Councilmember Matthew Hudes didn’t quite get the version of a temporary Senate Bill 9 ordinance he would’ve liked to have seen—so he was the single “no” vote against the one passed by Council Tuesday night. He said it didn’t go far enough to ensure units under the new State housing law would be affordable. But he thanked his fellow elected officials for working together to move the needle forward on the consequential legislation that allows many single-family lots to be subdivided with minimal review. To be sure, Hudes predicted, the Sacramento-imposed affordability agenda spells transformation to the “character” of Los Gatos—one that some residents will find “discomfort” with. “In order to make that type of change, and to endure that kind of challenge, I think there needs to be something in it for the Town as well,” he said after ➝ Housing Law, 4

Vice Mayor Maria Ristow’s motion succeeded. “I look to affordable housing to be the other side of that ledger.” SB9, which took effect on Jan. 1, paves the way for homeowners to be able to easily cut a single lot in two— and put two homes on each. Several Council members disclosed that they’d been lobbied by Tony Jeans, the owner of THIS Design & Development, who also advocated for changes to the SB9 urgency ordinance the Town was considering updating during the meeting. He asked Council to tweak their SB9 approach so owners would be forced to build just the first of two units on one property to a size of no more than 1,200 square feet. After that they should be allowed to build the second residence to whatever size they want—provided it doesn’t exceed the overall maximum already in place for the property, he said during public comment period. Jeans argued this would force developers to at least build one affordable unit, while potentially remaining on the property in a second, slightly-larger home. After his time ran out, Mayor Rob Rennie asked him to expound a bit more on his square-footage concept. “Staff suggested that the second dwelling be 1,200 (square) feet,” he said. “I’m suggesting that the first dwelling might want to be 1,200 (square) feet. That would require an affordable-by-design unit to be built on an SB9 lot, but allow the owner to build a larger unit for the main house.” He gave the example of a 650-square-foot ADU and a large house. Multiple homeowners spoke during public comment to say that 1,200 square feet isn’t big enough to accomplish their estate-planning goals. Councilmember Marico Sayoc noted that 1,200 square feet was a size that corresponds to other non-SB9 Below Market Price planning requirements in Los Gatos, but liked the idea of just limiting the first SB9 property this way.

“It’s very difficult to develop an emergency ordinance on the fly,” she said. Under this system, if Council doesn’t set a minimum size for the first—max 1,200 square foot—residence, could a developer theoretically build a tiny home and save the rest of the density for a larger second unit? Mayor Rennie asked staff. Staff confirmed that indeed would be the case, however they noted there are building code requirements for livable units, such as it would have to incorporate a kitchen, for example. “I’m a little concerned that we’re going down a path that will produce no affordable housing,” Hudes said, asking staff if the 1,200 square feet would factor in the basement area or not. Staff replied that out of two lots on a property, one of the units gets to subtract the basement from the total square-footage calculation for the property So, technically, a homeowner could build a 1,200 square foot unit with a 1,200 square foot basement and still save the rest of their total “floor area ratio” for a second residence under the SB9 process—neither of which would be very affordable to buy, Hudes argued. Ristow said she doesn’t see SB9 as specifically targeting affordable housing. “I’ve been thinking about this really a lot,” she said. “I know we have a slew of housing laws that have been coming through.” She put Jeans’ square-footage suggestion in her motion, arguing it would give longtime residents a mechanism to remain in Los Gatos. And she added a 10% density bump for the temporary SB9 ordinance, like with accessory dwelling units, but declined a friendly amendment to set a minimum density. The urgency measure will last for 10 months and 15 days. Staff plans to develop a long-term ordinance over the summer and fall.

POLICE INVESTIGATE PAIR OF ASSAULTS ON WALKING PATHS Incidents happened in St. Joseph’s Hill Open Space Preserve Bay City News

