The Yan Yan Int’l Phils held Thursday morning a groundbreaking ceremony for its manufacturing plant at barangay Katipunan that will commence construction in May and start operations in January next year. Villanueva Juliette Uy expressed optimism at the
economic prospects of the latest investment in the town and thanked the owners and executives of the company for choosing Villanueva as the site for the plant that will sit on a 7.3-hectare property. BUTUAN City––The Department of Health revealed that while there is a steady reduction in both the number of malaria cases and deaths in the country, 57 out of 80 provinces are still malaria endemic with some 14 million people at risk of contracting the deadly disease. The DOH made the disclosure to commemorate the World Malaria Day last week with the theme: “Sustaining Gains, Saving Lives and Investing in Malaria.” In a press statement, the DOH said that owing to the government’s intensified campaign, six provinces are expected to be declared malaria-free this year that will bring the total of malaria-free provinces to 29. These provinces are Batanes, Abra, Quirino, Romblon, Misamis Occidental and Dinagat Islands. AREAS/PAGE 2

Court martial of four senior army officers in Basilan gets ‘go ahead’ FOUR Philippine Army (PA) officers in connection with the Al-Barka, Basilan fiasco where 19 Special Forces troopers were killed during an encounter with Moro Islamic Liberation Front (MILF) rebels on Oct. 18, 2011 will face court martial proceedings.
In a situational report, the DOH said that in 2011, a total of 9,154 malaria cases were recorded which is a 53 percent reduction from the 19,644 cases tallied in 2010. The achievement surpassed the 2011 Millenium Development Goal (MDG) Malaria Morbidity Rate Target (23 cases per 100,000 persons) with only 9.5 cases per 100,000 persons. It said there were only 10 malaria deaths for 2011, which is a 67 percent reduction from 30 deaths in 2010. This also surpassed the 2011 MDG malaria mortality rate target (0.05 deaths per 100,000 population) with only 0.0l deaths per 100,000 persons. DOH-Caraga Regional Malaria Coordinator Dr. Casmerlita Yu and Agusan del Norte Malaria Coordinator Jimmy L. Egay reported that the province recorded 0.04 deaths per 100,000 persons in 2011 which also surpassed the 2011 malaria mortality rate target. In a press conference,

Aggie department confers with LGUs OZAMIZ City, Misamis Occidental – WITH the intent to accelerate the government’s thrust of sustainable development, which is characterized by attaining food security and self-sufficiency, the Department of Agriculture Regional Field Office 10 (DA-10) recently hosted a consultation with the various local government units (LGUs) of the province. The session was held in Ozamiz City, participated by almost all of the 14 municipalities and three component cities of the province. Participants varied from planning officers, municipal agriculturists, agricultural technicians and other stakeholders within the agricultural sector. With the gathering at hand, it is expected that a fi ner scheme in terms of planning, organizing, decision-making and other pertinent activities will be employed in the implementation of the department’s supported programs, projects and interventions as the prime responsibility and the allocation of resources are raked in according to the proponent’s needs from the local level. The meeting tackled on
the pipelined services of the agency offered under the four banner programs (rice, corn, livestock and high value crops), including that of organic agriculture and integrated pest management. These differ from production support, market development services, postharvest facilities and farm mechanization assistance, education and training services, regulatory services and among others. Through the consultation, it was likewise learned that some of the agency’s programs, projects and interventions already have projected beneficiaries. Nonetheless, the department clearly emphasized that they would only be given the first priority in the awarding of assistance. In any case that an LGU would fail in complying the required documents, the agency will opt to extend its services to other interested LGUs who’ve submitted a letter of intent to avail any support from the department’s end. In his message, Provincial Agriculturist Jose L. Satorre reminded the representatives of the various municipalities to empower themselves through the submission of project
DA-LGU consultation. As the agency deemed it fitting to convey to the various local government units (LGUs) the department’s programs, projects and interventions that they could possibly access from the government, the Department of Agriculture Regional Field Office 10 (DA-10) led by Regional Technical Director Engr. Roxana H. Hojas (top right) unveiled the assistance that the department has in store for CY 2011 for agricultural stakeholders. our only safe passage and way through death. Then He proved it to us by being the only one in history who could die and be buried for 3 days and still bring Himself back to life. The Creator of life Himself is the only one who can get you and me safely through death to enjoy life with Him forever. And Jesus promised if we will love Him and live His way, He will lead us safely not only through this life, but also into our eternal life with Him after we die. The good news is He promised it is never too late to become His child. So we would be safe and smart to ask Him today to take full control of our life—for the rest of our life. Just Think a Minute.
