53 teachers poisoned GENERAL Santos City––Health authorities in South Cotabato are now investigating alleged food poisoning case that downed at least 53 teachers attending a conference in nearby Koronadal City over the weekend. Dr. Rogelio Aturdido Jr., South Cotabato health officer, said Monday the victims were separately rushed to the Doctor’s Clinic and Hospital in Koronadal City on Saturday afternoon after suffering from severe stomach ache, loose bowel movement and other food poisoning symptoms. The teachers were among the estimated 200 participants of the Missions Partnership Conference that was held Saturday at the Notre Dame of Marbel University (NDMU), he said. “The suspected cause was the food served at the conference that was delivered by a caterer from Surallah town,” he said. Of the 53 victims, Aturdido said 18 were admitted at the hospital due to signs of severe gastroenteritis and

dehydration. As of Monday morning, two of the victims remained confined and still undergoing treatment at the same hospital. The health official said he has dispatched personnel from the province’s sanitary inspection unit to Surallah town to check on the operations of the caterer. He said they also sent samples of the rectal swab taken from the victims to the Cotabato Regional Medical Center in Cotabato City for laboratory testing to determine the real organism that triggered the poisoning. Last Sunday in Davao City, about 100 students, and two top school officials were hospitalized after taking their lunch while attending the student leaders gathering.

THE order of Cagayan de Oro Mayor Vicente Emano to demolish the illegal structures on the disputed Tagpuangi Creek in Zone 1 in Barangay Agusan was never implemented, a trader complained.

BUTUAN City––Department of Environment and Natural Resources and police personnel in Caraga seized some P205,570 worth of forest products on Monday as the government has intensively continued its campaign against illegal logging in the region. The no-nonsense campaign was launched following the June, 2012 apprehension of not less than P10 million worth of logs along the Agusan River in Barangay San Mateo here which passed several monitoring stations in Agusan del Sur. The incident caught the attention of DENR Secre-

Subsequent timber and lumber smuggling incidents led to the sacking of local environment officials including Caraga regional executive director Leonardo Sibbaluca. 56 ex-rebels get P2.7m livelihood assistance By BEN D. ARCHE Regional editor-Davao

MATI City––At least 56 former members of the New People’s Army (NPA) availed the livelihood assistance that the government is offering to rebels who would return to the folds of the law. The rebel returnees received the financial assistance in the amount of P2.7 million in bank check during a simple ceremony held at the Davao Oriental provincial capitol here recently. “This is the biggest support released throughout the region,” Army’s 701st Infantry Brigade commander Col. Rey Leonardo Guerrero. Guerrero added that the giving out of assistance was the second time around in the province this year.

