CLARIN, Misamis Occidental – The flashfloods which occured Feb. 10 brought not only high waters here and in Tudela, but also thick mud. The monitoring team of the provincial governor’s extension office headed by Bernadette Pusod, who went on an ocular inspection during the flashfloods, noted the rampaging waters in the highways of this town to Barangay Centro Napu towards the town proper. The flashfloods destroyed fences, houses, and schools in the area, including the fire station of the Bureau of Fire Protection and the hospital. Aside from damage to property, the flashfloods also destroyed the crops, particularly rice, with the tons of silted materials that it brought in to the rice paddies in the area.

BUTUAN CITY -- The Philippine Coast Guard told PIA the other day that a passenger vessel loaded with cargoes and 45 people sunk off the coast of Panomboyon area near the Hikdop Island, Surigao City,. Rafal corrected the report and claimed that the motorized passenger boat was carrying 45 passengers from Surigao City. It was heading toward the island town of Basilisa in Dinagat Islands province when the incident occured, due to huge and strong waves triggered by a low pressure area. Rafal said the passenger motorized banca left the Port of Surigao City past 1 p.m. Monday, carrying 45 passengers and cargoes. Inmate escapes while treated in Kidapawan hospital KIDAPAWAN CITY -- Authorities in North Cotabato have launched a manhunt against an inmate who escaped while being treated at a government-owned hospital here around 3 a.m. Sunday. Chief Inspector Ramon Hernandez, warden of the North Cotabato Rehabilitation Center, identified the fugitive as Randy Ugad, a former Army soldier who is charged of frustrated murder and illegal possession of firearms. Ugad was placed under hospital arrest based on an order issued by a local court due to a gunshot wound he sustained after he figured in a shooting incident earlier. Hernandez said at least four unidentified armed men helped Ugad escape from the hospital. The escape was captured on a close circuit television (CCTV), the warden said. The men, all armed with caliber .45 pistols, poked their guns on the three jail guards assigned at the hospital, including the hospital’s security men, while they carried Ugad out of his bed and brought him to a car parked outside. Dole: No to wage hike in Region 12

GENERAL SANTOS CITY– - The Department of Labor and Employment (DoLE) in Region 12 is not keen on another wage adjustment for private workers in the area, as the region’s economy has reportedly remained stable during the past several months. Jessie dela Cruz, Regional Tripartite Wages and Productivity Board (RTWPB) secretary, said that prices of basic consumer goods have generally stayed on the same level in various markets in the region. “Based on recent consultations, the prices of basic consumer goods have not moved except for a few. The price changes may not be enough to warrant another wage increase for private workers,” he said. Dela Cruz noted that there is no supervening condition in Region 12 so far based on data presented by the regional offices of the National Economic and Development Authority and the Department of Trade and Industry. A declaration of a supervening condition, which, among others, can be triggered by continuous in-
crease in prices of basic commodities, would warrant an adjustment in the salaries of workers even if the one-year wage order prescription has not expired. The wage order in effect for Region 12 was approved on October 31, 2010. It directed a two-tranche increase of P15 for the daily cost of living allowance of private sector workers. The RTWPB conducted public consultations last January 25 and 26, in the cities of General Santos and Kidapawan, respectively. Region 12 covers the provinces of South Cotabato, North Cotabato, Sultan Kudarat and Sarangani and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. Based on Wage Order XII-16, the minimum daily wage rates in the region stands at P260 for nonagriculture workers, P240 for plantation workers, P235 for non-plantation workers, P240 for retail/service establishments employing not more than 10 workers and P234 for retail/service establishments employing less than 10 people. THE 25th formal exploratory talks between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) opened in Kuala Lumpur Monday with high optimism of resolving the decades-old armed conflict in Mindanao. Marvic Leonen, chair of the government peace panel, called on the MILF to “redouble our efforts to conclude these negotiations in the soonest possible time” signaling the formal opening of the talks. “We have to focus once more on the substantive issues and explore common grounds,” Leonen said. Leonen expressed confidence that the government find mutually viable solutions ‘the sooner, the better.’ MILF panel chair Mohagher Iqbal said that “practically all issues are on the table and are clear to all parties.” ‘We (MILF) trust that all these issues can be settled soon else more headaches might come,’ Iqbal added. We hope that it can actually see the current proposals of the MNLF and find common grounds with them,” he said. Big waves battered the boat on reaching the coast off Hikdop Island, a 25 minute boat ride from Surigao City, causing motorboat to capsize, the report said. Coastguard authorities said all the 45 passengers, including the crew, were rescued when coastguard immediately launched a search and rescue mission in the area. With more than 7000

