Probe v. substandard housing in Oro sought VICE President Jejomar C. Binay has instructed the National Housing Authority (NHA) to look into reports that some housing units built for the survivors of Tropical Storm Sendong in Cagayan de Oro (CDO) City were substandard in quality.

“I have already directed NHA General Manager Chito Cruz to conduct a thorough investigation on the allegations of some awardees in the resettlement sites in CDO,” said Binay, who also chairs Housing and Urban Development Coordinating Council (HUDCC).

In earlier reports, some residents at the Calaanan relocation site in Barangay

Canito-an complained of cracked walls and floors that they say could not withstand even a low magnitude earthquake.

“We are taking these reports seriously because it is first and foremost an issue of the residents’ safety,” Binay said.

The lack of implementation of the Magna Carta is also to blame for the brain drain in the country.

This was pointed out by Dr. Giovanni Tapang, the chairman of Advocates of Science and Technology for the People(Agham) and vice-President of Kalikasan Partylist.

Tapang said there are are ambiguous provisions between the law and the implementing rules and regulations, resulting in various interpretations to the disadvantage of eligible scientists.

Tapang said provisions in the law declare that its money will come from the General Appropriations Fund, but on the other hand, the implementing guidelines state that funding sources for these incentives should be derived from the savings of the agency.

This, Tapang said, is a recurring problem not just in Pagasa and the DOST, but also in other government agencies whose employees are eligible for Magna Carta benefits.

Ordered arrested by Acting Presiding Judge Lope Calio of Regional Trial Court (RTC) Branch 20 for criminal case number 108 (2012) were Kagawad Felicisimo Carmen; wife Julieta,

48; and children Daverich, 26; and Loredel, 23.

But the kagawad and his minor daughter escaped when operatives of the Criminal Investigation and Detection Group (CIDG) swooped down at their residence in Barangay Sto. Niño, Sta. Maria town in Davao del Sur the other day.

The complainant Arturo Malagunas, 47, charged the family of her sister for try-

ing to kill him by beating and hitting him in the head with a broken bottle. The conflict emanated from a five-hectare land owned by the Malagunas family.

A bail of P120,000 is recommended by the court for the temporary release of Julieta, Daverich and Loredel who are in the custody of the CIDG. Authorities are now looking for the kagawad.

Vitali Scouts get tree planting support from Atro Mining VITALI, Zamboanga City–– In silence he watched a fellow scout dug the rainsoaked soil with a small bolo and slowly placed the acacia mangium seedling on the hole as he intently listens to the short lecture from a forestry specialist of a mining company who supervises the ceremonial tree planting held August 25 at the school ground of Vitali Elementary School.

Grade four pupil Zydrich Panopio, when asked what was his thought on the activity, shyly said Chavacano dialect: “importante este kay el maga pono usable kanaton (This is important because trees are useful to us).”

“Trees give us wood to build houses after years we plant it,” he explained.

Another scouter, grade 6 pupil Anjude Francisco thought of trees as protection against floods and landslides.

“They give us protection by preventing floods and landslides. That is why we need to plant trees,” the grade 6 pupil said.

Zydrich and Anjude were among of the 50 boy scouts of the school who participated to the two-day Boy Scouts of the Philippines (BSP) Leadership Course Training held here on August 25-26.

Teacher Ronaldo Condeno, Vitali district BSP coordinator, told the scouters during the brief orientation on proper planting of seedlings that “planting trees is part of BSP’s motto to create a better world.”

“One way for us to create a better world is to plant trees now,” he urged the scouters who lined up in semi-circle to listen to the orientation.

Personnel from Atro Mining, he said, were “with us to orient us on the proper handling and planting of seedlings.”

Two Atro Mining personnel were present, namely: Forestry Specialist-Agustin Tamsi, and Community Relations Officer- Mr Francis Malones.

donated some 200 seedlings to Vitali Elementary School as part of its social development program and commitment to environmental integrity.

Earlier, the school principal requested from the company some 200 acacia mangium seedlings for the tree planting activity.

In her letter, school principal Evangeline Araneta said they requested for the seedlings since they knew of the company’s “genuine generosity to good cause such as this.”

The company’s forestry specialist told the scout coordinator that “we are looking forward to more joint activities with the school especially on issues concerning environmental protection.”

Basilan Muslim preacher arrested over Sayyaf tag

ZAMBOANGA City–– Philippine authorities arrested a Muslim religious leader accused as a member of the rebel group called Abu Sayyaf in the restive southern province of Basilan, officials said Sunday.

Officials said the 41-year old Ainbasa Jandul, also an Arabic teacher, was arrested by security forces shortly after he stepped out of a boat at a pier in Isabela City.

They said Jandul has a P350,000 bounty on his head, but his wife denied all allegations against him, saying he was arrested on mere suspicion as an Abu Sayyaf rebel.

She said her husband is a law-abiding citizen and is not a member of the rebel group. She also accused policemen of seizing their laptop computer.

