PIRATE CAT RADIO RESURFACES AS LEGAL STATION WITH COMMUNITY FOCUS
Pirate Cat Radio, at the 92.9 frequency, is the “work in progress” of Los Gatos resident Daniel Roberts. KPCR was switched on in 2020 and relocated here this past December, first reported by the Los Gatan. For Pirate Cat Radio foundRoberts, that move was a homecoming—the culmination a journey that began in the town of the cats and included stops in San Francisco, Pescadeand Santa Cruz.

Pirate Cat Radio, at the 92.9 FM frequency, is the “work in progress” of Los Gatos resident Daniel Roberts. For Pirate Cat Radio founder Roberts, that move was a homecoming—the culmination of a journey that began in the town of the cats and included stops in San Francisco, Pescadero and Santa Cruz.
In the late 1990s, Roberts— then calling himself Monkey Man—began microbroadcastat the bottom of the FM dial at 87.9 megahertz from bedroom in his mother’s Gatos home. His antenna in a tree, and his equipment (purchased from Radio Shack for about $30, plus donated or recycled gear) was under his bed.

Faith community, Town staff thanked for key efforts

Los Gatos Council has approved $60,000 for homeless services next year—$10,000 more than staff had requested—with officials citing the effectiveness of the pilot year’s efforts.
At Council on March 19, elected officials and public commenters lauded the roll-out by Town Manager Laurel Prevetti and Assistant Town Manager Katy Nomura, while reserving plenty of kudos for the faith community, which has been at the heart of initiatives providing an emergency safety net for the unhoused.
“This is possibly one of the proudest things I’ve ever voted on,” said Councilmember Maria Ristow, looking back on the project, which was approved during her term as mayor.
“I think tonight there’s every reason to continue this program, and no reason not to.”
The mood for launching the unhoused assistance was buoyed by the storms early last year that became so severe the Federal Emergency Management Administration set up shop in town and led to nearly-fatal situations for some Los Gatans who sleep outdoors.
In April, Council deployed $50,000 towards showers ($10,000), a temporary restroom ($20,000) and hotel vouchers ($20,000).
Supervisor Joe Simitian worked with the Town to create a grant proposal that resulted in an additional $50,000 flowing into the budget for homeless services. Council decided to put $20,000 of this towards the hotel program.
It led to 211 hotel nights booked during emergency situations triggered
by severe weather conditions (the 21 days of storms, extreme heat or bad air quality).
These are only available to known members of Los Gatos’ unhoused community—there are currently 19 people on this list (14 have used the vouchers so far at places like Los Gatos Lodge, the Garden Inn and the Best Western). There have also been three qualifying “medical stays.”
And at this point, there’s still $11,000 left in the emergency stays budget.
However, the money from the County was one-time funding, so Los Gatos has been looking for realistic ways to continue its efforts.

mended eliminating the air quality trigger—suggesting facemasks could be distributed to mitigate this issue.
Assistant Manager Nomura said this would allow Los Gatos to operate the hotel program for $25,000-35,000.
Ultimately Council decided to nix the high heat activation option, but left the air quality-based one in place.

RENEGADE BROADCASTER GOES LEGIT

they could show me how they locate unlicensed radio stations, and they offered to take me for a drive to show me,” Roberts said. “I happily jumped in their van and went for an educational ride.”
Among the things he learned: There was a $10,000 daily fine for broadcasting without a license. (And as of 2020, that rate increased to as much as $100,000 per day per violation, with a maximum of $2 million.)
In the 1998 Metro article “Buccaneer Broadcasting,” reporter Jeff Kearns wrote, “Monkey Man is not going to shell out the $10,000 daily fee to the FCC for a broadcast license anytime soon, and even if he did, the FCC won’t license puny little stations under 100 watts.”
Roberts got his start in microbroadcasting at Free-Radio San Jose (93.7 FM).
After that, Roberts says, “I spoke with other radio renegades like Free-Radio Berkeley’s Stephen Dunifer and Dr. Slick from Free-Radio Los Gatos.”
Dr. Slick (who infrequently broadcasted an unlicensed station at 91.3 FM), “helped me understand
more about the legalities of broadcasting in the US and about the science behind (radio frequency) engineering,” Roberts says.
It was around this time that Roberts read “Sex and Broadcasting: A Handbook on Starting a Radio Station for the Community.” The author, Lorenzo W. Milam, became Roberts’ hero. Milam offered practical instructions (the word “sex” was just to attract attention) and tales from his experience of creating KTAO (95.3 FM), the first community radio station in Los Gatos.
Less than one year after launching his own pirate station, Roberts went from broadcasting one watt to a wattage ranging between five and 30. The broadcasts could be heard from Sunnyvale to the Highway 17 summit.

