CAGAYAN de Oro City––Three foreign investors are willing to operate a gambling casino in the city, announced Mayor Vicente Emano on Monday.

Emano also said that he is not against the operation of casino in the city.

With the new investors coming in, the local chief executive appealed to the Catholic church to allow the opening of casino.

“There are already three foreign casino operators

expressing intention to open here,” said Emano adding, the investors are from China, Israel, and Malaysia.”

The casino will only be for businessmen and tourists, he said.

DAVAO City––Owners of various business establishments along M. Roxas Avenue here have sought the assistance of the city’s legislative department to stop the “ukay-ukay” at the night market set up by the city government late last year.

In a letter addressed to Vice Mayor Rodrigo Duterte last March 30, owners of seven establishments have petitioned to have the ukayukay removed permanently.

Among the establishments are the Chicco di Caffe, Associated Labor Union, Quattro Tactical Source Inc., Sotil Inn, and Caution Bar. The group pointed out the operation of the ukayukay market must immediately be terminated because it affects the cleanliness and sanitation in their area.

353 farmers get P.5m livelihood assistance

By PAT SAMONTE and JOEL PORTUGAL BUTUAN City––Some 353 farmers in Remedios T. Romualdez, Agusan del Norte will receive P559 thousand worth of livelihood assistance from the Department of Agrarian Reform through the Agrarian Reform Infrastructure Support Project Phase III (DAR-ARISP III).

DAR-Agusan del Norte information officer Gil Miranda said the livelihood assistance Is contained in

a package of AgriculturalAgribusiness Development livelihood project for the cluster of farmers’ organization in TAGBABAPSA Agrarian Reform Community in R.T. Romualdez town.

Miranda made the announcement following the recent signing of a Memorandum of Agreement by DAR-ARISP-III, the local government of R.T. Romualdez, Federation of Agrarian Reform Communities Cooperatives (Fedarcco), People’s Alternative Study

for Research and Education in Social Development (Pascres), and clusters of people’s organizations at the R.T. Romualdez Sangguniang Bayan session hall. “ These projects are aimed at improving agricultural productivity that will significantly raise the farmers’ level of income”, said DAR provincial agrar-

ian officer II Andre B. Atega.

Miranda said ARISP III’s share in the project amounted to P269,055.

To be benefitted are 112 soil tillers in vegetable production with assistance worth P231,289,155 farmers in native chicken produc-

tion with estimated project cost of P162,886 and 86 women members in swineraising with assistance cost of P164,418.46.

The AAD livelihood project is expected to enhance the members’ entrepreneurial skills, product marketing in partnership with Fedarcco, generate employment, and improve

the members’ economic condition, Miranda said.

The project will be implemented by identified farmer’s organizations from clusters of people’s Organizations in TAGBABAPSA agrarian reform community with direct supervision from Fedarcco in coordination with DAR-ARISP III in Agusan del Norte, he added.

Butuan dad declares Balangay Festival Silver Year in Butuan

By ROBERT E. ROPEROS BUTUAN City Mayor Ferdinand M. Amante Jr. has declared March 9, 2012 to March 8, 2013 as the Balangay (wooden boats) Festival Silver Year.

As per Proclamation No. 1, series of 2012 signed by the city’s chief executive recently, it stated that the balangays of Butuan have been declared National Cultural Treasures by former President Corazon C. Aquino through Presidential Proclamation No. 86 dated March 9, 1987.

The proclamation also stated that the balangays, since its proclamation as National Cultural Treasures have become the centerpiece of tourism activities and an icon of the annual fiesta celebration of the city.

With March 19, 2012 marking the 25th year of its proclamation, the Sangguniang Panlungsod has expressed its sentiments to declare March 9, 2012 to March 8, 2013 as the Balangay Silver Year, the proclamation stated.

Meanwhile, in line with the year-long celebration, the Sangguniang Panlungsod also passed SP Resolution No. 220-2012, adopting the official logo of the Balangay Festival Silver Year Celebration.