Los Gatos-Monte Sereno Police are investigating a pair of January assaults along walking paths in the St. Joseph's Hill Open Space Preserve that appear to involve the same suspect. On Jan. 13 at about 6:15pm, two people were threatened and assaulted by a man with a knife on Jones Trail, according to police. The victims were able to flee their attacker. On Jan. 30 shortly after 5pm, the same apparent suspect, also armed with a knife, grabbed a person from behind, assaulted and tried to restrain them on Manzanita Trail. The victim struggled with the attacker and was able to break free and run to other people walking on the trail, police said. No injuries were reported in either assault. The suspect is described as being 5 feet 5 inches tall, 150 pounds, wearing dark clothes and what could be a bandana for a mask. During the second assault, he was also wearing a dark backpack, police said. Anyone with information is asked to call the Los Gatos-Monte Sereno police at 408.354.8600. “There’s things I’ll miss about the pool,” he said, recalling the times he’d splash around as a youngster with friends or relatives. “My parents didn’t use it a heck of a lot. It really became a maintenance burden.” As Silicon Valley housing prices continue to skyrocket and California struggles to find ways to house all its residents, ADUs have emerged as one of the least-controversial and simplest solutions to the affordability crisis. A series of laws have been passed by the State over the past couple years that are meant to make land easier to subdivide and homes, including ADUs, easier to build. “It’s a common conversation among many people in the Bay Area about, how do we make this work?” Kelly says, thinking back to how they came up with the ADU idea. “But it’s—as we all know—dreadfully expensive.” Luckily, Joe has a background in housing development and permitting, so he was pretty sure they could successfully manifest an ADU of their own. “I was actually kind of excited about building a project from the groundup,” he said, adding he knew there’d be challenges, too. “I think it’s a daunting task for anyone to build anything these days.” The couple, who currently live in Campbell, turned to Abodu, a Redwood City-based ADU company; they liked the idea the business would be in charge of managing the process from end-to-end. Kelly says she was sold on the carriage home concept right from the get-go. “I very much liked the idea of it,” she said, adding the design piqued her fancy, too. “It’s very sleek. It has what many people would consider a Swedish styling to it.” Even though the home is completely manufactured in another state, it doesn’t even look prefabricated, she says. “It’s got a really lovely style to it, and a style that can grow,” she said. “You can put on a deck and other nice amenities.” Unlike another oft-proposed solution to the affordability jam-up, tiny homes—which tend to be 400 square feet, or less—ADUs can be much bigger.

IN THE AIR The ADU was installed on Jan. 26 via a giant crane. For Joe and Kelly, they settled on a model that’s a roomy 610 square feet, with the deck option adding about 300 square feet to the overall plan. “We have this accordion door that opens up the whole living room,” Joe said. “You can really extend the livability.” The whole process took less than a year to complete. After they decided to embark on the journey, in May or June 2021, their proposal made it through Los Gatos’ planning department in less than 30 days. But their ADU got a bit jammed up—for around five months—in the Building Division. “I feel like the building permit process could have been smoother,” he said. “I think the Town needs to find a way to make it easier to build them.” He wasn’t thrilled the Santa Clara County Fire Department made them install $12,000-worth of fire sprinklers, particularly since his dad’s old house doesn’t even have any. But, he says, it was better than the other option—to pay around $35,000 for a new hydrant. They also faced extra delays due to supply chain issues. The original sticker price was $229,000. By the time everything was said and done, the final tab was in the $330,000-$330,000 range.

And while paying one-third above purchase price may seem like a significant additional cost, it’s still far below most Los Gatos asking prices, Joe says, noting it was essentially in line with what he’d anticipated. “There wasn’t anything that was truly extraordinary,” he said. “But I’m also in the industry.” Kelly says Abodu reps were true to their word and stayed in frequent contact throughout the whole process. “We were very nervous,” she said. “All the kudos to Abodu.” John Geary, Abodu’s CEO, says ADUs provide “gentle density” compared with other ways to increase the housing supply, so people don’t have to commute so far to good-paying Silicon Valley jobs. “The single-family properties have quite a bit of land associated with them,” he said. “Los Gatos is just at the early stages of seeing ADU adoption.” He says Abodu is working with the Town to see if they can streamline the ADU process, particularly since their manufactured homes have standardized plans. San Jose, Cupertino and Palo Alto have already made strides in this direction. But he says Los Gatos seems keen to follow suit. “The Town’s commitment to adding ADUs is quite clear,” he said, adding

America is taking cues from its northern neighbors. “The city of Vancouver really led the way.” On Jan. 26, when it came time for the giant crane to arrive and deposit Kelly and Joe’s new domicile, several company reps showed up, too—including Geary. “It’s really a celebratory atmosphere,” Kelly said. “And it’s hourslong.” The couple set out lemon bars, and their new neighbors appeared with lawn chairs to get in on the action. The house was fastened to the foundation and they broke out the champagne. “It’s a full-day affair,” Kelly said. “We had friends come from near and far in the Bay Area.” It will just be so nice to be around Joe’s dad, who was widowed in 2017, she says. “I really value the opportunity to hear from my elders,” Kelly said. “I just like having coffee with him, and he’ll tell me stories.” Joe says he’s excited to help take away some of the loneliness for his father that inevitably creeps up every now and again. “I think we’re intended to live closer together,” he said. “It just enhances and enriches everybody’s life.”

