CAGAYAN de Oro City––The Department of Education (DepEd) is set to give honor to outstanding teachers who have shown remarkable devotion to their job, this as it culminates on October 5, the teachers’ month celebration. The national culmination activity will take place here in Cagayan de Oro City, first ever, and it is expecting around 5,000 teacher-participants coming from different parts of Mindanao. Dr. Myrna T. Castaños, Gingoog City School Division Superintendent and Chairperson of the World Teachers’ Day (WTD) publicity and media committee, explained in a press conference held yesterday at the Business Week Mindanao media center, that the celebration is intentionally set in Cagayan de Oro to highlight the heroic acts of teachers in schools heavily

affected by tropical storm Sendong, including Iligan City. “This is a grand event, we are expecting big personalities, including artists just to ensure we please our teachers, it’s an all fun day for them,” Medarda B. Galarrita, DepEd 10 information officer added. The national culmination activity will serve as the highpoint of the nationwide celebration, while all other school across the country will also simultaneously celebrate the event. Special body to look into gov’t workers mental health created GENERAL Santos City––The provincial government of South Cotabato has created a special body that will spearhead various programs geared at improving the mental and physical health of its officials and employees. South Cotabato Gov. Arthur Pingoy Jr. issued Executive Order No. 14 creating the Provincial Health and Safety Board to facilitate the implementation of a comprehensive health and wellness program for local government workers in the area. He said the board was mainly tasked to study and formulate po-

lices, programs and service that would promote healthy lifestyles and productive working environments in the province. Early this year, a health risk assessment conducted by the Integrated Provincial Health Office (IPHO) among provincial government employees revealed that majority of them suffer from lifestyle-related diseases such as hypertension, diabetes and cardio vascular diseases. “There is a need for further action to address such health risks in order to improve the work performance

of our employees,” Pingoy noted in his order. The newly-created board comprises top officials of the provincial government and with the provincial health officer as chair and the provincial administrator and provincial accountant as vice chairpersons. The designated members come from the provincial planning and development office, human resource and development division and the union of provincial government employees of South Cotabato. Zambo remains in state of calamity, victims up 1,672 Z AMB OANGA City–– Zamboanga remained on the state of calamity as the number of families affected by flooding in at least ten barangays rose to 1,672. The City Disaster Risk Reduction and Management Council (CDRRMC) headed by Mayor Celso Lobregat said the number of affected families continued to rise as more people flock at the evacuation centers. The declaration of calamity status will allow the city government and the barangays to immediately tap their calamity funds and rehabilitate flood-damaged structures,” Lobregat said. Heavily flooded barangays were Labuan, Patalon, San Jose Gusu, Baliwasan, Sta Cruz Island, Vitali, Tictapul, Mangusu, Divisoria and Tugbungan. Classes in schools affected by strong winds and river flooding remain suspended. A five-year old child

identified as Mark Anthony Maliari of Barangay Labuan died when strong winds uprooted a “kapok” tree that fall on him. He died in a hospital on Monday. Lobregat said the Philippine National Police, Air Force, and coast guard were mobilized for rescue operations. Rubber boats were also deployed to rescue those who were stranded in their homes due to heavy flooding. Meanwhile, the Philippine Coast Guard (PCG) has allowed the resumption of trips plying the routes of Basilan, Sulu and TawiTawi on Tuesday. Trips were suspended last Sunday following the onset of strong winds and big waves spawned by typhoon Lawin. However, PCG station commander in Zamboanga Lt.Cmdr. Eliezer Dalnay said small bancas and vintas are discouraged from venturing out at sea until otherwise advised.

BUTUAN City––Vice-Mayor Lawrence Lemuel Fortun has announced he was bowing to the people’s “overwhelming clamor” for him to bid for representative of the First District of Agusan del Norte in next year’s election. In an interview, Fortun said that since he started medical and dental missions to urban and rural barangays as part of his outreach program, residents have been urging him to “go, bring their voices to the House of Representatives and from a true blue Butuanon, give the city and Las Nieves, Agusan del Norte honor and

pride.” Fortun said, he has decided to accept the people’s “demand” backed by more than 80 percent of the city’s barangay chairmen as well as the support of national and local Liberal Party leaders. According to Fortun, he was taking the people’s desire as a “challenge” to be of more service to Butuanons and Agusanons. “The people know that since I entered politics, I have been at their beck and call,” he said. A barangay chairman, who asked not to be named, said he was for Fortun because “he has not changed since he became city councilor in 2004. He honors his words, commitments

and listens to whoever approaches him. He is unlike other politicians who seldom reports to their offices after getting elected. Lawrence is sincere.” Fortun revealed that he was filing his certificate of candidacy together with Mayor Ferdinand Amante, Jr. who is running for re-election anytime next month. When asked for comment about the announcement of National Food Authority administrator Lito Banayo’s bid for the same post he is aspiring, Fortun said he looked forward to a “high level campaign” that will provide the electorate and the youth “education and enlightenment in this political exercise.”

