Probe v. substandard housing in Oro sought VICE President Jejomar C. Binay has instructed the National Housing Authority (NHA) to look into reports that some housing units built for the survivors of Tropical Storm Sendong in Cagayan de Oro (CDO) City were substandard in quality. “I have already directed NHA General Manager Chito Cruz to conduct a thorough investigation on the allegations of some awardees in the resettlement sites in CDO,” said Binay, who also chairs Housing and Urban Development Coordinating Council (HUDCC). The lack of implementation of the Magna Carta is also to blame for the brain drain in the country. This was pointed out by Dr. Giovanni Tapang, the chairman of Advocates of Science and Technology for the People(Agham) and vice-President of Kalikasan Partylist. Tapang said there are are ambiguous provisions between the law and the implementing rules and regulations, resulting in various interpretations to the disadvantage of eligible scientists. Tapang said provisions in the law declare that its money will come from the General Appropriations Fund, but on the other hand, the implementing guidelines state that funding sources for these incentives should be derived from the savings of the agency. This, Tapang said, is a recurring problem not just in Pagasa and the DOST, but also in other government agencies whose employees are eligible for Magna Carta benefits. “This matter should be addressed to put an end or at least lessen the exodus of scientists who REVIEW/PAGE 11

Ordered arrested by Acting Presiding Judge Lope Calio of Regional Trial Court (RTC) Branch 20 for criminal case number 108 (2012) were Kagawad Felicisimo Carmen; wife Julieta,
48; and children Daverich, 26; and Loredel, 23. But the kagawad and his minor daughter escaped when operatives of the Criminal Investigation and Detection Group (CIDG) swooped down at their residence in Barangay Sto. Niño, Sta. Maria town in Davao del Sur the other day. The complainant Arturo Malagunas, 47, charged the family of her sister for try-
ing to kill him by beating and hitting him in the head with a broken bottle. The conflict emanated from a five-hectare land owned by the Malagunas family. A bail of P120,000 is recommended by the court for the temporary release of Julieta, Daverich and Loredel who are in the custody of the CIDG. Authorities are now looking for the kagawad.
