Logging, mining disturb watershed DENR TOLD TO IDENTIFY ILLEGAL LOGGERS, MINERS IN ORO, ILIGAN

BUTUAN City––A senior official of Butuan City Water District (BCWD) has confirmed reports that illegal logging ang mining operations inside the Taguibo River Watershed are still alive and kicking.

BCWD General manager Anselmo Sangtian confirmed to Mindanao Daily that illegal logging and mining still exist in the watershed despite massive drive to eliminate illegal activities inside the area.

Sangtian was alarmed after receiving reports of continued illegal logging and mining operations inside the watershed saying the water might have been contaminated.

If it happened, he added, the entire city of Butuan will be affected.

Sangtian already asked the help of the Department of Environment and Natural Resources (DENR) and other responsible government agencies but no action has been made.

50 houses destroyed as floods hit Valencia

VALENCIA City, Bukidnon––Floodwaters washed out an estimated 50 houses here at dawn Tuesday (December 27).

Twelve barangays were flooded with barangays Batangan and Catumbalon as the hardest-hit being near the riverbanks of Pulangi River.

As of 1 p.m. Wednesday, Barangay Batangan already had 915 affected families

and 2,533 individuals were evacuated.

The city disaster risk reduction management council (CDRRMC) disclosed that a total of 1, 332 families in the 12 flooded barangays were evacuated in at least six evacuation areas.

Water level of the Pulangi River in Valencia reached to at least 10 feet high, according to CDRRMC staff Jovenone Ellacone.

Ongoing rescue operations continue with the joint forces of the armed forces’ 8th IB in Maramag under Lt. Col. Jose Ma. R. Cuerpo and the 403rd ID in Malaybalay that provided three Huey helicopters to rescue at least 104 persons who were trapped in their rooftops as of Tuesday.

Around 300 individuals who were trapped in an islet within Pulangi waterway in Barangay Maapag were also rescued by the military.

Damage to crops and property are initially estimated at around P30 million, said city administrator Marvin Selecios, adding that this may increase as more assessment and rescue are being made.

For the past years, BCWD is keen in protecting the watershed.

In 2009, the water firm purchased filtration systems to solve the water turbidity problem caused by the destruction of Taguibo River Watershed that sent the firm into financial trouble.

“Because of its richness in resources, many took advantage of the protected area thus I am asking for the provincial officials, DENR and other agencies to help us protect the watershed area,” he added.

On one hand, Sangtian is opposing the plan to construct hydroelectric plant along Taguibo River saying it might pollute the water during its construction stage.

ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) has challenged the Department of Environment and Natural Resources (DENR) to name the alleged “illegal” loggers that are behind the Cagayan de Oro-Iligan tragedy.

In a statement, Pamalakaya chair Fernando Hicap said that the Government should run against these environmental plunderers and file necessary charges against them as what happened to the aforementioned cities can be considered a heinous crime.

The massive flooding and the logs that went with it had killed around 1,500 people and had 2,000 others missing. Billions of pesos worth of crops and properties were also damaged by the floods caused by heavy rains brought by typhoon “Sendong” (International Code: Washi).

Hicap said aside from illegal loggers, the government, primarily, should put the blame to corporate logging, farming and mining firms that are continuously denuding Philippine forests.

Hicap also told Environment Secretary Ramon Paje to name the “coddlers” or patrons of these corporations in the government and also have them charged with appropriate cases.

The fisherfolk leader also urged the DENR to cancel the logging permits in the Autonomous Region for Muslim Mindanao (ARMM) in order to prevent more

catastrophes in the area.

“President Aquino by all means, should cancel the Integrated Forest Management Agreement (IFMA) given to Vicmar Development Corporation currently operating in 3,340 hectares of forest lands in Lanao Del Sur and to Southwoods Timber Corporation which covered 11,476 hectares of forest lands in Misamis Oriental,” Hicap said.

Hicap also revealed that there are about 6 IFMA contracts in Northern Mindanao which cover a total of 55,578 hectares and most of these logging sites are found more than 100 kilometers from the cities of Cagayan de Oro and Iligan.

Nonetheless, Hicap also urged the government to cancel the permit of Dole Philippines, a huge fruit plantation that has reclaimed 2,000 hectares of land in the Upper Pulangi Watershed in Cagayan de Oro City.