Dads ask PAL to retain CdeO-Mla, vice-versa flights THE 16th City Council headed by Vice Mayor Caesar Ian Acenas on Tuesday adopted a resolution requesting the management of Philippine Airlines (PAL) to reconsider its plan of withdrawing the operation of its Cagayan de Oro-Manila and vice versa flights. Councilor President Elipe, in his special report, said with the operation of the international standard Laguindingan airport soon, PAL operations in the city will be given to AirPhilippines. He expressed concern over this saying PAL is still considered to be the

preferred airline of some people. The city is developing and many tourists coming, the withdrawal of flights of the national flag carrier will be awkward, he pointed out. “Sayang kon mawala ang PAL sa dakbayan,” Elipe added. Councilor Ramon Tabor said the legislative body will be appealing that PAL’s direct flights to and from Cagayan de Oro will be retained. He said the reasons and implications of this should be considered. Acenas tasked the committee on public utilities to look into the matter.

Davao City mulls railway, wider roads, bigger airport DAVAO City––The establishment of a railway system and a new and larger international airport in Davao City are among the big ticket items to be factored into the revised comprehensive development plan and zoning code being crafted by

the City Council here. Local legislatures said that due to the fast development in land transportation particular in the number of motor vehicles and the worsening traffic condition of the city, there are now proposals to build a

railways system, aside from the opening or widening of city roads. Another proposal is inclusion in the new documents of a much bigger space of an international airport due to Davao City’s rapid expansion as the gate-

way of the south, the plan said. One document indispensable in the task to revise the comprehensive development plan and zoning code is the terrain analysis jointly made by the Mines and Geosciences Bureau

(MGB 11) of the Department of Environment and Natural Resources (DENR) and the city government a few years ago. The document identifies areas of the city that are susceptible to flooding, landslide and earthquakes.

City councilor Arnulfo Cabling, chair of the city’s land use and urban planning, said he hope the city council would approved the revised documents for signature of the city mayor before the scheduled midterm elections next year.

KORONADAL City -- Two individuals, who provided information leading to the arrest of one of the most wanted persons and the “neutralization” of an alleged bomb expert, were rewarded the amount of P1.3 million by the Philippine National Police (PNP). The Police Regional Office (PRO-12) – Public Information Office (PIO) said vital information from the tipsters, whose names were withheld for their protection, resulted in the arrest

of Hadji Teng Usman and Edris Sabal in September 2009 and May 2010, respectively. Police Sr. Insp. Benjamin Mauricio Jr., head of PIO 12 said, Usman, alias Hadji Tohami, was wanted for crimes of murder, multiple frustrated murder and multiple attempted murder. The tipster received a reward of P600,000. Sabal a.k.a Faisal Ampuan, was killed in an encounter with authorities during the servicing of warrant for his arrest, May 2010. He was also wanted

for murder, multiple frustrated murder and multiple attempted murder. Reward for his arrest was P700,000. “These two most wanted persons were involved in the series of bombing incidents in Central Mindanao in years 2009 and 2010 that killed innocent people, injured many others, damaged properties and created terror on the public,” Police Sr. Insp. Mauricio said. PCSupt Alex Paul Monteagudo, handed the reward money to the informants, Thursday last week. The amount, Mauricio

explained, came from the PNP Reward System administered by the Directorate for Intelligence headed by Police Director Ager Ontog Jr. “The release of rewards was duly approved by the Board of Officers on Reward (BOR), based on DILG Memorandum Circulars,” he said. ILIGAN City––One hundred-twenty Sendong survivorfamilies from the Siao Shelter Box (SSB) of Barangay Luinab were transferred to temporary shelters at Barangay Pala-o yesterday. This was after the amakan houses of the Catholic Relief Services (CRS) were completed. The materials were provided by The Church of Jesus Christ Latter-Day Saints located in the property of Vice Mayor Henry Dy. According to Councilor Jose Zalsos, chair of the committee on housing of the city council, the internally-displaced persons (IDPs) will stay in the area until permanent homes have been built. The temporary shelters were provided, as the tent cities have deteriorated. Mr. Melchor S. Alquizola, in-charge of the local branch of the International Organization for Migration (IOM), said their office has requested Vice Mayor Dy for the momentary use of his property.(IliganTube/asf )

