PAGADIAN City– –A school principal has won a major people power victory by forcing the local government of Pagadian City in the southern Philippine province of Zamboanga del Sur to take action to save students and teachers from the threat of an impending landslide, according to Change.org Campaigner Christine Roque.

Roque said more than 2,600 people signed a petition on Change.org started by Otto Lingue National High School principal Tess Tarranza, who was frustrated at the lack of action by authorities to fix the ruptured landslide wall of the school in a village called Lower Sibatang. Tar r an z a an d Fay e Reyes, of Checkmyschool. org launched the petition on Change.org just a week ago and it already gathered more than 1,600 signatures in a span of 24 hours and quickly became viral on Facebook and Twitter, she said in a statement sent to the regional newspaper Mindanao Examiner. BUTUAN City––Stressing that the people’s safety cannot be compromised, Mayor Ferdinand Amante Jr. launched Friday a P1.5 million closed-circuit television surveillance system at the city police office. Witnessed by Caraga police representatives, city police office personnel led by OIC Senior Supt. Nerio Bermudo and journalists, Amante pressed the main switch in the control room at around 9 a.m. to formally start what he said “ modernized and efficient security measures to better maintain peace and order in our city.”

TO COMBAT cyber crimes in the country, President Benigno S. Aquino III has signed the Cyber crime Prevention Act of 2012. The punishable acts under the new law include offenses against the confidentiality, integrity and availability of computer data system, illegal access, illegal interception, data interference, system interference, and misuse of devices. These also include computer-related offenses such as computer-related forgery, fraud, and identity theft. These crimes are rampant in the Internet. Also punishable are content-related offenses like cyber sex, and child pornography, Malcanang spokesperson Abigail Valte said. The law also punishes unsolicited commercial communications or cyber squatting, she said. Cyber squatting is the acquisition of a person’s domain name in bad faith to profit, mislead, destroy the reputation and deprive others from registering the same. Republic Act 10175 also punishes libel, Valte said. The government classified cyber crimes in the Philippines into two categories: Internet Crimes and Commercial LAW/PAGE 9

COTABATO City––The Autonomous Region in Muslim Mindanao has endorsed Sulu Governor Sakur Tan and Lanao del Sur lawmaker Ziaur Adiong as the government’s official candidates for the ARMM gubernatorial and vice gubernatorial race in general elections in May next year. The ARMM Regional Legislative Assembly has passed a resolution endorsing the two political leaders to President Benigno Aquino and to the Liberal Party to which both Tan and Adiong now belong. STRONG MUSLIM SUPPORT “The Honorable Sakur Tan having been in the political arena and public service for many years... has proven himself to be a dedicated and trustworthy leader not only to the people of the province but also to the leaders of the areas the ARMM. A man with strong political will, his accomplishments are noteworthy, especially in the field of peace and conflict resolution. The stability of the peace and order in his area has translated into more reforms. Economy, livelihood, education, infrastructures and other components of development are among them which have significantly improved in Sulu as a result of Hon. Tan’s great efforts and accomplishments,” the ARMM said in a resolution obtained by the Mindanao Examiner. It added: “We all believe that as public servant, his leadership manifested by his deeds must not only benefit the people of his home province of Sulu, but must also be emulated in the entire ARMM. Road mishap COTABATO City––A mini-bus loaded with 28 persons plunged into a ravine in Maguindanao, leaving 24 of them wounded, police said. Police Officer 3 James Biscarra of the South Upi police office said the mini-bus of Sema Express Liner was heading to Cotabato City from Lebak, Sultan Kudarat when the accident happened in Barangay Looy in South Upi., Maguindanao. Police investigation revealed the driver, unidentified in police report, lost control of the steering wheel when the truck suffered mechanical problem. The mini-bus, Biscarra said, hit a box culvert used as bridge before plunging into a ravine along with its passengers. The wounded passengers were rushed to hospitals and clinics in Nuro, North Upi, Maguindanao and Cotabato Regional and Medical Center. Their identities were not released.