Cause of flash floods Cagayan de Oro Archbishop Antonio J. Ledesma has blamed illegal logging and irresponsible mining activities for the massive flooding that submerged Cagayan de Oro and neighboring towns at the height of Typhoon Sendong, December 16.

Illegal logging and mining activities have caused the degradation of the environment and the siltation of the river bed, said the archbishop in a pastoral letter released December 21.

“The continued hydraulic

flush mining along Iponan River has likewise caused widespread flooding of the Canitoan-Iponan areas of the city,” he added.

Ledesma said it is important to boost the Cagayan de Oro River Basin Management Council to protect and conserve Cagayan de Oro’s river system, “our most precious natural resource after our human resources.”

Earlier, multi-sectoral groups led by Ledesma has petitioned President Benigno Aquino III to create the Cagayan de Oro River Basin Management Council that will oversee the protection of the city’s watershed area.

The resolution urged Aquino to prioritize the completion of the River Basin plan and to mandate the immediate coordination among responsible agencies and officials for its finalization.

“We also encourage the President to certify as urgent the pending legislative measures in Congress regarding the creation of the said River Basin Management Council and to implore the members of Congress to hasten the passage of such bill into law, which is tied to the adaptation strategy which is embodied in the national climate change action plan which the President signed last November 24, 2011,” the resolution partly read.

The entire river basin area of Cagayan de Oro River extends to the northwestern part of Bukidnon and surrounding areas.

Though the water has slowly subsided, Valencia Mayor Leandro Jose Catarata urged residents to be vigilant still and be prepared to get to the evacuation centers should weather condition continues to get worse.

The mayor also asked for assistance from nearby local government units.

Further, Gorgolon said they have surveillance officers in all public and private hospitals in the region who are tasked to report any patients who are injured with firecrackers a day before Christmas eve until January 1, 2012.

The DOH is also coordinating with the local government units for monitoring purpose. Gorgolon added in this way, the DOH could be able to monitor victims of

THE Cagayan de Oro Water District (COWD) announced that water from all their sources is safe for drinking.

According to COWD management, the Swiss government has sent Dr. Claudio Valsangiacomo and Dr. Thomas Rosenberg of Schweizeriche Eidgenossenschaft, to assist COWD in gathering water samples from the different COWD sources and conducting bacteriological analysis to determine its potability and safety.

Based from the water samples taken during the period December 22-24, 2011, results showed that the samples yielded negative for E.Coli, the COWD management said.

Also, water samples collected in the East and West districts which are served by our Bugo and Balulang Pumping Stations still had residual chlorine, the management added.

The COWD management, however, said the possibility of contamination in the handling and storage process could not be totally discounted.

Thus, they are still advising the public to boil the water first before drinking unless consumers would properly handle their water containers.

Pagasa asks the public not to walk on fast moving floodwaters

OZAMIZ City, Misamis Occidental––Six inches of fast moving waters can knock you off your feet and 24 inches or two feet deep of running water can cause most motor vehicles to float.

This is something that all the people, both children and adults should know to avoid a tragedy from happening during the occurrence of typhoons, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) Region 10 said.

People who walk or drive through floodwaters are always at risk from flashfloods, said Ricardo A. Mer-

cado, Officer-in-Charge of PAGASA-10.

“Flashfloods and floods are the number one cause of deaths associated with thunderstorms, which are described as a local storm produced by a cumulonimbus cloud, always accompanied by lightning and thunder, usually with strong gust of wind, heavy rains and sometimes, hail,” he said.

Usually of short duration, seldom over two hours for any one storm, thunderstorms have little, if any, rains during its development stage as a towering cumulus cloud indicates rising

air that lasts for about ten minutes with occasional lightning.

During this dissipating stage of thunderstorm, however, the rainfall decreases in intensity, but can still produce a burst of strong winds and lightning, posing a danger to anyone.

Picture of peace THINK a minute.

A king was offering a prize to the artist who could paint the best picture of peace. Many artists from around the country tried.

The king looked at all the pictures and there were only two he really liked. But he had to choose between them.

One picture was of a calm lake. The lake was surrounded with peaceful, towering mountains. Above them, was a blue sky with fluffy white clouds. Everyone who saw this picture thought that it was a perfect picture of peace.