WILDCATS UNLEASH FAST TIMES, BIG THROWS
Track and field team thriving, posts huge numbers

Before the start of every practice, the Los Gatos High track and field program that’s 167 boys and girls for those wondering gather together for a minute of silence.
It’s one of the ways the coaching staff prepare their athletes for peak performance.
“The message is there’s 1,440 minutes in a day, and we’re going to take one as a team,” Wildcats coach Danny “Doc” Colton said. “And you get 167 kids completely quiet. This is mental exercise preparation. If you look at the pros, they all do that, they take a minute or two of mental prep, or meditation. It’s not a religious thing, it’s a mental thing. It’s a drill that prepares you to be mentally prepared and tough (for the workout or race ahead).”
This year, the girls team is aiming to do what the boys squad did last year win the Central Coast Section championship. The season is just five weeks old, but one thing is clear: the Wildcats have stamped themselves as one of the favorites to take the title.
All three of their relay teams the 4x100, 4x400 and 4x800 entered the week ranked in the top three in their respective events. The 4x800 meter relay team of Sarina Salzer-Swartz, Elise Greenstreet, Taylor Chesarek and Shea Elmore/Bridget Moore has a time of 9 minutes, 26.90 seconds, which ranks first in the CCS by a whopping 12 seconds.
The 4x100 squad of Madison Kohli, Emma Arbitaylo, Alex Hanson and Vanessa Leathem has the second fastest time in the section at 49.24. The 4x400 team identical to the 4x100 except Elmore runs in place of Arbitaylo has the third best mark at 4:07.45.
Colton is high on all three relay teams, and projects the 4x400 as having perhaps the best opportunity to not just make State but do well there.
That’s because Los Gatos has five girls who have run a sub 60 second split in the 4x400.
“Elise is gunning for Alex, they’re all gunning for each other and it’s a good problem to have,” Colton said. “And here’s the thing: none of them are graduating this year, so that’s a scary team this year and an even scarier team next year once they get their chemistry going.”
Kohli, the freshman sensation who helped lead the Los Gatos girls soccer team to a CCS championship in February, is the fastest among the
fleet-footed 400 runners. Her 58.09 time in the open 400 meters ranks seventh in the section this season.
“I think Madi can go 56 by the end of the year and that will put her on the podium [in the CCS Finals],” Colton said. “I think as she matures, she will be one of the strongest 400 runners in the Bay Area. She listens, she’s really coachable and a good student, too.”
For a school to win a CCS team title in track and field, it needs a combination of multiple first-place finishers and talent in both the running and field events. As stacked as the Wildcats
are in the girls running events, they’re certainly not bereft of talent in the field events.
Katie Steiner and Moore went 1-2 in the high jump in a league duel meet against Los Altos High on March 20, and Leathem is a potential CCS finalist in the long jump. However, it’s two-time State shot put finalist Nicole Steiner who has Colton particularly optimistic on the team’s potential CCS title chances.

