Record-breaking! Record number of players joins Alagang PBA/Misor Basketball Clinics in Cagayan de Oro ATTENDANCE records have been broken within a three-month span during the first four months of 2012 by a series of free basketball clinics being run by the Misamis Oriental Provincial Government in Cagayan de Oro in partnership with national and international partners. Some 634 kids of all ages joined the first Alagang PBA free basketball clinic held April 19-20 at the ACSAT Covered Court in Carmen, courtesy of Barangay Chairman Rolando “Klarex” A. Uy for participants from Carmen, Balulang and Kauswagan. Leading the clinic were PBA stars Gabe Norwood and Beau Belga of Rain or Shine Elasto Painters “This is the most number of kids I ever saw attending a basketball clinic in my whole life,” said Misamis Oriental Meteors Head Coach Jun Noel

who headed the series of clinics scheduled for victims of Tropical Storm Sendong in Cagayan de Oro and Iligan. Previous to this, another free basketball clinic facilitated by the Misamis Oriental Provincial Government and the Misor Meteors coaching staff in coordination with Jr. NBA Philippines gathered 582 players of all ages from 34 schools for the January 19, 2012 at ACSAT Covered Court. The 2012 Jr. NBA Basketball and Coaches’ Clinics

DAVAO City––The employment rate of 93.8 percent in Davao Region ranks second to the lowest throughout Mindanao. Department of Labor and Employment (DOLE) regional director Joffrey Suyao said the 6.2 percent unemployment rate in the region as of January 2012 is lower than the national figure. Region 12 or Central Mindanao ranks the highest employment rate of 96 percent. Underemployment rate or those who are already employed but feel they need to find extra job is at 15.2 percent during the same rating period. The rates are based on the recent statistics released by the National Statistics Office (NSO), Suyao said. He clarified though the role of DOLE is more focused on job facilitation, such as the initiation of job fairs. Last year, about 17 to 18 percent of the applicants

in the job fairs initiated by DOLE Davao on May 1, 2011, Labor Day and Araw ng Kalayaan, June 12, 2011 were hired on the spot, he said. This year, DOLE Davao will again hold job fairs on May 1 and June 12. As of Wednesday, Suyao said there are a total 21,000 jobs available for the upcoming job fairs. But he is confident this will grow until the date of the job fairs. Of the number, 14,934 jobs are foreign while 6,793 are local jobs, he added. Suyao said DOLE Davao is targeting to hit 25,000 job vacancies until the May 1 job fair. Topping the local job vacancies are call center agents of about 3,340 as of Wednesday morning, while household service workers top the foreign job vacancies at 4,583 as of Wednesday morning followed by construction and manufacturing industry, DOLE data showed. No more tents for Sendong victims By GERRY L. GORIT CAGAYAN DE ORO CITY - The transfer of bona fide beneficiaries from their tents to their assigned permanent houses in the Calaanan Relocation site commences yesterday. This was what Cagayan de Oro Mayor Vicente Y. Emano declared during the assembly and consultation proceedings earlier between him and the relocatees validated for final transfer on April 25. The transfer was supposed to coincide with President Benigno Aquino III’s visit to the city. However, due to the postponement

of the President’s visit, the official schedule for relocation was also postponed to the 27th of April when the city will also formally turn-over the houses to the beneficiaries. The Mayor, however, declared that he will start moving the beneficiaries today, April 25, so that all those validated for the transfer will have been moved and already in place when the President comes on Friday. It is reported that there are a total of 320 beneficiary families who will be moved to their permanent relocation sites between April 25 to 27. This, after a very strin-

gent verification and validation process undertaken by the Estate Management Division (EMD). The transfer process shall be made under the supervision of the Estate Management Division (EMD) with equipment and transportation provided by the city Engineer’s Office and the Barangay Assistance Center (BAC). Mayor Emano, President Aquino, VP Jejomar Binay, together with local officials and non-governmental organizations shall officially turn-over the quadruplex houses to the initial 320 beneficiaries through raffling.