In this regard, the City Tourism Council sponsored a logo-making contest for the aforementioned

celebration, where the logo entry encircling a balangay boat with waves and the Year 2012 in the center and with the words “Balangay Festival Year” written in the upper inner silver circle and the words “Butuan City” written in the lower inner silver circle won the contest.

With these developments, the city government is now on the process of finalizing the events that are in-line with the celebration, where people here are expecting for the grandest and colorful fiesta celebration of the city come May 19, 2012, to be highlighted by the staging of the 2012 Mutya Hong Butuan.

The Balangay or Balanghai is the first wooden watercraft ever excavated in Southeast Asia. Also known as the Butuan boat, this artifact is evidence of early Filipino craftsmanship and their seamanship skills during pre-colonial times.

The Balanghai Festival is also a celebration in Butuan City to commemorate the coming of the early migrants that settled the Philippines, on board the Balangay boats. When the first Spaniards arrived in the 16th century, they found the Filipinos living in wellorganized independent villages called barangays. The name barangay originated from balangay, the Austronesian word for “sailboat”.

5% tuition hike, manageable: DepEd Suspects in Cotabato grenade blast known THE Department of Education (DepEd) will be approving most of the applications for tuition fee increase of private elementary and high schools nationwide but clarified that most of these hikes will only be minimal.

Education Secretary Armin Luistro, in a briefing, said only about eight percent of the thousands of private basic education schools in the country have applied for a tuition fee hike of not more than 10 percent of their current rate.

“Many of them have kept within the five percent increase and 10 percent at the most. If you’ll notice, the inflation rate over the past years have been minimal and we’re very happy that the schools have kept within that,” he said.

Inflation rate in the recent years have been within the government’s target band of three to five percent.

Luistro is not worried about the influx of transferees from private schools to public schools as a result of tuition fee increases citing that education officials have not seen “very significant movement or transferees from private schools to public schools.”

“What we have seen though is that there are pockets of those mass transfers. But this does not seem to be related to the tuition fee increase. Many of these pockets of mass transfers are because the private schools have closed from their area,” he explained.

He explained that school officials will have second thoughts of asking for a tuition fee increase of more than 20 percent because their applications will definitely be thumbed down.

KIDAPAWAN City––Police have identified two of the four suspects in the grenade attack last Saturday in Aleosan town in North Cotabato that killed three and injured 33 others.

Sr. Supt. Cornelio Salinas, provincial director of the North Cotabato police, said the suspects were all members of the Moro Islamic Liberation Front (MILF).

A certain Quilos Manalinding, councilor of Barangay Lawili in Aleosan town and also one of the top leaders of the Moro National Liberation Front (MNLF) in North Cotabato, was their main target, according to Salinas.

Manalinding was among those hurt during the grenade blast, reports said.

“Although the suspects were members of the MILF and their target was an MNLF commander, I think the attack was more of a personal grudge,” said Salinas.

Citing data, Salinas said the conflict started when the wife of the one of the MILF commanders in nearby Midsayap, also in North Cotabato, was killed.

The killing was blamed on Manalinding and his men.

“When the suspects confirmed the presence of Manalinding in the cockpit last Saturday, they staged the attack,” said Salinas.

The police, however, refused to divulge names of the suspects pending the filing of the charges against them.

Salinas said they were readying the multiple murder and multiple frustrated murder complaints against the suspects.

At least four men were suspected to be involved in hurling a fragmentation grenade at the center of the cockpit arena at about 11:25 a.m. on Saturday as hundreds of spectators were watching a cockfight.

Killed in the grenade attack were Fermin Caloquin, Vicente Sabando, and Jose Mario dela Pena, all residents of Aleosan town.

Making up for the past THINK a minute.

Some time ago I read in the newspaper about a father who had killed his 10-year-old son because his school report was not good enough.

