Election officials in Santa Clara County on May 9 began mailing ballots for the June 7 primary to the county’s one million registered voters, who will cast 2022's first ballots in local and state races and on some ballot measures. The vote-by-mail ballots can be returned by mail, dropped off at any county Vote Center, or deposited in any of the two dropbox locations in Los Gatos or any of the 55 dropbox locations in other cities in the county before 8pm June 7. Elections officials reminded voters that ballots won’t count unless the return envelope is signed by the registered voter to whom the ballot was mailed, and the signature must appear similar to the original signature on the voter registration form. Ballots can be deposited in the dropboxes at any time. In Los Gatos, the dropboxes are located at the library, 100 Villa Ave., and at Town Hall, 110 East Main St. Voters also can drop their ballots off at a Vote Center,

From a Los Gatos garage to $30M Navy spy plane gig

When the Department of Defense announced in January it was turning to a small Los Gatos company to provide hardware and handle tech support for a Navy aircraft used for maritime surveillance, it was a badge of honor for a pair of ambitious locals. While the $29,713,702 the Naval Air Warfare Center has agreed to pay Apollo Information Systems Corp. over five years is a continuation of work they’ve already been doing on the P-8A Poseidon program, CEO Mike Guglielmo says it could allow them to double their staff—from 30 to 60—by December. “It’s not every day you get a contract for nearly $30 million,” he said, adding they’ve come a long way from when they had just three employees. “We first started in the garage of my business partners’ house.” Guglielmo studied engineering at Santa Clara University and moved to Los Gatos in 1995. He met Apollo co-founder Jim Wallworth when the Texan moved in with his in-laws across the street. At the time, Guglielmo was working in reinforced plastics, on everything from backpack frames to electrical components. Wallworth was in the computer networking and security industry, and he coaxed Guglielmo into joining forces. “In 2002 we started Apollo Information Systems Corp. as a provider of networking and cybersecurity products and services,” Guglielmo said. “We’ve been in Los Gatos since our founding.” Guglielmo credits Wallworth for bringing in the Navy deal, and notes his fellow entrepreneur is now moving toward retirement. They’ve been working with the federal government from their earliest days, including on the Joint Strike Fighter program. Being an agile player in a world beset by bureaucracy proved key to their growth, according to Guglielmo. “I think we were successful because of our flexibility,” he said. “We were a small business that was willing to provide unique solutions.” The company currently serves as

SECURITY A pilot flies a P-8A Poseidon aircraft over Naval Air Station Jacksonville, Va. a communications “backbone” for NASA missions, and are part of the Distributed Common Ground System, an Air Force reconnaissance program that also involves Raytheon, Lockheed-Martin, L-3 Communications and Northrop Grumman. “In that case they’re taking imagery and responding to that imagery,” he explained, adding they help transmit a picture around the globe in 3.5 seconds or less. The new contract, to work with Boeing Defense, Space and Security’s P-8A Poseidon, is all about facilitating anti-submarine warfare, intelligence gathering and humanitarian initiatives. America is relying on these sorts of aircraft as it seeks to counter China’s rising influence in the Pacific region. Apollo is taking a middleman role, serving as a useful gateway for the military to a variety of technology firms, while drawing on their years of working under federal restrictions to cut out headaches for their partners, according to the executive. “We purchase hardware, and that hardware gets software updates, 24/7 support in the form of hardware re-

placement, bug fixes, and things of that nature from our vendors,” he said, adding the equipment has to be able to withstand strong vibrations and both extreme cool and heat. “That’s a unique operating environment.” The plane, based on the 737-800, has a crew of nine, a network of sensors, two engines with 27,300 pounds of thrust each and shoots torpedoes and cruise missiles. All of this results in lots of data that needs to be safely transferred and processed. “It’s a flying data center,” Guglielmo said. “It’s rather crazy. As far as why they turned to Silicon Valley—that’s where all the talent is; we’re the hub.” So being located here in town has provided a huge boost, he added. “I think it’s been key to our success,” he said. “We’re in Los Gatos where the executives are.” And while work-from-home has meant the company is now employing people across six states, Guglielmo says they’re definitely seeking Los Gatos applicants, too. “We are looking to hire, always,” he said.

