ou saw what happened to all the mortgage brokers and loan officers. Their career changed…overnight. We have a lot to be grateful for at our local Board. Last month I attended the National Association of Realtors® Annual Convention. I met with representatives of boards across the country. Many of them have been striving to achieve what our local board already has achieved. What is that? It’s a seat at the table. The agents at their boards seem to believe the only benefit of the board is access to the MLS. Our board has been very blessed to have other benefits even more or just as important as the MLS; something that we couldn’t have obtained had we not worked together to achieve it. Other states have transfer fees, mandatory lawyer review fees, crazy sign laws, and other laws that hinder private property rights and the transfer of property. Other states also have multiple MLS systems from one area to another. Our Board has made it so that you can enjoy selling real estate without a lot of stumbling blocks in your way. You have commissions offered via the MLS, you can show homes with ease from Ogden to Payson to Tooele. Your client’s costs to selling their property stay as low as possible without lawyer fees or transfer fees. We have such amazing benefits that other states don’t have. Many people don’t have what we have. Essentially, they are on the table for dinner because they didn’t have a seat at the table.

I want to thank all those members who have given money to the Realtors® Political Action Committee and that have helped us enjoy so many benefits. I want to thank those Realtors® who have set an example of how important it is to give to RPAC. Jim Bringhurst, for example, has given more than $50,000 total to RPAC over the lifetime of his career. That could have been a down payment for a house. He obviously knows how important it is to be investing his money in RPAC. I want to thank all of those that have helped us currently have a seat at the table such as Justin Allen, government affairs director of the Salt Lake Board of Realtors®, and UAR President Chris Kyler. We have a seat at the table. Let us keep that seat, commit to invest in RPAC. Put it in your budget. Set it up on an auto monthly plan. This is the greatest benefit of our organization that you use every day. You may not look at it like you do the MLS every day, but you need to. Be a part of it. You will continue to be blessed by doing so. If you haven’t talked to Justin Allen and contributed to RPAC now is the time to do it (before Dec 18). Give him a call at 801.542.8840 and become an RPAC investor today. Thank you for your lifetime partnership in this. Together we are better!

NAR Emeritus Realtors® Announced The Salt Lake Board of Realtors® congratulates five of its Realtor® members who achieved NAR Emeritus status this year. They are: Tom Colemere (Colemere Realty), Alma Mansell (Mansell Real Estate) past NAR president, Grace Sperry (Berkshire Hathaway Home Services), J. Doug Thompson (Doug Thompson Realty), and H. Blaine Walker (Walker and Co. Real Estate). To achieve Emeritus status, each member held membership at the National Association of Realtors® for a cumulative period of 40 years. Emeritus members do not pay dues to the national association and are exempt from the Quadrennial Ethics Training requirement.

nman News reported that open house signs could become a thing of the past due a recent U.S. Supreme Court ruling. The town of Gilbert, Arizona, recently took a sign code case all the way to the Supreme Court. The town’s ability to regulate the content and manner in which temporary directional signs are displayed is at issue. “In short, the court ruled that any sign regulation must be content-neutral so as not to deny free speech. A city can impose restrictions on size, type and placement of a sign — but not the message,” the Inman article stated. “If (a city) currently grants contentbased exemptions, they’ll likely see two basic choices: 1. Grant the right to place directional signs to everyone, regardless of content. This means the hardware store, the adult novelty shop and the liquor store can all place A-boards wherever an open house sign can be displayed. 2. Throw out all of the sign exemptions. Don’t allow any businesses to display any directional signs, including open house signs.” The ruling suggests that municipalities across the country will need to review their current sign ordinances and determine if they have granted exemptions that don’t pass the content-neutral sniff test. “Agents often base their businesses on the ability to meet new buyers at their listings as well as neighbors who will be future sellers. Without signs on the street, the casual open house visitor might never stop in.”

