From the University of Nebraska at Omaha, LeRoy earned his Bachelor of Arts with Magna Cum Laude honors in 1989. Furthering his education, Michael W. LeRoy then graduated from the Florida State University College of Law in 1993 with high honors. He achieved his Juris Doctorate from the University while handling the responsibilities of being the Article and Notes Editors of the FSU Journal of Land Use and Environmental Law.
