Town stands behind change of motion wording; HCD got the drift anyway, dishes rebuke

Multiple Council members raised concerns at their regularly-scheduled Feb. 20 meeting that the sprawling motion presented by the Vice Mayor at the prior meeting to protect vast swaths of the community from small multifamily housing was sent off to the Department of Housing and Community Development with a wording change that totally altered its meaning.

The Town Attorney had verified with Vice Mayor Matthew Hudes that he didn’t mean for residential intensification to be prevented only if all of a number of conditions were true (within 500 feet of an evacuation route, “very high” fire risk zone, officially historic or next to pre-1941 homes, more than a half-mile from a public transit stop)—which wouldn’t really make sense given his strong opposition to upzoning.

CALTRANS FIXES 'CAMPELL' TYPO ON SIGN AT LARK AVE ONRAMP

If you turned northbound on Highway 17 from Lark Avenue earlier this month, you were directed toward a fictional city. As you prepared to merge with the traffic heading away from Santa Cruz, the Highway Gothic sans-serif on a green background proclaimed that “Campell” was just three miles away (followed by “San Jose – 9” and “Oakland – 51.”)

Since a Los Gatan reporter snapped photos of the typo clearly referring to Los Gatos’ northern neighbor—the City of Campbell—Caltrans has completed the spelling fix.

The Los Gatan has been querying the California Department of Transportation (Caltrans) about the snafu since Feb. 11, but few specifics have been forthcoming.

Questions about how much this error cost and who is on the hook for the payment had not been answered by press time.

However, a Caltrans information officer told the Los Gatan Tuesday sign upgrades have been happening as part of the SB1 (2017) program.

“Sometimes there have been occasional misspellings, incorrect height clearance or wrong exit numbers,” spokesperson Victor Gauthier said, adding contractors or, sometimes municipal employees, contact Caltrans to assist with fabricating a new sign with the correct information. “We do our best to correct any errors as soon as we can.”

Campbell Vice Mayor Sergio Lopez says he’s pleased the sign has been fixed.

“I've had environmentally-minded residents reach out to me to save the bees from disappearing, but I don't think this was what they meant,” he said. “This kind of change is a collaborative effort. And while there's no ‘I’ in ‘team,’ there's finally a ‘b’ in ‘Campbell’ thanks to the fine folks at Caltrans.”

Veterans official happy due to breaking of 4 Tait Ave lease

Wayne Heimsoth, the Los Gatos Veterans Memorial and Support Foundation and the Campbell Veterans Memorial Foundation boardmember, was thrilled to learn from the Los Gatan last week that his dream had come true—at least the first step of it.

Just after the Los Gatan went to press last week, the Town staff announced that Council had earlier voted in closed session unanimously to break the lease for 4 Tait Avenue, the building he hopes vets and allies can one day hold meetings in.

“I didn’t know anything about it,” he said in an interview Thursday. “Come on guys—if you’re going to free it up, let me know.”

In a Tuesday email in response to questions about the Town’s Tait Avenue property as well as the Forbes Mill site, Town Manager Laurel Prevetti said Council will “consider the extension of the lease for Forbes and the termination of the lease for Tait” Avenue on March 5.

“The agenda and reports for that meeting will be posted on Thursday in the late afternoon/early evening,” she said, adding that on March 5 Council won’t be making any decisions whether to sell or lease Tait to another party. “There are other process steps involved and Council will be considering subsequent actions for Tait at future Council meetings.”

Heimsoth sounded ecstatic.

“It’s a big step,” he said. “It leaves open the question of, What can we do next?”

The news came as a surprise to Heimsoth, who has been pushing the Town to break the lease for months.

“I didn’t expect this kind of news,” he said. “There’s progress. There’s movement.”

intent was that all of the places listed be excluded from areas that would be rezoned,” Town Attorney Gabrielle Whelan had said upon the initial presentation of Hudes’ motion Feb. 6. “And so, if that were the case it would say ‘within 500 feet of an evacuation route or (emphasis Whelan’s) more than half-mile from a currently established public transit stop.’”

“That’s my intention, and that clarifies it,” Hudes had replied.

An analysis done by San Jose State University student Jake Wilde published in the Los Gatan suggested changing the word to “or” would exclude at least 90% of Los Gatos’ total area— and likely more depending on how an “evacuation route” is defined—from small and medium-sized homes.

Hudes referenced this map last Tuesday in arguing for where development should be concentrated.

Speaking during public comment, Planning Commissioner Susan Burnett said she wasn’t too happy about the language change, either.