‘No Party Preference’ According to Proposition 14 passed in 2010, California uses a nonpartisan blanket primary for its races. All the candidates for the same elected office, regardless of respective political party, run against each other at once during the primary. The candidates receiving the most and second-most votes in the primary election then become the contestants in the Nov. 8 general election. But the latest registration statistics released by California Secretary of State Shirley Weber show the continued decline of the Republican Party in the state and the steady growth of voters who declare “No Party Preference.” This potentially adds new measures of uncertainty in many races. According to the April 8 report, the last before the primary, the total number of registered voters in California—22 million—is a record, up by slightly more than three million, from 2018. The percentage of eligible Californians registered to vote hit the highest rate in at least 20 years, to 81.6 percent compared to 75.7 percent in 2018. gether as a graduating class,” said head co-chair Brittany Vernale. “No one’s driving. We do have security there. We have medical staff there.” As a no-alcohol event, the gathering of teenagers will be the perfect choice in the wake of the passage of the Town’s new ordinance that fines parents who let their kids have illegal parties at home. Planning for the production began at the start of the year and has ramped up in recent weeks with fundraisers, material gathering and community outreach. Vernale said she normally wouldn’t have time to help organize something like this, but with one of her kids in 12th grade, she decided to jump in with both feet. “I’m like super, super worker bee— work, work, work, career,” she said. “But I was like, ‘Oh…I want to be involved.” The school’s Wildcat Foundation stepped up to donate 550 T-shirts. The graphic design teacher at the school created a logo. Digital photography and yearbook teachers are working with students to create a slideshow for the $165 event (scholarships are offered for around 25 students on a needs basis). “We’re just really trying to create a fun and safe environment for our kids before they go off to the next chapter of their lives,” she said. “It’s been absolutely amazing to see the parent involvement.” They expect upwards of 600 parents will participate in the actual event, which has historically been attended by about 95% of the student body. By the time graduation takes place Friday, June 3, at 6pm on the front lawn of the high school, volunteers will have already been decorating the school for a week. “We literally transform half of the campus and the parking lot,” she said. “We build walls; we put up stages.” The owner of Willow Street and Main Street Burgers offered to donate some of the proceeds from food sold, May 11, to support the safe grad. But the big secret is this year’s Grad Night theme, which will be revealed right after graduation practice. But what’s not under wraps is the three main event pillars of the event, which starts at 10:30pm.

First, there will be the Senior Museum, where each graduate is honored in “memory boards” spread out across one of the gymnasiums. Parents have been responsible for providing 10-20 photos of two or more seniors throughout any time of their lives. “That wallpapers the entire small gym,” he said. “The Senior Museum is probably the biggest tradition.” Grad bags are another feature of the festivities. That’s where seniors get a T-shirt, learn about the activities on offer and receive personalized “kiss notes,” with words of wisdom from staff and mentors or well-wishes from friends and family. There’s an entire sub-committee that checks to make sure no student has been left out. Los Gatos’ Community Against Substance Abuse has not only donated money to the event, but will provide a flier about healthy lifestyle choices to go in the grad bags. The third element is the musical contribution of five teachers and a former instructor—the Teacher Band— that will play for the students from 5-6am after a long night of revelry. Seniors are served a sunrise breakfast and get to take the microphone themselves to share their own thoughts. On June 3, the community is invited to a walk-through of the space, with tours given by parents of sophomores from 4-8:30pm. Then, after the event is complete, parents of juniors get to help clean up the whole shebang. “It’s fun for the parents to be involved,” Vernale said. “The generosity of this community has been amazing.” LGHS Principal Kevin Buchanan says he expects the safe grad will be something that sticks with the seniors as they move into adulthood. “We are delighted to be able to host a traditional commencement and support the tradition of the Senior Grad Night and Museum walk-thru,” he said. “We are all excited to share this milestone event with not only our seniors and their families, but also with the Los Gatos community.”

