“When we use the term chronic homelessness, there is a definition by HUD, but I will just let you know that most peo ple that experience home lessness for a long period of time, or multiple peri ods of time, or have a dis ability or other condition would fall into that cate gory,” said Stephen Soto mayor, the city’s hous ing director, at an Aug. 10 community meeting about the L&M. The number of home less in the Healdsburg area is not known for cer tain—a point-in-time census of homeless was held in Sonoma County in February of this year, but final results have not yet been released with their breakdown of where the county’s unsheltered (and temporarily sheltered) are found.

On Sept. 1, the workers’ trucks finally started roll ing into the parking lot at the former L&M Motel at 70 Healdsburg Ave., as crews started replac ing walls, installing appli ances and converting what were once the most affordable motel rooms in town into something else—a place of rescue, a reprieve from the streets and the elements for peo ple without a home: L&M Village.Reach for Home, the local nonprofit whose stated mission is to end homelessness in the north county, will oper ate the 22-room lodg ing, converted by Bur bank Housing from the mid-20th century road side motel just off the Central Healdsburg exit. But don’t expect a dropin facility for every hitch hiker who comes through town, or permanent hous ing even for those most in need.Instead, the L&M Vil lage—set to be fully open by Nov. 21 of this year, just in time for Thanks giving—will be a place for the chronically homeless.

A live, in-person city council candidates’ forum will take place Wednes day, Sept. 14, that will place all seven candidates on the same stage at Coy oteCandidatesSonoma. for the two open four-year city coun cil seats are: Linda Cade, Susan Graf, Chris Her rod and Evelyn Mitchell (incumbent). Candidates for the single two-year seat on the ballot are Ronald Edwards, Matias Lopez and Brigette Man sell. All candidates have agreed to participate. The event is sponsored by the Healdsburg Cham ber of Commerce and Healdsburg 2040, a work group inspired by the Sus tainable Design Assess ment Team’s (SDAT) visit to Healdsburg in 2018. The latest home less census results avail able are from 2020; they showed 69 unsheltered in Healdsburg, 209 in north county. At last month’s meeting, Sotomayor esti mated there were about 50 people without a home in the immediate Healds burg area, perhaps 70 in the north county, includ ing Windsor, Geyserville andTheCloverdale.problem is becom ing more visible in Healds burg, not least with the recent appearance of at least one homeless person camping out in the Plaza. Said City Manager Jeff Kay, “Rarely does a day go by when I don't hear something from a member of the community reflect ing some sort of concern around this problem … we hear from people who most fundamentally are concerned about the wel fare of the unsheltered.” The logistical hurdle the city faces, that most cities face, is a 2018 fed eral court ruling that said a jurisdiction can’t penal ize someone for “illegal camping” without first being able to offer that individual a place to stay. “It’s a pervasive challenge, and as I said many times, it's one of the most vex ing challenges that we face right now in local govern ment,” said Kay. It is the virtual absence of overnight support ser vices for the homeless in the Healdsburg area that makes L&M Village so necessary, said Marga ret Sluyk, CEO of Reach for Home. That was probably the single strongest argu ment for the city’s March 2022 purchase of the L&M Motel, to convert it into a homeless shel ter for those who stand to benefit most from its service—“helping people get moving on their path toward permanent hous ing,” as Reach for Home’s director of development, Angie Escudero, said. With Escudero, we toured the future L&M Village—a typical mid20th century motor home that remained operational until Decem ber, 2021. There were two rows of overnight rooms and storage areas, a now-empty swimming pool in the back, multi ple fruit trees and even a vegetable garden already producing along Healds burg Avenue, a house for the former owner/opera tors—and a wishing well dead center of the park ing“Welot. expect some peo ple might want to visit the wishing well when they first get here, and we’ll have tokens so they can make a wish for their escape from homeless ness if they choose,” said Escudero.Thefirst order of business is to install fire sprinklers in every room, take out some walls and add others to create a total of 22 rooms for the residents. Many will have small kitchenettes, and all will have bathrooms. The pool (and wishing well) will be filled, gar dens will be planted and a community kitchen will be installed. But L&M Village is not just an indoor camp site, or a temporary bed for anyone who needs one. Reach for Home already has several case workers in the commu nity who have come to know the homeless pop ulation, often on a firstname basis, and are able to recognize their prob lems and issues, poten tially connecting them with services that can help them overcome them.Admission to L&M Village will not be a given—the condition of chronic homelessness comes with many chal lenges and difficulties, not the least of which is an extended period liv ing in a place not fit for human habitation. Already, the case work ers have a pretty good idea of whom they think would most benefit from the immediate step of getting shelter and services.There will be four case workers stationed at the village to help with intake, therapeutic activ ities, drug and alcohol treatment as needed, employment services and job assistance, and management of the property.But the residents themselves, usually about 20 (two or three beds will be reserved for emergency use by local law enforcement), will be self-governing through a “resident council” to define some of their own rules around behaviors such as noise. “This is their village while they’re here, so we want them to be able to set the rules,” said“WeSluyk.are behavior based, so we expect that their behavior while at the L&M Village is going to be congruent with behavior that is safe and harmonious for all of the village mem bers, as well as the com munity surrounding the village,” Sluyk said. Some of those behaviors are obvious—no alcohol or drug use or posses sion is allowed, though if someone is struggling with their addictions, they won’t be tossed out. Underscoring the philosophy of a place like the L&M Village is that the population served is, for want of a better word, dam aged. “Whenever some one’s unsheltered, they have trauma—just being unsheltered causes trauma,” said Escudero. “What we’re doing here is trauma-informed case management.” Drugs, mental illness, physical or emotional disability are common character istics of the chronically unhoused.Thereis no easy cure, but Reach for Home offers a path, a jour ney toward recovery— to restore the human ity of the homeless and prepare them for a return to normalcy. “We have pathways towards stable, permanent hous ing,” said Healdsburg’s housing director Soto mayor. “We just didn't have a place that peo ple could decompress, receive services, and get readied for follow-on housing.”TheL&M Village will not be a permanent res idence for anyone; it is intended for shorterterm stays. People are accepted for 30-day terms, mutually renew able for up to 180 days. “Really, our intent is to make every per son and every individ ual human at the L&M Village feel like they can be their best self, and that they’re human and respected, and they're integrated into a bigger community,” said Soto mayor. “So that’s really the goal of the program, alongside the main goal of getting them into sta bleAmbitioushousing.” goals, but every journey begins with a single step, and Reach for Home, the City of Healdsburg, Burbank Housing, Farm to Table, Farm to Fight Hunger, Hansel Auto Group, Summit State Bank and a collaboration of other supportive agencies offer the starting point of that journey. By Christian Kallen A Healdsburg mother of three is among those who helped research and develop ideas and pro cesses for a county-wide plan, just announced, to provide a monthly guar anteed minimum income to over 300 local families. “The guaranteed income program will be a great economic relief for families,” said Devi Cibrian, a client at Corazón Healdsburg. “With additional income, low-income families like mine will be able to cover essential needs like rent, bills and filling the fridge withThefood.”

