DAVAO City––At least 361 members of the New People’s Army (NPA) in Davao Region returned to the folds of law last month, a military officer said. Maj. Jacob Thaddeus Obligado of the Army’s 10th Infantry Division (ID) said that 24 of those surrendered rebels were regulars while the 337 were alleged members of the “underground mass organization.” Obligado said the group is responsible for cuddling the rebels and soliciting monetary support for the rebels.

Even though exposed to all kinds of hazards in hospitals and communities in their course of duty, health workers are denied of the P2,000-P8,000 ($48$190) per month hazard pay mandated by RA 7305 or the Magna Carta of Public Health Workers. “Our government workers in Pagasa and public

hospitals should not bear the brunt of so-called ‘rationalization’ of the government benefits system being done by the DBM,” said Casiño. “We cannot just tell our public servants to wait and suffer some more, especially in the face of calamities in addition to the increasing prices of oil, utilities and basic commodities. ‘Igme’ has chance to reenter Ph within 24-36 hours, says Pagasa TYPHOON “Igme” (international codename: Tembin) is most likely to reenter the Philippine Area of Responsibility (PAR) within the next 24-36 hours but has very small chance to make landfall, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said. As of 8 a.m. Monday, the state weather bureau said typhoon Igme was located at 360 kilometers west

of Basco, Batanes (20.3°N, 118.1°E) with maximum sustained winds of 140 kilometers per hour near the center and gustiness of up to 170 kph. It is forecast to move east-northeast at 11 kph. Weather Forecaster Nikos Peñaranda said Igme has a 90 percent chance to reenter the PAR and will affect extreme Northern Luzon, especially the Batanes area, but has very small chance to make landfall.

ZAMBOANGA City––The southern Philippine region of Mindanao was shaken with two tremors, but civil authorities on Sunday reported no casualties or injuries and structural damages. The Philippine Institute of Volcanology and Seismology said a 3.3 magnitude quake hit the town of Cateel in Davao Oriental at around 5.48 a.m. It said the earthquake was tectonic in origin. Bedoria Abdullah, senior science research specialist of the Philippine Institute of Volcanology and Seismology (Phivolcs) station in General Santos City, told the Philippine News Agency that

the temblor was recorded at around 11:05 p.m. and with its epicenter traced at 02.23 degrees North, 126.87 degrees East, 544 km South and 16 degrees East of Sarangani town in Davao Del Sur. It said a stronger quake, which registered at 6.6 in the Richter scale, was also reported in the province of Sarangani late Sunday. “(But) it was so far the strongest earthquake originating from the Moluccas Sea that was felt in the area,” Abdullah told PNA. The quake, which occurred at around 11.05 p.m., was also tectonic in origin. It was felt in Davao City, General Santos City, Ko-

ronadal City and the towns of Tupi and Polomolok in South Cotabato province. Local residents said they also felt the temblor in Zamboanga City. PAGADIAN City––Communist rebels attacked an army detachment and wou n d e d a s ol d i e r i n the southern Philippine province of Misamis Occidental, officials said on Sunday. Officials said the weekend attack occurred in the village of Upper Potongan in Concepcion town. “New People’s Army rebels fired on the detachment and (it) sparked a fire fight that left one soldier wounded,” Capt. Albert Caber, a spokesman for the 1st Infantry Division, told the Mindanao Examiner. He said it was not immediately know n how many rebels were killed or wounded in the fighting. He said regional army commander, Maj. Gen. Ricardo Rainier Cruz III, ordered all troops and pro-government militias manning detachments in the province to stay alert following the attack. “We should stay alert and vigilant at all times and continue the Bayanihan efforts so that peace and development may progress and protect the people and the communities from threats posed by rebels,” Caber said, quoting Cruz. Calamba women get assistance from DOLE CAGAYAN de Oro City––The Kababayen-an sa Southwestern Poblacion Nagkahiusa (KASPON) of Calamba, Misamis Occidental has received some P116,000 an assistance from the Department of Labor and Employment (DOLE) for its ready-to-drink calamansi juice processing livelihood. DOLE-10 Director Johnson Cañete released the P116,000 check to the municipal government of Calamba, as the accredited co-partner of the DOLE, August 8, this year. Released under DOLE’s Worker’s in the Informal Sector Fund, it is the Department’s early Christmas gift to the municipality of Calamba, especially in helping the women sector on poverty alleviation. Director Cañete said DOLE’s livelihood grant contributes to the government’s agenda of reducing poverty and is likened to the Bible’s parable of the talents in using one’ resources to good use and increasing it a hundredfold. BUTUAN City––The Department of Social Welfare and Development (DSWD) and the Office of the Presidential Adviser on the Peace Process (OPAPP) is currently conducting a fiveday basic orientation and workshop on peace until the 26th of this month. Done in preparation for the second cycle implementation of PAMANA (Payapa at Masaganang Pamayanan), the five-day workshop is being attended by the LGUs of La Paz, Esperanza and Veruela, Agusan del Sur; and Tagbina and San Miguel, in Surigao del Sur. Said municipalities are identified as conflict affected areas (CAAs).

