PROJECT INFORMATION National Meeting in Georgia On 20 May 2013 a meeting for Georgia Red Cross Society (GRCS) volunteers and key stakeholders was organized.

The main objective of Climate Forum East is to strengthen the capacity of civil society organizations (CSO) to actively participate in policy dialogue with local and national authorities, EU institutions and international organizations on climate change adaptation.

Expected results: development of national and regional CSO networks; national and regional climate vulnerability assessments; advocacy and communication; awareness raising and education activities for youth; establishment of the regional Climate Forum East in EaP countries.

National Climate Forum East Workshop in Georgia After the opening speech of the GRCS Secretary General, Network Coordinator of the CFE project Mikheil Ramazashvili familiarized representatives of partner organizations with draft version of Memorandum of Understanding (MoU) with main focus on content, articles, provisions, roles and responsibilities of national network members.

On 18 June 2013, the national workshop regarding the Climate Forum East project was conducted by Georgia Red Cross Society (GRCS) in hotel Irmeni in Tbilisi. The aim of the workshop was to discuss with representatives of partner organizations about concrete aspects and directions of climate change within the national climate change network of Georgia. In the meeting participated Medea Margania-Avaliani - Secretary General of GRCS; Sonja Greiner - Austrian Red Cross Country Representative in Georgia and representatives of various organizations.

Besides, during the meeting there was discussion held regarding concrete directions of the CFE network in Georgia: health, water, and disaster risk reduction (DRR).

During discussions some participants stressed the importance of including the above mentioned areas in the CFE project.

By the end of the meeting, GRCS Health and Care Department and Disaster Management Department representatives made presentations regarding the influence of Climate Change on the health and care and vulnerability of the country Georgia to disaster.

National Meeting in Georgia On 20 May 2013 a meeting for Georgia Red Cross Society (GRCS) volunteers and key stakeholders was organized by the GRCS, at the conference hall of the hotel Irmeni in Tbilisi. The meeting was aimed at raising awareness of various issues related to climate change.

Medea Margania-Avaliani, Secretary General of GRCS; Sonja Greiner, Austrian Red Cross Country Representative in Georgia and representatives of various partner organizations participated in the meeting.

The meeting started with the opening speech of the Secretary General of GRCS Medea Margania-Avaliani; after the opening speech, the National expert from the Ministry of Environment Mrs. Medea Inashvili facilitated the meeting. There were following topics covered during the meeting: global warming and climate change phenomena; climate change impacts, adaptation to climate change; European Union and climate change framework I and framework II; climate financing and funding; overview of climate change adaptation in Georgia (policies, reports, stakeholders and actors, institutional set-up, activities, projects/programmes, climate change adaptation in different sectors).

Round Table in Kiev A round table on "Adaptation to global climate changes in the development plans of cities” took place in June 21, 2013 in Kiev. Regional Coordinator of the "Climate Forum East” National Ecological Centre of Ukraine selected a priority particularly important for Ukraine, namely adaptation to climate change in cities.

During the meeting there were discussions on various issues in regard to adaptation of cities to climate change. Olga Shevchenko, PhD at Geography Department of Meteorology and Climatology of Taras Shevchenko Kyiv National University (KNU), presented the study on "The impact of global climate change on the ecosystem of the city." The expert pointed out that the knowledge of the microclimate of the city can improve the accuracy of predicted climate change for specific cities and, therefore, can help to take the necessary measures for adapting to these changes.

Irina Trofimova, Head of Strategic Planning Department of the State Environmental Investment Agency highlighted the issues associated with the policy of adaptation to climate change. Today a plan of priority measures for adaptation to climate change in 2012 was approved in the country. Ukraine is also preparing the third edition of the National Plan for climate change adaptation in the 2013 - 2017, which will be applied to all sectors of the economy, including agriculture, energy, and public health.

Wilfried Neumann, prof. of KNU, presented the experiences of cities in Germany on the way to adaptation to climate change.

Meeting on Priority Settings in Climate Change Adaptation in Moldova On the 27th of June a meeting of the members of the Moldavian Network on climate change adaptation was held in Chisinau. During the meeting participants discussed and formulated priorities for the national vulnerability assessment in the country and planned further activities in the framework of the project.

As a result of the discussions main priorities were identified in the field of rural development, institutional arrangements for adaptation to climate change, improvement of planning practices as well as ecosystems and biodiversity.

