If you are bringing more than 50 USD wor th of merchandise per person but not more than 1,000 USD, you may declare it by driving into the customs facility thru the declaration lane (carril de declaración). You will need to fill out some documents and determine the value of your merchandise. The duty is usually between 15% and 25% of the value.

WHAT DO I NEED TO ENTER MEXICO?

Business travelers must complete and submit a form (Form FM-N) authorizing the conduct of business (but not employment) for a thir ty-day period. Travelers entering Mexico for purposes other than tourism or business or staying for periods longer than 180 days require a visa and must carry a valid U.S. passpor t. U.S. citizens planning to work or live in Mexico should apply for the appropriate Mexican visa (FM3, FM2) at the Mexican consulate nearest your city in the United States, or through the immigration professional in your area.

You are required to get a tourist card (tourist visa) if you are planning to stay more than seventy-two hours, or if you plan to travel south beyond Ensenada, San Felipe, or Puer to Peñasco. Tourist visas are available at all border crossings .

WHAT CAN I BRING INTO MEXICO?

DO NOT BRING GUNS OR DRUGS INTO MEXICO. You will go to prison. Do not bring such quantities of anything that it may look like the item is for resale. As a tourist, your personal luggage and other merchandise must not exceed the allowed exemption of 50 USD per person.

Allowed items include: personal things such as, new or used clothes; shoes; toiletries (quantities not for resale); and no more than two used spor tsequipment items. You can also bring in two car tons of cigarettes; fifty cigars or 2.2lbs of tobacco (1 kilo); one liter of wine or hard liquor; twelve rolls of film; a computer; camera equipment; and one musical instrument, as long as you can carry it—really, that is the law.

Medicine for personal use is also allowed. Note: Be careful not to bring a large quantity of your prescription medication.

If you carry more than the equivalent of 10,000 USD in foreigner currency (or the equivalent in checks, and/or other monetary instruments), these must be declared.

WHAT CAN I TAKE HOME?

You can bring back 800 USD of duty-free merchandise per person, per month, including one liter of alcohol. Mexican ar ts and crafts, including handcrafted furniture, are duty-free and do not count toward the 800 USD limit.

VEHICLE PERMITS

Tourists traveling with their vehicle beyond the border zone nor th of Ensenada, San Felipe or Puer to Peñasco must obtain a temporary impor t permit or risk having their vehicle confiscated by Mexican customs officials.

MILITARY CHECKPOINTS

There are military checkpoints along the way to all the Northwest border cities. These check points serve the same purpose as the California and Arizona highway inspection stops you’ll encounter on the return north. The soldiers will be carrying weapons, but there is nothing to be concerned about, the soldiers are looking for drugs and guns. You’ll find them to be polite and friendly. They may ask to look inside your vehicle or RV. Check points on both sides of the border, are an agreement between the United States and Mexico to fight drugs.

San Felipe Horseshoe Tournament 5 DAYS LEFT! PULL YOUR TEAM TOGETHER AND PITCH SOME SHOES!

Mexico Living is proud to announce the Mexico Living’s 1st Annual San Felipe Horseshoe Tournament!

The tournament will be held on Saturday July 5th at Cantu Cove.

The registration fee is $10.00 per team (paid prior to start of tournament). Trophies will be awarded for the first place team. A game will consist of 21 points. This will be a double elimination tournament. Women will throw from 26 feet, while men will throw from 36 feet.

Bring your friends and family, this will be a good time for all! This is a community BBQ and get together. We’ll have lots of cold cervesa and covered spectator and eating areas. The tournament is on the shores of San Felipe’s best beach (Readers Poll 2007), the beautiful Cantu Cove, so you can take a dip between pitching and never miss the action, vendors, food, or horseshoes entertainment!

The Lions Club of San Felipe will have the PAWS THAT REFRESH onsite with Hamburgers and Hotdogs.

We will be honoring the outgoing Lions board members and welcoming the new board members.

MEXICO: SAFER THAN UNITED STATES SHOULD YOU JUST READ THE HEADLINES?