Uratex, Orthopaedic Association cited for good musculoskeletal health promotion URATEX, the leading manufacturer of commercial and automotive polyurethane foam products in the country, was recognized recently by the Philippine Orthopaedic Association, Inc. (POA) for their continued collaboration with the POA to promote good musculoskeletal health and its importance in relation to Filipinos’ overall health and well-being.

The POA, an organization of orthopaedic surgeons in the Philippines, presented the recognition during its 62nd Annual Convention, which carried the theme “Orthopaedic Trauma at the Crossroads: Which way?,” that was held at the Crowne Plaza Galleria Manila. This year, the number of delegates who attended the convention increased as it went close to 800 members, according to the office of the POA secretariat.

At the convention, Uratex was able to showcase their mattress and pillow products designed to promote spinal alignment and pressure relief.

These products were used as a platform for vigorous exchanges of ideas between Uratex and the orthopaedic specialists, who tried, analyzed and gave valuable

feedback concerning the products, and made product testing and development a more dynamic and vibrant exercise.

What contributes to traffic congestion?

TRAFFIC congestion is common in every growing cities and metropolis. The reason is that more vehicles are more commuters populate the streets and major thoroughfares in growing cities.

With sound traffic management and able traffic enforcements, traffic congestion could be minimized, and be manageable to a level of satisfaction.

Cagayan de Oro City is not an Cris Diaz exception. More than 60,000 vehicles, both private and public, ply daily in various city streets in Cagayan de Oro. A report said that about one million people also moved around the city everyday in a certain period. Indeed, everything is moving upward in Cagayan de Oro City except for its traffic management and traffic enforcement.

One of the ingredients of an effective traffic management is the utilization of the city’s dead streets to its fullest. Burgos Street in Cagayan de Oro City has been a dead street. This street could be utilized as a route for Pier- bound passenger vehicles. Doing so would simply de-clogged Velez Street. At present, Burgos Street is being utilized as parking space of both private and public vehicles. Some use Burgos Street as alternative route but those illegally parked vehicles contribute to traffic congestion in the area.

Many times, this corner has called on city and traffic officials of this malady. However, it seems nobody is listening. We do not want to say that our city and traffic officials are dumb and ignorant. However, it appears they are what most people think about.

By the way, the city does not need traffic consultants. Consultants only make problems more complicated. We should trust our men at the Road and Traffic Administration. These people are capable of implementing traffic changes. Of course, a cooperative legislative body is needed so traffic ordinances are approved and resolutions passed with expediency. It is sad that our legislators and RTA are only good at making signs on ‘No Parking,’ ‘ No Left Turn,’ and ‘No Entry.’

The RTA traffic enforcers should also be educated on traffic management. We observed that when TRAFFIC/PAGE 11

Just a swallow in a summer HOUSE Speaker Feliciano Belmonte, Jr., reportedly moved the voting a day earlier from the original August 7 (Tuesday) schedule so as to avoid confrontations. “It was the consensus that we better avoid the clash between the pro- and the anti-RH supporters in Tuesday’s voting,” he told the media. But isn’t this what democracy is all about?

But, of course, it was a lie. The real reason for the maneuver could be deduced from the fact that 182 legislators were hastily summoned by President Aquino to Malacañang on August 6. In a few hours or so after leaving the Presidential Palace, the Speaker was already banging his

The transit of so much number of legislators from Malacañang to Congress was faster—and maybe more fatal—than the ominous floods that befall on Metro Manila and nearby provinces later that fateful day and the days following.

This hurried but calculated legislative act has sent shivers to both civil society and the Church. Not least among them is CBCP President Archbishop Jose Palma of Cebu who said

We denounce the brazen disregard of the basic tenets of fair play and attempt to railroad the passage of the Bill. Not least, we question the surrender of legislative discretion to an intrusive President, reminiscent of the events leading to the impeachment proceedings.”

This “surrender of legislative discretion to an intrusive President” is grossly disturbing. More so of president with a one-track mind who does not accept

criticisms—not even from TV Patrol of ABS-CBN that is supposedly one of his cheering squads. This “intrusion” is now visibly felt in a similarly disturbing issue—the selection of a chief justice of the Supreme Court by the Judicial Bar Council. Blatantly, this intrusive president seems to be cooking the broth, which, ironically, was the very reason why he banished Corona who was baked by his predecessor Arroyo. The logic why former President Arroyo saw to it that a constitutionally independent magistrate will forever be dependent on her, might be the same political sense—or the lack of it—why this SUMMER/PAGE 11

But even as we welcome Chief Justice Sereno’s appointment, I cannot help but wonder at the timing of the release of a news story which virtually accused Sereno of having an unstable mind allegedly because she got a very low psychological evaluation rating according

to an alleged psychiatric and psychological testing for candidates to the position vacated by the ousted Renato Corona.

It is clear somebody leaked the supposed report to the media. It is also clear that whoever leaked the supposed report somehow knew, or, at the very least, had a premonition, of Sereno’s impending date with history. From hindsight, it cannot be denied that the

leak was a last ditch attempt to derail Sereno’s appointment. Oh well, so what else is new among the ambitious and dark-hearted?