“I was a little concerned because the wording was different than what…had been proposed,” she said. “If the wording in there is different than what we really want and it goes to HCD, then we’re sort of caught. So, we have to be very careful,” she said, noting she was speaking for herself and not in an official capacity. “A lot of people were very, very happy about that vote.”

them down when it mattered.”

Did they ever. Los Gatos went 23for-28 from the free throw line, earning nearly twice as many points from the charity stripe as Menlo-Atherton, which finished 12-for-23. Brennan and Nolan Koch finished with 16

points each, and Osha Moloney, Anthony Martin and Max Brin added eight points apiece.

After the Bears tied the game at 54-54 with 36.5 seconds remaining, Brennan drew a foul at the top of the key as he went to his right to avoid the double team. An excellent free throw shooter, Brennan calmly drained both free throws for the game-winning points. Menlo-Atherton missed a 14-foot jump shot on the ensuing possession, Los Gatos secured the rebound with 3.5 seconds to go and Martin made two free throws to account for the final margin.

By virtue of their title game win, the Wildcats (21-6) advance to play in the CIF State Northern California playoffs.

They received the No. 13 seed in the Division II tournament and were scheduled to play at No. 4 Bishop O’Dowd of Oakland on Feb. 27 (this edition went to press before the start of the game). Whatever happens, the 2023-2024 Los Gatos team has already stamped its place in program history.

This was Los Gatos’ second CCS championship, both under Ward, who led the 2017-2018 squad to a 75-58 win over Piedmont Hills in the D-I championship game. This year’s team had to adjust on the fly, as it was already a month into the season before players from the football team—including Brennan—were able to join practice.

That’s because the football team

made a historic run of its own, advancing to its first-ever CIF State Championship Bowl Game. Despite not having its full roster at the start of the season, all the Wildcats did was win a third consecutive SCVAL title, the last two in the upper De Anza Division.

“I’m so proud of these guys for the work they’ve done,” Ward said. “Any time you win, it’s really special. The work these guys did, I commend them. We lost a lot of talented guys last year and these kids have bought in from the spring and throughout the summer. And it was a work in progress. The football guys, they didn’t come out until Dec. 10, so we’re still getting better. That’s what I keep telling the guys, Scotty is now just hitting his stride. It’s amazing.”

Los Gatos was coming off a riveting 82-80 overtime win over Santa Teresa in the semifinals, and everyone expected another barnburner in the championship game. However, Los Gatos threatened to run away with it early, jumping out to a 26-11 lead on a Brin 3-pointer with 2 minutes, 15 seconds left in the first quarter.

M-A closed the quarter with six consecutive points, then outscored Los Gatos 20-12 in the third to basically draw even entering the fourth quarter. In the third, the Bears’ John Anderson outscored the Wildcats all by himself, 14-12.

Ward had a simple message for his team as it huddled for the start of the fourth quarter.

“Just settle down,” he said. “It was all noise. We’ve got teams that made shots against us before. It’s all noise from the outside. Just focus inside the blue lines, focus on the five in the court, anybody in a black jersey. That’s all that matters. Of course they’re going to make a punch. That’s a really good team over there. I wouldn’t expect them to just go out with their head down. That’s a really good team. If they don’t get injured in the middle of the season, they go in the Open Division. They’re that good. So, just proud of the kids for battling and competing.”

The game featured seven ties and 14 lead changes, which is normally remarkable save for the fact that Los Gatos’ previous contest vs. Santa Teresa had 10 ties and 22 lead changes. In the end, the ’Cats made a play or two more than their opponents in the semifinal and final.

That included Koch making a nice spin move to the baseline that led to a lay-in after he saw the double team coming from the elbow area.

Wildcats prevail 2-1 to win CCS title

The junior standout headed a ball in from the goal area off a corner kick from Caitlyn Simons in the 94th minute to give the Los Gatos High School girls soccer team a 2-1 overtime win over Piedmont Hills.

The Central Coast Section Division III championship victory on Feb. 24 at Del Mar High earned Los Gatos a berth in the CIF Northern California Regional Division III tournament.

The Wildcats (13-6-4) received the No. 2 seed and was set to play host to No. 7 Cardinal Newman of Santa Rosa on Feb. 27 (this edition went to press before the start of the game).

“I’m really excited, really happy,” Yannoni said. “This is a big moment for us.”

It’s no coincidence that two of the team’s stalwarts—Yannoni and Simons—figured on the game-winning goal. Yannoni usually takes the team’s corner kicks but Los Gatos switched things up and it paid off big time.