Salt Lake Board of Realtors® 2015 Annual Report to the Members A recent audit praised the Board for its excellent financial condition and noted that the Board is being run professionally and efficiently. By Curtis A. Bullock

ear Realtor® Member: As we approach the end of 2015, I want to take this opportunity to thank you for being a member of the Salt Lake Board of Realtors®. I sincerely appreciate your membership in one of the longest standing organizations in the country. I hope you feel a sense of pride by being able to call yourself a Realtor®. The Realtor® organization is now approaching 100 years of existence and I take great satisfaction being part of the Realtor® family and knowing that we are carrying on a tradition of leadership and excellence. As is customary, I would like to present you with the 2015 annual report of the Salt Lake Board of Realtors®. This report is intended to give you an accounting of what the Board has accomplished this year and what we will be working on in the future. I want to first mention that it has been a great year serving with Dave Robison as our president. He has been an outstanding leader and has helped the Board be successful on

many levels. He has led this Board to one of the highest RRAC participation levels in history. It has also been a great honor to have also had the opportunity to work closely with our leadership team and the many committee chairs, vice chairs and committee volunteers. I have really come to appreciate the statement that “there is nothing stronger than the heart of a volunteer!” With that, let me share with you some of the highlights of 2015. I. Salt Lake Board of Realtors® Financial Status & 2015 Audit Report I am very pleased to first report that the Board is in outstanding financial condition. In 2015, the Board received an independent audit of its year ended 2014 financial statements. The Board enlisted the services of Tanner LLC, a well respected accounting firm, to conduct the audit and to provide feedback on the Board’s internal controls and practices. In August, Tanner LLC

As of right now, 100 percent of our leaseable space is rented out to tenants who pay rent and CAM expenses each month, thereby offsetting much of the cost to be in the building. provided a detailed audit report in both written and verbal format to our Board of Directors. During that report, an “A” grade was given to the Board on both our financial statements and internal controls. The auditors praised the Board for its excellent financial condition and noted that the Board is being run very professionally and efficiently. Over the years, the Board has developed a strong culture of fiscal responsibility and oversight. Myself, along with our leadership team, take great pride in the judicious use of Board funds and other resources. More specifically, each year the Board creates an annual budget that it strictly adheres to. The Finance Committee and Board of Directors operate under a balanced budget and safeguard Board resources. From an internal control standpoint, on a weekly basis, I personally review Board finances and constantly monitor areas where we can be more efficient. Then, on a monthly basis, the executive committee and full Board of Directors review financial statements prepared by our accounting manager and CFO as another check and balance. As many of you know, the Salt Lake Board of Realtors® owns the first and second floor of the Realtor® building here in Sandy. The other three floors are owned by utahrealestate.com and the

the professional Realtor® through Advocacy, Knowledge, Communication and Service. Everything we do here at the Board is related to that four-part mission statement. With that in mind, let me share a few more accomplishments in 2015. (i) Advocacy. The Salt Lake Board of Realtors® is, first and foremost, an advocacy organization. Our government advocacy efforts, is one of the most crucial and valuable services we provide our members and their clients. It is because of this program that Utah is a regulatory paradise for Realtor® members. Without it, our members’ business would be hindered with unnecessary and burdensome regulation at the local and state level. A lot goes on behind the scenes to make sure this does not happen. We work hard to promote attainable homeownership, protect consumers, improve neighborhoods and communities, strengthen residential and commercial real estate, and help create an environment where all Realtors®, brokers, and affiliate members can be successful without a lot of government interference. The way we do that is to raise RPAC funds. Raising RPAC is a big priority for the Salt Lake Board of Realtors®. RPAC dollars are used to support candidates running for office that are Realtor® friendly, regardless of party affiliation. In 2015 we will raise well over $250,000 with more than 100 members investing $1000 or more and over 30 percent member participation. The Board ranks very high in the country and beats many other states in terms of RPAC investments made by members. Thank you for investing in your profession! These funds are used to help support Realtor® friendly candidates. Our government affairs and RPAC committees which were led by Greg Fabiano and Becky Grubel and many others spent countless hours interviewing over 50 different candidates running for local office. We enjoyed a very high success rate helping our Board endorsed priority candidates during the 2015 election. We

