The largest, and spiciest, festival of the year returns for its 41st year this weekend. The Gilroy Garlic Festival, presented this year by St. Louise Regional Hospital, returns to Christmas Hill Park July 26-28, featuring three days of garlicky treats and entertainment. More than 4,000 volunteers, two tons of garlic, 70 vendors, 44 artist and 170 local non-profits combine for this year’s successful Garlic Festival recipe. Road closures are in place throughout the festival. Miller Road from Santa Teresa Boulevard to Uvas Parkway will be shut down through Aug. 2. Limited access will be allowed to Miller Avenue from Santa Teresa Boulevard for residents making the right turn at Luchessa Avenue. Through July 28, 10th Street and Miller Road will be closed between Uvas Parkway and Princevalle Street, and Wren Avenue will be closed between Uvas Park Drive and Sixth Street. The numbers of Gilroy residents without homes has changed little, while Santa Clara County’s homeless population increased over the

past two years, according to a county report released July 18. The 2019 “Homeless Census and Survey” conducted countrywide in January and February showed a 2 percent decrease in the number of people without shelter in GIlroy, from 722 to 704. In the county as a whole, the number of homeless residents soared to 9,706, from 7,394 in the last census,

taken in 2017, the highest in over a decade. Soaring housing costs were cited as a major factor in the increase. The biennial homeless surveys are required of all jurisdictions receiving federal funding from the U.S. Department of Housing and Urban Development to provide services for the homeless. The significant change in the Gilroy numbers were the number

of homeless people without adequate shelter. While the number of “unsheltered” Gilroy residents in 2017 was 295, that number grew to 345 in the most recent survey. There was a corresponding drop in the number of “sheltered” homeless people, from 427 in 2017, to 359 in 2019. ➝ Homeless, 2

In one of his very first meetings as the new president of Gilroy Rotary, Mark Turner presented its members with an ambitious challenge: reduce homelessness in Gilroy by 30 percent over the next three years. The 2019 Homeless Census and Survey, conducted in January by Applied Survey Research, identified 704 homeless people in Gilroy out of 9,246 homeless people in Santa Clara County. Gilroy reported the second-highest homeless population in the county behind San Jose. Turner, who also is president and CEO of the Gilroy Chamber of Commerce, said he’s had a number of conversations with city and county officials, as well as homeless services agencies in the county, about the issue. “Homelessness is

the most current social scourge we face,” he said. “It’s a growing crisis, and it needs to be addressed. I thought this might be the time to bring this forward to our Rotary club.” Turner said the club’s focus will be on homeless people who are categorized as “unsheltered,” who are numbered at 345, according to the census. That is 50 more people compared to the last survey completed in 2017. The club will also put an emphasis on homeless students. A survey conducted by the Hope Center concluded that nearly 20 percent of California community college students surveyed reported experiencing homelessness within the past year. The Hope Center surveyed nearly 40,000 students at 57 community colleges, and found more than half felt insecure about their housing situations the previous year, according to one news report. “I know it's going to be a Herculean effort, but we also know that something has to be done,” Turner said. A group of Rotarians

have formed a committee that will be tasked with researching the issue, and finding activities the club can be a part of that will have the most impact. The committee is expected to bring its recommendations to the club within the next eight months. Rotary is an international service club that is possibly the most wellknown for its efforts in eradicating polio. As one of the founders of the Global Polio Eradication Initiative, Rotary has helped immunize more than 2.5 billion children in 122 countries, and those efforts have reduced the incidence of the disease from 350,000 worldwide in 1988 to 33 in 2018. “I’m excited that the Rotary club has embraced the idea of this homeless initiative,” Turner said. “Hopefully we can make an impact. “When Rotarians put their mind to something, they can make it happen.” Those interested in helping in the effort are encouraged to contact Turner at mturner@ gilroy.org.

