The Douglas County School District (DCSD) Board of Education recently voted unanimously to place a $490 million Bond question on the November 2024 ballot. This year the Bond, as our only initiative, will appear on the ballot as “5A” (last year the Bond was “5B”).
If approved by voters, Douglas County homeowners would not see an increase in current property taxes. The Bond amount would allow our school district to restructure its debt in order to keep property taxes from increasing while allowing us to invest in our capital infrastructure (taxpayer assets) in a way that is fiscally responsible. The Bond would help us care for our 112 facilities to ensure our staff and students have safe and comfortable learning environments, build schools in fast-growing developments in Douglas County, upgrade safety and security in our schools, and offer additional Career and Technical Education programs.
We are faced with growing challenges in our school district, including capital investment for the future and the need for new schools. And we must ensure that our future students have the same opportunities for success as past students have enjoyed. If approved by voters, here is how the Bond would be used:
Upgrading School Safety and Security
Safety and security priorities rate above all other items covered by taxpayer funding at DCSD. They require constant vigilance, improvement and updates as the district adopts the latest recommendations in campus security and replaces older equipment. The 2024 bond plan, if approved by voters, calls for $10 million to be invested in safety and security upgrades at more than 90 DCSD sites. That includes:
• $3.1 million for new and upgraded security equipment,
• $3 million for radio-communication upgrades, and
• $3.9 million to harden building security at every school.
In addition to the upgrades planned for all schools, several individual schools have specific line items for additional upgrades, including additional entrance security, replacing burglar alarm panels, upgrading interior door hardware and improving fire alarm systems.
Creating optimal environments for learning requires keeping school buildings safe and comfortable for students and staff. DCSD’s 2023-2024 Master Capital Plan estimated the district’s capital needs will be $800 million to $920 million over five years. If approved by voters, the DCSD 2024 Bond would allow the district to address $179 million worth of these needs to renew and replace aging equipment such as boilers, air conditioning units, electrical panels, flooring, communication systems, rooftops and more.
The 2024 Bond would be an investment in Career and Technical Education (CTE) opportunities for students, a demand from our community that is continuing to increase. After the 2023-2024 introduction of Legacy Campus and its learning environments for eight career pathways, DCSD intends to use $25.2 million in 2024 Bond funds to build Phase II of the Legacy Campus project and add six new CTE pathways that would be available to all high school students, if the measure is approved by voters. Four would be related to construction trades: carpentry, electrical, HVAC and plumbing. The other two would focus on advanced manufacturing and electric vehicle/hybrid maintenance and repair.
Bond funds would also allow for the expansion of two existing programs:
• adding an automotive program at Highlands Ranch High School, with $9 million for expansion; and
• adding cosmetology at Douglas County High School, with $4 million for program growth.
Some areas of Douglas County are growing very quickly and many of these newer neighborhoods do not have a school nearby. This is creating challenges related to overcrowding at some of our existing schools, as well as a need for more transportation during a nationwide bus driver shortage.
If approved by voters, the DCSD 2024 Bond would fund:
• a neighborhood elementary school for the Sterling Ranch/Solstice area ($60 million);
• a neighborhood elementary school for the RidgeGate area ($60 million); and
• an expansion for Sierra Middle School ($30 million).
It’s important to understand a couple of things about Bonds.
• In Colorado, school districts generally have to pass Bond initiatives to build and invest in schools (the State provides no funding for capital construction needs whether that be construction of new schools or capital investments in existing schools).
• Population growth DOES NOT pay its own way when it comes to schools. In the state of Colorado, developers are required to provide the land for public schools. However, the construction of the schools are the responsibility of local taxpayers.
• Our county supported seven bonds from 1984 to 2006 in order to build neighborhood schools, the last of which was built in 2010. Only one Bond initiative has been passed by Douglas County voters over the past 18 years, which has put us behind, not only in building new schools, but also in making the necessary investments in our aging buildings to ensure safe and effective learning environments for our students and staff.
Through extracurricular activities, students develop skills and talents while learning teamwork and leadership. Sports and arts programs also help build community as they bolster students. Throughout DCSD, athletic facilities and auditoriums require repairs and replacement of infrastructure in order to keep our students safe from injury, ensure they can continue to access these incredible programs, showcasing their talents to the entire community. The 2024 bond, if approved by voters, would address needs across the district including $10.4 million for athletic facility upgrades (including turf fields, running tracks and tennis courts) and $1.6 million for auditorium upgrades (including theater and stage equipment, auditorium seating, and sound systems).
DCSD will provide additional opportunities, specially tailored learning spaces and upgraded access to students with special needs if the 2024 bond is approved. This includes:
• $5 million for additional center-based programming
• $4.7 million to replace special-education school buses
• $2.5 million in capital improvements to provide specialized Career and Technical Education opportunities
• $2.1 million for Phase III construction at the new Parker Student Support Center
• $1 million for special-education/ADA-related improvements at school- and center-based sites

