CAGAYAN de Oro City––At least two hundred twenty eight (228) employees are out of the jobs as the National Telecom Office (NTO) closes shop within the quarter. This what seemed to be the impact of entities out of business, even as some government agencies may accomodate few regular workers in the case of NTO. NTO Public Information Manager Engracio J. Berong confirmed this in an interview even as he said they are coordinating with other government agencies. Berong added that the initiatives are in serious consideration by officials of the concerned agencies being under the “Silver

Parachute” Program. The program, wherein employees bring in with their job items, mandates sister agencies to give the affected employees priority for their vacancies. BIFF’s military adventurism is political in nature, MILF KORONADAL City–– A business group in Mindanao urged the government and the Moro Islamic Liberation Front on Tuesday to jointly address the threat posed by the Bangsamoro Islamic Freedom Fighters (BIFF), a group formed by erstwhile MILF commander Ustadz Amiril Umra Kato. Ricardo Juliano Jr., Philippine Chamber of Com-

merce and Industry vice president for Mindanao, stressed the need to employ the Ad Hoc Joint Action Group (AHJAG) mechanism against Kato and his followers. AHJAG is a joint government and MILF mechanism in the peace process that seeks to interdict and isolate lawless elements that take refuge in or near MILF

communities. “The military and the MILF should act together in addressing this problem and it has to be done in a way that should enhance the peace process,” Juliano said. Kato formed the BIFF in 2010 and was formally expelled by the MILF last year. He is no longer with the MILF and so the AHJAG

mechanism should be applied to his group, Juliano said. But Von Al Haq, MILF spokesman, brushed aside the suggestion of Juliano, saying the AHJAG mechanism “can only be used against criminal elements.” Al Haq said the BIFF claims to be a political group and the government did not POLITICAL/PAGE 11

All set for the Kadayawan Phoenix Run on Sunday THOUSANDS of runners will hit the roads of Davao for the Kadayawan Phoenix Run this Sunday, August 12. Runners from Davao and from Tagum, Compostela Valley, and Manila will join the race. BUTUAN City––The Commission on Elections has dismissed a protest questioning incumbent Mayor Ferdinand Amante Jr.’s victory over former Mayor Leonides Theresa Plaza in the May 10, 2010 electoral contest here. In an Order dated July 24, 2012, the Comelec First Division dismissed the election protest filed by Plaza “without further proceedings for failure to establish reasonable recovery of votes from pilot precincts.” The Comelec held that the results of the recount of ballots “clearly show that protestant (Plaza) failed to demonstrate to this Commission (First Division) his (sic) expected reasonable recovery from the twenty (20) pilot clustered precincts identified by him (sic) as his (sic) best choice.” The Order was signed by Comelec First Division Presiding Commissioner Rene V. Sarmiento and Commissioners Armando C. Velasco and Christian Roberto S. Lim. In that mayoral contest, Amante was proclaimed winner by the City Board of Canvassers for garnering 65.663 votes against Plaza’s 56,763 votes or a total winning margin of 8,500 votes. votes, and that the protestant and husband, then incumbent Mayor Democrito D. Plaza II, had been serving for the past 18 years and never lost an election. Recount proceedings were conducted by three duly-constituted committees from August 15-17, 2011 and their recount reports and summary of votes were submitted on August 25, 2011. Marking of exhibits followed and the protestant (Plaza) and protestee (Amante) respectively submitted their Formal Offer of Evidence on September 14, 2011and September 23, 2011. According to the Comelec, the results of the recount in the 20 clustered pilot precincts showed that out of 14,386 ballots examined in the 20 clustered pilot precincts, the maximum possible votes for Plaza are 5,928 while the minimum possible votes for Amante are 7,804 votes. Adding 60 claimed ballots and 52 claimed by both parties to the physical count of 5,8l6 votes, Plaza will garner 5,928 votes. Subtracting 7 votes contested by Plaza f rom 7,811 Amante votes, will result to a difference of 7,804 votes. Comelec said in its Order that Plaza “only has 46 valid claims from the rejected ballots. Assuming that all the other 66 votes claimed by the protestee

