Cowd suspends water rate increase THE Cagayan de Oro Water District (Cowd) yesterday suspended the implementation of the 30-percent water rate adjustments following a court order. Engr. Rachel M. THE DEPARTMENT of Interior and Local Government called on ‘punong barangays’ throughout the country to conduct disaster awareness and response campaign in their respective communities. Local government Secretary Jesse Robredo made the call during the meeting of the National Executive Board of the 42,000-strong Liga ng mga Barangay in Manila last week. More than 100 representatives from the provinces and highly urbanized cities and chapter presidents of the Liga ng mga Barangay participated the meeting. Robredo enjoined all barangay officials to be ready at all times when disasters occurred through their disaster risk reduction and management plan which include evacuation of residents to safe grounds when necessary. He said barangay leaders must also follow disaster protocol, install early warning system and conduct

B U T UA N C i t y – – A 30-minute fire hit a twostorey commercial building on G. Flores Avenue here Tuesday. Insp. Alric Gomez said the blaze started at around 10 am at the building owned by Rowena Villanueva. Gomez said a crew and four firetrucks were immediately deployed to the fire scene a few blocks from the city fire station. The blaze was put under control 30 minutes later, Gomez said. No casualty was reported in the fire which partially destroyed the building, he said. Gomez estimated the cost of the damage at P200,000. Meanwhile, fire investigators were still determining the cause of the blaze.

MALAYBALAY City––The 2012 Half Marathon which the provincial government of Bukidnon had organized went well as it culminated on February 19 at the capitol ground here. Race Director Rommel Abao said some 414 individuals registered for the footrace. Abao said the race was divided into four categories––the 21-kilometer run, 10-kilometer run, five-kilometer run, and two-kilometer run. The race was open for men and women. The race was the pilot event and part of the annual celebration of the Kaamulan festival. The organizers said they were elated over the success of the footrace claiming that for the first time the race drew many participants. On one hand, Provincial Legal Officer Joeffrey Sayson thanked Bukidnon Governor Alex Calingasan for allowing the inclusion of the Half Marathon as part of the annual celebration of the Kaamulan Festival.

DECLARATION OF POLICY. It shall be the declared policy of the City Government of Butuan to value the dignity of every human person and guarantee the respect of individual rights. Towards this end, the City Government of Butuan shall give main concern to the enactment of measures and development of programs that will promote human dignity and protect the people from any threat of violence and exploitation. SECTION 2. DEFINITION OF TERMS. As used in this ordinance, the following terms shall mean, thus:

All establishments applying for renewal of permits/ licenses shall sign an undertaking that they shall not employ minors and women who are suspected victims of trafficking. All boarding houses, pension houses, dormitories and similar establishments shall be required to apply for business permits. All such establishments applying for new business license or applying for renewal of permit shall sign an undertaking that they shall not engage in any acts which promote trafficking such as, but not limited to allowing the use of their premises to traffickers and their victims. The owner, manager, proprietor of such establishments shall have the mandatory duty to report suspected cases of trafficking to the Committee or to the concerned government agencies. Nipa sugar production to boost Caraga’s economy

BUTUAN CITY, -- It used to be that all sugars came from cane and nobody knew any better. But with the changing lifestyle and the rise of specific diseases caused by food, there is today a concerted effort to plan what one eats. “The nipa sugar production is a good potential to boost the economy of Caraga Region,” said Foundation for Rural Enterprise and Ecology Development of Mindanao (FREEDOM) Ex-
ecutive Director Antonio Peralta during a recent roundtable discussion with PIACaraga personnel. Peralta said since Caraga Region is a coastal region where nipa tree is abundant, there is a potential of economic development as this can also be a substitute for coco sugar. The official said the processing of the nipa sugar is the same with coco sugar but some modifications are still needed to produce sugar which has the same quality with that of coco sugar. Dir. Peralta further said since nipa trees belong to the same family as that of the coconut tree, the produced sugar has low glycemic index, and according to international standards, if the glycemic index is within 50 or below 50, the product is good for the body. He added that for coco sugar, the glycemic index is

