One thousand days after the Maguindanao Massacre, media groups on Sunday organized a vigil at the Bantayog ng mga Bayani in Quezon City to commemorate the incident dubbed as the single dealiest event for journalists in history. “The activity aims to remember the fallen victims of the massacre, 32 of whom are members of media. The continued killings of journalists and refusal of Congress to pass the Freedom of Information
Law have underscored the dire state of press freedom in the country,” the National Union of Journalists of the Philippines (NUJP) said in a statement. According to Inquirer, around 150 media workers, human rights activists, students, and members of other civil society groups joined the overnight vigil. “We are remembering the victims, stressing the demand for justice and urging the government to take concrete steps to end the impunity in media killings,” NUJP President Sonny Fer-
nandez said. “The Aquino government is not doing much to stop the killings,” he added, noting that only 10 people have been convicted in 153 cases of journalist killings since 1986. “If the government can show that they can haul to court and punish the mastermind, that will make perpetrators think twice before killing journalists,” Fernandez said. Lawmaker bewails extralegal killing, Barangay forced disappearance of media men captain butchered THE House Committee on Justice was urged to expedite deliberations on a bill imposing life imprisonment for the crimes of extralegal killing and enforced disappearance, victims of which include members of media. “The Supreme Court itself noted that there has yet to be a law passed by Congress defining extra-judicial killing and enforced disappearance,” said Rep. Jerry P. Treñas (Lone District, Iloilo City), principal author of House Bill 3594. The bill is pending action of the House Committee on Justice chaired by his province-mate Rep. Niel Tupas, Jr. (5th District, Iloilo). Treñas cited the opinion of the High Tribunal, which states that, “as the law now stands, extra-judicial killings and enforced disappearances in this jurisdiction are not crimes penalized separately from the component criminal acts undertaken to carry out these killings and enforced disappearance and are now penalized under the Revised Penal Code and special laws.” Furthermore, the high tribunal added: “The simple reason is that the Legislature has not spoken on the matter: the determination of what acts are criminal and what the corresponding penalty these criminal acts should carry are matters of substantive law that only the Legislature has the power to enact.” Treñas, Chairman of the House Committee on Good Government and Public Accountability) stressed that the proposed statute seeks to prevent the “execution and abduction of members of media.”
Treñas also pointed out that based on the spate of extralegal killings and enforced disappearances reported nationwide, it is obvious that these crimes were committed because of political considerations or motives. “Hence, a political motive should be the gauge that would determine whether the act committed is beyond the regular felonies contained in the Revised Penal code,” Treñas said. Treñas said that on September 2007, the high tribunal approved the Rule on the Writ of Amparo, which is a remedy available to any person whose right to life, liberty and security has been violated or is threatened with violation by an unlawful act or omission of a public official or employee, or of a private individual or entity. “Even with the Writ of Amparo that covers both existing killings and enforced disappearance or threats thereof, it alone cannot abate the commission of these heinous crimes. The high court crafted the said rule only as a remedial measure. A substantive law is necessary in order to prosecute these crimes,” Treñas said. “The Philippines already has a humiliating reputation of being one of the most dangerous countries for journalists,” he said. Treñas said the bill shall create a legal presumption that the execution or abduction of a member of the media was committed with a political motive. “Unless proven otherwise, the abduction or execution of a journalist shall be considered as a crime of extralegal killing or enforced disappearance,” Treñas said.
Security on Mosques ordered as Ramadan ends ZAMBOANGA CITY-– Mayor Celso Lobregat has ordered the Zamboanga City Police Office and Task Force Zamboanga to intensify security measures in the different mosques and other places of worship here as the Muslim community ends the holy month of Ramadan. Lobregat issued the directive during the meeting of the
Crisis Management Committee which he convened Friday following the twin blasts in the city Thursday night. Lobregat said the deployment of security personnel in different mosques, specifically within the city proper, will help ensure the safety and protection of the devotees of Islam in line with the observance of Eid’l Fitr or the end of the fasting month of Ramadan. Councilor Abdurahman Nuño, Liga ng mga Barangay president, has expressed concerns about security in mosques, especially with the explosion near the mosque in Suterville, Barangay Campo Islam, west of this city, on Thursday night. Nuño said Muslims will flock to mosques for their religious rituals in observance of Eid’l Fitri, which is declared upon the sighting of the crescent moon anytime Saturday and Sunday.