(Amante) from stray ballots (14 from individual claims and 48 from simultaneous claims, and 4 rejected ballots claimed by both parties-the sum which is only 112 or 6.29% of the total margin, could not in all exercise of leniency be considered as reasonable recovery even as we deduct from the protestee’s (Amante’s) votes all the objected 7 ballots and even as all claims by the protestee be invalidated. In the pilot precincts, protestee (Amante) still leads the protestant (Plaza) by 1,876 votes.” In a statement, Amante said the Comelec Order “has finally reject the election protest and erased all doubts about my being the duly-elected mayor. Let us put the matter to a close and move forward for Butuan City’s growth and development. I urge all Butuanons to unite and blaze the trail to progress.”

Charges readied against Moro rebels KIDAPAWAN City––The local police in Maguindanao on Tuesday mulled to file criminal charges against the leaders of the Bangsamoro Islamic Freedom Movement (BIFM) who were believed responsible for the killing of two soldiers at the height of the armed fighting in Datu Unsay town on Monday.

The bodies of Privates First Class Henry Caunga and Dunhill Aragon, both members of the 68th Infantry Battalion, were recovered from the highway on the same day. Also recovered from the area were the bodies of two unidentified male motorists.

Ordinance to regulate LPG retailing pushed GENERAL Santos City––In a bid to strengthen its ongoing crackdown against the underweight or under-filled liquefied petroleum gas (LPG) cylinders, the city government is pushing for major amendments to an ordinance that regulates the refilling, retailing and distribution of LPG in the area. Engr. Teodorico Dumagan, assistant city administrator, said there is a need to revisit the penal provisions of Ordinance No. 2 or the city’s LPG ordinance to effectively stop the proliferation of underweight LPG cylinders in the local markets. Ordinance No. 2, approved in 2006, specifically regulates the “hauling, refilling, dealing/retailing of liquefied petroleum gas (LPG) and the manufacture/ repair of LPG cylinders, providing penalties for violation and for other purposes.” “This problem has continued to worsen in the last several years and I think it’s about time for us to give more teeth to the ordinance and expand the coverage of its penal provisions,” he said. A report released by the city’s LPG Task Force, which is supervised by the Department of Trade and Industry (DTI), showed that it had seized some 84 PUSHED/PAGE 11

Alleged NPA rebel team leader killed AN ALLEGED team leader of the New People’s Army (NPA) was killed following an encounter with government troops on Tuesday morning in a hinterland village in Columbio town in Sultan Kudarat. Lt. Col. Alexis Noel Bravo, commander of the Army’s 27th Infantry Battalion, said Wednesday the encounter ensued after their troops chanced upon the rebels at a portion of

He said they increased their deployment in Columbio town late Monday after local residents reported the presence of a group of NPA rebels led by Ronnie Nayre alias Kumander Joyjoy in the area. The group is reportedly under the Southern Alip Regional Guerrilla Unit (SARGU) of the NPA’s Far South Mindanao Revolu-