In the county, more than four in five—82 percent—persons experiencing homelessness were “unsheltered—living in places not intended for human habitation.” In the latest county count, a total of 269 families consisting of 921 individual family members were homeless, about 9 percent of the total homeless population. That is a decrease from 2017, when 15 percent of the county’s homeless population were in families. The majority of families experiencing

homelessness in the county were sheltered at the time of the survey—74 percent—a slight increase from 2017. Financial problems — job loss, high rents, low income— were the most common reasons for people to have lost their housing. More than one-third of the survey respondents indicated they were experiencing homelessness for the first time, with a recent job loss cited as the most common reason for their situation. When asked what might have prevented them from becoming homeless, the top answers were rent/mortgage assistance and employment assistance. The biggest obstacles to obtaining permanent housing were the affordability of rent (66 percent), lack of a job (56 percent) and lack of available housing (40 percent). Nealry 80 percent of homeless people with jobs reported incomes of less than $1,500 per month, an improvement over the 2017

survey, when 88 percent reported monthly incomes of less than $1,500. “There are still many challenges to overcome in achieving the goal of eliminating homeless in Santa Clara County,” the county said in its report. Nearly 20 percent of homeless people were under the age of 25, according to the report. Eight percent were under the age of 18. “We need more safe and legal places to sleep, year-round shelter availability, safe parking, managed campgrounds, and more places to live on low incomes, plus subsidized housing, tiny homes and shared housing solutions,” said Bernstein-Chargin. Just 22 percent of the countywide respondents were living in a public shelter. Of the “unsheltered” population, 34 percent were living outdoors in streets, parks or encampments, 18 percent were living in vehicles, and 13 percent were living in “structures not meant for habitation.”

County fair adds murals, stage 75 YEARS, 75 CENTS ON OPENING DAY AT TULLY ROAD SITE AUG. 1-4 Staff report

The Santa Clara County Fair begins a four-day 75th birthday celebration Aug. 1 at the San Jose fairgrounds, 344 Tully Road, highlighted by a new stage, new murals and fireworks every night. Opening day admission will be just 75 cents, 1-5pm, in honor of the fair’s anniversary. Organizers said the culturally inclusive celebration of the diversity of Santa Clara Valley got a boost this year from a $300,000 grant from the Santa Clara County Board of Supervisors. The money funded significant improvements to the fair’s infrastructure, including an improved lawn area and stage for concerts and large exhibitions; an International Village for cultural events within the fair; and a long mural celebrating each of Santa Clara County’s 15 cities and painted by more than 20 local artists. The new mural will cover a span of more than 6,000 square feet along Tully Road. Sheryl Cathers, of Dabble Art Studio in Gilroy painted the Gilroy mural. Tax bill could backfire

P

resident Donald Trump and the Democrats who dominate California politics are locked into a rather bizarre, symbiotic relationship. Almost daily, they fire political and legal bullets at each other across 2,728 miles of American soil, each knowing that no matter how strange the missives may appear to ordinary folks, there’s no penalty to be paid. Trump shores up his standing among his core supporters by jibing at California. And the state’s politicos, including Gov. Gavin Newsom, play to the anti-Trump sentiments of their voters. The latest incarnation of this syndrome is legislation, now awaiting Newsom’s signature, that would require any candidate for president in 2020 to release five years of income tax returns as a precondition to appearing on California’s presidential primary ballot. It’s a reaction to Trump’s refusal to reveal his income tax returns, thus defying what has become a presidential custom, albeit one not required by law. Newsom will almost certainly sign the legislation, Senate Bill 27, which cleared both legislative houses on party line votes, even though his predecessor, Jerry Brown, vetoed a similar measure two years ago. Brown had refused to reveal his own income tax returns and warned the bill “may not be constitutional” and could create “a slippery slope” precedent. “Today we require tax returns, but what would be next?” Brown wrote in his veto message. “Five years of health records? A certified birth certificate? High school report cards? And will these requirements vary depending on which political party is in power?” Brown’s point was well taken. Not only would such a law open the door to all sorts of political mischief, but it would not be confined to California. Red states–and there are more of them than blue ones–could retaliate by compelling Democratic candidates to jump through other hoops.