The workshop also aims at integrating the principles of Bridging Leadership and Do No Harm in conflict analysis and assessment. PAMANA employs the community-driven development strategy of Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) in implementing sub-projects that will be identified by the communities. Moro rebels terrorize Central M’danao anew CAMP SIONGCO, Maguindanao –- The Bangsamoro Islamic Freedom Fighters continued its offensive hurling bombs against government forces and civilians in Maguindanao and North Cotabato. A police officer and two civilians were wounded in a roadside bombing in Shariff Aguak, Maguindanao Wednesday 19 hours after BIFF forces attacked an Army detachment in Pikit, North Cotabato, which killed a civilian hit by stray bullets and wounded two government forces. Senior Supt. Marcelo Pintac, Maguindanao police chief, identified the wounded official in the Shariff Aguak blast as Maguindanao Police Inspector Mardeo Aperocho of the Special Action Forces and those wounded as Akmad Minas and Sheid Balabadan.

Pintac said a SAF patrol car was traveling along the national highway when an improvised explosive device made of ammunition of 105 howitzers triggered through mobile phone exploded. The BIFF claimed responsibility of the blast and its spokesperson, Abu Misry Mama, said the IED was intended for police and military forces in Maguindanao. It was the 12th explosion in civilian areas in Maguindanao and North Cotabato since the armed conflict triggered by BIFF offensives on military forces started on August 5. In Barangay Inug-og, Pikit, about 100 BIFF forces attacked a detachment of the 7th Infantry Battalion at about at dawn Thursday where a 30-minute gunbattle ensued between the soldiers and the militiamen.

Colonel Benjamin Hao, 7th IB chief, identified dead civilian as Anwar Langalin who was hit by stray bullets. Wounded were militiaman Rafael Palomar, 27 and Pfc. Jose Morales of 7th IB. Senior Insp. Elias Dandan, Pikit police chief, said the rebels were crossing the national highway from Maguindanao to North Cotabato when they noticed soldiers manning a checkpoint in Barangay Inug-og. “The rebels fired at the soldiers who returned fire triggering a 30-minute fire fight,” Dandan said, adding that the rebels also suffered fatalities but could not provide statistics. Despite the incident the national highway linking Cotabato and Davao remained open except at night when soldiers shut off the road from 6 p.m. to 6 a.m.

DENR adopts new approach in reforestation BUTUAN City––The Department of Environment and Natural Resources (DENR) top management is prioritizing dipterocarp species in the choice of planting materials in its reforestation activities as it stepped up its standard requirements in all reforestation sites under a revived “Timber Corridor” management setting, a move that will ensure sustainable growth of quality trees. “We want to ensure that dipterocarp species are also prioritized in the choice of species in the establishment of tree plantions” DENR Assistant Secretary Marlo D. Mendoza, who is also the Regional Executive Director for DENR 13 said during a Management Conference with the newly-assumed Provincial and Community Environment Officers of Caraga Region held at in this city on August 16, 2012. This was the first management meeting done by Mendoza since he assumed his new post in the DENR Regional Office 13 following a recent major shake-up