CAGAYAN de Oro City––Success stories of the Provincial Roads Management Facility (PRMF) program in the provinces of Bukidnon, Misamis Occidental, Misamis Oriental and Lanao del Norte were presented during the Road Management Reforms to Better Governance forum here in the city, August 1-2, this year. Initiated by the Department of the Interior and Local Government (DILG-10), in coordination with the Regional Development Council (RDC) of Northern Mindanao, the two-day activity was attended by 350 national and local government officials, civil societies, non-government and private sector organizations in the region. Gracing the affair were Mr. Michael Saldon, AusAid Minister Counsellor Octavia Borthwick, DILG Undersecretary Austere Panadero, Governors Herminia M. Ramiro (Misamis Occidental), Alex P. Calingasan (Bukidnon) and Oscar S. Moreno (Misamis Oriental). DILG-10 Director Rene K. Burdeos said, PRMF is funded by the Australian Aid for International Development (AusAID). Highlights of the two-day event were the photo gallery that showcased the different PRMF infrastructure projects and capacity development trainings implemented in the four provinces; and the turn-over of Knowledge Management (KM) products to DILG-10. USEC Panadero said “Region 10 is fortunate for having four of its provinces as recipients of the PRMF program, which does not only involve road rehabilitation and maintenance, but also governance reforms.” He encouraged the other participants to learn from the sharing of the provincial governments and replicate the innovations on governance reforms in their respective localities. He closed by relating the Japanese saying, translated to Filipino, “Hindi pwede ang pwede na, ang pwede na ay hindi pwede”, that is PRMF, we need to see continuous improvement in local governance. DISASTER! MANILA- Placed on red alert by weather and disaster officials since Monday night, Metro Manila turned into a “waterworld” on Tuesday as the southwest monsoon unleashed torrential rains nearly nonstop. A record rainfall of 10 to 30 mm per hour was recorded in the metropolis. Government offices and classes on all levels, both public and private, were suspended in the National Capital Region. Malacañang also suspended work in private offices due to rains and heavy flooding that spared no city in Metro Manila. As Tuesday deepened, the monsoon rains, enhanced by storm “Haikui” headed for China, and resulting floods spread over a wide swathe of Luzon. It was worst flooding since 2009 when storm “Ondoy” devastated the country and killed hundreds people caught flatfooted by the unexpected heavy flooding. Tuesday’s heavy rains caused dams and rivers to overflow, forcing residents to flee their homes. Local government units also undertook forced evacuations of residents in critical areas. But many families were stranded in their homes

At least five people were killed and over 800,000 persons have been affected by floods caused by the Southwest Monsoon in

Metro Manila and nearby provinces, official government data showed. The National Disaster Risk Reduction and Management Center (NDRRMC) was quoted in reports as saying that a family perished amid heavy downpour in the capital. The NDRRMC said 808, 697 persons (179, 026 families) are in areas where there is “widespread flooding,” including Metro Manila and the provinces of Bataan, Bulacan, Cavite, Ilocos, La Union, Laguna and Pangasinan, Tarlac and Zambales.

Power interruption hits Mindanao GENERAL SANTOS CITY, -- Parts of Mindanao suffered power interruptions anew due to declining generation capacity brought about by emergency shutdown and preventive maintenance operations of some plants in the island, industry officials said on Wednesday. Milfrance Capulong, National Grid Corp. of the Philippines (NGCP) corporate communications officer for Mindanao, said the power situation in the island is back anew to the red alert status level, meaning a severe deficiency in supply. “There has been an increase in the curtailment level since August 1. Power deficiency in the Mindanao grid has reached a high of 400 megawatts last Monday,” she said. Typhoon Gener last week

