Government stops illegal mining in Zamboanga Sur By AL JACINTO, Regional Editor-Zamboanga
ZAMBOANGA City––Authorities have finally ordered on Monday a stop to all illegal mining activities in the province of Zamboanga del Sur and all other areas in Zamboanga Peninsula where the smuggling of explosives and hazardous chemicals used in crude method of gold processing continue unabated. Just recently, illegal miners stormed a government checkpoint in the mountain of Balabag in Depore village in Zamboanga del Sur’s Bayog town and forced their trucks carrying fuel to run
their makeshift rod mills. The area remains tense as miners and workers employed by financiers of illegal mining have threatened to overrun the checkpoint manned by a few soldiers
and policemen to allow the entry of more fuels. “Illegal mining in this region has become rampant and alarming as it has not only depleted government mineral resources but caused unnecessary violence in affected areas resulting to the loss of people’s lives,” said MGB Regional Director Albert Johann Jacildo, in his “cease and desist order” released on April 16. “In view of this, this office sees it fit and timely to order the stoppage of all forms of illegal mining activities in the region, MINING/PAGE 7

BUTUAN City––Police seized a big plastic sachet believed to be methamphetamine hydrochloride locally known as “shabu” from an accident victim and arrested him at the emergency room of a hospital in Bunawan, Agusan del Sur over the weekend. Caraga police spokesman Supt. Martin Gamba identified the suspect as Reynaldo Malunggo Vargas, 34, of New Bataan, Compostela
Valley. Gamba said that prior to the arrest, Bunawan police received an information that Vargas had with him a transparent plastic inside his jacket while being treated at the hospital. R10 supplies 63.90% of M’nao power grid’s dependable capacity By RUTCHIE C. AGUHOB OZAMIZ City, Misamis Occidental––The electric power plants of Northern Mindanao have an installed capacity of 1.063.70 megawatts (MW) with a dependable capacity of 791.87 MW last year. This actually represent 57.95 percent of the Mindanao Power Grid’s installed capacity of 1,835.48 MW and 63.90 percent of its dependable capacity of 1,239.25MW, Engr. Leon Dacanay, Jr., Regional Director of the National Economic and Development Authority (NEDA), region 10, said.
Dacanay said the installed capacity means the number of MW that a power plant can produce while dependable capacity is the number of MW produced during peak hours. Data gathered by NEDA from the National Power Corporation (NPC) show that Region 10’s dependable capacity in 2010 was 799.20MW but was reduced by 7.33MW or 0.92%, in 2011, due to El Niňo that caused the decrease of the water levels in Lake Lanao and Pulangi River affecting the water supply that ran the turbines of the hydro-electric plants (HEP).
Meanwhile, Dacanay said the total dependable power source of the region in 2011 had a power generation mix of HEP, coal-fire, and solar plant, as no diesel power plant was operational in the entire year. These sources posted the corresponding shares in the dependable capacity of the region: 580.87 MW or 73.35 percent from the HEPs, 210 MW or 26.52 percent from

Bambi’s scholars gather in Oro in time for 5th general assembly By GERRY L. GORIT THE 5th General Assembly of the Iskolar Ko Ni Bambi (IKNB) was moved this year from the traditional February 14 date to April 14. Misamis Oriental 2nd District Rep. Yevgeny “Bambi” Emano said he moved the date to give time to sympathize with the typhoon Sendong victims in Cagayan de Oro and Iligan cities. Held at the Pilgrim Christian College Auditorium in Cagayan de Oro, the assembly drew hundreds of beneficiaries of the congressman’s scholarship program for the province. To date more than 10,000 youth have been scholars and the expenses have totaled some P20-million. Included in the day’s meeting were presentation of the IKNB municipal chapters and coordinators, a testimony by IKNB benficiary Abner Jagurin and a message from Technical Education and Skills Development Authority (Tesda) OIC regional director Edgar A. Sales. Sales noted the many benefits of the program especially the Libertdad Skills Training Center project which has benefited the western municipalities of the province. He said the congressman, who is a Tesda awardee, has a big heart and that’s why the scholarships have continued. As a tribute to their benefactor, each of the 14 chapters of the IKNB presented a production number. In his inspirational message, Emano praised the scholars and gave recognition to graduates who garnered magna cum laude and cum laude honors this year from the Tagoloan Community College and the MSU-Naawan. He also thanked the municipal officials who came to grace the affair, including Opol Mayor Dexter Yasay and the vice mayor of Libertad. These allegations are imaginations of people who have no knowledge the way gambling casinos operate. On the other hand, gambling casinos contribute to the growth of places where it operates. It makes these places the center of entertainment where tourists – both domestic and foreign – dropped in on. This is true in places and cities around the world where there are gambling casinos. Some of the most progressive and highly developed metropolitan centers around the world had gambling casinos as their main source of economic activity. For instance, gambling casinos lead the progress of Hongkong in Asia and Las Vegas in Nevada, United States. Key cities in the Philippines have gambling casinos as their major tourist attraction. Baguio City, the country’s summer capital, has a gambling casino. Manila has dozen of gambling casinos offshore and on-shore. Cebu, the most progressive trading hub in the Visayas, has gambling casinos. The province of Bohol, another major tourist destination operates a gambling casino. Davao City in Mindanao has gambling casino, too. It is time, Cagayan de Oro City, must have a gambling casino. It is only with a gambling casino that Cagayan de Oro City would be able to consummate its claim as the trading capital in this part of the country. We, the people of Cagayan de Oro, believe that having a gambling casino is long overdue. The people of Cagayan de Oro deserved to have a gambling casino as one of its major tourist attractions. As a city of mature people, one of the pleasures that the people and its visitors will enjoy is taking part in casino games. Casinos are wonderful places where one can try to win a fortune. ‘The real competition’ Think a minute. Did you have to compete with someone else to get the girl or guy you wanted? Whether we like it or not, competition is part of life. Usually there are other people besides you who want that job, scholarship, business, or title. But some people will stop at nothing to win. Whether it’s lying, cheating, or gossiping and destroying someone’s reputation. Yet when we compete only to win and beat the other person, it not only makes us bad losers, but also bad winners. That kind of competing produces a person with a bad heart and character, with self-centered greed, pride, and envy. An important lesson in

