The expected showdown between Hollister Mayor Ignacio Velazquez and the City Council over a San Benito Street development this week was delayed until June 3 because city staff didn’t release a report to the public ahead of the meeting on May 6. After the mayor’s lawyer questioned the report’s timing, the council’s attorney, Lauren Layne of the Fresno law firm of Baker, Manock and Jensen, recommended the public hearing’s continuation. The hearing was set to consider the appeal to the planning commission’s approval of a commercial/ residential project and an office building at the corner of San Benito and Fourth streets, known as “the 400 block.” In past votes regarding the 400 block, the council has voted 3-1 in favor of

Memorial Day is a chance to reflect on those who died defending our country. Observed on the last Monday of May, Memorial Day observance began after the Civil War, and became an official federal holiday in 1971.
For the Gonzalez family in Hollister, this weekend is a special time to remember their oldest son Albert, who died in 1968 at the age of 22 while serving with U.S. forces in Vietnam, where he was awarded the Bronze Star for meritorious service. In that war, a total of 58,000
American service members also lost their lives. On May 27, 11am ceremonies at the Veterans Memorial Building on San Benito Street will honor the fallen in all wars. The family’s story can be found in this week’s San Benito magazine, inside today’s Free Lance.
Police on lookout for phony officer SUSPECT PULLED OVER FEMALE MOTORIST Staff report
Hollister Police are looking for a male suspect who has reportedly been impersonating a cop in recent incidents in town. On May 13, a woman called police to report she
had been pulled over by a driver in an unmarked car in the area of Tres Pinos Road and Andrews Drive, according to police. The driver of the car used an emergency red light to make an enforcement stop. The woman stopped her vehicle but later drove away when she suspected the person was not a real officer. The incident happened about 8:30am, police said. The woman further told
police that the suspect's vehicle was an older model white Ford Crown Victoria. The vehicle appeared to be a police car with black stock wheels and spotlights. The car had been following the woman's vehicle when the Crown Victoria produced a red light for a traffic stop. The woman pulled over. The driver of the Crown Victoria contacted her and asked for her
driver's license, according to police. The man asked her about a crime she had no knowledge of. The woman suspected he was not a real police officer and asked him to identify himself. When he refused, the woman drove away. The resident drove to the Hollister Police Department and filed a report of the incident, according to police. Hollister officers began
to investigate and share the information with neighboring agencies. The Hollister Police Department does not currently have any unmarked white Crown Victoria vehicles in its fleet, according to a press release reporting the incident. A solar panel installation project planned for San Juan School has caused a stir among some students and parents, according to one former Aromas-San Juan Unified School District trustee. Jose Flores, who has two children attending San Juan School, believes the current school board is not hearing the community’s concerns about placing the solar panels on the same field used by students for recess and other outdoor activities. “We are not against the solar panel project. We are against putting the panels on the ground in the field,” said Flores, whose
children started an opposition petition and were able to gather 151 signatures from fellow students and San Juan School staff. “The panels are going to be on the field and take a good section away from the kids using the field.” Flores submitted the petition to the school board prior to its vote to approve a $358,600 contract with Engie Services U.S. Inc. for the installation of solar panels at Anzar High School (2000 San Juan Highway in San Juan Bautista), Aromas School (365 Vega Street in Aromas) and San Juan School (100 Nyland Drive in San Juan Bautista). At Anzar and Aromas the solar panels will be located in parking lots, not in a playing field as proposed at San Juan School. A facilities committee on May 14 discussed the San Juan portion
of the energy conservation project with more input from community members. The Aromas-San Juan school board was expected to choose between three options for San Juan School, as well as two choices for Anzar High School, at its May 23 meeting. At San Juan, two of the options were to install “approximately 650 linear feet of permanent perimeter chain link fencing to the east, west and south, six feet in height, around the solar PV installation, which will tie to the existing fence to the north,” according to the contract. The project also calls for the removal of “two medium- to large-size trees along the edge of the existing fence.” Superintendent Monica Huanacho and Board President Jennifer Colby did not respond to email requests for comment on this issue.
A pair of new school site leaders will welcome students, families and staff to start the 2019-20 school year at Hollister School District’s R.O. Hardin and Ladd Lane Elementary Schools. The district made the announcement of Jeanine Ostoja as principal of Ladd Lane and Lilia Espinoza as the new principal of R.O. Hardin at the Board of Trustees meeting in April. “HSD received over 20 strong applicants for these two principal vacancies. Lilia and Jeanine were selected after two rounds of interviews with site staff and district administrators,” said Superintendent Diego Ochoa. “We feel strongly that they will provide great leadership to our schools. I’m excited for the students, parents and staff at Ladd Lane and R.O Hardin.” Ostoja is no stranger to Hollister schools, working as both a teacher and administrator over the last 13 years. She taught primary grades for three years and then moved on to find her home with the district in 2006. Since then, Ostoja has taught almost everything from kindergarten to sixth grade. Ostoja has served as an intervention teacher and assistant principal at Ladd Lane and Cerra Vista. “I consider my most important job to be that of a child advocate. My goal is
to ensure that all children are healthy, happy and safe,” Ostoja said. “I want students to have the utmost advantage of reaching their full potential. ...I am committed to leading a school where teachers want to work and students want to learn.” It is a homecoming for Espinoza, who attended R.O. Hardin as a child. “I remember joining my father on Friday evenings while he cleaned the classrooms; my job was to help clean the chalkboards,” she shared. “I would play teacher and call upon all of those students that were never called on to participate. … I decided then that what students needed was a voice, an opportunity to speak.” As an English Language Development teacher, Espinoza stressed the importance of language development, researching best instructional practices and effective lesson plan development to target the language needs of her students. After many years in the classroom, Espinoza was offered the opportunity to serve as an assistant principal at R.O. Hardin, where she shifted her focus to data, formative assessments, on-site coaching and collaboration. She currently serves as the district’s coordinator of English learners and migrant programs. “The opportunity to call on all of the ‘silent’ students district wide was an opportunity I could not pass up,” she said. “Therefore, I took the opportunity to be their voice.”

