THE Autonomous Region in Muslim Mindanao (ARMM) needs electoral reforms in line with the administration’s desire for transparency, a top official of the Department of Interior and Local Government (DILG) said. Interior Secretary Jesse M. Robredo said ARMM also needs new list of registered voters and a review of assignments of elections officers especially those suspected to have been involved in past election anomalies. Robredo said he asked the Commission on Elections (Comelec) to implement these electoral reforms and to conduct of voters’ education in ARMM covered provinces and cities. Second US warship due for Philippines THE UNITED STATES government will deliver a second warship to the Philippines within this year to guard the country’s waters, a Palace official said on Thursday. Presidential Spokesman Edwin Lacierda said that Defense Secretary Voltaire Gazmin made an assurance that the said warship from the US will arrive within this year. However, Lacierda allayed fears among neigh-
boring countries since the acquisition of another warship is just to beef the Philippine military’s naval defense capabilities. “They shouldn’t be concerned because primarily it’s about protecting our external waters. That shouldn’t be a cause for alarm for our neighbors because primarily it’s for the protection of our waters,” he said. The government commissioned last December the BRP Gregorio del Pilar
after getting it from the US Coast Guard. The BRP Gregorio del Pilar, the Philippines’ first Hamilton-class cutter, arrived in the country in August last year. The warship is the Navy’s largest ship at 380 feet long. The BRP Gregorio del Pilar was deployed by the Navy in the West Philippine Sea. Defense officials said more ships to be acquired by the gov-
ernment will secure the energy projects in Malampaya off Palawan. During the visit of US Secretary of State Hillary Clinton last November, she assured that the US would provide the Philippines second warship for its Navy. Also members of the US Congress who visited the country last month said they would support the country’s plan to acquire more warships from the US. CD

She stressed some of the detained policemen were nowhere near the scene when the killings took place. “We are asking that these policemen could be litigated separately to hasten their prosecution,” she said. “We are convinced that PO2 Dicipulo committed suicide not because he was bothered by his conscience, but because he was already despondent over the slow litigation of the cases filed against them.” Maguid said children of the detained policemen have dropped from schools after the salaries of their father-policemen were withheld while the case is still pending. “We are appealing to the Department of Justice to please focus attention on our demand for a separate prosecution of the cases filed against these policemen,” said Maguid. Maguid also appealed to the DOJ to send psychiatrist to attend to the policemen detainees to prevent similar incident of suicide. (PNA)

Globe Telecom to provide relief ops in Guihulngan LEADING telecommunications company Globe Telecom is set to conduct relief operations in the earthquakedevastated town of Guihulngan in Negros Oriental which the government placed under a state of calamity on February 7. “Globe is already mapping out relief ops plan for Guihulngan since the people there need food, water, and treatment facilities. We are actually ready with the goods but we are still figuring out how to deliver them considering that we got problems with access since roads and bridges are down,” said Rob I. Nazal, Head of Globe Corporate Social Responsibility. In the meantime, Globe decided to put up a Libreng Tawag center in Guihulngan to give affected residents a chance to call their relatives and friends without charge. The Libreng Tawag facility is located at the town proper where most of the people converge. With Libreng Tawag, Nazal said Guihulngan residents can easily get in touch with other people to ask for assistance and comfort or simply inform their loved ones about how they are doing. Globe, he said, is committed to providing free mobile phone service in calamitystricken areas. Guihulngan is suffering from massive damage not only to homes, roads, and bridges but also to water pipelines and electric lines, thereby, leaving a lot of people in the streets without shelter, food, drinking water, and electricity. Guilhungan was among the hardest hit by the 6.9-magnitude earthquake which struck the province on February 6. Globe disaster relief operations are being conducted through a partnership with Simbahang Lingkod ng Bayan (SLB), a Church-based, Jesuit-led organization.