It was among the most brutal homicides in recent memory. On a sunny Sunday afternoon last fall, two men jumped out of an SUV and set Marcial Sanchez on fire. The 52-year-old factory worker was engulfed in flames and burned over 70% of his body. He died hours later at a hospital. No one who saw Sanchez’s killing reported it to police. [1]

f you were to read this, would you think twice about planning a vacation to that city?

Unfortunately, these are the stories filling the pages of newspapers across America.

It isn’t just in major cities in the U.S. that recent spates of violence, often attributed to teens and young adults, have sparked concern. A top official has warned parents to find out whether their children are carrying knives, after attacks killed 14 teens so far this year, including an 18-year-old actor. There have been at least 28 teen murders throughout the country in 2008.

Does this sound like a country you would want to take your teenagers to or a place you let them go for Spring Break? Probably not. But what if you knew the first headline refers to an event in East Los Angeles and the second, to a trend in England?

Of course, anyone planning a vacation or contemplating a move weighs many factors when deciding where to go. Travelers want to feel safe.

How can anyone really know whether they will be safe in another city or country?

Take the example of Mexico. There have been many sensational headlines published about the murders and kidnappings in Tijuana. It is true that there are drug cartels in Mexico, known police corruption, and a great deal of violence surrounding the drug trade. However, confrontations tend to occur outside of resort and tourist areas; even in places close to Tijuana such as Rosarito, very rarely experience violent crime. Many Mexicans, as well as Americans living in Mexico, believe that the reports of violence are over-stated, causing more fear among potential travelers than is necessary.

“The recent media trend seems to be to link any crime or police action to the entire country, which is similar to having an incident in Los Angeles reflect on the entire United States,” says Ron Raposa, the international public relations representative for Rosarito Beach. He adds, “The coverage varies some from media outlet to media outlet. But in general, the U.S. media in recent months has presented coverage of Baja California and Mexico that lacks perspective, balance and sometimes accuracy.”

IS MEXICO SAFER THAN USA? The U.S. State Department put out a warning about the violence in Mexico. The report states that 128 Americans were killed in Mexico between January 2005 and December 2007.

Looking more closely at the data, Rosarito Beach, Ensenada, Mexicali, San Felipe, Tecate and Puerto Peñasco (Rocky Point) only had 42 homicides in the last three years combined. Those are the largest tourist areas of Northwest Mexico, excluding Tijuana.

In Los Angeles County, there have been 103 murders in the last six months. In 2007, there were 324 homicides in L.A. County. People in Los Angeles would probably say that there are certain unsafe areas to avoid. People living in Mexico would say the same thing.

More detailed statistics indicate that he murder rate per 100,000 people in Mexico is about 13. Recent FBI statistics show the murder rate in Baltimore is 43.3, Washington DC is 29.1, and Detroit is 47.3.

Mexico to invest $1.6 billion PASSPORTS ARE NOT in tourism

Tourism in Mexico

Mexico’s tourism ministry predicted that the country will see an investment of $1.6 billion in the tourism industry in the next five years, creating 13,400 jobs.

The figure will include $108 million of government money, or about 7 percent of the total, Tourism Minister Rodolfo Elizondo Torres told senators Wednesday in Mexico City.

Mexico is building three new airports and renovating 292 roads that lead to tourist destinations in a bid to attract more visitors to its beaches and colonial cities.

Tourism accounted for 4.9 percent of Mexico’s economy in 2007, according to a report by the World Economic Forum.

The investment will create 3,270 jobs directly, and 10,137 jobs indirectly, Torres said.

nsenada is the third-largest city in the Mexican state of Baja California. It is located 116 km (about 70 miles) south of the San Diego/ Tijuana border crossing. The city had a 2005 census population of 260,075. Ensenada is also the municipal seat of Ensenada. Baja California restaurants earn important international award.

Two restaurants from Tijuana, Rincón San Román and Villa Saverios, and El Rey Sol from Ensenada were distinguished with the “Star Diamond Award” from the American Academy of Hospitality S c i e n c e s , headquartered in New York.

Oscar Escobedo-Carignan, head of Tourism for the state of Baja California noted that this award is a yearly recognition to world-class excellence in tourism and restaurant services.

