M

More than 200 potential investors from Texas, Oklahoma and Mexico gathered at the InterContinental Dallas to participate in the official launching of Mexico Energy and Business Magazine and to take part in the 1st Mexico Energy and Business Forum. During the event, keynote speakers, panelists and oil/gas businessmen convened for six hours to explore investment opportunities in Mexico’s energy sector. The forum began with an introduction by Carlos Marron, Promexico’s representative in Houston. During his speech, Marron highlighted the importance of NAFTA’s 20th Anniversary, marked by a new era of economic growth for Mexico with the enactment of the Mexican Energy Reform. Soon after, keynote speaker Senator David Penchyna, who played a crucial role in the legislative processes of the Energy Reform, said in his speech the Reform would be an essential ingredient for a prosperous Mexico in the near future. Penchyna and Energy Reform activist, Congressman Javier Treviño Cantu, were invited to do the honors in the ribbon cutting ceremony. Industry leaders spoke on four separate panels, presenting valuable insight and discussing various themes related to the Mexican Energy Reform. They also highlighted investment opportunities in the Mexican oil/gas, electricity, alternative and renewable energies sectors. Former U.S. Ambassador, Antonio Garza, consul for Mexico City-based White & Case, said there is so much anticipation abroad about what the Energy Reform might mean for Mexico. “The forum provided a wonderful opportunity for participants to interact with government and business representatives, lawyers and investors, and then really delve into some of the practical aspects of doing business in the country during this new and exciting era for energy,” said Garza. You’ll find more coverage on the event on page six. During my speech at the 1st Mexico Energy and Business Forum I said that Mexico Energy and Business Magazine wants to be the conduit between you (readers, investors) and Mexico’s private, public and academia sectors in the energy industry. Our feature story in the November issue epitomizes this notion. In the piece, we present the 36 most influential leaders in Mexico’s energy sector. It’s an inside look at dozens of prominent professionals in the Mexican energy industry — one that we hope is not only beneficial to investors, but enlightening to all readers. Sincerely,

With a distinguished career in several sectors, Acra López began his career as a financial analyst for Banca Corporativa within Banco Nacional de México in 1998. In 2012 he was selected to be Mexico’s representative in the Global Dialogue Forum on Future Needs in the area of Job Competencies and Industrial Formation of Gas and Petroleum at the International Labor Conference of the International Labor Organization (OIT). In January 2014 he was named as a member of the Binational Committee of Texas A&M University. He is the General Director of the SECNER Industrial Group.

Alanís Ortega has participated as a member and advisor to several nonprofit organizations, private and public advisory councils, nationally and internationally, and taught courses and lectured at various universities in Mexico. He has considerable teaching experience and has taught the seminar Economy of Mexico at the ITAM. Currently he is the “AA” Professor in the Law School at the UIA, where he teaches environmental law.

Cintia Angulo de Leseigneur President and General Director, Alstom México

• Doctorate in Public Administration, National Administration School (ENA), France. • Master’s in Public Administration, Sorbonne University, Paris, and the University of Monctón, Canada. The first female president of Alstom México, Angulo de Leseigneur is also the first to receive in 2002 the Knight of the Legion of Honor award from the French government. Between 1989 and 2006 she worked for the Eléctricité de France (EDF) and was in charge of the EDF’s initial operations in Mexico in 1994 as the group’s president. Before heading up the group in Mexico, she was the delegate and representative of the EDF Group in Mexico. She is also president of the Alstom Foundation.

He has also been the Director Planning, Analysis, and Contracting at Banobras and Director of Administration there since 2006. He was Executive Secretary of the IPAB. In addition he has been Mexico’s Alternate Executive Director at the International Monetary Fund; at the same time he held several positions with the Banco de México in the early years of his professional career.

