BUTUAN City––In the adoption of a child, the Department of Social Welfare and Development said his/her best interest should be the utmost, primary consideration. The DSWD in Caraga made the statement Tuesday during the Regional Adoption and Foster Care Forum at Mazaua Resort and Restaurant here in conjunction with the cel-

ebration of the Adoption Consciousness Week. DSWD-Caraga lawyer Josefe Sorrera-Ty said that in all matters relating to care, custody and adoption, the child’s interest shall be the paramount consideration in accordance with the levels set forth by the United Nations Commission on the Rights of the Child. Sorrera-Ty said a pro-

cess has to be followed in the adoption of a child and the DSWD is one of the government agencies the prospective adoptive parents have to deal with. According to SorreraTy, the following may be adopted: • Those below 18 years old and declared available for adoption; • Legitimate son or daughter of spouse of applicant even if beyond 18 years old;

• Illegitimate son or daughter even if beyond 18 years old. She also made it clear that prior to adoption, written consents should be issued by: • Adoptee who is 10 years of age or older; • Biological parents. DSWD-13 Social Welfare III Aldie Mae Andoy, said adoption of a child surrendered to the adoptive parents shall undergo the following process with-

in the first to third month: • Facilitation of a Deed of Voluntary Relinquishment Contract; • Secure a birth certificate; • Home visits conducted by a social worker; • Secure most recent colored photo. S orrera-Ty said the court has the sole authority to decide petitions for adoption. She, however, stressed the importance of DSWD’s recommendation

on which the judge relies. The recommendation contains the social workers’ report on visits conducted on the applicant adoptive parents’ home, she said. Evacuees want to go home SOME of the remaining evacuees billeted in West City Central School have voiced out their desire to go back to their homes in Acacia in Barangay Carmen in Cagayan de Oro City. Some portions of Acacia, Carmen were not included in the danger zones declared by President Benigno Aquino III. Rep. Rufus Rodriguez, author of House Resolution 2025, said foreign nationals, Overseas Filipino Workers (OFW) and Filipinos living abroad are among the potential targets of medical tourism. Rodriguez said the DOT should implement proper

programs to attract foreigners and Overseas Filipino Workers (OFWs) to get health care, medical, surgical, aesthetic and other wellness needs in the Philippines to boost the country’s medical tourism industry. Rodriguez said medical tourism in other countries in Southeast Asia was able to attract more medical tourists because they have very organized government support and remedied their language barriers by employing interpreters. Rental-purchase Govt urged to suspend price hikes of oil deal pushed to protect consumers CONSUMERS will soon be protected from unscrupulous businessmen in the proposed rental-purchase agreement bill. A rental-purchase agreement shall disclose to the consumer the amount of the first payment and the total amount of fees, taxes or other charges which may be required at or before the date of consummation of the agreement. House Bill 5711 authored principally by Rep. Marcelino Teodoro (1st District, Marikina City), aims to include disclosure of all costs under an agreement, as well as providing an enumeration of substantive rights available to consumers. The measure to be known as the “Consumer Disclosure and Rental Purchase Agreement Act,” will protect consumers from unfortunate transactions with devious businessmen. “There are a great number of consumers engaged in rental-purchase transactions. Unfortunately, in many instances, these transactions have taken place without adequate disclosures and other protections to consumers who most of the time turn out to become victims of deceitful businessmen,” Teodoro said. The rental-purchase agreement shall likewise disclose the amount and timing of rental payment, total number and total amount of rental payment necessary to acquire ownership of the property and a statement that the consumer will not own the property until the consumer has paid the total amount necessary to acquire ownership. The bill also provides a disclosure, to the extent applicable, that the total amount of payment does not include other fees or charges, such as delivery fee, initial processing fee, taxes or other fees or charges which may be payable under the agreement. Such fees and charges shall be separately identified in the agreement. Under the measure, the rental-purchase agreement shall also disclose a statement that the consumer may be responsible for the fair market value of the property if lost, stolen, damaged or destroyed; whether the property is new or used and the manufacturer’s suggested retail price.

