ties relative to observation, collection, assessment and processing of atmospheric and allied data for the benefit of agriculture, commerce and industry. The agency is also tasked to engage in studies of geophysical and astronomical phenomena essential to the safety and welfare of the people; as well as undertake researches on the structure, development and motion of typhoons and formulate measures for their moderation. Another heavy function of Pagasa is to maintain linkages with local and international scientific organizations and promote exchange of scientific information and cooperation among personnel engaged in atmospheric,

geophysical and astronomical studies. For all intents and purposes, however, Gaite said even as Pagasa has a Modernization Law and a Magna Carta for employees, both remained unfunded and ultimately useless. BUTUAN City––Mayor Ferdinand Amante, Jr. yestereday led efforts to assist people displaced by the government’s logging ban. Months before, while he knew that logging had long been the primary source of livelihood of a significant number of his constituents, Amante took the “unpopular” move to actively implement President Aquino’s Executive Order No. 23 “Declaring a Moratorium on the Cutting of Timber in the Natural and Residual Forests and Creating the Anti-Illegal Logging Task Force.” Amante and his Action Task Force apprehended several millions of pesos worth of illegally-cut logs and lumber that caught the attention of the Department of Environment and Natural Resources in Manila and Malacañang. A BILL that would define the legal framework to facilitate the speedy transit of humanitarian aid destined for other states affected by disaster was filed in the House of Representatives for immediate approval. Rep. Rufus Rodriguez, 2nd District of Cagayan de Oro City, a legal framework is necessary in the transit of humanitarian aid in the international and domestic level in order to avoid delay. Rodriguez said House Bill No. 438 also known as, ‘International Disaster Relief and Initial Recovery Assistance Act are very important in preparation for the Philippines to possibly ask international assistance to respond to future disasters. If such an event occurs, global experience shows that an affected state will benefit from a clear legal framework for the entry and coordination of international humanitarian assistance, Rodriguez added.

He said the legal framework would balance safeguards for public security and safety against the urgent needs of those affected by the disaster. The bill intends to help the Philippines address some of the legal and regulatory issues that commonly arise concerning international

assistance during disasters, Rodriguez said. These issues relate to the entry and operation of assisting international actors, and to the coordination of their assistance, especially in the relief and initial recovery period, he said. The proposed bill cited the delays in the entry of international humanitarian personnel, goods, and equipment due to requirements of customs and immigration laws. Imposition of duties, tolls, and taxes on relief items and problems granting legal recognition of foreign qualifications for specialize professionals. Rodriguez said the bill also would correct difficulties in granting legal recognition for foreign humanitarian organizations to allow them to open bank accounts, hire local staff, lease premises, and other legal actions necessary for efficient in-country assistance. This success came after the global sales of almost 900,000 units achieved by the original 2002 Sorento which was a ‘landmark’ vehicle in the history of our brand, starting the process of changing public perception of Kia as a maker of small cars,” commented Thomas Oh, Kia’s Executive Vice President & COO of the International Business Division. “During the last decade, Sorento has earned widespread media and public acclaim and attracted thousands of customers to Kia who had not previously considered our brand. While creating upgraded Sorento we have given very careful attention to owners’ feedback, and the result is a new Kia model which is not just a cosmetic exercise but represents a major step forwards for our popular CUV,” added Mr. Oh. “Despite the current economic uncertainties in some markets, we are confident that upgraded Sorento with its fresh look and significant improvements will increase Kia’s share of the utility vehicle market, achieving annual global sales of 265,000 units from 2013,” concluded Mr. Oh. Introducing a fresh new look with premium appeal To give the upgraded Sorento a fresh look that reflected the new model’s stronger structure, premium quality and enhanced specification, Kia’s design team restyled the upgraded vehicle’s front and rear, creating larger areas of body-color surface. Careful attention to surface detailing cut aerodynamic drag

Access is improved by the lower ride height (-10 mm), and the cabin floor has also been lowered, increasing legroom by 30 mm (2nd row) and 9 mm (3rd row). The interior can be trimmed in black or beige cloth or leather. Inside the seven-seater cabin, there are more softtouch surfaces – with a satin chrome finish for the door handles, air-vent surrounds and switches – plus a new LCD instrument cluster, new center stack with 8-inch LCD display screen (7inch in Europe) and a new center console featuring a straight-gate selector with a leather-gear knob on automatic transmission models – reinforcing the vehicle’s more luxurious character. Premium options will include powered, heated and ventilated front seats, heated second row seat cushions, a Bluetooth® hands-free system, UV-reflecting solar glass, and air-conditioning for the third row seats.