to plant 400 rose bushes, 40 varieties of shrubs, and almost every kind of flower that bloomed in the Valley of Heart's Delight. In 1923, due to increased enrollment and the desire for a gymnasium, a bond measure was passed to construct the first buildings of the high school we see today. January 17, 1925, was dedication day. Prominent architect William H. Weeks (1864-1936) designed a new school which partially surrounded the old. Sections of the Mission-style structure were torn down over the years, until by 1955 none of the original building remained. What stands today is the stately neoclassical design first envisioned by the architect more than 100 years ago. Happy summer everyone, and congratulations to the class of 2022! The end of the school year is rapidly approaching, but there’s still time for a quick history lesson, so I thought I’d share some fascinating but mostly forgotten stories about our beloved Los Gatos High School. It’s hard to imagine today, but until the late 19th century very few people had the opportunity for an education beyond the eighth grade. In 1893, an addition to the Los Gatos Central School on School Street (renamed University Avenue) was built to house a two-year “high school studies” program to prepare a select group of advanced students for rigorous college entrance exams. One of the first instructors was Martha Cilker (1868-1950), the daughter of a prominent family of California pioneers. Back then, women were required to remain single if they wanted to keep teaching. The stern Miss Cilker was known to have set very high standards for her students. The curriculum was soon expanded to four years. But it wasn’t all serious study. An innovative physical education program included a new sport called basketball in which teams competed to toss a soccer ball into a closed-bottom peach basket nailed to a pole. Fortunately, only a few so-called “goals” were scored since a ladder was required for someone to retrieve the ball. By 1906, as the population grew, Los Gatans wanted a dedicated building where public education beyond eighth grade would be open to all. It was important for the school to be located “well away from the railroad” so that students might concentrate on their studies. The Los Gatos High softball team had a golden opportunity to essentially clinch the outright Santa Clara Valley League De Anza Division championship in a home game against Milpitas High on May 4. But the Wildcats didn’t have one of their better performances and fell to a solid Trojans team, 2-1. “I told the girls if we would’ve won that game, we could’ve coasted home in the last two games,” Los Gatos coach Randy Frey said moments after the defeat. “Now we can’t. We have to stay on our ‘A’ game and win both if we want to be champions.” The loss dropped the Wildcats to 20-3 overall and 9-1 in league play, the latter mark the same as Milpitas. It looks like both teams will win out and finish 11-1 and co-champs. Frey said while it would’ve been nice if the team swept the season series from Milpitas—the Wildcats won the teams’ first De Anza Division contest 3-0 on April 6—they’ve had a tremendous season and still have a chance for a storybook ending. Much will depend on what happens in the Central Coast Section playoffs, which start on May 21. Los Gatos will get slotted into the Open Division or Division I bracket. If the Wildcats get slotted in the Open Division, they would need to win one game to qualify for an automatic berth into the CIF NorCal Tournament. If they’re placed in Division I, they would have to win it all to get into NorCals. “If we go into the Open with a low (No. 7 or 8) seed and have to play St. Francis or Mitty in our first game, then I definitely would prefer to be in D1,” Frey said, referring to the powerful teams from the West Catholic League that are ranked Nos. 5 and 16, respectively, in the state of California. No matter what happens, one thing is for certain: the Los Gatos dugout cheers will be non-stop, a testament to the players’ love for the game and each

Cheering picks everyone up and can give confidence to a player as they prepare to go to bat. Because of that, cheering can be just as important as the play in the field, because the two go hand in hand. Some cheers are made up by the players and pretty creative, while others are common phrases that have been ingrained in the sport for decades. The interesting thing is it seems like fewer teams cheer in the dugout, and certainly not for the entire game. That’s what Frey has been impressed with. While the dugout cheers, Frey is at the far end, face stoic, focusing on relaying signals. But he certainly has a great appreciation for the team’s constant cheering. “I’m not sure who the ringleader is—I stay at the other end of the dugout—but this group has been a great group,” Frey said. “They’ve done that all season long from the start of the game to the finish. It’s a close-knit group, they're all really tight, they pick each other up, they have each other’s back, it’s been a wonderful team to coach.”