The father was so angry that he reached for the nearest thing, a steel rod, and hit his son on the back. His 10-year-old little boy was killed instantly. Can you imagine the pain and regret that father lives with!

We all have regrets, and the feeling that we want to make up for the wrong we’ve done. Yet we know that in most situations we can’t.

Sometimes we can repair the damage. We can pay a debt that’s long overdue.

We can return the money we cheated or stole from somebody.

Think A Minute Jhan Tiafau Hurst But most times it’s simply impossible to make up for what we’ve done wrong.

Like beating and cursing your child in a moment of anger. No candy or toy can make up for how we hurt even destroyed their trust in us.

Think of the man addicted to alcohol, drugs, or kava, or has adulterous affairs, putting his wife and children through years of pain, lies, and violence.

Yet even if he finally does stop drinking or having affairs, how can he ever erase or make up for all the hurt and damage he caused?

How does the mother who had an abortion forgive herself and get free from her guilt?

Resist high cost of power DON’T LOOK NOW; Mindanao is an island with excess natural power resources. Aside from existing hydropower resources, there are other untapped sources of power and electricity in the island.

In a volcanic island like Mindanao, geothermal energy is one source of power waiting to be fully developed. There are 12 volcanoes in Mindanao. While most of these Cris Diaz volcanoes are dormant, they are sources of geothermal powers.

People of Mindanao are not even fully aware of the operations of two Mindanao Geothermal Power Plants in Kidapawan, North Cotabato. These infrastructure types of a Geothermal Power Plants had a designed total capacity of 106 MWe (Megawatt electricity).

Did we know that the Mindanao 1 (52 MW) geothermal power plant started operations on March 4, 1997? That the Mindanao 2 (54 MW) geothermal plant started operations on June 17, 1999? Did anyone know that these geothermal plants operated under a 10-year Build-Operate-Transfer (BOT)? No one even knew from Mindanao that Japan’s Marubeni Energy Services Corp. was the geothermal plant’s operator.

On Oct. 2006, the Lopez owned Energy Development Corporation (EDC) took over control of the two Mindanao Geothermal Plants. MESC President Ryukichi Kawaguchi signed the transfer agreement with EDC Chair Oscar Lopez along with then EDC President/ CEO Paul Aquino.

Originally, the government-owned Philippine

National Oil Corporation (PNOC) constructed the base-type Mindanao Geothermal Plants situated in the southwest portion of the Mt. Apo National Park in the borders of Kidapawan, North Cotabato. MESC was then its operating company.

Mindanao 1 and Mindanao 2 Geothermal Power Plants contributed an average of 10.56 per cent of the entire power supply in Mindanao.

Presidential Decree 334 created PNOC on Nov. 9, 1993 as a government-owned-government controlled corporation. Its mandate was to maintain an adequate supply of oil and petroleum for domestic requirements.

However, the government sold PNOC under its privatization program.

The privately owned Energy Dev’t Corp. acquired ownership of PNOC in 2007. This is a subject of another discussion. The issue is on the development of geothermal energy in Mindanao. As discussed earlier, there exist dozen of volcanoes in Mindanao of great potentials for geothermal energy. Certainly, volcanoes are main sources of geothermal powers.

Volcanoes in Mindanao are located in Jolo, Misamis Occidental, Lanao Del Sur, Bukidnon, Koronadal, General Santos, Saranggani, Davao, Compostela Valley, the island province of Camiguin and Surigao Del Norte.

However, in the absence of an appropriate agency tasked by the national government to develop the island’s geothermal potentials, the people in Mindanao can only heaved sighs of despair. Thus, it is of no wonder that even the President of this country would provide his own people no choice but suffer the high cost of energy. People in Mindanao resist this. Pel-ey said the trio just came back from a meeting with other village officials at a resort in the town when gunmen attacked them near the house of Arado.

He said the motorcycle used by the gunmen in the attack was abandoned and recovered by policemen in the village. “We suspect the motorcycle was carnapped because we recovered some documents in its tool box which showed that it was registered in Dipolog City in Zamboanga del Norte province,” Pel-ey said.