NABUNTURAN, Compostela Valley – Police found that a heated argument with the suspect resulted to the death of a barangay captain of Maparat in Compostela town of Compostela Valley province recently. Compostela Municipal Police Office identified the victim as Marlene Ib-ib, resident of Purok 7, who succumbed to multiple hack wounds in different parts of her body. Responding government doctor pronounced the victim dead on the spot, the police report said. The suspect, Gerardo Quimada, 48, resident of Purok 3 of same barangay, surrendered to the police after the incident. Investigators said the incident happened in the farm’s victim while the suspect was putting up a small farm house owned by the village chief. The suspect alleged that the official threatened him first by saying she would cut his neck. But witnesses claimed that the victim had uttered the words after the suspect slapped her. A murder case against the suspect is now being readied by the authorities. In their messages, hosts Mambajao Mayor Maria Luisa D. Romualdo and Governor Jurdin Jesus M. Romualdo thanked Director Leon M. Dacanay Jr., RDC-10 vice chairperson and regional director of National Economic and Development Authority (NEDA-10, for bringing the council to the province. During the meeting, Romualdo presented a brief profile of Mambajao and introduced the local chief and officials of the four other municipalities in the province while Governor Romualdo presented the profile of Camiguin highlighting, among others, the Essential Health Care and Disaster prevention among the provincial government’s priority programs and projects. Filipino Muslims joins observance of Eid’l Ftir OVER five million Filipino Muslims today will join the entire Muslim world in the observance of Eid’l Ftir , ending their month-long fasting. President Benigno S. Aquino III has issued Proclamation No. 455 declaring August 20, the Feast of Ramadan, as a regular holiday in observance of Eid’l Fitr, which is celebrated by Muslims for three days after the end of their 30 days of fasting. On Monday, Filipino Muslims in Metro Manila and other parts of the country

will gather for an early morning prayer to celebrate Eid’l Fitr. They will also listen to sermons in various Muslim mosques in the country, including those in Metro Manila. The end of the Ramadan marks the beginning of the Eid’l Fitr. The Muslims believe that “Eid” occurs on the first day of the Shawwal which is the 10th month of the Islamic calendar. “According to the history of Islam and traditions on the last day of Ramadan after sunset, people start sighting
the crescent moon. As soon as the moon (hilal) is spotted, the celebration for Eid’l Fitr begins for all the Muslims. Ramadan is said to be the holy month of Muslims. It is believed that the holy book Quran was revealed to prophet Muhammad during this month. It is also believed that during this month, the “gates of hell are closed and the gates of heaven are open,” according to Muslim tradition and history. It is also believed that Ramadan is Allah’s own month.

The people of Cagayan de Oro welcome the creation of ‘Sulog-One Sendong is Enough.’ The organization aims to protect the city’s environment. Such endeavor deserves everybody’s support. The Cagayanons are happy that organizers of ‘Sulog’ aim to support peoples’ initiatives on environment protection. The objective is to maintain a balance environment. The advocacy is fighting illegal mining within and the adjoining towns of Cagayan de Oro. These are valid initiatives. At the start, people with political motives join the draft for ‘Sulog’ membership. They even managed to occupy sensitive positions in ‘Sulog.’ These politicians and the ambitious ones later withdrew their membership. It was only when they found out that the organization detested their presence. Pretending that they were not embarrassed, the members-politician justified their exits through self-serving arguments. Some of their cohorts who decided to stay welcomed their moves and even extolled their decisions.