Zambo installs CCTV ZAMBOANGA City––The city government has allocated P20.5 million for the installation of closed-circuit television cameras (CCTVs) in strategic areas in this southern port city. City Administrator Antonio Orendain, Jr., said 85 CCTVs will be installed, first, on public and worship places like Plaza Pershing, Paseo del Mar, and the shrine of Our Lady of the Pilar or most commonly known as Fort Pilar, Orendain said.They will be operational starting next month. Orendain said that CCTVs were already installed at the headquarters of the Zamboanga City Police Office (ZCPO), Zamboanga City Reformatory Center (ZCRC) and in major intersections of this city. The control center of the CCTVs will be at the City Tourism Office at the Sunken Garden except for the ZCPO and ZCRC where they will have their own control centers. The installation of the CCTVs will be helpful in solving street crimes as well as in the enforcement of law and security, he said.

NRM OGI seen to boost local food resources LINAMON, Lanao del Norte––Sow now, and reap later. The principle the local government unit of Linamon exhibited in their effort to implement the Natural Resources Management (NRM) on-the-ground investment (OGI) subprojects to boost their local food resources. “I believe our NRM endeavors will go a long way. It will answer our envisioned sufficiency and affordability of food for every household in our community using our own resources, “said Linamon Mayor Noel Deaño. Linamon is implementing NRM OGI subprojects such as, the rehabilitation of Tinago sub-watershed, Larapan river-bank rehabilitation, and the coral restoration and enhancement through communitybased coral transplantation in a marine protected area. Funded by the World Bank (WB) through the Mindanao Rural Development Program of the Department of Agriculture (DAMRDP), the Php 7 million worth NRM project is implemented on a counterparting scheme in which 80% from WB loan proceeds, 10% from the national government, and 10% from the local government unit (LGU). and further develop it using the town’s resources considering that the project fund had been fully utilized. “We even encouraged concern barangays to allocate 20% of their CDF for its development and maintenance, as well as ensure our staff

to continue providing technical assistance,” Deaño said. Likewise, Region 10 NRM focal person Asuncion Maputol also encouraged the stakeholders to strengthen support to the project especially now that the World Bank support has ended.

Maputol, who is also the acting assistant director of the Bureau of Fisheries and Aquatic Resources in Region 10 challenged utmost commitment from the beneficiaries of the project. She said that additional funding support is not a problem when the project is undertaken seriously especially now that they experienced gratifying results. In barely three years of implementation, Mayor Deaño gladly mentioned the immediate outcome of their NRM project. The Larapan riverbank was saved from the havoc of the flash flood last December and January that devastated the next town’s side, as it was protected by the project’s fast-growing forest and fruit trees, bamboo and vetiver grasses that bristled in the area. Worth to mention also is the controlled siltation when big-time quarrying activity had ceased as a result of joint lobbying by the LGU and concern agencies to the authorities at the onset of the project implementation. The fruit and forest trees planted at Tinago sub-watershed are doing good too. The Mayor mentioned that in the near future full-bearing fruit trees of various kinds like durian, marang, lanzones, and more shall also draw tourists and visitors in the area aside from the attraction of the enchanting Tinago Waterfall. Thus it will provide