“Usually, I take the corners, but Cait-

lyn can drop it on the six, so I figured I’d get in and knew this was our last moment,” Yannoni said. “I went up for the header and luckily it went in. I knew it was the last moment, so I just jumped as high as I could and tried to get my body on it. I seriously think that's the first time I’ve scored on a header in my whole life, so it’s really exciting. It’s all about wanting it.”

Simons also got the assist on the team’s first goal, sending a beautiful diagonal pass from the right flank to a hard-charging Darcy Armstrong, who was making a beeline to the Piedmont Hills goal. Armstrong promptly settled the ball before scoring to give Los Gatos a 1-0 lead in the 33rd minute.

Los Gatos has a storied tradition, with six CCS championships to its credit to go along with four runner-up finishes. This year’s title victory was the program’s first in 10 years. It was evident Los Gatos was the superior side vs. Piedmont Hills, dominating the possession time.

how I recalled the motion,” he said. “It says ‘this zoning will occur in a variety of areas throughout town, but not (Rennie’s emphasis) in areas which’…and everything after it I think is supposed to be excluded. So, it excludes very high fire zones, historic districts, adjacent to homes in historic inventory, in hillside residential zones, within 500 feet of an evacuation route—and then it says ‘within a half-mile of a transit stop.’ I think that’s reversed from what I understood. So, we’re excluding within a half-mile of a transit stop?”

Town Manager Laurel Prevetti said staff got it right.

“We had multiple staff watch the tape, read what was projected and those were the words of the motion,” she said. “We can’t make our minutes based on intent. It has to be based on what was actually said in the record. And so that’s the way the motion is.”

Hudes said he watched the video, too.

“It was frustrating, but I know we were the better team and we’re really good at coming back and just working together,” Yannoni said. “And we all want it for each other, so in the end we’re always able to come through.”

The Wildcats certainly didn’t want the game decided on penalty kicks, not after proving its superior talent. Los Gatos usually plays a possession-type game, characterized by quick-hitting passes. But Piedmont Hills utilizes an offside trap, so the Wildcats went to the long ball early and often. Their superior speed on the flanks resulted in players like Madi Kohli making long runs and creating solid scoring opportunities.

One of the fastest players on the team, Kohli time and again outran her defender to the ball, setting up quality scoring chances.

“They do a really high offside trap, they push really high,” Yannoni said. “We know we have faster players, so playing them in behind [would be effective]. We knew immediately, we watched the

“If you give an inch, they’re going to take a mile,” she said. “This is the time to stand up. You’ve gotta be brave. You can do it. You have a lot of people behind you who are willing to help who will stand up and be brave with you. This is the time. Because this town is gonna change

forever…We’re going to have more crime, because the more people who are here, the more crime there’ll be…A lot of good people who know what’s going on, they’re going to be leaving.”

To date, the Town has spent $360,207.33 on Housing Element consultants this cycle (including paying $312,998.58 of a $413,935 contract with Monterey-based EMC Planning Group, Inc. and $47,208.75 of a $51,100 contract with Veronica Tam & Associates, Inc., a Pasadena firm).

On Feb. 9, the Tam requested feedback from HCD on Los Gatos’ new attempt to block multifamily housing from some low-density areas.

This arrived late in the afternoon prior to the Feb. 20 Council meeting.

In no uncertain terms, HCD said it wasn’t going to fly, according to Councilmember Rob Moore.

They referenced “‘new language excluding missing middle housing types in multiple areas throughout the town,’” and said, “‘The program should remove new language and proceed with previous program language informally reviewed,’” Moore told Council.

This suggests that even though the Town sent in the wrong language,

HCD got Hudes’ drift clearly enough to offer that rebuke.

Mayor Mary Badame reminded everyone that she abstained from voting on the initial Housing Element certification.

“I need to get this right for our town,” she said. “We didn’t get it right on Jan. 30 of 2023. And in my opinion, sorry, I feel we hoodwinked the HCD by saying we were substantially compliant. And we were nowhere near substantially compliant.”

Moore moved to strike the previously-approved language and replace it with the original language that reads “expand housing in a variety of neighborhoods,” with Ristow seconding.

But just as Moore sought to undo the Vice Mayor-led resistance to additional housing in single-family zones, Hudes slid in a substitute motion to affirm his original intended language.

Because a substitute motion gets voted on first—and because Rennie was still interested in supporting this protectionist line of thinking, at least for now—Moore was out-politicked.

Hudes’ substitute motion passed 3-2 with Ristow and Moore in opposition, meaning—even as threats of additional Builder’s Remedy projects loom—the showdown with HCD continues.