County of Sonoma is teaming up with Healdsburg and two other cities to launch a two-year pilot program that will provide a guar anteed minimum income of $500 a month to 305 low-income families, while studying the pro gram’s impacts on reduc ing poverty and promot ing economic stability andAlsomobility.partnering in the program are the cities of Santa Rosa and Pet aluma, and a coalition of community groups called Pathway to Income Equity. The project is a collaborative effort by the Sonoma County Guaran teed Basic Income Coali tion, a group of commu nity-based organizations led by First 5 Sonoma County in partnership with the Fund for Guar anteed“ManyIncome.inour commu nity continue to strug gle to afford their basic needs,” said Supervi sor James Gore, chair of the Board of Supervi sors, who represents the north county as 4th dis trict supervisor. “This Guaranteed Income pilot will ensure that partici pating families can cover expenses not covered by other benefits, such as rental assistance and food stamps, which are insufficient, especially for families with young children.”Guaranteed minimum income programs, some times referred to as uni versal basic income pro grams, have been tested in several jurisdictions in California, including Stockton, Oakland, San Francisco and Marin County. They provide unconditional, guaran teed monthly payments to support recipients’ fundamental needs. The Stockton pro gram, one of the first of its kind, “led to increases in recipients’ finan cial stability and fulltime employment, in part by enabling new opportunities for selfdetermination and goalsetting while reducing anxiety and depression,” according to a press release from the County of Sonoma. “Analysis of monthly expenditures by participants revealed that the largest spend ing category was food, followed by utilities, auto care and transpor tation. Less than 1% of monthly purchases were for tobacco and alcohol.” The $5.4 million effort includes funding from the Sonoma County Board of Supervisors, the city councils of Santa Rosa, Petaluma and Healdsburg, as well as Corazón Healdsburg and First 5 Sonoma County. But more than 90% of the pilot project fund ing is from the federal American Rescue Plan Act (ARPA), intended to help the county recover from the COVID-19 pandemic.Healdsburg’s assis tance includes $250,000 contributed by the City of Healdsburg to Corazón Healdsburg, a non profit focused on social and economic justice. Corazón has committed $600,000 to support the project, including the city’s“Healdsburgcontribution.isexcited to be at the forefront of this evidence-based approach to support our low-income families during what continues to be a very challenging time in our community,” said Healdsburg Mayor Osvaldo Jiménez. As part of Sonoma County’s pilot program, the coalition will track and analyze the experi ences of families to doc ument the impacts of stable income on fam ily functioning, child development, mental health and other factors. A 2021 United Way of California study revealed that 52% of Sonoma County households with children under six strug gled to cover basic needs. Single mothers are most likely to struggle: 67% in the county were below the study’s self-suffi ciency standard. Addi tionally, Black, Latino, Asian and Native Ameri can households make up 33% of the total popula tion in Sonoma County, but comprise 70% of the households struggling to meet their basic needs.

