The Road to San Felipe San Felipe’s first camp was formed in 1904, but it was not until 1925 during the administration of General Abelardo L. Rodríguez, territorial governor, that the first sub-delegation was created and San Felipe began to develop as an organized community. The first fishing society was founded in 1928, the first school established in 1929, and the completion of the Mexicali - San Felipe highway in 1951. This issue we look at the history of Baja’s inside highway and it’s route south. ABOUT SAN FELIPE San Felipe is a small town historically economically dependent on fishing and now on tourism, catering mostly to U.S. travelers. San Felipe is on the Gulf of California (Sea of Cortez) in the Mexican state of Baja California, 118 miles (190 km) south of the US border and within the municipality of Mexicali.

UNIQUE ECOSYSTEM: Where the desert meets the sea. The 23-foot tides (7-meters) expose a kilometer or more of ocean floor. San Felipe experiences one of the largest tidal bores in the world due in part to the Colorado River delta to the north.

TEMPERATURES: Averaging 75 degrees (24°C) yearround. Temperatures range from a night winter low of 39 (4°C) to high of 115 (46°C) in July and August.

POPULATION: The population was 14,831 at the 2005 census, and can increase by up to 7,000 from October through May with the presence of part-time residents or during holidays such as Semana Santa (Holy Week), spring break or Memorial Day.

May 3, 1535 Hernán Cortés discovered the Baja California Peninsula. San Felipe’s original name was Santa Catalina. Christened San Felipe de Jesús by Father Ferdinand .RQåĀDN LQ Wenceslaus Linck was the first person to reach San Felipe by land. In 1772 Lt. Governor of the Californias, José Joaquín Arrillaga, named it a port and began using it as such, sending ships as of 1794. He also established the land route between San Felipe and Ensenada through Valle de la Trinidad. In 1925 during the administration of General Abelardo L. Rodríguez, territorial governor, the first fishing camps were established and the government organized the first sub-delegation and school. In 1920s, San Felipe had nearly 100 permanent inhabitants. In 1940, San Felipe appeared for the first time in the census with 287 inhabitants. In 1948, The Mexicali-San Felipe highway began paving. In 1951, The Mexicali-San Felipe highway began paving is completed. First tourist facilities in the early 1950’s. In 1959, the motel El Cortés was opened to the public. In 1963, the port had electricity. In 1967, piped drinking water. In the 1970s, the government building, a small boat anchorage, airport, sea walk, main boulevard and sewage system, restaurants, bars and gas stations. In 1980s, The La Hacienda opened. 1993, the Marina Resort and Spa Opened May of 1994, Pat Butler acquires El Dorado Ranch.

For the Christmas season they will be offering a Margarita sea salt and a chef’s, stove side, “pinch” salt presented in ceramic containers. I’ve been told that much research and testing was involved with deciding the perfect size grain of salt for Margaritas. Must have been a real tough job but somebody had to do it. For such unique gifts the pricing is quite reasonable at around $10 for the Natural Sea Salt with grinder top.

Opportunities Galore!! The Las Amigas mission is to provide 5-year scholarships for local high school graduates to attend universities. A recent meeting of the selection committee resulted in seven new recipients, bringing the total to 33 enrolled in 2007-2008. Las Amigas has just proudly completed its 20th year in San Felipe. Once the “only game in town,” Las Amigas is now proud to join with other local

Since April 2003, Rotarians have focused on the children—the future of San Felipe. Last season witnessed the conclusion of screening, testing and providing eye glasses for children in local primarias (grades 16). After a three-year cooperative effort with Mexicali authorities, a mammogram machine made its grand arrival at Central Salud on May 23—the first mammogram machine in San Felipe. Rotarians will again take the lead with other organizations in planning Cancer Walk 2008. Last season Rotary initiated a school dental project and a lifeguarding program for the beach near the malecon. Help support Rotary by participating in the January Taste of San Felipe and the Steak Dinner and Silent Auction in the Park in March or visit our concession trailer at the Shrimp Festival, Mardi Gras and El Dorado Vendors’ Market on Saturdays. November 5th - The Snarlin’ Cholla Racing Teams first party of the season in preparation for the Baja 1000 was held at the Flannigan’s at Playa de Oro. The ‘Cheeseburger in Paradise’ theme was lots of fun and raised funds to help support the club. The Snarlin’ Cholla Team consists of George Jackson, Brian Siler, Smokey Hill, Belinda Eastman, Rocky Bosshardt, Jeff Ingerbrigesen and Pam Reilly.