of the middle management organization at the DENR 13 this year. He said that “ to all extent, only indigenous tree species shall planted” in the protection forest area which has a total of 339,963 hectares or about 30 percent (30%) of the total land area of the region of 1,913,842 hectares. The production forest area comprise about 991,528 hectares. About 375,509 hectares of the total production area are classified as “without tenure” while 616,019 hectares are with tenure. He said that as part of the sustainable forest management practice under the NGP, dipterocarp wildlings or saplings of lauan, apitong, bagtikan, tangile, guijo, and yakal should not be allowed to be cut down even in reforestation undertakings. “We see a reforestation area with a combination of bamboo and fast-growing trees and other shade-tolerant fruit tree species like langka, lansones, coffee, cacao and other in an upland community,” he added. Moreno, an elected governor of Misamis Oriental, has already shown the kind of leader he is. He has started campaigning in Cagayan de Oro City’s outskirts. A school project of a Senator intended for Misamis Oriental was diverted to Cagayan de Oro City. There is nothing wrong with that. The thing that makes it sickening is Moreno’s manifest abandonment of the people of Misamis Oriental. Thousands of Cagayan de Oro residents were also PhilHealth beneficiaries intended for the people in Misamis Oriental. Moreno designed these things to deceive the Cagayanons at the expense of the people of Misamis Oriental. The Cagayanons are watching closely on Moreno’s actuations in Misamis Oriental being the incumbent provincial governor. His actions will definitely have repercussion among Cagayanons since he intends to run for Mayor next year. However, the way Moreno is doing his job, as provincial governor is the basis of Cagayanons’ decisions not to support him at all costs. The people of Cagayan de Oro know that the provincial employees are suffering under Moreno’s watch. The delay in their salaries and wages on top of Moreno’s failure to adjust their salaries are contemptible. Moreno has no place in Cagayan de Oro. The Cagayanons are afraid, yes, the people of Cagayan de Oro are afraid of having a Moreno at its helm. It is good that Moreno has unmasked his true intention this early. We, the Cagayanons, will definitely work hard to stop Moreno’s mayoral quest at all costs. The people of Cagayan de Oro together with Moreno’s brothers and relatives will campaign against Moreno’s attempt for an elective post in the city. As Cagayanons, it is our mandate to shield our people from anyone who would attempt to transgress our future through self-motivated interests through political machinations.

St. Augustine, Doctor of the Church GOD is Love. The phrase was St. Augustine’s definition of God. Augustine’s Christian faith was focused on God’s Commandment: ‘Thou shalt love the Lord thy God with thy wholeheart, with thy whole soul and with thy whole strength: andfor love of God thou shalt love thy neighbor as thyself.’ St. Augustine grew up in a Christian upbringing although his father was a pagan who converted to his death bed. He was born in Tagaste (now Algeria) Cris Diaz in Africa where he studied at the University of Carthage wanting to be a lawyer. St. Augustine gave up law and devoted himself to literature. In his prime years, St. Augustine wondered through his faith and gave up Christian faith. He then lived with a mistress for 15 years where he bore a son, Adeodatus. Still searching and in great thirst of knowledge in Philosophy, he became a Manichaen for years. Manichean teaching is a dual philosophy dividing the world between evil and good where matter is evil and mind is good. In 384 A.D. he accepted tutorial from Simplicianus who later convinced him to return to Christian faith. St. Augustine was baptized on Easter Eve three years later. The death of his mother Monica, who later became Saint, forced him to go back to Africa. There he sold all their properties and belongings. He gave the proceeds to the poor, and used part of the money to set up a kind of monastery in Tagaste. In 390 A.D. St. Augustine was ordained Bishop. Rome ordered him to move to Hippo, an outskirt hill village of Tagaste. Some of St. Augustine’s friends and followers joined him in Hippo where they established a community. In Hippo, St. Augustine was known as Father of the Church. Thus, St. Augustine became a dominant figure in the affair of African church where he became a bitter enemy of Manichaeism and other heresies. It was St. Augustine’s thoughts that molded Western Christianity through his more than 200 scholarly treaties. Among his best best-known works are his Confessions; City of God, a magnificent exposition of a Christian philosophy of history; De Trinitate; De Doctrina Christiana; Enchiridion; and his treatises against the Manichaeans and the Pelagians. Called Doctor of Grace, St. Augustine is one of the greatest of the ‘Fathers and Doctors of the Church. Today, Cagayan de Oro is celebrating the Feast of St. Augustine. Maayong Pista! Good news for poor and indigent patients USING telecommunications to deliver health services and facilitate better access to health care in far flung areas is one bright idea. Rep. Joseph Emilio Aguinaldo Abaya (1st District, Cavite) said “telehealth” can lessen direct and indirect health care costs, especially outof-pocket expenses that are a major burden to patients and their families. Studies show that healthcare remains beyond the reach of majority of Filipinos. In President Noynoy Aquino’s Health Agenda report of 2010, about 60 percent of Filipinos who succumb to illness still die without medical attention. The establishment of a National Telehealth System, in Abaya’s proposed House Bill 6336, aims to govern the practice and development of telehealth in the country. Under the bill, the National Telehealth System shall provide and support health care delivery, transfer of care of patients, exchange of health data and education especially in medically unserved and underserved