In March, the government handed out the amount of P1.2 million as livelihood assistance to 24 former rebels, the military officer said. Guerrero told the assistance came from the fund of the Payapa at Masaganang Pamayanan (PAMANA) program of the government through the Office of the Presidential Adviser on Peace Process (OPAPP). “This endeavor proves that the government is sincere in resolving insurgency in the country,” he said. The training was held in time with the agency’s mid-year assessment at the Gazebo Resort Hote, this city. Photographer Clint Cañete discussed and demonstrated the basic concepts in photo journalism and composition, while Information Officer Nora Molde of the Philippine Information Agency (PIA13) handled the subject on basic news writing. PIA-13 Operations Chief Robert Roperos briefed the participants on what stories government information officers should and should not cover, as well as the need to communicate on the Philippine Development Plan. TESDA-Caraga Director Edwin Gatinao, who is himself a writer and an editor, enjoined the personnel to produce news stories based on the thrusts and programs of the agency. Of dreams, delusions, and obsessions NORRIS Babiera, Vice Governor of Misamis Oriental, is in a hurry. He simply took Oscar Moreno’s bait to run for Governor in Misamis Oriental next year. Actually, Norris has still one term left as Vice Governor. Oscar, who is leaving Misamis Oriental, categorically named Norris as his successor. Since then, talks about Norris as a gubernatorial candidate circulated around the political corners in Misamis Oriental. Nobody doubts Cris Diaz Norris capability to run for governor. After almost 20 years in public service, Norris could now be equipped with the necessary tools to run the affairs of the provincial government. Next year, Norris will have a face-off with the Emanos in a fight to gain control Misamis Oriental’s political turf. Incumbent Congressman Bambi Emano, of Misamis Oriental’s 2nd District, is leaving his congressional post to run for governor in Misamis Oriental. Bambi is son of Cagayan de Oro City incumbent Mayor Vicente Emano, head of the local Padayon Pilipino. The Padayon is applying as a regional political party. If approved, the Padayon would enjoy the same benefits as that of national political parties. Yet, there are doubts that the current administration would act on its application. Will Norris survive in what could be the greatest political battle of his life? Except for Norris, most people shared common opinions – Norris will not make it. The statement is terse and declarative. However, we cannot change the opinion of the people of Misamis Oriental especially at this moment. People whom this writer talked with always consider Norris as Emano’s political clone. In other words, the same argument persists that Norris could not have been what he is now without the Emanos. Norris may argue on the contrary. Yes, Norris could claim that politically speaking, he is ‘his own man’ now. That he succeeded as a politician through hard work and labor was non-debatable. After all, anyone who works hard deserves success. However, Norris case is an exception. Even if Norris will employ all the arguments in his arsenal to justify his current political stature, the ‘Emanos‘will always be attached to it – for better or for worse. Figuratively speaking, Norris is Emano’s DREAMS/PAGE 11

Banking history First of four parts MAYBE you’ve wondered when the business of banking first came about in the Philippines. Or maybe you’re curious if banks existed during the Spanish and American colonial periods, and how they fared during the Japanese occupation. As always, history provides the best answers to these questions. The Bangko Sentral ng Pilipinas (BSP) has published a very informative book, “The General Banking Law Annotated: Book 2,” which details the history of banking in the Philippines. For the next four weeks, I will share with you this special history as written in the BSP book. According to “The Gen-

The capital of Obras Pias came from pious Catholics and their profits were intended to maintain hospitals, orphanages, and other charitable endeavors. The Obras Pias served as commercial banks and marine insurance companies,

with the bulk of their funds invested in the galleon trade. In 1869, the opening of the Suez Canal facilitated trade between the Philippines and Europe. The Philippines then attracted British capital, and in the years that followed, the Chartered Bank of India, Australia, and China (now known as the Standard Chartered Bank) and the Hong Kong and Shanghai Banking Corporation (HSBC), both Britishowned banks, opened their

branches in Manila. In 1883, Madrid-based Banco Peninsular Ultamarino also established a branch in the country. However the Spanish bank ceased operations after four years. By the end of the Spanish regime, the banks in existence were: El Banco Español Filipino de Isabel (now the Bank of Philippine Islands or BPI), which was given the sole mandate under a Spanish Royal Decree of 1854 to issue banknotes called Pesos Fuertes; the Chartered Bank of India, a branch of the HSBC; the Monte de Piedad; and the Banco Peninsular Ultamarino de Madrid. CAGAYAN de Oro City–– Sendong survivors, challenged to transform the December 16, 2011 tragedy into an opportunity and thus chart their families’ own destiny, actively participated in the hands-on training on urban container gardening (UCG) at the covered court of the St. John Vianney Theological Seminary. At least 60 survivors from the barangays of Iponan, Bonbon, Indahag, Macasandig and Carmen spent a whole day last Wednesday learning how to grow vegetables using discarded recyclable materials such as plastic water containers and household wastes under UCG’s developer and expert Perfecto “Jojo” Rom Jr. Organized by the Balay Mindanaw Foundation, Inc.’s (BMFI) Disaster Response, Risk Reduction Management and Resiliency Building (DRRRMRB) team in partnership with the Katilingbanong Pamahandi sa Mindanaw Foundation,

