2 0 4 0 Throughout history, we have seen waves of refugees displaced, exiled or deported. As history repeats itself so has the involuntary migration of minorities to countries that can only offer temporary shelter. How could an alternative future for refugees be imagined where their place of asylum becomes more than a shelter? In 2020, the Bangladeshi government used the island of Bhasan Char to relocate the displaced Rohingya people, and provide refuge from the ethnic cleansing in their native Rakhine State of Myanmar. This project investigates the Rohingya people, who over the course of half a century went from one of the most discriminated groups of people in the world to the leaders of their own autonomous nation. While still a fledgling nation, in 2040, Bhasan Char positioned itself as a repository for unwanted goods, specializing in the recycling of decommissioned ships. As the island matured their economy did as well, allowing them to start infrastructural development around the island. Over the course of 20 years the island turned from a place of refuge to their home. 2 0 6 0 For the greater half of the first decade, the Rohingya were able to begin dredging offshore to create shipping lanes ensuring the long-term success of the island and a connection to the outside world. The Rohingyas discovered that they were able to dredge for heavy mineral sand ore deposits, around Bhasan Char Island not only providing an economic generator but leaving them with a surplus of sand that they could use to build up their nation physically. With the discarded processed sand, they added over six square kilometer of area to the island and an increase in elevation above sea-level of eighteen meters at its highest point. Bhasan Char developed past the boundaries of their original camp and regained its independence. It is expected that in 2080, the population will exceed two million Rohingya and Bhasan Char City will have an estimated density of sixty thousand people per square kilometer. As the nation continues to develop, the Rohingya will have to formalize a governing body to effectively manage resources and growth. Terraform Seven Terraform Seven symbolizes the growing autonomy and self-reliance of the Rohingya people through a permanent governmental body. Governmental buildings are nested within this constructed landscape, creating a tension between architecture and ship hulls. The space between the layers of construction are given back to the public through extended gardens and open spaces: subverting typical boundaries between the public and governmental bodies. The first forty years of Bhasan Char’s development proved that the definition of edge was important, both in terms of water and land. Constructed landscape became a means to address both the increasing need for buildable land and protection against erosion. Whilst shipbreaking became a logic of adaptation and the skeleton for infrastructure on the island. Through shipbreaking and terraforming new forms of architecture were embedded into this constructed landscape, layering the island with a constant evolution between new and existing infrastructures.

THE UNITED NATIONS HAS BEEN DISSOLVED. All that remains of the organization are millions of electronic memos, pieces of paper, and video documents. These documents are rapidly deteriorating and will not be around for the next generation due to the toxicity of the air. TO ENSURE THAT THESE DOCUMENTS WILL BE AROUND, archivists have been avidly scanning the remains and transferring the data onto silica discs and keeping them secured in a museum in Long Island City. What can be salvaged from the computers of the United Nations has been transferred onto silica discs as well. THE KNOWLEDGE HELD WITHIN THESE WALLS can hopefully chart out the way to peace between sovereign nations in the future, and learn from the mistakes we have made attempting to achieve that very goal. THE ONLY WAY TO LEARN FROM THE PAST is to actively prevent falling into the same footsteps and those who had come before you. This archive of the human condition and policy is to educate the next generations of diplomats and world leaders... FOR SECURITY REASONS, the data center is disconnected from the outside world and the only accesspoint to view the documents stored within the vault is in the museum’s library. THAT IS NOT THE ONLY THREAT THE MUSEUM FACES. Machine vision and aerial surveillance poses a risk of becoming a target of attack. To combat the threat of machine vision, the data centre employs hexagonal paneling to disrupt form-finding, and heat tracing from any aerial surveillance by breaking up the massings; giving false edges to make the building view as a collection of multiple smaller buildings. The roof pattern is derived from the previously existing buildings and street outlines. THE ANTI MONOLITH . . .

THE
PROJECT’S CORE CONCEPT LOOKS TO DEVELOP A SPATIAL / PROGRAMMATIC RELATIONSHIP BETWEEN TWO DIFFERENT ECONOMIC CYCLES ALREADY PRESENT ALONG THE PHILADELPHIA WATERFRONT: AFFORDABLE HOUSING AND LUXURY BOAT-ORIENTED RECREATION. BOAT HOUSE INTRODUCES A RELATIONSHIP BETWEEN THESE CYCLES WHICH PRODUCE MUTUAL BENEFITS AND NOVEL EXPERIENCES. HOUSING AND BOATS ARE PLACED WITHIN AN ARCHITECTURAL FRAMEWORK THAT RISES FROM THE NORTH EDGE OF THE EXISTING PIER AFFORDING VIEWS OF THE BEN FRANKLIN BRIDGE AND ANCHORING A NEWLY EXPANDED MARINA ZONE. OPENINGS BETWEEN THE HOUSING UNITS SERVE TO DRY-DOCK BOATS DURING THE WINTER (WHEN TERRACES ARE UNDESIRABLE FOR RESIDENTS), BUT BECOME QUIRKY, FUN OUTDOOR SPACES FOR ADJACENT APARTMENTS DURING WARM WEATHER (WHEN BOATS ARE IN THE WATER). THE PEDESTRIAN GROUND LEVEL OF THE PIER IS ENHANCED THROUGH SUPPORTING PROGRAMS SUCH AS A FULLY-OPERATIONAL MARINA WITH TWENTY-FIVE BOAT SLIPS, BOAT SUPPLY SHOP, KAYAK LAUNCH, OPEN-AIR SCULPTURE GALLERY, AND DOCKSIDE RESTAURANT..

‘ECOLOGICAL MEDIATORS’ OFFERS RESILIENT SOLUTIONS ALONG EACH OF THE FOUR RIVERS OF CAPE-ROUGE, SAINT-CHARLES, BEAUPORT AND MONT-MORENCY BY CONSIDERING NATURAL AND ANTHROPOGENICALLY-ALTERED HYDROLOGIC FLUCTUATIONS (TIDES, SEA LEVEL RISE, FLOODING) THAT DEFINE THE ECOSYSTEMS, CASTING THE RIVERS AS MEDIATORS OF THESE CHANGING ENVIRONMENTAL CONDITIONS. TURNING EACH OF THE RIVERS INTO A DYNAMIC FILTER, THE PROJECT CREATES BUILT-IN CAPACITY FOR THE RIVERS AND THEIR FLOODPLAINS TO ABSORB AND ALLEVIATE CHANGES AND TRANSFORMATIONS THAT MIGHT BE OTHERWISE DEVASTATING.
