COUNCIL VOTES TO ALLOW DRINKS AT CINEMA

SMALL BUSINESSES TO BENEFIT FROM WINE SALES, LOW PARKING FEES

Acting with unusual alacri ty, City of Healdsburg staff whipped together a new city policy governing the sale and consumption of al coholic beverages in movie theaters in the downtown area—preemptively ap proving a proposal from AVFilms, which has yet to come to terms on their downtown Palace Cinema location.

The exception for the aters or auditoriums with live audiences to pur chase and consume alco hol was necessary because in 2017, the council voted to limit alcoholic bever age businesses to one per block face in the Down town Commercial zone. That measure was seen as a way to control the num ber of tasting rooms in the core downtown business district.

But for businesses such as a movie theater, serv ing a glass of wine or a beer with the show has become increasingly common, almost de rigueur for such venues. At the Raven The ater just a block away on North Street, such bever ages are available at nearly every performance, theat rical, musical or film; and at the now-closed Raven Film Center on Center Street, beer and wine sales had been a part of their operations for several years before they closed in 2020.

The difference is that the proposed location of the Plaza Cinema Center would straddle two down town zones, the Down town Commercial (DC) zone where limited use is permitted at one per block face, and in the Plaza Retail (PR) zone where it’s subject to a conditional use permit.

Los Cien, founded in 2009, liaisons between the Latino community and the wider commu nity by helping to cre ate dialogue and common understanding, cultivat ing current and future leadership through edu cation, civic engagement, and conducting educa tional and charitable activities.

While a law student at UC Berkeley, she met Alegria de la Cruz, who is now the director of Sonoma County’s Equity Office. Espinoza wound up in Sonoma County as well, and the two would become the ad hoc Span ish-speaking public information officers for the Emergency Opera tions Center during the Tubbs Fire. Her current role is as a deportation defense attorney in coor dination with Healdsburg Corazón.

‘PAINTED LADY’ BECOMES THE LATEST BELLE OF HEALDSBURG LUXURY HOSPITALITY DEVELOPER VERTICE PAYS $7.25 MILLION

A signature piece of Healdsburg history be came a record-setting piece of real estate when the River Belle Inn on Front Street sold to luxury hospitality developer Ver tice for $7.25 million, effec tive last month.

The price is reported as $659,091 “per key,” according to the San Fran cisco Business Times. Per key is a representation of how many units are avail able for rental; in this case, 11. However that’s a bit misleading: Though it is only permitted for 11 rentals, there are a total of 15 rooms, several of which can be combined into suites. There are also 18 bathrooms and 11 fire places, a common living room, dining room and family room.

It finally closed on Sept. 27 after months of nego tiation, including a period where it was in escrow for another buyer. It was listed in February for just shy of $8 million.

Classic Vampire Film Brings Bites and Frights

‘NOSFERATU’ SCREENS AT THE RAVEN WITH LIVE PIANO SCORE

By Christian Kallen Halloween falls on a Monday this year, but like most holidays, the cele bration often begins early. One such salute happens the previous Thursday, Oct. 27, when Count Or lok comes to town.

Who? Count Orlok is the name of the “Car pathian” undead whose story is told in the 1922 film, Nosferatu, directed by the German film maker F.W. Murnau. The movie may be the first film about Count Drac ula, and the script closely follows Bram Stok er’s 1897 horror novel, Dracula

A moody, black-andwhite impressionistic film, it is a classic in the silent film canon; the presentation at the Raven Performing Arts Theater will be introduced by

Mike Traina, a film and media instructor at Santa Rosa Junior College and the new programmer for AVFilms.

The screening will include a live piano accompaniment by Fred erick Hodges, whom Traina describes as “an accomplished silent film accompanist and scholar… He is a purist, exclusively playing scores (or performing music) that would have been heard during the film’s original release.”

Pairing of live music with silent films is a tra dition dating to the ear liest days of cinema. In fact, portions of a musi cal score for the original Nosferatu have been dis covered, and there are several versions of the movie that use the mate rial—but Hodges is more likely to draw on his own deep familiarity with the music themes and tropes of the era.

The question of why the film is called Nos feratu and the count

isn’t named Dracula is an intriguing sidelight of film history. The German filmmakers failed to get rights to the characters, and clumsily attempted to mask their larceny with name changes and a few plot adjustments.

But it fooled no one, and the Stoker estate— the author died in 1912, probably of tertiary syph ilis—sued to prevent the film’s release. “The name was changed because the Bram Stoker estate wouldn’t sell the German production company the rights,” explains Traina. “Ultimately, they were sued, and all prints of the film were ordered to be destroyed.

“Miraculously, a sur viving negative turned up in the U.S. after the novel was in the public domain and the copyright claim couldn’t still be pursued.”