On the basis of the discussions a presentation to massmedia was prepared by a project team in cooperation with national and regional (Basarabeasca district) TV. It included main problems associated with the climate change and its possible impact on the societal development in different parts of Moldova. In his presentation Project Coordinator “Climate Forum East” in Moldova Drumea Dumitru says that together with temperature rise a decrease of precipitations is observed. It is especially visible in the Southern part of Moldova, namely in Budzhaksaya steppe. “Even if in June in Basarabeasca region there were 52 mm of precipitation, which is close to average, anyway average annual level of precipitations for last 10-15 years has reduced in comparison with the previous period (80-90th)” – says Ivan Moiseev, Head of the Agriculture and Food Administration of Basarabeasca region.

Kick-off Meeting in Belarus A kick-off meeting on the project “Climate Forum East” was conducted 4 July, 2013. The representatives from state and non-state sectors took part in the meeting: the hydro meteorological centre, the World Wildlife Fund, the “Green Alliance”, the Belorussian Association of social workers, United Nations Development Programme, the Youth Association, the Woman’s information coordination centre and mass media.

The participants decided to make the generalized analysis regarding CVA (Climate Vulnerability Assessment), to find priorities together with topical questions which require significant improvement. The next step will be the discussion with national and regional representatives concerning CVA. In conclusion it is necessary to mention that desired goals have been achieved!

The meeting’s programme consisted of several parts: 1) the project’s presentation and its discussion; 2) the development of joint activities up to end of 2013; 3) the discussion of signing the joint agreement. The representatives from UNDP (Iryna Usova – the coordinator of the project “Water resources management and climate change adaptation in the Neman river basin”) and the “Green Alliance” (Anastasia Bekish – a consultant on climate policy) shared their experience in adaptation to climate change.

The regional Climate Vulnerability Assessment Methodology Workshop Chaqvi During the last weeks, Georgia Red Cross Society (GRCS) and Austrian Red Cross (AutRC) had been making feverish preparations for the Regional Climate Vulnerability Assessments (CVA) workshop. There were around 45 participants coming from the European Union and Eastern partnership countries: Austria, Armenia, Azerbaijan, Georgia, Ukraine, the Netherlands, Belarus and Moldova. The regional CVA methodology workshop was held in Chaqvi near Batumi (Georgia), Hotel “Oasis” on 8-9 July 2013. It was facilitated by a Climate Change expert of the Red Cross/Red Crescent Climate Center based in The Hague.

The aim of the workshop was to bring together the authors of the national CVAs along with members of six national civil society networks on Climate Change Adaptation to consider the best approach towards developing the national reports. Representatives from government institutions, NGOs, the academic sector and the Red Cross and Red Crescent shared experiences and best practices in writing vulnerability assessments and discussed potential challenges and ways to further involve network members in the process.

Representatives from the World Wide Fund for Nature (WWF) and the Environment Agency Austria (EAA) presented their experiences in developing climate vulnerability assessments and adaptation strategies, and local experts shared more detailed information about climate impacts vulnerability in Eastern Europe and the South Caucasus regions.

By the end of the meeting, each national network had a clear idea of the next steps in the development of the CVA and their role in the process, and the report authors were ready to start their work.

The Climate Forum East project is co-funded by the European Union, Austrian Development Agency, Austrian Red Cross and the World Wide Fund for Nature.

This project is coordinated by the Austrian Red Cross and implementing partners in the project are Armenia Red Cross Society, Georgia Red Cross Society, Belarus Red Cross Society, Azerbaijan Red Crescent Society, Ecological Centre of Ukraine and ECOSPECTRU (Moldova) and National Ecological Center of Ukraine (NECU).

Regional Climate Vulnerability Assessment (CVA) workshop)?

I´m convinced this workshop was a very successful follow up to the Kick-off meeting in early spring in Bakuriani / Georgia. As I understood / learned this workshop was designed to guide management practitioners in elements in the design of climate adaptation plans, to exchange experiences and methodologies from different countries in the region and to understand why different natural resources are likely to be vulnerable. Vulnerability Assessments are a critical tool in undertaking any climate change planning or implementation. A challenging intention that was realised perfectly.

How does this project fit into the Austrian Development Cooperation strategy in the South Caucasus?

ADC programmes in South Caucasus contribute to a strengthening of bi- and multilateral relations, support security and stability through border-crossing conflict prevention activities and promote sustainable democratic and socioeconomic development through improved governance, a more enabling investment climate and networking. Ultimately, the aim is to reduce poverty, strengthen social cohesion and create a new perspective for the population, many of whom left or had to leave Georgia as a result of the numerous crises of recent years.

At the Centre of the new Country Strategies is a commitment to support the South Caucasus Countries in its economic and democratic transition process and its efforts to align with European structures, standards and values in the framework of the Eastern Partnership and the Neighborhood Policy of the European Union. This also concerns strong efforts to find common strategies and positions regarding progressing climate change adaption and disaster reduction for a secure environment.