Lumads not returning to their mountain homes KIDAPAWAN CITY- - Some 20 lumad families still refused to return home three weeks after their leader was executed by communist guerillas in the hinterland town of Arakan in North Cotabato. Most of the evacuees are relatives of the slain Datu Libontos Ansabu,
also known as Commander Ibon, a former rebel commander that operated in North Cotabato for at least two decades before he yielded and helped the Philippine Army in their counter-revolutionar y campaign. The New Peoples’ Army (NPA) Front 53 admitted they killed Ansabu in July 27 as payment for the crimes he allegedly committed against his people and the villagers. The lumads left their village a day after Ansabu’s

Army, NPA clashes in Zambo Sibugay ZAMBOANGA CITY– Government forces recovered ammunitions and subversive documents, including a laptop, which members of the New People’s Army (NPA) rebels have abandoned following a clash in Zamboanga Sibugay, a military official disclosed Saturday. Seeing that ‘Sulog’ is moving toward objective and collaborative changes, we, the Cagayanons would extend support to its goals. However, the Cagayanons would reject ‘Sulog’ on any semblance of political peddling. Bagumbaran CAGAYAN DE ORO CITY, Misamis Oriental, Aug 18 (PIA) -- The Department of Energy (DOE) and the Department of Social Welfare and Development (DSWD) had teamed up for the advocacy for energy conservation and efficient lighting. The launch was held on August 16, in Sitio Calaanan, one of the relocation sites in the city for survivors of typhoon Sendong. Under the partnership, the DSWD agreed to assist in the nationwide distribution of 1,251,340 compact fluorescent lamps (CFLs) to Pantawid Pamilya beneficiaries, typhoon victims, senior citizens receiving social pension and other beneficiaries receiving other social protection programs from the DSWD, said Ronaldo Parreño Jr., science research specialist of the DOE’s Energy Efficiency Conservation Division. He said the distribution of CFLs is in line with the implementation of the Philippine Energy Efficient Project (PEEP) of the DOE. Parreño said one of the components of PEEP is the Efficient Lighting Initiative which includes the distribution of CFLs for residential customers to replace incandescent bulbs. In Northern Mindanao, 102,310 CFLs will be distributed to 51,155 Pantawid Pamilya families and other households identified by the DSWD. Some 700 households in Sitio Calaanan, a number of which are Pantawid Pamilya beneficiaries while the rest are victims of typhoon Sendong, received two CFLs each during the soft launch.

TANGUB CITY, Misamis Occidental, -- The local government of Tangub has released P26 million for the development of the EcoTourism Model Site of the Mt. Malindang Ranges Natural Park (RNP) in Barangay Hoyohoy, this city. The project aims to establish a visitors’ center, viewing deck, camping site facilities and a botanical garden to showcase the unique and rare species of flora found inside the Mt. Malindang RNP, Mayor Philip Tan, who led its recent ground-breaking and capsule laying ceremony, said. Barangay Hoyohoy is one of the upland barangays in the protected area of Mt. Malindang RNP that significantly possesses natural beauty and grandeur, which becomes an avenue for ecotourism adventure facilities. Situated in the open area at the foot of the Mt. Malindang RNP, the site faces the south peak and located 850 meters above sea level (asl), in the highlands of Tangub and only about 700 meters below Mt. Ampiro, the lowest peak of the mountain ranges of Mt. Malindang. Its view spans to the other six ranges with summits from 1,700 m-2,400 m asl and the areas in the towns of Kolambugan, Tubod and Maigo in Lanao del Norte across Panguil Bay and those of the neighboring city of Ozamiz, and the municipalities of Clarin and Tudela in the east and Bonifacio and Don Victoriano in the south. Tan said the sustainable financing project through the development of ecotourism model site inside the Mt. Malindang is for the protection and management of the park for its perpetual existence. An inventory of plant species in the Mt. Malindang RNP in 2004 said that there are 1,284 species, 472 genera and 187 families. Of these, 873 were considered as angiosperms, 20 as gymnosperms, 280 as pterodophytes, 85 as byrophytes and 25 species as lechens. Likewise, of the pterodophytes, the number of species recorded represented about 44 percent of 632 species found in Mindanao. The identification of the site is a laudable strategy to sustainably manage its abundant resources, which is envisioned to greatly boost the protection activities in the park and Mt. Malindang’s environs.

