Aves conferred as father of brgy civil registration THE Philippine Association of Civil Registrars (PACR)––through its President Dorotheo O. Lacbaun Jr., a municipal civil registrar––conferred to Director Salvador A. Aves of the National Statistics Office, Region 10 the title “Father of Barangay Civil Registration System (BCRS)” during the 5th Regional Convention on Barangay Civil Registration System held NSO Regional Director Salvador A. on October 11-12, 2012 at Aves for Northern Mindanao. and Convention Center in Cagayan de Oro City. NSO Administrator and Civil Registrar General Carmelita N. Ericta with Director Lourdes Hufana of the Civil Registry Department and more than 1,700 participants witnessed the conferment of title to Mr. Aves. Earlier, Mr. Aves conceptualized and implemented the Barangay Civil Registration System (BCRS) when he introduced it in Region 10 as its
flagship project then and was aggressively implemented in provinces of Bukidnon and Agusan del Sur. His idea of BCRS was conceived largely due to his concern for the less privileged and deprived sector of the populace, the indigenous peoples. BCRS was introduced with the belief that if civil registration is conveyed to the barangay level, the recognized constraints will be countered; thus, extend-
ing the civil registration services to the barangay constituents. The objective of the project is to include the IPs and Muslims in the Civil Registration System, thereby including them in the privileges that complement those who are registered. It was a humble contribution and vehicle in instituting change that could propel them towards the mainstream of Philippine society, while at the

IPs throw support behind FAB By BONG D. FABE of Mindanao Daily News
By BEN D. ARCHE of Mindanao Daily News DAVAO City––With at least six months to go before the midterm elections in May, the Commission on Elections (Comelec) in Davao Region is now in the process of reviewing whether Davao del Sur province should be placed under the agency’s watch. During the recent Kapehan sa Dabaw at SM CityDavao, Comelec Assistant Regional Director and Lawyer Marlon Casquejo said the election in Davao del Sur has had a history of violence that should be reviewed. Casquejo said the Comelec can declare any area as under its control based on previous situations during elections upon recommendations from the Armed Forces of the Philippines (AFP). After which, Casquejo added a recommendation
same time protecting their distinct cultural practices and traditions as guaranteed by the Constitution. BCRS has been adopted by other regions until it has been practiced nationwide. It also gained recognition in Asia and the Pacific as a viable model of improving the registration of births. CAGAYAN de Oro City––Indigenous Peoples (IPs) in Mindanao have thrown their support behind the recently signed Framework Agreement on Bangsamoro (FAB), as the former head of the Episcopal Commission on Interreligious Dialogue (ECID) of the Catholic Bishops Conference of the Philippines (CBCP) urged unity among and with all communities in Mindanao for peace to bloom in the island. “We IPs (indigenous peoples) are supportive of this agreement that will usher peace in our homeland and benefit all,” said Victorino “Datu Migketay” SUPPORT | page 9
Butuan vice mayor takes firm stand to protect Mount Mayapay By PAT SAMONTE and JOEL PORTUGAL of Mindanao Daily News BUTUAN City––Consistent with his previous position on one of this city’s important landmarks, Vice-Mayor Lawrence Lemuel Fortun has vowed to give more flesh to
his stand to protect and save Mt. Mayapay from threats of further destruction. According to Fortun, his opposition against a Congress bill several years ago to declare almost a half of Mt. Mayapay’s land area as alienable and disposable that could have opened it
to private ownership, still remains and “will always be my position.” Mt. Mayapay has an area of 18,642 hectares with an elevation of 675 meters (2,214 feet) above sea level, The lush greenery, rich forests and mini-watershed areas of this huge mountain
had deteriorated because of slash-and-burn farming, firewood gathering and quarrying. The city government in coordination with regional line agencies, non-government organizations and civic groups has launched tree-planting and reforesta-
tion campaigns to protect and save Mt. Mayapay from further denudation and damage. As the measure was approved in the House of Representatives, Fortun, as city councilor, did not waver but continued with his fight against the proposed
law. He gathered signatures expressing opposition to the bill and sought the Senate to defer action on it. Fortun, who has been a strong advocate for environmental protection, said his commitment is not only for the present but future generations as well.