For the first time in a long time, Helm Gym was rocking. Playing in front of a raucous home crowd for the first time in recent memory, the Los Gatos High boys and girls basketball teams won’t soon forget their Jan. 28 doubleheader. The boys played Gunn High of Palo Alto and won 58-56 in double overtime, while the girls squad made a furious rally but eventually lost 52-45 in overtime to Palo Alto High. In the last two years, Covid has severely reduced the number of spectators for indoor youth sports events. But Los Gatos’ student body made its presence felt with deafening roars every time one of its teams made a shot in the latter stages of the games. Senior forward Trent Steiner remembers what it was like to play in front of a huge home crowd, and he couldn’t have been more overjoyed with last Friday’s experience. “It was awesome,” he said. “We totally fed off the energy of our home crowd. They get behind us and we really appreciate that.” Steiner made one of the biggest plays of the game, sprinting a quarter of the court to intercept a Gunn pass just inside mid-court before going in for a layup to make it 56-56 with 35 seconds left in the second overtime period. He then corralled the rebound on Gunn’s ensuing possession and calmly sank two free throws to account for the final score and complete a game-ending 7-0 run. Not bad for someone who played only 12 minutes in the game out of a possible 40. The Wildcats trailed 56-51 before Arya Emarlou nailed a huge 3-pointer to set up Steiner’s heroics. Talk about coming through in the clutch: Steiner’s only points of the game came within a 10-second span of the contest. Steiner had a terrific season playing defensive end for the football team, and on his steal and layup, he looked

like he was on the gridiron as he went into a full-on sprint to intercept the Gunn pass. “I saw their best player wide open and was looking at the inbounder and kind of gambled going for the ball,” he said. “I was lucky enough to get it and once I did I made sure to go to the rack because we had no timeouts.” Emarlou had a team-high 20 points and Max Houghton had 10. The two were clutch in the first OT, as Emarlou drained a 3-pointer and Houghton followed with a terrific dribble-drive, jump-stop layup to make it 49-49 and force the second extra session. Luke White finished with four assists and played a team-high 38 minutes, and Tyler Cowan had eight points and seven rebounds for Los Gatos, which kept its Santa Clara Valley League El Camino Division title hopes alive with the victory. A four-way logjam atop the standings including Los Gatos, Saratoga, Fremont and Lynbrook means the championship will likely be decided on the final day of the regular-season. “This was definitely the biggest game of the year so far,” Steiner said. “The biggest crowd, too, and when it's a huge crowd like that we’re on a different level. When the gym is bump-

ing, we thrive off that and it helps us a ton.” The Los Gatos girls followed the boys game and while they fell to Palo Alto in a matchup between two of the top teams in the Central Coast Section—Los Gatos was 16-1 and Palo Alto was 14-1 entering the showdown—they greatly appreciated the support of the home crowd. “It’s amazing and wonderful,” Wildcats coach Sara Quilici said. “It’s so special for the girls because we were on such a nice win streak and they’ve been playing so hard and improving so much they really deserved this crowd today. It was really nice we made that run because the crowd was really into it at the end. A lot of times when the girls play second, everybody leaves after the boys varsity game so it was nice to see they stayed and the crowd rewarded them for playing so well this year.” Los Gatos was thoroughly outplayed for the first three quarters before outscoring Palo Alto 17-3 in the fourth quarter to force overtime. However, the Vikings answered with a 8-1 blitz in the extra session to win comfortably at the end. The Wildcats had all sorts of issues with Palo Alto’s fullcourt pressure, which scored 21 points

off 25 Los Gatos turnovers. “It’s hard because we don’t have a true point guard and so we have a couple (of ball handlers) that carry the load like Belle Bramer specifically,” Quilici said. Bramer had 14 points, Nicole Steiner 11 and Ashley Childers 10 for the Wildcats, whose only other loss of the season came all the way back on Dec. 7 against Silver Creek. Bramer scored nine of her 14 points in the fourth quarter, including a putback with nine seconds left to force overtime, a basket that sent the crowd into a frenzy. Despite possessing superior size against the Vikings, Los Gatos couldn’t impose its will on the glass for one of the few times all season. Palo Alto also displayed its outstanding perimeter long-range shooting, as it finished with 12 3-point baskets. Palo Alto’s pressure played a role in Los Gatos rushing and missing shots in the lane they normally would make. “We were rushing so much today that I really wish we could take our time sometimes,” Quilici said. “Especially because we are so much bigger we don’t have to rush that shot. Shaquille O’Neal is not going to come stop that shot, you’ve got all the time in the world, so just take it easy.”