Local opposition faces internal challenge THEY said that the local opposition is now in quandary while searching for possible mayoral bet next year. At the start, the name of Oscar Moreno was popular among them. However, as the filing of certificate of candidacy nears, the atmosphere is changing. It now appears that the local opposition is divided on whether to support Oca or not. There could be several reasons on why supporters of the local opposition are changing their hearts. One of the reasons is that the local opposition is now scouting for young, able, and worthy candidate to be fitted against incumbent Mayor Vicente ‘Dongkoy’ Emano. This problem started when the group rejected the idea of fielding City Councilor Edgar Cabanlas as Moreno’s running mate. They gave no reason for rejecting Cabanlas. However, many opined that Cabanlas’ long association with ‘Dongkoy’ before could be one of the reasons. They could not find in Cabanlas the fire of a real opposition considering that its political roots date back to Padayon Pilipino. Yes, Cabanlas was one of ‘Dongkoy’s’ closest allies back in the province before. Cabanlas joined ‘Dongkoy’ when the latter decided to run for mayor in Cagayan de Oro City in 1998. He severed his ties with ‘Dongkoy’ when Padayon did not
Cris Diaz endorse his Congressional bid back in 2007. Another reason is that the local opposition is contemplating on endorsing City Councilor Roger Abaday as Moreno’s possible running mate. Abaday may had been attached to Padayon Pilipino before but his identification with ‘Dongkoy’ was not as rabid compared to others. Yet, the most intriguing development is the possible pulling out of support by civic and civil society groups’ support on Moreno. The idea cropped up when a certain Elmer Francisco, a scion of the famous Francisco Motors, has announced his intention to run for the mayoral post in Cagayan de Oro City. Francisco, who hails from Luzon, reportedly married a Cagayanon and became a city resident early 2000. Most civil society groups snared at Francisco’s announcement. My heart skipped a beat when I read what DPWH Secretary said about presidential instructions to relocate about 200,000 poor from their threatened habitat. THE great Indian nationalist Mahatma Gandhi once said, “The best way to find yourself is to lose yourself in the service of others.” Through their exemplary performance of their sworn duty as members of the Philippine National Police (PNP), four policewomen and six policemen have indeed found their life’s calling. They are now recognized as Metrobank Foundation, Inc.’s (MBFI) Search for Country’s Outstanding Policemen in Service (COPS) awardees. “This year’s batch of outstanding policemen and policewomen serves as a testament to our police force’s continuing dedication to their sworn duty and professionalism towards performing their responsibilities,” MBFI president Aniceto M. Sobrepeña said. He added, “Notable this year is that we now have four policewomen awardees shining in our usually male dominated competition.” The commissioned of-

SPO3 Sotomil was instrumental in the arrest of several rape suspects in Pavia, Iloilo. She led crusades against sexual abuse by unceasingly empowering victims, while waging a personal war of her own against lupus. PO3 Perez was part of the team that raided the house of a Maguindanao Massacre suspect in November 2009, resulting in the seizure of various weapons and ammunitions. She is also actively promoting the rights of
children with disabilities. SPO4 Suarez conceptualized and implemented notable projects such as the “Search for the Most Child Friendly Police Station in the Davao Region,” the Police Regional Office 11 OneStop-Shop Crisis Center for women and children, and the Astig ng Ray of Hope for women detainees and their kids. The six male COPS awardees merit accolades, as well. SPO3 Fabregas is an accredited broadcaster of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) and a regular columnist in PNP’s official newsletter, the “Police Digest.” After a caller sought assistance through his radio program, SPO3 Fabregas took on a murder case and successfully arrested the suspect with the help of two civilians in 2004. Pres. Noynoy leads nation in celebrating Eid’l Fitr President Benigno S. Aquino III led the entire Filipino nation in joining the Muslim-Filipino community in celebrating the Eid’l Fitr (Feast of Ramadan). "The bedrock of a robust society is an empowered citizenry working together for the achievement of lasting peace and meaningful reform, and there is no doubt that our Muslim brothers and sisters contribute greatly to this foundation," the Chief Executive said in his message to the Muslim-Filipino community. "The compassion, discipline, and solidarity that you demonstrate everyday are not just an affirmation of your strong faith in Allah and your commitment to Islam, but also a testament to your proactive participation in nation-building," the President said. As they culminate the holy month of Ramadan, President Aquino called on our Muslim-Filipino brothers and sisters to keep at heart the spirit of bayanihan, and sustain the culture of dynamism in their respective communities. "Throughout our history, Islam has served as a guide for many Filipinos, offering pathways of discernment
