A MEMBER of the Senate was appealing public support for the speedy arrest of three high profile fugitives who had remained at large after the court issued warrants for their arrest. Senator Gregorio Honasan said law enforcers need public assistance for the government to arrest high-profile fugitives, among them, Dinagat Island Rep. Ruben Ecleo Jr., who was recently convicted of parricide for the death of his wife, Alona Bacolod-Ecleo in 2002. A regional court in Cebu last April 11 convicted Ecleo, “supreme master” of the Philippine Benevolent Missionaries Association (PBMA), and meted him a jail term of up to 40 years. He was also ordered to pay the family of the victim P 26.3 million in damages. sibility to be forthright,” Baguisi said. The NUSP has initiated a Tuition Monitor (TM) desk in order to look into increases in school fees for the incoming academic year and also to gather reports about sham consultations. The TM desk is where students/parents/concerned
individuals can report fee increases, improper or lack of consultation, and other related matters. “We have also initiated an alliance against tuition and other fee increases (ToFI). Students are coming up with creative ways to show their discontent and rejection of tuition and other

The GIP is also open for out-of-school youths who would want to take part in nation-building. The DSWD said that the Expanded Government Internship Program is part of the Aquino administration’s efforts to strengthen youth participation in nationbuilding, expose them to government service, train them on life skills, and contribute to their economic well-being. The interns admitted into the program shall be provided with stipend commensurate to the applicable minimum wage in the region. The DSWD will b e hiring 90,865 youths nationwide with a budget allocation of more than P1.3 billion. The DSWD still continues to implement the regular Government Internship Program for 2012 with a budget allocation of P1.8 million for the stipend of 340 youths nationwide. Census shows decreasing Maguindanao population COTABATO City––The population of Maguindanao province dropped in 2010 compared to its 2007 census data, the National Statistics Office said. Razulden Mangelen, said the 2007 population of Maguindanao was 1,273,715 while after the census in May-June 2010, the data showed the province has only 944,718 inhabitants. According to Mangelen, the NSO-Maguindanao provincial office had conducted a series of validation and
counter-checking activities to ensure that the data were correct and accurate. Sultan Kudarat municipality has the highest number of people among Maguindanao’s 36 municipalities with 121,324 in 2007. Its population, after the 2010 census, was only 82,758 or a decrease of 38,476, data from NSO Maguindanao show. Coming in second was Shariff Aguak, which had 70,340 people in the 2007 census but had only 35,964 inhabitants in the 2010 cen-
sus or a decrease of 34,376. The population in Parang town in the 2007 census was 102,247 but in the 2010 data, it has only 73,247 or a decrease in population of 29,000. Mangelen could not explain to reporters why the data in some towns had been reduced but admitted a study is still being conducted on the cause of an increased population in the 2007 census. He and his staff were also scheduled to meet with the local executives of three
towns to explain the process taken and its implication. Some local mayors may be angered by the 2010 census because it will affect in the amount of Internal Revenue Allotment. The province was under the leadership of Maguindanao Gov. Typhoon Sendong victims in the gov’t receives assistance

