Raul Caballero, 49, from San Jose was enjoying the Funky Latin Orchestra’s horns, drums and energetic vocal stylings in the early evening, July 28. The last of 2022’s Promenades was underway, after the seventh was canceled because the money to pay for it dried up. “I’ve been here since 5pm,” he said. “It’s a total Latin vibe.” It was his third Promenade, and—thanks to this band—also his favorite. But Caballero was a bit mystified about the Los Gatos Chamber of Commerce pulling the plug on the next installment due to monetary considerations. “It’s Los Gatos,” he said. “They don’t have a shortage of money.” Dancers twirled partners in the middle of North Santa Cruz Avenue. The trombonist busted out a solo while the guitarist did a sensual chka-chka muted strum. “The houses are $10 million-plus,” Caballero said. “If you were talking about the city of Alviso, I would understand.” Back on Feb. 18, when re➝ Promenade, 8

LOS GATOS APPROVES FOUR-CONDO DEVELOPMENT Commission chair praises applicant for seniorfriendly design Drew Penner, Reporter

After a “public hearing” that didn’t attract any public commenters, Planning Commission approved a four-condo development that staff had initially recommended against, July 27. It almost didn’t even happen, as 10 minutes into the meeting the applicant hadn’t shown up to the Zoom meeting—so the item was continued to another meeting. Five minutes later, the applicant had appeared and the discussion about the project’s merits began. Robert Bothman and George St. Partners—along with Hometec Architecture—wanted to demolish a single-family home built around 1920 at 16195 George St. and put in a project that exceeded floor area ratio (FAR) standards. It’s been used as a preschool since 1969. Because it’s considered an in-fill development, it was exempt from California’s environmental review process. In October 2019, the Historic Preservation Committee agreed to remove it from the Town’s Historic Resources

Inventory—finding previous remodeling had compromised its historic value. The four-condo rework of the lot would use a shared driveway along George Street and the property wouldn’t be subdivided into individual lots. Staff reported that the project is located in an established neighborhood with a number of new (but traditional-style) homes nearby, many of which are two stories tall, and its architecture consultant said the condos are “well designed.” The project would have a combined total floor area of 9,264 square feet and an average unit size of 2,316 square feet. It’s only supposed to have a total of 4,141 square feet. Commissioner Steve Raspe noted that earlier plans showed each unit being around 2,100 square feet and asked staff for additional information about the increase. Project Planner Ryan Safty said those designs were more conceptual and the final number often changes as things come into focus over the months. Chair Melanie Hanssen said she liked the first-floor bedroom units that could benefit older residents. All four units have a first-floor bedroom and a full bathroom with a

walk-in shower to appeal to that demographic, the applicant confirmed. Commissioner Kathryn Janoff asked the applicant if they’d be willing to tweak designs to beautify it a bit, and they said they were OK with doing so. Janoff said the condos are still pretty modest in size compared with other developments that have come through the commission recently. “Generally speaking I’m in favor of this project,” she said. “This is an exciting project,” Commissioner Kylie Clark said. “I’m happy to see this happening in Los Gatos.” She added that she prefers them as detached units, and would hate to make changes due to the FAR that could cause them to become attached. Commissioner Jeffrey Barnett said the size of the units are actually in line with others in the broader neighborhood. “I think that the size of the homes is reasonable,” he said, but added he wanted to see some changes to architectural details. Janoff made the motion to approve the Architecture & Site application—with the FAR exception—and a grading permit for the property, but added a condition to improve the designs slightly. Clark seconded the motion, which was approved unanimously.

A pair of Los Gatos medical businesses are making the move from leasing to owning. On Aug. 1, Walnut Creek-based Bay Area Development Co. said it had finalized a long-term “SBA 504” loan that will allow Young Naturopathic Center for Wellness and John McCleve D.D.S. to purchase the 4,312-square-foot office at 751 Blossom Hill Road where they’ve been working. “I really appreciate being able to help people,” Renee Young—a practicing naturopath doctor since 2002—told the Los Gatan in an interview earlier this year. “It’s been an amazing journey.” McCleve moved into the office in

2006. Young joined the location a few months later. As they sought to buy-out the entire building, they turned to Rich Grant at BADC, as well as Bank of America. Young told the Los Gatan she works with both chronically ill patients, on top of doing more preventative work. “I have a cancer screening test,” she said. “I’ve consulted with the Sharks for the last eight years.” The SBA loan is federally-backed financing that comes with a lower interest rate. This option is popular with small business owners. Young recently participated in the launch of the Los Gatos franchise of fitness studio SPENGA, where she shared her passion for healthy lifestyle choices with attendees. “I advocate for exercise,” she said.