Our Country Strategies are based on the Austrian Development Cooperation Act and the Three-Year Programme on Austrian Development Policy, and serves to comply with international development policy commitments, most notably the Millennium Development Goals and the Environmental Policy in the European Union.

To create a secure environment and sustainable socioeconomic development for the improvement of living conditions, particularly of groups vulnerable to poverty and social exclusion, are primary goals of development cooperation. Economic growth and sustainable development in our partner countries significantly depend on the successful integration in the global economy and, accordingly, on their competitiveness on international markets.

I would like to thank the Project Team and the Georgian Red Cross for the distinguished organization and implementation of the workshop, their efforts and brilliant achievements. It was a pleasure for me to have the opportunity to partially take part in the workshop and to meet with the project team, representatives of different Red Cross Organizations, the WWF, NGOs, Federal Environment Agency and experts from different countries.

I want to take the change to congratulate Ms. Natia Loladze, Ms. Sonja Greiner and Mr. Trampusch on their Teams and their successful work.

Marianna Arzangulyan – Armenia Climate Change Information Center Background of your organization?

Armenia Climate Change Information Center was established under the auspices of Ministry of Nature Protection in 1997 in the frames of preparation of the Armenia’s First National Communication to UNFCCC. The Center’s activities are primarily focused on establishing links between Ministry of Nature Protection as the authorized national body for UNFCCC implementation and other ministries, agencies, scientific and educational institutions, civil society organizations and international partners. The main goal is to build national capacity for development of policies and measures for implementation of Armenia’s commitments under the Convention. Since 1997, more than 18 (15 completed and 3 on-going) mitigation and adaptation projects have been implemented. The Center has a library, containing both hard and soft copies of relevant materials widely used by students and specialists.

The Center addresses cross-cutting issues through close collaboration with relevant projects serving implementation of other environmental conventions. The Center’s activities support the following developments:  Assistance in recognition and inclusion of climate change issues into sectoral and regional development policies;  Assessment of climate change vulnerability under current and projected climate change scenarios and elaboration of adaptation measures;  Assessment of technology transfer needs and gaps;  Climate change adaptation and mitigation analyses;  Education, training and awareness raising issues under the Convention’s Article 6;  Programs and events to minimize the climate change negative impacts on economy, health and environment.

A bi-lingual web-site www.nature-ic.am was set up to enable due delivery and regular exchange of information essential both for national and international stakeholders and for the public at large. At present, the site is widely acknowledged by its Armenian users as the major source of information on climate change related issues, and by its users elsewhere on the respective activities implemented in Armenia.

Why do you join our network?

The stated purpose of Climate Forum East is in line with the Center’s core objective. The Center considers important to contribute to capacity building of the relevant civil society organizations in Armenia to enable their engagement with the policy-making process in implementation of climate change mitigation and adaptation activities. The Center’s knowledge and experience gained through project implementation can ensure necessary background for activities planned and implemented by the Forum in Armenia, as well as for networking with similar platforms established in the six EU Eastern Partnership countries. As ecosystems stretch beyond man-made borders and jurisdictions, crosscountry and cross-region cooperation strengthens holistic approaches to both mitigation of and adaptation to climate change impacts while focusing on the selected priority sectors.

Why do you consider that CVA (Climate Vulnerability Assessments) important for your country?

There is several climate impacts assessment studies of various scale and scope performed for Armenia at different times and presented on the Center’s web-site, Publications page: http://www.natureic.am/en/P_brochures. The mentioned assessments specifically target agriculture, water resources, energy and forest sectors on country level as well as for three marzes (Ararat, Shirak, Vayots Dzor), and for selected river basins and communities. The results were widely discussed with national partners and published as separate reports, besides they are included in the respective chapters of Armenia’s National Communications. We see CVA as evolving process, as the climate change scenarios and their downscaling process is steadily reducing uncertainties of regional forecast, and the guidelines and methodologies for conducting CVAs are continuously upgrading. We see this particular study as an opportunity to exchange inputs with the cooperating countries and contribute to developing a regional approach to common-to-all yet diverse-to-each challenge of climate change.

The Republic of Armenia stated is position under the Convention in its National Communications and statements presented during the Conferences of Parties with the latest at 18th Conference of Parties to the UNFCCC in Qatar, Doha, December 5-7, 2012. Besides, the joint statement of Armenia, Afghanistan, Kyrgyzstan and Tajikistan united into an informal negotiating group of "mountainous landlocked developing countries" at the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action in Bonn, Germany, on June 4, 2013. The main sectors vulnerability is due to peculiarities of Armenia’s geography and socio-economic conditions. The main vulnerable sectors are considered agriculture, water resources, infrastructures

Climate Forum Dolor East Newsletter Sit Amet and settlements, natural ecosystems, energy and health. Importantly, climate risk mitigation activities are considered as powerful tool to bring the importance of current climate vulnerability as well as long term climate change impact mitigation into the agenda of the Government for its planning and policies for building resilience of communities and the country as a whole.