“It is highly significant that three establishments in Baja California have received this merit. A clear sign that our restaurant and the quality of tourism services in Baja California is a main attraction we have to offer the world. This is the first time that three restaurants in the state receive this distinction in the same year,” he added.

The American Academy of Hospitality Sciences is an international organization where nominees go through intense scrutiny and are selected from the hotel, restaurant, and transportation services.

México won 50 awards for establishments in various states among them, Guerrero, Quintana Roo, Yucatán, Jalisco, Baja California, Baja California Sur and Distrito Federal (México City).

Back to San Felipe where Juan continued working on the racecar to have it ready for contingency in Ensenada on Friday, May 30.

The moment all awaited was the starting line Saturday morning, May 31 for the green flag of the 40th annual Baja 500, the second oldest off-road race in the world. The oldest is big brother, the Baja 1000, which celebrated its 40th anniversary last year.

Jere and I arrived Friday morning to set up our pit with fuel, tires, and tools. Only one other person was at this section of the course, Crazy ‘Ol Bob from BFG Relay. We shared the precious little open area of

ace mile 114, not the beginning and certainly not the end - this part of the racecourse was new. A fresh trail bulldozed across a rocky canyon, up the side of the cactus covered valley and over the top of the summit pointing nearly 4,200 feet into the clear blue sky.

Not a road really but a swath of rocks of all sizes and shapes that required great skill and patience to navigate a two or four wheeled race vehicle at the maximum speed up and over to a more frightening plunge down steep cliffs to the huge sandy wash and vast dry lake.

the spine and rock strewn landscape summit for two days, just the three of us. Until sun-up on race day when a small caravan of motorcycles, quads and a Jeep loaded with people and supplies arrived. “Who are you pitting for”, we asked, “no one was their reply we just came to watch”.

In the middle of the middle of nowhere, high on a lonely mountain top in Baja – spectators! Wow! We all strained to catch the first glimpse of dust or the sound of the racers as they thundered into the far end of the canyon and bounced their way up the side of the mountain to our tumultuous cheers, waves, and thumbs up, the universal gesture of acceptance.

Only in Baja do people appear out of nowhere in some of the most remote desert and mountain landscape in the world to endure the stark naked terrain devoid of any creature comforts and cheer and party. The Baja 500 is so much more than a race - unless you experience it yourself – you may never know.

The most impressive cacti in the Valley of the Giants preserve tower 70 feet above the classic Baja desert terrain. Large individuals can weigh in at 25 tons and can live over 300 years.

In the spring, the cardón cactus displays white trumpet flowers on its upper arms, especially on the warmer southerly side. The flowers last from the afternoon until the middle of the following morning so that nectar-loving bats can pollinate them.

Visitors to the Valley of the Giants should be aware that the Cardón cacti and all of Baja California wild life are protected under Mexican law which Mar de Cortez at the end of “El Malecon” requires permits to remove any cactus from its soil, so taking cacti from their natural habitat and replanting them in your garden is prohibited We Welcome Visa & Mastercard and fines for cactus poaching can be as high as

Mexico to refund taxes to tourists by John Flinn Beginning in June, foreign visitors who arrive by air or sea will be able to get refunds on the 15-percent value added tax (VAT) they paid during their Mexican vacations.

“We know that Americans are facing a very severe recession and that some of them are choosing to only travel within the United States,” Benjamín Díaz, a Mexico Tourism Ministry official, told BusinessWeek. “It’s important for Mexico to offer those Americans who decide to travel abroad despite the recession an extra economic incentive: giving them back their tax.”

Mexico is setting up kiosks at five major international airports - Mexico City, Cancun, Guadalajara, Los Cabos and Puerto Vallarta - where visitors can reclaim the VAT they’ve paid on goods totaling at least 1,200 pesos ($115).

To qualify, purchases must be made at approved businesses with credit or debit cards issued outside

Mexico. Visitors must present their passports at the time of purchase and get a receipt and official VAT refund form from the store.

Taxes paid on hotels and meals will not be refunded, and those who cross the border by land are not eligible.