“If you get ill enough you can’t work.” Making small changes to your daily habits can make a huge difference in your overall outlook, she added. BADC is an SBA licensed lender that works with banks and the 504 program to provide small and midsized companies with long-term commercial real estate financing. These loans allow businesses to purchase land and buildings, renovate existing facilities and acquire equipment, a BADC spokesperson said. While Young specializes in women’s health and currently cares for more than 1,250 patients, McCleve offers a range of dental services, from teeth whitening and removable braces to implant restorations and veneers. He also volunteers at St. Joseph’s Pediatric Dental Clinic in Santa Rosa.

988 BECOMES NEW LIFELINE FOR MENTAL HEALTH EMERGENCIES Three-digit dialing code now in effect Aiyana Moya, Reporter

People experiencing mental health-related distress can now call 988, the new three-digit dialing code, to access the National Suicide Prevention Lifeline. On July 16, the 988 dialing code began routing people in crisis to the National Suicide Prevention Lifeline services. The shortened number may make the hotline more accessible for people experiencing mental health crises, compared to the previous longer number (1-800-273-8255), experts hope.

The move to implement a faster number came after advocates pushed to shorten the 1-800 number to help with the worsening mental health crisis. Then-President Donald Trump signed legislation into law in 2020 that created the new code, with advocates hoping the shortened number will be easier to remember. Experts also hope the new number will encourage more people who are experiencing a mental health crisis to seek help from the hotline instead of calling 911, which often results in police intervention rather than clinical care. Every year, millions of 911 calls involve a person experiencing an emergency related to a mental health or substance use disorder, according

crisis counselors will answer and give you compassionate support. The service is free, confidential and available 24 hours a day. If you or a loved one is in crisis, please call 988. We are here to help.” The new number will connect people to the existing local mental health centers that are staffed 24/7. The three-digit code is a direct line for people experiencing mental health distress to seek help from trained counselors. Anyone who is experiencing mental health distress, or is in need of support, can call or text the number to seek help. They do not need to be in danger of suicide to reach out to the lifeline, and even concerned loved ones seeking professional support can use the hotline.

thorizes a legislative body to address disruptions through removal of an individual or group of individuals who “willfully interrupt” the proceedings of a public meeting. But the legislators say what constitutes a “willful interruption” remains vague in the law. SB1100 would define what a “willful interruption” is to ensure an individual is removed from a public meeting if they disrupt the meeting. It would

also institute a warning system for the person causing the disruption and require them to be tossed out if they continue the behavior. In late 2021, demonstrators attended multiple meetings of the Los Gatos Town Council, launching personal attacks on then-mayor Sayoc and her family. The in-person council meetings shifted to a virtual format following

the disruptions, and continue remotely to this day. “SB1100 would have helped me and my family when faced with intense and concentrated harassment attempts at public council meetings,” Sayoc said. “I am hopeful that this bill will keep people safe in the future— those just trying to conduct business for the public good—and will ensure individuals, and especially women,

continue to step up and serve in office without fear of harassment and violence at their public meetings.” Conservative agitators decried Los Gatos’ move to online, saying they felt it stifled dissent about coronavirus policies and social issues. They also protested the introduction of a no-targeted-picketing ordinance, which prevented them from demonstrating outside the homes of Council members, which is where the meetings had therefore begun occurring. It was the former mayor’s husband who was served with a temporary restraining order after he berated protesters, in response to comments made about his son during a Council meeting. A Santa Clara County Superior Court judge ruled Sayoc’s husband was not a threat in a trial earlier this year. SB1100 passed the Senate 29-7 on May 2, and the Assembly 57-18 on Aug. 1, where it now awaits Newsom’s signature or veto. “When public meetings have to be called to an end early or entire meeting rooms of public attendees have to be cleared to deal with these disruptions, that hurts the democratic process as a whole,” Cortese said. “Public officials and attendees shouldn’t have to end their business early due to bullying, harassment or violence. By employing common-sense measures that protect our first amendment rights, this bill will deescalate significant disruptions and allow us to return to our important government business at hand.”