Capulong did not identify the power plants that went on emergency shutdown as well as on preventive maintenance. Santiago Tudio, South Cotabato Electric Cooperative 1 (Socoteco-1) manager, said they implemented a one-hour rotating brownout in their coverage area due to load curtailment. The schedule of interruption, however, could change depending on the advisory of the NGCP, he said. “The brownouts that we’re experiencing would continue unless new power plants would rise,” Tudio said. Tudio said the National Power Corp.-operated Agus and Pulangi hydro power plants have declining capacities due to low water level. Pres. Aquino should be liable for floods MORE than 24 towns, including halfdozen cities in the National Capital Region in Luzon submerged in a flood spawned by monsoon rains since Sunday. The flood displaced and affected more than 500,000 people in the country’s capital cities and financial centers. Based on the Department of Environment and Natural Resources (DENR) geo-hazard maps, the City of Manila and its neighboring cities and provinces are not suited for habitation. Cris Diaz These areas are below sea level, therefore, are flood prone areas. Perhaps, it is time to relocate and the entire city of Manila and portion of Quezon City to higher grounds to be safe in time of incessant rains. One of the most prone areas for flooding is Malacanang Palace itself since it sits alongside the Pasig River. It is there incumbent upon Malacanang officials to transfer the seat of power to a higher ground. Perhaps, Tagaytay would be ideal as possible relocation site for Malacanang. Anyway, the incident reminds us of what happened to Cagayan de Oro City at the height of Typhoon Sendong on December 2012. There were heated debates on why settlers settled in areas described by DENR as uninhabitable. Individuals and groups fanned by politicians jumped on the situation blaming the city government of utter neglect resulting to the tragic incident. These groups, inspired by politicians, even went to the extent of filing albeit ridiculous charges against incumbent officials led by City Mayor Vicente Emano. Of course, nobody wants the Sendong incident to have taken place in Cagayan de Oro City. Much more than nobody would appreciate the incessant flooding in the national capital region. However, the flooding in Luzon particularly in the urban and financial centers of Manila and Quezon City are inevitable since the places mentioned are ‘hazardous areas’ for inhabitants. If we are to follow the DENR’ geo-hazard map, the people in Manila and Quezon City should charge local officials there for neglect of duty since they continuously allowed people to settle in those areas. Would the President be impeachable too for continually allowing people to stay in Manila and Quezon City’s hazardous zones? If impeaching President Aquino relative to peoples’ continued stay in hazardous areas in Manila, Quezon City, and nearby provinces and cities in the national capital region is absurd, then, the case filed against Mayor Vicente Emano relative to Sendong tragedy is equally unreasonable. Impose no price increase on basic goods in wake of disaster AS Metro Manila and parts of Luzon struggle return to usual business following the huge flooding disaster brought about by days of continuous rains, oil companies and dealers of food, vegetables, and basic commodities should be restrained in increasing their prices. This was the call made by Senator Pangilinan after some oil companies announced a price hike amid the

Editorial continuous onslaught of rains and flooding. But this should be the call of all, executive, legislative and the judiciary. Pity the residents in those calamity-stricken areas. Business as usual is a right, but to exploit the calamitous situation and increase the buyers’ burden is a “crime.” The government

should order the halt of price increases by the business sector in times of disaster and calamity. If the market stabilizes then business as usual (including price hikes) may be considered. The Senate Committee on Agriculture and Food is in the right track in issuing an appeal urging the business sector to consider those affected which

include the producer of goods such as the farming and fisheries sectors, the small-scale business entrepreneurs, and the big companies, and help each other in easing the present economic difficulties. Indeed no amount of free market principle can assuage the pain of living it up amid the calamities and disasters most Filipinos are experiencing now.

In Matthew 7:24-27, Jesus said the rains, floods and strong winds will come. Those who have been listening to His Word (meaning, those who have been reading

the Bible), and who have been obeying His commands, will be spared and will not suffer. But those who have been listening to Him, but are not obeying His commands, will surely perish and die. (Published by the Policy Study, Publication and Advocacy of the Center for People Empowerment in Governance, July 28, 2012) Mr. Aquino and his allies in Congress led the campaign to remove former Chief Justice Renato Corona on, among others, charges of betrayal of public trust, with Aquino being openly and loudly critical of Corona’s bias for the past administration, against the former officials of which corruption and other charges would likely have been dismissed once they reach the Corona Court. The Aquino thesis was that Corona was a barrier to the successful prosecution of government wrong-doers as evidenced by the Supreme

Court’s decisions on a number of cases. While Corona’s impeachment trial did not establish the validity of that argument, it did create, thanks to Corona himself, serious doubts not only about his capacity to lead the Court, but also about the entire judicial system. Aquino et al. can rightfully take the credit for, at the very least, providing the citizens of this Republic the opportunity to see behind the pretensions of those who claim to have the moral and legal authority to pass judgment on them and the façade of respectability of a damaged and damaging court system. Whether that system can still be fixed is an entirely different matter, and it won’t solely depend on Aquino’s choice for the next Chief Justice. The mess in the ju-