for individuals and communities of this faith," the President said. "May its teachings hold true to the collective conscience of the Filipino people, and may you always be guided by integrity and excellence in your deeds, as we aim to fully realize our country’s transformation," he said. The President has declared August 20 as a regular holiday throughout the country in observance of Eid’l Fitr (Feast of Ramadan). He issued the declaration through Proclamation No. 455 signed on August 13 by Executive Secretary Paquito N. Ochoa Jr., in line with Republic Act No. 9177 that declared Eid’l Fitr or Feast of Ramadan as a regular holiday throughout the country. Eid’l Fitr is celebrated by the Muslim World for three (3) days after the end of the month of fasting. Ramadan is the month when Muslims observe a strict fast for a period of 12 hours daily, from sunrise to sunset. Ramadan is also a month of sacrifice and purification as the Muslims worldwide fast, pray and act with kindness towards the poor and less fortunate. (js)

These activities include the conduct of classroom essay writing, drawing, storytelling, debate and oratorical contests on values, heroism, nationalism, patriotism and love of country, which were exhibited by the heroes during the trying periods of this country. Schools Division Superintendent Jonathan Dela Peňa said the National Heroes Day is celebrated every last Sunday of August, by virtue of Republic Act No. 3827. However, President Benigno S. Aquino III has declared the next day, Aug. 27, Monday, as the national holiday, throughout the country. In other words, poor Filipinos HAVE to live in danger zones because that is a necessary feature of poverty. Those who live by the sea are harmed or die when typhoons hit their areas. Those who live by the slopes are harmed or die when landslides swallow them. Those who live by canals, drainage and river banks are harmed or die when floods overwhelm them. And those who stay in cities build inner communities on squatted land and face the horror of fires. That is the destiny of the very poor in the Philippines. And they cannot get out, they cannot find work abroad, because they cannot get travel documents. Ever since I understood the life and plight of our poorest brothers and sisters in the Philippines, a learning I must thank my Gawad Kalinga advocacy for, I have tried to be one voice for them. There are many who heap the blame of poverty on the poor as though living a life full of fear, indignity and need is a choice.

There are many who will use as an examples poor people who managed to climb out of the hole they were born in to claim that those who cannot do the same are simply lazy or stupid. There are all kinds of justification why the poor are poor, including how God wants them to be poor. When people who can help do not help, they have to wiggle out of their wrongdoing by pinning the blame on the poor themselves. Wrongdoing? It seems like a harsh word, wrongdoing. Yet, in a country of Christians and Muslims, not helping the poor is considered wrong. In fact, the Bible tells us in more ways than one that those who do not give food to the hungry, shelter to the homeless, clothes to the naked, succor to the sick cannot be allowed to enter heaven. But I guess that is not as important as the RH Bill, whether one is for or against. Poverty is not worth the passionate attention that condoms get. Until an Ondoy comes, until a Sendong comes, until a monsoon rain-with-no-name comes. Filipinos have to be shocked with acts of God to feel through their apathy. We have to see great destruction and suffering before our numbed consciences are pricked. With disasters that cause many deaths and awesome damage, we can then think of the poor who are the first victims. Rescuing the poor families by getting them out of very dangerous areas, even forcibly, is saving their lives. But their inherited suffering must also be addressed with great understanding and a deep sense of justice. Beyond that, as people of faith, kindness is the virtue we are asked to bestow on them. We cannot force them out of their areas just to make them pay a penalty that they do not deserve. We cannot chain them from one form of slavery to another. We cannot save them from one hell to bring them into another. Our impoverished Filipinos deserve a break. Centuries of destitution not of their own doing must be confronted and dismantled. This is what I mean by biting the bullet, that Philippine society cannot be defined as uncaring, as selfish in the face of suffering, that there is no price we must be afraid to pay to rescue our own people from a fate that tortures
them daily. We are wrapped in a collective curse that will deny us peace, that will deny us prosperity, that will deny us success in our pursuit of happiness. That is the nature of a curse – that it will always deny us the final victory. And, today, justice, courage and kindness can free us at last.