That said, it’s not likely to happen because federal judges are not likely to allow states to impose their own qualifications on presidential candidates beyond those contained in the US Constitution. To wit: “No person except a natural born citizen, or a citizen of the United States, at the time of adoption of this Constitution, shall be eligible to the office of president; neither shall any person be eligible to that office who shall not have attained to the age of thirty-five years, and been fourteen years a resident within the United States.” As a state Senate analysis of SB 27 pointed out, “While the courts have not ruled directly on this question, the US Supreme Court has ruled on ballot access requirements for congressional candidates and has held that states and the federal government cannot add to the qualifications of senator or congressional representatives outlined in the federal Constitution.” Sen. Mike McGuire, a Healdsburg Democrat, insists that his measure has nothing to do with personal or partisan politics and everything to do with good government. “Transparency is a nonpartisan issue,” he says. “And it’s transparency that provides the basis for accountability in government. For the past 40 years, every US president– Republicans and Democrats alike–have released their tax returns. That is, until President Trump took office.” Even if upheld by the courts, as unlikely as that seems, the measure would not damage Trump. He has no chance of winning California’s electoral votes next year and would use it to bolster the state’s image as a kooky outlier in more conventional battleground states such as Pennsylvania, Florida, Michigan and Wisconsin. Earlier this year State Sen. Anna Caballero, whose district includes San Benito County and the Central Valley, authored Senate Bill 386 to designate electricity generated at Don Pedro Reservoir as renewable. Several environmental organizations and former Senate President Pro Tem Kevin de Leon went nuts. They insisted counting hydro as renewable would discourage construction of their preferred power sources. The bill was halted even though the federal government and virtually every other state considers hydropower renewable. Like California, the state of Washington passed a law requiring carbon-free energy by 2045. Hydro supplies 65 percent of Washington’s electricity. But instead of rejecting all that clean power to fight climate change, Washington’s law says hydro should be “maximized” as “our principal renewable resource.” Groups such as the Sierra Club, which fought so hard against Caballero’s bill, were happy to call Washington’s hydropower renewable. When people in San Francisco, Los Angeles and Sacramento understand that hydropower is just as clean as solar but costs half as much to produce, they too might demand to be treated more fairly. Is the cleanest, greenest electricity in the world green enough for California? For years, the people of the northern San Joaquin Valley have been trying to get hydropower recognized for what it is: the original source of clean electricity. Our efforts have been stymied by people who feel entitled to decide what is, or isn’t, green enough. That’s why I have begun the process of modifying our state Constitution to recognize safe, abundant, carbon-free hydropower as a reliable source of renewable energy in our fight against climate change. I have authored Assembly Constitutional Amendment 17 to place this question before California’s voters. We’ve also begun the process of qualifying a ballot measure if the Legislature fails to act on ACA17. At the very least, it should start an important statewide conversation. The danger of climate change is clear. We see it in more extreme summer heat and rains that either flood or hardly fall at all. Since 2002, California has required all electricity providers to transition from polluting sources like coal and oil to strictly “renewable” sources. For-profit companies such as PG&E and public entities like Modesto, Turlock and Merced irrigation districts, which are owned by the people living within their boundaries, all must meet the same standards. Last summer,then- Gov. Jerry Brown signed Senate Bill 100, committing the state to using only carbonfree energy by 2045. An important milestone in SB 100 requires 60 percent of all California’s energy be generated from “renewable” sources by 2030. That’s where the law loses its way. It classifies solar, wind and geothermal as renewable but inexplicably excludes the most well-developed renewable energy of all: hydropower. If solar and wind power were cleaner than hydro, that might make sense. But hydro is every bit as clean as solar or wind power, and produces zero emissions. Turlock Irrigation District estimates leaving hydropower off the renewable list will cost its 100,000 customers an additional $300 million. There are two reasons for that extra cost. First, with Central Valley temperatures exceeding 100 degrees on 10, 20 or more days per year, we need more power than coastal residents to make our homes livable. • • Second, if hydropower isn’t classified as renewable then the Turlock Irrigation District, and the many other utilities that depend on hydro, will have to replace it with more expensive solar- and wind-generated power. My constitutional amendment will make state law reflect reality by recognizing hydropower as renewable. It’s common sense. It’s sound science. It will lower the electric bills of millions of Californians. Investing in other renewable energy sources shouldn’t mean ignoring the clean energy we already have. the Downtown Business Association, invited the public on July 19 and 20 to tour five buildings undergoing major seismic retrofits. The structures, known as unreinforced masonry buildings, contain masonry materials that are not braced by reinforcing beams and pose a safety hazard in an earthquake. California’s Unreinforced Masonry Building Law since 1986 has required cities located in seismic zone 4—an historically active faultline that runs the length of the California Coast—to inventory their masonry buildings, report the findings to the state and work on getting the buildings up to code. In 2006, the Gilroy City Council adopted an ordinance identifying 35 buildings constructed with unreinforced masonry, requiring the building owners make the necessary retrofits within three years and imposing a series of fines if such improvements were not made. That ordinance was amended in 2011, and no longer required property owners to complete full retrofits of their buildings. Instead, it allowed for simpler, less expensive retrofits, including securing URM walls to the roof and floors in multi-story buildings, bracing parapets and repairing or removing façades. As a result, in the mid2000s and earlier this

decade, many buildings in downtown Gilroy came with an earthquake notice posted on their front door. “This is an unreinforced masonry building,” the notice read. “You may not be safe inside or near unreinforced masonry buildings during earthquakes.” Today, most of these buildings are anything but unsafe. “If there’s a major earthquake, you come here,” said Downtown Business Association President Gary Walton, as he led a group of 20 people into 7533 Monterey St. on July 19.