said. “Los Altos is strong in the distance “events”, but we can get them with Nicole in the throws. Nicole is the neutralizer. She’s going to neutralize St. Ignatius, she’s going to neutralize Mitty, because of her points coming in (from the shot put and discus). And if I can get Vanessa and Alex going in the jumps, that right there is a power setup for a CCS title for the girls.”
Colton said if Nicole Steiner can make dramatic improvement in one aspect of the shot put, a top-three State finish is well within reach.
“If Nicole learns how to rotate, look out, it’s over,” Colton said. “Because she’s tall and has a lot of momentum and can put it all together.”
Meanwhile, the Los Gatos boys team also has some athletes to keep an eye on, including senior Matt Gladney, who has the third fastest time in the 110 hurdles and 10th best mark in the 300 hurdles. Gladney barely missed qualifying for the CIF State Championships last season in the 110 hurdles, taking fourth in the CCS Finals.
Gladney has continued his rapid ascent, establishing a personal-record 14.88 seconds in the 110 at the St. Francis Invitational on March 16.
“Matt just beat one of the guys that got him for State last year, and his
times are dropping,” Colton said. “If we get Matt to 14.2, that’s a state level (podium) time. And we think Matt can go 14.2 by the end of the season for sure.”
The prestigious Arcadia Invitational is April 5-6, and Stefanopoulos" so it should read: "He's expected to make a big impression at the prestigious Arcadia Invitational April 5-6.
“We anticipate Aydon to start cranking it up, because Arcadia is going to start looking at him,” Colton said. “He’s already said, ‘OK, Doc, I’m going to do a 400 and an all-out 3200 just to show them what I have.’ His (800 meter) Dublin split was 1:56, which is scary. He’s got it; he’s just got to use it.”
Senior Jaylen Thomas, a San Jose State football-signee, is tied for the ninth best mark in the long jump, at 21 feet, 5 inches. Colton said if Thomas gets dialed in, 22 feet plus is within his reach. Colton said he has an amazing coaching staff, including Andre Chapman, a former UCLA hurdler; Ibet Allan, a highly accomplished Masters distance runner; Morgan Iverson, a former Division I hurdler and jumper; and throws coach Kent Kappen, who is the head coach for Fisher Middle School’s track and field program.

LIFE- CHANGING TRIP TO WARZONE

Subeh, a WVMA board member, shared his impressions at the West Valley Muslim Association facility on Farley Road, following Ramadan prayers known as Taraweeh:
The sounds of injured civilian screams; the cries of a mother mourning a dead child; the missile blast vibrations reverberating; the buzz of “drones that would be above your head, like annoying hornets.”
Attendees remained mostly silent as the El Camino Health doctor and Silicon Valley entrepreneur spoke, the clean lines of the room providing an orderly contrast to the chaos of his words.
The moans of pain he heard as he first entered a medical tent seemed a world away in this sanctuary. Yet their echoes lingered in the hushed reverence of the audience.
Only a few coughs and random cries from children punctuated Subeh’s speech.
Subeh, 39, spent five weeks overseas with the International Medical Corps in Rafah, which lies near Gaza’s southern border. The 25-miles long, six-miles wide strip, home to more than two million Palestinians, lies surrounded by Egypt, Israel and the Mediterranean Sea.
“We were trying to re-humanize Palestinians,” said Naiema Din, Subeh’s wife, 36, mother to Ahmad, 13 and Mujed, 7. “It always hurts to say that because it's like, why would anyone need to be ‘re-humanized?' They're just as deserving of freedom and peace and justice as anyone else.”
Subeh went to fix broken bodies, fractured lives and shattered spirits. From his address, it seemed that, sometimes, the healing was mutual. Subeh sounded amused, for example, as he talked about playful off-duty interactions with some of his young patients.
And now, Subeh is attempting to build support for a cease-fire. The Palestinian-American immigrant, who moved to Silicon Valley from Los Angeles, has appeared on national TV programs, in front of the WMVA, and is currently reaching out to members of Congress.
As of Monday, Gaza’s Ministry of Health reported more than 32,000 Palestinians had been killed and almost 75,000 injured, since Oct. 7, after Israel responded to a deadly cross-border attack by Hamas militants that continue to hold Israeli hostages in Gaza.
“It’s imperative for all of us to be speaking out right now,” Subeh’s wife Din told the Los Gatan in a telephone interview after the talk. “Stop the bombing. Stop the killing.”
The United States abstained from a United Nations resolution Monday calling for an immediate ceasefire in Gaza. In response, Israel’s Prime Minister Benjamin Netanyahu grounded two advisors who were scheduled to travel to America. US officials cited the resolution’s failure to condemn Hamas, Gaza’s governing entity, for the abstention.