November 08 thru November 11 - Festival de Camarón is a 4-day event of live music, folk dancers and shrimp, shrimp and more shrimp. Live music was available throughout the event on two stages; offering groups of folk dance and music as well as Salsa Cuban to Rock & roll. The event featured amusement rides and attractions for kids on the south end of the Malecón and real estate, restaurants and tequila tasting on the north end. This was a good time for all the family.

One Artistic Family: 3 Very Different Styles By Robin Waters

The Gomez family moved to San Felipe 10 years ago from the Taxco, Guerrero, Mexico. Juan, the father, and his sons were born in Taxco, that lovely mountain village north of Mexico City, that is the source of much of the best silver jewelry. He says from the age of 11 he followed
Juan, the father, with his rustico style
in another direction altogether, by painting the familiar local locations of San Felipe on tiles. He always liked to draw, and taught himself this unique style of artistic expression. His inspiration comes from his imagination, and for the sheer joy of doing it. When not designing tile art, Ruben is a Teaching Minister here locally. Arturo, the other son, has another style. He describes his work as typical Mexican. All of his pieces are done in the rich colors, so familiar in this country. He started drawing in school and found his own approach to art, but he gives his father, Juan, credit for teaching him his love of color. The historical streets and houses are what inspire him and fire his imagination. He gets ideas for new pieces from traveling in the areas of the mainland that are so rich in traditional architecture. If no one has ever said, “it’s a good thing Baja is beautiful, the weather perfect, and the people so welcoming, because it makes the trials of driving there all worth it”, they should have. Along with breathtaking mountains juxtaposed against ocean vistas and desert scenery, delightful yarns of life by the sea, fiestas, cantinas and friendly residents, there are tales of surviving the drive along Baja’s highways. So prevalent are harrowing “road” stories that websites on Baja travel routinely carry sections devoted to driving advice. Tourists and residents often post accounts of “roadway adventures”, warning others to drive slowly and

carefully, to carry food and water (or beer) for long stopovers awaiting assistance or repairs, and to refrain from driving at night. Federal Highway One (La Carretera Transpeninsular) opened up the length of Baja to drivers and tourists in 1973. Running over one thousand miles from the U.S. border at Tijuana to Cabo San Lucas, Highway One offers magnificent scenery to tourists who want more of this picturesque region than a quick flight into Cabo can provide. Highway One follows the Pacific coast southward to Guerrero Negro, where it begins a leisurely eastward crossing toward the Sea of Cortez and Santa Rosalia. From there, the

highway hugs the eastern coast, providing spectacular views of the mountains on the west, moves inland and down to the tip of the peninsula, ending at Cabo San Lucas. Federal Highway 5, connecting San Felipe with Mexicali, has an even older, more picturesque history. Begun in 1946, it promised new avenues for commerce, local growth, and faster travel in this sparsely-settled region. In those days, it was easier and faster to go by boat between San Felipe and coastal towns to the south. Everything that came in from outside the small communities—from manufactured goods to building supplies to foodstuffs—came at a heavy price.
Construction on Highway 5 began at Reforma Avenue in Mexicali near the old Farmers and Fishermen’s Monument. Local crews moved with each completed stage across the desert landscape toward San Felipe. One worker, Manuel Matias Monge Tamayo, brought in the first load of building materials on October 4, 1946. “Everything we needed, food, tools, and construction materials had to be brought in from Mexicali,” Monge says, sharing stories of building Highway 5. “As sections of the road were finished and moved away from Mexicali, crews established camps where they lived while working.” continued on next page