There is substantial information on climate change and its impacts on different regions and national economies; however, the high relevance of consequently required actions is not fully recognized by governments and public. In this context, the Forum can support delivering the message and tailoring the actions to the certain users’ needs and priorities.

Martin Koning – Environement Agency Austria What the benefit of national and regional CVA? From my view, the regional CVAs importance is very high and by the way also really innovative. And in contrast to the national CVA, which have a clear national/sub-national/provincial/local addressee, the regional/i.e. supra-national Eastern Europe/Caucasus CVAs have a strategic importance in

What do you think regarding the regional Climate Vulnerability Assessment (CVA) methodology workshop in Chaqvi?

In my view, the meeting was an excellent kick-off for the compilation of the CVA reports in all countries. It was good to see that all countries made up their mind on this milestone for national adaptation processes, although crossborder cooperation should be further strengthened and encouraged. The atmosphere among the participants was very good and I would be optimistic that this will happen during the CFE project lifetime. The meeting was excellently prepared by Red Cross and all partners and a lively aftermeeting conversation shows that it was really fruitful.

 foster cross-border cooperation not only on climate adaptation in the two regions, but also in all policies, in which adaptation might be mainstreamed (for example agricultural policy, environmental legislation,...)  showing the EU that cooperation in EE/Caucasus countries works and that the EU Eastern partnership is living among partaking countries.

That means, in the national CVAs an integration of policy makers and decision makers from local to national level is highly encouraged while the regional CVAs should be addressed also to the EU (DG ENLARGE, DG CLIMA,...).

How do you see the role of Civil Society Organization (CSO) in Climate Vulnerability Assessments (CVA)?

Issue #: 2, [Date] September 2013 Since governments capacity and resources are limited and CSOs have strong stakes in natural hazard and catastrophe management as well as in the health sector (and many more), an active role of CSOs in adaptation processes is crucial. While grounded in society, they have access to policy and thus they are in a good position to coordinate/mediate adaptation processes.

While expert organizations like Environment Agencies as well as NGOs like the WWF are bringing together science and policy, CSOs bring together society and policy. Both mutually complement each other in adaptation processes. For the CVAs, the CSOs bring added value as their experience 'on the ground' - for example on vulnerable regions and vulnerable parts of society (cf. for example resilient communities project in Georgia) - is of utmost importance.

How do you think country can use the results of the CVA?

Climate Forum Dolor East Newsletter Sit Amet The CVA forms an important basis of the adaptation process (cf. EU- and UN guidelines as well as Austrian experiences). To decide upon the most important sectors for a first 'loop' on the policy cycle for adaptation, the CVA is the core information source. Thus, the responsibility for the CVA authors is very high: With their work, they shape the adaptation process! It is important to start the work on the CVAs without concrete descriptions on adaptation measures, but with consideration of all already existing information sources (e.g. the national communications to the UNFCCC). In countries, which have assessed vulnerability in certain hot-spot sectors already, it might be wise to fill existing gaps (e.g. Ukraine: vulnerability of urban regions). A feed of the CVA results in policy support/information for decision makers and 'information brokers' is essential and working on a smart integration of policy (from local to national scale) will definitely pay off.

Jeyhun Mirzayev – Deputy Secretary General in Azerbaijan Red Crescent Society Background of your organization?

Why did you join our network?

The Azerbaijan Red Crescent Society is the biggest humanitarian organization functioning in the Republic whose role is identified by the state law. The Society is the integral part of the International Red Cross and Red Crescent Movement – the biggest humanitarian institution in the world. The National Society is one of the three components of the Movement. (The components of the Movement are The International Committee of the Red Cross, the National Red Cross and Red Crescent Societies and the International Federation of the Red Cross and Red Crescent Societies). The mission of the institution is to serve vulnerable people by mobilizing the power of humanity and the Azerbaijan Red Crescent Society.

The Azerbaijan Republic is a part of the world which suffers from Climate Change. This issue is becoming the dynamic rounding problem for the world. AzRC joined the network of institutions working to assess the climate change process and promote this facts among general public and specified authorities so as to take the chance to get new knowledge and capacity on work within this area. Within this purpose AzRC is able to develop its skills on works under Climate Change related activities, create more opportunities for the institution to be involved on related programs in the future. The creation of the Climate related working NGO network within management of the AzRC will enable the institution to organize the Climate Change Working NGO Forum in the future. The AzRC staff is seriously interested on Climate Change international and local network works. New methodologies will be experienced and learn from this program implementation. It will be possible to observe the different kind of approaches to climate change related issues in different countries and make parallels among them.