Chief Insp. Cabatingan successfully led operations against drug lords and illegal gunsmiths. He has also organized basketball leagues for the youth to discourage them from turning to drugs. Supt. Tamayo was responsible for the surrender of 19 B’laan outlaws/MILF members in South Cotabato. He was also credited for the recovery of five highpowered firearms from 30 terrorists who were responsible for the massacre of six innocent civilians. The COPS awardees will receive a cash prize of P300,000 and a trophy courtesy of the Metrobank Foundation. Saranggani Village gets P4-M irri project Sarangani -- A Communal Irrigation System (CIS) worth P3,932,718 at Upper Biangan village was turned over by the Silway-Buayan Regional Irrigation System/ Sarangani Province during a program last August 15. The local irrigator’s association accepted the project for operation and maintenance from the National Irrigation Administration (NIA). Irrigator’s association Pres. Juralde Deposo and Brgy. The P145-million air conditioned University of Southeastern Philippines (USEP) Gymnasium and Cultural Center is an 8,000-seating capacity facility located in a 3,500 square meter portion of the USEP campus in Obrero, where the former Davao Trade School once stood. It was pursued through the initiative of then House Speaker and first district congressman Prospero Nograles alongside the efforts of USEP President Perfecto Alibin. The project started with a P60-million fund allocated from the General Appropriations Act in 2009. An additional P30-million fund from the Priority Development Assistance Fund was also added in the same year. In 2010, another P30million budget was released and another P25-million budget was poured to finish the structure. Slated to attend the inauguration will include Puwersa ng Bayaning Atleta (PBA) Party List Representative Mark Aeron H. Sambar, former Speaker Prospero Nograles, Representative Karlo Alexei Nograles of the first congressional district Davao City who also sits as a member of the USEP Board will represent Congressman Juan Edgardo M. Angara, chair, committee of education. Already upon its completion several big concerts have been held and lined-up in the gymnasium, comedian and television personality Vice Ganda held her Davao concert in the facility while movie and television star Anne Curtis is holding her
concert at the gymnasium this Saturday, August 18. The gym can also host Philippine Basketball Association games as Davao City despite being a highly-urbanized area doesn’t have a modern and large gymnasium that can hold professional basketball events which the cities of Digos and Panabo with their modern gymnasiums have been hosting regularly. 22 former rebels in Sarangani receive livelihood assistance By Catherine T. Apelacio ALABEL, Sarangani - Twenty-two former rebels (FRs) who have returned to the folds of the law received on Tuesday (August 14) livelihood assistance from the Office of the Presidential Adviser on the Peace Process (OPAPP) through Sarangani’s comprehensive local integration program (CLIP) for its rebel returnees. OPAPP area coordinator Emmanuel Fable said the aid would provide FRs start-up capital to support them as they start a new life as he pointed out “ito (assistance) ay tiwala na binibigay namin sa kanila na pwede silang magbagong-buhay.” The checks amounting P419,000 where each FR received from a range of at least P5,000 to P50,000 depending on the proposal of FRs and the assessment of the provincial social welfare and development office. This is the second batch of check awarding under CLIP, a new program under the Internal Peace and Security Plan-Bayanihan of the government which
enjoined more participation from the local government units to make the program more sustainable. Same livelihood opportunities and assistance were also provided to FRs last year but was funded under the Social Integration Program of the Arroyo administration which has been shelved. Governor Migs Dominguez reported that for the past 10 years, Sarangani already facilitated more than 300 surrenderees topping other provinces in terms of the number of FRs. “Dito mo makikita ang cooperation ng local government at national especially sa Armed Forces of the Philippines, 73rd Infantry Battalion at ang mga rebelde na gustong mag-surrender.” He told FRs that there are countless reasons behind joining the rebel groups but he pointed out “wala’y barrio, wala’y barangay, wala’y probinsya nga mulambo tungod sa giera. Naay balaod nga kinahanglanon ipatuman pero ang pagrebelde dili solusyon sa pagarangkada sa kumunidad.”