From 1993 to 1995 De Buen was associate professor of Energy Engineering and a member of the Engineering faculty at the UNAM. He has been an international consultant for the InterAmerican Development Bank and the World Bank. He developed diverse projects at the Lawrence Berkeley National Laboratory, the Federal Electricity Commission, and the Engineering Institute at the UNAM. From 1995 to 2003, he was General Director of the National Commission for Energy Saving (CONAE, now CONUEE).

Within the Mexican public sector, De la Fuente worked in the President’s Office, for the Ministry of Energy, and for the Energy Regulatory Commission. In 2006 he joined Shell as Marketing Manager of North West Shelf Gas in Perth, Australia, and for the last three years and a half has been the Representative and Business Advisor of Shell in Oman LNG and Qalhat LNG in Dubai. He was nominated President of Shell in Mexico in July 2012, leading the entire Mexican team.

Escofet has more than 20 years of experience in the development, design, and implementation of power generation projects, such as wind, combined cycles, photovoltaics, cogeneration, and hydroelectric. • Bachelor in Law, Escuela Libre de Derecho. Hernández is one of the most influential women in Mexico because of her experience and proven results both in public and private sectors. For three years she accepted the challenge to spearhead GE México. Her objective in broad terms was to solidify its “aggressive” growth plans. Changing directions toward the public sector, she joined the Federal Consumer Protection Office’s Attorney Services in 2003. In 2007 she was the General Director of Telecommunications Policy in the Ministry of Communications and Transportation. Two years later in 2009 she was named the Undersecretary of Communications.

Commissioner, National Commission of Hydrocarbons (CNH) • Doctorate in Petroleum Engineering and graduated with honors, Universidad Nacional Autónoma de México (UNAM).

Martínez has been a professor in the engineering faculty at the UNAM. Previously he was an administrator for Pemex Exploration and Production and responsible for the Department of Human Resources and Competition and Innovation within Pemex Exploration and Production. Currently, he is responsible for the validation and direction of studies, analyses, projects, and technical documents to increase the effectiveness of Petróleos Mexicanos in the areas of exploration and production for the CNH, which is an autonomous and technical authority responsible for regulating, supervising, and evaluating the exploration and production of hydrocarbons.

In December 2011, Martínez was nominated General Director of Pemex Gas and Basic Petrochemicals (PGPB). He has been involved in activities in the Division of Natural Gas since June 2010. In 2005 he was the Subdirector of Operations and Execution of Strategies in the Corporate Division of Operations. In 1995 Martínez began his career in PGPB as Manager of Programming and Analysis of the Division of Liquid Gas. Afterwards he was the transport business manager in the area of pipelines.

On September 18, 2014, Molina was ratified by the Mexican Senate as an Independent Director of the Federal Electricity Commission for a period of four years. Thus, the recipient of the Nobel Prize for Chemistry in 1995 will be part of the Commission until 2018. He is member of the National Academy of Sciences and the Institute of Medicine of the United States and since April 2011 is one of the distinguished scientists that form part of the Council of Advisors on Science and Technology of President Barack Obama.

Before his current position, Dr. Ochoa held the position of Undersecretary of Hydrocarbons in the Ministry of Energy (SENER). Oviedo has broad experience in Petróleos Mexicanos in exploration, production and surface geology, and technological development planning. As a professor of Structural Geology in the graduate program at the National Polytechnic Institute, he has written several publications and essays. Currently he is president of the Association of Petroleum Engineers in Mexico.

Penchyna has been the subdirector of studies and analysis with the IFE. He was secretary of the board of the National Commission of the National Support Fund for Social Enterprises (FONAES). From 1986 to 1988, he served as the technical secretary of the Commission of Programming and Budget of the Congress of Hidalgo; at the same time he was the private secretary of the coordinator of the PRI’s parliamentarian group in the Congress. From 1989 to 1990 he was the department head of the executive offices of the Broadcasting Communications of the Mexican Secretariat of the Interior (SEGOB). He served as Federal Deputy from 2009 to 2012.