enterprising opportunity to the local residents and beneficiaries of the project. The marine protected area which were embedded with concrete substrates of transplanted corals serving as breeding ground of fishes, now a sanctuary of various species like grouper, spotted scat, snapper, mullet, bangus, scad among others. To ensure its sustainability, the Mayor said they strictly implement the Fishery Law against all sorts of illegal fishing. He said they had eradicated dynamite fishing long years ago. And they see to it that fishermen fish 50 meters away from the marine protected area using the authorized fishing method. Likewise, the sanctuary is guarded 24/7 by “bantay-dagat” volunteers of the Magoong, Samburon Fishermen’s Associations (MASAFA). As these NRM on-the-ground investments now in place in Linamon, the LGU, the people’s organizations, concern national agencies like DA, BFAR, DENR, and others are in the process of drawing Sustainability Plan for the project to become more effective and sustainable and to achieve its desired objective to conserve the environment and to sustain productivity in food production areas. ‘Persona non grata’ UNTIL now, homeless victims of Typhoon Sendong in Iligan City remain in makeshift tent city. The tent city is located near the city’s bus terminal. What for? Is the city government of Iligan City proud of its failure to relocate these victims? Or, are these victims being subtlety displayed for visitors to chip in some monetary assistance to the city government? Iligan City initially got more than P100-million assistance from the na- Cris Diaz tional government for the immediate relocation of the city’s typhoon victims. President Aquino delivered the financial assistance to Iligan City while leaving a measly P50 million in Cagayan de Oro City. Aquino’s action drew mixed reaction from Cagayanons. Some labeled the discrepancy in extending the financial assistance with political color. True. The point is Cagayan de Oro City’s local officials are not allies of Aquino’s Liberal Party. Iligan City’s mayor is a supporter of the administration’s LP. It is sad that in Philippines politics leaders equate the lives and limbs of their constituents relative to their political belief. However, that notion deserves another space. The problem at hand relates to the sad plight of victims of Typhoon Sendong in Iligan City. In spite of limited resources and apathetic attitude of the national government, Cagayan de Oro City’s local officials struggle to relocate Sendong victims to higher and safer places. While some victims want to construct new houses back to their original places, the national government barred them. Since the disastrous typhoon Sendong, areas susceptible to flooding in Cagayan de Oro had been off limits for habitation. Government law enforcers switch guard in these areas 24/7. Today, almost 100 per cent Sendong victims in Cagayan de Oro City already owned free houses and lots while continually receiving social services. The saddest part is that some unscrupulous politicians are suing the city mayor for alleged negligence and dereliction of duty. There are suggestions that those who filed a case against Cagayan de Oro City’s elective officials be declared ‘persona non grata.’ This idea might snowball popular support if city officials would seriously consider it. Some also suggested that these groups go to Iligan City to sue the city mayor there too if they really feel how people suffer being neglected and disregarded. React: crisguardian@yahoo.com

Get hold of happiness THINK a minute. Have you heard of the new emotional sickness called Sudden Wealth Syndrome? It happens to people who suddenly become rich by winning a big lottery jackpot, inheriting a lot of money, or other quick ways. But then what these newly rich people often find out is that it doesn’t end up being the happy dream they expected. They soon discover what many other rich people already know: money can’t buy happiness that lasts. But that’s just our problem: we think that happiness is something out there that we have to find and get, like money, a position of respect and power, or physical pleasure and fun experiences. Neither will we admit that we can’t fix our life and make it right by ourselves. But until we finally face the facts that we’re not completely happy and at peace, our life won’t change. Yet today, if you’ll sincerely ask Jesus to forgive you for all your wrongs and living your way; then ask Him to take full control of your life every day, you’ll finally have peace with your Maker and the satisfying life you should be enjoying. Politics was so beautiful during the early days of our existence. Our politicians were honest people. The speak for the truth and presented themselves with utmost honesty and truthfulness. K-12 Program: An answer or a burden? By DANILO S. VALLAR

THE K-12 PROGRAM OF THE DEPARTMENT OF EDUCATION is an education reform of the Aquino administration that has aroused various reactions from the Filipino citizens. This requires the students to enroll into two more years in the secondary level before being able to pursue any degree in college. K-12 program therefore means from kindergarten, six years in elementary, four years in junior high and two more years in senior high school of their choice of competency and skill. Since its implementation, which started with the Pre-School program just this school year 2011-2012, many still doubt its benefit for the Filipino youth and the Filipino people as a whole. It is apparent that the Department of Education is not yet ready for the full implementation of the K-12 Program in the coming school year 2016-2017. An estimated P45 billion is needed to finance the additional Grade 11 of the students which includes the additional teachers, classrooms and textbooks.

