OROQUIETA City––With initial funding from Priority Development Assistance Fund (PDAF) of P1.80 million, first district Rep. Jorge Taghap Almonte distributed an initial 27 sets of Personal Computers (PCs) to various barangays in an effort to promote Information Technology. The 27 sets of PCs with accessories like printers and 17 inches LCD monitors, bought at P40,000 each, were
distributed to 26 barangays. These were barangays Apil, Binuangan, Dulapo, Lower Lamac, Upper Lamac, Buenavista, Buntawan, Dolipos bajo, Proper Langcangan, Upper Langcangan, Upper Loboc, Lower Loboc, Pines, Poblacion 1 and 2, Lower Rizal, San Vicente Alto and Bajo, Taboc Sur, Talairon, Talic, Tuyabang Bajo, Tuyabnag Proper, Victoria, Villaflor and Tipan. OROQUIETA City––After getting the green light from the Provincial Board Members, Misamis Occidental Governor Herminia M. Ramiro personally handed over the P50,000 worth of financial assistance to provinci’s 490 barangays recently. Ramiro said each barangay received the cash assistance depending on the submitted “work plan” for approval to the provincial government of Misamis Occidental. She expressed optimism that the money would be able to help each barangay in pursuing its projects and programs. “It is small amount that can help every barangay in pursuing its priority projects,” Ramiro said. In Sapang Dalaga town, 25 barangays received the cash assistance except for the two other barangays.
These two barangays have yet to complete its required “work plan” before the financial assistance be released, said Ramiro. Next to receive is the city of Ozamis comprising of 54 barangays in the city’s second district. With the “GO HERMIE” barangay visitation program, the governor also bring along his department heads to conduct forums on its priority programs, like the Provincial Agriculture Office under Mr. Boy Satorre who gave feedbacks on the province’s organic farming––and distributed vermicast fertilizer. Also during the barangay visitation, experts talked on Disaster Risk Reduction Program of Misamis Occidental through the Misamis Occidental Search and Rescue Team with Gain Paul de Barras, the campaign against Illegal

2 killed in Basilan clan war ZAMBOANGA City––Two people were killed following a clash before dawn Sunday between two warring Muslim clan in the southern Philippine province of Basilan, officials said. Officials said a still undetermined number of people were also wounded in the fighting that erupted in the village of Manaul in Sumisip town. “Initial report we received showed two civilians
killed and an undetermined number of people are also wounded in the fighting between two warring Muslim groups,” Col. Ricardo Visaya, commander of army forces in Basilan, told the Mindanao Examiner. Visaya did not identify the leaders of the warring clans or what triggered the fighting, but said both groups are locked in a longtime feud. It was not immediately known whether
those killed and wounded were followers of the warring clans. “We have dispatched troops in the area to investigate the fighting,” he said. Sumisip is a known lair of Abu Sayyaf militants blamed for the spate of attacks on security forces on the troubled province, just several nautical miles from the southern port city of Zamboanga. Mining and mercury poisoning WE APPRECIATE the province of Misamis Oriental’s no ‘non-sense’ drive against illegal mining. It takes a political will to run after illegal miners. More so, there is more at stake when top officials are directly or indirectly involved in mining activities. However, local government units can do whatever it takes to put a stop to activities considered environmentally destructive. The province Cris Diaz of Misamis Oriental did just what is takes. After all, Mining, either legal or illegal contributes in the destruction of the environment in various levels. One of the most dreaded environmental destructions is mercury poisoning. Although Hhydraulic mining obliterates and level off mountains causing heavy siltation on riverbeds and turns clear waters to murky and grubby, mercury poisoning is lethal. There are many natural sources of mercury. Don’t look now, even the fish (commercial or not) may contain mercury. In other words, some foods for human consumptions have natural mercury content. How deadly the mercury contents of these foods are depends on its contents. While mercury is naturally present in air, water, rocks and soil, it subsists in various forms. These forms are elemental or metallic mercury, inorganic mercury compounds and organic mercury compounds. Since mercury is an element in Earth’s crust, humans cannot create or destroy it. ‘Pure mercury is a liquid metal, sometimes referred to as quicksilver that volatizes readily. It has traditionally been used to make products
like thermometers, switches, and some light bulbs.’ In manual mining, miners employ liquid mercury with mineral ores as amalgams of gold ore. When placed under a high temperature, the mercury evaporates thus, leaving pure gold ore in the process. Inhaling large doses of mercury may cause various symptoms. However, ‘the effects that are most toxic occur in the brain and nervous system of humans and animals.’ While there are other means of exposure to mercury poisoning such as eating contaminated foods like shellfish, the new energy-saving fluorescent light bulb, manual mining using liquid mercury is lethal. The ‘emedicine health’ listed some indications of vaporized mercury or elemental mercury symptoms are mood swings, nervousness and irritability. Other emotional changes are insomnia, headaches, stomach sensations, muscle twitching, tremors, weakness, muscle atrophy, decreased cognitive (memory) function. Organic mercury toxicity (most frequently in the methyl mercury form from ingestion), causes neurological malfunctions, and especially in a fetus, impaired neurological development. The symptoms include peripheral vision impairment, stinging or needle-like sensations in the extremities and mouth, loss of coordination, muscle weakness, and other impairments of speech and hearing. Inorganic mercury toxicity often causes skin rashes and inflammation (dermatitis. If ingested, it can dissolve tissues and the intestinal tissue may absorb some of its amount. Large amounts of ingested inorganic mercury may cause bloody diarrhea. Trial by publicity FROM the start of the impeachment trial most have been misled by what to expect. To borrow from the defense team Atty. Jose Roy: “The senatorjudges should only be guided by law and evidences.” “Despite the political inclinations, the senators would stand by their oath to do impartial justice according to the constitution and the laws of the Harry Tambuatco Philippines.” This is not and should not be trial by publicity. Interestingly enough it is––unfortunately! The rule on “sub-judice” no long applies. Listen to most of the media blitz on the trial and you will come to the conclusion that it’s all about public opinion. The Chief Justice no less only a week ago announced on major television networks the all-powerful media ma-
chinery of Malacanang at work to discredit his reputation. Efforts by the Senator-Judges changing the language from English to taglish by itself were an accommodation for the masses to understand the trial. The Senate President has ruled to accommodate hearsay claiming reasonable doubt is not required. The prosecution with their daily media blitz in spite of reprimand by the Senator-Judges continued with its tirades against the respondent. Now we have Pulse Asia with its survey that is obviously suspect. Let us not forget who the owners are of this survey company. In tagalog this is called “niluto sa sariling mantika” meaning to directly say cooked by your own lard. And this is exactly what seems to be happening. How the Chief Justice will clear his reputation after the trial is beyond me. He has been found guilty as per public perception as the trial blazes on. The six week respite will definitely invigorate the ratings of the trial with the defense given time to study TRIAL/p.7

For media practitioners, it’s a perfect case study on how to ruin reputations. As for the Senator-Judges, the “know-it-alls” they benefit from all the free media especially for the re-electionists. This divisive event called the impeachment trial has only widened the gap amongst the “mang mang” who rule thru public opinion having the numbers. Meanwhile the President is annotated “noynoying” by no less students who twitter and social network to stand not for annoying but for doing nothing. Everybody loses. In the end the lives of the Chief Justice and his wife will be shattered and all the aggressors can say is sorry, assuming of course if he is acquitted! What if sorry is not good enough? Just this year, communist rebels have seized army officers travelling in a truck in Bayog and freed them later after confiscating their weapons and burning their vehicle. Balabag is where thousands of workers, including child laborers many from other towns and provinces, operate without fear. The destruction of the mountain and the hazards of unsafe use of cyanide and mercury added to the long woes of residents in the town who are dependent on fishing and agriculture as their source of livelihoods. Illegal miners have blasted the mountain to make tunnels where workers gather rocks and deliver or sell them to rod mill operators who pay them P20 per bag. Tens of dozens of rod mills are mostly built under wooden houses of illegal miners where they are processed using cyanide, mercury and nitric acid to extract the gold from crushed rocks. The whole of Balabag is a danger zone because it is prone to landslides and rock falls, according to the Mines and Geosciences Bureau of the Department of Environment and Natural Resources. But despite re-
peated warnings for illegal miners to abandon their trade for safety reasons, financiers have widened their operations, employing more workers recruited from as far as Davao province and nearby areas. There were also reports that some municipal officials are allegedly involved or financing the illegal mining activities in Balabag. The Department of the Interior and Local Government (DILG) has ordered an investigation into these reports, according to Leo Santillan, a spokesman for the Zamboanga del Sur provincial government. “Illegal mining activities in Balabag are a big concern not only to human health, but the environment as well. As a matter of fact, there is already a resolution from the Zamboanga del Sur Provincial Board to investigate those municipal officials reportedly engaged in illegal mining as per order of the DILG. The situation in Balabag is alarming,” Santillan told the Mindanao Examiner. At least six villages around Balabag, including Depore which has political jurisdiction over the mountainous area, have already passed separate resolution urging the local government to put a stop to the rampant illegal mining there due to the health hazards and dangers posed by tunnels and landslides. Depore village council man Ernesto Mancao said their water sources are polluted due to the hazardous and toxic chemicals illegal miners used in Balabag. “Look at our streams, the water is now yellowish and that is because of the
chemicals used by these illegal miners. We have been telling the government to put a stop to these illegal activities,” Mancao said in a separate interview. He said the illegal mining activities brought deaths and miseries to a lot of families because of the unsafe mining practice in Balabag. “How many more lives must perish before we can act and totally put a stop to illegal mining? I am appealing to you our beloved President Noynoy Aquino to hear us and help us put a stop to these activities in Balabag for the sake of our children and their future,” he said.