We already have a Constitutional crisis! HEARING our President over the radio this morning at the La Consolacion College was inspiring. His passion to curb corruption is seemingly relentless. My issue is the rule of law or what we call the three equal branches of government. Let us not fool ourselves; we already have a constitutional crisis. The President no less is after the chief justice of the Supreme Harry Tambuatco Court for alleged corruption with the impeachment trial well under way. The majority of the lower house is already submissive to the Executive branch while the Judiciary is under question. The Senate who are now the impeachment trial judges are already acting all absolute with the powers given them and to make matters worse have seemingly decided to support the prosecution panel who continue to flounder with their case. What is on trial is not necessarily just the Chief Justice but the judiciary as well as suggested by the president. The Court of Appeals and the rest of the judiciary are responsible for the delayed judgments on cases to the frustration of the Filipino people. There is no doubt in anyone’s mind that it is the President who is insistent with the conviction of Corona. The Senate is divided till we hear their ruling of course. Now that we have this lingering feud amongst the three equal branches of government where do the people stand? The answer of course is we have become divided as a nation and as this trial persists we will become even more divided. The legals who work with the judicial branch is obviously disturbed as well as the clerics that help administer justice all over the country. Funny the word “justice” is exactly what is being debated. There are issues on the Presidents message to the students at the La Consolation College if he is being advised properly with rules of court and of law. From my personal point of view the word

We have suspicions that past Whitehouse invitations for President Aquino to have audience with U.S. President Barack Obama had connections with Marines deployment in the Philippines. Aquino must have already pledged approval of the US presence in the Philippines. After all, Aquino could dictate the rubber stamp Congress like what he has done in getting support to impeach the Supreme Court Chief Justice. We also have the gut feeling of the US interest to settle in General Santos City in Mindanao. If one remembers, an international airport, designed to accommodate large aircrafts, was constructed in General Santos City two decades ago. Until now, that airport there is not as popular as other international airports in Mindanao. The US is interested in Mindanao because of the island’s proximity to Asian regions. Below Mindanao is Australia where another US military base is likely to operate. Aside from this, the Andrews Air Base in Zamboanga is also a potential site for some of the 3,700 marines for deployment in Asia-Pacific region. Sometime on September 2009, Party list Rep. Neri Javier Colmenares of Bayan Muna (People First), questioned the presence of DynCorp International, ‘an American firm that specializes in high-risk contract work for the Pentagon and the State Department.’ DynCorp fenced the facilities of Joint Special Operations Task Force Philippines at Edwin Andrews Base in Zamboanga City. The same thing happened in Camp Bautista in Jolo where the task force facilities were also fenced prohibiting anyone, including Filipino military commanders, from entering. Marines are coming!

WASHINGTON officials are now considering moving some 3,300 marines to ‘elsewhere in the AsiaPacific region.’ Negotiations are underway with the Philippine government as possible ‘disposal’ area for these marines. Pentagon officials said that ‘the move is part of efforts to diversify their deployment on a rotational basis.’ The 3,300 marines is part of Cris Diaz more than 8,000 marines currently stationed in Okinawa Prefecture in Japan. The other 4,700 marines are schedule to move to Guam. wide, wide rice field in Mindanao fully planted as well as corn land that spreads as far as your eyes can see. I thought the government has embarked all sorts of agricultural ventures that had improved already the lifestyle of the Filipinos. When I was vacationing in the country few years ago, I was swarmed by friends and relatives who needed some kind of assistance. They were badly in need of food, school expense for their kids, shelters, etc. Some