For those who qualify, half of the VAT will be refunded immediately in pesos, up to a maximum of 10,000 pesos (about $955). The balance will be credited to the tourists’ credit cards or bank accounts within 40 days, according to the announcement.

Starting next year, the program will be expanded to other airports and cruise ports.

Tourism is Mexico’s third-largest source of revenue, bringing in $13 billion last year. Eighty percent of the 21 million foreign tourists visiting Mexico last year were from the United States, lured in part by the fact that Mexico is one of the few countries where the U.S. dollar has actually increased in value over the past year.

The VAT decision, Díaz told BusinessWeek, is aimed at keeping working- and middle-class Americans returning to Mexico’s beaches and Maya ruins.

An interesting historical highlight involving the cardón cacti took place in 1992, when Mexico sent a 45-foot tall 150 year-old living cardón cactus from the Valley of the Giants on a transatlantic voyage to Seville in Spain to honor the 500th anniversary of the “discovery” of the Americas in 1492 by Cristobal Colón (also known as Christopher Columbus).

Those who have enjoyed seeing the California redwoods will most certainly find the Valley of the Giants an interesting place to visit. Puerto Peñasco, Sonora

PUERTO PENASCO SONORA MEXICO Puerto Peñasco, commonly known among many of its English-speaking visitors as Rocky Point, is a small city of approximately 42,000 people in the northern state of Sonora, Mexico. Located on the shore of the Gulf of California (also known as the Sea of Cortéz), the town is known for its fishing and tourism industries.

It is a popular destination for tourists, particularly those from Arizona, for Puerto Peñasco is nearest beach.

This is why it is such a popular Spring Break destination with students from Arizona, New Mexico, and California.

Puerto Peñasco is located in the ‘free zone’ where tourists are not required currently to obtain immigration papers in order to visit. Puerto Peñasco marina has new fuel docks and other boat-related developments as part of the country’s Escala Nautica (Nautical Ladder) efforts, which call for a chain of ‘tourist-class’ marinas sprinkled up and down the Baja coast in an effort to promote nautical tourism.

Puerto Peñasco has two main beach areas. To the west of the Old Port area, there is a wide, flat area known as Sandy Beach. This is the home to several large hotel/resorts with more under construction. East of Puerto Peñasco, there is a long coast with several areas, known in parts as La Mirador, Playa del Oro and then Las Conchas, an area of beachfront and nearbeach condos, homes and time-shares.

Puerto Peñasco is in the same time zone as Arizona observes, and does not observe rules for Daylight Saving Time same as Arizona.

GETTING TO PUERTO PENASCO FLYING Puerto Peñasco (Rocky Point) now has flights to and from Los Angeles (LAX)

DRIVING Visitors to the interior of Sonora are now able to drive directly to such cities as Guaymas, San Carlos, Hermosillo, Bahia de Kino, Caborca, Father Kino Missions, Magdalena, and Santa Ana without the timeconsuming process of obtaining a car permit. With the

movement of the “Only Sonora” vehicle checkpoint, visitors to the state will no longer have to obtain a car permit in order to travel south of Nogales. Puerto Peñasco From Phoenix west on I-10 to State Route 85, southbound on SR 85 to Gila Bend.

Gila Bend turn right at a sign stating “Mexico” and “SR 85 South” before McDonalds. Continue southbound on SR 85 through Ajo, Why and the Organ Pipe National Monument to the border at Lukeville, Arizona.

From Tucson, State Route 86 westbound to “Why”, Arizona and go south on SR 85 through Organ Pipe National Monument to the border at Lukeville, AZ. From Yuma, go eastbound on I-8 from Yuma to the SR 85 to Gila Bend (see Gila Bend above).

From Ensenada or San Felipe take the Mexico Route 2 (MR-2) towards San Luis Rio Colorado and continue on MR-2 to Sonoita.

From the border, you will continue southbound two miles to a three-way intersection in Sonoyta.

Merge LEFT towards Caborca for one until the road splits into a “Y”, stay to the RIGHT and you’re on your way. Continue southbound approximately fifty miles to Puerto Peñasco.

