Small-scale miners eye operations in South Cotabato town GENERAL Santos City–– With the recent denial of the environmental compliance certificate (ECC) application of foreign-backed mining firm Sagittarius Mines, Inc. (SMI), several individuals have expressed interest to establish small-scale mining operations in Tampakan, South Cotabato. Siegfred Flaviano, Provincial Environment Management Office chief, said representatives of the group have approached the agency on how to get a clearance for legitimate small-scale mining activities. “Although they have not formally filed an application, they are asking about the process and we have given them the requirements,” he said. He described those wanting to put up small-scale mining operations in the
mountains of Tampakan “as private citizens of Liberty,” one of the town’s barangays. Tampakan hosts the massive copper-gold project of SMI, whose application for an ECC was denied last January 3 by the Department of Environment and Natural Resources. SMI, which is controlled by Xstrata Copper, the world’s fourth largest copper producer, has since filed a motion for reconsideration with the Environment department. Rene Pamplona, advocacy officer of the Social Action Center of the Diocese of Marbel, confirmed the intention of locals to have legitimate small-scale mining operations in Tampakan. “They want to engage in hydraulic or sluice mining operations,” he said. Sluice mining, locally
called banlas, is a destructive method banned by the provincial government. It employs high-pressure water jets to dislodge or move sediments, which have a devastating effect on the environment including siltation and mercury contamination. John Arnaldo, SMI corporate communications manager, bucked possible small-scale mining activities within the company’s tenement area, which reportedly host the largest known undeveloped copper-gold deposit in Southeast Asia. “Under our FTAA (Financial and Technical Assistance Agreement) contract with the government, the mine area is solely for large-scale minerals development,” he said. A report from the Philippine News Agency

PAL still helping ‘Sendong’ victims THE Philippine Airlines (PAL) continues to help victims of typhoon ‘Sendong’ more than a month since it began airlifting relief goods for free to Cagayan de Oro and Dumaguete. With more donations still lined up for loading, particularly those from abroad, the PAL Foundation extended the free shipment of donations to February 15, in hopes of lifting the spirits of Sendong victims this coming Valentine’s Day. PAL Foundation executive director Menchu Sarmiento said PAL Cargo will continue to load donated goods from non-profit organizations, as instructed by PAL President Jaime J. Bautista who extended the PAL Disaster Response Initiative after it lapsed January 31. Sarmiento said the PAL Foundation is still receiving donations from abroad as endorsed by different Philippine embassies. “While others may have shifted their attention elsewhere, PAL remains com-
mitted and focused in assisting the typhoon victims by providing the fastest transport of goods critically needed in devastated areas,” added Sarmiento. PAL Cargo reported loading so far more than 23 tons of relief goods with Asia Brewery heading the list of shippers, sending much-needed bottled water immediately after typhoon Sendong wreaked havoc across Northern Mindanao and Central Visayas on December 17, 2011. The Tan Yan Kee Foundation of the Lucio Tan Group of Companies also joined the initial batch of
donors, with Chairman Lucio Tan personally directing relief efforts in Cagayan de Oro. PAL Cargo has been ferrying 16 to 18 tons of relief goods daily, made up mostly of food, water, clothing, medicines to Cagayan de Oro City. The national flag carrier has five flights daily to the Northern Mindanao City and twice daily to Dumaguete. Some 2,000 body bags from Taiwan had been airlifted, as well as four pallets of water treatment supplies and equipment brought in by a medical team from Vancouver, as well as half a ton of oral rehydration salts from San Francisco, USA. PAL is the only airline in the domestic sector using wide-bodied aircraft, enabling it to carry up to 20 tons in its belly. PAL is also the preferred airfreight carrier for aquatic, agricultural and time-sensitive products for export, since the airline has the most direct flights to Asia, Australia, Canada and US.
EXPANDING IRRIGATION IN ZAMBOANGA SIBUGAY To help the FRANCOBILS Irrigators’ Association—composed of 48 smallhold grain growers in Tungawan, Zamboanga Sibugay—expand its irrigation system, the U.S. Agency for International Development (USAID) improved 865 meters of the existing communal irrigation system through its Growth with Equity in Mindanao Program. By lining the irrigation canal with concrete which reduces water loss, the association was able to double the irrigated area from 120 to 160 hectares. The municipal government and the irrigators association covered approximately 33 percent of the total cost of the irrigation system upgrade in Tungawan. In partnership with municipal governments, USAID has completed 18 irrigation system upgrades to date, improving or rehabilitating a total of about 10 kilometers of irrigation canals to benefit more than 5,000 farmers in Mindanao. The Program is implemented under the oversight of the Mindanao Development Authority (MinDA).Photo: USAID
CAGAYAN de Oro City–– The Bureau of Fisheries and Aquatic Resources (BFAR), February, shellfish bulletin still list Misamis Occidental among other provinces found to be positive of the red tide toxin. As such, BFAR advises the public also living in Dumanguillas Bay in Zamboanga del Sur; Murcielagos Bay in Zamboanga del Norte; Masinloc Bay in Zambales; Bataan coastal waters (Mariveles, Limay, Orion, Pilar, Balanga, Orani, ABucay and Samal); Matarinao Bay in Eastern Samar; and Wawa, Bani in Pangasinan to stay away from all types of shellfishes and alamang. BFAR laboratory reports shows that it contains “red tide toxin” and is absolutely not safe for human consumption. Fish, squids, shrimps, and crabs however remains safe provided that they are fresh, thoroughly washed and removed of internal organs before cooking. Among the BFAR test areas in the region, the Taquines Lagoon in Mahinog, Camiguin has remained free of such toxin. (PIA 10)
4CMOBn takes command over 4ID Task Group ‘Diamond’ Response CAMP EVANGELISTA, Cagayan de Oro City––The 4th Infantry “Diamond” Division turned-over the 4ID Task Group “Diamond” Response to the 4th Civil Military Operations Battalion at the Division’s Grandstand here recently. The 4ID Task Group “Diamond” Response was organized on December 18, 2011 to address the damning situation caused by Typhoon Sendong and ensure that all the requests and needs of the Sendong survivors are well taken cared of. During the turn-over,
the 4CMOBn assumed the leadership, duties and responsibilities of the Task Group to continue its previous commitments, however, coordination and other obligations will be channeled through the said battalion. The turnover was done since the Task Group has minimal activities which is more on relief distribution, medical mission and clean up drive while major activities such as rehabilitation and relocation of the Sendong survivors is taken cared of by the City Government and other caused-oriented
groups. MGen Victor A Felix AFP, Commander, 4ID said, “With this turnover, the 4th Infantry Division reiterates its commitment to help the City and the Sendong victims through our CMOBn. Other forces previously controlled by the Task Group will revert back to its traditional role of winning the peace in this part of the country. Rest assured that we are always ready to help our people, especially the less fortunate ones when needed.” RESPONSE/PAGE 11

