The National Exhibition of Glass in Art is organized since 1994, with the aim of promoting the technique, creativity and artistic expression in glass. The relevance of this industry in the historical development of the district, became one of the community identity references. But we know that this is not always the case. Ethics is a concept as elusive definition may vary greatly between different conservators, workshops, countries or cultures.

We understand the importance of interdisciplinary work, the need for a prior in-depth study of the work and complete documentation of the intervention process, etc.

Absence of a binding code of ethics in our profession

It is also undeniable that during our career, as we accumulate years of work and experience, we ourselves can be transforming our notions of ethics.

In light of these definitions and if we consider the nature of our work, the kind of objects we deal with, tangible and intangible All these aspects, often recited as values and the main a creed by conservators, are responsibility we assume when related to our work ethic and act we work on them, it seems quite as a kind of rules to follow. logical to think that conservatives

And that is why our work should be carried out by specialized and highly trained professionals. However, as we know, this does not always happen, and often are precisely those directly involved with the conservation and restoration who, unfortunately, can cause irreversible damage to the same objects we are trying to preserve. Interventions in cultural heritage are often plagued with controversial situations or actions in which it shows that the ethics of our profession is being ignored or interpreted too freely. We often see interventions carried out by people without specific training, regardless of their good intentions and the criteria applied.

This is the dramatic and visual proposal Sthepen Knapp, recognized as the creator of Lightpainting American artist, a movement considered one of the new media art of the century. Disregarding traditional media and narrative content, Knapp is part of a small entourage of artists working exclusively with light. His lightpaintings make light visible around us and transforms it into a physical work. Knapp has been fascinated by light all his life. Behind the lush colors and compositions there is a meticulous exploration of space and dimension, light and color. "I found a way to express uniquely through light. And, as noted by the artist himself, "craftsmen are specialists in making new holes to the belt". Pacios began in 2000 his solo adventure in the world of crafts, after twelve years dedicated to hospitality, with business and a nightclub in Leon or a rural hotel in the Ancares. Returning to his native Ponferrada and making use of what they learned in the School of Arts and Crafts in Leon, he raised the blind artisan glass shop that bears his name. "I started from scratch completely, the workshop was in the attic and had to trajinar glasses up and down every day," recalls the artisan. That was when he completed his academic training with several courses in the Galician Glass Centre, in Santiago de Compostela (La Coruna) and the Real Fábrica de Cristales de La Granja in Segovia. "The school taught me the trade, but the technique I learned in those years with artists such as Miriam di Fiore, who taught me how to think like glass, to look at the guts of the glass," explains Pacios. Between torches, ovens, candilones and polariscopes, seems to Pacios really think like glass while talking with passion molecular anchors, blown, cooking points and thermoformed, or as the ancient glassmakers lived cloistered in the island of Murano and paid with his life the transmission of his precious knowledge. To meet them, the first steps of the association will be the creation of a website that allows online sales of products and promotion through the presence of artists in national and international fairs.

In this sense, the ultimate aim of the new association of artisans, confesses Pacios is the creation of a quality mark for craftsmanship of the province, a label that would certify the origin and quality of the pieces. "It is a project to develop, we need to define who decides what is quality but not exclude anyone," explains Pacios, which anticipates that the artisans interested in obtaining the seal could attend specialized training, another basic objectives that born the association. Gifts always: family and friends. And one more. For any young Italian who celebrated her 18th birthday in 2016 you will receive a special present. The Executive Matteo Renzi last week approved the so-called bonus culture, which honors every Italian or foreign with residence permits born in 1998 with $ 500 to spend on products and artistic activities, until December 31, 2017: books, records , tickets to theaters, museums, theaters, and so on. The measure, which comes into force on September 15, has generated a debate that reached the halls of the Spanish Congress. Panacea or populism? ¿Exception or exportable idea? Politicians and representatives of the cultural sector in Spain applaud, but with reservations. "It gives me a tremendous envy. And it's a way of putting the emphasis on the productive side of the arts, "argues Marta Rivera, head of Citizen Culture. "We feel well all that is intended to increase cultural audience," adds Jorge Lago, member of the Council can in the areas of Culture and Education. "It represents a very important political commitment and a significant investment. And it shows that Culture for Renzi is a state matter, "adds Iban Garcia Blanco, Secretary of Culture of the PSOE, as close to the ruling Democratic Party Italy. And remember that the Basque Country, during the socialist Patxi Lopez management, launched a similar program.

But the fact is that the Basque bond had many differences. First of all, integrated spending: paying 25 euros, the consumer could make purchases with a value of 40. The promotion lasted a month and had no age limitations. Among other similar projects, Spain has Scene 25, with 25 euros Catalonia gives citizens aged between 18 and 25 years to go to the theater, or the grant to purchase cultural Extremadura provides young people up to 30 years. And in the Basque example was also based bonus plan Promoting Reading the Association of Book Chambers presented to the Ministry of Culture in April 2015. "The idea is similar: to provide resources for the acquisition of cultural products, as books, especially in independent stores, "says Antonio Maria Avila, executive director of the Federation of Publishers' Guilds. But Renzi plan goes further because it will benefit 574,593 young people and, above all, for 500 euros account for almost double the 260.1 Spaniards spent on average on Culture in 2014, according to official data. In Spain, the numbers from the ministry show the other side that precisely the group of between 15 and 24 years is the most enjoys the arts is the largest percentage of the population reading, visiting museums and going to cinemas, theaters and concerts . Anyway, the operation entails, according to respondents, other benign effects. "I feel strong and

successful. Probably, isolated, does not contribute significantly to increasing cultural consumption of young people form, but associate with the arts is an important step, "Tierce Bet Orfila, president of ADETCA, the association of theater companies of Catalonia. And Rafael Sanchez, Egeda (management entity rights of audiovisual producers), believes educate "young people about the importance of intellectual property." Paternalism and populism So the bond should be replicated in Spain? Here doubts emerge. Juan Ramon Gomez Fabra, president of FECE (the federation of film exhibitors), believes that the priorities are others: reduction of cultural VAT something reflected in part in Article 89 of the agreement of investiture between Citizens and Podemos, which excludes film and ensures that the tax rate will be reduced to shows in alive- and fight against piracy. "I'm afraid that here would be interpreted as a sinecure to Culture" adds Rivera. Although the sharper is Manuel Borja-Villel, director of the Reina Sofía: "As things stand, everything that helps the culture more accessible is welcome. That said, it seems somewhat paternalistic and populist. It is very focused on consumption. It might be better that institutions not charge entry. It is as if access to privatized Culture, in return you give alms for you to enjoy. "