That resistance seems based on the fear that public and media access to government-held information would compromise “national security,” and hamper government agencies’ capacity to make and implement policy by opening those agencies and their officials to excessive public scrutiny. These are misplaced fears based first of all on a secrecy mindset that deny the fundamental right of the citizenry to knowledge of government transactions, decision-making, and policy. They also ignore the crucial role an informed citizenry can and has played in exposing corruption and bringing its sovereign power to bear on eliminating or at least minimizing it. We do not have to look too far for an example, the

outcome of the Corona trial itself being mostly the result of public awareness and the pro-active involvement of advocacy groups. But in the latter days of the martial law period particularly, a citizenry disempowered by the Marcos tyranny managed to acquire, through the alternative press and other sources, the information on corruption and human rights violations that eventually helped lead millions to mass at EDSA and oust the Marcos regime. Fifteen years later, in 2001, information on his hidden wealth also led to the removal from office of Joseph Estrada and his prosecution for plunder. In apparent awareness of the crucial role of a public informed on what government is doing in exposing and curbing corruption, the Arroyo administration

made concealment of government acts and transactions a policy through, among other tactics, its use of executive privilege to prevent the release of information damaging to it, and its Ombudsman’s restricting access to the Statements of Assets and Liabilities and Net worth of government officials. Through a twin policy of default in prosecuting the killers while attacking journalists through libel suits and outright threats, it also so encouraged the killing of journalists it made the Ampatuan Massacre of November 23, 2009 virtually inevitable. Reversing a decline: Give fish a chance By VINCE CINCHES THE recent Pole and Line Forum in General Santos City, the Tuna Capital of the Philippines, opened up many major fronts in our campaign to push for sustainable fisheries. It also examined exactly how intelligent and prudent we have been with our oceans. The conference highlighted the long-running problem of overfishing in the country, with emphasis on solutions discussions. In particular, it focused on alternatives such as the pole and line method to fish skipjacks. Overfishing is a serious problem. Last year’s Philippine Environment Monitor (published by the World Bank) noted that if the current rapid human population growth and the declining trend in fish production continue, only 10 kg of fish will be available per

Just recently, the Finnish Prime Minister Jyrki Katainen called on European leaders to end the “panic mentality,” which emanated from the sovereign debt crisis plaguing not only European Union economies but the US and Japan as well. He said the “panic mentality” is making things worse for heavilyindebted countries such as Spain and Italy, as well as Greece, Ireland, Portugal, among others, as bond yields are unfairly high, thereby pushing up interest rates and borrowing costs. He added, “We need the market economy to work again in financial markets.” (Signs of market manipulation? Are you surprised?) In Europe, unemployment in 17 Eurozone countries stood at 11 percent. The Eurozone members are the 17 European Union countries, out of the 27, that use the euro as its currency. In the UK, the economic outlook further dimmed as England’s GDP shrank by 0.7 percent in the 2nd quarter of 2012. According to a July 31 report published by The Guardian, “The main issues

Futsal grassroots-training program launched in Tagum TAGUM City, Davao del Nor t e – – A g r a s s ro ot s training program for the youth on Futsal was launched in Tagum City. “It’s not enough that we will train our existing players, I want to introduce football directly to our youth,” City Councilor and City Sports Action Officer De Carlo “Oyo” L. Uy said during the launch of the Futsal Grassroots Training Program on August 4 at the barangay gymnasium of Barangay Apokon, Tagum City. Futsal is a variant of football that is played on a smaller pitch and mainly played indoors, shared the Uy which could, he said, invite youngsters to join the training since they won’t be intimidated unlike if it will be directly held in the bigger field. Futsal is played between two teams each with five players, one of whom is the goalkeeper. Unlimited substitutions are permitted. Unlike some