Car, truck wreck kills man, 61 COLLISION OCCURRED ON FAIRVIEW ROAD Staff report
A 61-year-old Hollister man died when his vehicle collided with a pickup truck on Fairview Road. Three people in the pickup, including two teenagers, suffered minor injuries as a result of the May 12 traffic accident. The San Benito County Sheriff 's Office, acting as the coroner's office, identified the deceased man as Gregory Dziak, who last resided at Casa de Fruta RV park. About 3:18pm, California Highway Patrol officers responded to a report of a traffic accident on Fairview Road north of Rosa Morada Road, according to a press release from the CHP. Hollister Fire and emergency medical personnel responded to the scene and found Dziak, the driver of a 2017 Hyundai Veloster, trapped within the car and unresponsive. Personnel at the scene attempted to revive Dziak but were unable to do so, according to police. Dziak was pronounced dead at the scene. Investigators determined that the accident occurred as the Hyundai was traveling north on Fairview Road, and a 2000 Ford F250 pickup was traveling south, according to police. The Hyundai crossed over the solid yellow line and collided with the Ford head on. Three occupants of the Ford suffered minor injuries, police said. The pickup was driven by a 42-year-old Hollister resident, and two passengers age 13 and 14 were also inside the truck. Police said it is currently unknown if alcohol or drugs were a factor in the accident. An investigation is ongoing.

Police arrest three Hollister men for violence in bar SUSPECTS ACCUSED OF MAKING THREATS Staff report
Hollister police arrested three men after they allegedly broke into a bar and assaulted numerous victims early Friday morning. About 1:35am May 17, officers were dispatched to Agua Azul Bar, 840 East St, on a report of three men, one armed with a knife, making threats, according to a May 17 press release from the Hollister Police Department. When officers approached the area, they saw three men matching the descriptions of the suspects running away, police said. The officers arrested all three men. The suspects were identified as
Hollister residents Alfredo Cervantes, 25, Urbano Sernas, Jr., 28, and Pedro LiraPadilla, 24, according to police. Upon investigating, police learned the three men had been involved in a fight and the break-in at the bar. One of the three men got into an argument with a patron at the bar, whom the suspect physically assaulted, police said. The victim and other patrons then forced the three suspects out of the bar, according to police. The owner of the bar then locked the doors to keep the suspects out. A short time later, Cervantes returned and kicked open one of the doors, entered the bar with a knife in his hand and assaulted the original victim, according to police. He also threatened other patrons with the knife. Sernas
and Lira-Padilla fought with other bar patrons as Cervantes was attacking the first victim. Cervantes was booked on suspicion of burglary, battery, brandishing a knife, possession of brass knuckles and threatening a police officer, according to the press release. Lira-Padilla was booked on suspicion of burglary and battery. Sernas was arrested on suspicion of battery and a local warrant. The investigation into the incident is ongoing. Farmers need immigrant labor