PNoy cites Peza PRESIDENT Benigno S. Aquino III bared the billions of pesos worth of investments that were poured into the country’s economic zones resulting from the efforts and hard work of the Philippine Economic Zone Authority (PEZA) as he underscored the significant increase in investors’ confidence encouraging them to put up more shops and expand business. In his speech during the 17th Anniversary and Investors’ Recognition Night of the PEZA at the World Trade Center in Pasay City on Thursday, President Aquino thanked the dedicated people of PEZA for the sizeable influx of investments in the country in just less than two years. “Since we have assumed office, PEZA has generated a total of 465 billion pesos

in investments… in 17 years of PEZA, this represents 23 per cent of all investments generated by the Authority and this has happened in a span of less than two years,” the President said. “I extend my congratulations to Director Lilia de Lima who has raised this institution as if it were her own child… that child is moving forward from its formative years into adoles-

cence and it is performing better than ever,” he stressed. The President vowed the government’s continued initiatives to foster a businessconducive environment through the eradication of red tape and corruption. “More than being a onestop shop for your needs, PEZA will be that non-stop shop… the red tape that has for so long encumbered your operations has now been turned into the red carpet, and beneath all these is the firm bedrock that has become the calling card of our administration: no under-the-table deals, no graft, no corruption… only hard work, serviceoriented governance, and a level playing field for all who have come to invest,” PEZA/PAGE 7

Don’t be crabby THINK a minute. Crabs are very interesting creatures. If you put several of them in a bucket, the moment one of them starts crawling out of the bucket, the other crabs will pull him back down. So not one of the crabs ever succeeds in getting out. They just keep stopping each other from climbing higher than the rest of them. We humans are perhaps more like crabs than we think. We see a good thing the minute someone else sees it first! “We try to get even with our enemies, and ahead of our friends.” But we need to realize that “when we’re green with envy, we’re ripe for problems.”

Think A Minute Jhan Tiafau Hurst Whether we admit it or not, most of us want other people to be just a little less successful than we are. Friends are always happy about your success, just as long as you’re not more successful than they are! But one of the first secrets to success is not to compare your life with other’s. It’s strange that many of us seem to know how to live everybody else’s lives but our own.

Yet what happens in someone else’s life has nothing to do with ours. “Criticizing someone else’s garden won’t keep the weeds out of your own.” Successful people look at life through a telescope and see how great it can be, but small, petty people look at life through a microscope and only see the faults and mistakes of others. Being envious and jealous of others is just a slow method of suicide that

kills both your health and happiness. You have a special ability and personality that no one else has. So use yours the best way possible. Stop comparing yourself with others. Birds don’t swim. Fish don’t climb trees. And cows don’t fly. Enjoy your own natural abilities and develop your own style. Make the most of your assets and you’ll make the most of your life. But only your Maker has the key to unlock your full potential inside. So why not ask Him to take charge of your life every day? It’s with His power you can start enjoying the success He’s planned for you to have. Just Think a Minute.

Vendors in Carmen market grumble VENDORS in Carmen Market complained that until now their relocation sites were yet to be completed as scheduled. These vendors are now occupying the side ways of Carmen Market. In August last year, some 300 vendors at Carmen Market relocated when Taiwanese get the city’s nod to rent the second floor of Carmen market building. Cris Diaz The vendors could not do anything but gave way to the city government’s plan. It is of note ‘though that, for many years, many of the vendors has been renting portion of the affected booths in the market. At first, they protested the plan since it would mean additional expense and losing strategic location. However, they finally gave in to the city government’s plan on condition that the city would construct their relocation booths. The month of August is fiesta month for Cagayanons. At first, market-goers did not mind noticing makeshift booths built along side Carmen market. After all, it was fiesta season. As a common practice, some enterprising individuals built booths in market places to ply their trade, at least for the season. However, construction of booths at the Carmen Market from makeshift light materials was converted to concrete. Since then, many inferred that those booths were already mean for good. At first, it was something new for these vendors to have concrete booths. In the past, these vendors were only occupying removable

booths inside the public market. Thanks to the Taiwanese, the vendors will finally occupy concrete booths beside Carmen market’s pathways. But, no thanks. Until now, after nine months, construction of these booths has not been completed yet. Vendors started to grumble. They blamed on the Allan Fernandez, head of the city’s economic enterprise, for not attending their needs. These vendors are paying P42.00 per day for their space. Fernandez promised that completion of the construction of the booths would be on or before December 2011. Until now, Martinez’s promise is getting vague. Vendors start to question the propriety of the city government’s decision to enter a contract with the Taiwanese at their expense. ‘What happened?’ Malik’s apprehensive eyes were so desperate. ‘The Taiwanese shares fifty percent of our daily rent until construction of our assigned booths are completed,’ he told this corner. He said they (vendors) are not interested with the Taiwanese contribution. He said they prefer completion of their booths. ‘Right now, some of us were contracting illness due to dusts and fumes of vehicles,’ Malik recounted. It seems the contractor has abandoned us, Malik said. ‘Where has the city’s entire budget for this,’ Malik starts to ask question. He even hinted that the market administrator has brought a brand new Hi-Lux pick-up after negotiating with the Taiwanese. Whether Malik was implying something, the point is he suspects that only the market administrator profited from the deal between the city government and the Taiwanese. React: crisguardian@yaho.com