Govt bares feats for Misor through convergence ABOUT P183,087.38 million of funds was utilized for the year 2011 to extend aid to farmers and fisherfolks to the 1st district of Misamis Oriental after a year it has been formally launched as a local convergence agro-enterprise cluster (LCAEC) in Northern Mindanao by the government triad – Department of Agriculture (DA), Department of Environment and Natural Resources (DENR) and the Department of Agrarian Reform (DAR).

In a recent consultative meeting, the CI Program Secretariat revealed that of the total commitments that the three agencies have pledged amounting to nearly P 131 million last year, DA-DENRDAR has financially allocated some P 322,747.38 million for the period.

As the CI program seeks ‘to expand economic opportunities by increasing agricultural productivity, diversifying agricultural production, and maintaining ecological balance across ecosystems’, the government triad has poured support to the said province, particularly the Mt. Balatukan Range LCAEC which covers the municipalities of Balingasag, Lagonglong, Salay, Binuangan, Sugbongcogon, Kinoguitan, Balingoan, Talisayan, Medina, Magsaysay and the city of Gingoog.

Of which include production support, post harvest facilities assistance, market development services, regulatory services, irrigation support, education support and training services, natu-

ral resources management, infrastructure development and among others.

In her message, DA-Regional Field Office 10 (DA10) Technical Director (RTD) for Operations Engr. Roxana H. Hojas expressed that DA is looking forward to implement a ‘seamless convergence’ in the succeeding years. She explained that the three rural agencies of the government would take the lead in crafting suitable interventions that would convey impact to poor farming and fishing rural communities.

She added that the consultation is crucial to assess the Program’s performance for the previous year and to also validate submitted reports, especially at the municipal level. Furthermore, she stressed the need to reactivate the participation of the involved government agencies through soliciting additional commitments for the current year 2012.

Accordingly, the CI Program Secretariat also reported the preliminary commitments from the government triad

with an estimated overall budget allocation amounting to P 80.5 million: DA – P66, 366,738.92, DENR – 11,764,000 and DAR – 2,456,000.

The local government units (LGUs), on the other hand, who’ve proven as the staunch allies of DA-DENRDAR have counterparted funds and played an integral role in identifying which projects should be realized in their respective areas for the past year, have likewise showed continued support through initially dedicating a budget for the Program totaling to P10, 874,677.23.

To strengthen initiatives under the Program, RTD Engr. Hojas underscored the formalization of having technical working groups in the provincial and municipal levels. Nevertheless, it was recognized by the body that the urgency of creating such committees would advance, if and when, a Joint Administrative Order will be formally issued to the Department of Interior and Local Governance (DILG), which is now regarded as one of the prime movers of the Program.

In response, Mr. Alexander M. Miego of DILG assured the enlistment of more members from the agency to partake in the Program as soon as the order will be forwarded to their office. He

Businessmen support plastic, styrofoam ban

DAVAO City––The City Environment and Natural Resources Office (Cenro) bared recently the higher compliance rate of business establishments here on the ban of non-biodegradable plastic bags and polystyrene (styro) foam.

Cenro chief Atty. Joseph Dominic Felizarta said that 90 percent of the 29,000 business establishments registered in the city are already complying with the provisions of the Ecological and Solid Waste Management Ordinance of the city.

Felizarta said almost all business establishments here are already aware about the plastic ban especially the major malls and grocery stores.

Cenro, however, arrested at least 450 erring businesses caught violating the plastic ban, most of whom are in the food sector, vendors in various public markets.

The Cenro chief said theses violators might be facing appropriate cases after a thorough assessment on the extent of their violation.

Businesses using plastics in their daily operations have no more worries on where to procure the allowed plastic bags since there are already lots of local manufacturer of biodegradable plastics in the city, Felizarta added.

At least 10 local manufacturers are now selling cheap biodegradable plastic bags here based on Cenro monitoring.

In his Senate Bill 2868, Escudero has proposed to increase the benefits of barangay officials and provide the prevailing minimum wage in the region per month for Sangguniang Barangay members, barangay treasurer and barangay secretary.

“Dapat naman siguro may suweldo na sila at hindi honorarium lamang. Mas araw-araw ang trabaho nila kaysa sa aming mga senador na four times a week lamang at may pension pa kami pero sa mga nasa barangay ay wala at honorarium lamang,” the senator said in a press statement.

The proposed bill also provides a minimum rate plus 20 percent for the barangay captain.

The bill seeks to amend the Local Government Code of 1991, which stipulates that a barangay captain gets a minimum of P1,000-honorarium per month while other elected barangay officials get P600 per month.

“Our proposal is to significantly increase the monetary compensation being received by barangay officials. It would be the minimum wage rate in the region. If the barangay is rich, they can give more.

She said the traditional rice variety Kasalath from India has a set of genes that helps rice grow well in soils low in phosphorus.

She added that Kasalath’s superior performance under phosphorus deficiency was initially discovered by Dr. Matthias Wissuwa from the Japan International Research Center for Agricultural Sciences.