AFP mobilizing reserve force THE Armed Forces of the Philippines (AFP) has started to review the status of the reservist in the country. The primary purpose is to prepare the reservist for mobilization for internal security. This movement should have been on a yearly basis as a way of upgrading status of reservist. It is unfortunate that this come only at times when the Scarborough Shoal conflict Cris Diaz is heating up. Is the Philippines preparing for war? Last week, China announced that its one billion military force is ready to move anytime to defend their territory. The Philippines response only came this week under pretext of mobilizing its reserve force. While the AFP should have integrated in its program the upgrading and training of its reservist, this was not done. The reservists are nothing but standby sitting ducks in times of armed conflict. No one can be proud of being a reservist. In fact, thousands or millions of Filipinos who qualify as reserve military force have not enlisted in the AFP today. There could be hundred reasons why nobody wants to be with the AFP’s reserve force. One of the reasons is that there are branches in the AFP where a reservist is required to procure his or her complete uniform. This is very unfair for a reservist to buy his or her military uniform as requisite to be enlisted in the reserve force. If the AFP wants to have
a high morale reserve force, it must provide all that is needed by the reservist. More often, only elective public officials, private businesspersons and professionals enjoy promotion to higher ranks in the reserve force. This practice is not healthy since most of those who want to join the reserve force want fair treatment. The AFP has not specifically laid down rank promotion relative to existing positions of professionals. After all, the AFP has the right to enlist all persons to the armed forces when the need arise. Perhaps, this the reason why the AFP do not give much importance to the reserve force since they can enlist anyone when needed. However, the AFP did not realize that this attitude is disadvantageous to the AFP in general. Without doubt, a low morale enlisted reserve force is susceptible to acts of treasons. There is also this observation that many FilipinoChinese are high-ranking military officers with the AFP’s reserve force. While the loyalty of these Filipino-Chinese officers with the Philippine flag cannot be questioned, their sympathy toward the mainland China is another thing. Most of them speak Chinese language in contrast to the Filipino who speaks only native dialects. Will they fight side by side with Filipino reservists? Okay, the AFP is currently reviewing the country’s reserve force. Top AFP brasses said that they want to mobilize the reserve force for internal security. Tell it to the marines. Standardized test and its drawbacks IN Washington Post recently, there has been a polemic around the use of standardized test for policy of giving grants to schools. That is what is happening in America now. Even President Barack Obama got a letter from the president of NSBA (National School Boards Assocaition), Mary Broderick, April 17, DR. DJUWARI 2012. The NSBA and its STIE Perbanas (College of members are now protesting Economics and Business) that they are against such a Surabaya, Indonesia regulation. I feel excited reading that article due to some respects. First of all, the US education system has been a somewhat benchmark for some nations, including Indonesia, though it is not fully adopted. What we have to duscuss further is the academic sense of standardized test and the drawbacks as well as the backwash effects. It was a long time ago, such a standardized test implemented in US and by the time it was practiced,
most educators from some univesities shouted that such a test type was said as a misleading criterion for policy making. It seems ridiculous when such an issue comes up again after a long time ago. The drawbacks of stabdardized test can be used for arguing why the policy—regulation on state education— concerning such a test should be negotiated again and again. In 1990s, there were some inttelectuals opposing this weakness-bearing measurement. Say some examples of the reasons: This test type –when used for policy making—related to criteria for grants, appears unfair. The individual academic performance cannot be measured—let’s say— in one snapshot. The academic performance of any individual having been involved in the whole certain learning period cannot be measured only in some hours? The academic performance of individual should be measured along the whole time of study period. It cannot be judged by the result of a tsandardised test—a snapshot measurement. That‘s one of the drawbacks. Another drawbact is that, standardized test for measuring the indiovidual’s academic performance will lead to misleading practices. Industry players remain optimistic on achieving better air linkages as MASwings Managing Director Capt. Mohd Nawawi Bin Awang revealed during the summit that the company is looking into reviving the Davao-Manado flights. “We are looking at the market very closely; we want to ensure sustainability. We do not want to go here for three to five months and then be gone,” Awang said. The sustainability of such flights has been one of the hurdles of several airline companies that took the BIMP routes, including Bouraq and Sriwijaya Airlines, which have stopped flying due to low load factor. Mid-Sea Express has been flying missionar y flights from Davao to Manado for three months now, and will increase flights to twice a week next month. President Benigno S. Aquino III along with other BIMP-EAGA leaders discussed strategic thrusts in the fields of enhanced transport, power and communication, connectivity, and tourism development during the BIMP-EAGA leaders summit held earlier this month. “We reaffirm our commitment and support to the BIMP-EAGA cooperation initiatives and pledge to step-up our individual and collective actions to more effectively address the hurdles in realizing the BIMP-EAGA vision and goals,” said the leaders in a joint statement.