However, during the talks fighting broke out anew between government forces and the MILF in 2000. Despite the fighting, the government did not close the door for the resumption of peace negotiations. Backdoor negotiations continued. In 2008 fighting erupted anew in Central Mindanao following the aborted signing of the controversial Memorandum of Agreement on Ancestral Domain (MOA-AD). SPJA turns over, inspects agri-projects in R10 TO bring to the countryside the government’s interventions towards food sufficiency and stability, Agriculture Secretary Proceso J. Alcala visited Northern Mindanao on February 1-3, 2012 to turn-over and inspect various agriculture and fishery projects and to conduct a series of farmers and fisherfolks’ forum in the provinces of Camiguin, Misamis Oriental, Bukidnon and in the cities of Iligan and Cagayan de Oro. Camiguin In the island-province of Camiguin, Sec. Alcala poured out commitments to the agri-sector in the area by turning over projects amounting to P 41,318,000. He also led the inauguration of the National Food Authority warehouse in Brgy. Balbagon while he has entrusted the P 39 million worth Farm-to-Market Road (FMR) in Sitio Lima, Brgy. Kuigita. In addition, Sec. Alcala spearheaded the launch of the Harvest/ Incubation Tank Shed of the Sagay Multi-Species Hatchery in Brgy. Manuyog, Sagay. A Bureau of Fisheries and Aquatic Resources-ran facility, the hatchery breeds various fish species to support the livelihood programs of local residents and its neighboring towns. To further accelerate the department’s implementation of programs, projects and interventions, Sec. Alcala served as the keynote speaker during the Agri-Pinoy Stakeholders’ Forum held at the Municipal Food Terminal in Mambajao. Whereby, he urged the province’s local officials and their constituents to take full advantage of the agriculture and tourism potential of the
province. He underscored that untapped resources of Camiguin coupled with DA’s technical and financial assistance will steer the province’s transformation into an agri-tourism destination. Furthermore, Sec. Alcala visited the Benoni Bangus Breeding and Experimental Station in Benoni, wherein the station has completed various researches, such as: population density of pyrodinium bahamense, culture of green mussels, bangus culture in net-walled pen, polyculture of milkfish and siganid in marine cages and experiments for tilapia in marine water conditions since its establishment in 1989. Among other projects turned over to the province which was accepted through Honorable Governor Jesus Jurdin Romualdo include Multi-Purpose Drying Pavements (MPDP), hermetic cocoons and non-motorized bancas (2-man row). Iligan City and Misamis Oriental On the second leg of his three-day visit in the region, Sec. Alcala convened with mostly farmers and fisherfolks affected by typhoon Sendong in another round of Agri-Pinoy Stakeholders’ Forum held at Bayug Island, Hinaplanon, Iligan City. Likewise, the city through Hon. Mayor Lawrence Cruz has received agri-assistance totaling to P 22,621,880. industry. His last visit was in Baungon, Bukidnon where Sec. Alcala inspected the Kabula tramline installed by DA-Philippine Center for Post Harvest Development and Mechanization (PhilMech) at the KabulaBaungon bridge. Such facility served as the alternative