T
he state Department of Finance reported this month that California, which has a stubborn and growing shortage of housing, added just 77,000 houses, apartments and condos in 2018. Actually, private and public housing developers drew permits for well over 100,000 units, and about that many were constructed. But a whopping 23,700 existing homes were burned or demolished, more than half of them in just one community, Paradise, which was virtually destroyed by wildfire. With fire losses, the net addition was lower than the 85,297 recorded in 2017, which was lower than the 89,457 in 2016— a situation that Gov. Gavin Newsom labeled as “deplorable” when he introduced a revised state budget this month. “The underproduction of supply continues to define the housing crisis the state is currently facing,” the revised budget declares. “California is home to 10 of the least affordable major markets and six of the 15 most expensive large metropolitan rental markets in the country. Rising costs continue to strain homeowners and renters statewide and negatively impact the state’s quality of life and long-term economic prosperity.” It’s one of many socioeconomic issues that Newsom vows to confront and resolve during his still-new governorship. He is touting “a comprehensive $1.75 billion proposal to spur housing production, including planning and production grants to local governments, expansion of the state’s housing tax credit program and loan program for mixed-income housing, and opportunities for innovative housing projects on excess state property.” Newsom said he also “has refocused $500 million to removing barriers to building affordable housing and adding funding to assist California renters.” This year’s legislative session, meanwhile, bristles with dozens of proposals their sponsors say will aggressively attack

California’s housing shortage and its consequence of soaring home prices and rents. The best-known measure, and one that has appeared to have the greatest potential impact, is Senate Bill 50, which aims to overcome local not-in-my-backyard opposition to new housing by establishing a right to build multi-unit projects in “transitrich” or “job-rich” communities with housing shortages, regardless of local zoning laws. SB 50 recognizes the most important fact about closing California’s housing gap: that direct governmental spending, such as what Newsom proposes, has only a marginal effect and that the most urgent need is to make private housing investment more attractive by reducing the costs and red tape now associated with projects. However, the bill’s author, Sen. Scott Wiener, a San Francisco Democrat, has been compelled to revise the once-straightforward bill to accommodate pressure from local officials, who cherish their land use powers, and his fellow legislators. The changes seem to be watering down its potential for a big impact. The Terner Center for Housing Innovation at UC-Berkeley, in a new analysis, says the bill’s stated goal is undercut by carve-outs for specific counties and delay of the measure’s provisions in locally defined “sensitive communities.” “Certainly, upzoning is not a panacea for solving the housing crisis,” the analysis concludes, adding, “It will take years for new supply to have a measurable effect on housing affordability, which is why any efforts to change land use regulations need to be accompanied by renter protections and policies that expand access to affordable units. But maintaining existing land use regulations that allow localities to avoid permitting new multi-family housing—and especially affordable housing—is not the solution either.” Last week, SB 50 was put on hold until next year. Its struggles underscore the truism that housing is a tough political nut to crack.