questing money for the Promenades, Los Gatos Chamber of Commerce Executive Director Catherine Somers urged the Town Council to ensure the Promenades, along with other events like Jazz on the Plazz and Music in the Park carried on until school started again. “I think…the town gets the biggest bang for its buck—and all these organizations putting on these great musical events—if we can really start it in mid-June and somehow make it go to the end of August, or even into September,” she said in her presentation. “It’s just a matter of how do we—or how do you—make that happen.” Councilmember Matthew Hudes noted that last year an $80,000 budget resulted in seven events. Somers was asking for $122,718 for eight events this year. Of the $7.2 million in coronavirus American Rescue Plan Act relief Los Gatos was expecting, the Town had already received $3.6 million. The Chamber had argued that using some of this money for the Promenades, as it had the prior year, would spur Los Gatos’ economic recovery. “It’s really coming down to a financial question for the Council tonight,” said Town Manager Laurel Prevetti. “We originally weren’t going to ask for any allocations on ARPA.” She noted that hiring private security was a “large waste of resources,” and emphasized that police and other Town staff would need to be paid instead. Vice Mayor Maria Ristow made the motion to put “up to $120,000 of ARPA money towards the Promenades, with

the idea that possibly there may be fewer Promenades if there’s a discussion of resources. Possibly the Chamber can find sponsorships and we wouldn’t have to allocate as much money.” Hudes had wanted to ask the Chamber to get businesses to cover $19,000 of costs, bringing the budget down to $104,000. Ultimately the chamber did find one $10,000 sponsor. So, with the way this was structured, it only decreased the amount the Town would have to spend. It didn’t allow the Chamber to continue with its original plan when costs went up. And go up they did. In the days that followed, as inflation kicked into high gear with the Russian invasion of Ukraine and stricter enforcement of outdoor drinking rules, these costs began to soar. While 2021 was a pandemic era of more permissive attitudes around alcohol consumption— when regulators had been willing to allow businesses to try new things to stay afloat—2022 was all about bringing event organizers back in line. This meant the $15,340 per Promenade cost originally forecast by the Chamber was off by about $5,000. Right out of the gate, the Chamber had scaled back the number of street parties to seven. After the first edition, organizers added private security back in to monitor exit points. And it paid $2,400 a week for a pair of barriers, reflecting concerns heightened by recent national tragedies. The final Promenade had to be axed at the last minute, so Somers wasn’t even

in town to witness it due to a previously planned vacation. On July 28, Eric Thune was wandering through downtown with three other Los Gatans. They’d just snagged Frosés from The Pastaria. It didn’t long for Thune to steer the conversation about the early end to the Promenade series to local politics. “Our Town Council has done everything they can to kill this town,” he said, noting he’s lived in the community for 27 years. “I’m so disappointed with what they’ve done with downtown.” He explained he wants to see less shops and more dining establishments. “The Town’s always trying to bring retail,” he said. “Nobody wants retail. We want restaurants.” Shelley D. Spray took a break from sipping her frozen beverage to present a rosier reflection. “This is my first one,” she said of the Promenade. “I think it’s wonderful.” Sondra St. Aubin said she’d stumbled on the event series by accident last week. “We were having dinner and we said, ‘Wow, look at this,’” she recalled. “It makes you feel like Covid’s almost over.” She said they keep running into people they know. “You feel like a person again,” she said. “How could they run out of money?” Spray suggested organizers collect donations to keep it going. Thune pitched the idea of Council holding a raffle to bring in dollars for the Promenades if they’re serious about supporting the festivities. “The Town doesn’t like people having fun,” he said. Kelly Campbell, a Los Gatos resident in her early 50s, said she went every Thursday last year, but noted this