other forms of indo or football, the game is played on a hard court surface delimited by lines; walls or boards are not used. Futsal is also played with a smaller ball with less bounce than a regular football. The surface, ball and rules create an emphasis on improvisation, creativity and technique as well as ball control and passing in small spaces. Seventy kids from different puroks of Apokon participated in the initial training. Aside from Apokon, the office of Councilor Uy will also expand the training to the different barangays of the city to give them a chance to have training on the said emerging sport. Under the training, kids will undergo two to three days of training and one to two days of competition, organizers said. Edgar Te, executive director of the Liga Futsal de Mindanao said this bold

move is a welcome development for re-introducing the football sport to this part of Mindanao, citing that this is a “very serious and honest-to-goodness grassroots development program.” The city government of Tagum partnered with Te’s organization along w it h t h e Au s t r a l a s i an Football Academy Group, the Maharlika Sports Development Institute and the Philippine Women’s College in realizing this training program. ity of Tagum’s First Palm City Photography Contest which was conceptualized by the City Government of Tagum and organized by the Office of the Tagum City Information ended its 5-day exhibition with a simple awarding ceremony recognizing the victors of the said contest last August 5, 2012 at the Gaisano Grand Mall Atrium, Apokon Road, Tagum City. Almost 47,000 thousand pesos of cash prizes were awarded during the awarding rites, which was graced by City Councilors De Carlo “Oyo” L. Uy and Councilor Ma. Lina Baura, City Administrator Rafael Abrenica, City Human Resource Management Officer Edna J. Quilario, Hexat Mining Corporation Vice-President Ferdinand M. Galang and Store Operations Manager of Gaisano Grand Mall, Tagum Mr. Alvin R. Manco. The younger Uy took the floor to thank the photographers who participated the 1st ever palm photography contest in showcasing the beauty of Tagum’s icon as the Palm City of the Philippines as well as giving appreciation to the sponsoring companies. Mr. Norman Jadulang from Davao City won the 1st place winner with photo entry title “Livistonia” with a cash prize of 10 thousand pesos. Like the murder of journalists, the killing of community activists, in many cases by such state actors as the police, the military and local officials, is in the majority of cases driven by the conspirators’ need to conceal corruption and criminality. Environmental advocates have been killed for exposing and opposing local officials’, police and military collusion with illegal logging interests. Research has established that ninety percent of the journalists killed in the Philippines since 1986 were reporting and commenting on corruption and criminal syndicates in the communities. Journalist Marlene Esperat, for example, was killed in 2005 in Tacurong City, Sultan Kudarat for exposing the involvement of officials in the local office of the Department of Agriculture in the use of fertilizer funds in the 2004 elections. There is a necessary connection between eradicating or minimizing corruption and citizen and news media access to information. But the press and the public can only be assured of meaningful access provided an authentic Freedom of Information act is passed in this country (which almost uniquely in Asia does not have such a law), and the culture of impunity dismantled through the successful prosecution of the killers of journalists, political activists, human rights workers and others exposing and fighting corruption whether at the national or community level. Mr. Aquino declared the people his “boss” during his inaugural speech in 2010. They are indeed his superiors. Sovereignty resides in

the free men and women in this alleged democracy, who have merely delegated their power to officials they themselves choose– theoretically. But they are also the necessary actors and participants in putting an end to the corruption that, among such other factors as the gross inequality in the distribution of wealth, has hobbled this country’s capacity to rise above its problems. That Aquino and company cannot seem to understand this dooms the campaign against corruption to, at best, only limited and tentative success. • Luis V. Reducing capacity to fish The forum organized by the Bureau of Fisheries and Aquatic Resources (BFAR), Socksargen Federation of Fishing and Allied Industries (SFFAI), and Greenpeace Southeast Asia, brought in more stakeholders’ input on how to address the problem of overfishing that is hounding the industry and the rest of the country. Participants from the local business community, academe, local government, blogging communities, fisherfolks, as well as consumers, proposed that a regular close season should happen to allow fish stocks to recover. A n ea rlier statement by former SFFAI president Marfenio Tan believes that reducing purse seine tuna vessels from General Santos from 162 to 50 will help sustain the industry. In response to various comments and inputs from the participants, the BFAR advocated three major steps to manage the country’s depleting tuna catch. These are reduction of fishing vessels, reducing the number of fishing days, and adopting a closure season especially in known tuna spawning areas. Last March, the task force recovered 22 underweight LPG cylinders that were all manufactured by Pryce Gas, which has a refilling plant in nearby Polomolok town in South Cotabato. But based on the ordinance, Dumagan said only the stores or retail outlets where the adulterated LPGs were found would be subjected to penalties, which covers fines of P1,000 to