The other picture had mountains too. But these were rugged and bare.

Above was a dark, angry

But when the king looked closely at the second picture, he saw behind the waterfall a tiny bush growing in the crack of the rock. A mother bird had built her nest in the bush. There, in the middle

of all the noise of rushing water and scary, thundering skies, that mother bird sat—in perfect peace.

Which picture do you think won the prize? The king chose the second picture because He said: “Peace does not mean you must be in a place where there is no noise, trouble, pain, or pressure from work. The real meaning of peace is to

be right in the middle of all those difficult experiences, and still be calm and confident in your heart.”

It doesn’t matter what difficult situation you’re in right now. Jesus, the Christ of Christmas and Prince of Peace, loves you. And this Christmas season, even with everything you may be going through, you also can have peace in your heart.

LAST December 14, 2011 at the steps of the Supreme Court between two imposing Grecian columns, embattled Supreme Court Chief Justice Renato Corona rallied his supporters and warned them that President Benigno Aquino III’s move to remove him could lead to a dictatorship. And in a display of personal emotion, Corona expressed his “undying love” to his wife Cristina as she embraced him while other family members and supporters surrounded them. At that moment, Corona must have felt like Achilles preparing to go to battle against Hector of Troy to protect his honor.

And like Achilles, he probably felt an aura of invincibility as he openly declared war on President Aquino.

Indeed, with all the protective layers of legal “teflon” built around the supreme magistrate of the land, Corona – like Achilles – would be a formidable opponent at the Senate impeachment trial where he is charged with eight articles of impeachment. And with a battery of high-powered defense lawyers enlisted from among the cream of the crop, Corona could indeed be a formidable opponent as Achilles. But like Achilles, Corona might also have an unprotected heel, which makes it the most vulnerable spot in his defense.

While Corona was sharing the limelight with Cristina at the steps of the Supreme Court, a series of events began to unfold. After the articles of impeachment were filed against Corona in the Senate, Cristina became the focal point of government investigation that delved into her stint at the Camp John Hay Management Corporation (JHMC). On that same day, JHMC received a subpoena from the Department of Justice (DOJ) requiring Mrs. Corona and Frank Daytec Jr., former operations group manager, to attend a preliminary hearing set for December 22, 2011 on the alleged abuse and misuse of JHMC funds by Mrs. Corona during her tenure as Chairman of the Board and President of JHMC. Allegations The investigation sprung from an affidavit filed by Daytec on July 16, 2010, who alleged that Mrs. Corona showed a pattern of abuse and misuse, and disbursed JHMC funds as though they were her personal funds.

In his affidavit, Daytec claimed that he noticed first a payment document dated March 14, 2008 in the amount

Corona’s ‘chilles heel’ of P14,560, which covered a stay at the Baguio Country Club supposedly for thenAssociate Justice Renato Corona and his wife. Daytec said that the stay was paid for by JHMC although there was no official activity there. These hotel accommodations happened on several occasions even when there was an option for Mrs. Corona to stay at the nearby Manor Hotel, which is owned by JHMC. In the last few days of June prior to her resignation on July 10, 2010, Daytec claimed that Mrs. Corona sent a set of receipts totaling P93,576.56 to the Finance Department with a verbal instruction to process her “reimbursables” expeditiously, which were supposedly for personal billings such as expenses for massage, driver’s accommodations, etc.

But this amount is peanuts compared to what Mrs. Corona was compensated during her employment at JHMC. Her monthly basic salary as President was P78,000. In addition, she received P10,800 monthly representation allowance, P20,000 monthly for communication expenses, and P40,000 per board meeting

of Supreme Court Chief Justice. On July 10, 2010, Mrs. Corona resigned from her plum posts at JHMC. On July 16, 2010, Daytec filed criminal complaint against Mrs. Corona for misuse of public funds. Within hours of filing his complaint, Daytec and his family left for Canada where they took up residency.

Conjugal complicity Mrs. Corona failed to show up at the preliminary hearing of the graft case last December 22. However, she submitted a 17-page sworn counter-affidavit before the start of preliminary hearing.

She disowned charges of unauthorized use of public funds and claimed that the revival of the Daytec complaint by DOJ was linked to the impeachment trial of her husband. She said that the allegations were “all barefaced lies” and “purely black propaganda.” However, Mrs. Corona did not offer any specific proof to disprove the allegations made by Daytec.