Many are suspicious of the value of the said program with all the inadequacies that surround its subsidy and many are not in favor of its implementation. With all the issues that the K-12 Program is facing, it is important that we Filipinos keep faith in our ability to find solutions despite various constraints. It is a timely move of our government to come up with such a reform. It has the best intentions and that is for the enhancement of the youth, making them locally and globally competitive. Parents must not to think of the financial crisis it might bring their family but must focus on the positive outcome it would bring their children. There is no impossible when we Filipinos persevere. Setbacks cannot be avoided, but these are not insurmountable dilemmas that innovative Filipinos cannot overcome. If the students will give their all in their studies and competent teachers will equip them with the necessary instructions, then surely, the program will succeed together with realization of all its aims. Change is inevitable, and the change for the better must be accepted and be supported rather than opposed. Advertorial

How difficult is it to understand the meaning of the word ‘dynasty’? NOW LET’S SEE... a quick google search on the word dynasty offers; “Dynasty is an Ame r i can pr ime time television soap opera that aired on ABC from January 12, 1981 to May 1989.” Nope, wrong Harry Tambuatco definition! A dynasty is a sequence of rulers considered members of the same family. Historians traditionally consider many sovereign states’ history within a framework of successive dynasties, e.g., China, Ancient Egypt and the Persian Empire. Much of European political history is dominated by dynasties such as the Carolingians, the Capetians, the Romanovs, etc. Until the 19th century, it was taken for granted that a legitimate function of a monarch was to aggrandize his dynasty; that is, to increase the territory, wealth and power of family members. A dynasty is also often called a house (e.g., House of Saud and House of Windsor), and may be described as imperial, royal, ducal or committal depending upon the chief title borne by its rulers. Dynasty is also used to refer to the era during which a family reigned, as well as events, trends and artifacts of that period (e.g. “Ming dynasty vase”). In such cases, often “dynasty” is dropped, while the name is used adjectivally; e.g., Tudor style, Ottoman expansion, Romanov decadence, etc. While contemporary English includes references to an array of prominent or influential families as dynasties, in much of the world, dynasty has been associated with monarchy and defined patrilineally.

Kinship and inheritance were predominantly viewed and legally calculated through descent from a common ancestor in the male line. However, men descended from a dynasty through females have sometimes adopted the name of that dynasty while claiming its position or inheritance (e.g., House of Orange, House of Bagration, House of Habsburg-Lorraine). So, how are we to understand the word; dynasty? In the Philippines without too much thought, a dynasty is called the Binays’, the Cojuangco’s or Aquinos’, the Cayetanos, The Estradas’, etc. surely I need not go on. What is absurd is this very word is marked a violation of the constitution and yet we make our leaders with mandates swear on to the bible to uphold the constitution??? Unless I am sorely dense, is it not simple enough that the dynasties are prohibited under our constitution. Tweeting one of the many dynasties in power the reply I received was; “let the people decide.” There is also the other everyday reply – “there is no implementing guidelines”. Now this is a lot of crock don’t you think? We may need implementing guidelines should this be challenged by our leaders to rationalize how they violate the constitution together with the voters who violate the constitution by voting them. Surely upon registration, the Comelec, the independent body placed in charge to oversee and coordinate and to legalize our election process should disqualify ALL the violators from the start, correct? Why don’t they, I ask? Maybe it is the Comelec that is violating their mandate and must be held accountable to the Sandigan Bayan if not the ombudsman for allowing the proliferation of violators of our constitution?

THE umbrella organization of exporters this week raised a concern in a decision made late last year by the Department of Labor and Employment (DOLE) to regulate labor contracting and subcontracting. “We laud the objectives and benefits of regulating contractors to curb fly-by-night operators and protect the principals (in such arrangements),” said Sergio R. Ortiz-Luis, Jr. president of the Philippine Exporters Confederation, Inc. (PHILEXPORT) in a letter to DOLE chief Rosalinda Baldoz. However, a main harmful issue raised by the export leader is the prohibitive licensing and registration fee of P25,000 to legalize the operations of labor contractors and subcontractors of parts of a bigger company’s production system. The fee should be reduced to a more reasonable P1,000 since most members of PHILEXPORT are micro, small and medium enterprises that already face so many obstacles to

becoming more competitive, OrtizLuis argued. This fee is benchmarked with the fee paid under the Barangay Micro Enterprise Act. Secretary Baldoz issued Department Order 18-A seeking to regulate the contracting practices late last year. The issue on labor subc ontracting became a national controversy when many contractors from security guard agencies, providers of messengerial and janitorial services and at least one retail chain were found to have blatantly violated Philippine labor laws. One lawmaker had called the phenomenon “the casualization of Philippine labor”. The issue has become too hot, several congressmen and senators have filed bills in both houses of Congress seeking to criminalize labor-only sub-contracting. Subcontracting practice is only common in the construction business before the globalization of trade set