California farmers continue to find themselves short of employees, despite raising wages, increasing benefits and taking other steps to try to alleviate the problem, according to a survey conducted by the California Farm Bureau Federation in collaboration with the University of California, Davis. The results remain consistent with a similar voluntary survey by CFBF in 2017. In the 2019 survey, 56 percent of participating farmers reported they had been unable to hire all the employees they needed for production of their main crop at some point during the past five years. A survey conducted in summer 2017 showed 55 percent of farmers had experienced employee shortages. The 2019 findings show that California farming operations continue to see a negative trend in employee availability, resulting in more challenges and the likelihood of tough business decisions in the very near future. The purpose of the survey was to collect information about changes in farming practices resulting from the increase of employee scarcity. This report describes the survey response and summarizes key findings. Among them: • 86 percent of farmers responding to the survey said they had raised wages in efforts to hire enough people. • 61 percent reported they had hired a farm labor contractor to recruit employees. • 56 percent reported they have used a labor-saving technology, and of those who began using mechanization, 56 percent did so due to employee shortages. • 37 percent said they had adjusted cultivation practices, for example by reducing or delaying weeding and pruning. • 31 percent said they are switching acreage. • 6 percent said they had enrolled in the H-2A agricultural visa program. The results from this survey reveal that California farmers are trying to adapt to employee scarcity in a number of different ways. Most growers responding to the survey recently experienced some type of shortage, and those reporting shortages said the incidence of the scarcity has intensified. California farmers are reacting through a variety of different coping mechanisms. More rely on farm labor contractors and the H-2A visa program to meet their workforce needs. Although only a small percentage of California farmers have turned to the H-2A program to fill job vacancies, the rate of H-2A use has increased. Farmers are adjusting their crop mix, with some switching acreage from labor-intensive crops such as tree fruits and vegetables into non-labor-intensive crops that can be mechanically harvested, such as tree nuts and row crops. In responding to the survey, farmers said they increasingly are adopting technology where possible. A majority of the farmers used a technology that reduced their reliance on a workforce at some point during the past five years. Farmers are also changing their cultivation practices. More than one-third of the farmers in the survey reported changing cultivation practices during the past five years. Changes in cultivation practices have accelerated during the past five years. Farmers face continuing challenges in agricultural employee availability. In California alone, farmers and ranchers hire nearly 473,000 employees during peak season. National estimates put the agricultural workforce at 2.5 million hired employees. Experts calculate that 50 to 70 percent of the hired workers are not authorized to work in the U.S. Farmers in California as well as throughout the United States have been forthright about the fact that they rely on a largely immigrant workforce. Farmers face new challenges related to employee availability. Farmers are paying higher wages and their farming practices are changing in response to reduced employee availability. Efforts to hire U.S.-born employees on farms have remained unsuccessful. California farmers are trying a variety of tactics to fill on-farm jobs. Those efforts need to be complemented by agricultural workforce reform that provides existing employees with a legal status and allows entry for future guest workers who desire to work in U.S. agriculture. The Federal Rail Administration has pulled funding for California’s HighSpeed Rail Project. In a letter sent to High-Speed Rail Authority President Brian Kelly, the FRA said it will be terminating the 2010 cooperative agreement between the two agencies. This will pull $929 million in funding from the project, which has never been fully funded. The FRA has also requested the authority return the $2.5 billion in funding already given to the project. The project’s price tag is currently hovering around $79 billion. The 25-page letter outlined all of the reasons the FRA is ending the partnership, stating that the state rail authority had violated the terms of the agreement. “FRA has determined that CHSRA has violated the terms of the FY 10 agreement and has failed to make reasonable progress on the project,” the letter said. Pulling federal funding for the project comes after a series of tweets from President Donald Trump that criticized the HSRA, the project itself and California Gov. Gavin Newsom. In his February State of the State address, Newsom said that California would be rerouting funding for the rail to the Central Valley portion of the project that would link Merced and Bakersfield.
Newsom and Trump traded barbs on Twitter, and days later the FRA gave notice that the federal administration expected to pull the funding. Kelly sent a letter back to the FRA in March, the federal government was silent when it came to California’s High-Speed Rail for two months following the initial announcement. In its 2019 project update, the HighSpeed Rail Authority identified the FRA’s lack of communication and possible funding termination as one of the project’s biggest obstacles. Newsom still believes the funding belongs to California and has threatened to sue the administration in order to keep it. “The Trump administration’s action is illegal and a direct assault on California, our green infrastructure, and the thousands of Central Valley workers who are building this project," Newsom said in a statement. “Just as we have seen from the Trump administration’s attacks on our clean air standards, our immigrant communities and in countless other areas, the Trump administration is trying to exact political retribution on our state. This is California’s money, appropriated by Congress, and we will vigorously defend it in court.” The High-Speed Rail project has been in the works for decades, and the state’s voters approved a bond to partially fund it in 2008. It is slated to carry passengers from San Francisco to Los Angeles when complete, with a station planned in Gilroy. The rail system would also cut north to south through Morgan Hill without stopping, though authorities have not determined the exact route this segment of the system would take.

The press release also adds, if the officer is not in uniform, be sure to get a good look at the “officer” and his credentials. If the officer refuses to show a badge, open your window only partially and keep your car doors locked. “A real officer will understand your concern and have no problem identifying themselves,” the press release adds. If you have a cell phone, you can call 911 and tell the operator that you have been pulled over by a suspicious
person who claims to be an officer, the press release says. Tell the operator exactly where you are; the operator should be able to tell you if it's a real officer. All unmarked Hollister police vehicles are equipped with emergency lights and siren, police said. The officers driving them will communicate with dispatchers before taking any enforcement action, and they will be able to identify themselves as officers. Anyone who thinks a fake officer has attempted to pull them over should report the incident by calling 911, police added.