difficult to see, or absent. Potholes loom large and seemingly every few feet. They are masterfully efficient destroyers of even the most well constructed tire. Randy Kerr, who operates blueroadrunner.com, likens the much-pot-holed road to the north as having “necrotizing fasciitis,” the asphalt form of flesheating bacteria. Tom Lindemann had two flats in one four-hundred-mile trip from Cabo to San Felipe, but says, rather gleefully, “I’d make the trip again.” Ambiguity is common among Baja drivers like Lindemann. They start out warning others not to attempt the trip but pepper their stories with such exciting adventures along the way that, by the end, everyone is convinced that the hearty, well-stocked traveler, armed with the right attitude, can not only make the trip but find it enjoyable. These same personal accounts routinely contain an important and encouraging message: help is usually as close as the next vehicle, with friendly locals much more eager to help stranded motorists than in the U.S. A rescue squad run

by the Ministry of Tourism, the “Green Angels” are a radio-dispatched fleet of trucks that operate along Baja’s highways ready to arrange towing, tire repair, or other services as needed. That they operate daily from dawn until sunset is a tribute to both Mexican hospitality and a realistic understanding of Baja’s roads. Military checkpoints, while not designed to aid drivers, offer some security and contact with “official” Mexico. Several checkpoints are sprinkled across the Baja highways to control gun and drug trafficking. Disconcerting at first glance to Americans unaccustomed to gun-toting, uniformed young men manning checkpoints, seasoned Baja travelers agree there is nothing to worry about for those who observe Mexican laws. Cooperation and courtesy avoids checkpoint problems. Driving in Baja also means drivers should learn unspoken “rules of the road”. For example, a flashing left turn signal may mean a driver is turning left, but it may also mean that it is safe to pass. A driver doesn’t want

to mistake one intention for the other. Flashing lights from an approaching vehicle indicate that a particularly narrow area is coming up, where one vehicle will have to pull aside in order for the other to have enough room to pass. Local custom dictates that the first vehicle to signal with flashing lights proceeds first. If you love Baja and long to visit all of it, or call San Felipe your home, there is Good News, Not-so-Good-News, and Great News. The Good News: The Mexican government has comprehensive road improvement plans to make travelling from the U.S. border through Baja easier, faster, and more convenient. With over 1.7 billion pesos (170 million dollars) allocated, the Mexican government has ambitious plans to improve, extend, and repair the roads leading into and out of San Felipe. One leg of this commitment is already completed: an 80 miles stretch of new road linking San Felipe with Puertecitos. Planned commercial truck routes along and within the border towns of Tijuana and Mexicali will streamline border crossings, by-pass city traffic, and simplify commercial transport which is the supply line to residents and industries of Baja. The Mexican government has pledged millions of dollars for the improvement of San

Felipe’s infrastructure, including expansion of the airport and marina. The Not-So-Good News is that Baja road improvement history suggests that progress will be slow with some projects not scheduled to begin until 2012. The Great News? Highway 5 from Mexicali to San Felipe will be widened to four-lanes beginning in 2009, with an expected completion date of 2012. The road between San Felipe and Puertecitos will be extended to Laguna Chapala beginning in 2008 and eventually to Highway 1 near Santa Rosalia. It will allow drivers to travel both coasts with greater ease. The Fondo Nacional de Fomento Al Turismo (FONATUR), the government agency responsible for the development of tourism, and the Secretary of Tourism (SECTUR), foresee San Felipe and other communities bordering the Sea of Cortez as goldmines for tourism related to fishing, boating, nature study, and water sports. The Escalera Nautica, or Nautical Staircase, focuses on the promotion of “nautical tourism” with a concentrated effort to improve roads along the Baja coast and build modern marinas. Like the old Bob Hope and Bing Crosby “Road To…” movies, exciting adventures await those with the spirit to hit the road in Baja.

Its September 16th, Mexico’s independence day, and we’re celebrating at the baseball park in San Felipe. A tall gentleman approaches with a bottle of wine in his hand and asks for a corkscrew in Spanish, but with a distinctly foreign accent. My old Swiss special in my camera bag solves his problem. He leaves with a smile on his face. That gentleman was Jose Manuel Loyola, the Cuban trainer of the rowing teams of San Felipe and the state of Baja California. Baja is one of five Mexican states to have a team with championship potential and is behind only Mexico City in medals won in the last National Olympiad. Jose Manuel and fellow trainer Rolando Manzano were hired because of the performance of the Cuban rowing clubs, which together with Argentina and Brazil, are the only Latin-American countries to have won medals in international competition. Jose Manuel arrived in San Felipe in 2005. Starting from scratch, with only a few boats, he visited the town’s elementary and secondary schools in search of candidates. In their first National Olympiad in 2006, with just 15 athletes, and only three months of training, they rowed to a silver medal in the 15 to 16 year old women’s category. This amazing debut attracted a flock of kids for training. At the next meet, 32 athletes rowed their way to seven gold medals. This, with just a year and a half of training. They beat four clubs