THINGS TO DO Puerto Peñasco has a wide variety of activities available for everyone, from the lazy days relaxing in the sun, to the action filled wild ride. Activities including shopping, scuba diving, sport fishing, sunset cruises, off-road adventures, horseback riding, kayaking, parasailing, watercraft rentals and much more.

Here are a few basic rules to follow to avoid trouble: NO drinking and driving vehicles of any kind including ATVs. No drinking under 18 years of age.

All vehicles are prohibited on the beach.

No riding ATV’s after dark, on the beaches or on Blvd Juarez.

Fireworks in designated areas until 10:00 PM No possession of drugs, guns or weapons.

Speed limits (25 MPH) and drivers must be 16 years old.

Kick start your day at Giuseppe’s

The instant I walked past the gate into the lovely garden patio area with fountain and walk-up service window I felt comfortable. French doors lead from the garden into the dining area and I was engulfed in the smell of fresh brewed coffee. I was ready to start my day.

Giuseppe’s coffeehouse on Fremont has one of best breakfasts. They make eating breakfast a complete pleasure, delicious food, friendly service, and comfortable environment. The garden murals on the walls and calming green colors make relaxing over my bacon, eggs, and yummy country potatoes a treat.

On my first visit to Giuseppe’s, I met Anita Bascelli and sisters Cristina and Norma Estrada along with cook Juan Alberto.

This was a good day for me, they had a buffet. I have never been a handyman, but I can build a great

breakfast plate. Giuseppe’s had all the bases covered; bacon, eggs and yummy country potatoes, but today there were biscuits with sausage gravy, sausage solamente and pancakes, toast, plus more but it became a bluff after the sausage gravy.

I’ve not had Giuseppe’s for lunch, but if it’s par with breakfast, this place is one of the best. They provide free wireless Internet access and at a good speed and no pressure to eat and leave, just relax.

For the early bird, Giuseppe’s Coffeehouse is open at 7:30 am, which really is early in Mexico, but helps when you want to get a start on the day. On my second breakfast visit in the same number of months, I was kindly welcomed and served a perfect plate of bacon, eggs and yummy country potatoes.

I would highly recommend locals and visitors to start their day at Giuseppe’s Coffeehouse and with any luck I’ll see you there.

Paipai Indian Art

The Paipai Indians - also known as Akwa’ala occupied the northern Sierras in the interior of the northern Baja California Peninsula. Their original territory included the lower Colorado River valley in the present day municipios of Enseñada and Mexicali, as well as adjacent areas in western Arizona, southern California and northwestern Sonora.

The Paipai first encountered Europeans when Sebastián Vizcaíno’s expedition mapped the northwest coast of Baja California in 1602. Later, in 1780, the Dominican mission of San Vicente was founded near the coast in Paipai territory. It became a key center for the Spanish administration and military control of the region. In 1797 San Vicente was supplemented by an inland mission at Santa Catarina, near the boundary between the Paipai and Kumeyaay territories. The main modern Paipai settlement is at Santa Catarina, a community they share with Kumeyaay and Kiliwa residents. Santa Catarina is located approximately 50 miles east of

These indigenous people have retained much of their traditional knowledge; and many of them provide for their families, as they have for thousands of years, by harvesting from their land natural resources such as yucca, pine nuts, honey and firewood, and by raising livestock and crops. Some of the Paipai Kumiai people earn their living by making traditional arts and crafts to sell, such as pottery, bows and arrows, and by weaving willow, pine and juncus baskets, including agave fiber carrying nets. Some of the men also work in Guadalupe Valley as cowboys or farmers, as well as on their own ranches.

Daria Mariscal lives in the Paipai community of Santa Catarina, Baja California, Mexico, and is an artisan in the traditional style of pit fired pottery. That is also where Daria quarries her own clay for each of her fired pots. She often teaches pottery making classes and has taught on the Viejas and Barona Indian Reservations in San Diego County; and hopes to introduce her workshops in San Felipe.