The fifth commandment ONE of my three-year-old son’s favorite videos at home is entitled “All About Jesus.” In one scene, the father asked his son which Ten Commandments is his favorite. The son answered, “The fifth, which says; Honor your father and your mother.” This passage in Exodus 20:12 entails a promise… so that you may have long live long on earth. What is beyond compensating for parents to feel is when they live their lives as parents having their children giving them due honor which they deserve during their hardwork days. So, how can children show honor to their parents? I would like to share how, the Bible way. The word “honor” means

Ang Bag-ong Tawo Alex A. Podador to place a value on something, to consider it a prized possession. Honor takes many different forms. It is much more than greeting cards, candy and flowers on Mother’s Day. The way in which parents honor their children, for instance, differs from the way children honor their parents. It is a dishonor to treat everyone alike without respect to differing needs

and responsibilities. True honor takes into account the age and situation of the people involved and the nature of the relationship. Children, likewise, honor their parents in different ways. To a small child, honor means obedience. To an adolescent, it means respect. To an adult, it means kindness, thoughtfulness, and care of parents.

Children must find ways to honor their parents, to affirm their dignity and worth. So what does it mean to honor one’s parents? In Ephesians 6:1 Paul tells children to obey their parents and proves his point by quoting the command to honor your parents. Therefore, honoring your parents means obeying them. Such obedience is pleasing to God. “Children, obey your parents in all things, for this is well pleasing to the Lord” (Colossians 3:20). And by obedience, we are not talking about selective obedience where we chose the things we want to obey. “My son, hear the FIFTH/PAGE 7

32 rescuers pass WASAR training TUBOD, Lanao del Norte, April 23 – Thirty-two members of the Lanao del Norte Emergency Response Team successfully passed the grueling five-day Water Search and Rescue (WASAR) training organized by the Provincial Disaster Risk Reduction and Management Office (PDRRMO), April 16 to 20 this year. “When tropical storm Sendong hit Iligan City, it really opened our eyes and made us realize that we need the WASAR training, that we need to have our own emergency response team, and that we need to purchase rescue equipment,” Governor Khalid Dimaporo explained. Last year, the provincial government started implementing its disaster preparedness program in a bid to win the regional Gawad Kalasag award. “Last year, our main objective was to win an award, but today it is to be better prepared for any calamities that may hit Lanao del Norte. Winning an award now becomes only secondary,” Dimaporo added. The Provincial Emergency Response Team (PERT) is composed of provincial government employees, local police officers, members of the 35th Infantry “Makamandag” Battalion, and Red Cross personnel. Trainers came from the Office of Civil Defense, Bureau of Fire Protection, Philippine Coast Guard, and Philippine Air Force Search and Rescue Squadron. “We are very much thankful to Governor Dimaporo for allowing us to undergo this training. The skills that we learned will help us do our job more efficiently and in a safer manner,” expressed PERT President Arnel Dinglasa. (Vincent N. ARMM mentors get salary increase COTABATO City––The cleansing process in the graft-ridden Department of Educat ion (D epEd) in the Autonomous Region in Muslim Mindanao (ARMM) st ar te d with teachers’ salaries released at the office of the regional governor, Education Secretary Jamar Culayan said.

On Wednesday, about 4,000 teachers trooped to the ARMM comp ound here to receive their salaries for the month of April. Culayan explained this is part of the process to determine between legitimate and illegitimate teachers who, in the past administration, have been receiving salaries from