CAGAYAN de Oro City–– Canned pineapple was Northern Mindanao’s top export earner in the second quarter of 2012. Canned pineapple contributed US$52.55 million or about 22 percent of the regional total exports, Cecilio Y. Clarete, chief economic development specialist of the National Economic and Development Authority (NEDA) in the region said. He said crude coconut or cochin oil, which used to be the top earner in the past year, now ranked second posting an export value of US$35.78 million, down by 70 percent compared to the same period last year. Abaca pulp was the region’s third top dollar earner for the quarter with a total export value of US$14.70 million, 3.4 percent higher

compared to the same quarter of last year. Clarete said the other top dollar earners commodities for the quarter were fresh pineapple, live grouper, sintered ore, sawn lumber/corefinished/kiln-dried, coconut charcoal or charcoal granules and powder, ferronickel shots and fresh bananas. Records from the Department of Trade and Industry (DTI) in the region show that seven out of the 14 export sectors in the region registered negative growth for the quarter. Coconut-based products, which accounts for 50 percent of the total exports value dropped 42 percent, yearon-year, pulling down the region’s total exports. The region’s value of exports for the quarter only amounted to US$241.9 million, lower by 17 percent compared to same quarter of 2011.

Hot weather affects NorMin’s corn production during the 2Q of 2012 By APIPA P. BAGUMBARAN

CAGAYAN de Oro City–– Corn production during the second quarter this year decreased by 10 percent compared to the same period last year due to the hot weather that affected Northern Mindanao, the National Economic and Development Authority (NEDA) Regional Office 10 said. Records from the Bureau of Agricultural Statistics (BAS) in the region show that corn production went down by ten percent from

78,894 metric tons in the second quarter of 2011 to only 71,229 metric tons in the same quarter this year. Engr. Cecilio Y. Clarete, chief economic development specialist of NEDAX’s Knowledge Management Division, said the decrease may be traced to reduced production in four of the region’s five provinces that suffered from the hot weather between February and April, especially Bukidnon, the region’s major corn producer. He said the largest reduction of 27 percent was

The overall increase in white corn production was accounted largely by Bukidnon which posted a 179 percent surge that amply compensated the declines in three other provinces. In like manner but in opposite direction, the decline in yellow corn production was traced from reductions in Bukidnon, Lanao del Norte and Misamis Oriental. The value of white corn production meanwhile surged by 50 percent during

the second quarter reaching P516 million. This was pushed up by the 12 percent increase in production volume and 35 percent increase in farm gate price. Yellow corn production, in contrast, was valued at P439 million, down by 11 percent due to the 22 percent decrease in production volume. The region’s corn sufficiency level, after deducting the requirements for seeds, processing and allowances for feeds and wastages, stood at about 25 percent during the second quarter.

Cecilio Clarete, chief economic development specialist of NEDA-10, disclosed in today’s media forum that the BIR reported a total tax collections of P1.96 billion during the period, up by 25 percent from the P1.58 billion posted in the same quarter last year. He said all revenue dis-

tricts in Northern Mindanao recorded increases in tax collections with Cagayan de Oro City, which shared 58 percent of the region’s total tax collections, posting the highest growth at 29 percent from P889 million in 2011 to P1.14 billion in 2012. The other revenue district offices recorded the following tax collections: Iligan City, P306.07 million; Bukidnon, P270.98 million; Ozamiz, P172.17 million; and Gingoog, P70.75 million. In terms of category, income taxes accounted for the largest share of the region’s total tax collections sharing P1.34 billion or about 68.4 percent. It was followed by value-

added taxes at P399.81 million, other taxes at P117.87, percentage taxes at P102.22 million, and excise taxes at P456,314. Meanwhile, customs collections for the second quarter of the year climbed 22 percent from P1.23 billion last year to P1.51 billion this year. Growths were posted in the region’s major ports particularly in the Mindanao Container Terminal (MCT) which accounted 84 percent of the total customs collections of the region. The MCT recorded total collections of P1.26 billion, up by 32 percent from the P960 million collections it posted same quarter last year, Clarete said.