So the first movie of Stoker’s novel—originally titled The Un-Dead itself could not be killed.

Like Dracula, legends have grown up around

the film Nosferatu as well. It was remade in 1979 as Nosferatu the Vampyre by Werner Herzog, with the troubled actor Klaus Kinski in the title role.

More intriguingly, there has been a longstanding rumor that the stage actor who played Count Orlok in the orig inal film, Max Schreck,

was himself a vampire. The depiction is indeed uncanny, spooky and weird: The rumor gave rise to the 2000 film, Shadow of the Vampire, starring Willem Defoe as Schreck and John Mal kovich as the director F.W. Murnau. For fans of horror, that’s one to sink your teeth into.

The 100 year anniversary of Nosferatu will be recognized with a screening at the Raven Theater (115 North St.) on Thursday, Oct. 27, at 7pm. Tickets $15, students; $5, at the door if available or raventheater.org.

Last Chance for This Year’s Tuesday Farmers’ Market

PLAZA MORNING MARKET ENDS OCT. 25, TO RETURN FOR SHORTER SEASON

The Healdsburg Cer tified Farmers’ Market at the Plaza ends this week, Oct. 25, with its last open-air market of the year. While the Sat urday Farmers’ Market will continue until Dec. 17 at the West Plaza Park ing Lot, and the weekend day has always been more well attended, there’s a comfortable, almost cozy sense of community on Tuesday mornings. The shoppers wander from jeweler to baker in search of a neighborhood, and find it.

Mark Themig, who as the city community ser vices director works with the market board and city facilities and depart ments, was sold on the value of the farmers’ mar kets for Healdsburg.

“The market is one of the activities that really help to ensure Healds burg has a continued sense of community. It’s about locally grown pro duce, locally made arts

and crafts—it’s really a place where people can come together, see their neighbors and see their friends.”

Tuesday Farmers’ Markets begin in midMay, a month after the Saturday Farmers’ Mar ket. It operates from 9am to 12:30pm, while Sat urday market opens at 8:30am and closes at noon. Both have booths of quality goods, often organic, always hand tended: vegetables, cheeses, olive oils, bagels, fish, pastries and wheat grass, as well as artists showing their wares and florists their blooms.

A singer performed from the gazebo stage to no particular audience, vendors rearranged col orful peppers and greens and a woman showed off her new bike with room for two toddlers in the rear cage. The morn ing was softly busy, and genial.

“Bottom line, it's a beautiful market in a wonderful location which needs more customers!” said Janet Ciel, who for the past six years has managed the farmers’ markets in town.

Next year, the Tues day Market may see a slightly shorter season,

said Ciel, ending in Sep tember instead of Octo ber. “We seem to do okay when the concert

season happens, but once August ends, our traffic dies down consid erably,” she said.

Farms (131 North St.), which includes five guest rooms on site. A larger but less exclusive res taurant, Little Saint (25 North St.), opened in 2021 at the site of the former SHED. Its chief executive officer is Tony Greenberg.

The creative leads behind both restaurants are Kyle Connaughton and Katina Connaughton, who serve on the leader ship team of Vertice as chief culinary officer and chief agricultural officer, respectively.

Prior to Single Thread, Greenberg was a real estate developer in New York as vice president of development and finance for Hudson Yards Devel opment Corp, a 28-acre series of projects in the Hudson Yards area of Manhattan.

property is Remsen Manor, described on ver ticehospitality.com as “a luxury transformational travel and urban well ness destination for seek ers of personal growth and shared meaning,” in Brooklyn Heights.

"I remember when it opened in 2016 around the same time as we opened Single Thread," said Greenberg of the River Belle Inn in a press release. "We've grown together in Healdsburg and we've shared many guests throughout the years."

‘Painted lady’

Similarly, the River Belle Inn is described as a “lux ury boutique hotel in downtown Healdsburg,” though this is a relative ly recent incarnation. The house, at 68 Front St., was

the long-time residence of Isabelle Simi Haigh, who took over operations of the family winery when she was just 18, following the death of her two older brothers. For many years, she was a familiar face at the signature wine-bar rel tasting room (since re moved) at Simi on North Healdsburg Avenue.

The Victorian home was built in the 1870s, but remodeled early in the 20th century with the Queen Anne style wrap around porch. Isabelle Haigh and her husband, Fred Haigh, married in 1908, and moved into the Front Street house, from where they contin ued to run the winery and other businesses. Haigh passed away in 1954; his widow lived there until her demise in 1981, at the age of 95.