Our little charming town of Los Gatos has had a post office since 1864. But a few decades ago, “You’ve got mail!” (email) began to replace most snail mail. Between 1995 and 2013, single-piece first class mail dropped by 61 percent. Who needed stamps when one could send an electronic message? Thankfully, the United States Postal Service started working with Amazon, which basically saved the agency (which was first established in 1775).

To long-time locals, businessowners, notable homeless and various mountain folk, our post office has been a reassuring presence over the years. It is not a chore to go to the post office. It is a social event. Our post office is one of the beats of the heart we call our beloved downtown. There’s row upon row of shiny brass boxes, with dials and little windows holding that oh-so-rare and treasured snail mail. It’s a place to mail out gifts and products and say hi to a neighbor.

According to the counter clerk I spoke

with Tuesday morning, there are approximately 1,400 mail boxes inside. Many local businesses run their companies through their P.O. boxes. Being able to dash off to ship out products has helped many survive otherwise trying times. Demolishing the post office would be an economic hardship for many of them. There’s even a desk area where you can sit to address a thoughtful card.

It’s no wonder so many Los Gatans (not to be confused with curmudgeons)— some who’ve been getting their mail there for 45+ years—are opposed to, and fearful of, the demolition of the post office. The proposed seven-story mega building (under the “Builder’s Remedy” rules) would dwarf—and possibly put stress onto—the majestic redwoods in Town Center Plaza Park. It would also hide our view of the Santa Cruz Mountains. The breeze that comes from the Pacific would no longer continue through the park.

As a loyal and nature-loving Los Gatan, I do pay attention to what's happening around town. I enjoy speaking with all sorts of folks, and recently a “reliable source” informed me that the northern spotted owl has been seen in the area. Has anyone else noticed Strix occidentalis caurina, which in 2016 was listed as protected by the California Fish and Game Commission? Who knows, maybe a photograph of one could help protect the post office. After all, Builder’s Remedy projects are not exempt from the California Environmental Quality Act.

So, what is the Builder’s Remedy? Essentially, under the Housing Accountability Act, if a municipality does not have a certified housing element, a local jurisdiction can’t deny a residential development, even if it doesn’t follow local planning guidelines—as long as at least 20% of the homes are low-income or all are moderate-income units. And Los Gatos still does not have such a plan in-place. I wanted to see the plans for the Builder’s Remedy project at the post office site for myself, so I headed over to the Town's Planning Department to take a look. Planners have been confined to a strict “no comment” policy on everything. (Only the mayor may comment, and I did later get a quick call back from Town Manager Laurel Prevetti.) As plans are now computerized it was fairly easy to bring up architect Kurt Anderson’s firm's drawings.

I muddled through the digital documents and I actually thought the designs looked pretty good. I figured, if I gave Anderson a call, I might learn more. He picked up on the third ring. A very good sign. Anderson designs with an eye to the future and believes that architecture should fit with the times. Today, construction materials are so advanced, and computerized renderings have become so efficient that we can produce amazing structures that might just add to the flavor of our town. He told me the post office project would “enhance” the downtown, He also said it would fit in with the active lifestyles—of trail riding, surfing and dog

walking—that many locals enjoy. (I was particularly interested in the penthouse!) He promised to refer me to Mike La Barbera, the property owner.

True to his word, he passed on my number and La Barbera gave me a shout the very next morning, from where he was teeing-off down at the Pebble Beach links. My neighbor had told me there were now two separate plans for the post office site, and I was curious about their second submission for four-story townhomes. The answer is: they’re planning on concentrating on the seven-story structure for now, but they want to keep their options open. As one might imagine, arranging the financing for this massive project takes time and foresight—this is what developers do.

La Barbera has been renting the parcel to USPS for three decades, and the lease is coming due. I learned that the effort here is to bring our town up to the times. La Barbera sees Los Gatos as a very happening town (we all know that already—and want to keep it that way). “We need very well-considered growth,” he told me. This condominium complex will add at least 100 downtown residents. These are folks who will shop and go out to eat, bringing additional revenue to our town.

Many folks have raised families here and have known each other for a long time. There is a village-type feeling. Yet, us fellow Los Gatans, we must get with the times or get left behind. For example, take a walk down Big Basin Way in Saratoga. You will find vacant storefronts and closed restaurants. There has got to be compromise on both sides. Maybe build residences behind our post office? As a former resident of Hawaii, I appreciate the famous rule on Kauai written to say no building can be taller than the tallest palm tree. I, for one, would like to see a post office proposal that is not higher than the tallest redwood tree.