He said they also recovered from Arado’s possession a copy of a government order stopping all illegal mining operations in Balabag.

The Mines and Geosciences Bureau of the Department Environment and Natural Resources issued Monday an order stopping all illegal mining activities in Zamboanga del Sur and other areas in Zamboanga Peninsula.

Mancao earlier appealed to President Benigno Aquino to order a stop to the illegal mining activities which polluted their streams and rivers and posed hazards to their health.

He said their water sources are polluted due to the hazardous and toxic chemicals – cyanide, nitric acid and mercury - that illegal miners used in Balabag.

“Look at our streams, the water is now yellowish

and that is because of the chemicals used by these illegal miners. We have been telling the government to put a stop to these illegal activities,” Mancao told the Mindanao Examiner.

He said the illegal mining activities brought deaths and miseries to a lot of families because of the unsafe mining practice in Balabag.

“How many more lives must perish before we can act and totally put a stop to illegal mining? I am appealing to you our beloved President Noynoy Aquino to hear us and help us put a stop to these activities in Balabag for the sake of our children and their future,” he said.

Mancao is still under observation by doctors and closely guarded by policemen in hospital in Zamboanga del Sur. No individual or group claimed responsibility for the shooting and it was unknown whether the attack is connected to illegal mining operations in Balabag.

There were reports that some municipal officials are allegedly involved or financing the illegal mining activities in Balabag. The Department of the Interior and Local Government has ordered an investigation into these reports.

Existing laws On December 7, 1992, the City Council has enacted two laws regarding the operation of grambling casino in Cagayan de Oro. The City Council first approved Ordinance no.

3353, an ordinance prohibiting the issuance of business permit and cancelling existing business permit to

any establishment for the using and allowing to be used its premises or portion thereof for the operation of casino.

Section 1 of Ordinance no. 3353 states: “That pursuant to the policy of the city banning the operation of casino within its territorial jurisdiction, no business permit shall be issued to any person, partnership or corporation for the operation of casino within the city limits.”

“It shall be a violation of existing business permit by any persons, partnership or corporation to use its business establishment or portion thereof, or allow the use thereof by others for casino operation and other gambling activities,” Section 2 of Ordinance 3353 provides.

The penalties are as follows: a) Suspension of the business permit for 60 days for the first offense and a fine of P1,000 per day b) Suspension of the business permit for six months for the second offense, and a fine of P3,000 per day c) Permanent revocation of the business permit and imprisonment of one year,

for the third and subsequent offenses.

On Januar y 4, 1993, the City Council adopted a sterner Ordinance No. 3375-93, an ordinance prohibiting the operation of casino and providing penalty for violation thereof.

The City Council established a policy as early as 1990 against CASINO under its Resolution no.

2295.

On October 14, 1992, the City Council passed another Resolution No. 2673, reiterating its policy against the establishment of casino.

Subsequently, thereafter, it likewise passed Ordinance No. 3353, prohibiting the issuance of Business Permit and to cancel exist-

Act 7160) and under Art. 99, No. (4), Paragraph VI of the implementing rules of the Local Government Code, the City Council as the Legislative Body shall enact measure to suppress any activity inimical to public morals and general welfare of the people and/or regulate or prohibit such activity pertaining to amusement or entertainment in order to protect social and moral welfare of the community.

Section 1 states: “The operation of gambling casino in the city of Cagayan de Oro is hereby prohibited.”

The penalties are: a) Administrative fine of P5,000 shall be imposed against the proprietor, partnership or corporation undertaking the operation, conduct, maintenance of gambling casino in the City and closure thereof. b) Imprisonment of not less than six months nor more than one-year or a fine in the amount of P5,000 or both at the discretion of the court against the manager, supervisor, and/or any person responsible in the establishment, conduct and maintenance of gambling casino.