C. de Oro unveils commemorative stamp THE Cagayan de Oro City Commemorative Stamp was unveiled yesterday during a simple program held at the Limketkai Center. It may be recalled that the 16th City Council authorized a Memorandum of Agreement with the PPC

for the issuance, circulation, and selling of commemorative stamps and other philatelic products promoting Cagayan de Oro. As provided for in the MOA, the city provided the PPC with the designs to be depicted on the commemorative stamps. It also stipulates that the PPC shall print and deliver to the city aside from the regular requirement of the office for local and foreign stamp collectors and dealers, the commemorative stamps and other philatelic products. SURIGAO del Sur - The National Statistics Office held a consultative forum, September 24, in preparation for the 2012 Census of Agriculture and Fisheries (CAF). Said forum was geared towards instilling awareness, among LGU representatives on agriculture and fisheries, soliciting their support in disseminating the results of the previous 2002 CAF. Forty-six city/municipal agriculture officers, agricultural technicians, and chairs/presidents of different agriculture and fisheries associations participated in the forum, with NSO resource persons and facilitators Marito W. Elisan, Jennifer C. Estose, Marilyn A. Octobre and Luis P. Dwatin Jr. Presented were overview of the 2012 CAF, data appreciation of the previous CAF, and data items for the 2012 CAF. Evaluation of the forum and analysis on the data items to be included were solicited from participants. The 2012 CAF will be undertaken February 2013, as mandated by Executive Order 352 requiring the generation of data for decision-making of government and the private sector. What I saw was the total number of marriages occurring in 2010 which registered a total of 24,484 which is 1,571 higher than that of 2009. Then I shifted to statistics on live births - the latest of which is 2009 which posted a total of 80,747 live births consisting of 41,990 females and 38,756 males with a sex ratio of 108. Birth, death and marriage statistics are the milestones of human lives, and the most common way of collecting information is through civil registrationan administrative system employed by governments to record the occurrence of such events in the lives of their population (Hufana,2010). Civil Registration is defined as the continuous permanent, compulsory and universal recording of the occurrence and characteristics of vital events and other civil status pertaining to the population as provided by decree, law or regulation in accordance with the legal requirement of each country. (United Nations 2001). The civil registration system addresses various needs. For individuals, vital records provide legal proof of identity, civil status, age and relationship. Monster politicians THE apparent rise of oligarchies and dynasties are mainly due to the people who vote them into power and create these monsters. Vote buying is a practice MOST Filipinos are guilty off, especially in the provinces where to receive a thousand (pesos) or two or three is what they can expect during the elections. And can you blame them (I mean the recipients)? The answer is Yes, yes, and without a Harry Tambuatco doubt, yes! As much as many today realize they are not supposed to accept money in this degrading practice, the problem is; they continue to do so. Vote selling and the manipulations during the election process become more apparent simply because the people who man them are agreeable again, of course for a fee! Terrible as this may sound to you––my apologies; for this is the reality. And yes the people have prostituted themselves for the monies they continue to receive from candidates. As for the winners who get a mandate from the people, they too become victims by continuously giving more monies to the very same people that elect them should they wish to get reelected. This practice somehow makes one wonder who the real victim is; the voters who sell their votes or the candidates who win because these winners have to dole money out all year long to these very same people. As described so aptly by one of the oligarchs––“ang tao naka nga-nga sa iyo naghahantay ng pera.” There is the anti “epal” law which is considered absurd by most local executives and legislators. The people can only identify your accomplishments by way of infrastructure on thru these “epal” strategies identifying it is you and your programs coming from your office that fund x-projects. Interestingly enough this “epal” law is spurious and with no real footing in the culture and heritage for our elections. Both the voters and the candidates skirt and violate this proposed law should they wish to campaign and win an election. There is no other way! Giving cash to hundreds of your constituents originates from the government coffers for sure; it is the ingenuity that is employed by these oligarchs on how to work around the COA.

For instance, the failure of the Comelec to approve the application of Padayon Pilipino as a regional political party showed the administration’s cowardly suspicion against emerging opposition groups. Padayon Pilipino is a political organization (not a political party) that plays critical political role in choice of local elective leaders in Misamis Oriental and Cagayan de Oro. PRESIDENT Benigno S. Aquino said his administration will not change mining rules in the middle of the game and assured mining investors of balance and fair policies. Aquino said that industries, including mining, can only prosper with a clear, rules-based system. He said his administration crafted Executive Order 79 to set rules that are balanced, fair, and beneficial to all stakeholders. “Rules where profit is possible for the companies, for the government, and, most importantly, for the Filipino people, all while allowing us to preserve our environment,” he said noting his government created a policy acceptable to all stakeholders. “At the end of the day, we assure you --- the rules will be clear. Our administration will not drop our investors in the middle of a maze of moving walls. Let me assure you that through the level playing field we are instituting, success will come to anyone who pursues it the tried-and-tested way -- with patience, integrity, hard work, and innovation.” Currently, the chief executive said his administration is finalizing the Implementing Rules and Regulations for EO 79, removing the ambiguities that made it difficult for mining investors to enter mining.