of them naturally cannot provide enough food for the family because they do not have job to speak of. They have been unemployed for so long. Others have jobs but the amount of wages they get are not enough to sustain life of a family. If you go around the luxurious villages and subdivisions anywhere in the country, you will see abundance and pleasure. You will see Filipinos enjoying the life of wealth and luxury. Lots of food, lots of expensive things like cars, extra curricular activities, spacious homes and so many things not so much necessary in life. Your eyes will get tired seeing a life of abundance. Security Bank reports P6.7b income in 2011 SECU R IT Y Ba n k Corporation (PSE: SECB) released its unaudited 2011 full year results showing a net income of P6.7 billion and a return on equity (ROE) of 25.0%, exceeding its targets for the year. This accomplishment was achieved as Security Bank continued to uphold its commitment to deliver superior customer experience and shareholder value. Total assets expanded by 30% to PhP 215 billion, with the loan portfolio reflecting a 24% increase to PhP 92.0 billion as of year-end, spurred by strong credit demand in the top corporate and middle market segments. With the asset growth from loans and investments, net interest income likewise grew 24% to Php 7.5 Billion This translated to a healthy net interest margin (NIM) of 4.1%. This strong core revenue per forma nce was complemented by service charges and foreign exchange income growing by PhP 171.3 million or 11% which compensated for lower trading gains. In a recent meeting of the Mindanao Development Authority (MinDA) Board, consisting of all Regional D e vel opme nt C ou n c i l chairs, local government

officials, Congress and sectoral organizations in Mindanao, it unanimously pushed for the implementation of Mindanao Nurturing Our Waters (MindaNOW) as one of its flagship programs. Secretary Luwalhati Antonino, who convened the 5th MinDA Board meeting, said that the program adopts the “ridge-to-reef ” approach in integrating interventions for the development, protection and conservation of the watersheds and river

basins in Mindanao. “Mindanao has been suffering from massive deforestation and unsustainable agricultural practices,” said Antonino, adding that these contributed to major disasters including the recent flashfloods. The MinDA chair noted that prior to the flashfloods that hit Cagayan de Oro City and Iligan City last December, massive siltation and riverbank migration along the Pulangi River have caused flooding in the Allah Valley in North Cotabato.

Surigao del Sur’s tax take up 4.21 % TANDAG City, Surigao del Sur -- The Bureau of Internal Revenue (BIR) District Office 106 in Surigao del Sur posted a total P48,472,995.82 revenue collection for the month of January this year. Revenue District Amanoding Esmail said the amount represents an increase of P1,958,995.82, up 4.21 per cent over the projected target of P46,514,000 during the same period. Polygamy in Islam By SULTAN AMINODEN DIAMPUAN GURO

First of a series ISLAM holds women in high esteem. The woman is a masterpiece of Allah’s creation. And Islam stressed that woman is that creation into whose delicate hands the future of the world is entrusted. Men and women in Islam have equal rights but their duties are different. Science agrees that there are several physical differences between men and women. A woman is biologically different from a man. Thus, the two sexes have different roles in society. The man is responsible for the maintenance of the family and the wife is responsible for taking care of her children and home. And they should both offer other love, comfort, and support. Allah said: “They are your garments and you are their garments.” (Qur’an 2:187). Men and women are each other’s garments, they are for mutual support, comfort, and protection, fitting into each other as a garment fits the body. Islam requires men and women to behave with modesty and decency towards one other. A different role does not mean that some are superior and some are inferior. Islam gave them equal rights and encourages education for both of them. The Prophet Mohammad (s.a.w) said: “The search for knowledge is a duty on every Muslim.” (Narrated by Ibn Majah). As a result of this, many women have become famous scholars, writers, doctors, and teachers. Islam encourages marriage and considers happy family life as the foundation of a healthy society. It also stresses that sexual relationships outside marriage are sinful and it strongly condemns sexual scandal. Marriage in Islam had been ordained by Allah as the right and legal way to bear children and replenish the earth, for life on earth continues through children and children are products of marriage. Allah said: “And among His Signs is this, that He created for you mates from yourselves, that you may dwell in tranquility with them, and He has put love and mercy between you: verily in that are Signs for those who reflect”. (Qur’an 30:21) And He, Most High said: “And Allah has made for you mates from your own selves and made for you from them sons [and daughters] and grandsons [and granddaughters].” (Qur’an 16:72) Marriage in Islam is an important institution which protects the rights of men, women, and children, while satisfying the physical, emotional and intellectual needs of the family members. In order for family life to go smoothly, each partner must fulfill his/her part of the partnership according to the Law of Allah. He, the Almighty, Most High has given general guidelines concerning the role of each partner in the following verse: “Men are the protectors and maintainers of women, because Allah has made one of them to excel the other [in strength] and because they spend [to support them] from their means. Therefore, the righteous women are devoutly obedient [to Allah and to their husbands] and guard in the husband’s absence what Allah orders them to guard [their chastity, their husband’s property]. (Qur’an 4:34)