AGAYAN DE ORO CITY – EXACTLY three months since typho on S endong has wrought havoc in the city, financial support amounting to around P 300,000 has been poured in to victims, particularly those under the auspices of the Department of Agriculture Regional Field Office (DA-10) thru 2nd district Congressman Honorable Rufus B. Rodriguez. During the formal turnover of assistance, a total of 156 employees were conferred with cash assistance worth P 2,000 each. Of which, 60 employees came from DA-10 while the remaining are from the department’s attached bureaus and agencies: Philippine Coconut Authority (12), Bureau of Agricultural Statistics (6), Bureau of Plant Industry (4), National Dairy Authority (2), Fiber Development Authority (1), National Irrigation Administration (49) and the Bureau of Fisheries and Aquatic Resources (22). Leading the occasion is DA-10 Regional Executive Director Lealyn AbellanosaRamos, who conveyed her utmost gratefulness that she along with the employees in attendance has managed to surmount the hurdles as a consequence of the recent catastrophe, and has importantly, emerged as a survivor. Moreso, she revealed
that she hasn’t been much expectant that the agency would obtain help for its employees, considering that there are other typhoon victims who have gone through more devastating conditions such as losing both their homes and their respective source of income. Nevertheless, she extended her sincerest appreciation of the enduring efforts exerted by Cong. Rodriguez to handout financial support to the department’s employees. For his part, Cong. Rodriguez expressed that the office hasn’t only been largely responsible for the advancement of the agricultural sector in his district of responsibility, but to the whole region as well. No special treatment on arrested Taiwanese, Chinese DAVAO City––The 72 Taiwanese and six Chinese nationals arrested for international financial fraud were not given special treatment at the Davao City Police Office (DCPO), Acting City Mayor Rodrigo Duterte said. “We are duty bound to afford and to give them their basic legal rights. Their rights to remain silent and their rights to have lawyers,” Duterte said. He was reacting to allega-
tions that the foreigners were given special treatment because the women are being held inside a conference room while the men are inside a training classroom of the DCPO. Duterte said he is also protecting the relationship between the Philippines and Taiwan. “There are lots of Filipinos outside our country who are in Taiwan. What if the same thing happens to the Filipinos
there? What we are doing is not special treatment. We are just upholding their rights,” Duterte said. He said based on the Philippine laws, the local authorities can hold the foreign nationals for reasons that they came here as tourists, so they are not supposed to work in the city. They do not have permit from the National Telecommunications Commission (NTC) and they
do not have business permit. Meanwhile, the Bureau of Immigration (BI) charged the 72 Taiwanese nationals arrested as undesirable aliens after the Taiwanese government cancelled their passports. Ma. Antonette Mangrobang, BI spokesperson, said their office found the 72 respondents as undesirable aliens for being undocumented following the cancellation of their passports.
The Taipei Economic Culture Office (TECO) in the Philippines sent a letter addressed to BI Commissioner Ricardo David Jr. that they have already cancelled the passports of the apprehended Taiwanese nationals. Joint elements of DCPO and Taiwanese police arrested them in separate raids on their hideouts in the city on April 18. Twenty-eight were arrested at Villa Josefina subdivision in Ma-
tina; 17 at Ladislawa Village in Buhangin, and 33 at Valgonzons Compound on Diversion Road. Above the law THINK a minute. Does a thief steal because he’s a thief? Or, is he a thief because he steals? Studies show that over 80 percent of criminals who have been in prison and then freed after serving their time are back in prison for the same crime in less than one year! So back to our question: Does a thief steal because he’s a thief? Or, is he a thief because he steals? The answer: he steals because he’s a thief. We do what we do because of what we are inside. Jesus said that you and I can still be a murderer even if we don’t murder anyone. If we hate somebody and wouldn’t mind if someone else killed that person, then we also are a murderer in our heart. Jesus said that if we lust and desire to have sex with