was her first Promenade of the year. “There wasn’t the (wrist) bands and the tokens and all that nonsense,” she said of the 2021 Promenades, adding the margarita from Andalé in her hand was “fantastic.” She considers the Thursday Promenades a great community event, particularly for parents like her and her husband, Greg Campbell. “I would have liked it to go almost all the way until school started,” she said, looking ahead to future Los Gatos High School commitments. “Before we know it, we’re going to be busy with school events.” She said it would be reasonable to have to pay $20 for a wristband that allows adults to consume alcohol, in order to fund additional dates. “We’re having a really good time,” she said. Political messaging was also big at the gathering, from Assembly candidates Liz Lawler and Gail Pellerin fighting it out in the world of ideas with potential voters, to signature solicitors attempting to put the Town’s new General Plan on the ballot, to Councilmember Marico Sayoc stopping by aspiring councilmember Rob Moore’s booth, who was flanked by planning commissioner girlfriend Kylie Clark throughout the night. Jeff Badzik, 69, of Los Gatos, said the Promenades are the best Los Gatos events yet. “It reminds me of Los Gatos in the ‘80s,” he said. “I think it’s fantastic they put the bands in different areas.” Badzik says it’s not that he doesn’t go to other similar soirées, just that he thinks the Promenades rise above the rest. “I look forward to every Thursday,” he said. “I just wish it went on for longer.” Badzik said he hopes organizers can come up with a solution to allow the event to continue throughout the summer in future. “I think they need more sponsors maybe,” he said. “I hope they figure out something for next year.” Somers said getting additional sponsors wouldn’t have helped this year, because it would’ve just decreased the amount of federal funds the Town provided. “We were disincentivized,” she said, adding she’s grateful for the money they did receive. “We could only do as much as we could do.” Now, the Chamber is having a hard time imagining how, without government funding, the Promenades can ever happen again. “The Town’s budget is in a deficit crisis,” she said. “The Chamber believes this is the last time we’ll ever be able to do the Promenades.”

A year ago, the Los Gatos High girls cross country team exceeded all expectations by winning the Central Coast Section Division I championship. This season, the Wildcats’ challenge to repeat as section champions will be tougher as they’ve been placed in Division II, meaning they have a much larger field of schools to contend with in the CCS Championships. The good news is Los Gatos lost just one starter from its 2021 team and returns standouts Sophie Tau and Shea Elmore along with a handful of other talented returners and newcomers. The Wildcats have their first official practice on Aug. 8 and their first race is the Ed Sias Invitational in Martinez on Sept. 10. The Los Gatos boys also have the same start date and they’re out to improve upon their solid fifth-place showing at CCS in 2021 (more on them later in the story). For the girls team, joy comes from seeing each other again. “I’m excited for all of us to run together,” said Tau, a senior who enjoyed a breakout season in 2021. “Everyone has been away for the summer, so it’ll be nice to have the whole team back together again.” Tau finished second overall in the CCS Division I race last year, running the 2.95-mile Crystal Springs Course in Belmont in 18 minutes, 22.2 seconds (6:13-mile pace). She has a personal-record (PR) of 18:15 at the course, which will be the site of the CCS Championships again this year. “I definitely want to break 18 (minutes),” Tau said. “I think only a few people (among all divisions) did that last year, so it’ll definitely be hard. But with good conditions and good training, I definitely think I can accomplish that.” Tau has been running 30 to 40 miles a week, consisting of a lot of easy pace and moderate pace runs. Harder workouts will come in due time.

“Summer training is really important, but we don’t want to do too many hard workouts so we don’t burn out because the season goes until November,” she said. “We’re doing a lot of base running and a couple of tempos a week at 6:45 pace and slowly building up.”

Elmore should have another tremendous year coming off a freshman season in which she won five races and never placed below third until the CIF State Championships. Elmore has a PR of 18:10.3 at Crystal Springs and like Tau is gunning for a sub-18 time at Crystal.

Tau said Elmore was at a weekslong running camp this summer which should only make Elmore stronger for this season. Two other returning sophomores, Tatum Pyle and Sarina Salzer-Swartz, have PRs of 19:11.4 and 19:13.9, respectively, at Crystal Springs.

