Buying land that was entitled as an ejido can be a safe and prosperous personal or business venture. LOCAL ART Artist Steve Sullivan is the Cactus Man

teve Sullivan is the Cactus Man.Best known for his water color “Cactus Man” and the “Cactus People”.

His cactus character have a jazzy and playful feel; \RX FDQ ¿QG \RXU IULHQGV DQG IDPLO\ LQ WKH paintings with just a little imagination. Cactus is not the only characters he brings to life, he sees faces in palms, chili peppers, and other desert life.

Steve is inspired by weather, people, landscapes, and of course the plant life of San Felipe. “What could be better than living next to the Sea of Cortez and seeing the desert at the same time?” Driving his bike WKURXJK WKH GHVHUW LV ZKHUH \RX PLJKW ¿QG him looking for new characters in the cactus.

He says they shout out to him and thats when they become his newest creations.

In 3rd grade Steve remembers creating an Aztec calendar using paper mache; this SURMHFW KHOSHG KLP ¿QG RXW KRZ PXFK KH HQjoyed creating art. He began with paper and moved to paint, as an owner of a sign shop

in Los Angeles he was able to work with many different mediums, keeping him ÀH[LEOH DQG WUDLQLQJ KLV FUDIW Art is apart of his life not only because he is an artist himself, but becasue he shares the passion with his wife Linda.

Together they own The Peoples Gallery and have been showing and promoting local artist for years. For almost 18 years the two of them have live here in San Felipe and they have seen the art scene grow and change and want to see it continue to mature. “The art community future seems to only bring good things” says Steve.

Take a trip to The People’s Gallery; meet Steve and enjoy his art. He will be Happy to show you around, but don’t go knocking until the 3rd week in September, he and Linda are on summer brake.

Keeping your home cool as things heat up.

M

any people in San Felipe will rely on their air-conditioning during the summer months to keep their homes cool. While there are times when air conditioning is a good choice for cooling, there are other less energy intensive ways to regulate the household temperature.

We will start with some basic techniques for controlling heat gain that can be applied to any home, then move on to more advanced construction methods and materials.

During the hottest parts of the year in San Felipe, we focus on lowering the indoor air temperature. To do this, start by looking at the house from the exterior. Our goal is to minimize the amount of heat entering the home from outside. The roof, south and west facing walls and windows of a building receive the maximum amount of solar exposure and are responsible for the majority of heat transfer to the interior. Shading these surfaces will greatly reduce the heat gain in the house. Shade for the walls can be created with structures such as porches or palapas, or by planting trees or vines. Windows are best shaded with exterior shutters, overhangs or interior curtains. Flat roofs can also be shaded with plants, or with shade cloth or a double roof system with an air18 - San Felipe M Magazine ag

space. White or other light colored paints UHĂ&#x20AC;HFW WKH VXQV UD\V DQG DOVR KHOS NHHS WKH interior cool. Another possibility for an existing home is to apply rigid insulation to the exterior of the building, then re-stucco over the insulation.

These tips will reduce the load on your a/c system and therefore reduce your monthly electric bill.

But what if you want an even lower electric bill or to eliminate it totally? In these cases, we look back to the time proven tactics employed by our ancestors, people who lived in similar climates to ours before mechanical refrigeration was available. Today we call these techniques â&#x20AC;&#x153;passive cooling.â&#x20AC;? Our ancestors called it â&#x20AC;&#x153;common sense.â&#x20AC;? Centuries of trial and error have provided us with some extremely effective cooling strategies. ,Q IDFW WKH ÂżUVW LFH FUHDPV ZHUH SURGXFHG centuries before mechanical freezers, in the hot arid environment we now know of as Iran!

Keeping cool using passive cooling requires an understanding of human comfort levels; temperature vs. relative humidity.

Natural Ventilation Using only air movement to cool the home and occupants - refreshing sea breezes can be incorporated into the building design through cross ventilation.

High Thermal Mass The ability of a material to absorb heat during the day and release it at night. To be effective the thermal mass material must

be exposed to the interior. A house is considered to have average thermal mass when the H[SRVHG PDVV DUHD LV HTXDO WR WKH Ă&#x20AC;RRU DUHD D FRQFUHWH VODE Ă&#x20AC;RRU SURYLGHV DYHUDJH WKHUmal mass). High thermal mass with night cooling - relies on the thermal massĂ­s ability to slowly absorb heat from the day, then by opening the home at night, cooler night air is allowed to recharge the mass. Windows and doors are open at night and closed during the day.