Based on the reports made by the National Demographic and Health Survey (NDHS) in 2008 and by UNICEF in 2004, the country has the highest rate in infant mortality and maternal deaths in Asia. RP’s basic health statistics are even worse in rural and often isolated areas because of the country’s archipelagic nature. Thus “telehealth” can do a lot of things in improving the country’s health caresystem. Another example of a good system that everyone should follow is the Bukidnon Health Indigency Program which former Governor Jose Zubiri has instituted as the foremost health program of his province. Zubiri’s health program is laudable since, any of his constituent that needs medical care don’t spend a centavo in the province’s hospitals. While Abaya’s national telehealth system helps

to reduce costs associated with health care , Zubiri’s version is zero expenditure on the part of the patient. The Bukidnon health model was borne out of the clamor of the constituents for better health care during a public consultation held by Zubiri in 2002. Anchored in the basic premise of the health reform agenda of the national government, Zubiri’s Model pursued reforms in health financing, hospitals, and public health. The enrollment of the poor has seen public hospital occupancy rates in Bukidnon increasing to 150% and overcrowding of health stations with an average of 60 patients per day. To mitigate this problem of overcrowding, the Bukidnon provincial government provided funds for the construction of 15 provincial health stations (PHS) in municipalities with no government hospitals. What is unique in Zubiri’s health care model is the implementation of ”no excess” policy for sponsored program members of Philhealth. This means

that hospitalizations, consultations, and medicines received by beneficiaries are 100% free and do not entail any out-of-pocket payments. The province finances this through the income generated by its hospitals from its paying patients (those from richer quintiles) and from Philhealth reimbursements. The province also practices bulk procurement of drugs, medicines, supplies, and equipment for all its municipalities, to be able to avail of these commodities at the lowest possible cost. As of 2011, Bukidnon has enrolled 189,297 families, comprising of 80% of the poor population. In 2010, its health stations have served a total of 232,703 patients or an average of 1.2 consultations per beneficiary per year. Its health system has earned 221 million pesos. It is laudable that a few of our local officials have taken health care as their topmost responsibility. The Zubiri and Abaya models need more adherents. Calling on other local officials to rise to the challenge.

The latest case in point is the email circulating in the Internet saying that jobs are available from the Stevenson Memorial Hospital, Fraserhealth, or City Adventist Hospital, all in the US.

as application fee, so they could already be deployed right away. These illicit schemes to earn money are amazing. Assuming Filipinos could be enticed to pay the application fee, would that enrich the perpetrators? We should be reminded of what Jesus, our God and Savior, said in Matthew 16:26 of the Bible: “What good will it be for someone to gain