TED REESE ROYTER, JR.

The Teds last stop in Europe before heading home was Amsterdam. Ted was sure it was the best place to buy a diamond ring which he did, and came home to propose to his high school sweetheart. Ted and Kathy married in July 1975 and moved to Sacramento. They enjoyed the area very much and after they divorced, Ted continued to make California his home. Ted loved to travel! Sometimes with friends and family, but several solo vacations too. He made many trips to see siblings across the country. He spent the fourth of July in Washington D.C., and loved to visit Hawaii. He took helicopter tours, went whale watching, zip lined, toured most of the islands, and somewhat reluctantly, visited the WWII sites.

Our beloved brother passed from this world July 1, 2022 at his home in Healdsburg, California. Ted was born in Jerome, Idaho on New Year’s Day – the fourth child born in five years to Ted Sr. and Kelly (Hall) Royter. The Royters spent several adventurous years in Glenns Ferry before relocating to Boise. By 1967, the family doubled in size when Dad married June Foss who also had four children. Thanks to Dad and Mom we were a big, noisy, fun family of eight. After graduating from Boise High School in 1974, Ted and his best friend, also a Ted, spent the summer backpacking around Europe. In Italy, they met another pair of traveling teenagers from New York, Alan and Alan, and the foursome enjoyed the sights together.

The League of Women Voters of Sonoma County has confirmed to the Tribune that they will not be holding a candidates’ forum for the Healdsburg City Council races this year. Said a representative, “We are an allvolunteer organization, and with several city and town councils going to district elections, there are more races than we can cover. We had to make some very hard decisions on which races to cover.”

Ted was a lifelong 49ers fan and was rumored to rearrange his furniture on game day so he could run plays in his living room. Sometimes he laughed and said, “yeah, I did that”, other times he would loudly call us all liars. He was also fond of calling some of us “a sad man without a team!” The Boise State Broncos also had Ted’s heart and he proudly wore his Blue and Orange on game day. He and older brother Randy routinely watched BSU games “together”, one in Northern CA one in Southern, syncing their television broadcasts and spending hours on the phone. He also loved music, listening and dancing only, as he could not carry a tune regardless of bucket size. Ted liked to fish and bird hunted with his older brothers, Randy and Douglas. He was a hobby golfer, a dedicated Coors lite fan, and a devoted Democrat.