Mediterranean cultures have used these concepts for centuries. The stone and adobe houses of Greece and Egypt are excellent examples of low-tech ways to maintain comfortable indoor temperatures. The whitewashed H[WHULRUV RI WKH KRXVHV UHĂ&#x20AC;HFW WKH VXQtV UD\V and thick adobe walls provide the necessary high thermal mass. Courtyards and narrow streets provide shaded areas for evaporative cooling through fountains and foliage, while creating stack effect natural ventilation during day and cool air pooling at night.

Incorporating these time-tested strategies into a building design can greatly reduce and often eliminate the need for air conditioning.

MD: Dr. Abosola, have you always lived in San Felipe?

Dr. Abosola: No, I grew up in Puebla City. Itâ&#x20AC;&#x2122;s a big city about 1 hour and a half from Mexico City where I went to medical school.

MD: When did you get here and how did you come to be here of all the places you could have set up practice?

Dr. Abosola: I came 26 years ago. In Mexico they have â&#x20AC;&#x153;government schoolingâ&#x20AC;?.

We have to pay back to the government with one year social service in a rural area.

I came in 1981 for 1 year only, and then I was going back. My dream then was to be a plastic surgeon. Now itâ&#x20AC;&#x2122;s been 26 years and I have a private practice. I have also been coroner for San Felipe for 21 years and was part of St James Hospital when it started.

Dr. Abosola: Right here. Iâ&#x20AC;&#x2122;m adding a surgery room, 2 beds for patients, an XRay machine and we already have the emergency room and a lab. The new parts should be ready in October. I have other doctors that are now working with me here; a Gynecologist and a Surgeon.

MD: What do you do now for patients that need surgery?

Dr. Abosola: Right now, for surgery, I send patients to Mexicali.

MD: What hospital do you go to?

Dr. Abosola: Different hospitals. It depends on how much the patient can afford. Some patients have no money and have to go to the General Hospital.

MD: What is that like?

Dr. Abosola: That can be very bad because they have so many people and itâ&#x20AC;&#x2122;s a government hospital so they donâ&#x20AC;&#x2122;t always have the supplies they need. It can be very crowded and long waits. The General Hospital has to treat any patient Dr. Abosola continued on page 24

Your financial security is dependent on getting adequate international health insurance.

For coverage that is more extensive there are comprehensive plans with higher premiums that may cover psychiatry, organ transplants, rehabilitation, home nursing, childbirth, home delivery, general practitioners consultations, eye and ear specialists, and other specialists.

Diagnostic tests such as lab work, x-rays, scans, etc., may also be covered.

What Is Covered, What Is Not? There are many multinational insurance companies offering international health insurance plans to meet the needs of expatriates.

Basic plans usually provide for in-patient or inhospital care, covering hospital accommodation, surgeons, physicians, and anesthetistsâ&#x20AC;&#x2122; charges.

Included too, are specialists in radiology, pathology, oncology, and radiotherapy. Local road ambulance is also usually covered.

If you are looking for a more enhanced plan, that policy may also include outpatient visits as primary consultations and primary care, also some therapies such as acupuncture, osteopathy, physiotherapy, homeopathy, primary

While some international health plans include emergency travel medical and evacuation coverage, which would provide for immediate transportation from Mexico to the nearest center of medical excellence for treatment of emergency conditions, almost all international health plans offer the option of adding it for an extra fee. Repatriation of remains is also often included.

All health insurance plans have some restrictions and exclusions, such as hazardous sport or occupational activities. Pre-existing conditions known or unknown before being insured are typically not covered. Depending on the condition, however, some insurers can underwrite and cover it for an added premium. There are often exclusions like cosmetic treatment, care for sexually transmitted diseases, alcohol & drug abuse and self-inflicted injuries.

Most international health plans exclude treatment related to menopause, pregnancy, and childbirth. However, a few plans cover a normal or complicated delivery after a 12month waiting period once the policy is in force.

Such government plans, often cover only basic medical needs. In addition, a local health insurance policy might not be portable to a country outside of Mexico and might not allow you full treatment in the United States or Canada.

What Will it Cost Me? Most comprehensive plans usually cost just over double that of a basic in-hospital plan. With most plans, you may choose to have 100% of approved charges covered, or you may lower your premium costs by paying 20% of the charges yourself. You also save by electing to pay a deductible amount.

International health insurance is generally less expensive than comparable domestic U.S. coverage because the insurer knows that most regular claims are paid outside of the U.S. If you live close to the USA or you’re an American or Canadian citizen, you should definitely make sure your health plan covers treatment there. If you get a serious illness or injury in Mexico, most people will want to get further treatment completed in the United States.