Recent studies from Harvard School of Public Health indicate that the risks of diseases such as type 2 diabetes and coronary heart disease are strongly related to the GI of the overall diet. In 1999, the World Health Organization (WHO) and Food and Agriculture Organization (FAO) recommended that
people in industrialized countries base their diets on low-GI foods in order to prevent the most common diseases of affluence, such as coronary heart disease, diabetes, and obesity. Competent but corrupt or incompetent but honest? THE ongoing constitutional crisis many say is all about our vibrant democracy. I remember pre-martial law days when our vibrant democracy was even more prevalent. The on-set of the 70’s introduced student riots and unrest in most of the universities with dissident students based on public perceptions then belonging to the left Harry Tambuatco who defied the rule of law. Politicians were practically shooting each other running to the powers that were including the media to pin blame against their opponents. It was a hay day for content for all media concerned. Is this what to expect of our vibrant democracy? The staggering impeachment trial has begun to spur wings of even more wrong-doings if not corruption today dragging the banking and financial industry to question both its practices and integrity. The legal and the rule of law have already been in the doldrums for some time with “sub judice’ no longer restricting the practice of discussing issues sensitive to the trial with media. No less than the president has openly condemned the Chief Justice of corruption and refuses to be gagged. Legislation? Do you think any of our Representatives and Senators can get anything done with the impeachment taking all of their time? At this rate with only Article #2 after two months of trial, we are sure to run into the better half of this year dedicated to this trial. The issue of impeachment is really all about the competence but dishonesty (corruption if you must) of the Chief Justice. The debates are about the partiality of no less the Chief Justice on whether we can pin blame on the former President (GMA). Meanwhile the economy is on a nose dive with our GDP dropping to half with no clear cut measures in place other than the Public Private Partnership which still needs to take-off. Our coffers are full of dollars and pesos with saving as the current strategy until government can determine where, when and how to spend our monies for economic