Nyzhnyk’s best result was a runner-up finish at Temecula Valley, where he lost to Clovis' Tyler Hodges 7-4 in the title match. Hodges is ranked No. 7 in the state and recently won the 182-pound title at the Gilroy High Mid-Cals. “Sergiy loved judo, but as he gets more success, he gets more excited about wrestling,” Varela said. “Temecula was a big confidence booster for him, just huge for his confidence.” Varela said it’s been a joy to see all of Jonathan Natividad

The Los Gatos High wrestling team is well on its way to a third consecutive undefeated Santa Clara Valley League De Anza Division regular-season championship. After the Wildcats’ final dual meet against Lynbrook High on Feb. 8, they’ll turn their focus to the league tournament and Central Coast Section Championships. Under fourth-year coach Greg Varela, Los Gatos will be in the mix along with Fremont, St. Francis and Palma for second place in the CCS team standings. Barring a near wipeout of its roster, Gilroy High is heavily favored to win a 19th straight CCS title. “We’re coming to the end and this is it,” Varela said. “Guys are getting real focused and turning up the intensity in the wrestling room, and we’re thinking it’s going to show in league, CCS and hopefully state. That’s our expectation and the kids are rising to it. We’re not a clear-cut No. 2 or 3 team in CCS. A lot of things will have to go right, but we’re pumped up about it to see how we do.” Los Gatos has a great wrestling tradition and Varela has done an excellent job of solidifying that, but he’s also looking to take the program to new heights. The Wildcats got past their toughest ranked league challenger in Fremont High of Sunnyvale on Jan. 29, dispatching the Firebirds, 60-24. Peter Bowen, Timmy Murabito, E.J. Parco, Anthony Pavlov-Ramirez, Nathan DeLeon, Daniil Gorshkov, Sergiy Nyzhnyk, Sascha Nyzhnyk and Om Shastri all recorded wins via pinfall to power the Wildcats to victory. Varela noted Fremont was banged up and had some starters missing in action. Still, the match went on and Los Gatos dominated. While Varela was proud of his team’s performance, he was equally pumped to have everyone together for the first time all season.

“All season long because of Covid and restrictions, we haven’t had everyone together at the same time,” Varela said. “So it was exciting to get the whole team together for the first time when we really needed it against Fremont. The camaraderie makes a difference, the friendships they have—they all hang outside the wrestling room—that’s what makes a good team a great team. It’s a buy in, they're all buying in together, they hold each other accountable and they’re coming together as a family.” Like Gorshkov, Nyzhnyk grew up with a judo background before taking up wrestling in high school. The senior

his wrestlers compete well, especially sophomore E.J. Parco, who is now the top-ranked wrestler in the CCS at 138 pounds and No. 8 in the state after his second-place finish in the Temecula Valley tournament in which he beat St. Francis senior Ryan Luna, who was the previous No. 1 in CCS in their weight class. Parco has had a tremendous season. He took second to Selma’s Kimo Leia—who is ranked No. 3 in the state—at the Chukchansi Tournament and followed that up by going 5-2 in the Reno Tournament of Champions, one of the top prep tournaments in the nation. “E.J. is having a monster season, but I’m more proud of the young man he is, how he carries himself and how he handles adversity,” Varela said. “There’s no way to prepare for what he’s going through.” Varela said Parco’s dad died suddenly around Christmas, and everyone would’ve understood if Parco decided to take an extended time away from the season. However, Parco kept on working and he’s received tremendous support along the way. “His teammates have rallied around him, his mom and his family have rallied around him and a lot of his teammates’ parents have rallied around him,” Varela said. “All of his support group has been great, but he’s the one who’s shown tremendous spirit and heart coming back and doing things the right way. He’s a quiet kid and handled it in such a mature way that I respect him that much more as a person for doing this. “Having one of your parents pass away, that’s not easy for an adult to take. For him as a young kid, he’s handled it so well. I would be less able to at his age. I still remember my mom, I still remember my dad. It’ll continue to be a struggle for him and we’ll make sure we’re there for him. I’m proud of his teammates and for me it’s been great to watch them rally around E.J. and be there for him.”