Accounting, audit and local government BEFORE WE BEGIN, our deepest condolences to the family of DILG Jesse Robredo. Media the past week has celebrated his life and successes and to my surprise the many innovative and gutsy projects he has introduced into local government. Is there even a commonality with accounting, audit and local government? For

example; how the DILG Secretary was able to get the cooperation of the politicians nationwide and how he has streamlined the expenditures/ reports recorded to be 99% successful is by itself amazing if not magic. What sounds puzzling is how local government is able to fix its books considering it balances its direct

expenditure with reference to direct cash handed out to its constituents. We all know the local politico’s give cash directly to the people who queue up in most of their offices. The reasons are variable nevertheless the request truthful or otherwise. Either way it is perceived that local leaders give money directly

to the people who are in need of financial assistance. The question is; where does this money (cash) come from (and as commonly the excuse – their love to the people)? Surely there are no appropriations for cash dividends straight to the people regardless of the reason, be it for millions or hundreds of thousands unless this is neatly

or stealthily done conspiring to hide. Even the President’s office for sure does not have this kind of cash-out appropriation. While there are the emergency or disaster funds, these millions are distributed to specific agencies that have (let us hope) like the DSWD mechanisms in AUDIT/PAGE 11 Harry Tambuatco

The great reunion The Striker

Ben Emata Jr. IT was beautiful. It was so nice. It was terrific. Yes, I was referring to the Family Reunion, I mean my own family, which was held in the homes of my children living in Houston and Austin. It was really pleasant and all members of my family to the last son-in-law came. My daughter, a Nurse, living in Kolbermoor, Germany, came with her husband engineer and two kids. My eldest daughter who holds a masters degree in Chemical Engineering now living in Toronto, Canada, came with her entire family. From San Jose, California, also attended the lively affair. With me, my wife and five children now with their families, we were al in all nineteen people including the eight grandchildren. The first day of the affair was held in the home of my son, a Mechanical Engineer, married to a Nurse, in their home in Austin, Texas. It was so lively, very noisy, lots of hugs, kisses, even tears especially from the girls. We all slept in the said house, all of us under one roof. My son’s home has half a dozen bedrooms more than enough to accommodate us all. Of course, there were lots of food and drink and grandchildren running up and down the place. It was just terrific. It was so lively. Two days later, the next party was held in the large home of my youngest daughter, an electrical and computer engineer who was married to a Ph. D. in Chemical Engineering. This time the party was even bigger since we invited close relatives and friends. And with Houston’s warm temperature, you could guess the swimming pool at the back of the house was filled with swimmers. There were shouting, laughter, and what have you. The next day was followed by field trips to the world famous beach of Galveston City. Some went swimming while others just jogged around and making funs with brothers and sisters. As a father, I even think I enjoyed even more just looking at them. My heart smiles all the time as my soul being driven to extra mile of joy. I kept on holding a baby, one after the other, and really I could not describe the happiness I had in my spirit. The next day we all travelled three hours in convoy to reach a beautiful, cool spring with wide running water swimming pool. We had a picnic of sort and surely we all enjoyed the day. Everybody spent one or another and there were nice parties one after the other. I called them to a meeting where I gave them whatever documents or matter of property I had. I felt I am very old man now and sooner or later I will be counted out of the family. Each member of the family were allowed to speak and to say whatever things they need to speak of. I could sense every one enjoyed even during the meeting. It was a five day reunion with series of lovely songs, dances and even piano performances from all of us. It was not a reunion of the wealthy people but surely a family who loves each other for so long and forever. The last reunion was ten years ago held in San Juan, Puerto Rico. We missed ourselves. We longed for each other. We found love once more in ourselves. We found so much glory. We have five children, three of them are engineers, a BS Nurse and an accountant who is now a bank executive. I saw all of them living in comfort with God’s graces and naturally they reflect joy in my heart. It was truly a lively family reunion. The memories will form part of my life and forever will remain fresh and warm.

PAGCOR to donate P2-B worth of public school classrooms in 2013 MANILA- The Philippine Amusement and Gaming Corporation (PAGCOR) plans to build an additional 2,000 public school classrooms nationwide for 2013, doubling its P1billion 1,000 classroom donation in 2011 to boost Philippine education. This was revealed by PAGCOR chairman and CEO Cristino Naguiat, Jr. during its budget presentation before the House Committee on Appropriations chaired by Rep. Joseph Emilio Abaya on the administration’s proposed P2.006-trillion national budget. The House appropriations panel is now continuously conducting public