TWO projects worth P2 million, which the Department of Agriculture (DA) and the local government of Oroquieta, were inaugurated recently. DA food terminal project focal person Corazon Balabat attended the inauguration in lieu of DA Regional Director Lealyn A. Ramos.
The projects were funded under the Department of Agriculture Mindanao North Coast Integrated Agricultural Development Program and the High Value Crop Development Program (MNCIADP/HVCDP). The projects started last year. With the city government’s 10-percent equity share to complete the project, Balabat assured the city government that more projects will be coming in. “We know in fact that Oroquieta is an able and responsible partner in agricultural development, this we salute the local govern-
ment,” Balabat said. The two DA-LGU funded projects are the Lower Rizal-Tuyabang Alto farmto-market road worth P1.6 million and the Oroquieta Packaging House (Bagsakan) worth P1 million. Mayor Jason P. Almonte was granted authority by the Sangguniang Panlungsod to share the 10-percent equity of every project through SP Resolution 2011-09-801 that was approved last September 20, 2011. Dad’s call, protect marine resources Z AMB OANGA City–– Mayor Celso Lobregat has reiterated the government’s call for the protection and conservation of marine resources in the city and the region as a whole to ensure food security and sustainable livelihood for fisher folks in this part of the country. Lobregat issued this call during the opening program of the three-day Coastal and Fisheries Resource Management Training Tuesday morning at downtown hotel here. Owing to its abundance of fish and the manufacture of the country’s leading brands of canned sardines, Zamboanga City is known as the “Sardines Capital of the Philippines,” he said There are at lease 11 sardine-canning factories in the west coast of the city that supply most of the country’s favorite sardine brand. “But if we do not manage properly and protect our marine resources from destruction and depletion,
that branding is going to naught,” the mayor said. “Everything has limit. If we overfish, then our marine resources will be depleted,” he said, citing for instance Tamban and Galonggong, the primary fish for sardines, are getting smaller and smaller “because we do not allow them to spawn and propagate.” This, the chief executive said, is the reason for the government-imposed ban on fishing particularly for Tamban (sardine) species from December of 2011 to March of 2012 to allow the fish to spawn. The ban came much earlier than the self-imposed closed fishing season among the canning and fishing companies. The Bureau of Fisheries and Aquatic Resources (BFAR) has deployed at least three patrol boats in coodination with the Philippine Coastguard to patrol the Sulu Sea and Sibugay Bay off the Zamboanga Peninsula to ensure that

LABANGAN, Zamboanga del Sur––The Army’s premier division will be honoring its new commanding general with the presence of local government officials under the area of responsibility of the 1st Infantry “Tabak” Division. Former division commander, Major General Noel Coballes who now heads the Armed Forces of the Philippines-Western Command based in ZamPROTECT/p.11 boanga City will turn over
the command to its new commanding general today, February 10. Brig. Gen. Ricardo Rainer Cruz, AFP, PMA Class 1980, was the former assistant division commander of the 10th Infantry Division based in Davao City. As an of f icer and a gentleman, Cruz was a bemedalled military officer and a “mistah” of Coballes. As the new commander of the army’s premier division, Cruz assured all of

CCTVs installed in CSC releases schedule of 2012 career exams Caraga prov’l jails BUTUAN City––Three provincial jails in Caraga Region are now equipped with closed circuit televisions (CCTV) to help jail officials monitor things happening inside provincial jails, Jail Inspector Dario Campos said. Campos said CCTVs are yet for installation in two more remaining provinces in the region. There are only five provincial jails in Caraga, he added. The official said they have already coordinated with concerned local government units for their financial support for the completion of the installation. Campos said installation of said cameras will help jail officers monitor what is happening within and around the jail premises. Other than the monitoring function the CCTV, the instrument also gives the inmates a sense of security, as jail officers can immediately respond for any untoward incident to take place.

THE Civil Service Commission (CSC) on Wednesday released the scheduled calendar of examinations this year. The civil service eligibility examinations for both the professional and sub-professional levels are set on May 27 and October 21, the CSC said. Having a professional or subprofessional eligibility in addition to education, experience and training are requirements needed for permanent appointment to corresponding positions in the government career service. The career service examinationpaper and pencil test is open Filipino citizens, regardless of educational attainment, who are at least 18 years old at the time of filing of application, and who have not taken the same level
of examination within three months from the exam date. For instance, applicants for the May 27 examination must not take the same level of examination from February 26 to May 26, 2012. The CSC, however, allowed taking different levels of examination within the said period. Applicants may file and submit accomplished examination forms for the May 27 until April 12 at any CSC regional or field office. The CSC warned that acceptance of application forms ceased anytime before the deadline once the CSC regional or field office has reached is quota. Other CSC administered examinations this year are Qualifying Test for
Foreign Service Officer Examination on February 19, the Local Scholarship Program (LSP) Written Examination and the Penology Officer Examination (POE) are set on August 12. The Foreign Service Officer Examination in cooperation with the Department of Foreign Affairs will be done in select testing centers across the country. Filing of application for foreign service exam ended on January 13 at the DFA head office in Manila and on January 16 at DFA regional offices. The LSP offers a one-year scholarship opportunity to qualified government workers to pursue master’s or doctorate degrees. The POE results in the conferment EXAMS/p.11