It also gave the survivors the opportunity to “think out of the box” in growing their own food to feed their families, as well as develop sources of livelihood from discarded and recyclable materials such as tetra packs. Tetra packs and plastic water containers are ideal “pots” for growing vegetables since they are abundant and often discarded buy restaurants and eateries. Tetra packs from different juice manufacturers are sewn together to make “tetra pots” which then can be used as pots for growing vegetables. UNICEF, Globe introduce ICT tools for accurate maternal and child health data reporting THE United Nations Children’s Fund (UNICEF) has partnered with leading telecommunications provider Globe Telecom in delivering an integrated mobile and desktop social system that can be used to report realtime data on maternal and child health for improved public health care, particularly in far-flung areas. “Timely and accurate generation of health data is critical to good decisionmaking and provides concrete evidence to support actions in running health programs of the local government units. Thus, we at Globe are doing our best to help bridge disparities in access to health care by providing the necessary information and communications technology tools to make all this possible,” said Rob I. Nazal, Head of Globe Corporate Social Responsibility. Called rChits (Real-time Community Health Information Tracking System), the project was developed and tested by the University of the Philippines – Manila for the National Telehealth Center (NTHC). It is a five-month project funded by UNICEF with

How does rCHITS work? THE project has three components: the Community Health Information

Tracking System (CHITS), a java enabled-phone, and a web-based LGU Dashboard. For example,when a pregnant woman visits the health center, her data is stored in a computer through CHITS. When she misses her appointment to the doctor, midwives do a follow-up check-up on her. Since midwives can’t bring CHITS during field visits, health data is stored in mobile phones. Data from the phones are then automatically synchronized in the LGU Dashboard for data visualization. In a real-time manner, the dashboard provides local chief executives with organized information in maps, charts and graphs. This helps mayors to decide priority programs for their project planning, most especially during times of disasters. A total of 77 health workers were trained on using rCHITS. Another set of 76 LGU personnel also underwent training on sending mReports.The mReports include governance indicators such as death, birth, immunization, delivery, maternal registration, patient, disaster, and early childhood care and development (ECCD) being transmitted to the LGU dashboard.

At around 11:45 a.m., police, DENR and local environment personnel confiscated 53 mixed diptherocarp round logs with a volume of 29.56 cubic meters and worth P88,680 along Ohot River in Barangay Remedios, Esperanza, Agusan del Sur. Aside from learning from the expert about UCG, the survivors also learned organic ways of making fertilizer, foliar, pesticide. They also learned from Rom how to make a non-smelly barrel compost that does not attract flies. The survivors were very attentive, taking all in what Rom was teaching them from his own experience in developing UCG. After the training, Fr. Raul Dael said that the leadership of the SJVTS has decided to allocate a portion of the seminary’s lot for UCG for the benefit of the survivors who are temporarily sheltered there.

The following are the guidelines in the cancellation or suspension of classes in public and private schools and work in government offices: When signal No. 1 is raised by PAGASA, public and private pre-school and kindergarten classes in the affected areas are automatically suspended. At Signal No. 2 the suspension will also include elementary and secondary classes. When Signal No. 3 is announced, classes in all levels and work in all government offices are cancelled. In instances where there are no storm signals announced by PAGASA, the local chief executives (LCEs) as chairpersons of their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) may implement a localized suspension of classes in both public and private schools and work in government offices.

Olympics, pressure much? by SHAUN ALEJANDRAE YAP UY, Editor In two separate events, Spain drops out of the Men’s Soccer Gold medal race after hitting a wall twice in humiliating fashion, while USA Swimming Team settles for silver after a shuffle on the 400-meter freestyle relay. Literally in true Olympic fashion, the opening games in London are dramatic and tell-tales of how one can be dominant in coming to the games and then losing to underdogs in shocking displays of athleticism. First there’s the men’s soccer fan favorites - Spain; with Manchester United first choice goalkeeper David de Gea hoping for a Spain – England kick off in the finals, that won’t happen in the coming days as the favored football powerhouse has been knocked out by Japan and Honduras and will now play their final game in the group stages against Morocco, at least for pride if they win. Let’s look at the hurdles of Football/Soccer national teams have to face in inter national matches. Football is broken down into squads, the senior squad which is the main team of any national team. Here in the Philippines we have the Azkals, the Teen Azkals (U23, U19, U17)