Military belies report journos held ‘hostage’ By AL JACINTO, Regional Editor-Zamboanga
PAGADIAN City––Authorities have denied news reports that a group of journalists were held hostage while attempting to enter a private mining company without permission in Zamboanga del Sur’s Bayog town. The journalists claimed they were being held against their will in Balabag, a mountainous area, where TVI Resources Development (Phils.) Inc. is currently conducting mine exploration. The area is also home to hundreds of illegal gold mining operations. “We categorically deny the report that our soldiers and paramilitary forces have held those people hostage. Their assumption that the soldiers intentionally blocked the road with mud and debris was totally wrong. They were stranded in a landslide which barred any vehicles from entering
the villages in the interior,” said Major Harold Cabunoc, a spokesman for the Philippine Army. Cabunoc said that the journalists who were on board several motorcycles were briefly stopped at an inter-agency checkpoint in Guinoman village. The journalists claimed they were supposed to cover the eviction of a group of small-scale miners, who lost a court case against TVI-RD. “It is part of our standard operating procedures to stop (and inspect) vehicles to know the people who pass (there), especially that some of our soldiers were held hostage (by communist rebels) in that area on December 3, 2011. The checkpoint is also manned by Department of Environment and Natural Resources personnel who are tasked to thwart illegal logging in
the area,” he said. Cabunoc said the journalists were eventually allowed to proceed to their destination but a huge pile of mud and soil along the road prevented them from passing the area. He said frustrated about the situation, two of the journalists - Lito Pedrano and Jong Cadion - assumed that the military forces in the area intentionally blocked their path to “hold them hostage.” Their fear, Cabunoc said, was aggravated upon seeing that there were backhoes in the area and reminded them of the massacre of journalists in Maguindanao in 2009. He said in a text message that journalists sent out to the media, they “desperately asked for help from their perceived “hostage takers,” the government militias. “We need help dahil nagiging hostage kami ngayHOSTAGE/PAGE 11