I mean, if this movement is genuinely interested in reforming the country, why not aim for “the government official that I like” to cover all other officials of the land? Perennial flooding then must have gathered enough delta sediments forming into a solid inland that gave birth to Cagayan de Oro City’s downtown area toward the Macabalan port. This is just the same as the geologic formation of Isla de Oro, Isla Bugnaw and Isla Baksan where people started to settle as years came along. Thus, when flood comes in, the whole of Cagayan de Oro City is vulnerable. Now, why blame local officials when flood comes in? Cagayan de Oro is historically flood prone area. documents provided by an “anonymous source” that showed Corona had opened a bank account in 2008 for more than $700,000 (approximately P34 million). Last February 6, Day 12 of the impeachment trial, the senator-judges decided by majority vote to allow the impeachment court to subpoena Corona’s bank records and bank officials over the opposition of Corona’s defense panel. Indeed, opening Corona’s bank records would be like opening Pandora’s box; it could be damaging to Corona’s defense. It is for this reason that the defense panel vehemently opposed
the testimony of bank officials and the admission of Corona’s bank records as evidence. If his bank records – particularly his secret dollar account — reveal a huge amount of cash deposits that he did not declare in his Statements of Assets, Liabilities, and Net Worth (SALNs), he would have difficulty vindicating himself. Corona seeks TRO Last February 8, in a desperate attempt to suppress damaging evidence against him, Corona filed before the Supreme Court an urgent petition for certiorari and prohibition with prayer for immediate issuance of a Temporary Restraining Order (TRO) and writ of preliminary injunction. Also, Corona’s defense team filed a letter before the Senate impeachment court, which asked to defer or delay the enforcement of the subpoena until after the Supreme Court has acted on Corona’s petition. IAC names anew prohibited, regulated products for export By ELAINE O. RATUNIL
CAGAYAN DE ORO CITY -- The Inter-Agency Committee (IAC) on Executive Order No.1016 headed by the Department of Trade and Industry recently released the revised list of products that are prohibited and regulated for export. Revision of the said list was made in response to the growing clamor from exporters for an updated reference of prohibited and regulated products for export to avert confusion and delay in export trade facilitation. The IAC was created and operates by virtue of EO 1016 which also dispensed all inspection, commodity and export clearance requirements except: (1) those required as a result of the exis-
tence of import quotas in other countries, such as garments and sugar; (2) those covering items which are banned for exports; (3) those covering exports of logs, copper and coffee; and (4) those covered by international agreements to which the Philippines is a signatory. Other IAC members are representatives of the Department of Finance, Department of Budget and Management, Bangko Sentral ng Pilipinas, and the National Economic and Development Authority. During the ceremonial signing and groundbreaking rites of the Coca Cola Foundation’s P4 million school building project at Butong, Quezon, Bukidnon, Soledad underscored the speedy actions made by the partner agencies to achieve a child labor-free Bukidnon province. “The groundbreaking of this school building project is already an expression of our partners’ commitment and contribution to the national goal of eliminating the worst form of child labor in the country”, he said. Recent ILO statistics showed that Bukidnon was among the four provinces in the country with high number of child laborers, having about 2,500 children and youth between 9 and 17 years old engaged in laborious works within sugarcane plantations, rice fields, construction, and other agriculture industry particularly in Malaybalay City, Valencia City, and the towns of Maramag, and Quezon.
As stipulated in Republic Act 9231 or the “Anti-Child Labor Law”, children below 15 years old, if working in nonhazardous conditions, may work for not more than 20 hours a week, at most 4 hours a day. The law limits children 15–17 years old to work not more than 8 hours a day or 40 hours a week.