(ii) Knowledge. Education is a core service that we provide our members and with the help of our outstanding education committee 2015 was another great year. I would like to thank Loni Larsen and Miranda Robinson for their efforts in leading that committee. We are always trying to provide good quality course offerings whether it be a live class or online. This year we had more than 300 members attend our annual Tech Summit and hundreds of members regularly attending courses here at the Board offices. With the large numbers of new members joining our industry each month, we revamped the new member orientation course to be more effective and useful. Also, with the new RESPA TRID rules coming into effect, we added 10 courses designed to help our members better understand that new federal regulation and how it impacts real estate closings. The Grievance and Professional standards committees, led by Kroger Menzer, Mary Olsen, Scott Robbins and Joel Hair were also very successful. Those committees help raise the bar and level of professionalism in our local real estate industry. In 2015 we created both an Ombudsman and Citation program that will get into full swing in 2016. The Ombudsman will offer immediate assistance to help resolve conflicts and a new citation program will allow prompt intervention when certain ethical rules have been violated. In 2015 these two committees supervised over 30 ethics and arbitration cases and many countless hours were spent considering the facts of each case. Thanks to all those that served on those committees! (iii) Communication. Communication is a key service that we provide our members. The Board strives to be the No. 1 source for all things real estate to our friends in the local media. On a regular basis, we send out press release communications to many different media outlets. The market stats and info contained in these releases generate many positive news articles for our members and their clients. When clients read or hear these positive media stories, it translates into more homes sales for our members. From Jan. 1 to nearly the end of this year, the Board helped provide information for 40 separate media stories that were run by Salt Lake area media outlets (broadcast, print, radio, and web). the community, the Board held two large-scale annual charitable events. The Charity Gala raised over $18,000 in donations for The Road Home and The Christmas Box House. This marks the 30th year that the Board has hosted this gala. Thanks go to Heather Roxburgh and Donna Pozzuoli for their efforts in heading up this committee and the many other members who gave of their time and energy to help make this event successful. More than 50 Realtors® and Affiliate members including Leo Perez and Chris McPherson assisted in the 24th annual Christmas In July event. This year nearly 300 shelter occupants (more than half children) were given donated backpacks full of basic daily living necessities, back-to-school items, blankets and clothing. This event is held in the middle of the summer when donations at the shelters are at their lowest point. One of the larger events this year was the Keybox exchange. Providing a safe and secure key and keybox system is a Board priority and a tremendous benefit for our members. In 2015, the new Bluetooth keyboxes were provided to the members and exchanged for the older boxes. It was a huge task with over 20,000 boxes exchanged during a three-day period. III. Board Leadership Structure. For those of you who aren’t as familiar with how the Board governance structure is set up, let me give a brief explanation. Decisions on Board policy are made by a 16-member Board of Directors who meet regularly to discuss important issues facing the Board and its members. After the Board makes a policy decision, the staff and various committees carry out those decisions and implement them. I would encourage any of you to give feedback to any of our directors or myself if you would like to see an improvement in a certain product or service the Board offers. Housing Watch Salt Lake and Davis Home Sales Experience Slight Declines From a Year Ago

H

ome sales in Salt Lake County dropped a half percentage point in October, the first monthly sales decline year-over-year since January 2015. Sales of homes (all housing types) in Salt Lake County in October dropped to 1,344 units sold, down from 1,351 units sold in October 2014, according to the Salt Lake Board of Realtors®. Davis County saw a 6 percent drop in sales for the month. While it is too early to tell if the decreases represent a trend, high home prices along the Wasatch Front are pushing some firsttime buyers out of the market. Nationally, the share of first–time buyers declined for the third consecutive year and remained at its lowest point in nearly three decades as the overall strengthening pace of home sales over the past year was driven more by repeat buyers with dual incomes, according to an annual survey released today by the National Association of Realtors®. In spite of rising home prices, nearly seven of 10 homes sold in Salt Lake City in this year’s third quarter were affordable to people earning Salt Lake City’s median family income ($72,200), according to a new report by the National Association of Home Builders. The report tracks housing affordability in roughly 220 of the largest U.S. cities. Salt Lake City posted a Housing Opportunity Index of 68.9 in the most recent quarter, down from 71.9 in the second quarter. Nationally, Salt Lake City ranked as the 130th most affordable housing market. Among 67 western cities tracked in the report, Salt Lake placed as the 17th most affordable city, having a higher affordability index than Las Vegas, Nev., Denver, Colo., and Boise, Idaho. Inside Utah, Salt