hearings scrutinizing the various provisions of the proposed General Appropriations Act for 2013 before it sponsors and defends the same in plenary in September. Naguiat said PAGCOR provided a P100-million initial funding for the PNoy Bayanihan project which aims to manufacture thousands of school chairs for public schools out of confiscated illegally cut logs. Likewise, Naguiat said PAGCOR also initiated the conversion of old slot machine stands into school desks. Naguiat said PAGCOR gave a P20-million financial support to the Philip-

pine Football Federation in support of its Kasibulan project to help develop the next generation of Batang Azkals. “Another vital project is the agency’s subsidy to the nutritional needs of underweight children from community-based day care centers and public elementary schools in cities hosting PAGCOR casinos.” Naguiat said. On a seasonal basis, PAGCOR also sponsors the Pamaskong Handog ng PAGCOR, a Christmas gift-giving project that aims to bring cheers to the less fortunate and wards of charitable institutions nationwide, including the Hydrocephalous Foundation of the Philippines, Inc. Earlier, PAGCOR reported that the agency had a gross income of over P73billion from the period July 2010 to June 2012, higher than the P60-billion total income it generated during the last two years of the previous administration from July 2008 to June 2010. Furthermore, PAGCOR had more than P35-billion in contributions to the national government and to nation-building programs, higher than the P29.961billion contributions by the agency from July 2008 to

June 2010. Among others, the PAGCOR chief noted that from January 2011 to June 2012 alone, the present PAGCOR management attained a P9-billion increase in total revenues. The PAGCOR chief informed the Abaya committee that under his leadership, PAGCOR made pre-payment of bank loans made by the past administration amounting to over P1.67-billion as early as May 2011, way ahead of the loan maturity in 2014, resulting in a total savings of P92.95 million in loan interests. Likewise, PAGCOR paid P857 million to the BIR on December 2011 for fringe benefits taxes from 2004 to 2010 and for Corporate Income Taxes from 2005 to 2010. Furthermore, PAGCOR paid last March 2012 over P1-billion for the fringe benefits tax and Corporate Income Tax for 2011. And finally, the agency released in February 2012 – for the first time ever – cash dividends amounting to P1-billion to the National Government in compliance with R.A. 7656, a law that requires GOCCs to declare dividends to the national government.

CAGAYAN de Oro City–– With the international ports in Cagayan de Oro as jumping boards, exporters in Northern Mindanao finally hit the $1 billion mark in exports last year, making it one of the few exporting regions in the country. This was reported by PhilExport Cagayan de Oro during a meeting during the region’s development council. It started from a base of $300 million in 2002 which inched up yearly at a rate of 1.3 percent except in 2009 when it dived by almost half. Overall, the export industry in Northern Mindanao expanded by 56 percent in the 10-year period. Behind the performance were 190 micro to medium enterprises and 17 large exporters. The region’s 10 top export goods included coconut oil, oleochemicals, canned pineapple, raw sugar, abaca pulp and fiber, copra solvent and expeller cake, dessicated coconut, sawn lumber, sintered ore and coconut fiber, husk, peat, and coir.

These feats were pulled off despite a long list of obstacles that the region’s exporters presented to the regional development council in said meeting. Meanwhile, in another development, senior business executives surveyed by the Makati Business Club (MBC) gave the Department of Labor and Employment (DOLE) positive net satisfaction scores during the MBC Second Semester Executive Outlook Survey. The DOLE is tenth in terms of performance satisfaction rating, up by 13 notches from its 23rd rank, last year. DOLE Northern Mindanao Regional Director Johnson G. Cañete said the increase in rating can be attributed to DOLE’s leadership’s thrust to improve regional operation, providing realistic targets and deploying a sufficient number of manpower to fully serve the clientele up to the grassroots. “We walk the talk,” he said, citing that labor regulation and dispute resolution has improved considerably with the single entry system for case resolution.