Night work from 8pm to 6am is also prohibited. The law seeks to eliminate the worst forms of child labor such as sale and trafficking of children, debt bondage, serfdom, prostitution and pornography, use of children for illegal activities—including drug trafficking, and any work that is hazardous and harmful to the health, safety, and morals of children. Thus, key national gove r n ment agencies and n on - gove r n m e nt organizations involved in the program, such as the Department of Education, Department of Labor and Employment, Department of Trade and Industry, Technical Education and Skills Development Authority, Bukidnon Press Club, and Bukidnon Sugar Mill Corp., were also signatories of the commitment, with the understanding to complement the ILO-IPEC and the government’s program in eliminating child labor. SSS to launch TrikanSSSya project to help informal sector By JOMIE JEAN APOSTOL
QUEZON CITY -- Social Security System President Emilio De Quiros Jr. announced on Friday that they are planning to launch a pilot program called TrikanSSSya to help the informal sector save up for their retirement. According to De Quiros, the TrikanSSSya project is the agency’s way of helping the informal sector to become members of SSS and
to extend social protection to them. They are now exploring the merits of the project starting with an association of tricycle drivers and operators in Las Piñas. SSS produced an 'alkansiya' or coin bank wherein members of the association can put any amount everyday. After a month, the contents of the coin bank would be their contribution to SSS. However, the minimum
requirement is P303 per person per month. The minimum contribution to SSS is P104 pesos but De Quiros said they set the association’s minimum requirement at P303, higher than the minimum so that the association members will be able to receive a higher pension. De Quiros said they are studying if they could replicate with other informal sectors like market vendors. (JJOA/PIA-GHQ)
NTC urged to curb illegal handset radio operator, jammers DIPOLOG CITY--The city council here recently passed a resolution urging the National Telecommunications Commission (NTC) to hunt down illegal handset radio operators and jammers that have already interfered with the radio transceivers of the city police station. City councilor James Cyril Ruiz, who sponsored the said resolution, underscored the importance of insulat-
ing the radio transceivers of the police from jammers and unscrupulous handset radio operators to protect the public against any untoward incident. “It is imperative that the radio transceivers of the police be secure from jammers to protect the lives and properties of the public,” the councilor stressed. Councilor Ruiz added that the illegal handset radio
operators should be stopped to protect the duly registered operators. NTC is a government agency tasked with regulating telecom and broadcast industries to include, among others, the registration and licensing of radio station/ system. Thus, Solar decided to pull out all their channels rather than remove ETC and JackTV. However, S olar has inked a deal with local terrestrial channels TV5, RPN, SBN and RJTV for block-time programming. C/S, ETC and 2nd Avenue progamming are seen on terrestrial TV channels RPN, SBN and RJTV, respectively, while NBA and WWE programming were seen on TV5, now moved to RPN. Basketball TV, Solar Sports & C/S Origin (Now Solar TV) are now back on SkyCable for no additional fee. Jack TV is also scheduled to return to SkyCable effective October 1, 2010 replacing Maxxx. Meanwhile, Pacquiao’s
boxing promotion, Top Rank boxing, signed a non-guaranteed contract with ABS-CBN to exclusively air fights promoted by Top Rank, with the exception of Pacquiao fights which are still signed exclusively through Solar Entertainment. The military’s Western Mindanao Command branded the report as ‘disinformation.’ There was no truth to that report that one of the victims was rescued or freed. In a few days, the Supreme Court would rule on Corona’s petition for certiorari and prohibition with prayer for immediate issuance of a Temporary Restraining Order (TRO) and writ of preliminary injunction. If the high court rules in his favor, it could trigger a constitutional crisis. Would the Senate impeachment court subordinate itself to the jurisdiction of the Supreme Court and not to the sovereignty of the people for which it was created? KIDAPAWAN City––The municipal mayor of Arakan in North Cotabato died in a hospital in Davao City on Tuesday after a short bout with cancer, his relatives said. Arakan Mayor Gerardo Tuble was survived by his wife, seven children, and 13 grandchildren. Tuble’s eldest daughter Girlie, 38, said his father was diagnosed in the last quarter of 2011 to have lung cancer, which was already on its third stage.