de Cagayan University International Studies and Political Science students in partnership with the Safer River, Life Saver Foundation. This project aims to extend assistance to our kababayans in Luzon affected by Habagat. Initially, this relief operation is set from August 13 to 16
but the organizers decided to extend one more week to gather more relief goods and calls from students who expressed they can give more donations in the coming. Priority goods accepted are cash, doxycycline, canned goods & instant noodles. These are immediate needs of the survivors. Used clothes are also accepted. According to the organizers this activity is not exclusive for the Liceo U community but also calls on the whole of Cagayan de Oro to send in donations.

He came from Cebu on the way to Naga City with an aide, Don Abrasado, pilot Jessup Bahinting and Nepalese flight student Kshetiz Chand. Abrasado was reportedly found and rescued by fishermen. President Aquino himself is overseeing the search operation with assets from the Philippine Navy, Philippine Coast Guard and Philippine National Police alongside local fishing boats. Ecumenical prayers were led by Revs. Recto Labrador, Carmelito Mero, Nolan Lloren and Rey Sanico from the religious sector. Amante and Fortun were joined by Councilor Victor Nery, Jr., barangay officials, city hall employees and DILG, PNP and Bureau of Jail Management and Penology Caraga and city personnel. Deputy Presidential Spokesperson Abigail Valte earlier said that Aquino had been considering the possibility of staying but they have yet to determine final plans from the Presidential Security Group. Valte said Aquino and Robredo are very close friends. Aquino was supposed to immediately fly to Masbate upon learning the news but was not allowed to do so. “The president wanted immediately to go to Masbate except gabi na noon and it’s not safe for the president to go at that time. So they scheduled it at the earliest possible hour, and took off at 5:45 a.m.,” Valte said. The two officials were said to have last met on Wednesday at Malacañan Palace. Valte also revealed that the accident has affected other Cabinet members. “I have to admit the situation with Sec. Robredo has overtaken the issues from yesterday. We have not been able to discuss that. While a good number of the Cabinet was present last night we were not able to discuss other issues,” she said on Sunday. Robredo who was coming from Cebu was supposed to fly to Naga City to celebrate the win of her daughter in a swimming contest. He was earlier scheduled to take a Cebu Pacific flight back to Manila. CAAP investigating While Robredo’s aide Police Inspector Jun Abrazado survived, the secretary and two pilots of the twin-engine Piper Seneca plane remain missing. The plane belonged to one of the pilots, Captain Jessup Bahinting. According to a report by the Manila Standard Today, Bahinting’s Aviatour Air is actually under investigation of the Civil Aviation Authority of the Philippines (CAAP) for a crash landing on March 2012 that killed Norwegian tourist Racquel Strande and Filipino pilot Christian Cesar Cebrecus. Strande’s husband Lars, their three-year-old child and a student pilot Nurmala Dewi survived the crash in Camiguin. Bahinting is the president and CEO of Aviatour Air while his co-pilot is Nepalese Kshitiz Chand. The company reportedly has 35 aircrafts and 70 employees. GMA News Online said professional divers interviewed explained that divers cannot dive that deep with just air. A shipwreck diver said ten minutes is not enough time for a search and scuba divers are often required to breathe mixed gases for a longer time underwater. Both Roxas and the divers warned of narcosis, an experience akin to drunkenness. Compression divers and local fisherfolk using improvised equipment are said to have been assisting in the search. Professional divers interviewed said such practice is even more dangerous.