A new mix of tenants

Building owner Jose Montes said roughly 105 tons of steel has been embedded into 7533 Monterey St., from the foundation to reinforcing the brick walls, resulting in a $1.1 million retrofit of the 10,500-square-foot structure. Montes also owns the former Hall’s building on the corner of Monterey and West Sixth streets, which is undergoing an $875,000 retrofit. Most of the retrofit work is complete and waiting on PG&E electrical upgrades, which Montes expects within the next eight months. For 7533 Monterey St., Montes envisions a restaurant at the rear of the building, which faces Gourmet Alley, and a retail shop up front on the Monterey side. A rooftop patio for dining is also being constructed.

Such a restaurant could serve as a catalyst for future food establishments in the aptly named alley, he added. “We’re looking for someone who will activate Gourmet Alley,” Montes said. “We want to bring some life to Gourmet Alley. That is one of the main goals.” Realtor John Taft said interest is high in the upgraded buildings among potential tenants. For 7525 Monterey St. in particular, various representatives from restaurants, breweries and retail shops have toured the building. A food court with an Asian flair is planned for 7320-7340 Monterey St., with four smaller

restaurants setting up shop in the building with a common seating area. The building, which was constructed in 1923, is expected to be ready for occupancy by mid-2020. “This is something different for Gilroy,” Taft said. “This is something different for downtown.” Downtown rents, which have historically been lower than the rest of the city’s commercial buildings, are starting to see an uptick due to the new investment, he added. “The market is starting to see the difference in the upgraded buildings,” Taft said. “That helps encourage investment in downtown.” According to a report by the Downtown Business

Association, private and public investment in the downtown totaled $31 million in 2018, highlighted by the $26 million apartment complex constructed on Lewis Street.

The tour comes at a time when city officials softened their stance on URM fines. On July 1, the city council directed staff to come back with a plan that allows URM building owners the ability to enter into performance agreements, which would waive the penalties and the 10 percent interest that accumulates monthly. Many owners have accrued fines in excess of $100,000. The council also during

that meeting formed a façade improvement program, whereby building owners can apply for a matching grant of up to $5,000 for repairs. When the city’s ordinance was introduced in 2006, the city identified 35 buildings that were potentially hazardous in the event of an earthquake. That number was whittled down to 17 in 2011, 14 of which have either completed their retrofits or are under construction today. Three buildings have not received their building permits. “The light at the end of the tunnel is there,” Walton said. “I feel that we are on the verge of seeing more improvement downtown.”

Firms pay to ease lead danger MANUFACTURERS PAY $305 MILLION TO COUNTER PAINT HAZARDS Staff Report

lead paint for use in homes despite their knowledge that the product was highly toxic. The nine other cities and counties later joined the suit. Young children are especially vulnerable to lead poisoning, county officials said. The effects of the poisoning are irreversible. Although lead paint was banned for residential use in 1978, it is still present in millions of homes in California and continues to be the leading cause of childhood lead poisoning in California, according to the county. In 2014, after a sixweek trial, the Santa Clara County Superior Court ruled that the three former lead paint manufacturers named as defendants were liable for knowingly marketing a toxic product. The court ordered the defendants to provide the funds needed to clean up lead paint inside homes built before 1978 in the 10 cities and counties. In 2017, the Court of Appeal upheld the Superior Court’s decision, but limited the defendants’ liability to clean up homes built before 1951. The California Supreme Court and United States Supreme Court each declined to review the Court of