Ted was an animal lover – he fed everything that came to the property, but his heart has always belonged to his beloved cats. From kitties to strays, needing literally thousands of dollars of veterinary care, Ted brought them in, fed them and loved them. We cannot remember a time he did not have one or (many) more kitties roaming his home and keeping him company. Teddy loved his family and was sure it was the BEST family ever. Apologies to anyone reading this as we’re certain you have perfectly nice families, but as far as Ted was concerned, just not as nice as his family. He adored his Dad, Ted Sr., and said he’d learned his work ethic from this sweet man who worked for the railroad six days a week for 46 years. Ted thought our Mom, June, was just about perfect. He credited her with saving his life as a young kid and helping him believe in himself. He also credited her with causing him to go prematurely bald after our hairdresser Mom gave him a perm and it didn’t turn out quite like he wanted. Mom was the force behind our family and deserves a special place in heaven for not killing us all as teenagers as we so richly deserved. Ted was predeceased by his first mom Kelly, his Dad Ted, his mom June and oldest brother Bob Foss. He is survived by siblings and spouses, Douglas Royter, Don Foss and Jamie Deneris, Randy and Carla Royter, Patty Foss and Ron Cameron, Nancy and Fred Rockefeller, sister-in-law Mary Bachman, and Chris and Rick Dulaney. Nieces and nephews include: Juney Rockefeller and Neill Forrest, Hannah Rockefeller, Sarah Rockefeller and Elliot Reaven, Emily and Ben Wilson, Taylor Foss and family, Whitney Foss, Sarah Royter, Joshua and Rebekah Royter and family, Jordan Royter, Justin Royter, and Jamie and Heidi Royter and family. We will celebrate Ted’s life along with Mom’s in Boise, Mother’s Day weekend 2023. Find peace Teddy – we love you! Ted made his home in Healdsburg, where he was a successful painting contractor for many years. He loved everything about living in Northern California and was convinced it was the BEST place to live. Ted was a football fan and loved playing at home in the yard with all his siblings. It was probably his idea to get all Dad’s tee shirts out and put big red numbers on the back, so we could look like an official team. It was definitely his idea to randomly tackle his sisters, not on the football field, but as they would casually walk through the living room. Once tackled, you weren’t allowed to get up until you yelled, “TWEET” so that it sounded like the ref’s whistle. You can imagine how much his sisters enjoyed that, and why 50 plus years later, they’ve included the story here.

DEAN GILBERT GROSS

December 03, 1923 - July 30, 2022 Passed away July 30, 2022 at home in Healdsburg, California, age 98, only a few months shy of his 99th birthday. Born in Royal Oak, Michigan in 1923, Dean grew up an only child during the depression years. The experiences of these years were the foundation for how he lived in subsequent decades. He graduated from Wayne University in 1946 with a BA in Special Education, but a broken elbow from falling on the ice prevented him from being in a classroom. As a result his career started in the insurance business, which brought him to San Francisco in 1947 to manage a branch office. Upon arrival, he fell in love with San Francisco. It was in SF that he met several life-long friends, met his late wife Ginny, and decided to quit the insurance business to become a Special Ed Teacher for which he had previously studied. Over the course of 30+ years, he taught severely mentally retarded kids in both San Francisco and Silicon Valley schools before retiring in the early 1980’s. Throughout his long life, Dean recognized that one never knows where the road may take them, and felt that he should always be prepared to take advantage of every opportunity when presented. With this in mind, 8 years ago, Dean took another fork in the road, and decided to start a new adventure on Fitch Mountain in Healdsburg. At 91 yrs old he moved up to Healdsburg from Silicon Valley, and never regretted it. He loved Healdsburg and the surrounding communities. In no time he became an ambassador for the City, as someone in their 90’s should. He also became a big supporter of several local charities; including, the Sonoma County Humane Society in Healdsburg and the Healdsburg Center for the Arts. Over the last 5 years numerous senior and adult cats have been the benefactors of having their adoption sponsored by Dean and his partner Clay, usually whenever a cat made Dean cry. His presence in Healdsburg, and at three animal shelters he and his partner supported will be deeply Anothermissed.fork in the road Dean took was to become a winemaker. Soon after moving to Healdsburg, and at the young age of 91, Dean became co-wine maker and chief grape stomper of a delicious off-dry Gewurztraminer. His passion and his bare feet went into every bottle, earning top 3 finishes every year in the annual Blind Gewurztraminer Taste Off on Fitch Mountain. When not making wine or attending to the kitties, Dean and his partner traveled. In fact, Dean traveled all over the world his entire life. He took many cruises, flew on long flights, including on the old Pan Am airlines, and also did a 3 month driving trip throughout Europe in the early 60’s, doing it without any hotel reservations, Google Maps, or GPS. Who does that now? His love, compassion, and his sense of adventure will always remain in the minds of those who knew him.Per Dean’s wishes, no formal service was to be done. His only wish was for those that knew him to make a small donation to their local Humane Society to sponsor a cat’s adoption. His remarkable life, and his 99th & 100th birthdays will be celebrated posthumously by immediate family and close friends on a memorial cruise in his honor in early 2023.
