This documents sets out an Urban Design Framework for Carlton Elgin Square. It outlines a vision for the future of the area and establishes a comprehensive strategy for realisation of this vision. It provides a set of proposals for the redevelopment of this area. Including: site characteristics studying; a series of detailed site analysis such as context, themes; several alternatives with evaluation and the final proposed plan.

Site Location:
Vision
The site lies to the north of the city, on the edge line of Carlton and Fitzory. It is on the northwest corner of Elgin and Nicholson Streets.
the Elgin Square Urban Planning and Design is guided by the following vision:
To create a new suburb centre which has a high quality of space and makes a positive improvement to the local public realm through focusing on the current issues of the site and its surrounding, accommodating the requirements of residents, businesses and visitors, amplifying the unique feature and identity of Carlton, and considering the ability for the future development.
Goals
Background Information:
It used to be a medium density residencial square where some people spent their best times for a long time. But now, it is set to be redeveloped

: Endevour the high spatial quality as well as the environmental quality.
> Mixed-use
: To provide multi-function precinct, such as residential, commercial and public services.
> Medium Density
: Medium density residential which is more suitable for the suburban area.
> Connectivity
: Well connected with surrondings and other realm of the city.

: To be an event space or an activity generators.
> Accessibitiliy
: To create a space which is easy to access for anyone at anytime.
> Sustainability
: To create a low carbon footprint and energy comsuption living style.
Overview of Design Process
A new precinct of 112 public housing apartments and over 110 privately owned apartments were planned. The Old units were demolished in 2011, and the new apartments will be constructed from 2012 to 2013.

The site is located in the carlton eastern eadge, next to Fitzory. It has 2 meters height different from east to west within the site. Melbourne University and Carlton Garden are about 12 meters higher than the site in aultitude.

Climate
Students >Over one third of the population is engaged in some type of tertiary education; > The area has the municipality’s largest concentration of student apartments; Cultural diversity and communications > Its population is culturally diverse with 52 per cent of residents born overseas, notably from Asia, which may justify providing library services appropriate to Chinese language speaking students from China and Malaysia, Singapore and Hong Kong; > The main non-English languages spoken at home by Carlton residents are Mandarin, Cantonese, Somali (new community language)and Arabic (including Lebanese); Incomes > Residents earn amongst the lowest individual weekly incomes in the Municipality; > Carlton’s families and households also earn among the lowest family/household incomes in the Municipality (students and public housing tenants); Housing Carlton is predominantly a residential area (over a quarter of its area is private housing), with 15 per cent of the municipality’s housing stock, of which: > the majority of accommodation is residential apartments (50 per cent) and a further 30 per cent is student apartments; > Rental is the predominant tenure in Carlton (over the Municipal average) and it has the municipality’s smallest proportion of dwellings ‘fully owned or being purchased’, a fact which is likely due to the size of its youth/student population; > Households with mortgages have relatively high median housing costs but renters paid relatively low (second lowest in the Municipality) median rents; Economy > Employment in Carlton declined 6 per cent in 2006-08 (the Royal Women’s Hospital moved to Parkville); >Carlton accommodates a significant share (12 per cent) of the Municipality’s Cafes Bars and Bistros. Future outlook >The outlook for residential and student apartments in Carlton is good.

3. ANALYSIS SWOT Strengths > Close to the city > 15 minutes walking to university of Melbourne > Convenient public transport access – bus, tram > Large buildable site area. > Quite and comfortable environment > Close to the Carlton Garden heritage and entertainment precinct
Weaknesses > Poor legibility > No obvious gateway to the site > Low rate of trees planting > No large parking space > Little landscaping area > Lack of communicating and meeting open space > Lake of activities nodes > Inadequate lighting fixture, especially for pedestrian > Insufficient public facilities, such as toilet > No centralized shopping space
Opportunities > No heritage building on the site, that provide more possibilities for designer. > 2 meter height difference could create diverse special sense. > Providing a high quality open space and improving landscaping for local resident. > The site has great city view on the south. Building over level 2 will afford good views of city. > The large land area allow to design a central mixed-use area for local residents, including shopping, restaurant, entertainment. > Convenient accessibility allowed the site to attract more people > As the growth of population, especially the student and low income people, the site could provide different range of rental apartments.
Constraints > The two existing high-rise apartment buildings in the east, had a great effect and strong controlling on the site > East – west sloping, approximately 2 meter height difference > There is no train access > The site must respect the surrounding context and building form. > Because the site was surrounded by low rise dwellings, overshadow must be carefully considered > The site must respond to city council’s developing plan

6. THE PLAN A DEISGN THEMES THEME 1 Mix-Used Building
Two Medium density Mixed-use buidling will be set at the northwest corner and the southeast corner. The function might consist of residential, commercial, retial, entertainment, carpark & restaurant. The reason why choose the medium density is in order to control the height of the building. Medium Rise buidling are more suitable for the suburban.
THEME 2 A Public Square
The central public square could provide sufficient open space for users who want to do some sport, meet friends, have rest, ect. In order to maintain more ground space, the main commcial zone will be set urder ground, as well as the car park. The square also create a strong connection and deriction between Elgin St and Nicholson St. The partly undergound square, create interesting spatial fealings for the users.

6. THE PLAN A THEME 3 Respect the Site and Context
Choosing medium density building, is in order to respect local suburban scale. The building will be setback to maintain the street scale. The buildingâ&#x20AC;&#x2122;s height will be controlled to reduce the overshadow to the surrounding dwellings. Make use of the vista advantage to improve the living quality.
THEME 4 Design for People
A thoughtful design for people includes: Site Comfort: thermal comfort, physical comfort, sonic comfort, mental comfort. Safety & Security: provide sufficient lighting during the night, install cctv to reduce crime. Accessibility: Make sure the disabled people could reach any place in the site, without any abstacle.