killed at least 1,200 Israelis and wounded more than 3,300 on October 7, 2023. The Israeli government says Hamas and Palestinian Islamic Jihad still holds more than 129 foreigners and Israelis hostage, some of whom are believed to be dead.
“With all of these stories, we're trying to show these people aren't just numbers,” Din said. “These are people. When Mohammad shares their stories, he's reminding us that these are real children who had hopes and dreams who like to play and fly kites, and, many of whom they can't anymore.”
About 40 percent of Palestinians in Gaza are under the age of 15, according to the Palestinian Central Bureau of Statistics.
Subeh is known for starting a business in Los Gatos called Kenz Coffee Roasters. Since he took off to Gaza, Din’s been responsible for roasting duties.
On the other side of the world, Subeh engaged in a series of daily rituals with the children he was treating. Each afternoon, he’d fly a kite with a 7-year-old boy named Anas, whose entire family had been killed. Anas himself lost his shin and needed a prosthetic. Yet, Subeh noted, the children rushed to comfort another boy Subeh was counseling one day. The boy, Fou’ad, had lost his cousin to a bombing.
Before he could ward them off to give Fou’ad privacy, Anas and his friends Yousef and Sammy all went to comfort their peer once they saw that he was crying. They reminded Fou’ad that “We belong to Allah and we will return to Allah,” Subeh said. “That is the one thing that stopped his crying.”
“They saw their parents killed in front of their eyes,” Subeh said. “How many of us would be able to cope with that injustice? And yet they were able to help this young boy who just found out his best friend was killed and help him feel tranquility. I'll never forget that.”
Subeh urged his community to amplify the war-time experiences of Gaza’s civilians.
“One of the greatest bounties (Allah) has given us is our ability to speak up,” he said. “Our ability to knock on doors, to be loud, to really make sure our voices are heard and not be afraid, because when we mobilize together, we’re much more powerful than any one of us individually.”

QUARTET OF TOWN OFFICIALS RESPONSIBLE FOR FLOOD OF BUILDER’S REMEDY PROPOSALS
Voters need to hold Town Manager and 3 Council members accountable

Four Town officials—Town Manager Laurel Prevetti and former mayors Maria Ristow and Rob Rennie, along with Councilmember Rob Moore— have been responsible for the failure to get the Housing Element passed, despite five attempts. Ristow recently said the three of them should be recognized for getting the Town to where we are today. They failed five times; enough said. The sixth attempt has been sent to the Department of Housing and Community Development.
This disaster has cost the Town dearly with the addition of roughly 7-9 Builder’s Remedy projects, even including a 12-story building. That’s unacceptable. These and other proj -
ects fail to meet the affordable housing numbers. That means the Town has to go back again and review where they can put more housing that will be affordable. Five missteps by management and Council are causing a ton of additional work for the staff, and now they want more money to pay for cleaning-up their mistakes. Add this rework with all of the errors in the five-year forecast, and you’ll understand why they proposed a tax increase.
Councilmember Ristow was on the General Plan Update Advisory Committee, the Housing Element Advisory Board, was vice mayor and then mayor. Her hand was clearly on the driver’s wheel at the beginning of the Housing Element’s downward spiral. She blocked the Council from getting more involved in oversight of the process; and she voted against taking notes at meetings with the State’s
HCD division. Why did the staff hide the information from the Council?
Moore, Rennie and Ristow have been instrumental in pushing to unnecessarily upzone the entire town under the premise that more housing equals lower prices. But won’t development cease when sinking housing prices start to eliminate developer profits? These Council members pushed to finish the General Plan before working on the Housing Element—the colloquial equivalent of putting the cart before the horse. That caused at least a year’s delay.
They knew the General Plan had no penalties and no deadline. They knew that a delayed Housing Element carried both a deadline and penalties. During Ristow’s term as mayor, we saw an unprecedented explosion of the Builder’s Remedies filed because the Town failed to meet the statutory deadline. Ristow’s biggest failure
was adopting a Housing Element on Jan. 30, 2023, claiming the Housing Element substantially complied with State law based on no real knowledge if it did. As it turned out, it didn’t.
On to our finances. At the Feb. 12 Finance Commission meeting, Town Manager Prevetti forecast five years of operating losses totaling $10.6 million and has retained a consultant to review the potential of adding new taxes onto the shoulders of local citizens. Recently, these two major issues (Housing Element and proposed taxation) were dropped into the lap of the incoming mayor, Mary Badame by outgoing mayor Ristow. Prevetti said we had to pay unfunded mandates. That wasn’t true. She said expenses were doubling and revenues were remaining flat. That was not true, either.
Despite this dismal picture painted by the Town Manager, the Finance Commission recently rejected her fiveyear economic outlook and her desire to raise taxes. That forecast was based on outdated and inaccurate data that showed a $10.6 million loss over the next five years. By using the correct, and less conservative data, the Finance Commission predicted a surplus of $11.8 million in that time period. They still left enough “fluff” in the budget to cover unknowns. Your citizen-led Finance Commission de-weaponized Prevetti’s plan to introduce unnecessary taxes.
Our 2023 year-end General Fund had an audited operating surplus of $5.7 million. That was just five months after the Town Manager informed us she was only forecasting a $700,000 surplus for 2023. That was a massive miscalculation. In fact, the Total Net Position increased by more than $15 million from last year, with $5.7 million in excess revenues (after expenditures) sitting in the General Fund. Why can’t we get the true story from these three Council members who “manage” the Town Manager? We should not be asked to pay taxes when Town-wide we are in such a solid financial position. Prevetti will be retiring with a raise just after failing to get the Housing Element passed five times. Is that a decision you would make?

