Speakers Paudie Coffey Minister of State, Housing, Planning & Construction 2020

Paudie Coffey is the Minister of State at the Department of the Environment, Community and Local Government with Special Responsibility for Housing, Planning and Coordination of the Construction 2020 Strategy. He has been a member of Dáil Eireann since 2011 and before becoming a Minister of State was a member of the Joint Oireachtas Committee on Environment, Heritage and the Gaeltacht; chairperson of the Fine Gael Internal Committee on Environment, Community and Local Government. In 2013 he was elected as Vice Chairperson of the Joint Oireachtas Committee on Transport and Communications. Paudie served in Seanad Eireann from 2007-2011 where he was Fine Gael Spokesperson on the Environment, Community and Local Government; a Member of Joint Oireachtas Committee on Environment and Local Government; and the Joint Oireachtas Committee on Energy Security and Climate Change. He was elected to Waterford County Council in 1999 and re-elected in 2004. Paudie’s interests include; Hurling, Cycling, IT, Reading, Politics, and Community Development. He holds a diploma in Facilities Management and also holds certificates from Waterford Institute of Technology and UCD. Paudie is heavily involved in his community and is currently Chairperson of his local GAA Club and Secretary of a Day Centre for the Elderly. He is a former County Minor and U21 Hurler for Waterford and also a Former Secretary Portlaw GAA Club and U21 County Team Selector/Trainer. Prior to becoming a full time politician in 2007 Paudie worked in ESB Networks for over 20 years where he initially trained as an electrician and MV and LV Cable jointer. He subsequently joined the Network design department where, for a period of over seven years, he was responsible for the planning, design and project management of the electricity distribution system in the South East region. Tom Parlon is the Director General of the Construction Industry Federation. Before joining the CIF, Tom served as a TD for Laois – Offaly and as Minister for State at the Department of Finance from 2002 until 2007. As Minister he was responsible for the Office for Public Works (OPW). From 1997 to 2001, Tom was President of the Irish

Tom Moloney is the Managing Director of Construction Information Services. The company has been the lead provider of project information for Ireland for over 43 years. Since acquiring the company in 2002, Tom has taken the company from the traditional medium of the printed CIS Report to the provision of a real-time online information system, which is continuously enhanced using the latest available technology. Prior to acquiring CIS, Tom was the Group Financial Director of the Corporate Image Group, the parent company of CIS. He commenced his career with the Smurfit Group and gained valuable experience working for a number of companies within the organisation, including Smurfit Irish Papers Sacks and Smurfit Corrugated Cases. He was also involved in the establishment of the exclusive Smurfit Riverview Sports and Leisure Club. Ger Casey Director of Architecture & Planning Grangegorman Development

Dave Murphy is CEO of PM Group. He is a Chartered Chemical Engineer, a graduate of Cork Institute of Technology (1985), and holds an MSc in Executive Leadership from the University of Ulster. Dave joined PM Group in 1989 and has worked in all areas of the business including process design, project and construction management, start-up,

commissioning and qualification. With over 25 years’ experience in the Engineering and Construction business, Dave has carried out significant project work for some of the world’s leading multinational organisations. Dave was appointed to the PM Group Executive Committee in 2001 and served as Operations Manager in Cork from 2002-2003. He was appointed to the Main Board of PM Group in February 2006 and Managing Director of Western Europe in 2008. Austin Hughes, Chief Economist, KBC Bank Ireland Austin Hughes has worked as an Economist for KBC for 25 years, having previously worked in the Department of Finance, Central Bank and Bord Fáilte. His focus is on issues affecting the Irish and European economies. He produces a number of closely followed Consumer and Business Sentiment Surveys. He is also a regular contributor to media on economic and financial topics. Brendan McDonagh Chief Executive Officer NAMA

Mr. McDonagh was appointed Chief Executive Officer of NAMA by the Minister for Finance in December 2009. Prior to that, he was the Director of Finance, Technology & Risk at the NTMA from 2002 until 2009 and held the post of NTMA Financial Controller from 1998 to 2002. Mr. McDonagh joined the NTMA in 1994 from the ESB, Ireland’s largest power utility, where he worked in a number of areas including accounting, internal audit and treasury. The Chief Executive Officer, in conjunction with the Board, has overseen the development of NAMA from its initial inception. He has overall responsibility for the direction, management and implementation of the Agency’s wide-ranging activities in pursuit of its statutory objectives. The CEO is an ex-officio member of the Board.