from Mexico City and experienced teams from the states of Jalisco and Nuevo Leon, which along with Baja California Sur and Yucatan, are the only states fielding rowing teams at these national events. San Felipe and Baja were second best with Mexico City having won only one more medal. In a very short time, San Felipe has become the team to beat in Mexico. Besides them and Mexico City, only Baja Sur has won a gold medal. Mexico sent its team, which included four female medalists from San Felipe, to an international meet in Canada. They came back with bronze medals in the 13 to 16 year old categories. Bear in mind that San Felipe’s kids train in very light waters. The Sea of Cortez is known for its high salinity and things float easier here than in any other body of water in Mexico, thus, it takes less effort to row. Rowing athletes elsewhere are physically stronger and better suited for competition. This team, now 57 athletes strong, has participated in two national competitions besides the one in Canada. The infrastructure is not all that adequate as there are only 12 boats. The team is strongest in the four pair, short oar category with 7 gold medals won. They’ve also won four silver and three bronze in other categories. Very impressive for an effort that started less than a year ago. The next event takes place in May, 2008 in the state of Nuevo Leon.

Of course you can get up early this Saturday and drive to the Swap Meet and Vendor’s Market at La Cachanilla RV Park on Saltito Rd in El Dorado Ranch, which is jam-packed with all sorts of goodies, and if art & crafts fills your bag of tamales, there is the Peoples Gallery in town. Shopping In Mexicali By Larry Arredondo
Mexicali is home to a variety of shopping malls, department stores, specialty stores and restaurants. You might even recognize some of them. Have you heard of Smart & Final, Wal-Mart, Costco, or Office Depot? You’ll find them in Mexicali. How about Applebee’s, Kentucky Fried Chicken, Pizza Hut, Burger King, Baskin-Robbins and Jack-in-the-Box? Yup, they’re here too. Many of us are in the habit of crossing the border to shop for even for our most mundane needs. In the process, we deny ourselves the rich shopping experience that Mexicali offers. Everything we find on the “other side” is available in quality and abundance on this side of the border. Groceries, clothing, jewelry, furniture, appliances, office equipment and supplies, toys and games, cosmetics, plus all the little knick knacks and household accessories we might need are right here in Mexicali. The malls offer the most interesting experience. Along with shops and boutiques, some of them have bars, bowling alleys, movie theaters and food courts. Except for the language, you might think you were in a mall back in the States. Plaza La Cachanilla on Blvd. Lopez Mateos is the most famous. Air conditioned and anchored by the Dorian’s department store, which stands up to any department store in the States, you’ll find virtually anything on your holiday shopping list. A newer mall is the Plaza Nuevo Mexicali on Lazaro Cárdenas at Calle Novena (right on the way to the East Gate), or Plaza Mundo Divertido (Fun World) that began as an amusement park and among its stores is a large food court offering a variety of international cuisines, a movie theater, and a state-of-the-art bowling alley. The Plaza Cataviña offer a mall with a modern, state-of-the-art gym with the latest work-out machines and free weights. Other malls include Plaza Juventud 2000, Plaza Fiesta, Pisos Y Recubrimientos, Centro Comercial Gigante, Plaza Universidad, and Plaza San Pedro. Then there are the stand alone superstores, like Wal-Mart or the modern superstores like Mega Store across from Costco and Sorianas on Lopez Mateos with full-service pharmacies, groceries including fresh fruits and vegetables, and fresh baked goods, and anything else you need. Sorianas is fast becoming a favorite because of its modern design and product offerings, but also because it is across the street from Sanborn’s, one of Mexicali’s favorite places to eat. Most stores are open until 9PM and, in tourist areas, are also open on Sundays. Unlike San Felipe, you won’t have any trouble using your Visa, MasterCard or American Express in Mexicali. This holiday season enrich your Baja experience.