DepEd. Acting Regional Gover nor Mujib Hat aman said when payments are coursed through the ATM, the loan sharks usually take the poor teachers’ ATM to ensure payment. Culayan said it would be reasonable if the teachers receive the amount in full and it’s up to them to

settle their obligations or indebtedness. “Many te achers are in the payroll of DepEd but they were not in the plantilla positions, so they have no right to receive salaries,” Culayan said, adding that only those in the plantilla positions are paid for by DepEd-ARMM. Hat aman , up on as -

sumption to office, had found out that more than 4,000 teachers have been receiving their salaries although the y did not teach nor report for work since they were not in the “official list of teachers of DepEd-ARMM.” Cu layan s aid ab out 1,600 teachers in Maguindanao are not included in

the DepEd official teachers’ list. When supervisors receive the teachers’ salary and hand them over to the teachers, supervisors allegedly ask some P1,000 to P1,500 as commission from each teacher for receiving the payment on their behalf. CD WITH WIRE REPORT

instruction of your father, and do not forsake the law of your mother; for they will be a graceful ornament on your head, and chains about your neck” (Proverbs 1:8-9). Children honor their parents by listening to their advice and obeying their instruction. Godly parents are a treasure to a child. They have a wealth of experience, which they can pass down to their children. The importance of listening to your parents is so emphasized that even when a child is being disciplined, they are encouraged to pay attention. “A fool despises his father’s instruction, but he who receives correction is prudent” (Proverbs 15:5). Being grateful is another way that a child can honor his parents. Honoring your parents means that you do not mock them or treat them scornfully, even with a mere look. Mistreatment of our parents will come back to haunt us in later years. Finally, honoring your parents, means seeing to their needs. Your parents cared for you when you were small and helpless. Even as you grew to be able to provide for yourself, your parents frequently stepped in to ease your burdens. Now, when they have grown old and feeble, it is your turn to return the favor. Honor them by making sure they are comfortable in their declining years.

Cotelco to source power from TMI for electricity consumers By PAT SAMONTE BUTUAN City––The Cotabato Electric Cooperative, Inc. (Cotelco) said on Tuesday that it was sourcing its power needs from a subsidiary of Aboitiz Power to solve the eight-hour brownouts in North Cotabato. Cotelco general manager Godofredo Hormez said the cooperative is now waiting for the Energy Regulatory Commission (ERC) to issue the provisional authority on its proposed eight-megawatt power purchase from the bunker-fired barges of Thema Marine, Inc. (TMI). “TMI did not refuse to deliver power to Cotelco and is not charging us P16.11 but P9 per kilowatt hour. More than 90 percent of the charges is for fuel cost.. Only 10 percent will go to TMI,” Hormez said in a statement. He said the P9 per kilowatt hour charge “will be the same rate they will charge to all electric cooperatives under contract with TMI.” According to Hormez, Cotelco initiated a meeting with TMI in connection with the eight megawatt power agreement it had signed earlier this year. “This is to cover for the ongoing power shortage and the anticipated Pulangi IV hydro-complex rehabilitationm” he said.

Cotelco and TMI has an existing power supply agreement signed on February 24, 2012. Rules on power purchases require ERC approval. Since Cotelco was in dire need of power and could no longer wait for ERC to act on the purchase, Hormez said he asked TMI to start delivering power sans the ERC approval. Another problem was that without ERC approval, TMI will have no legal mandate to charge Cotelco for power delivery and Cotelco to pass electricity rates on consumers. TMI then proposed a prepaid system to cover at least the firm’s fuel costs. Hormez made it clear that the prepaid arrangement was “not imposed on Cotelco. It was a proposal that was thoroughly discussed by both parties in consideration of Cotelco’s immediate need for power and the need for TMI’s protection for the costs they will incur in delivering power, especially fuel costs.” The Cotelco board decided to wait for ERC action on the power purchase. AboitizPower purchased the power barges from the national government in 2010 which are now moored in Maco, Compostela Valley province and Nasipit, Agusan del Norte.

Vice President Jejomar Binay congratulates one of the beneficiaries of the 1,500 housing units which were built for the survivors of tropical storm Sendong in Cagayan de Oro. During the turned over rites held on April 25 at Sitio Calaanan, Barangay Canitoan in Cagayan de Oro, Social Welfare Department Secretary Dinky Soliman also distributed checks to the survivors. Joining them are President Benigno Aquino III (extreme right) and Cagayan de Oro Mayor Vicente Emano (left). Due to higher fuel, operating and maintenance costs, the traditional role of oil-fired barges is as reserve source when there is an unusually high power

demand, as back-up when other Mindanao plants break down and to render ancillary services to provide voltage regulation to prevent the grid from crashing.

With Mindanao in severe power shortage at the moment, TMI is forced to run on extended hours to deliver power to electric cooperatives, distribution

utilities and industrials in contract with it.Despite its dependence on fuel, TMI is the most efficient and cheapest oil-based power plant in the country.