It goes beyond just the minimum, small requirements of the law which simply try to keep society civil. But God did not create you and me just so we would not cheat or steal from our enemy. He designed us to love our enemy. Jesus knows
that if we truly love and care about a person, then we don’t need a law to keep us from cheating or stealing from them! When you and I do something good to impress and look good in front of others, Jesus sees and judges our wrong heart and motives even for doing those good things. Jesus wants us to do them because we genuinely love Him and others, not for our own self-centered pride and good image in front of people.
You’re probably thinking: “If Jesus’ commands are that high above the law, then is anyone that good and perfect?!” Of course not! No one is! That’s exactly why Jesus came: to finally change our heart and character inside. The law can only punish us for our crime, but it cannot change us on the inside. Jesus came to finally take the dishonest thief out of us, so to speak. So why not ask Jesus to forgive you for your wrong heart and way of living right now? Ask Him to start changing you inside into a new person. It’s only with His character and nature in charge of your heart, that you can finally enjoy the freedom of living above the law for the rest of your life. Just Think a Minute.
Why the Earth is heating up? First of two parts THE HEATING up of planet Earth is what we call ‘global warming.’ The phrase is now a household figure of speech. However, do we really know why ‘global warming’ occurs? In deference to Earth Day celebration, let us take a glimpse of this spine-tingling phrase ‘global warming.’ As far as planet Earth is con- Cris Diaz cerned, the rise or fall of ‘atmospheric temperature’ has serious outcome. It is true that many parts of Earth have temperature higher than the average temperature that we used to live with. On the other hand, some places are colder than one thinks. While there are places on Earth where temperature rise as much as 40 degrees at noon, there are also places on Earth where the temperature closes at negative 20 degrees during winter. Nonetheless, there are inhabitants in both places. In other words, living organisms (including humans) adapt to their habitat as a rule of survival. Nevertheless, ‘global warming’ is different. If unchecked, places were temperature seemed normal at 40 degrees, may rise to 42 degrees or more. In areas where winter records a negative 20 degrees, may now become negative 18 degrees or lower. In this case, the planet is heating up. Folks, a rise, or fall in temperatures at one
or two degrees will have serious consequences on all living organisms including Humans. Why the Earth is heating up? The cause of this is what we called ‘greenhouse effect.’ ‘Greenhouse effect’ is actually the mother of ‘global warming.’ A ‘greenhouse’ occurred when the ‘infrared heat’ from the Sun is trapped in the Earth’s atmosphere. In other words, the infrared heat is not freed due to pollutants in the Earth’s atmosphere. What is infrared heat? To make it simpler, just imagine seating inside an idle car where its doors and windows are closed. Inside the car, the sun’s light could not get inside the car because of the roof. However, the longer the car stays under the heat of the sun, the hotter the temperature inside the car would be. Certainly, a person seating inside the car would be susceptible to heat stroke that could lead to his death. The sun’s light seen outside the car is the ‘visible light’ while the light inside the car is the ‘infrared light.’ Since the car’s windows and doors are closed, the ‘infrared light’ that causes extreme heat is trapped inside the car. That explains ‘greenhouse’ effect pregnant with ‘global warming.’ Why does the sun’s ‘infrared light’ is trapped on Earth’s atmosphere? Pollutants trapped the infrared light on Earth’s atmosphere. What are these pollutants? Please take note. These pollutants are things or objects that emit energy or where energy is released. Electricity is one of the sources of pollution. Tragedies in democracy DEMOCRACY is not that so expensive. But, what people think when tragedies are getting more and more existing in a country struggling for democracy? Here are the tragedies happening in a country under the process of achieving the real democracy in my country. Again, in Indonesia there have been two tragedies DR. DJUWARI recently. The first one is STIE Perbanas (College of human-made. The second Economics and Business) is social condition and also Surabaya, Indonesia human-made. The first tragedy was—and still going on—the motor gang that is so brutal. This makes the Jakarta people scared. The attack was so sudden and conducted during the night. The target was initially the restaurant but recently the hotel. It is really terrifying. The more unbelievable is that it is suspected that such a gang and brutality was not done by merely the ordinary people. What terrible thing is it? The people are presently scared. The second is concerned with education affairs. This week, it is the national exam started by the national
education commission. Some rumors have been spread away throughout the country in Indonesia about the leaking answer key. Due to this classic problem, people from region to region throughout this country have made a polemic around this “leaking answer key.” Of course, such a rumor has made the society especially parents get anxious. Because of this, people get angry and they tend to think that national examination is not fair for some. What is behind this? But then, that is a country under the process of struggling to survive from the impact of a reform. That is the cost for paying the “price” of democracy. In some TV programs, democracy is made fun by some people, and they have changed this term into “demo crazy,” What has been done so far for achieving the life of being in democracy tends to make all crazy. Any thing can be done without thinking whether it is against the law or not. What we can do then for the lay men? As ordinary people who are still struggling for getting a meager meal for today and perhaps the next, such tragedies have not been in their concern. They just wish to work hard in order to have their family find the basic needs. They must be strikingly different from what have been done as the “tragedy makers” above. NFA Chief: Butuan warehouse will continue to operate BUTUAN City - National Food Authority (NFA) Administrator Angelito T. Banayo assured that the warehouse in Barangay Libertad will continue to operate despite the reported intention of the Philippine National Police (PNP) to use the area for its training and billeting facilities. The debut album he has just released under Polyeast Records shows that the 25-year-old singer-songwriter is forging his own path in music even as he notes that all the inspiration came from mom and dad. “My parents are the ones who started all of this,” he says. “I have been watching them for 25 years. And I couldn’t help but be inspired by what they do.” Robin cares little for the inevitable comparisons that will meet his entry into the field where his parents’ legacies loom large.

THE Philippines topped the list of countries most frequently hit by natural disasters in 2011, the Citizens’ Disaster Response Center (CDRC) reported. Carlos Padolina, CDRC’s Deputy Executive Director, cited the records of the Centre for Research on the Epidemiology of Disasters (CRED) which showed that of the 302 natural disasters that happened worldwide, 33 occurred in the
Philippines. CDRC is a partner of CRED, a World Health Organization collaborating center based in Brussels, Belgium, which maintains the Emergency Events Database (EM-DAT: The International Disaster Database). CDRC revealed that if human-induced disasters like armed conflict and fire were included, the total number of

CDRC maintains its own disasters database, monitoring both natural and human-induced disasters. Padolina added that these natural and human-induced disasters combined affected more than 3 million families
or 15.3 million people, and caused over Php 26 billion in economic damages. This is a major leap from last year’s only 6.75 million people affected. The Philippines also placed third in the list of countries most affected by natural disasters in 2011 with 11.7 million people affected. Previously, the country placed only 5th on that list. Padolina said the Philip-
pines’ ranking came not as a surprise since Tropical Storm Sendong (Washi), one of the worst disasters that hit the country, happened late last year. In terms of casualties, the Philippines came second to Japan with 1,924 people killed. More than 1,400 of these were due to tropical storm Sendong. “The challenge for us is to reduce the impact of disasters
on our lives,” Padolina said. “No matter how frequent these calamities might occur, as long as we are prepared, we can bounce right back.” CDRC is a non-government organization that pioneered and continues to promote community-based disaster management in the Philippines. It operates nationwide through a network of regional centers and people’s organizations.