CAGAYAN de Oro City–– Northern Mindanao’s aquaculture industry continued to grow in the second quarter of 2012, according to the National Economic and Development Authority (NEDA) in the region. Aquaculture production, which accounts for 40 percent of the total fishery production of the region grew by 7.4 percent, from 15,886.80 metric tons in

last year’s second quarter to 17,059.01 metric tons in the same period this year. Engr. Cecilio Y. Clarete, Chief Economic Development Specialist of NEDA-10 said that seaweeds production which grew by eight percent to 11,883.64 metric tons has been the major contributor to the aquaculture industry. They will temporarily hold their classes in tents while official work is underway to address the problem in the long term. The building and landslide wall are now condemned and declared off limits. “I am feeling very happy and relieved because of the local government’s commitment to save our school, as well as the overwhelming support we received online,” Tarranza said. “This is a significant victory because it shows how people with the least power in society are empowered to hold public officials accountable and compel them to take action. things in politics. We had governors, congressmen, mayors, etc. who were trustworthy and capable. They were people of strong character and habits and were truly capable to hold government positions. Many years later, however, the face of Philippine politics had changed and so many of our politicians had also changed their appearance and habits. Some of them could not speak well but lies. Others simply kept their spirit silent but still have ugly intentions in their way of governing matters. Still others are shy but in mind are determined to make something out of politics, thus the beginning of corruptions, vote buying, dirty tactics, ugly styles and bad politics. Public meetings during election time were not quite bright and attractive. Many of our leaders could not longer use the right words to describe their intentions. Some are not only clear in ugly intentions but also talking wildly about extravagance. Still others use foul language and reverse style to convince people that their group or party is well prepared and ready to serve come what may. In short there are calisthenics of bad influence and convincing power from most of the politicians. The way some of them speak, it is clear a sort of catastrophe can happen in their leadership. Today our system is still the same. What grew differently are our politicians. Many think it is only in politics that they can earn a lot of money. Others, think politics will give them pride and honor thus to be with it, means prestige forever. Still others think, easiest way to become a millionaire

is by way of politics. And in fact so many from all walks of life joined politics to become millionaires. Of course, there others who just want to serve with God in their heart and even if they earn little, there is pride in serving the people.

The draining of part of the National Power Corporation (NAPOCOR) reservoir which is a fishing ground in Bukidnon also adversely affected inland fishery, he added. Commercial fishing trips, on the other hand, were hampered by unfavourable weather. E

XCELLENCE IN JOURNALISM, writing or any other media skills does not happen overnight. In some cases, innate talent and natural flair may be considered, but generally, it must come from education and experience.

Appreciating assignments as writers, reporters and editors start at any given time. It could start with young minds, teenagers, the middle age group or even seniors. Love for writing, once ingrained in one’s self, never dies. A journalist never grow old, it won’t even fade away like soldiers, and it would never die even if massacred. For a journalist is an immortal icon, not a mere flesh. In this age of modern and hi-tech information, media indulgence has become a preoccupation by almost anybody. Journalism has ceased to be an elitist preoccupation of sorts because it has become the interest of the whole populace. From a strict-watch-

dog genre, journalism has branched out into several information branches and advocacies. Thus, we now have civic, citizen, and community journalism, environmental and health journalism, government press organizations, and even military and rebel press corps. Not to be outdone, the political machineries have organized their own media bureaus. The business communities too have installed their own media departments. All schools now have their own newspapers and magazines. Our planet have become a media world. This reality has prompted the Sudaria Group of Publications to establish “The Media Center.”