Speakers John Downey Director of Downey Planning & Architecture

John Downey is a Chartered Town Planner and Managing Director of Downey Planning & Architecture, a dynamic multi-disciplinary development consultancy. John has over twenty years’ experience both in Ireland and the UK working in local government and private consultancies. Such positions included Co-Founder of Future Analytics; Managing Director at Keith Simpson & Associates; Director at Ryan Walsh Associates; and Senior Executive Planner with Fingal County Council. John holds a BA (Hons), Masters Degree in Regional and Urban Planning (MRUP) and a Masters Degree in Business Administration (MBA). John is a former Chair of the Royal Town Planning Institute (RTPI) and is a corporate member of the Irish Planning Institute (IPI). He is currently a representative on the Policy Group of the RTPI in London. John is a guest lecturer in the Department of Spatial Planning in Dublin Institute of Technology and regularly presents at conferences. John has led numerous development projects from inception and planning procurement right through to the construction stage, and continuously guides clients through the ever-evolving planning system. Professor Tom Woolley Architect and Environmental Researcher

Tom Woolley B.Arch, PhD is an architect and environmental researcher living in County Down Northern Ireland. He was Professor of Architecture at Queens University Belfast from 1991 to 2007 but now works as a freelance educator and environmental consultant for Rachel Bevan Architects. He has been Visiting Professor of Architecture at the Centre for Alternative Technology Graduate School of the Environment in Wales and at University of Central Lancashire, and also Professor of Sustainable Rural Architecture at the Countryside and Communities Research Institute, University of Gloucestershire. He has been chairman of the Northern Ireland Building Regulation Advisory Committee and a member of the NI Ministerial Advisory Group for Architecture. He is on the board of the Chartered Institute of Housing NI. His principle research work has been on sustainable and renewable bio-based construction materials including strawbale and hemp lime construction. Research projects have been funded under EU programmes, the Technology Strategy

Board, Energy Saving Trust, the Irish EPA and Carbon Trust. Tom is a Board member director of Natureplus, the leading European certification system for sustainable materials. Tom Woolley has published widely on community participation, housing and green architecture. He has been a speaker at numerous international conferences and has run workshops on sustainable construction in over 12 countries. He was editor of the Green Building Handbook and author of Natural Building (Crowood Press) and Hemp and Lime Construction (BRE/IHS Press). He is one of the founder members of the Alliance for Sustainable Building Products, UK, EASCA and the Living Building Institute in Ireland. His latest 226 page book, Low Impact Building, was published by Wiley Blackwell in February 2013 Presenation Summary: Bio-based materials and sustainable materials certification. I will talk about the growth of bio-based materials in construction with good examples from UK and Europe. I will illustrate materials like hemp, sheep’s wool, wood fibre and so on and the wide range of materials. Marian Finnegan Sherry Fitzgerald Group

Marian Finnegan is the chief economist and director of research with the Sherry FitzGerald Group. She graduated from NUI Galway with a Bachelor of Arts and subsequently completed a Masters of Arts in Economics in 1993. Marian joined Sherry FitzGerald Group in 1996 having worked for a number of years in academia where she specialised in urban economics.

Damien Keogh is recognised as one of Ireland’s leading construction and engineering lawyers with vast experience in all aspects of construction law and in particular dispute resolution in construction, engineering and energy claims including adjudication, litigation, arbitration, conciliation, mediation, and other ADRs. Damien has also extensive non-contentious construction and engineering law experience advising clients in bringing their construction, major infrastructure, development and energy projects from inception to conclusion. Damien is a Fellow of the Chartered Institute of Arbitrators and frequently acts as an Arbitrator in both domestic and international commercial arbitrations. Damien is also a lecturer in Arbitration Law at Trinity College, Dublin and The Law Society of Ireland. Damien Damien is also a trained advocate, mediator and skilled conciliator and is a CEDR Accredited Mediator, a CIArb Certified Adjudicator and a CIArb Accredited Mediator. Peter Stafford Director of Property Industry Ireland

While working in academia, Marian lectured economics to undergraduate level at both the University of Limerick and the Shannon College of Hotel Management, which is affiliated to NUI Galway. While working in University of Limerick, she was also involved in an international research team whose function was to analyse the development of European cities.