A major factor in determining a premium is your age. Some plans also consider gender. If you are in your 50s or beyond, make sure that the policy will cover you for life and look out for large increases over 60.

In addition to the basic and comprehensive plans described here, varieties of plans are available with different levels of coverage.

Whatever your needs or circumstances, researching your health insurance options is an important part of planning your life in a new country such as Mexico. Be sure to look at plans offered by various reputable insurance companies, read the find print and ask questions if there are items you don’t understand. A wise choice now is a vital part of your financial security.

You have to wait several days for an appointment and they don’t have doctors and nurses that speak English, it can be a nightmare if you don’t speak Spanish. Dr. Abosola: Biggest concerns are emergencies. What do I do if I have a heart attack?

MD: What do we do?

Dr. Abosola: We have equipment to stabilize the patient and then transfer them to a hospital in Mexicali or the United States.

MD: Do you have a lot of emergencies from the races [off road racing]?

Dr. Abosola: Not really. They have a lot of people they bring down to cover medical. They have their own helicopters.

The patient wants to go home.

MD: How about Samana Santa?

Dr. Abosola: OH, Too many people!

They send a lot of doctors and nurses from Mexicali. I have a lot more than usual at that time.

MD: How would you say Mexican Medical Care compares to that of the US? Dr. Abosola: For basic care and primary care it is good. The attention is very similar.

For technology there is no comparison, US is ahead.

MD: Tell me about US medical coverage down here...how does that work?

Dr. Abosola: The way I work is to charge the patient and give them a receipt with all procedures listed and they take it to their insurance to get reimbursed.

MD: I heard rumor that you may open a hospital north of town, is that true?

Dr. Abosola: There was an offer. It would mean that I would be away from the town and my patients and I would miss them. Iâ&#x20AC;&#x2122;m very happy here and feel my obligations are with the people of San Felipe.

Mexican Social Security Institute The question of medical care is a primary concern for both visitors and residents of Mexico. Are there options for foreigners?

Can I get affordable medical coverage?

Can I get quality health care? The answer to all of these questions is yes. Breaking each of them down is beyond the scope of this article; however, we will discuss the one option that can provide a solution to each of these questions.

Mexico has three parallel systems of health care, The Ministry of Health of Mexico, which provides limited healthcare benefits to approximately 40 million uninsured poor. The private sector, which represents about 3 million Mexicans and is funded through private insurance carrier and government-run social security institutions that provide care for approximately 50 million of Mexicoâ&#x20AC;&#x2122;s gainfully employed.

The largest of these social security organizations is the Mexican Social Security Institute (Instituto Mexicano del Seguro Social) or IMSS. As a foreigner, you do not qualify for Social Services, but you do qualify for the health care portion, which is open to all foreigners regardless of their nationality or their immigration status.

care for Social Security recipients vary in quality. While major urban institutions may provide adequate to advanced and highly specialized services, rural hospitals are often more limited.

Many IMSS doctors see patients in an IMSS clinic as well as a private practice setting. However, IMSS clinics do not allow a choice of physicians. The system is similar to HMOs in the US where patients must get a referral from the primary care physician to a specialist.

The cost of the health care coverage is approximately $225.00 U.S. per year and may be applied for during the months of January, February, July and August. It will take approximately six to nine months for your coverage to be activated once you are accepted.

However, once accepted you are a life member as long as your premiums are paid.

To qualify for IMSS up you must have a Passport, FM2, FM3, or Immigrado status, birth certificate, marriage license, if youâ&#x20AC;&#x2122;re married and proof of residency.

IMSS will require you to bring the above, along with two passport size pictures of yourself. You will also be required to fill out a health questionnaire disclosing any pre-existing conditions.

The first year IMSS only covers minor illness, such as colds etc, nothing involving surgery. Emergencies such

as car accidents, and such things as appendicitis, heart attack, etc. are also covered.

In the second year, everything except broken bones and in the third year everything is covered, including all your medication as long as you get it at IMSS. Medications are not covered if purchased at any other pharmacy.

The application process may be daunting, so expect bureaucratic delays. To avoid any potential hassles, we recommend that you ask for an agent who will complete the legwork for you for about US $50â&#x20AC;&#x201C;75.

Once approved, applicants are assigned a primary care physician who must certify the health of the individual via general exam. Your appointment also enters you into the IMSS database, which will enable you to receive care if you become ill in another part of the country.