Local govt of Mambajao passes ordinance to protect White Island By JORIE C. VALCORZA of PIA -10
CAMIGUIN, Mambajao–– Camiguin’s White Island is now strictly enforcing the “no-take zone policy” within its marine protected sanctuaries following the passage of an ordinance establishing it as a marine park. Touching and removal of any marine organism inside the “White Island Marine Park” will be meted with a corresponding fine as approved by the local government. The White Island Marine Park has a total area of 315.6 hectares and is divided into several management zones with corresponding technical descriptions and regulations per zone. The marine sanctuary zone only occupies some 37.74 hectares of the total protected area. Other management zones identified were the sustainable fisheries zone with 230.5-hectares coverage, a 25-hectare recre-
ational zone, 2.543-hectare regulated gleaning zone, and the 9.653-hectare regulated anchovies fishing zone. The approved Municipal Ordinance No. 2010-04 further cited that recreational activities such as diving and snorkeling is still allowed within the marine sanctuary zone provided that is shall follow the allowed number of persons in the dive site at any one time and with the supervision of a dive guide. Diving within fisheries zone, however, takes second priority to tradi-

tional fishing to prevent any conflict regarding resource use between fishermen and recreational divers. The extraction of sand, corals, and use of jet skis and speedboat within the marine park is prohibited and all other activities that may damage its ecological balance such as dumping of waste, mutilating and defacing of the island’s natural beauty. Within a year from affectivity of the newly passed ordinance, the local government will start marking the boundaries of the Marine Park with visible permanent markers.

Oil rises to near $ 109 in Asia OIL prices rose to a fresh nine-month high near $ 109 a barrel in Asia on Friday amid signs the U.S. economy is improving against a backdrop of elevated tensions in the Middle East. Benchmark crude for April delivery was up 75 cents to 108.58 dollars per barrel midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose 1.55 dollars to settle at 107.83 dollars in New York on Thursday.
Brent crude was up 50 cents at $ 124.22 per barrel in London. Traders brushed off evidence that crude demand in the U.S. remains weak. The Energy Department’s Energy Information Administration said Thursday crude inventories rose 1.6 million barrels last week and that oil demand has dropped 6.7 percent from a year ago. “The ability of crude to post new highs in the face of what appeared to be a bearish EIA report attests to
the underlying strength of this price advance,’ energy trader and consultant Ritterbusch and Associates said in a report. “The oil market has evolved into somewhat of a self perpetuating cycle in which new highs beget new buying that forces new highs.” In other energy trading, heating oil rose 0.1 cent to 3.29 dollars per gallon and gasoline futures added 0.8 cent to $ 3.30 per gallon. Natural gas fell 3.2 cents to 2.59 dollars per 1,000 cubic feet. (PNA/IRNA)

Gold remains Davao region’s top export commodity By FRANCES MAE GEVERA-MACAPAGAT
D
AVAO CITY – Gold is now on the fifth spot as a major export commodity in Davao region as it gained three percent growth from negative 8.7 in 2008.
Data from the Mines and Geo-science Bureau XI also showed that Region XI produced 836,450 kilos of gold in 2011 with an equivalent value of P1.8 billion. This production was reported by large-scale mining companies such as Apex Mining Co. and JB Management. MGB XI regional director Edilberto L. Arreza said during the Kapihan sa PIA Davao recently that he expects more than this volume from small-scale mining companies as the Bangko Sentral said only 20 percent of the mineral production came from large scale mining. Compostela Valley Board Member Augusto Blanco Jr.
admitted so much economic benefits for the province from an active mining sector. “ Most of the mineralrich municipalities in the province were categorized fourth or fifth class towns. However, with the active mining activities that encouraged trading in this communities, they are now elevated to first class municipalities,” said Blanco. MGB XI data showed that Compostela Valley Province generated more than P40 million from excise tax last year and more than P2 million from extraction fee in the same period. It was also last year that mineral-rich provinces like Compostela Valley enjoyed
not just in the increase of volume on gold extraction but also on the equivalent value which is caused by the significant increase on the value of gold in the world market. The National Economic Development Authority XI also reported 36,000 Filipinos have been employed in director Bonifacio Uy said large scale and small scale the said industry since 2009. this number comes from mining companies. Survival skill
A new creation Alex A. Podador
The Lord’s Prayer MATTHEW 6:9-15, these verses teach us how we should pray. The Lord’s kingdom come, the Lord’s will being done on earth as it is in heaven. All these things are to be the priorities of our life, and the God-centeredness of this prayer ought to be directing us to God-centered living, if we are listening and if we are praying, as it is meant to be listened to and prayed for. This prayer also reminds us of a very important linkage in the Christian life. The linkage between God’s forgiveness of us, between our forgiveness of others and our ability to be great or strong in prayer. Those three things you see are linked together. God’s forgiveness for man is the foundation of our becoming great in prayer. Oh, there are many pagans who, in their time, have lifted-up prayers, and the Lord has graciously answered those prayers. But they will never be mighty in prayer because to be mighty in prayer is to know the