Instead, she said, “The Chief Justice is clearly the target, not me.”

Plum appointments When then-President Gloria Macapagal Arroyo named Mrs. Corona to the board of directors of JHMC on May 19, 2001, it was a plum appointment too good to refuse. The following year, Gloria appointed her husband, Renato Corona — Gloria’s former legal counsel, chief of staff and executive secretary during her vice presidency — as an Associate Justice of the Supreme Court. Then on April 12, 2007, Gloria appointed Mrs. Corona as Chairman of the JHMC Board. A year later, Mrs. Corona assumed the position of JHMC President concurrently. On May 17, 2010, despite the constitutional ban on “midnight appointments,” Gloria appointed Corona to the post

her husband may have been the target, she cannot deny that she too is the target of the investigation. Both of them are complicit to the alleged crime. They’re in the same act together.

Both of them should know – as every government official should – that the use of public funds for personal or private use is corruption. In the case of Chief Justice Corona, this was a clear violation of the Judicial Code of Conduct. As the supreme magistrate of the land, he should – nay, must!

– act in a manner that sets example for all public servants to emulate. He must be at the apex of moral purity and the epitome of judicial wisdom.

But at the end of the day, it would all come down to a conjugal decision on how Corona should play his hand at his impeachment trial.

Corona and his wife are both in this together. If one went down, the other would go down, too. Or, they can cut their losses and move on with their lives. And all it would take is for Corona to take the fall – resign — in order to protect his Achilles heel… Cristina. (perrydiaz@ gmail.com)

Silent movie speaks of romance HOLLYWO OD’S finest offerings often appear during the holiday season.

This year, one of them is Michel Hazanavicius’ “The Artist,” a black-and-white homage to the silent films of the 1920s.

“The Artist,” a silent film itself, is a romantic story that reflects the sensibilities of that era. It has garnered praise from critics and audiences and is considered a frontrunner for an Oscar.

George Valentin, a 1920s Hollywood star, is riding high in silent films. He and his sidekick, a little dog, have charmed America.

His fans cluster around to get a glimpse of him among them, Peppy Miller, a young extra, who rubs

shoulders with him at a public event.

The publicity gets Peppy a big break - a job as a dancer in one of Valentin’s films. But it’s the talkies that make Peppy famous.

Unfortunately, the new technology brings George Valentin, who discovered her, a reversal of fortune.

Unable to find his own voice, Valentin fades into the background. His fans abandon him and so does his wife.

French filmmaker Michel Hazanavicius says “The Artist” is a love story and moral tale about fame and its pitfalls. But, most importantly, it’s a story that reflects the legendary Hollywood of the 1920s and 30s.

“I really tried to find the American spirit of the story because the story takes place here in Hollywood,” he says, “and I really wanted to respect the way to shoot it but also the way to think it. How the characters are, what they can do. There is no nudity, there is no violence.”

The filmmaker creates an uplifting tale about love, loyalty and perseverance.

George Valentin’s story, as portrayed by French actor Jean Dujardin, is intertwined with the heroine’s, Peppy Miller, played by Berenice Bejo.

Miller’s star-power rises as Valentin’s fades. Dujardin offers a nuanced performance as a self-centered but fundamentally honorable

Valentin, whose pride prevents him from accepting help. Dujardin’s expressive interpretation of the silent film star is as enchanting during Valentin’s rise as it is heart-breaking during his fall.

Dujardin says old Hollywood actors inspired his performance. “Douglas Fairbanks. I watched a lot of Douglas Fairbanks movies. Gene Kelly for his smile, his energy, Vittorio Gassman for his physicality, Clarke Gable for his mustache.”

Actress Berenice Bejo, the real-life wife of director Michel Hazanavicius, shines as the effervescent, charming Peppy Miller.

The starlet is in love with Valentin and it pains her

to see him falter. She is determined to get him back on his feet, and eventually, saves his life.

During the shooting in Los Angeles, Bejo transformed herself into a 1930s Hollywood star.

“It gave an authenticity to be where the movie takes place,” Bejo says. “Driving down the Hollywood hills and going to the studios, passing the gate as Peppy is doing in the movie, couldn’t be more perfect than that.”