Juniors Kate Herron and Abigail Zolla have lifetime-bests of 19:36.1 and 20:04.6, respectively, at Crystal Springs. “Kate and Abigail are definitely putting in some good workouts,” Tau said. “Kate will be the junior captain, so we have some good leadership on the team. They’re both having some good runs which makes it exciting for all of us.” Sophomore Addison Lundstrom was on the junior varsity squad a year ago, but she’s a runner to watch out for, Wildcats coach Paul Lawryk and Tau said. That’s because Lundstrom had a tremendous track and field season in the spring, finishing 14th in the CCS Semifinals in the 800-meter run. She also had a PR of 5:25.72 in the 1600, which can translate well to cross country’s longer distances. “Addison has improved a lot,” Tau said. “She’s also building up and it’ll be exciting to see how she does.” Tau said the team has a special bond and that’s what makes going to practices a highlight. “They’re sometimes the best part of our day,” she said. “We always have a good time and it’s nice we can decompress with friends after school. It’s always fun to go on long car rides (for out of area meets) and stay at hotels and enjoy each other’s company. We’re all really lucky to be on a team with good teammates.” Meanwhile, the boys team should be strong once again. The Wildcats added sophomore Aydon Stefanopoulos, who transferred from Mitty after last year’s cross country season. Stefanopoulos had a terrific freshman season, finishing in sixth place in the CCS D-2 race in a PR of 15:57.9. That qualified Stefanopoulos for the state meet, where he took 22nd. Seniors Jack Fan and Keaton Wong are two of the top returnees, with PRs of 16:48 and 17:05.6, respectively, at Crystal Springs. Lawryk said he’s expecting some good things out of sophomore Ben Klarich, who hasn’t run cross country since the seventh grade but is coming off a strong track season. “Ben is one of those guys who has some good upside, and he could be someone who could make a breakthrough,” Lawryk said. “We have some pretty good runners and if no one gets hurt, we could be a top three or four team.”

The American Red Cross has faced a “concerning” drop in blood and platelet donations this summer, according to the organization, and donors are needed to make an appointment to give in August to help prevent a blood shortage. The decline in donations has caused the Red Cross blood supply to shrink nearly 20% in recent weeks. Type O negative blood donors and platelet donors are especially needed now. “This is a concerning trend that may soon make it tougher to keep blood products stocked on hospital shelves,” said Paul Sullivan, Red Cross senior vice president of donor services. “By choosing a time to give now, donors can help pump up the blood supply for those in immediate need of lifesaving care and those who rely on transfusions for treatment.” In Los Gatos, a blood drive is scheduled on Aug. 6 from 9am to 3pm at 580 West Parr Ave. Donors can schedule an appointment to donate using the Red Cross Blood Donor App, by visiting RedCrossBlood.org or by calling 1.800.733.2767. All who come to give will be automatically entered for a chance to win gas for a year. There will be three winners. BEHAVIORAL HEALTH NAVIGATOR PROGRAM LAUNCHES Santa Clara County’s Behavioral Health Navigator Program, which was proposed by County Supervisor Joe Simitian, launched on July 27. This program will help connect individuals and families to County and community resources, and guide them through the behavioral health system, ensuring that community members have access to accurate and relevant information and to resources for mental health and substance use. “People who need mental health help—for themselves, a friend or a

I never thought it was possible for me to make friends so quickly, after moving to Los Gatos a little more than two-and-a-half years ago. Yet, by joining a service provider organization and committing to help, when possible, I encountered so many club members it became easy to find people with similar values and interests. We have many great service clubs in Los Gatos in addition to Rotary, such as the Lion’s Club and Kiwanis. I happened to have picked Rotary. However, regardless of the service club you choose, you should pat yourself on the back for your “Service Above Self ” and for going “From Strength To Strength.” Jeffrey P. In 1950, Rotary International adopted two mottoes. One was “He Profits Most Who Serves Best” (Rotary did not officially welcome women until 1989), and the other was “Service Above Self.” To this day, Rotary continues to use the latter motto. After being a member of Rotary Club of Los Gatos for a few years, I am convinced that a better motto for Rotary might be “Work Hard, Play Hard,” since that is what I have observed occurs, at least at our club. The club members combine service projects, providing financial support to our schools, giving financial support to other local needs and international causes, fundraising events, and other endeavors, with barbecues, once a month social get togethers, holiday parties, and our annual roast and toast dinner to honor our departing president. Perhaps another motto for our Rotary club might be “From Strength To Strength.” I found this one from the book by Arthur Brooks, of the same name as my motto. In addition to being a prolific author, Mr. Brooks has a podcast titled “How to Build A Happy Life” and he is the William Henry Bloomberg Professor of the Practice of Public Leadership at the Harvard Kennedy School and Professor of Management Practice at the Harvard Business School. Before joining the Harvard faculty in July 2019, he served for 10 years as president of the Washington, D.C.-based American Enterprise Institute (AEI), one of the world’s leading think tanks. Mr. Brooks spent years considering how to go from disappointment arising from his declining abilities (as a French horn player!), into a rich and rewarding rest of his life. The major takeaway from his research is that to build relationships with others, remove yourself from the pursuit of meaningless rewards, and instead seek to connect with others and to provide service to others. As I looked around the room for my first meeting as a member of our Rotary club’s board of directors, I realized that my colleagues on the board