which is basically the junior squads in the making. Spain and the other countries playing in the Olympics will field their U23 squads, leaving their senior squad out of the limelight on this one. Although the national teams will be allowed to field three senior squad members, this helps – in the case of Spain, it didn’t, even if the 3 seniors were part of the squad that recently captured the EURO 2012 crown. Also, football national teams only get to train so much, since all the players are “on-call” and whenever they care called up, that’s the time they train. It is a peril that any national football squad will always have. Then there’s swimming, relay.Top American swimmers put on their caps, goggles and their game faces on only to be edged by France as the Frenchmen took advantage of a mishap in the 400-meter men’s freestyle relay. Nat’l futbol clinic in Maguinda, more than 600 children participate BUTUAN CITY, Philippines - The biggest football clinic dubbed as the Kasibulan Football Grassroots Festival organized by the ButuanAgusan Norte Football Association (BANFA) and the Philippine Football Federation (PFF) on July 29, 2012 in the rural area in Maguinda National High School Football grounds in Brgy. Maguinda, this city. Now on its 3rd leg of staging, the football clinic aims to introduce the game of football to more than 3,000 children ages 6-12 years old from all walks of life. At present more than 600 children have already registered who will participate in the said clinic which will come mostly from the schools in Brgy. Maguinda and in the neighboring barangays such Tungao, San Mateo, Sumile, Maibu, Dangkias, Amparo, among others. The first two staging of the said clinic attracted more than 1,000 kids which were held at the Butuan City Sports Complex in Brgy. Libertad in Butuan City. This is the first time the a football clinic, which is offered for free to all participants, of this magnitude is staged in Butuan City, more so in the rural area like Brgy. Maguinda. The clinic, which is also held in several key cities, is also aimed at discovering new breed of talents who could be part of the Azkals who will be competing in the 2018 Asian Football Cup. To date, the program has produced a member of Team Azkals in the person of Emilio “Chiefy” Caligdong who is a product of the program in the late 1990s. There will also be a Basic Training on Coaching in the first two days of the clinic on July 27-28 at the same venue. The clinic is supported by the Philippine Gaming Corporation (PAGCOR) and the Department of Education (DepEd) - Butuan City Schools Division.

PRISAA Region 10 assembly marks brighter future in athletics It was not just an ordinary Regional Assembly- it was a birth of a new era. On July 25 at Liceo de Cagayan University, a historic convergence of more than 20 private academic institutions in Northern Mindanao was realized as Private Schools Athletic Association (PRISAA) Region 10 conducted a Regional Assembly for existing and aspiring member schools. The event was spearheaded by PRISAA Regional President, Dr. Mariano M. Lerin, concurrently the University President of Liceo U together with PRISAA National Officers Dr. Emmanuel Y. Angeles, National Chairman and Mr. Boy Santos, PRISAA National Secretary General. Also gracing the affair is Region 10 CHED Director and PRISAA 10

Consultant, Dr. Zenaida Gersana, CESO III. The assembly paved the way for inactive members to once again signify their interest to take part of this prestigious national athletic association and for other private academic institutions to join the exciting league as well. This impressive attendance of various schools within the region marked a show of trust and confidence to the current PRISAA Administration and a noteworthy expression of their eagerness to continue the quest for athletic excellence in this side of the country. Concerns were laid out and further discussions on the benefits of membership were brought out to establish clear thrusts

and transparency within the organization. This new show of force will definitely revitalize the otherwise dwindling sports program in Northern Mindanao and revive the spirit of healthy competition among private schools thus allowing more opportunities for young students to take part in local, regional and national events and perhaps even exposures in international competitions. Sports are definitely seeing better days as more private schools in Region 10 are now taking part of PRISAA. Next stop for the association is a followup meeting with key personalities and discuss plan of action in the region on August 10, 2012 to be hosted by Pilgrim Christian College.