After nearly 20 years of litigation, the attorneys for Santa Clara and other counties and cities in California reached a settlement with paint manufacturers that will provide hundreds of millions of dollars to clean up lead paint that poisons thousands of children each year. Under the settlement agreement, defendants The Sherwin-Williams Company, ConAgra Grocery Products Company and NL Industries, Inc. will pay $305 million to the counties of Santa Clara, Alameda, Los Angeles, Monterey, San Mateo, Solano and Ventura; the city and county of San Francisco; and the cities of Oakland and San Diego to address lead paint-related hazards, which state officials said continues to be “the most significant environmental hazard for children in California and around the country.” The settlement announced July 18 allows the 10 cities and counties to access abatement funds without further delay, ends

the threat of further litigation and gives the cities and counties the flexibility to create more expansive, efficient and effective cleanup programs tailored to the needs of their communities. “Today’s settlement holds former manufacturers of lead paint responsible for the harm they have caused to generations of California’s children,” said Santa Clara County Counsel James R. Williams. “This settlement is a victory for children and families throughout California. We have fought to hold these companies accountable for nearly 20 years, and will finally have needed funds to devote to protecting our children from lead poisoning.” “Lead paint has created a public health crisis for communities in California and across our nation,” said San Francisco City Attorney Dennis Herrera. “This agreement ensures that significant resources will go to address the lead paint crisis and that local governments have the flexibility to best protect children from this pervasive environmental hazard.” The settlement arises out of a lawsuit initially filed by Santa Clara County in 2000 to hold former lead paint manufacturers responsible for promoting

are at risk for lead hazards.

Appeal’s precedent-setting decision. Prior to settlement, the parties were continuing to litigate issues related to the final judgment and the process through which defendants would pay for the lead paint clean-up ordered by the California courts. The court had imposed a time limit of four years on the use of the funds allotted to abatement, after which remaining funds would be returned to the

defendants. The court also had restricted expenditure of the funds to certain kinds of remediation projects, excluding homes built after 1950 and areas contaminated by exterior paint. The settlement allows funds to be targeted for intervention services for children with lead poisoning. In addition, it ensures that the cities and counties can use the funds paid by the defendants without the threat that any of

the funds will revert to the defendants. The cities and counties will divide the settlement funds based on the number of homes with lead paint in each jurisdiction. Say Happy Mother’s Day…

A 22-year-old Gilroy woman died in an early morning traffic accident at a busy intersection in San Benito County July 20, according to authorities. The San Benito County Sheriff ’s Office identified the woman as Yanelly Garcia Lobato. She was pronounced dead at the scene when paramedics arrived, according to authorities. Five of the six survivors in the two-vehicle crash suffered various injuries as a result of the accident, reads a report from the California Highway Patrol. About 2:15am July 20, a 34-year-old Salinas man was driving a Ford F550 pickup truck on eastbound State Route 156, west of the intersection with State Route 25, according to the CHP. As the pickup approached the intersection of SR 25, the driver ran a red light, striking a

2001 Ford Crown Victoria with six occupants inside. The Crown Victoria was traveling northbound on SR 25 at the time of the collision. The driver had a green light at the intersection of SR 25 and SR 156, according to police. After the driver of the pickup failed to stop for the red light, the vehicle struck the Crown Victoria, police said. The impact caused the Crown Victoria to spin out of control until the vehicle’s right front quarter panel collided with a signal light. Lobato, a passenger in the Crown Victoria, was pronounced dead at the scene, according to the CHP. A total of six people, including the driver, were traveling in the Crown Victoria. All were Gilroy residents, according to police. The 48-year-old male driver and another female passenger suffered major injuries and were hospitalized. The driver of the pickup suffered minor injuries, according to police. Neither driver was arrested.

Dan Slater has been coaching youth baseball for 29 years, but this past season as the Gilroy Junior All Star team manager has been his most enjoyable season ever. Not only did Gilroy shine on the field—it advanced to the NorCal State Tournament in Visalia—but everyone from the players to the parents were simply outstanding. “The parents were good and supportive, and I had a blast with these kids,” Slater said. “The people who organized (the NorCal State Tournament) told me this team was one of the best (in regards to) sportsmanship. They were impressed with how the kids handled themselves, and how they played with enthusiasm. We must have been on that field for an hour afterward taking pictures.” Slater could’ve been referring to the District 59 and Section 5 Tournaments Gilroy won or even after getting eliminated in the NorCal State Tournament. Win or lose, the Gilroy Junior All Stars—a team featuring 13- and 14-year-olds—played with tremendous passion and a love for the game that was evident in the way they carried themselves. The roster includes Zen Bodeman, Uriah Brown, Ethan Carrasco, Andrew Ceballos, Miguel Flores, Nicholas Johnson-Demers, Andrew Lujan, Edward Lujan, Brayden Martinez, Carter Martinez, Anthony Navarro, Trevor Perez and Ricky Wilkerson III. Gilroy went a combined 6-1 to win the District 59 and Section 5 Tournaments, outscoring their opponents by a combined margin of 66-18 in the process. Gilroy managed to win its first game in the NorCal State Tournament before dropping two straight to get eliminated.