Mayor cites multiple problems with plan ➝ 400 Block, 1
the project, with District 2 council member, Rolan Resendiz voting against. Velazquez has indicated he will take the city to court if the appeal is rejected. Layne advised the council May 20 that Velazquez’s lawyer had objected because a new staff report on the 400 block appeal had not been prepared before the meeting was scheduled, which she said “could be interpreted” as violating Hollister municipal code. Because of this, she recommended continuing the appeal to June 3.
Mayor as ‘private citizen’
Because the mayor owns The Vault banquet hall next to the vacant development site, he has recused himself from all decisions on the 400 block project, because of the appearance of a potential conflict of interest. He said he filed the appeal “as a private citizen.” “We received correspondence from Mr. Ignacio’s legal counsel, regarding some confusion on the municipal code regarding when the public hearing should be scheduled and when the staff report should be prepared. Specifically, your municipal code states, the director
shall prepare a staff report for appeals and schedule the matter before the appropriate appeal body identified after completion of the report,” Layne told the council prior to the start of the May 20 appeal hearing. “In this instance you held a special council meeting I believe on May 6, 2019 and you set a public hearing for this evening, the staff report is dated May 9, 2019. Because there is some ambiguity there and it is something we can easily correct, my recommendation to the council would be that we either reschedule this meeting to June 3 or that we continue.” Layne told the Free Lance that while Velazquez’s lawyers believed that not posting the staff report before the May 6 meeting was a municipal code violation, she said the code itself was ambiguous. In an effort to give Velazquez’s team and the public time to read the report, however, she recommended continuing the meeting to a later date.
Special counsel hired
In a closed session on May 13, the city council, with Velazquez recused, unanimously voted to appoint Layne as special counsel for the appeal. City Attorney Jason Epperson said
he had recused himself because the mayor was the appellant and Epperson wanted to avoid an appearance of bias. Carly Jo Briggantino, a spokesperson for Del Curto Brothers development, told the council that she believed Velazquez wanted to postpone the meeting for “economic and personal reasons.” Del Curto Brothers is the developer for the 400 block project and, along with the Community Foundation for San Benito County, would be buying the key downtown land parcel for $375,000 less than the city spent to acquire and clear it. Velazquez had filed an appeal of the Hollister planning commission’s decision to approve the tentative site map for the 400 block, the conditional use permit and subdivision plan for the project. The hearing was set for May 20, when the council would decide whether or not to uphold the planning commission decision, but Velazquez’s lawyers got a call from the city’s attorney the afternoon before the meeting saying the hearing would be continued until next month. Velazquez’s attorneys had sent two letters to the planning commission prior to filing the appeal
and later filed an appeal, citing the same four reasons: The project violates the maximum residential density for the project site, does not qualify for a “density bonus” (meaning additional apartments) and requires a full California Environmental Quality Act review; and the city didn’t comply with state law in realigning an alley that separates the two project sites. The 400 block became the responsibility of the city’s redevelopment agency following the 1989 Loma Prieta earthquake. The property was purchased in 1991 by the agency, with badly damaged structures still standing. According to the 400 block’s long-range property management plan, the agency purchased the property for $703,000 and paid $62,000 to demolish one of the structures. That would be around $1.3 million in 2019 dollars, according to the U.S Inflation Calculator. In 2017, the city entered into a disposition agreement with Del Curto Brothers Development and the Community Foundation to sell the property for $390,000—an amount that the city had included in its Request For Proposals, based on a 2015 appraisal. A second appraisal was
conducted in 2016, which placed the property value at $690,000; but the higher appraisal was withheld from the council until it came to light after the vote.
Can city back out?
An associate for the law firm Schute, Mihaly and Weinberger, Edward Schexnayder, is working with Velazquez. He said Velazquez’s legal team planned to explain to the council that the city could legally back out of the agreement. “There’s been a misconception that the project was locked in in 2017,” Schexnayder told the Free Lance. He also said his appeal would focus on “zoning inconsistencies.” Velazquez and his lawyers believe the project is not subject to a density housing bonus, which would allow 22 units of housing be built in the mixed-use apartment space instead the 18 the lot size would allow. Four of the units in the Del Curto Brothers development will be below-market-rate housing, which is part of the city’s justification for approval. When establishing the number of units that would be allowed, Schexnayder said the city used both lots to measure the amount of housing that could be allowed, despite the fact
that the projects—a nonprofit office building for the Community Foundation, and a commercial/ residential building for the Del Curto Brothers—are separate. Schexnayder told the Free Lance that after the firm wrote the letters to the planning commission that said the project exceeded the city’s residential zoning permit, city staff responded that they considered the foundation offices and the mixed-use building all one project. Schexnayder said, “Those are the rules everybody plays by and they basically can’t build a project that doesn’t play by those rules.” The city has responded to all of Velazquez’s and the lawyer’s points against the project in the staff report for the appeal. The city claims the project is exempt from an environmental review because there was once commercial space at the site. The density bonus is allowed, city staff said, because the projects are part of one larger development separated into two phases. Velazquez’s lawyers specialize in municipal law and represent cities and citizens in similar cases. The firm also acts as the city attorney for some cities.