Since the project started, Los Gatos hasn’t had to contend with the same level of hazy skies and number of atmospheric rivers as it has in recent years, though a February windstorm that killed a man in Boulder Creek in his home again underscored the dangers to those who don’t even have that level of protection against the elements.
Back in August, the Town installed a portable restroom and handwashing station at Plaza Park, directing cleaners to come by twice a week.
munity (though KTVU reports the final cost to the City was $300,000), Los Gatos has had restroom facilities downtown now for the better part of a year.
In fact, its initial partnership with Los Gatos Music and Arts—which provided portable restroom services in the park all the way back to July—resulted in $1,417.50 being returned to the Town.
So, Los Gatos still has enough cash to keep the program up-and-running until the end of September (but would need $14,400 to continue it through the fiscal year).

A staff report made the point that the general public, including farmers’ market customers, have also benefited from this amenity.

Roberts later sailed his pirate station to other waters, spending some time in Hollywood, according to an LA Weekly article from 2002, as well as in San Francisco and at a tiny licensed station in the San Mateo County coastal hamlet of Pescadero.
Over the years, in his dealings with the FCC, Roberts used a specific federal provision from 1944 that protected unlicensed stations during wartime.
In the early 2000s, when Roberts was operating a station in San Francisco, he argued that the loophole applied during President George W. Bush’s “War on Terror.”
But a lot has changed since 1944. The Telecommunications Act of 1996, signed by former President Bill Clinton, allows large syndicated radio stations to purchase individual local community nonprofit stations.
According to the FCC, “The Telecommunications Act of 1996 is the first major overhaul of telecommunications law in almost 62 years. The goal of this new law is to let anyone enter any communications business—to let any communications business compete in any market against any other.”
The act affected not only radio but also telephone service, cable programming, broadcast services and education.
Back in 1998, Roberts told Metro that San Jose, Santa Cruz and Berkeley had popular pirate radio sites, and that there were likely between 500 to 700 stations in California operating with more than one watt. In 2000, SF Gate wrote, “The Bay Area is the capital of pirate radio stations—low-power, unlicensed stops on the FM dial—and now they’re leading the rebellion against corporate giants of the airwaves, lawyers and raids by the FCC.”
Fast forward to 2020 when the Preventing Illegal Radio Abuse Through Enforcement (PIRATE) Act was signed into law. This law requires the FCC to sweep for pirate stations annually within the five most active markets: New York, New Jersey, Florida, Pennsylvania and Maryland.
The FCC maintains a Pirate Radio Enforcement Action database, and California hasn’t made the cut for “enforceable action” since 2020.