Who can stop mining in Opol?
VICE GOVERNOR Norris Babiera of Misamis Oriental should totally ban small-scale mining in the hinterlands of Misamis Oriental. A oneyear moratorium is not a solution to curtail small-scale mining activities. On Monday, Babiera sponsored the passage of a resolution for a one-year moratorium on small-scale mining particularly, in the mountains of Opol and in the province of Cris Diaz Misamis Oriental in general. This corner wrote about an ordinance banning small-scale mining in the municipal town of Opol few days ago. There is a difference between a resolution and an ordinance. An ordinance is a local legislative act imposed COMPETENT/p.10 as a permanent law (unless repealed). A resolution is only an expression of opinion of the local legislative body and is of temporary character. What is, therefore, the significance of Babiera’s resolution as far as Opol is concerned? Technically speaking, the resolution has no bearing at all. Town officials of Opol have option to implement the resolution or not. While small scale mining is also part of RA 7942 under Chapter VII, its implementing rules and guidelines are governed by Republic Act 7076, a separate legislative act earlier approved on June 27, 1991. Thus, Babiera’s resolution is irrelevant. Why would town mayor Dexter Yasay stop mining operations in his municipal town? In the first place, these mining firms are not operating under RA 7076, a law that regulates small-scale mining. Beside, there are insinuations that Yasay and his town officials are reportedly enjoying some privileges from these mining companies, too. Some even hinted that Yasay have more of his time spending in the hinterlands of Opol than in his office. That Yasay spent more time in the mountains to run after small-scale mining activities to make sure that operation of mining firms are not bothered. destruction in the aftermath of Typhoon Sendong, as is being protested now by groups like the Young Moro Professionals Network, will no longer help those who died and will no longer restore whatever it was that was destroyed by the rains and the floods in Cagayan de Oro and Iligan. What all of the people in Mindanao---whether Christians or Muslims--should realize now is that, Sendong and other calamities from rains and floods were foretold by Jesus a long time ago (see Matthew 7:24-27 of the Bible), and, if we only listened, could have been effectively prevented. COMPETING against the socalled “big three” in the ice cream industry: Selecta, Nestle, and Magnolia is much of an ambition for a newbie Davaobased ice cream product known to Dabawenyos as Allegro. “ When we started, we never wanted to compete with these Big Three. Rather, we competed against our own,” said Allegro spokesperson Leo Montelibano. Davao’s own “Allegro” recipe was first concocted by a Dutch consultant who brought here the machineries and the recipe in 2006 to help out budding entrepreneur Allan Pang try out the ice cream investment. However, the first taste of Allegro was too “Italian” that the owner feared it won’t capture the taste interest of the middle class Dabawenyos, their target market at that time. Further market research and study by the in-house certified food technologist resulted to a perfect mix of Italian and Filipino taste. Selling the product which is slightly cheaper over the multi-national ice cream goods turned out the earliest challenge that Allegro faced. To address this, the company added up its product line to capture various markets to include milk bars, cream sandwich, ice cream in cones and gallons. Despite massive marketing and product development, the business still found it challenging to penetrate the market outside Davao. This led the Allegro owner to avail of the Davao Branding Program under the Davao City Chamber of Commerce and Industry Inc. which aims to upgrade the current level of appreciation for excellence and quality of
locally manufactured products by introducing a local branding system for locally made products that are of exceptional quality. Davao branding was conceptualized to help Davao-made products find a niche in both local and international markets. DCCCII officers believed that Davao Branding will create a strong identity and market presence for the quality of locally manufactured products in the local as well as international market; and that locally manufactured products will be encouraged to aspire for better quality and class. The Davao Branding Program focuses its assistance to the micro, small and medium enterprise belonging in the sector of fresh and processed foods, floriculture, horticultures, livestock and poultry. For Allegro Ice Cream, applying for the Davao Brand turned out an inspiration for the business to keep up and even do better with the standards set by the Accreditation Body. In 2008, Allegro applied for and was eventually included into the Davao City Chamber of Commerce and Industry Inc.’s Davao Branding Program. Inclusion in the roster of Davao-made products getting the Davao Brand seal as seen on the product cover would now ensure buyers a quality product that passed a stringent assessment and evaluation of the accreditation board. Montelibano said “this guarantees cleanliness of the production process, along with quality of the products. Davao Branding Seal attached to our products signifies Allegro Ice Cream as Davao ’s own”. Allegro is currently being
well accepted in major shopping malls and locations in Davao City and in in the Province of Bukidnon . Also, the local ice cream brand was tapped by the Holiday Gym and Spa to make Holiday Lite Ice Cream, which has less sugar and low fat for its healthy conscious demographic. Clients can still fill their craving without fear of compromising their clients and hard work. Allegro is just one of the 19 Davao-made products that passed the accreditation process and got the Davao Branding Seal. Some of these products are Porky Best Chicharon, SULO Orchid Garden , Puentespina Orchids and Tropical Plants, Rosario Fruits Stop, Emerald Durian Palace , and Tagum Golden Foods. “ We want to inculcate in the minds of the consumers that it is important to trust and buy products with the Davao Brand Seal as these are proven with quality,” said Kathy Tupas of the DCCCII. The Davao Branding team is now on its seventh round of accreditation and now works on the area of cosmetics as a priority sector. The Davao City Council supports this project of the DCCCII in a form of a city ordinance. Former councilor Peter T. Laviña, sponsored the Ordinance 0355-07 creating the Davao Branding System. The ordinance also created the accreditation body composed of LGU, DCCCII, DTI, Department of Science and Technology and Department of Agriculture. Currently, the Davao Branding team continues to better processes and encourage more Davao-based businesses to have their products accredited by the program.