SATURATED Sweet flag might enjoy wasteful watering. soil type and plant material are all relevant considerations. Moisture requirements change seasonally, and from year to year, as plants mature. Highlight: sweet flag If unpaved drainage ditches and collection ponds were more common locally, sweet flag, Acorus gramineus, might be also. It can provide a nicely neat border for such waterways, where the ground is too steep and damp for mowing. It can migrate into muddy situations and even into shallow water. Its dense network of fibrosus rhizomes helps to retain mud. “Variegatus,” with elegantly elongated and variegated leaves, is the most popular cultivar locally. It is rare in nurseries, but occasionally shared by friends and neighbors who grow it. Propagation by division is very easy. Single shoots or clumps of shoots grow if merely plugged into damp soil or mud. “Pusillus” lacks variegation, and develops stouter leaves. Sweet flag aggressively excludes other herbaceous vegetation, but does not migrate too rapidly. Plucking shoots and plugging them elsewhere accelerates migration. The dense foliage might get a foot deep. Individual leaves are very narrow, like grass. The mundane bloom is easy to ignore and is uncommon where the soil is not often saturated or muddy. Saturation of the soil should be a rare problem within the local chaparral climates. Water is a limited resource. That is why plants that are not native or endemic to other chaparral or desert climates rely on supplemental irrigation. Many exotic species would not survive through the locally long and dry summers without it. Water is only sufficient during winter. The unfortunate reality is that soil saturation is among the more common problems within landscapes that rely on gardeners. Although most gardeners are proficient with irrigation, some are not. They would prefer to irrigate too generously than risk desiccation. They do not assume the expense of the water, or of the plant material that succumbs to saturation. Although significantly less common within home gardens that do not rely on professional gardeners, soil saturation is possible. It occasionally happens within pots or planters that lack adequate drainage, or if the drainage becomes clogged. Saucers that contain water that would otherwise damage decking or flooring might inhibit drainage if constantly full. Besides within pots and planters, saturation is more likely within dense garden soil than within coarser soil. Downspouts could saturate surrounding soil through the rainy winter season. Leaky plumbing might do the same at any time, even if it is merely irrigation pipe that leaks only while operating. Of course, excessive irrigation produces the most saturation. Saturation deprives soil or medium of aeration. Roots avoid soil or medium that lacks adequate aeration. Trees and large shrubbery therefore disperse most of their roots near the surface of saturated soil. Such shallow root dispersion limits stability. The expansion of such shallow roots displaces and fractures pavement and curbs, and heaves lawn turf. Excessive irrigation causes soil saturation during summer. Excessive frequency is more likely to cause saturation than excessive volumes of water. Unfortunately, it is impossible to prescribe appropriate irrigation schedules and application rates. Climate,

…AS WONDERFUL AS SUMMER IS, sadly, it tends to slip away. Always sooner than we’d like or expect. The fact is, jazz on the plazz has just three concerts left. We are, however, going out in style. This Wednesday we welcome the terrific sound of Sammy Miller and The Congregation. The Julliard trained Grammy® nominated drummer leads a group of young players including saxophonist Ben Flocks who was here a few years ago as part of The Monterey Jazz Festival All Stars. What a great story…and, what promises to be a great night of music. Then it’s the Brubeck Brothers Quartet on August 10th. I can think of no better way to continue our homage to Dave than hosting his wonderfully talented sons for a night of looking back and looking forward. While the icon has left us, his spirit will no doubt fill the plaza for a very special evening. We wrap things up on Wednesday August 17th with our annual end of season extravaganza. It’s more of a party featuring the multiple Grammy® Award winner, Tony Lindsay. This year he'll be accompanied by The Soul Soldiers. And trust me, they will make you feel like dancing. So, join us as we start to bid farewell to, “Sounds of Summer” and start preparing for jazz on the plazz 2023.