One drawback of all Mexican hospitals is that although most specialist physicians speak fluent English, many nurses do not.

A Spanish-speaking person to translate for doctors and nurses is recommended.

Translation may be necessary both at appointments and for hospitalization.

Once covered by IMSS insurance, it is recommended that you have your private physician in Mexico recommend you to the IMSS clinic or Hospital for further treatment when necessary as they will refer you to the best local expert available and make the necessary appointments for you.

There are varying opinions on the quality and user friendliness of the IMSS system.

But the following interesting health-care statistics might help you decide what is best for you: Because of the low cost of medical care in Mexico, many who are insured by IMSS use it only for catastrophic medical problems. Preferring to pay for noncatastrophic care out of pocket, avoiding the lines for doctor appointments and medication.

Although less than 3 percent of the Mexican population possesses a private medical insurance policy, 52 percent of the countryâ&#x20AC;&#x2122;s total medical expenditures are for private medical services. ROAD TRIP

San Felipe Trail The Long Hard Road

W

hen a family member offered to sell us a car that was located in San Jose del Cabo we decided it would be a good purchase, so we made detailed plans for our trip. It didnâ&#x20AC;&#x2122;t sound like anything we couldnâ&#x20AC;&#x2122;t handle and would reduce the distance to San Felipe by about 400 miles.

We left Cabo on a sunny morning and headed north, driving through Todos Santos and we VWRSSHG EULHĂ&#x20AC;\ LQ /D 3D] IRU %%4 FKLFNHQ DV ZH KHDGHG WR /RUHWR IRU RXU ÂżUVW QLJKWÂśV layover.

Next stop Santa Rosalia, an old copper mining town with wood framed homes and buildings â&#x20AC;&#x201C; very unusual construction compared to the common place adobe and brick that we are used to seeing in Baja. We visited the â&#x20AC;&#x153;tin churchâ&#x20AC;? that was imported from Europe and were impressed by its simplistic design.

Tin Church of Santa Rosalia We then drove on to San Ignacio and had a pleasant lunch at the original Rice and Beans restaurant. After lunch we drove into town and visited the very old (completed in 1786), imposing stone and ornate Mission San Ignacio, located across from the town square.

We arrived in Guerro Negro and were surprised by the sudden climate change. We ZHUH QRZ EDFN RQ WKH 3DFLÂżF VLGH RI %DMD ZLWK much cooler temperatures. We stayed at the Malarrimo and enjoyed a conversation with a very friendly bartender that was a resident expert of the San Felipe trail. We dined with the euphoria of knowing we would be arriving early in San Felipe the next day.

road â&#x20AC;&#x201C; this really was going to be easy. I say another gringo couple stop and let air out of their tire, so I stopped and let a little air out of my tires, so it looked like I knew what I was doing, and we started on the last leg of our journey.

We came up behind a water truck hauling water to the beach camps ahead and he moved over so we could pass.

About Âź mile later I felt the sickening pull RI D VWHHULQJ ZKHHO ZLWK D WLUH JRLQJ Ă&#x20AC;DW Âą QR problem â&#x20AC;&#x201C; we had a spare and I knew this well equipped Suburban had a jack. The two men driving the water truck pulled up behind us and were only too eager to help out. They asked for the spare and the jack and after a frustrating search we only found the spare â&#x20AC;&#x201C; no jack.

As these two guardian angels were working IHYHULVKO\ ZLWK WKHLU MDFN WR FKDQJH WKH Ă&#x20AC;DW P\ wife called me over and pointed out that there was a hissing sound coming from yet another tire â&#x20AC;&#x201C; and she was right. As we assessed the situation, it became clear that one tire blew out and was ruined, but the other was likely repairable. We made a deal with the water truck boys â&#x20AC;&#x201C; that they would take both tires and replace one and repair the other. They estimated it would be about 2 hours before they returned.

I remember watching that truck disappear around the curve on this moon surface with our two tires strapped Mission San Ignacio on top of their water tanks completed 1786 and not at all certain whether I would ever see them again.

We did have plenty of cold water, beer and Ă&#x20AC;RXU WRUWLOODV Âą VR ZH ZHUH JRRG IRU D ORQJ WLPH in the desert. I knew that these honorable men would return with our tires, and they did right at about the two-hour mark. I have always been impressed with the ingenuity of the Mexican people, now I am highly impressed. You give them very little to work with and they can DOPRVW DOZD\V ÂżQG WKH VROXWLRQ In a few minutes they had put the tire back on, replaced the spare and we were good to go.