When they were freshmen, advancing to the CIF State Track and Field Championships was the farthest thing from Ben Hagan and Dillon Engler’s minds. Hagan was a novice at the high jump and cleared 5 feet, 2 inches. Engler didn’t even compete in track and field until his sophomore year. Yet the two will be headed to Buchanan High in Clovis after delivering fine performances in the Central Coast Section Championships last Friday at Gilroy High. Hagan delivered the finest jump of his career, hitting a PR of 6-4 to finish second in the high jump. Engler wasn’t at his absolute best, but was still strong in finishing in 15.07 seconds to take third in the 110meter hurdles. “I’m excited and amazed,” said Engler, who also took fourth place in the 300 hurdles in 39.82 seconds. “I never thought at the beginning of the season I would be anywhere close to this. I thought I’d be between 10th place and 20th place, but I did not expect to come in third or anything close to that.” Hagan was ecstatic knowing he had delivered the finest performance of his athletic career in the biggest championship meet of his career—until the state meet of course. “The emotions are I feel like
crying right now,” Hagan said. “It would’ve been nice to win it, but getting second place to Oliver (Aristil of Los Gatos) is still a big accomplishment. To make state is just an awesome feeling.” A year ago, Hagan was two inches and one spot away from advancing to state. Engler wasn’t close, finishing in 17th place in the CCS Semifinals. They both went into the off-season determined and focused to improve their respective crafts and set out big goals, in Engler’s case perhaps he didn’t even think possible. However, sprints coach Ryan Bartylla instilled in Engler a belief he could be one of the section’s best, which came to fruition. Engler, who two weeks earlier in the league finals set a PR of 14.99 seconds, was threatening to better that mark only to slow down amid some slight technical imperfections. “I was floating a lot over the hurdles,” he said. “I wasn’t snapping my lead leg down and I was going too far over the hurdles and not landing on the track quick enough. It may not have been my best race, but it was good enough.” Engler saw the fourth-place finisher several lanes over coming fast, and at the finish he didn’t know if he had gotten nudged out for the third and final berth to the state meet. However, once Engler saw and heard Bartylla’s reaction from the stands, he knew he had made it. Even though Engler didn’t nail a PR, in some ways the race was ultra satisfying because he persevered through adversity. “I knew I was floating, but I kept on pushing and fighting all the way to the end,” he said. For Hagan, he had a meet to remember as well. Hagan felt strong throughout the evening and he knew a PR was imminent. “I knew it was going to be a big jump,” Hagan said on clearing 6-4. “I felt it from the

I went and kind of blacked out for a bit around the curve, and the next thing I know I’m over the bar. My legs felt good, I was calm, I felt bouncy and flexible.” Hagan and Aristil shared a nice moment afterward, with both congratulating the other on a fine performance. Aristil actually told Hagan he was his favorite high jumper, which blew Hagan away. “It’s a big compliment from him because I kind of idolize him because he makes it look easy,” Hagan said. “He thinks I have perfect form. If anyone was going to
beat me, I’m glad it was him.” Hagan’s remarkable season gets more storybook when one considers the only time he was able to get in high jump specific training was at meets since the construction of the new stadium meant the Haybalers had no home facility this season. However, Hagan said coach Rob Macias and assistant coach Wes Finley kept him on track to achieve his potential. “They help me get some bounding in, curve (approach) practice and they show me videos letting me know what I have to do,” Hagan said. “I haven’t
been able to practice the high jump this year, but I’ve been able to do some running and long jump practice. This past week they took me out here to get some practice in, and I was able to get some jumps in, which definitely helped ease my nerves a little. I wouldn’t be here if they didn’t help me with my form and getting it where it needed to be.” Jonathan Ramos finished seventh in the long jump in in a PR of 21-8 ¾, Hailey Cross finished in fifth place in the 800-meter run in 2:20.13, and Julia Hicks took sixth in the discus with a PR of 114-4 and 12th in the shot put in 33-4.