Body acts on plaints of Oro river rafting clients THE Cagayan de Oro City Tourism Board headed by its Chair Rhia Rita Abalos, is taking aggressive initiatives to help the water rafting industry in the city. It was reported by Vit Espulgar, president of the City River Rafter’s Association, that although river rafting business has started picking up after Typhoon Sendong hit Cagayan de Oro City in December last year, the absence of adequate facilities for rafting clients is still their primary concern. Significant number of river rafting clients had expressed concern about the absence of rest rooms, dressing area, and water supply at the end point. The association had already conducted clearing operations along the river rafting route from debris and other obstruction, but structures at the start and
end point have been totally destroyed including a restaurant. The owner of the area which is believed to be privately owned, had given assurance that they will start re-construction anytime soon. The CDO Tourism Board will assist the local river rafting association link with the Department of Tourism and other potential private and government who will be willing to give aid for the purpose of building rest rooms, dressing area facilities, temporary water supply and other facilities that are seen as immediately needed. We want to clarify that our contract with TMI is only for ancillary services, not for the supply of power for the consumption of end-users. NGCP is not allowed by law or existing regulations to contract with power generators for the supply to end-users,” Cynthia Alabanza, NGCP’s spokesperson, said in a statement sent to the Mindanao Examiner. “That obligation, to supply power to end-users, belongs to the local distribution utility or cooperative,” she said. TMI refers to Therma Marine Incorporated. NGCP insisted the load curtailment and power interruptions are attributed to the so-called “generation deficiency” or lack of power supply generated by plants. The Mindanao grid needs baseload power supply. Baseload refers to the power required to meet minimum demands based on the expectations of customer requirements. “NGCP has been transparent on the actual supply situation in the country. We publish the power situation outlook on a daily basis, to inform everyone on the electricity supply status. For the Mindanao grid, there is a deficiency,” Alabanza said. “For example, just this week, the supply of electricity available to the grid was around 1,112 MW (megawatts). However, the system demand peaked at 1,261 MW, which means the demand overshot the supply by 149 MW. This number does not even include the required regulating and contingency reserves which should be around 150 MW to ensure grid stability. Clearly, there is a deficiency. And this information is available to everyone. We publish it in major dailies

Alabanza said in the event that the power supply from the plants is not enough to address the demands of all power customers connected to the grid, NGCP implements load curtailment to maintain the power grid’s security and reliability. “The level of curtailment is based on the matrix of load to be maintained issued by the Power Sector Assets and Liabilities Management Corporation/ National Power Corporation. NGCP has nothing to do with supply. It does not, it cannot, by itself, determine what portion of the available supply will be allocated to each franchise area or distribution utility. We only follow the matrix,” she said. NGCP bills and collects ancillary services charges from its direct customers then remits these collections directly and entirely to the ancillary services provider,
TMI. “Ancillary services are pass through charges. NGCP does not make money off this transaction. Often times, we even lose money because while we have to pay generators for the full amount billed us, we cannot always collect from our own customers,” Alabanza said. NGCP has remitted P3.4 billion and P2.9 billion ancillary payments to TMI in 2010 and 2011, respectively. As the collecting agent, NGCP did not get revenues from the said fees. Alabanza said the NGCP cannot be blamed for the power problem in Mindanao because its lines are sufficient and are able to handle the entire energy load in the area. These lines are fully operational and are ready to deliver available power from the generators or producers to end-users. At present, power plants of the National Power Corporation and privately owned generating companies cannot meet the demand of customers connected to the Mindanao grid.
COTABATO City––The three-man panel of state prosecutors will start the preliminary investigation on the charges of frustrated murder against the suspects in the January 10 ambush of Cotabato City Vice Mayor Muslimin Sema next week. In a department order, Justice Secretary Leila De Lima named Assistant State Prosecutor Vimar Barcellano and prosecution lawyers Gerard Gaerlan and Javee Laurence Bandong as members of the panel. The Criminal Investigation and Detection Group (CIDG) have filed criminal charges against Cotabato City Mayor Japal Guiani, his sister-lawyer City Administrator Cynthia Guiani-Sayadi and her husband Omar, Cota-
bato City Councilors Nasser Dumama and Abdilla Lim, village chair Amil Sula and Police Insp. Noel Gutierrez. They are all facing charges of multiple murder and three counts of attempted murder. “The panel was directed to file appropriate information before the appropriate court if the evidence warrants,” De Lima said in her order. The order was issued by de Lima following a complaint filed by CIDG last February 6. Police said witnesses claimed that the attack on the vice mayor was political motivated since he is planning to run for mayor against Guiani in the 2013 elections. Sema, also chair of the
Moro National Liberation Front, sustained gunshot wounds on the right side of his lower jaw when the alleged gunman, Zermin Abdulla, opened fire on him while he was heading for home along Gonzalo Javier Street on January 10.