PNP-Bukidnon reports decrease in crime incidence By RUBY LEONORA R. BALISTOY

MALAYBALAY City––The Provincial Police Office here reported during the recent Provincial Peace and Order Council meeting that crime incidence from January to July 2012 this year decreased compared to the same period last year. Gov. Calingasan, who heads the PPOC and Vice Gov. Jose Ma. R. Zubiri Jr as the vice-chair, however, said there were undisclosed reports on proliferation of illegal drug trade and illegal gambling particularly in the cities of Malaybalay and Valencia. P/SSupt. Rustom Duran, Provincial Director of the Philippine National Police (PNP) said although the province did not meet the ideal police-to-population ratio of 1 is to 1,000 for a town and 1 is to 500 for a city, still they went right to work on the campaign against illegal drugs, illegal gambling, carnapping, theft and robbery, among other commonly committed crimes in the province’s two cities and 20 towns. He reported that the PNP’s intensified drive against illegal drugs resulted to the arrest of 46 persons involved in illegal drug trade, confiscated 48.62 grams of “shabu” (methamphetamine hydrochloride), 2,386 grams of dried marijuana leaves, and uprooting of 1,314 full-grown marijuana plants, all valued at P967,870.00. In this case, thirty were already filed in court. In its campaign against illegal gambling, police arrested 46 persons in four operations and confiscated “videokarera” machines, fighting cocks, voluminous tally sheets for illegal numbers game, bet money, motorcycles, and all other forms of illegal gambling paraphernalia with a total of P273,682.00. Eight cases were filed in court while violators of other forms of illegal gambling paid fine ranging from P1,000.00 to 2,500 in violation of municipal/city ordinance. Malaybalay City, Valencia City, Maramag and Don Carlos municipalities registered the highest crime volume for the period, being the province’s most populated areas. For index crimes, “physical injury” registered the highest, while “direct assault” topped the non-index crimes’ list. “Province wide, the total crime volume (TCV) for January to July 2012 was recorded at 2,530, while TCV in 2011 was posted at 2,737. A decrease of 207 cases or 8 percent lower compared to the same period last year was noted. The crime solution efficiency also improved from 11% to 17%,” Duran said. “This is attributed to the joint efforts of government officials, the public, and the civic activities undertaken by our men in uniform here to maintain peace and public order in the entire province,” he said. THE implementation of the enhanced K-12 or, “K to twelve” basic education program has remained as “talk of the town” these days as some parents are opposed to it. Many parents view the implementation of K-12 as an additional burden not only on money matters but to their children, as well. With the additional two years in high school, some parents are afraid that their children will lost the interest of going to school further. Some parents are also apprehensive that the implementation of the enhanced K-12 basic education program will merely increase the number of school dropouts. There are many of speculations about the government’s implementation of the enhanced basic education program––and sad to note that many parents viewed it as more on the disadvantaged side rather than the advantaged. But what exactly is the K-12? The K-12 program cov-

ers the kindergarten and 12 years of basic education–– six years in elementary education and four years in junior high school––and additional two years in senior high school. The government added the two years in secondary education primarily to give students enough time to master the needed concepts and skills in preparation for their college education. Unlike the K-12, the 10-year basic education is seen as inadequate both in employment opportunity and higher education. Here are some of the salient features of the enhanced K-12 basic education program as published on the government-run website, www.gov.ph: 1. Universal Kindergarten Education. Kindergarten has now been integrated into the basic education system to ensure that all grade 1 students are ready for academic learning. Universal kindergarten started in SY 2011–2012 with a budget of P2.3 billion and was made mandatory starting SY 2012–2013 through

the signing of Republic Act No. 10157 entitled “An Act Institutionalizing the Kindergarten Education into the Basic Education System and Appropriating Funds Therefor” on January 20, 2012. 2. This is called the Robin Hood syndrome that counts monies however in inequitable computations which are; one for you, five for me, and so on! So is there a chance we can straighten out the systemic corruption in local government? The proper question should be, how? And why––or what for? The monies go straight to the people anyway. The leaders simple make a commission for the work in making this happen. Accordingly there is no room for an idealism that is an affront to the people should they not get what they expect during elections.