Mr. Jim Curran is the Head of Estates for the Health Service Executive. Jim joined the Health Service in 1990 and has worked in the areas of Capital Development, Maintenance of Facilities and Property. Jim is a Chartered Engineer with a Degree in Civil Engineering and a Masters Degree in Industrial Engineering. As Head of Estates he is responsible for the HSE Estate Portfolio which consists of 2,626 properties (owned and leased) and an annual capital budget of €350m. Jim is also a member of the Board of the Grangegorman Development Agency. Michael Dall Barbour ABI

He is also Acting Chief Executive Officer of the Dublin Docklands Development Authority on a part-time basis since March 2014 and will continue in this role until the Authority is dissolved later this year. Paul is a career public servant with a professional qualification in company law. He has experience at a management level in a wide variety of roles within Dublin City Council and has project managed two European Union Projects. He was recently the City Council co-ordinator in the successful bid to host a number of games in Dublin for the UEFA 2020 Football Championships. Summary of Presentation: Dublin Docklands SDZ: Delivering a sustainable strategy for growth in the City With the Government decision to dissolve Dublin Docklands Development Authority, Dublin City Council was designated by the Department of Environment, Community and Local Government to lead a new planning model for the docklands area. This Strategic Development Zone (SDZ) gave DCC the key role as development agency, to shape a new plan for development of 22 hectares of vacant land in the former DDDA Planning Scheme areas, to promote and lead regeneration and investment, and to enable a new fast track planning process through the making of an SDZ. Since the passing of the SDZ for Docklands by An Bord Pleanala, DCC has worked with landowners to bring forward compliant planning applications; of which a number are now granted planning permission; and is also leading its own series of projects by commencing the design on new public bridges and public realm investment. Central to the SDZ and its success is sustainability both in relation to environmental standards in building design, promoting sustainble modes of transport and city living and also enabling economic growth within the heart of the City. David Willis is a mechanical engineer with 15 years’ experience of the electricity industry including project management, technologies & systems. He worked for 10 years in the Power Generation area of the ESB in a variety of roles including safety, boiler technology, and asset management, before moving to Electric Ireland. He is a current member of the UNECE Group of Experts in PPP whose brief it is to establish the criteria for developing PPP in transition economies. “The better way” In order to move the construction industry towards modern ways of operation in terms of management, use of lean technology, health, safety and welfare, sustainability, etc., an increased movement towards regulation has become pervasive over the last two decades. This has resulted in the delivery of better buildings, reduction of carbon emissions and a safer working environment for all, but it has also led to an increasingly legalistic working environment where each party to the construction process expends a disproportionate amount of effort in the protection of its own position. Whilst the parties to the process all agree that the increased regulation delivered more positive outcomes in terms of the construction PRODUCT, they are concerned that it also produced a negative outcome in terms of further fragmentation of the construction PROCESS. Dr. Eugene McGovern is a chartered surveyor and lecturer at the Dublin Institute of Technology in the area of Geomatics. He previously worked internationally as a land surveyor before coming a director of a survey company in Ireland. He holds a PhD from University College Dublin in satellite image processing. He is the vice-chair of the Society of Chartered Surveyors Ireland Geomatics Professional Group and is the RICS representative on Commission 6 (Engineering Surveying) of FIG (the International Federation of Surveyors). He was formerly the Head of the Sustainable Rural Development Department at Tipperary Institute and is currently the Development Manager of LIT. He is also Chair of the Tipperary Energy Agency and North Tipperary Sports Partnership, a member of the Tipperary Economic SPC and of the Boards of the South Tipperary Volunteer Centre, the North Tipperary Green Enterprise Park and Communities Creating Jobs. He was until recently the Director of the Irish National Rural Network. He has worked on many development projects including local and regional social and economic strategies, the Planning Guidelines for the Mid West Regional Authority and organisational development and governance for national and community-based organisations. He has been the Project Manager for a variety of EU funded energy projects including SERVE, BUSI and Qualibuild.