Daria also weaves baskets with juncos, palm and piñon pine needles. The sales of her pottery and baskets go toward the construction of a planned

Green Angels (Augeles Verdes) To Serve and Protect Photos and words by Robin Waters The Automobile Club of Southern California (AAA) offers its members maps and insurance for driving in Mexico, but doesn’t provide roadside services outside the U.S. The Green Angels are a government-sponsored organization founded in 1960.

They’re staffed with mechanics (some bilingual) and patrol Mexico’s roads and highways providing free emergency roadside assistance and tourist information to all national and international motorists throughout Mexico.

The Green Angels currently operate a fleet of more than 275 pickup trucks.

The Green Angels operate Baja Green Angels daily from dawn until dusk, and will repair your vehicles for minor emergency breakdown problems. The only cost to you is the parts. Just open your hood up all the way to signal them. In Baja California, the Angels cover 11 routes for a total of 1497 miles daily, and Sonoran Angels patrol another Sonora Green Angels 12 routes and 1256 miles.

In 2007, the Baja California Angels provided more than 7,490 roadside assistance stops. A staff of twenty-one drivers, one office person, two radio operators and one service chief currently cover Tijuana-Tecate-Ensenada / Ensenada-Valle de Trinidad / San Quintín-Guayaquil /Guererro Negro – Punta Prieta / Tecate-Mexicali, plus Mexicali-San Felipe and back.

The Green Angels are trying to work more closely with SECTUR and the Baja California State Secretary of Tourism to increase resources for upgrading units and staff to achieve their route goals. They hope to expand coordination with national and international

organizations that can help, including help from the AAA with possible equipment donations and continuing training programs.

Sr. Javier Rivera is Chief of the Green Angels for Baja California and has his office at the Otay Mesa border crossing, explained that their emergency stocks were badly depleted while helping in emergencies at the Baja 500 race in May. A Letter from the Tourism Secretariat for the State of Baja California

I

n order to create a better environment for visitors to Baja California, we are pleased to share a few of the actions that are taking place in coordination with authorities from the three levels of Government in order to assure a safe and pleasant stay for travelers to our State.

First of all, it should be underlined that Baja California maintains a very welcoming and positive attitude towards visitors, the same that historically has made us one of the preferred destinations for tourist from the United States and from all over the world.

While in the latter part of 2007 a number of isolated incidents took place, corrective undertakings where implemented by the authorities which have proven to benefit those who travel in our State. A good indicator was Easter and Spring Break vacation, as expectations where surpassed when over 380 thousand national and foreign visitors traveled throughout Baja California without an incident worth mentioning.

Among the efforts in place, the following should be mentioned: • We started on Avenida Internacional and along the border zone of Tijuana a tourism assistance effort with motorcycle guides to orient our visitors is ongoing.

• Our Visitor Assistance Hotline 078 was improved. This toll free service provides visitors with information and assistance when necessary 365 days a year.

• We now have sixteen Visitor Information Centers available throughout the State.

• We have produced and are distributing over two million “safety tips” brochures that include a map as 68 - Guide to Resort Living in Northwest Mexico

well as useful information for our visitors.

• We have upgraded and in some cases relocated our offices in order to be closer to visitors and provide better service.

• We are maintaining a closer working relationship with law enforcement agencies as well as the highway patrol to disseminate useful information and to assure they provide timely assistance to visitors when necessary.

• Bilingual operators are now available at our Emergency Phone Line 066 which can also be accessed once here from any US cellular phone, by dialing 911 or 112 from European cellular providers.

• We increased the roadside assistance service provided by the “Green Angels” .

• A new internet link is available on our website www.discoverbajacalifornia.com so that our visitors may describe their Baja California experience. This space is available to for , suggestions and even complaints..

In so far as the City Authorities are concerned: • The new Tourism Police is now in service in the city of Rosarito Beach.

• Also in Rosarito Beach, a citizen watch group was formed with 300 volunteers to oversee that visitors have a pleasant experience while there. .

• In the City of Tijuana, law enforcement presence has been addressed and drastic measures are in place to prosecute police officers that act unethically.

• In the City of Ensenada a training program has been implemented focused on bilingual tourism police officers.