Overspending and Budgeting IN the last month, I have been writing about the efforts of the Bangko Sentral ng Pilipinas’ Financial Consumer Affairs Group (FCAG) in disseminating helpful consumer tips, especially in light of postholiday debts. With Valentine’s Day just a day away, it behooves us to (again!) do some serious soul-searching on what we have always believed is a “need” to celebrate such occasions with a lot of unnecessary spending. According to the FCAG, understanding why we buy what we buy in the first place will help us make better decisions and take the necessary steps in controlling overspending. The FCAG explained that the first and foremost reason for all this overspending is the consumerist world we live in: “Throughout our lives, we have been programmed to work hard to earn money to buy the things we need and then to work again to earn and buy again. It’s a vicious cycle.” It has also never been easier to buy the stuff we want, but don’t actually need. The availability of credit facilities and the ease of purchase tend to fuel our overspending habit. “Many of us don’t see or treat using credit cards as using real money, so it is

We don’t feel the pinch of spending because we don’t shell out money at the moment,” the FCAG pointed out. “There is a discord between pleasure felt now with the purchase and the pressure felt when the bills start to arrive,” it added. Most importantly, it is the lack of knowledge of the true costs of different financial instruments and how finances work that people tend to overspend. The absence of planning and poor record-keeping can likewise trigger impulsebuying and overspending. This is where the practice of budgeting comes in handy, the FCAG said. One cannot fault the mayor ‘though since he is very close with the provincial governor. Both the mayor and the governor reportedly initiated a P20-million river control project in Medina. Of course, the mayor and the governor are the best of friends. After all, the mayor and the governor belonged to the same political party of former President Gloria Arroyo. The same mayor and governor recently abandoned the Lakas-Kampi political party of Arroyo and jumped to the Liberal Party (Roxas faction). Here comes another town mayor in the west coast of Misamis Oriental. This town mayor used to work at
the provincial capitol. He ran for the mayoral post in lieu of his brother who just finished a three-year term. Under election laws, elected officials cannot run for office immediately after serving the last term of the same elective post. Many contended that his election to the mayoral post in 2010 was offshoot of his former mayor-brother’s influence. Well, everybody knows Mayor Dexter Yasay of Opol. Dexter used to work at the provincial capitol before he threw his hat in Opol politics. That was when his brother former Mayor Dixson Yasay finished his term. While Dexter wanted to carve his own politics in Opol, he lacks the eloquence and community appeal of his brother Dixson. Probably, one of the reasons why people in Opol are somewhat dissatisfied the way Dexter is handling the affairs of the town. One cannot imagine a town mayor reporting to his office at mid-day while letting people queuing to pay him a visit. A complainant said that Dexter has that attitude of just letting people swarming his office unattended. Another said that Dexter also seldom reports to his office during working days. Feed up of Dexter’s apparent tardiness, one was overheard as saying that he will no longer vote for him (Dexter) in the 2013 elections. In the US, Vita Coco ranks as the number one selling brand. Its revenue has doubled in 2011 to nearly USD 100 million, seven years after its founder Michael Kirban began deliveries of coco water in New York from the Caribbean and Pacific Islands. During the 2011 trip of President Benigno S. Aquino to the US, one of his sales pitches was to entice coconut water investors to buy from the Philippines. Veterans Bank nets P520 M in 2011 MAKATI- Philippine Veterans Bank (PVB) reported an unaudited net income of P519.89 million at the close of the year 2011. The Bank’s total resources were pegged at P56.48 billion while capital funds stood at P5.76 billion. Bank officials said the net income was mainly derived from interest income from lending, trading gains and strategic management of its foreign exchange and investment portfolio. PVB President Ricardo A. Balbido Jr. said that “The Bank was able to generate substantial
results in 2011 inspite of the historical low interest rates and intense industry competition brought about by the excess liquidity in the system.” The 2011 yearend figures are slightly higher than the previous year’s net income of P515 million. Total resources dipped slightly by 3% from P58.24 billion. Capital however moved up slightly by 5.5% to P5.766 billion from the previous year’s P5.465 billion. The Bank’s capital adequacy ratio (CAR) stood at 16.15% under Basel II, still well above the 10% minimum requirement of the Bangko Sentral ng Pilipinas.
For 2012, the Bank hopes to achieve a growth target of 15% or about to P65 billion in total assets by yearend. Target net income is set at P500 million. Philippine Veterans Bank is a private commercial bank owned by some 400,000 World War II veterans, widows & their heirs. The Bank is also committed to providing 20% of its annual net income to the Board of Trustees for the Veterans of World War II (BTVWWII) which manages programs for the benefit of the WWII veterans, widows & their surviving families.