Shane was educated at St Stephen’s School, Dundrum; Rugby School; Trinity College Dublin, and the University of Geneva. At Trinity he studied History and Politics, and edited Miscellany magazine. He is a Vice-President of the Hist, the prestigious debating society formed by Edmund Burke in 1770. Shane was first elected as an Independent Senator for Trinity College Dublin in 1981, and was subsequently re-elected nine times. During his time in the Senate, he was a regular contributor to debate and raised many notable issues, such as, the economy; broadband; Eircom; transport issues (particularly relating to the M50 chaos); childcare and education as well as waste in the public sector. He is director or chairman of several investment funds including the Barings New Russia and SVM Global funds. Shane is also a best-selling author. Brian Molloy is an Inspector with the Health & Safety Authority since 2006. Brian joined the Authority as a Construction Inspector for the South East region of Ireland and from there worked in the Construction Policy Unit where he helped develop and roll out the Safety Management Pack for Small Contractors (SMP20) along with helping develop Codes of Practice and guidance for the construction industry. In 2011 Brian joined the Taking Care of Business Unit which the Authority set up to help small business comply with safety regulation and reduce red tape. Eibhlin O Connor is Senior Architect with Clúid Housing Association since 2011. She has over 16 years’ experience in the construction industry. Eibhlin is responsible for the design, procurement and contract administration of construction projects for Clúid Housing Association. TruePivot is an engineering platform that serves the construction sector. The company is a spinoff from research into engineering analytics conducted in the Dublin Institute of Technology. Research has shown that approximately 45% of all Structural Failures are the result of human design error. TruePivot uses statistical analysis on thousands of engineering designs, spotting outliers and anomalies, to improve the quality assurance practices of engineers. The cost of rectifying issues in construction is a function of how early that issue is identified. If an issue is identified at the calculation phase it is relatively cheap to address. Costs rise significantly if the issue has only been

identified after detailed drawings have been produced and once the drawing is sent to site the costs of rectifying that issue dramatically increase. The earlier issues are identified the cheaper they are to address. TruePivot can identify issues as they are created, saving a great deal of time and cost for construction professionals. The TruePivot platform allows engineers to upload design files and provides an instant notification of any anomalies or errors in the design. Dr. Damian Thomas joined NESC in April 2010 having previously worked in the NCPP since 2002. Dr. Thomas worked in the Department of Finance on secondment from March 2012 to the end of 2014, and during his time there he worked primarily in the areas of SME Financing, non-bank financing and Personal Insolvency. Among the projects that Damian was directly involved in was the establishment of the Strategic Banking Corporation of Ireland. He was also member of the Secretariat to the EU’s High Level Expert Group on SME Financing and Infrastructure. Before joining the NCPP he worked as a Research Officer with the Association of Higher Civil and Public Servants (AHCPS). Previously, he was the Labour Court Newman Scholar at UCD (19972000) and a research associate at Centre for Urban & Regional Development Studies, Newcastle University (1993-1995). He received a PhD in 2003 from Newcastle University for his work on social partnership and governance in Ireland.

Dr. Sónia Santos Assunção was born in Oporto, Portugal in 1987. The bachelor in Geophysics was carried out in Portugal in the University of Aveiro and in Greece, Aristotle University of Thessaloniki (finished on 2009). The master in Geophysics was in Barcelona in the University of Barcelona (finished on 2010) and in Barcelona she got the Doctor (PhD) degree by the Polytechnic University of Catalonia (2014) – Excellent Cum Laude. Dr. Sonia Assunção jointed the European project – TU1208 Civil Engineering Applications of Ground Penetrating Radar where she actively researches and publishes.