I don’t come to Town Council with a pre-conceived agenda. I come with the goal of doing what is meet, just, and right. As an entrepreneur, and an early adopter of ideas and technology, I can help small businesses innovate in a variety of ways.
How will you inspire unity in our community?
When we share our stories we find commonality. When we are strong enough to be vulnerable we can see beyond divisions that have developed. When we laugh together, we build connection. We can do serious things while enjoying the process and without being unkind to one another.
What is the most underrated thing about Castle Rock?
The trail system and parks. Sometimes in the hustle and bustle of our daily life, we don’t realize we’re driving past a treasure trove of hikes or bike rides within the town limits. We all see the infamous Castle Rock, but how many take the time to hike up there and scrabble to the top? Fun Fact: opal is the magic that holds our famous landmark together.
How do you plan to involve residents in decisions?
As a society, we have become very good at hybrid meetings. Hybrid format allows more people to attend. The format should be eating 40 sed to include as many people as possible and maybe even include discussion rooms where we can have focused discussions on issues at hand.
What sets you apart from the other candidates?
I’m a Colorado native and have seen the decades of growth. I believe that the Town and its residents can and will find good ways to continue improving our community while addressing pressing needs of folks who currently live here and those who will live here in the future.

I am running for Castle Rock Town Council District 6 because I love my town. Castle Rock has consistently ranked as one of the top places to live, and I want to be a bigger part of the team that ensures it continues to be one of the best places to live. Not just for us, but for our children and their children.
What is your greatest strength? Greatest weakness?
My greatest strength is listening. My greatest weakness is work life balance. Once I decide I am going to do something, then I tend to pour myself into it 110%. I am working on being more aware of the time I devote to work and volunteering, and assuring I am making time for family and friends.
How do you plan to help small businesses?
I will review state regulatory activities to ensure they are reasonable for small businesses, and adjust, enhance, or eliminate them as needed.
How will you inspire unity in our community?
Collaboration between organizations is one of the things that makes Castle Rock a strong community. I will seek to continue the collaboration and partnerships between the Town and other organizations.
What is the most underrated thing about Castle Rock?
One of the most underrated things about Castle Rock is their revitalization of downtown. Downtown Castle Rock was a bit of a ghost town and struggled to keep local businesses afloat prior to the addition of Festival Park and the Riverwalk and Encore buildings. Now with its walkability and many restaurants, shops, and community events, downtown is thriving. So much so, that other municipalities are consulting with Castle Rock for help reviving their own downtown areas.
How do you plan to involve residents in decisions?
My phone number and email will be publicly available so any resident can contact me with their concerns. I also plan on holding regular public gatherings, and attending community events to hear residents’ ideas and issues.
What sets you apart from the other candidates?
I understand that this position is about service. It’s not about what it does for me. It’s about what I can do for the citizens of district 6 and the citizens of Castle Rock.

I believe the best way to inspire unity is by focusing on the things that bring us together - our shared love for this town, our families, and the future we all want for Castle Rock. My approach is to listen first and to bring different perspectives into the conversation.

The sense of community here. People genuinely care about each other and the future of the town. It’s easy to overlook in the hustle of daily life, but Castle Rock has an incredible ability to bring people together. It’s something worth preserving as we grow.