Why do you consider that CVA (Climate Vulnerability Assessments) important for your country?

Azerbaijan is situated in the Southern Caucasus which is has quite a complicated geographic situation including high mountains, two big rivers (Kura and Araz) flowing from country side, forests in some parts of the country, drought areas, Caspian sea washing the country from east side. Earthquakes happened in Zagatala district (2012), destructive floods have happened regularly during the last 10 years, landslides occur on an almost daily basis over the country, strong destructive hurricanes etc. which the country has not observed for many years shows us that the country has serious climate change problems. The CVA will clarify concrete areas concerning the climate change problem and discover some facts in order to take preventive actions. Such document a document may be shared with related authorities and civil society organizations which will create good and direct opportunities to act upon it and save more human lives.

Because facts shows us that after all the influence of such climate change related disasters on the population is measured in big numbers.

What do you think what is the climate change priority in your country?

Based on the experience of previous negotiations we can say that the decision-making process is not simple for all participants of COP. CAN Int aims to fully support the achievement of the global objectives of the COP -19 in accordance with the core principles approved by UN: adequacy, responsibility, ability.

The country economically is fastest developing over the world since the year 2008. Many internal and foreign investments are laid down. In the last years the number of tourists has increased as well. The authority takes preventive measures in order to keep well its population’s livelihood and those of the big number of foreign people living at the country. The first serious step of the government was to establish the specialist Ministry of Ecology which directly works towards climate related actions. They investigate the situations over the country and impact upon in order to prevent disasters. Tree planting campaigns over the country by the Ministry, AzRC and different NGO’s have become traditional activity for last 10 years. The CfE project involves in the representatives of the Ministry of Ecology too who think that this activity is the priority for the government. The major part of the economy is oil and gas exportation through different pipelines. The SOCAR (state oil company of the Azerbaijan Republic) created new institution in it named Ecological Department. This department mainly acts upon oil and gas contamination reduction in time of produce. The Government and civil society organizes different kind of ecology and climate related seminars, symposiums, conferences in Baku in order to find out the ways make beyond such problems and take preventive actions.

The AzRC experience such project for first time and intends to increase its knowledge and capacity within this area. The institution seriously thinks about second stage of joint international level activities for the period after 2014 when the project will be finalized. More new modifications could be added for more actions and to continue such important programs for the next period.

WWF is one of the world's largest conservation organizations. WWF focuses its work around the magnificent diversity of life on this planet, the extraordinary places they live in, all the while trying to reduce humanity’s impact on this life and in these places.

Why did you join our network?

Working and assisting networks is conducted as part of the project activities, though WWF is not a network member.

Why do you consider that CVA (Climate Vulnerability Assessments) important for your country?

What do you think what is the climate change priority in your country?

The CVA is really important to provide necessary knowledge and skills to the network members, how they'll be working on its development. Plus the CVA results will provide the basis for further informational and advocacy national activities. It's critically important to focus CVAs on the topics, important for local networks and communities.

As WWF is the conservation organization, I consider that implementing ecosystem-smart approaches to any of adaptation measures is the top priority. Plus adaptation measures focused on biodiversity conservation and climate-smart natural resource management are the key for the successful adaptation of humankind.

Tatsiana Lukashevich – CFE Network Coordinator – Belarus Red Cross Society Background of your organization?

The Belarus Red Cross Society is a republican public association recognized as the only Red Cross national society in the Republic of Belarus, which provides assistance for the state in humanitarian efforts all over the country. The Belarusian Red Cross Society is the part of the International Red Cross and the Red Crescent Movement and a member of the International Federation of Red Cross and Red Crescent Societies.

Our vision: A society in which no one stays alone with their misfortune.

Our mission: The Belarus Red Cross Society sees its mission in protecting and improving life and health of vulnerable sections of population by mobilizing the humanitarian potential of society and by guaranteeing respect to personality.

Why do you consider that CVA (Climate Vulnerability Assessments) important for your country?

The CVA is essentially important to our country.

Practically each sector of economy is connected to or even depends on climate. Our aim is to investigate adaptation to climate change and minimize its consequences.

Why did you join our network?

We have joined your network because it is an interesting project which explores climate change and adaptation to it. Everybody knows that climate change is the 21st century's challenge. The joined networks should help in solving such a problem.