The back-to-back losses couldn’t put too much of a damper on a season that saw the program advance to the NorCal State level for one of the few times in program history. Five years ago, Gilroy made history by winning NorCals and advancing to the Western Regionals. Things seemed like they were headed that way again until Gilroy got sloppy with the baseball. “I wish we could’ve not had so many errors in the last two games, or we might have kept on playing,” Slater said. “If we had won Sunday’s (winner’s bracket) game, we would’ve been sitting real pretty because we had our two aces (Ed Lujan and Ceballos) ready to go. But Sunday the defense wasn’t there.” In addition to Lujan and Ceballos, Carrasco and Carter Martinez proved to be stalwarts on the mound. Carrasco received the start for pivotal games in the District and NorCal/State Tournament, while Ed Lujan and Andrew Lujan possess solid fastballs and curveballs in their pitching repertoire. Carter Martinez also made a huge impact, a player who Slater calls the team’s secret weapon. “Carter gave up only one through Sectionals before giving up a couple of hits (in the team’s final game at NorCal/ State),” Slater said. “He throws a bit slower, but has a really good curve, which throws hitters off.” Offensively, Navarro, Bodeman, Perez, Anthony Lujan, and Ed Lujan performed consistently well. After scoring a bunch of runs in district and section, Gilroy couldn’t manufacture enough at NorCal/State. Still, it was a magnificent effort and worthy to be praised. “I told them they ought to be proud getting to NorCals because it doesn’t happen that often,” Slater said. “We were on fire; I don’t know what happened. Our bats went dead and the defense wasn’t there, either.” Gilroy had several highlights during the All Star season, but its finest moment probably revolved around it beating

The right-hander used tremendous movement on his fastball and curveball to consistently post solid outings. Soledad to win the Section 5 Tournament. Gilroy actually played Soledad three times, winning the first contest before losing Game 1 of the championship round. However, Gilroy bounced back with a convincing victory in the winner-take-all game. “For me that was our (top) highlight because after losing we came back the next day to win it,” Slater said. “The kids came ready to play, and it was a different team than the one that played a day before. They did what they had to do and sucked

it up. … You spend a lot of time with these kids (for the All Star season), and you get to know their personalities. It’s fun and it’s why I still coach after all these years.” Slater’s sons are 29 and 35, but unlike most Little League coaches who move on after their sons age up, Slater still has stayed on after all these years. “When we won Sectionals, it was crazy,” he said. “You get that big ol’ flag, and there is nothing like sharing in that moment with those kids.”

r. Max Tarmann longtime resident of the Sharon Heights area, died Tuesday the 16th of July in Belmont, CA. Max was preceded in death by his wife and best friend Augusta “Gussie” Tarmann and survived his children, Jeanmarie Derry, Mark Sr. (Bettina) and Gregory Tarmann, grandchildren Mark Jr. (Toni) and Gregory Tarmann, Shannon (Steven) Catalano, Cayla (Austin) Kline, and Mariah Derry, and great-grandchildren Jackson, Tyler and Wyatt Catalano, and Mark Tarmann Jr.

Max was born in Milwaukee, Wisconsin, and was a lifelong cheesehead. Max graduated from Marquette University and served in the United States Air Force. A distinguished dentist and avid golfer, Max was known for his sense of humor and love for playing the accordion. Max enjoyed serving the local community alongside his wife, particularly through the Catholic Church, and was a proud “Opa” to his grandchildren. Memorial Mass will be held on Tuesday the 23rd of July at 11 a.m. at The Church of The Nativity, 210 Oak Grove Avenue in Menlo Park. Burial will follow at Holy Cross Cemetery, 1100 Santa Cruz Avenue in Menlo Park. She is survived by her husband of 77 years, Lucio Barrios, and two daughters, Dolores Madrigal and Virginia Gutierrez, seven grandchildren, 16 greatgrandchildren, three great-great grandchildren, and her sister Carmen Soto. She is predeceased by eight siblings and one great-grandchild. Minnie was a beautiful, caring person who impacted all she met. She was adored for her charm and grace and caring qualities. She was loved by many and will be deeply missed by all of her family and all who knew her.
