Having such large portions of our communities essentially locked out of the larger economy means slower economic growth, higher social service costs, and a lower quality of life for everyone. This is exactly why the Freedom Rings Partnership, a coalition of 16 leadership community groups, established the KEYSPOT initiative.

The Power Behind KEYSPOTS:

Freedom Rings Partnership

T

o confront the digital divide head on, a coalition of 16 community groups and interested stakeholders started to come together and coordinate their efforts in 2009. Known as the Freedom Rings Partnership, this coalition secured two federal grants in 2010 from the Broadband Technologies Opportunities Program (part of the Obama administration’s stimulus package), including awards of $11.8 million for Sustainable Broadband Adoption and $6.4 million for Public Computing Centers. “The goal of the Freedom Rings Partnership is to help eliminate the digital divide by enhancing and expanding underserved communities’ knowledge of and access to the Internet so they can acquire information about employment, education, health, and community and economic development,” said Sharmain Matlock-Turner, President and CEO of the Urban Affairs Coalition. “This project has opened doors, enhanced lives and created access to job opportunities through technology.”

Drexel University From the beginning, Drexel University has been one of the driving forces behind the Freedom Rings Partnership and KEYSPOTS. And it’s no wonder, given their commitment to being the most civically engaged university in the country. Drexel’s participation in the KEYSPOT program is just one of several initiatives focused under the umbrella of Digital Civic Engagement, where the University seeks to empower residents to take advantage of the benefits of Internet access, including job opportunities, health and educational information, and government and social service programs. Drexel is helping Philadelphia combat the digital divide through key initiatives: Student volunteers work in partnership with the Department of Parks and Recreation to support digital literacy. Faculty from the College of Engineering actively pursue research solutions to bring connectivity to communities in need. Drexel is a proud partner of Digital On-Ramps, a mobile and land-based digital network aimed at providing “anywhere, anytime” learning and workforce training for residents ages 14 and up to connect to employment and postsecondary education. Drexel partners with the City of Philadelphia to support its digital citizenship programs, including Change by Us.

KEYSPOTS are publicly-funded sites located throughout Philadelphia offering FREE computer classes, Internet access, one-on-one training and community events promoting digital literacy.

We do not offer free Internet access except at our KEYSPOT computer sites. Comcast, however, offers discounted Internet access for $9.95/month through the Comcast Internet Essentials Program. To qualify, you must: •

Have at least one child living with you who is receiving free or reduced price school lunches through the National School Lunch Program

Not have an overdue Comcast bill or unreturned equipment

Live on a street where Comcast offers Internet service

Have not subscribed to Comcast Internet service within the last 90 days

At this time, only Philadelphia Housing Authority residents or those receiving subsidized housing through PHA qualify for free computers. Before receiving them, participants must complete an eight-hour training program. For more information, call PHA at 215-684-1016. A limited number of discounted computers are also available through Comcast’s Internet Essentials Program. Call 311 or visit phillyKEYSPOTS.org to find out if you qualify.

You! FREE computer use, Internet access and training are offered to anyone and everyone.

There is a KEYSPOT for everyone. Although 30 are reserved for specific groups, including residents of the Philadelphia Housing Authority, members of the YMCA and clients of community-based organizations, most KEYSPOTS are FREE and open to the public. Some locations even offer incentives like free bus tokens and lunches as encouragement for participating in KEYSPOTS.

The KEYSPOT Internet Fast Challenge To highlight the plight of the 41% of Philadelphians without regular access to the Internet, we asked some of Philadelphia’s leading citizens to give up the Internet for 41 straight hours—what we called the Internet Fast. This was more than just a protest, this was time travel: a journey back to the days when phones had cords, webs had spiders, and computers had two settings–on and off.

What they found: living without the Internet for even a short time is hard. Really hard. And not just because so much of our social life and entertainment nowadays is online. Try doing your job without email, for instance. Or applying for a job, if you don’t have one.

Once computer illiterate, Robin was determined to not get left behind on the wrong side of the digital divide. She signed up for several beginner classes offered at one of Philadelphia FIGHT’s Critical Path Project KEYSPOTS to learn basic Internet and Microsoft Word skills and quickly discovered that “it’s so much easier and faster getting things done” with computers. How do you stay connected with 23 grandchildren located all over the country? North Philadelphia resident Georgia Richardson decided to waste no more time to get more connected to her “computer-savvy” family via the Internet. “My son lives in Hartford, Connecticut, and he said if I continued with the classes he would buy me a computer so we can better stay in touch,” Ms. Richardson said. Her hard work, including twice weekly classes at the One Day At A Time (ODAAT) KEYSPOT, has earned her a brand new computer from her son. Philadelphia Opportunities Industrialization Center, Inc. is making sure all communities have access to a KEYSPOT. With two KEYSPOTS at OIC’s main offices located at 1231 N. Broad Street and a mobile KEYSPOT known as the NOMAD (Neighborhood Opportunities through Mobile Accessible Destinations), residents