DAVAO DEL NORTE-Two seaports in Davao del Norte are being expanded to serve as alternative ports to complement existing ones in Davao City. The Depar tment of Trade and Industry (DTI) Davao del Norte Field Office has monitored the investment plans of Hijo Resources in Tagum City and San Vicente Terminal and Brokerage Services, Inc. in Panabo City to expand its port facilities starting next year. In an interview, DTI field office officer-incharge Vedastito Galvez revealed that the Board of Investments (BOI), in a visit last year at the Hijo Resources in Madaum, Tagum City, was relayed of the company’s plans to develop a modern port and container yard facility from its existing seaport for banana shipment. In its Highlights of Accomplishments in 2011, DTI D avao del Nor te Field Office disclosed the plans of Hijo Resources
to install “moving gantry cranes which can hoist heavy loads”, aside from setting up a container yard designed to conveniently handle cargoes from overseas. The Hijo Resource’s plan is still at the drawing board with no definite schedule yet, but Galvez said the company expressed interest to pursue such port expansion and development project. The port investment of Hijo Resources is expected to roll out on top of its P50-million investment for the construction of six villas and six casitas at its existing resorts adjacent its port, DTI report said. Meanwhile, DTI Davao del Norte also monitored p l a n s of A N F L O C O R through its subsidiar y, San Vicente Terminal and Brokerage Services, Inc to improve its port in Panabo City, and to develop a container handling facility by pouring in P2.7-billion investments. Eyeing to operate a much developed port by the first quarter next year, the com-
pany is on the process of applying its permit with the Philippine Ports Authority so it would qualify for investment incentives to be granted by BOI. With such upcoming huge investments, Galvez is optimistic that more jobs will be created in Davao del Norte. DTI Davao del Norte last year monitored a total of 8,916 jobs generated from the P1.7-billion investments poured mostly on real estate development, hotels and malls construction, and expansion of banana plantations. “These were just shortterm jobs but they created economic impact,” Galvez said. Galvez noted the sprouting of housing development projects in Tagum City where of malls, hotels, and microtels were also rising. He also noted expansions of tourism-related establishments in the Island Garden City of Samal and the construction of some business establishments in the municipality of Carmen and in Panabo City. Thus, proceeds from its Run4Home 2012 annual charity fun run will be donated to four organizations - two of which construct homes for disadvantaged people while the other two work to save indigenous animals from extinction. For this year, Run4Home beneficiaries are Cebu Biodiversity Conser vation Foundation (CBCF), Gawad Kalinga, Habitat for Humanity, and Philippine Tarsier Foundation (PTF). Globe Run4Home 2012 will be held on March 25 at the Cebu International Convention Center. “Climate change threatens human habitats and endangered species so we decided that Run4Home should fund, not just housing projects of non-government organizations (NGOs) but also environmental conservation. This year, we again partnered with

At the same time, we included CBCF and PTF so we can assist in conserving the natural habitats of flower pecker birds in Cebu and tarsiers in Bohol,” said Rob I. For 14 years, CBCF which protects rare flora and fauna native to the province, has focused its resources on the study of Cebu’s wide range of biodiversity such as the Cebu Cinnamon, Cebu Flowerpecker and Black Shama. Specifically, it has championed the critically endangered Flowerpecker, now designated as the provincial bird of Cebu, after the Foundation’s research renewed interest in the region’s natural heritage. Deforestation almost wiped out Cebu Flowerpeckers. They were believed extinct by early 20th century. A few were rediscovered in
patches of protected areas 20 years ago. But the latest count in 2005 showed total population stood at only 85-105 individuals. CBCF studied other terrestrial species from reptiles and flying mammals like bats to herbs and trees. They also piloted a “warden scheme” among the forest occupants that started in Tabunan Forest, an environmentally-sensitive area in the uplands of Cebu City. At present, 14 Forest Stewards serve Tabunan while 23 forest wardens guard the Nug-as Forest in Alcoy, a fishing and quarrying town. The scheme has become a model for other forest conservation areas. CBCF also coaches communities in areas where rare plants and animals remain so they can eke out a living without destroying the ecosystem and be guardians of their own natural resources over the long-term.