The San Benito High baseball and softball teams are both at full strength and seemingly peaking at the perfect time—in the Central Coast Section playoffs. Both squads advanced out of last Saturday’s quarterfinal round just in time before the rain started to really pour down in the San Jose and Los Gatos area. In baseball, the No. 6 seed Haybalers (21-6) received a two-run double from Jacob Burley and six solid innings from Jordan Yeager in a 4-2 Open Division win over No. 3 Los Gatos (21-8) at Bellarmine High. San Benito plays No. 2 Mitty (20-10) in the semifinals on Wednesday at San Jose Municipal Stadium (this edition went to press before the start of the game). Balers coach Billy Aviles was happy in how the team performed. “We definitely kept the pressure on against two quality arms,” he said. “The kids stayed positive in a great playoff baseball game.” All of the scoring was done in the third inning, as Aidan Shaw had a runscoring double and Marcus Aranda a sacrifice-fly to account for the rest of the offensive production. Yeager was terrific, and Moises Salazar earned the save with a scoreless seventh
inning. Yeager has been used in every role this season—as a starter, reliever and closer—and produced in each situation. “Him and Moises were throwing gas today,” Aviles said. “Jordan can throw four pitches for strikes, and when you can throw four pitches for strikes, it opens up a lot of options as far as pitching to hitters.” With the return of Shaw—who missed several weeks due to a concussion—and West Andrade (illness)—to go along with mainstay Marcus Aranda, the Balers have their full complement of power hitters in the lineup. “Those guys can change the scoreboard with one swing of the bat,” Aviles said. “We’re a different team with Aidan and West back in the lineup. We had quite a few injuries down the stretch, but we’re good now and we have a legit shot at this thing.” The same can be said of the San Benito softball team. The No. 5 seed Balers (18-10) never trailed in a 8-3 victory at No. 4 Los Gatos (20-7) in Division I action. They advanced to a semifinal game against league rival and No. 1 seed Watsonville (22-4) Wednesday at the Salinas Sports Complex. The Balers’ win over Los Gatos played out in the same exact way as it did against Homestead in the early going, as they scored two runs in the top of the first inning in the same fashion. Amber Rodriguez hit the team’s third roundtripper of the game with a two-run blast in the seventh, which scored Drew Barragan, who had led off the inning with a linedrive double. Barragan
allowed two earned runs in 5 1/3 innings, and Woeste tossed 1 2/3 innings of scoreless relief. The hot-hitting Rodriguez had a run-scoring groundout in the third and finished with a game-high three RBIs. Dominique Monteon had a gamehigh three hits, while Felice, Barragan and Mendez added two hits each. Felice, a speedy freshman, has been a differencemaker at the leadoff spot. “Gia reminds me a bit of (former Balers standout) Brit Rossi,” Balers coach Andrew Barragan said. “She’s a scrappy player and has played a
great center field for us. She’s got a quick first step and is a gamer.” As is the entire team. If San Benito wins two more games and the program’s 10th CCS playoff championship, it will point to a tough 5-4, 11-inning loss to Notre Dame-Salinas on May 7 as the turning point. The Balers actually had a 3-1 lead in the seventh, but were unable to hold on for the victory. However, Barragan said the loss motivated the players, knowing they could play with the best. “After that game we knew we had to go and make a statement, and we did (by beating Gilroy
9-1),” Barragan said. “This is the first time all season where we’ve had our full (complement) of players, so we’ve been waiting for this. The girls are seeing the ball well and hitting tremendously, and they’re battling.” San Benito split two games with Watsonville, winning 1-0 on March 29 before the Wildcatz exacted payback with a 3-0 victory on May 1. Andrew Barragan knows as long as the strike zone remains true, his hitters will break out at some point even against the best pitchers. “They’re really locked in, and it’s good to see,” he said.

nthony (Tony) Lombardi passed away peacefully on May 11, 2019 surrounded by his family. He was born August 23, 1969 in Washington DC. Tony was a loving husband, father, brother, uncle and friend. He always lived life for the moment. He enjoyed travelling with his family to places like Hawaii, Lake Tahoe and especially Disneyland-the HAPPIEST place on Earth! He often joined friends and family for backyard BBQs where he was the cook! He loved watching professional sports like baseball, basketball, football and Nascar. More than watching the professionals he loved watching his girls play their favorite sports. Tony loved his girls more than life itself. They were his greatest accomplishment. He was so proud of who they were and of who they would become. Tony will be dearly missed by everyone who knew him. Tony was preceded in death by his father, Fred Lombardi Sr., his mother, Joan Lombardi and his father in law Jose Silva. He is survived by his wife, Susie and daughters, Alexandra and Emily. His brother, Fred Lombardi Jr. and his wife Leslie, sister, Angela, Mother in law, Maria Silva, sister in law ,Christina Rocchi and husband Bobby, sister in law, Jennifer Silva. Nieces and Nephews, Ashleigh, Jenna, Brittni, Erick, Anthony, Joseph, Garrett, Justin, Abigail, and Sierra. Celebration of life will be held at a later date.

eorge Earl Ekberg passed away suddenly on Mother’s Day, May 12, 2019 two days short of his 80th birthday. He is survived by his wife of 46 years, Jacqueline Roberta (Hilleary) Ekberg; his siblings Janis (Ekberg) Harral, Garland Ekberg and Geraldine ‘Bugz’ (Ekberg) Kammeyer; his children James Derek Marshall, Georgiana Leola (Ekberg) Bluhm, Michael David Marshall and Hilleary Asenthe Ekberg; his grandchildren Amanda (Bluhm) Rommel, Alexis Bluhm, Ashley Bluhm and Austin Bluhm; and guardian to Elizabeth ‘Betty Ann’ Ann Groux. He is preceded in death by his parents William Earl Ekberg and Glady Juanita (Simpson) Ekberg; his daughter Robin Donnell Marshall; and his grandson Brodie James Scott Ekberg.
George was born to William Earl and Gladys Juanita Ekberg in Ketchum, Oklahoma. A few year later the Ekberg’s moved to Caldwell Idaho where they lived for about 7 years before moving to Springfield Oregon, where George graduated from Springfield High School. During high school George enjoyed wrestling, pole vaulting, track and field, singing in his high school choir, fishing, hunting and getting into trouble with his best friend Richard ‘Butch’ Morten. Together George and Butch enlisted in the Marine Corps Reserves and where stationed together in the 2nd 155 MM Gun Battery in Eugene Oregon. George achieved the rank of Corporal before being honorably discharged. While stationed at Camp Pendleton, he was introduced to his first wife Barbara Walton. They were married in 1963 and moved to San Jose when George left the Marine Corps and two years later welcomed their daughter Georgiana Leola Ekberg into their family.