Kia’s engineers have implemented a host of NVH (noise, vibration and harshness) reduction measures to ensure that upgraded Sorento boasts even greater refinement than the previous model, making it one of the quietest vehicles in its class. Enhanced powertrains cut consumption and emissions Kia’s upgraded Sorento will be manufactured in Korea with a wide range of different gasoline and diesel engines (from 150 to 280 ps) to meet the needs of motorists in every region of the globe. Acknowledging consumer trends, Kia has fine-tuned both the Theta II 2.4 GDI gasoline and R2.2 TCI diesel engines to improve their efficiency. The revised 2.4-liter Theta II GDI engine is fitted with a new cylinder head, pistons, fuel injection and intake systems. It generates 9% more power (192 ps) and 6.6% more torque (242 Nm), than the similar capacity MPI (multi-point injection) engine available in some markets, while delivering better fuel economy and lower emissions, from 199 g/km. The ‘R’ family of Kia diesel engines has become a popular consumers’ choice in a variety of Kia models all around world. In upgraded Sorento, the 2.2-liter, 197 ps TCI (turbocharged intercooler) engine features a new exhaust gas recirculation (EGR) system which reduces CO2 emissions – down to as little as 153 g/

km. Maximum torque is 436 Nm (automatic models) and 421 Nm (manual). In some countries, customers will also be offered Kia’s 3.5-liter Lambda V6 MPI (280 ps) and 2.4-liter Theta II MPI (176 ps) gasoline engines – while European Sorento buyers will be able to choose the smaller 2.0-liter R2.0 TCI engine with 150 ps. Six-speed gearboxes, plus choice of 2WD or 4WD Every upgraded Sorento model will feature a sixspeed transmission (manual or automatic) and a choice of 2WD (front-wheel drive) or 4WD (four-wheel drive) – depending on model – carried over from the previous model. The 2WD drivetrain offers a weight saving of approximately 60 kg – enhancing fuel economy. The 4WD drivetrain is an ‘on demand’ system that delivers 100% of engine torque to the front wheels during all routine city and highway driving. Whenever a front wheel loses grip a percentage of torque (up to 50%) is automatically transferred to the rear wheels. In severely slippery conditions the driver can select ‘Lock Mode’ which delivers 50% of torque to both the front and rear axles. Improved on-road performance, retained off-road capability Kia chassis engineers worked hard to ensure that while the upgraded Sorento gives rewarding responses to driver inputs, it also de-

livers a sophisticated ride/ handling balance to rival the best vehicles in its class. While the basic specification of the suspension is unchanged – front MacPherson struts and a multi-link set up at the rear – the subframes which support the suspension are completely new, stronger designs. They give more precise location of the suspension components and have revised mounting bushes to dampen vibrations. Larger suspension bushes, longer trailing arms at the rear and HPD (High Performance Dampers) work together to improve ride comfort and stability. For precise vehicle control and good ‘feel’, the upgraded Sorento’s steering is now more direct, with 2.95 turns of the wheel lock-tolock. Kia’s new FlexSteer™ system will be available as an option, providing Normal, Sport and Comfort modes with three different weights to match customer preference. Comfort mode is ideal for city driving. High safety standards with advanced ‘active’ and ‘passive’ systems When it was introduced in 2009, the second generation Sorento was awarded a 5-Star Euro NCAP safety rating. Today, official crash test standards in Europe are much tougher and Kia engineers re-visited the upgraded Sorento’s bodyshell structure and safety equipment to ensure high safety standards. Extensive revisions to

the bodyshell, which incorporates a higher percentage (25%) of ultra high-tensile strength steel (above 60 kgf/mm2) than most vehicles in its class, have improved front, side and rear impact protection. Hot stamping is used to heat steel to 900º C and press immensely strong components to produce ultra high-tensile strength steel with 150 kgf/mm2 that is used for the front bumper, center floor member and rear floor side members – improving crashworthiness. A bracing bar between the top of the front suspension towers is fitted and the bodyshell’s torsional rigidity has been raised by 18%, enhancing refinement and creating a stronger foundation for the suspension and steering, which benefits ride comfort and directional stability. Inside, the upgraded Sorento can be equipped with up to six front, side and curtain airbags, while for maximum stopping power, all upgraded Sorento models are equipped with larger diameter (320 mm) ventilated front disc brakes. Active safety technologies that upgraded Sorento buyers can specify will include ESC (electronic stability control), a reversing safety camera mounted on the tailgate with a 130 degree wide-angle lens, HID (high intensity discharge) Xenon headlamps and HAC (hill-start assist control), which prevents slip-back during stop-start driving on inclines. Customers will be able to specify radar-based BSD (blind spot detection), LDWS (lane departure warning system) using a camera above the windshield and SPAS (smart parking assist system) with ultrasonic sensors to control automatic parallel parking. Editorial because while people are still recovering from destructions wrought by massive floods , all oil companies are thinking is how to jack up their profits. Malacañang and Congress should immediately approve measures removing or reducing the value added tax (VAT) on oil in order to prevent government from collecting windfall VAT revenues. The P3 planned increase by oil companies plus the preceding increases in the price of oil supposedly due to higher oil prices abroad will result in unfair and immoral windfall VAT rev-

enues unless we remove or reduce the tax, according to a partylist lawmaker. Windfall VAT is the additional revenues collected by government from unplanned increases in the prices of goods and services subject to VAT. It is an added misery to Filipinos already subject to artificially high prices of power and oil. The Big 3 oil companies are cruel because majority of Filipnos are still reeling from the onslaught of floods and calamities, yet they continue to impose unjust increases of prices of their fuel and oil commodities. President Aquino and the House leadership must not hesitate to approve

