaken by the Indian Railway Finance Corporation (IRFC), which was set up in 1986. The IRFC is registered as a Systemically Important Non-Deposit Taking Non-Banking Finance Company with the Reserve Bank of India. IRFC’s funding up to 2017 is more than ₹1.8 trillion. IRFC has been lending to various entities within the railway sector such as Rail Vikas Nigam Limited, Railtel, Konkan Railway Corporation Limited, Pipavav Railway Corporation Limited and so on. It is astonishing that the private banks and financial institutions have not shown interest in direct funding of the rail infrastructure of the country. The banks and financial institutions may lend to such private players that may enter into an agreement with the government through the PPP model to develop the rail infrastructure. As the government is planning to introduce PPP model in the railway sector, it will be interesting to see which model the government will adopt, whether it be the joint venture model, the build, operate and transfer model, the customers’ model or the annuity model. To conclude, the banks and financial institutions should make the effort to increase their direct funding in ever-expanding rail infrastructure. To support such an effort, the government should frame policies aimed at developing and providing regulatory support to banks for the purpose of encouraging them to help fund new rail projects. Rosa García, appointed member of SENER’s Board of Directors The SENER engineering and technology group has appointed Rosa García as a member of its Board of Directors. As an Independent Director, she undertakes to contribute her knowledge in defining and monitoring the Group’s strategy, as well as applying her training in corporate governance and providing value to shareholders and stakeholders. With over three decades of combined international experience in the Information Technology, Energy, Infrastructure and Industry sectors, the executive shared her satisfaction with this appointment, stating: “For me it is a great honour that SENER, a benchmark Spanish private company in the generation of advanced engineering solutions, has selected me to be a member of its Board of Directors. I share in SENER’s values and in its way of doing things.” Rosa García, who holds a degree in Mathematics from Universidad Autónoma de Madrid (Spain), has spent most of her career at Microsoft, where she held the positions of Executive President of Microsoft Iberica and Vice-president of the Consumer division for Europe, among others. Later, she would be appointed by Siemens as Executive President in Spain. Alstom to test World’s first hydrogen train in the Netherlands Alstom is all set to test the world’s first passenger train, Coradia iLint, which is powered by hydrogen fuel cells, for the first time in the Netherlands. Hydrogen fuel cells produce electrical power for traction. The company has signed an agreement with the Province of Groningen, local operator Arriva, Dutch company ProRail and energy firm Engie for the pilot project. During the first quarter of next year, the testing of the Coradia iLint train will be performed on the track between Groningen and Leeuwarden at up to 140km/h for two weeks. The testing is aimed at demonstrating that hydrogen fuel cell technology is an appropriate way to achieve zero-emission rail traffic on non-electrified lines in the Netherlands. No diesel trains are currently running in the country. Alstom Benelux managing director Bernard Belvaux said: “Alstom is committed to developing and implementing mobility solutions that permit not only the emergence of fully sustainable transport systems but also help drive the broader energy transition. “We look forward to demonstrating what has already been proven in Germany, that hydrogen represents a highly suitable way forward in both cases.”

Railway operators and regional authorities who look to replace diesel fleets for operation on non-electrified lines find it as a clean alternative. The railway network in the Netherlands has about 1,000km of non-electrified line. Alstom unveiled the Coradia iLint train, which operates with a decreased level of noise, in September 2016. At that time, the company offered a complete package that comprised the train and maintenance services, and the hydrogen infrastructure, to make its deployment simple for operators.