P1,500 and the revocation of permits and licenses. He said the liability does include the manufacturers based on the “last touch principle” as cited by the DTI. “The manufacturers are also liable in the proliferation of these adulterated LPGs so they should also be fined and have their licenses revoked in case of further violations,” Dumagan said. The official cited the continuing proliferation of underweight LPG cylinders refilled Pryce Gas that they consider as “alarming.” Pryce Gas officials could not be reached for comment but an attendant at its retail station noted that most of the confiscated LPG tanks bearing their brand were usually old and had some leaks, causing them to eventually become underweight. Aside from the adulterated LPGs, Dumagan said the ordinance should also include specific provisions for auto LPG outlets in the city that cater or refill tanks that were only specified for household use. Filling up an 11-kilogram LPG tank through an auto LPG outlet may only cost around P200 to P300 to consumers but such practice is illegal and strictly prohibited due to safety considerations, he said. Councilor Elizabeth Bagonoc, chair of the city council’s consumer protection and welfare committee, admitted that the task force’s concerns showed that there is an immediate need to revisit and amend the provisions of Ordinance No. 2. “These concerns are valid and alarming for our consumers. A total of 48 fish cage owners were affected by the fish kill that left a total damage of P3.8 million based on tilapia’s market price of P80 per kilo. “Kamahong,” which usually occurs during the rainy season, reportedly triggers the rise of sulfuric acid in the lake’s waters that eventually caused the massive fish kill, provincial fishery coordinator Rex Vargas said. “It occurs when cold rainwater, which is heavier than warm water, settles at the abyssal zone of the lake. This causes the water upturn or up dwelling of warm water carrying silts, sediments, and gases such as hydrogen sulfide, ammonia, sulphur and methane gas produced by the decomposing organic matter such as fish feeds,” he explained. Vargas said such situation results in the reduction of dissolved oxygen in the water, “forcing fishes to take in oxygen directly from the atmosphere and eventually die.”

The spotlight now turns to Fil-Am BMX rider Daniel Caluag who represents the Philippines and will start his campaign for the medal on August 8. In an event where anything happens and the results difficult to predict, Caluag maintains a positive attitude for the potential medal run. BMX is a relatively new sport to the Olympics, debuting in 2008 in Beijing. It is a bicycle race that runs on an off-

road, motocross-style course designed with a series of obstacles like ramps that allow riders to launch themselves into the air and some tight and sharp turns. Caluag, being the only Asian to qualify for the London Games, has positive vibes entering into the Olympics, including a quarterfinal finish in the UCI BMX World Championships in Birmingham, England that earned him a spot in the London edition of the Olympics. Caluag will face some stiff competition in the BMX event

He states that he is excited and hopes he will be given an opportunity to play with any team that may need his services. He also notes that this will be an exciting season. He did not make himself available last year as he concentrated on the national team program and business and entertainment, however, changes in the SMART-Gilas program made him take another option – that is to play for the countries premiere commercial basketball league. This does not change his desire to suit up for the national team in the future. His decision on delaying his availability for the PBA was in consultation with the baller’s family, as they were concerned with the physicality of the games in the said league. Tiu adds that playing in the PBA is out of his passion to play basketball and his ultimate objective is to help the team who will draft him and also to entertain the fans.