Choco-making in Davao City pushed By Ben D. Arche DAVAO City – Since dark chocolate delicacies have vast global market today, it is a better advantage for cacao growers to venture into chocolate-making business. Kablon Farms Food Products manager Ernesto Pantua Jr. said fermented cacao beans produced in Davao Region are of superior quality compared to some sources of beans in other parts of the country. These beans are good for cholocate-making, especially the dark chocolates, Pantua said who owned the 60-hectare Kablon Farms, of which a total of 20 hectares are planted to cacao trees. Pantua added they have only started producing pure dark chocolate two years ago, but they have been making “tablea” since 1980. The company is now able to supply at least 200 small eight-gram chocolate

bars a day, he added. Aside from supplying dark chocolate bars to three pasalubong centers in General Santos City, Tupi, and Koronadal in South Cotabato, Kablon is until now exporting chocolate bars to Hongkong, its first international market. Foreign markets favored dark chocolate, especially if it is made of pure cocoa, coco sugar, kamias and some tropical fruits, Pantua said. The Department of Science and Technology (DOST) under the “SetUp Program” has been supporting Kablon Farms for the enhancement of its machineries like the roasting machine used in making chocolate. Pantua said they will be introducing more of their dark chocolate products during the holding of the three-day “Kakao Konek” at the Apo View Hotel Davao on November 21 to 23 this year.

3 fishermen wounded in Zambo’s bomb explosion ZAMBOANGA City––Three fishermen who were sleeping were injured in an improvised bomb explosion in an east coast barangay in this city, the police reported Wednesday. The Police Station 5 reported that the explosion took place around 12:35 a.m. Wednesday at Zone 8, Lusville, Barangay Zambowood, 12 kilometers east of this city. Wounded were Eddie Climaco, 46, Lowi Climaco, 18, and Diego Calago, 23, according to the police. The attending physician has declared the victims to be on stable condition since all of them suffered minor injuries, the police said. Investigation showed that the victims were asleep at the residence of Asadi Luna, a fisherman, when an unidentified man lobbed an improvised explosive device (IED) underneath Luna’s wooden house, the police said. Responding personnel from the explosive ordnance demolition (EOD) have recovered parts of IED, which is being used in blast fishing. Motive and suspects who planted the improvised bomb is now subject of a thorough investigation.

(What is amusing is how he gets in front of the line rather than join the assembly in cadence with the people charged to distribute relief goods – making it appear it is he who hands relief directly to the people). In accounting, entries are revisited with what we call audit which are subjected to tangible receipts. Monies when handed out especially cash surely require signatures of recipients to show proof of deliveries in good order. However this is still subject to anomaly as we have seen over the years. With audit, while a review of a transaction can be easily manipulated if not detracted

with what is called creative accounting, all one need do is to create new titles and entries to record anomalous disbursements of funds to mislead if not hide all together. Even professional auditors can be duped with creative accounting procedures unless these are subject to audit with actual cash in bank and its disbursements processes. What I am trying to say is garbage inn – garbage out! Can you imagine the creativity the many city halls have generated over the years? But then again is this just perception? Can you imagine giving cash out to 3 million people like the CCT program? Surely if offices are tasked to do this job with multiple receipts in place, this can be audited properly and controlled. But if one were to give cash out directly; can you imagine with just 500 people in a queue, in no time will all the people look alike if not returning to the same queue to receive relief funds over and over again. What is interesting to note is how local government hands out cash directly to people as we see on the boob tube. This has to be a Robin Hood concept except the rich takes the place of the state; i.e. one for you – and two for me. What I am trying to say, is that there is no such thing as a Robin Hood but a PR event to conspire to take from government monies that do not belong to them but to the people.

Team COMBAT CDO soars in national downhill race By Shaun Alejandae Yap Uy

CAGAYAN DE ORO CITY – Downhill mountainbikers from all over the country clash in the 21st COMBAT Round 3 Drop National Series at the Malasag Downhill race course finishing at FS Catanico Falls, one of the city’s tourism destinations. The racers competed in several different age groups; 19 under, 20-

29, 30-39, 40 above and in different categories; Executive, Ex-Pro and Pro-Elite. Among those who stood out in the race are from Cagayan de Oro. We see Renante “Renax” Lim of Team COMBAT CDO as the 2nd placer of the age 40-49 category, Beethoven “Bitoy” Allena, also from Team COMBAT CDO, as the champion

in the age 30-39 category. Allen June “En-En” Mercado from team Carmen Brigade CDO raced through a fourth place finish in the Executive category. In the Elite Pro Category, JR Barba from Dumaguete finished as the National Champion and will represent the Philippines in the Indonesia leg of the series.