Here are some other ideas: Maybe, just maybe, the ground floor could look a little like our beloved Queen Anne architecture from the 1800s. It would be an architect's challenge to incorporate the magical modern materials that are so low-maintenance into a rustic exterior. And the condominiums—or even townhomes—should contribute to our unique town feeling. It could be a place for our children to live. The residents could become part of our “walking culture,” bike on our world-class trails, eat at our many delicious restaurants, shop at our unique boutiques, and become the most wonderful type of person—a “Los Gatan.”

8 TIPS ON HOW TO DISCUSS YOUR MENTAL HEALTH WITH OTHERS

Stan Popovich, Special to the Los Gatan It can be frustrating to struggle with your mental health and to get your family and friends to understand where you are coming from.

Although most people may be understanding, there is usually one or two people who will make things more challenging for you.

As a result, here are eight suggestions on how to deal with the people you know regarding your mental health situation.

1. Listen to the professionals: Your friends may mean well, but when it comes down to it, the professionals are aware of your circumstances more than anyone. It is important that you listen and follow the advice from your doctor or medical professional rather than following the advice from your friends and other people you may know.

It is not your job to worry about how others may view your circumstances.

Many of your relatives and friends more than likely struggled with anxiety and stress sometime in their life. Do not feel that you are alone when it comes to your mental health situation because there are all kinds of people around you who can relate.

2. Don’t argue with others: It is important that you do not get into arguments with those who are giving you a tough time. It is not your job to worry about how others may view your circumstances. Focus on managing your mental health rather than trying to get everyone’s approval.

3. Choose your friends wisely: Distance yourself from those who won’t make an effort to help understand what you are going through. You need to surround yourself with positive and supportive people. If you have problems or issues with a particular person, then it's best to keep your distance and hang out with people who are more supportive.

4. Attend a mental health support group: There are many mental health awareness support groups in any given area. Many hospitals, churches, and counselors in your area will be able to provide you with a list of these organizations. These groups will be aware of your situation and can give you additional advice regarding your concerns.

5. You are not alone: There are

6. Your goal is to get better: Focus on how you can handle the anxieties and stresses in your life rather than arguing with others who are giving you a difficult time. This isn’t a public relations event where you need to get approval from everyone. This is your life, and you need to be more concerned about getting your life back on track rather than pleasing everyone else.

7. Your situation will improve if you get help: Your anxieties and fears can be challenging to manage and more than likely you will need some help. Just as you talk to your doctor about your regular health, you should not be hesitant in seeking help for your mental health. If left untreated, your anxieties and fears may not go away.

8. You have a variety of options: There are many mental health support groups, organizations, and counselors in your area that can help get your life back on track. Talk to your doctor to get more details on where you can go for some assistance. Remember that every problem has a solution. You just have to make the effort to find the answers.

Los Gatos High saw its season come to an end in a 2-0 loss to Hollister High in the Division II championship match on Feb. 24 at Del Mar High.

The Wildcats were making their first appearance in a CCS title match since 1996–long before any of the players were born. However, Hollister proved to be too tough, scoring both of its goals in the second half. Los Gatos was coming off a riveting win over Menlo School in the semifinals, prevailing in penalty kicks, 12-11, after the teams finished 80 minutes of regulation and 20 minutes of overtime tied at 4-4.

Keegan Mctighe scored the Wildcats’ final two goals, including one in overtime. Max Lees and Shlok Shrivastava had goals in the first half. Goalkeeper Leon Sarashki made two saves in the marathon PK shootout.

WRESTLING

Los Gatos High standouts EJ Parco and Antonio Rodriguez were competing in the two toughest weight divisions in this year’s CIF State Championships on Feb. 22-24 at Mechanics Bank Arena in Bakersfield. Parco took third place in the 150-pound division and Rodriguez placed fifth at 120 pounds.

As expected, No. 4 seed Parco was dominant en route to the semifinals, where he faced off with top-seed Brock Mantanona of Palm Desert High. Parco lost a razor-close decision, 4-3, before rebounding with a pair of impressive performances.

Parco rolled to a 11-2 major decision win over No. 6 seed Noah Reynolds and a 2-1 decision over Miguel Estrada of Frontier High in the third-place match. Rodriguez also was in a stacked field featuring a handful of nationally-ranked wrestlers.

The sophomore won his first three matches before losing a close 3-1 decision to No. 3 seed Isaiah Quintero. Rodriguez responded with a pair of wins by decision, 3-1 and 3-0, before losing to Gilroy’s Moses Mendoza, 5-1. He then won the fifth-place match, 3-2, over Robert Jones of Poway.