She willed the house to the family who had assisted her in her final years, Al and Betty Greco,

and they lived there until the turn of the century but failed to take care of the home. Once referred to locally as a “painted lady” because of its similarity to the far more colorful San Francisco houses, the house slowly lost its luster and fell into disrepair, its lavender trim faded to a dusty rose.

New life for an old home

The house was sold for about $750,000 to Thom as P. Bangs in 2011, who recognized its potential and extensively remodeled, refurbished and added on to the structure, with help from a $2.617 million ma terial refinance and reno vation loan from the Small Business Administration.

Though the front-fac ing portion of the house remains essentially the same, the signature colon nade porch itself almost doubled in size, now run ning along the length of the

expanded main building.

The original footprint of the two-story home was significantly expanded, with rooms and a third floor added to the back of the building on the east side to overlook the Rus sian River. The build ing was also raised seven feet to install a new foun dation. The ghost of the River Belle herself, Isa belle Simi, must have a hard time haunting the increased floor plan.

It began its new life as a luxury bed and break fast, opening in 2016, with Tom Bangs and his family operating as hosts.

“Tom, Mitzi and Cathy have been wonderful hosts and stewards of the property, and we look for ward to continuing their legacy,” said Greenberg in a statement. “The entire current staff will continue to run the property and will join our team at Ver tice Hospitality.”

The Bangs family is

no longer in residence in Healdsburg, or California. Brianna Davis has been named the new manager of the property.

Rooms range from $450 and up, among the most expensive in Healds burg. As a bed and break fast, it offers daily break fasts to its guests, though at this point there are no stated plans to incorpo rate the kitchens at Sin gle Thread or Little Saint.

The River Belle sale listing was handled by Dave Roberts and Mary Kelley of Healdsburg Sotheby's, while Eric Drew of the same office represented the buyer.

“Single Thread has only five rooms, and the 11 rooms at River Belle Inn allows them to provide more hospitality for their clients,” said Kelley. “They are truly about making sure that their visitors have a great experience. This is a good thing for Healdsburg.”

to the primary use,” read the report as prepared by Senior Planner Ellen McDowell, presented at the City Council meeting on Monday, Oct. 17. In the interest of encouraging a diversity of business in the downtown area, city staff proposed to “allow a broader range of uses in the downtown area, some of which may include the sale of alcoholic beverages as an ancillary use.”

Businesses who wish to incorporate such bev erage service must still apply for a conditional use permit, in Down town Commercial as well as Plaza Retail or other zones that allow such permits.

Parking fee reduction

Along with the code ad justment of allowing the aters to serve alcohol as a permitted use, the council also adjusted the parking in-lieu fees for downtown businesses, again to en courage a wider range of businesses downtown.

The requirement of either mandated park ing spaces or “in lieu” fees which would allow a busi ness to pay money in com pensation for not being able to provide the park ing spaces evolved over several years of plan ning commission and city council study.

At present, the fees are set at $17,145 for new development, and $7,091

for change of use. While many new developments can absorb such fees, pay ing the change-of-use fee was a different matter.

According to the staff report, “City staff has received feedback from the community and pro spective businesses indi cating that the change in use fee is too high for small businesses and, in some cases, impedes the occupancy of vacant com mercial spaces. City staff has since identified an opportunity to incentiv ize small and local busi nesses in the downtown area that may have oth erwise been deterred due to the cost of providing in-lieu parking fees for reuse of existing commer cial spaces.”

In other words, if a business takes over a preexisting operation that has already paid the in lieu fees, the new busi ness would not have to pony up more fees unless the new applicant plans on expanding the exist ing square footage of business.

The land use amend ments were previously reviewed, and approved, by the planning commis sion on Sept. 3, 2022.

Taken together, the land use amendments to the municipal code are expected to make it eas ier for local, small compa nies to operate a diversity of businesses in the core downtown area, and per haps offset some of the advantages out-of-town businesses may have.

The only public com ment on these code adjustments came from Kathryn Hecht, the exec utive director of AVFilms, who asked the city to look into the matter at the beginning of the year. “I also just have a very spe cial thanks to the City of

Healdsburg staff in partic ular for being so proactive in bringing these amend ments before the council before the planning com mission and the coun cil…especially in light to diversify businesses down town and increase family friendly components for the city.”

“Cities move really slow, and I do appreciate

(them) seeing these issues and addressing them,” said Councilmember David Hagele when he moved to pass the amend ments, applauding the staff’s rapid and efficient changes to the city code.

Following the unan imous passage, Mayor Ozzy Jimenez weighed in. “It’s really important to be able to continue to

support small businesses and organizations within our community. I think over the last eight years we’ve seen a lot of heavy investment coming from different parts of the coun try, and so I love having an organization, small busi nesses that are like home grown here in Sonoma County to get support here in Healdsburg.”
