Low Cost Housing, Build for a Billion ( Ultra Tech Cement)

Synopsis

Site Plan

Basic Requirements

A vision to house every Indian by any yardstick is both an ideal and a mammoth task to achieve. But achieve it we must. The growing issue of homeless people in India is one that needs to be tackled on a war footing and any talk of India being a developed nation before giving its every citizen a safe shelter is but a sham. We believe shelter is a fundamental right that every Indian should have. Such an ambition requires enormous political will and, the PMAY is a step in that direction. But the government can’t do it alone. This is the time when we need inspired and consistent collaboration between our nation builders, the engineering and architectural fraternity and the government to make the seeming impossible possible. The competition "Building for a Billion" is but one such call for a seminal collaboration.

Competition Brief

Ahmedabad, Gujarat, India

1. To submit a unit not more then 30 sq. meters including the bath and W.C. area, within the unit. 2. To use it as a module and show its various applications on site attaining scale. 3. It is mandatory the base material of the structure is concrete. 4. The design proposal should be sensitive to the geographical, cultural and social context in which it is meant to be realized.

The proposed site is situated in Thaltej district of Ahmedabad. It falls under the Residential Zone 2 of AUDA and its an allotted low income residence plot. The permissible FSI is 1.8. The total site area is 25557.6525 sq. meters. The built up area in this is 543.5 meters. The location of the site (high density middle class, upper middle class and upper class) enables easily accessible options for generating income. The project is specifically targeted for the needs of the lower income class people, each unit having a total area of 30 m2. Ample common, open and semi covered spaces to ensure comfortable living. A hollow core to ensures good (indirect) natural lighting, and ventilation. Inclusion of herb \ kitchen garden adjacent to the kitchen facilitates a system of kitchen waste water consumption. Housing choice is a response to an extremely complex set of economic, social, and psychological impulses. In a market economy the distribution of income is the key determinant of the quantity and quality of housing obtained. Therefore, understanding affordable housing challenges requires understanding trends and disparities in income and wealth. The primary expenditure for a lower and middle lower income family includes shelter. It is generally the source of their income as well. Lack of affordable housing can make low-cost labor more scarce, and increase demands on transportation systems (as workers travel longer distances between jobs and affordable housing). The total area for an apartment (1BHK) for a family of four is inadequate as per human living standard. The solution is to provide enough common areas as a supplement for their daily needs. The design is inspired from the pol housing in Ahmedabad.

The daily lives of these people are intertwined with each other at a social level. The basic chores are done together as a group: washing, cooking, eating, playing, studying, etc. Their strength and security lies in living as a community.Living and surviving as a community needs physically and visually permeable and semi permeable common areas at the right interventions. The most common approach to measure the affordability of housing has been to consider the percentage of income that a household spends on housing expenditures. Another method of studying affordability looks at the regular hourly wage of full-time workers who are paid only the minimum wage (as set by their local, regional, or national government). The hope is that full-time workers will be able to afford at least a small apartment in the area where they work.

Indumati Palace few some years back Indumati Palace now

Main building being used as the khangi kacheri.

HISTORY Indumati Palace, was once were the ladies of the royal families used to spend their days together . Different kinds of social activities took place here like ganesh pooja ,janmasthmi etc. The Indumati Palace building was constructed in around 1990.A.D. .Three buildings were built each named Villa "A" ,"B "and "C " PRESENT CONDITIONS consequtively. All are brick constructions. Indumati palace which was once a dignified building has lost its dignity .It has been completely forgotten and people pass by the palace without even noticing it .The three buildings in the palace preemies are lost due to the dense foliage around it .The induamti place grounds are not visually or physically permeable .The main building accommodates the khangi kacheri .The other two buildings which are significantly small are in bad conditions .One of them being in extremely run down condition is shut down ,the other one being in comparatively better condition accommodates a small travel office and a few labourers. The Indumati palace area has its own micro-climate due to which as soon as one enters the area we get separated from the outside world ,though the compound wall of this area is not so high . Since the property belongs to the gaekwad family ,it has not been encouraged as a public space ,though few people come to sit on the edge in the morning and evening after their walk and there is a small tea stall along the edge , which breaks the continuity of the edge. Hence lost in time the palace no longer exists in Jilla Panchayat the municipal records .Also the area of almost around 2lakh meter square is unused and unexplored.

The Indumati Palace premises is far smaller then the premisis of Laxmi Villas Palace ,but still the Laxmi Villas palace is well maintained and visited by people .Whereas the Indumati Palace is forgotten and ignored completely .The building is a significant part to play in the history of Baroda , but no one knows even about its existance.

CASE STUDY 2: PARLIAMENT- RAJPATH ROAD

CASE STUDY 1: MYSORE PALACE The Palace is situated in the city of mysore and it is the official residence of the Wodeyars-the erstwhile royal family of mysore. The Palace is located in the heart of the city. It is one of the most visited monuments in India. The area is quite active through out the year due to the multiple activities on simpultaneously. The crossing, K. R. Circle is the most active part of the road since there a numerous activities going on here. The main bus stop which is situated just adjacent the Palace premises is a hub of buses coming from allover. the city and the buses coming into the city. Also the Main market is situated here where everything is available. The Chamraj Circle is maximum busy during the Dusera Festival since the dasera procession starts from the palace and passes through the circle. Since Dasera being a very important festival the area is completely packed and roads are blocked and vehicals are not allowed to pass through. The road leads to roads going out of the city. This is the best example of how to keep the area alive without losing the grandeur of the palace.