VETERANS GROUP SHARING STORIES OF VIETNAM WAR-ERA SERVICE MEMBERS
While in office, President Barack Obama signed a declaration that paid homage to America's Vietnam War veterans. Vietnam War Veteran Commemoration Day takes place on March 29 and 30 throughout states in the U.S. California has chosen to celebrate Vietnam War vets on March 30.
Though the Los Gatos Veterans Memorial & Support Foundation isn’t planning a big to-do this year (it hopes to organize something for 2025), it has been collecting the stories of Los Gatans who contributed to that mid-century American-led military effort in Southeast Asia.
The local group has profiled nine Vietnam-era veterans and is featuring interviews, photographs and videos on its website and Facebook page. Here are two of them:

What was the transition like when you returned home? I was on active duty for only six months. No real issue. Main issue was dealing with antiwar demonstration and being deployed to demonstration for riot control as Air National Guard troop, and as a public safety officer. Most significant memory: Being deployed to Ascension Island, UK to construct and install new tracking antennas for NSA.

What do you wish that civilians would understand about military service? I think a great many veterans are proud of their service regardless of their personal views of what they did in uniform. Many from Vietnam were treated terribly poorly by some when they returned for which there is no excuse—I do not remember too many tomatoes or rocks being thrown at members of Congress. From the evidence, I guess it must be pretty damned easy to vote for sending somebody else’s son or daughter into combat.

In Los Gatos, residents are already fortunate enough to have live music at coffee shops, bars, sidewalks, alleyways, parks, farmers markets and restaurants. And now it has its own radio station to share with Silicon Valley. Roberts’ childhood dream is becoming a reality.
“I want people not to just hear a lot of miscreants on the air, something raw and straightforward,” he says. “Here in SV we hear about big tech names, yet equally impactful are the folks who do not get the light of day.”
Roberts’ journey took him from pirate to engaged community member. He reiterates this advice:
“Do not go pirate—it is a struggle and it could be very expensive. Send in what you wish to program, and we will fit you into a slot to broadcast over KPCR.”

no Hospital in Mountain View, his routine averaged around 170 patients on a normal day. Subeh said that part of his job in Rafah was also to recruit and train local doctors.
Subeh and his wife’s strong faith is the primary motivating force behind their actions.

Los Gatos provided St. Luke’s Episcopal Church with $6,000 via the Community Grant process, and staff was seeking the same amount for next year.
“I think it’s incredible that with so little funding we’ve been able to do so much,” said Councilmember Rob Moore, who played a key role in securing the original dollars.
He asked Nomura how the homeless residents feel about the services.
“They’re expressing a lot of gratitude,” she said.
Mayor Mary Badame was initially opposed to Los Gatos’ homelessness plan— voting against the $25,000 increase beyond the first $25,000 that was set-aside (back when she was vice mayor).
All of that local money came from Covid-19 relief funding (American Rescue Plan Act) doled-out by the Biden Administration.
However, in the ensuing months she was won-over, and made sure to thank faith leaders for their hard work.
Beverley Bryant, a member of St. Luke’s, spoke during public comment.
“This is what local government is all about—taking care of the people,” said the public policy consultant, calling the Town’s efforts a model for other communities to follow. “Los Gatos is doing the right thing. Keep up the good work.”
Just as Councilmember Rob Rennie went to approve staff’s recommendations—Councilmember Rob Moore chimed in with a pitch to authorize an additional $10,000, so staff doesn’t have to come back and ask for an adjustment later.
Rennie was fine with that friendly amendment, as well as the suggestion to have staff look into case management services that could help get people off the streets permanently.
Vice Mayor Hudes said he agrees that exploring case management is a good idea.
“I was skeptical about the program, particularly about the hotel program,” Hudes said, adding he’s been impressed by the level of financial control that’s been exercised.
Council voted unanimously to direct staff to move forward with the new $60,000 plan.