It is generally considered inappropriate to comment publicly on cases sub judice, which can be an offence in itself, leading to contempt of court proceedings.

Hunger gikan sa pahina 6 farther compared to the situation many years ago. It seems the government has not developed enough concern for people in poverty level. The scene remained the same and I even think it has gone too far already for the poor. Survival is terrific and thousands upon thousands have real difficulty surviving the cruel world.

This is particularly true in criminal cases, where publicly discussing cases sub judice may constitute interference with due process. The Senator Judges in this case can be persuaded with the message of no less, the President. I wonder if this impeachment is still a fair trial. I would be wary if I was a judge be it in the Municipal Trial Courts, the RTC, CA etc., you’re probably next! Something should be done. The government must wake up to realities surrounding the lives in the countryside. People are not just poor, many are dying of illnesses that cannot be treated for lack of money. Many just die on account of hunger and diseases. And yet the government is busy with excessive politics, bickering left and right and so many politicians wallow in the life of wealth. We must save our poor people now.

Kaamulan festival of Bukidnon KAAMULAN Festival is an ethnic cultural festival held annually in Malaybalay City, Bukidnon from the second half of February to March 10, the anniversary date of the foundation of Bukidnon as a province in 1917. It is held to celebrate the culture and tradition of the seven ethnic tribal groups—Bukidnon, Higaonon, Talaandig, Manobo, Matigsalug, Tigwahanon and Umayamnon—that originally inhabit the province. It is the only ethnic festival in the Philippines. Kaamulan comes from the Binukid word “amul” meaning to gather. Kaamulan is gathering for a purpose—a datuship ritual, a wedding ceremony, a thanksgiving festival during harvest time, a peace pact, or all of these together. Kaamulan started as a festival on May 15,

1974, during the fiesta celebration of the then municipality of Malaybalay. A town official thought of inviting some indigenous people to town and made them perform a few dance steps at Plaza Rizal to enliven the fiesta celebration. The celebration however proved very popular and together with national coverage the Kaamulan festival has become the regional festival of Northern Mindanao, as declared by the Regional Development Council of Region 10 on September 16, 1977. source: wikipedia

The inquiry will determine, to an extent, how LGUs can be provided the operational leeway to contribute their individual and collective shares in environmental protection through proper solid waste management practices. Pimentel, who is advocating for an increase in the IRA shares of LGUs to facilitate the devolution of local and fiscal autonomy, said since the enactment of the Solid Waste Management Act in 2003 only a handful of LGUs have succeeded in fully complying with the provisions of the law. The Mindanao solon said the framework, criteria and guidelines for siting, design, operation and maintenance of solid waste management facilities may have to be reviewed to determine the individual capability of the LGUs in complying with the law. “I believe that a review is necessary as this will give us a bird’s eye view of the current situation and offer long-term solutions to the worsening environmental problems, not to mention the catastrophes brought about by our inability to prepare adequately against weather disturbances,” said Pimentel.