House Bill 6416 which aims to cut VAT rates by half in the prices of oil, power and water. If this Bill is approve, there will be no more price increase on fuel and oil. The bill aims to reduce VAT to 6 percent for electricity, water services, and oil and petroleum products, in order to provide immediate relief to consumers and the domestic economy. The 50 percent reduction of the VAT rate will bring down prices of oil products by as much three (3) pesos per liter, electricity rates by at least 38 centavos per kilowatt hour (kWh) for lifeline electricity users and at least 50 pesos in the bills of residential water users.

Since you and I on our own cannot make all our past wrongs right by trying to be a good, even religious person. If we could, then God the Son would not have needed to become a human being to die and pay the penalty for all our wrongs. So won’t you ask Jesus to forgive you and set you free from all your guilt and regrets? Then ask Him to take full control of your life, so you can start living with a clear conscience and peace of mind for the rest of your life. Just Think a Minute.

These conflicting accounts will not help clear up the air, and can in fact fuel more speculations. Brittle bones OSTEOPOROSIS is one condition that we could do without. If one were to hold a bone in one’s hands, it wouldn’t be that easy to break it. As a matter of fact, I would need a bone saw just to cut it and be able to examine the innermost portions, and would require my energies to finish one! But, in osteoporosis, the bone is easy to break as it is weak and brittle. Normally, bone, being a living tissue is constantly absorbed and replaced. As people age, bone mass is lost faster than it is created. The inability to replace that which is lost may result into a weaker bone. It is during childhood and early adulthood that one should have invested in what we call his/ her bone bank, so that, when he/she ages, one can draw from its deposits and thus, minimize the risk of developing osteoporosis. With very little deposit to draw on, as one ages, then the probability of having the disease, is compounded if one were to have any of these risk factors: a history of osteoporosis in the family, medications like prolonged intake of steroids, and cer-

Doctor explains contraceptives’ link to unborn babies’ abnormal devt MANILA––At no other time has the birth control pill been given so much attention by the public as it has been the past year, and particularly the past week, as talk of contraceptives possibly contributing to the early death of a senator’s baby rages. Now a medical doctor provides more information explaining how oral contraceptives work to expel any newly formed life should the contraceptive mechanism of the pill fail (“break-through ovulation”), which may lead to abnormal development should the baby survive. Put simply, the developing baby in the mother’s womb ends up deprived of much-needed nutrition due to irregular uterine hormone levels caused by the pill, which “will have a negative impact on uterine preparedness for implantation. This will affect the baby’s development, which may result in abortion. Gold, mineral diggers: DENR’s mining dilemma By Joel Saracho EVEN before the Aquino Cabinet started working, skepticism met the appointment of Ramon Paje as Secretary of the Department of Environment and Natural Resources (DENR), one of the most contested units in the executive branch. Environmentalist group Kalikasan-People’s Network for the Environment denounced the appointment of Paje, calling him “one of the mining czars of the Arroyo administration in promoting and implementing mining liberalization in the country.” Paje served as Undersecretary to former Secretary Horacio Ramos, and was in charge of forestry research. In addition, he served as Presidential Assistant on Mining and Executive Director of the Minerals Development Council (MDC), and was also part of the National Commission on Indigenous Peoples (NCIP). Pesante-USA, an organization allied with Kalikasan, described Paje’s appointment as “a bad omen for the incoming regime.” According to the militant group, Paje’s appointment as DENR secre-

tary indicates that the Arroyo administration’s policies and “revitalization” programs will continue, which is potentially against the interests of indigenous peoples and local miners, as Paje used to facilitate the privatization of mineral-rich lands and mining facilities. In its 1st Quarter 2010 report, PEENRA said that mining and quarrying is the third largest contributor to the growth of national industry (0.57 percentage points), following manufacturing (14.1 percentage points) and construction (0.61 percentage points). Mining and quarrying grew by 7.4 percent from 19.2 in 2009, “largely contributed by the increased production of coal, other non-metallics and nickel,” the PEENRA report said. In addition, “other

Labor secretary Rosalinda Baldoz, company president Yoshimi Nakayama and executive vice president Akihiro Ushimaru signed the memorandum of understanding (MOU) at the office of Nakayama Technology Corporation (NTC) recently.