CAGAYAN de Oro City – Another suspected Watch-listed Drug Personality (WLPD) has fallen into the hands of the Philippine Drug Enforcement Agency (PDEA). This, during the buy-bust operation of the Provincial Special Enforcement Team, led by IO1 Randy T. Pulmano in Bukidnon, 2:45 p.m. of February 6, this year Arrested was Ms. Razil Abergas Custodio, 27 years old of Purok 2, Barangay Poblacion, Valencia City.

Opeña said the suspect was arrested while in the act of receiving the buy-bust money from Mr. Ar-Ar Tayros, her live-in partner, who sold one sachet of ‘shabu’ to a PDEA undercover agent. Mr. Tayros evaded arrest by jumping over the fence of their rented house where the operation was conducted. Recovered from her possession and control were several drug paraphernalia with residues.
She is now detained at the Valencia City Police Station, while the recovered items were brought to the PNP Crime Laboratory for quantitative and qualitative

Maniya Barredo restages Romeo & Juliet PHILIPPINE Ballet Theatre’s 25th Anniversary Production of Romeo and Juliet is her much-awaited “homecoming.” Having left the country and her family at the age of eighteen to pursue a colorful international career as a prima ballerina and director of ballet companies in the US, Ms. Maniya Barredo came to the Philippines just recently to direct Shakespeare’s classic tale of love, Romeo and Juliet as performed by the Philippine Ballet Theatre (PBT). Her rise to stardom be-
gan at the age of eighteen when she received the highest possible title in dance after her performance in Giselle in 1978. Included in the audience were then President Ferdinand Marcos, First Lady Imelda Marcos and Dame Margot Fonteyn. In a reception after her performance, Dame Margot presented Maniya with a bouquet of flowers and proclaimed that she earned the title Prima Ballerina. Here are some tips: · The very first thing that you should do in making a budget is to gather every financial statement that you have (e.g. pay slips, bank statements, utility bills, grocery receipts) so you can come up with a more accurate picture of how much you receive and spend each month. · Record all regular sources of monthly income such as your net salary and earnings from businesses or side jobs, if any, and tally them up. · List down all expenses for a month and get the total. Be careful not to omit simple items such as parking fees, your daily newspaper, or morning coffee. You’d be surprised at how much they add up! · In listing expenses, you may break them down into two categories: fixed expenses and variable
expenses. While fixed expenses are those with average amounts that stay relatively the same each month (e.g. rent/mortgage, groceries, utilities such as water and electricity), variable items are those that will vary from month to month (e.g. entertainment, hobbies, gifts, vacations). · Now subtract your total expenses from your total income. When you have a surplus (income minus expenses is positive), good. You can use that extra amount for savings. According to director Tan-Dimerin, he has sent ‘fishery health personnel’ to investigate any posible contamination of sea-borne food products in Iligan, Lanao del Norte, Misamis Oriental, Cagayan de Oro and Camiguin after several dead bodies of humanbeings and animals were washed into thed sea by the rampaging floodwaters triggered by Typhoon Sendong in December last year. The investigation showed that there are no traces of contamination and there is nothing to fear in eating fish and seafoods. However, Dimerin reminded the public to apply the usual precautionary process of food preparation like thorough washing and cleaning of the fish and seafood that come from the bays, discarding the entrails of the sea products and thorough cooking of same.