In Frey’s 10th season as the Los Gatos coach, the Wildcats reached 20 wins faster than any of his previous squads. “We’ve had an incredible season,” Frey said. “Since I’ve been coaching here, we’ve never had a record this good.” The Wildcats have it all: talent, depth and experience. Junior Anna Bean has led the way both in the circle and at the plate, making a sizable impact in both areas. Entering the week, Bean ranked first on the team in several offensive categories, including average (.451), slugging (.915), on-base percentage (.512), home runs (eight) and runs driven in (34). She also has been special in the circle, at 14-1 with a 1.12 ERA and 111 strikeouts over 81 innings. Sara Sharma is hitting .400 with a .472 on-base percentage, and Addie Payne has six home runs, 28 RBI, a .750 slugging percentage and a team-best 22 runs scored. Like Bean, Lynsey Chiala has been productive at the plate and in the circle. Chiala ranks among the top three

on the team in several offensive categories, and first on the squad with four triples and second with 26 hits. She’s also delivered some quality innings in spot starts or in relief, and is 5-2 with a 2.74 ERA and 58 strikeouts in 58 ⅔ innings. Avery Di Gangi usually hits No. 2 in the lineup, is adept at moving runners over with sacrifice-bunts and plays solid defense, while freshman catcher/ first baseman Annika Norquist leads the team with a .991 fielding percentage. Los Gatos finished with just four hits in the loss to Milpitas, and Frey knows the team’s bats have to get going again for the team to advance in the playoffs. “The offense seems to have cooled off a bit lately, and I don’t know what’s going on there,” he said. “We were scoring a lot of runs earlier in the season and now we’ve been playing a lot more close games. We’ve been winning them up until this game, so we have to get our bats rolling again.”

“I was really happy with the 400 free relay,” Lonergan said. “We tried to come into that wanting to get the best time we could, and we all encouraged each other and did well. And the 200 medley relay, I felt like we did the best we could so I was pretty happy with that race as well.” Lonergan said the 200 IM event is his “comeback race,” where he always trails the top guys after the butterfly and backstroke portion of the event, but comes on strong in the breaststroke and freestyle legs. “I never get out very fast, but I always have to step it up at the end,” he said. Incredibly enough, Lonergan was at the Swim Center a day after the final day of CCS competition, this time competing in a Senior Meet to transition to the long course club season from short course high school competition. Combining heats, races, warmups and lap cooldowns, Lonergan probably was in the pool for a total of eight hours over the three days of competition. Although competition with his Quicksilver club team is fierce, Lonergan said few club events can match the atmosphere of the CCS Championships. “It’s a lot more hype and drama in a

CCS setting,” he said. “High school is much more team oriented and you’ll have more people cheering you on.” Just a sophomore, Lonergan will be one of the swimmers to watch for in next year’s CCS Championships. As will Karly Frangieh, who had a pair of seventh-place finishes in her two individual events, the 100-and 200 free. The sophomore went 51.82 in the 100 and 1:52.39 in the 200 free and qualified for at-large spots in both events for State. She has the 28th fastest time in the 200 and 30th fastest in the 100. Combine that with her relay races, and Frangieh couldn’t help but be excited for her performances. “It was tiring but good,” she said. “It was definitely a little nerve-wracking at first and exciting because I hadn’t been through anything like this before.” Karly has been cherishing each practice and meet alongside Zoe as this will be their final season of swim competition together. “It’s cool and exciting because we’re pretty close,” Karly said. “It's been a lot of fun.” Said Zoe: “Just having this last season of swimming has been really fun and a nice way to go out for my high school career.”