Lake City was more affordable than the Provo-Orem and St. George areas. Ogden was the most affordable large city within Utah, ranking No. 5 in the West and No. 54 in the nation. Across the country, Glens Falls, N.Y., was the most affordable city in the nation. San Francisco, Calif., ranked as the least affordable large metro area. The report noted that Salt Lake City had a median asking price of $260,000 in the third quarter. According to UtahRealEstate.com, the median sales price for Salt Lake County in the third quarter was $280,000, up 9 percent from $258,000 a year ago. Salt Lake home prices are 42 percent higher today than in the third quarter of 2011, when home prices bottomed from the recession at $197,000. The median price of homes sold in Salt Lake County in October was $245,000, a 5 percent gain compared to a median price of $232,500 in October 2014. The cumulative median days on the market fell to 24 days in October, down from 39 days a year ago. Pending home sales in Salt Lake County in October continued to be strong at 1,448 contracts signed, up 17 percent compared to 1,233 contracts in October 2014. In Davis County, home sales fell to 376 units sold, down from 401 sales a year earlier. The absorption rate or supply of homes is at 3.5 months in Salt Lake County, indicating a strong seller’s market (based on sales trends over the past six months). A four- to six-month supply of housing inventory is generally considered a normal market. A buyer’s market, one in which there is a glut of housing inventory, is when the inventory level exceeds a six-month supply.

Q&A: Alicia Holdaway Alicia Holdaway is a Realtor® with Equity Real Estate and is the co-chair of the Young Professionals Network Salt Lake City. She is the Executive Director for Operation61, which she founded in 2008 with her sister and brother-in-law. Q: What is Operation 61? A: Operation 61 aims to end the demand for human trafficking in our nation, and more specifically in Utah. Our mission, in its simplest form, is that we reach those who are lost, rescue those held in bondage, and restore people back to a place where they can experience freedom and dignity. Q: Why did you get involved in this organization? A: In 2008, as the recession was hitting our county at full force, I was challenged to really get outside of my own little life and look at the world around me. In this search, I became aware of this horrifying thing called human trafficking. The innocence and dignity of young people is being completely stolen by the tricks and strategies of the commercial sex trade. I thought, “This can’t really be. Ok… maybe in other countries, but surely not the US. Ok, maybe the US, but not Utah.” Once I became aware of these horrific facts, I simply couldn’t walk away. Q: Talk about the recent “Beat the CEO” event. How did it help? A: “Beat the CEO,” is an awesome challenge the Young Professionals Network does at Operation 61’s annual “END DEMAND 5K, 10K and Half Marathon” held in October each year that raises money and awareness for trafficking victims. This year, there were 105 runners and nearly $4,000 was raised. The funds from this year’s race are being focused to the effort of making a safe house for trafficking victims here in Utah a reality.

RealtyTrac® reported that U.S. foreclosure filings — default notices, scheduled auctions and HYPERLINK “ h t t p : / / w w w. re a l t y t r a c . com/foreclosure/repo/ repossessed-homesadvantages.html” bank repossessions — were reported on 115,134 U.S. properties in October, an increase of 6 percent from the previous month but still down 6 percent from a year ago. The report also shows one in every 1,147 U.S. housing units with a foreclosure filing during the month. The 6 percent monthly increase in overall foreclosure activity was caused primarily by a 12 percent monthly jump in foreclosure starts, with 48,605 properties starting the foreclosure process for the first time in October. The October monthly increase was the largest monthover-month increase since August 2011, when there was a 24 percent month-overmonth increase. Despite the month-over-month increase, foreclosure starts in October were still down 14 percent from a year ago.