nlike so many who come from humble beginnings and then go on to great achievement, architect Rosa Lina Ramos Lazcano has returned to her roots. Born 35 years ago in Rosalina Ramos Lazcano. Mexicali, she has Photo: Copicentro (Chuy) lived in San Felipe most of her life. She started her architectural career as a drawer 20 years ago working for architect Olivia Valdez Castellanos. Inspired by her work and encouraged by her teachers and family, she went to university. The financial challenges were met with contributions from a hard working mother; funds donated by her high school teachers and support from Club de Las Amigas in San Felipe. Motivated by so much support, Rosa Lina had a desire to achieve more and is about to earn her second university degree. The first is in Construction Administration and the second in Industrial Real Estate Estimating.

During her studies she met her future husband, Francisco Sosa. “Even though he was 2 years ahead of me in school, at the university we would see each other in the library and we would talk about a lot of things,” she says. “Three months after earning my degree, we became a couple and we finally married in love November 16 1996.” Asked about her design philosophy, Rosa Lina tells us, “Architecture is a humanistic discipline as well as a technical one.” To achieve this balance, she interviews prospective clients to get to know their wants, needs and their ideas. She works up a couple of concepts and then works with them on modifications until the client is satisfied with the final plans. During the process, the client sees sketches and rough plans, elevations, a full set of plans, 3D renderings and a scale model, if required. She organizes the process through follow-up meetings and e-mails. And what do her clients provide? “Sometimes they show me magazines, books, pictures, anything to show their architectural tastes or specific detail.” How does she set her fees? “It depends on the square footage, the number of levels and the type of construction.” Rosa Lina contributes much to her hometown by being an inspiration to her family and her clients.

Casablanca Update The question is…are we going to have another repeat of Los Sahuaros which sold out in 16 months? The sales are going crazy and we already have over 50 owners. The two wells are currently being drilled, each block has a huge new sign and all of the lots are not only staked but have string running the boundaries so that people are able to walk the lots and know exactly how big they are. San Felipe Disposal’s Business is Picking Up by Larry Arredondo
If you’re looking for advice on how to retire in San Felipe, Gary Dilley is not the guy to ask. He’s owned a house here for 27 years and first visited 40 years ago for the Baja 1000. Just 3 years ago he became a full-time resident with the intention of retiring. But a funny thing happened on the way to margaritas on the beach – trash spoke to him and San Felipe Disposal was born. So much for retirement. When asked why disposal, Gary said, “I saw construction was booming and that there was a real need for portable bathrooms and the removal of construction debris. I started working when I was 15 years old. I’ve owned and operated an amusement game company, worked as a printer and have owned car dealerships. One of my first jobs was in the garbage industry, so I guess I’m back where I started”. With all the wonderful things about living in San Felipe, there are less than desirable aspects. Poor disposal practices and littering have created a serious problem, not to mention some unsightliness. When asked what changes he would like to see, Gary said, “I would get rid of all those open 50-gallon drums. Dogs tip them over, they draw flies, and they look and smell bad.” He adds, “Existing laws aren’t being enforced. Uncovered trucks haul trash and it blows all over the place before they get to the dump site. Everything should be discarded at the town dump, not in the desert or wherever is convenient. People who litter should be fined.

All who live here have a responsibility to keep our community clean.” Doing its part, San Felipe Disposal rents and services portable bathrooms, removes waste from septic tanks and provides garbage containers in sizes from 40 yarders for construction sites, 3 yarders for business and 65 gallon containers for residential trash service. When asked about recycling, Gary replied, “Right now all garbage is taken to the dump outside of town. I’m hoping that we will be able to recycle in the next year or two.” We asked him what makes his company different from his competitors. “We have all the permits to operate legally.” He adds, “We are bilingual, our drivers are licensed and our trucks are insured. We operate regular routes and we are dependable.” The same can’t be said for many of the trash haulers operating in San Felipe. Gary has seen many changes in just the last five years and expects San Felipe to change much more in the next five. “I think that San Felipe Disposal will mirror the growth of this town. With so many Baby Boomers retiring, I’m sure it’ll continue to grow.” Lastly, we asked Gary for his advice to someone starting a business in San Felipe. “Having been involved in many business ventures here over the last 40 years, I would advise that they really do their research and seek the input of established business people.”