In 1971, while working as a baker in San Jose, George meet and fell in love with Jacqueline and in 1972 he married Jackie in a small family ceremony at their house on Cree Drive. George not just married Jackie but also became the step father to her beautiful children James Derek Marshall, Michael David Marshall and Robin Donnell Marshal, which he raised as his own. In 1975 they welcomed their youngest child Hilleary Asenthe Ekberg into their Brady Bunch Family. In 1977, George and Jackie moved their clan to Gilroy, in the house that would be known as “The Ranch” to the family. George and his family raised horses, pigs, rabbits and chickens and he worked multiple jobs to support his family. In 1981 George was hired as the Baker for the Flying Lady restaurant in Morgan Hill, where he became close friends with Irv Perch and his family. All his surviving children at one point or another worked at the restaurant in one capacity or another, but his most trusted co-worker was James’ Best Friend Jon Michael Cicairos, who became very close with George and learned a lot of life lessons from him and who George and Jackie treated as their other ‘son’. George was an active member of the San Jose & Gilroy communities and helped coach many young athletes to learn the games of baseball, softball, golf and yes even bowling. He enjoyed going square dancing, bowling, golf, singing, coaching, fishing and working on the ranch. He was also a social butterfly and no matter where he went in town, he would run into someone he knew and strike up a conversation about their family or golf, much to the chagrin of his children, who would arrive home some days with George already knowing what they had done. He loved to watch golf on Sundays and loved to pull out his guitar and just sing at any gathering. George spent his final years retired from work and enjoying his family when they would come and visit him and Jackie at the ranch. Services for George will be 3:00 pm on May 26, 2019 at Habing Family Funeral Home located at 129 4th Street, Gilroy CA 95020. All are also welcomed to attend the gathering at the family ranch shortly after the services to commemorate George’s life.

Each bid must be accompanied by a Cashier’s Check, Certified Check, or Bid Bond, made payable to San Benito Health Care District, in the sum equal to ten percent (10%) of the amount of the Base Bid. This check or bid bond shall guarantee that the Contractor will sign a contract and furnish bonds as specified within ten (10) days after receipt of notification of bid acceptance. If the bidder defaults in executing and delivering the Agreement and Bond within the time specified, the check or bid bond will become the property of SBHCD. Payment and Performance Bonds. The successful bidder will be required to furnish a payment bond and performance bond equal to one hundred percent (100%) of the Contract Price. Each bond must meet the statutory requirements for a public construction project as set forth in California Civil Code Sections 9950 and 3248. The bonds shall be secured through a surety company approved by SBHCD and paid for by the General Contractor. Bid Acceptance/ Rejection. SBHCD reserves the right to reject any or all bids and to waive any informalities in the bidding, or in any bid received. For the purpose of determining the lowest bid price, the lowest bid shall be the lowest total of the base bid plus those additive or deductive items submitted as alternate bids taken in order from the written list of requested alternate bids provided by the Engineer, if SBHCD chooses to include or exclude such alternate bids. No bid shall be withdrawn for a period of sixty (60) calendar days subsequent to the opening of bids without the consent of SBHCD. Bidder Requirements. Each bidder must be licensed to do business in the State of California and must maintain a management office within a sixty (60) mile radius of SBHCD. Every bidder must possess a valid General Contractor’s license at the time of submission of his/ her bid. This license must be valid at the time the contract is awarded through the completion of the project. Each bidder shall include with his/her bid a list of the name and location of the place of business of each subcontractor who will perform work, labor or render services to the prime Contractor in the construction of the project and the portion of work to be performed by each subcontractor. This list must comply with the Subletting and Subcontracting Fair Practices Act at Public Contracts Code Section 4100 et seq.Preference for Local Business. When all other factors are determined to be equal, preference shall be given to individuals or firms having a bona-fide place of business within the County of San Benito. Any responsive, responsible bid, proposal or quote for materials and supplies from a local business which is within five percent (5%) of the lowest responsive, responsible bid, proposal or quote for materials and supplies, shall be considered equal to the amount of the lowest responsive, responsible bid, proposal or quote. If the business has additional places of business located outside of the County of San Benito, the designated point of sale for all resulting purchases shall be the bona-fide place of business located within the County of San Benito. Prevailing Wage. Minimum prevailing wage rates are required to be paid for each craft, classification, or type of worker needed to execute the Contract. Copies of such minimum rates are on file at the Administration Office of SBHCD, and are available to any interested party upon request.Mandatory Job Walk.