Was there a done deal? SOME QUARTERS want the Department of Energy (DoE) abolished. Maintaining such department is waste of taxpayers’ money. However, abolishing the DoE is not constructive. The absence of the energy department will definitely lead to unabated abuses by the country’s power sectors such as unfair power rate hikes. One could not imagine how it would be if the Cris Diaz power sectors were freely allowed to determination power rates. Thus, the DoE stays to act as consumers’ watchdog. It appears ‘though that the present DoE is not responsive to the welfare of power consumers. Thus, one could not blame if suspicions are high that influential stakeholders in the power industry are dictating the policies of the DoE today. This situation is happening in Mindanao today. With inconsistent report about the real power situation in Mindanao, the islanders could not but level its guns on the ineptitude of Energy Secretary Jose Rene Almendras. In the past, there were moves to boot Almendras out of the energy’s top post. Being one of the trustees of President Aquino, any attempt to replace Almendras would prove futile. Coincidentally, Almendras has his roots in Mindanao although his family is a known ‘coal mine magnet’ in the province of Cebu. In other words, the Almendrases are engaged in coal industry. Is there any relation with the construction of the proposed coal-fired power plant in Davao? A coal-fired power plant is a pollutant. The people in Davao are opposing the construction of the proposed
coal-fired power plant in the province. It is of note that the Aboitiz group of companies submitted the proposed construction of coal-fired power plant in Davao. Earlier, the Aboitiz group of companies warned of a possible power supply shortage in Mindanao. Based on that projection, Aboitiz submitted the proposed construction of the coal-fired power plant. Perhaps, in order to justify the need for the construction of the coal-fired power plant, Aboitiz needs an ally who has the capability to pursue their plans. Undoubtedly, Aboitiz found an ally in energy Secretary Almendras. Consequently, Almendras issued a Department Circular citing the inevitability of power shortage in the island unless investments from private sectors are allowed. ‘These investments will only happen if the local governments and the people of Mindanao help in solving the situation,’ the Almendras circular said. What makes the difference? The Almendrases and the Aboitizes are neighbors or even certified friends from Cebu. While it would take mountains of evidence to establish the connivance of the Aboitizes and the Almendrases in the privatization of power supply in Mindanao, the suspicion will definitely persists. Was there a done deal? Again, there is no power shortage in Mindanao. On the contrary, Mindanao suffers government neglect. Instead of maintaining existing sources of power supply in Mindanao, the government wants to generate additional power load at the expense of the poor Mindanaoans. Indeed, it is unfortunate of a government that looks into the interest of the few rather than the common good. There is no need to abolish DoE. Instead, let Sec. Almendras go. The Philippines should take it easy THE issue involved in the Spratleys Islands is big enough worthy of bigtime war. Getting involved in the controversy is not a game for kids or cowards. The reasons are there a lot of countries which are claiming ownerships and sovereignty thereof and all of them are willing and able to make battle against anyone should the time calls for it. And what is even worse is that these countries are big, strong, have strong military and are ready to fight when it becomes necessary. because we are cowards but because we are small nation with a big mouth. We talk so much as if we are somebody in the world. Filipinos know how to fight on a flat ground, I mean on the same level. Of all the claimants of the Spratleys, the Philippines is rated the smallest country. Our military according to our leaders is ill-equipped, unmanned or lack of soldiers and bullets. BUKIDNON - Six rebels have surrendered to the 403rd Infantry Brigade of the Philippine Army, Apr i l 6 . UNIVERSAL Pictures’ sci-fi war film “Battleship,” starring Taylor Kitsch and pop star Rihanna, will “sail” into theaters in China’s mainland on Wednesday. The epic action-adventure film, inspired by Hasbro’s classic naval combat game, tells the story of how a fleet of Marines led the planet’s fight to survive against intruding alien forces. Dubbed by the film studio as “the naval version of the ‘Transformers’ series,” the film has been presented as a tribute to the 100th anniversary of the legendary Universal Pictures film company. “The film was shot on real battleships during a joint naval drill of 16 nations in the Pacific,” the film’s director Peter Berg said at the premier in Beijing on Sunday. “That was really amazing.” As the son of a Marine, Berg said he wanted to move the war scenes to the ocean, which few directors have done, in an effort to offer audiences a refreshing, but shocking experience. The unabated illegal mining of gold in Balabag and the smuggling of weapons and chemicals used in the manufacture of improvised explosives, and cyanide and mercury by alleged financiers of the illegal mine trade has become more rampant due to the absence to regular military and police patrols in the area. Just this year, communist rebels have seized a small group of army officers travelling in a truck in Bayog and freed them later after confiscating their weapons and burning their vehicle. Balabag is where thousands of workers, including child laborers many from other towns and provinces, operate without fear. The destruction of the mountain and the hazards of unsafe use of cyanide and mercury added to the long woes of residents in the town who are dependent on fishing and agriculture as their source of livelihoods. Illegal miners have blasted the mountain to make tunnels where workers gather rocks and deliver or sell them to rod mill operators who pay them P20 per bag. Tens of dozens of rod mills are mostly built under wooden houses of illegal miners where they are processed using cyanide, mercury and nitric acid to extract the gold from crushed rocks. The whole of Balabag is a danger zone because it is prone to landslides and rock falls, according to the Mines and Geosciences Bureau of the Department of Environment and Natural Resources. But despite repeated warnings for illegal miners to abandon their trade for safety reasons, financiers have widened their operations, employing more workers recruited from as far as Davao province and nearby areas. There were also reports that some municipal officials are allegedly involved or financing the illegal mining activities in Balabag. The Department of the Interior and Local Government (DILG) has ordered an investigation into these reports, according to Leo Santillan, a spokesman for the Zamboanga del Sur provincial government. “Illegal mining activities in Balabag are a big concern not only to human health, but the environment as well. As a matter of fact, there is already a resolution from the Zamboanga del Sur Provincial Board to
investigate those municipal officials reportedly engaged in illegal mining as per order of the DILG. The situation in Balabag is alarming,” Santillan said. At least six villages around Balabag, including Depore which has political jurisdiction over the mountainous area, have already passed separate resolution urging the local government to put a stop to the rampant illegal mining there due to the health hazards and dangers posed by tunnels and landslides. Depore village council man Ernesto Mancao said their water sources are polluted due to the hazardous and toxic chemicals illegal miners used in Balabag. “Look at our streams, the water is now yellowish and that is because of the chemicals used by these illegal miners. We have been telling the government to put a stop to these illegal activities,” Mancao said. He said the illegal mining activities brought deaths and miseries to a lot of families because of the unsafe mining practice in Balabag. “How many more lives must perish before we can act and totally put a stop to illegal mining? I am ap-