Los Gatos High senior Zoe Frangieh didn’t have the opportunity to compete in the Central Coast Section Swimming Championships in her sophomore and junior years due to Covid. Back at the Santa Clara International Swim Center—the annual site of the Championships—for the first time since her freshman season, Frangieh and the Los Gatos swim and dive teams produced stellar performances. Frangieh, an Arizona State-signee for water polo, took third in the 50yard freestyle in a personal-record (PR) 23.76 seconds, qualifying her for the CIF State Championships May 12-14 at the Clovis Olympic Swim Complex. “I was in shock,” Frangieh said. “I knew I was really hyped up for the race, but had no idea it was possible to get that time and go to state. I was so incredibly impressed and just over the moon.” Frangieh will be joined in Clovis by a host of other talented Los Gatos swimmers, including her younger sister, sophomore Karly Frangieh, another standout sophomore from the boys team in Ewan Lonergan, along with juniors Lily Van Putten and Katy Hawk of the girls 200 free relay team and freshman Ava Taylor from the 400 free relay squad. The Frangiehs and Hawk are on the 200- and 400-relay teams, with Van Putten on the 200 and Taylor the 400. The 200 relay team took fifth in the CCS Championships in a PR of 1:37.11, and has the No. 16 seed time entering the State Championships. The 400 relay took sixth in CCS in a PR of 3:34.35, good for the No. 29 seed time at State. In addition to talent and hard work, Zoe said the relay teams were successful because they spurred each other on vocally. “We were able to hype each other up and there was just great, high energy all around,” she said. “And we needed whatever energy we could get because by the second day you’ve swam so much you’re kind of running with whatever is left in your tank. So being with your team is probably the most

helpful to keep you going. Everyone was super excited to be there because of the lost years due to Covid, and we’re all pumped being able to go to State.” The dive team had four girls qualify for CCS, led by sophomores Maddy Wong (12th, 418 points) and Ava Lazovsky (19th, 269.85). Lonergan had a CCS performance to remember, nailing a PR of 56.25 seconds to take third place in the 100 breaststroke. “I wasn’t feeling the best going into that race, so it’s really great I was able to do that and that I’m going to State with my team,” said Lonergan, whose time is 14th fastest among state qualifiers. “I felt I had a good chance to make it.” Lonergan swam a sizable PR in the 100 individual medley, finishing ninth in 1:54.10. He also was a part of the Wildcats 200 medley relay team along with sophomore Josh Naim and juniors Tyler Newton and Santiago Jackson that took 10th in 1:38.05. Lonergan recorded the second fastest second-leg split time among all competitors with a 25.78. He also swam the anchor leg on the boys 400 free relay team, which featured sophomore Connor Sullivan and juniors Jackson and Alex Marozas. The quartet took 11th in a PR of 3:17.47.

COUNTY SHOWS SUPPORT FOR LOW INCOME, SENIOR SERVICES On a motion from County Supervisor Joe Simitian, the Santa Clara County Board of Supervisors unanimously approved a plan May 3 to continue support for projects serving

adults, older adults, and families who have lower incomes in the West Valley. “When wisely deployed, federal grant funding has tangible benefits right here in our West Valley communities,” Simitian said. “Older adults and families of modest means will be able to continue to access local programs that affect their daily lives, including housing opportunities and choices and supportive services.” Programs and projects receiving support include: • Adult Day Care programs in Los Gatos and Saratoga through Live Oak Adult Day Services and the Saratoga Area Senior Coordinating Council • Legal assistance for older adults in Saratoga, Los Gatos, and Campbell through Senior Adults Legal Assistance • Case management and assistance connecting families and individuals who are low income to needed resources through West Valley Community Services’ Community Access to Resources and Education program • Capital upgrades to the Los Gatos Adult Recreation Center. Funds will also be used to support the Opportunity Services Center in Palo Alto, which provides housing

counseling and services for households at risk of eviction and/or homelessness. Funding for these services was approved as part of the county’s Fiscal Year 2022-2023 Annual Action Plan for use of federal funds from the Community Development Block Grant and HOME Investment Partnership Act programs. The county anticipates receiving an estimated $4.2 million from these programs, which will be distributed to fund 16 public service projects, two capital improvement projects, fair housing services, minor home repairs for homeowners who are low income, and the development of affordable housing projects. “This funding gives local communities the ability to decide how to best support the needs of their residents,” Simitian said. “It really does give local folks the ability to make local choices about local needs.” The Action Plan will be submitted to the U.S. Department of Housing and Urban Development for final approval and allocation of funds.