Involving residents starts with open communication. I plan to make sure Town Council meetings are accessible to everyone. Additionally, I want to set up regular town halls and listening sessions. The key is transparency and ensuring that everyone feels heard.

My real-world experience and my deep roots in Castle Rock. I’m not a career politician; I’m someone who has worked in the trenches and understands the practical side of development and infrastructure.

As a former small business owner I designed a map to “Locally Owned, Locally Loved” shops to help all of us and our customers. Being a liaison to the Downtown Merchants Association and the Chamber board gives me that same opportunity to communicate and identify the needs of our very important small businesses and how we work together in driving continued success.

Cultivating Civility, Cultivating Respect- first and foremost. I believe setting the right tone regardless of the topic can inspire positive change and foster an environment where respect and collaboration can thrive. But most importantly, honor the constitutional dignity of every person.
What is the most underrated thing about Castle Rock?
There are so many hidden gems, but I’m very excited about the newly acquired Lost Canyon Ranch. Also, the Summer Concert Series at Phillip S. Miller Park! We are so fortunate to have such a beautiful amphitheater with stunning views of our iconic Castle Rock!
How do you plan to involve residents in decisions?
Conversations and transparency! Residents reach out all the time and I truly enjoy engaging with them!

I have a life long education in Castle Rock! From attending South Elementary to being the first female wrestler for Douglas County! I am very much against the pride movement who have been having pridefest in Castle Rock and Parker. They are obsessed with having children at these events, which damages them, both in the short and long term. Our Town Council as currently constructed, voted down even discussing the issue. This is unacceptable and even those members on our side did not speak out against it when pride members spoke at the Town Council meeting.
What is your greatest strength? Greatest weakness?
My greatest strength is my courage and determination. Weakness? I am not good at sugarcoating, and my direct responses sometimes off put people.
How do you plan to help small businesses?
I don’t believe in raising taxes. In fact, I believe taxes on our small businesses should be lowered.
How will you inspire unity in our community?
The reason for the divisiveness in our country is that liberalism is infecting our country, and many of us are fighting back against it. I will inspire unity by continuing to protest pridefest and expose evil that is destroying our country and town.

A Town Council Member is only someone who represents the individuals in their district. I will continue the practice of meeting with my fellow citizens during the year. My principles will not be sacrificed. I am traditional and conservative. I will protect our citizens and most importantly, our children. I will not vote to raise taxes for any reason.

I will not bow down or cower to any movement, or entity that attempts to intimidate or control me. All elections moving forward are about preserving our country and our way of life, which are currently being destroyed. We need representatives that have the courage to fight against it. I love our town and the people in it. As a former government teacher, I have always believed that regular people without agendas need to run for office. I truly want to serve my community and represent my neighborhood.

My greatest strength is my ability to listen and to help people get things done. My greatest weakness in this role the last few years has been finding the time to attend many of the optional little events that celebrate our town staff and partners. I know those things matter and want to do a better job celebrating others with my attendance.

We need to continue to support and partner with the Chamber of Commerce and Economic Develpment Council to support new business and incentivize creating local jobs.
How will you inspire unity in our community?
The great thing about running for local office is that our work is truly focused on local non-partisan issues. I do not believe we should bring divisive national or state issues into town hall or to use our office as a platform to argue these issues.
What is the most underrated thing about Castle Rock?
While not everyone loves the growth of the last 15 years, we have quietly become our own standalone community. Residents no longer need to go to Denver or Park Meadows for dining options and things to do on the weekend.
How do you plan to involve residents in decisions?
The town staff does a great job of communicating and educating our community on issues. My job is to make sure that information gets to as many people as possible in my district. I try to connect residents with staff that can help them with issues and to respond to concerns or opinions about upcoming decisions.
What sets you apart from the other candidates?
I know where our town has come from, what we value, and have a vision of where we can go. My history in this community as a parent and educator has connected me with so many good people. These relationships have allowed me to connect with local business, local government leaders, and community organizations.