EVOLUTION

After the Britishers entered the state and had their hands completely in all the affairs related to the state and after persuasion and suggestions to have a huge royal and grand palace which would symbolize Baroda, the commission for building a new palace i.e. The Lakshmi Vilas palace was carried out. Various developmental activities were initiated especially in the field of physical planning and gardens. Schools as Kala Bhavan, Baroda state library, Museum, and other institutions including central Jail were set up which completely transformed the physical structure of the city which led to its cultural setup. The strategic location of the main gate connected the palace to the old fortified city and henceforth getting the name RAJMAHAL road.

The fortified town started expanding along the edges showing the extra - mural growth. Map shows the movement of habitation of the settlement of the people living near the river, later settling in the fortified town. Later Map indicates the the growth structure of Baroda along the north-south axis which later spread organically.

Later stage in the growth of Baroda depicts the opening up of the city.

URBAN STRUCTURE - 02. PHYSICAL SETTING The site is overpowered by the dense evergreen foliage of trees making the site strong and visually appealing. The landform present on the site dates directly to the initial planning of the palace complex. The landform is rich & gives a sense of visual appropriateness with respect to the site. The highly dense linear patch running along the palace boundaries provide a sense of private belongings breaking the direct visual connection to the palace. The Navlakkhi ground and the Motibaug ground spread wide open on acres of land provide a sense of vastness and openness providing a sense of a 'place' right within the center of the city. The permeable nature of these grounds makes an interaction with the public providing potential for various activities to happen.

The land use and the typology of the buildings depict the variety present in this overall urban fabric. The inner areas in the site are very dense indicating the overall growth pattern of the city from Nazarbaug palace to the Lakshmi Vilas Palace and the organic nature it has acquired. The presence of significant institutions as M.S university, police bhavan, kuber bhavan, Central Jail, Baroda state library play a major role in generating activities in the present times.

URBAN STRUCTURE - 03. PHYSICAL SETTING This figure - ground map indicates the relationship between built form in the palace complex and its surroundings areas. The presence of vast open areas against the densely built core inner pockets in the fabric can be read as well. The parallel edge along the palace street and the pathways consists of buildings set with considerable setbacks vary in size and shapes. Built spaces in the realm are considerably lesser than the overall huge open space. It also records the hold of maximum share of private property in the setting. The spaces lack spatial definitions because of presence of greater open space. Looking forward into the future the characters of the setting call for a transcendence of space fixing to create a healthy urban environment where building and space achieve balance.

The J.N Road in present times portrays a character being strategically built. The edge running along the badamani baug till kashi vishwanath temple complex has gone through many physical transformations, giving it dense commercial and residential surroundings. The settings indicate an initial growth pattern along the north-south axis and later spreading out organically. The dense evergreen settings are abundant throughout the site visually enriching the realm surrounding it. The area has a of mix typological built and open masses. The new built pattern in the palace complex shows a complete contrast with the presence of palace near by it. The canal running along the new proposed bridge which opens out directly into the vishvamitri river plays a major role in the redevelopment.

CONE OF VISION FROM VANTAGE POINTS The variety of characters which are offered by this road such as, The rich green settings,Visual extents and Vastness give a strong sense of arrival in the Lakshmi Vilas Palace's settings. The architectural components as the compound wall & the gates which are visually rich & aesthetically appealing continue to maintain the image. The natural landscape running throughout the linear patch of J.N.Road shade the streets and depicts interesting play of light and shadows.

The physical attributes of the site offer contrast in the permeability and the porosity. One edge offers the the vastness and extents of vision while being open to public. The large amount of open space is in present times accessible to the public. It also illustrates the amount of open space that has been existing in the city since the historic times.Much of it is discernible from the streets. It provides a sense of visual openness and belongings of the palace settings. On the contrary the physical edge defined by the palace compound wall marks the private territory of the royal family making it porous.

I Observe I don’t just see, I observe people walk by, I observe lives walk past my small window, I observe people smile, laugh, walk, talk, cry, run ; trying to grasp why they do what they chose to do. Observing how small and big a person can feel at the same time. realizing that lives are not perfect but still are perfect. My window, though it is small has a wide cone of vision. Standing there , not judging, but trying to perceive what i can through these human eyes, through my small window. I observe an old scooter parked in front of an old house guarded by an old watch man, sitting there day an night, I wonder what he is seeing or thinking. I observe a young father walking with his young daughter to see her off to school for the first time. I wonder what he is feeling . I observe people come and go with there whole lives written in their every action. If only I could read. Though these are mere details, I can see life in these details. Someone might think that I am oblivious to the facts of this life, AM I?