It was sandwiched by two Chinese warships and they are having some diplomatic negotiations right now.
Other claimants did not send ships in the area because the matter is being settled peacefully. We do not have to send naval vessels there because it displays our desire for naval confrontations. We only exposed the size of our navy. We are only exposing our weakness in the Spratleys. We fight it out with peace in our hands and love in our hearts. Let us not use warships because there are giants around that can squeeze our necks so easy. President Benigno Aquino III better think about peaceful means in our desire to grab the islands. Let us change our approach and show friendship all the time. Let us not go to war for that island alone. It is no use and we just waste lives and military hardwares.

Paglaum village receives 50 housing units from Calingasan By DAHLIA BENEMERITO MANOLO Fortich, Bukidnon––Governor Alex Calingasan on Wednesday turned over 50 housing units to residents of Paglaum village in Barangay Dalirig. Engr. Delia A. Damasco, provincial housing task force head, said the lowcost housing had a total land area of 16,070 square meters––and were subdivided into 79 lots. The housing units were the products of the memorandum of agreement (MOA) which the
provincial government and the local government of Manolo Fortich signed. Under the agreement, the provincial government would set aside funds worth P75,000 for each of the housing units. Each unit had a total land area of 140 square meters. The province shelled at least P3,750,000 for the low-cost housing projects. Calingasan saw the need to pursue the project so that local residents living beside the national highway
will be relocated for their own safety. Also during the turnover ceremony, Calingasan handed over the province’s donation––in the form of “check”––to Mayor Rogelio Quino. The money will be used to construct housing units for the victims of tropical storm “Sendong” in the province of Bukidnon. Meanwhile, “the Bukidnon Housing Team” of Governor Calingasan received “The Presidential Lingkod Bayan Award” on September 2011 at the Malacañang.