one to whom we address ourselves in a living and saving relationship. Those who are mighty in prayer, they must know His mercy. And because they know His mercy, they must also be people, whose hearts are enlarged by that mercy. And those things in combination, give us great power in prayer. This prayer sets that truth before us today. There are many things that we could learn from this prayer. At the very beginning of the prayer, He wants you to remember that you are not entering the throne room by right, you are entering the throne room by privilege. You are not entering the throne room by nature, you are entering the throne room by covenant. You are not entering the throne room merely as a creature, but you are entering the throne room, as a child of God. And that should remind you of the mercy of God towards you. God has showered His mercy on you. You deserves
THINK a minute. It’s truly amazing how the Jewish people have survived after thousands of years of being slaves, persecuted, and even attempted genocide when Hitler’s Nazi’s murdered 6 million Jews! That’s why in 1934, Germany was the wrong place to be a Jew. When Hitler’s teenage gangs took over his village the little Jewish boy, Heinz, was just 11 years old. Heinz’s parents taught their children how important it was to learn selfcontrol. With the Nazi gangs terrorizing their village on the streets daily, Heinz’s parents knew that just one
Think A Minute Jhan Tiafau Hurst moment of losing control of their anger against their Nazi rulers could mean the death of their family. So Heinz learned to stay out of their way, sometimes crossing the street or taking a different road home. But one day, young Heinz was finally cornered by one of Hitler’s bullies. For the first time, Heinz
was forced to talk to a Nazi youth. But by staying calm and carefully choosing his words, Heinz surprised even himself when he talked his way out of trouble and convinced this bully not to hurt him but to let him go. That day, Heinz discovered his survival skill of talking and reasoning
with others. It was a major turning point that changed his life—and later changed the world. After a few years, Heinz’s family escaped from Germany and moved to America. But Heinz never forgot how to talk with people and help bring peace between enemies. You see, that 11-year-old boy who had negotiated his first peace settlement with a Nazi bully, later became one of the greatest ambassadors of peace in the world. You’ve probably heard of him… not as Heinz…but by his American name: Henry Kissinger, the former U. S. Secretary of State. Think a Minute.
Search is on for congressman
THE election season is heating up. We now hear unknown voices from different corners discussing about impossibilities and possibilities. Some names started to crop as potential candidates. People also start to assess capabilities of probable candidates, too. It is normal. For instance, the guessing games on possible candidates for Cagayan de Oro’s first congressional district Cris Diaz appear to be popular this early. It seems that people in the first district are not satisfied with their incumbent Congressman. Thus, the search for worthy candidates began. It is disheartening to hear people expressing dissatisfaction on Cong. Benjo Benaldo’s performance as representative of Cagayan de Oro City’s first district. Although Benaldo may have instituted lot of projPRAYER/p.11 ects, the people remain discontented. In other words, as far as the first district is concerned, Benaldo’s rating is ‘below average.’ Now, people start to question Benaldo’s capability as Congressman. On the other hand, the electorates also feel that Joaquin ‘Kikang” Uy, Benaldo’s closest rival in the 2010 The MINDANAO DAILY is published by Mindanao Daily congressional elections, does not possess the quality Balita at Door 3, Geleng Bldg., Lapasan Highway, Cagayan de of being a Congressman. The electorates advance this Oro City. It is registered with the Department of Trade and Industry (DTI), Region 10 with CerƟfifcate No. 01349532, and idea as an indirect precaution that ‘Kikang’ will never
win if, again, he runs for congress. Although there are talks that former Congressman Rolando ‘Klarex’ Uy, Kikang’s father, may run for Congress again, the possibility of ‘Klarex’ winning is also remote. This consideration may sound too much, but people know that ‘Klarex’ Uy’s have not left a legacy as the first district’s erstwhile representative in Congress. Considering that Uy only served a three-year term in Congress, it could be understandable that projects for his district were then limited. Uy’s defeat in the mayoral race, instead of running for re-election in Congress, also exacerbated his political unpopularity. Thus, it is clear that the names of Benaldo and Uy no longer appeal to electorates in the 2013 elections. Others like Darimbang, Daba and Tagarda have also lost their charms. Many, however, contended that Benaldo, as an incumbent and as an official Padayon Pilipino candidate, is in the possession of winning a reelection. This is fallacy. On the contrary, the secret in winning any electoral exercise rest on peoples’ trust, confidence and faith in a leader. Aside from this, the electorates account their leader’s accomplishments, fulfillment of public obligations and integrity in serving the constituents. The absence and the lack of these elements mean evident defeat in any electoral exercise. React: crisguardian@yahoo.com

Ben Emata Jr. are just sorry. This problem should be undertaken by the national government. Crimes take place nationwide and it is for the higher authorities to do something to stop this or at least reduce the incidence of such evils. Because of crimes, businessmen from other countries are afraid to come. They are apprehensive they will not succeed if they put up their investments here. They can be victims and, therefore, lose sight of their money. And investors from Manila would not dare to put up new business firms in the Visayas and Mindanao for the same reasons. President Noynoy Aquino should do something to stop crimes. Crimes are part of society and the
national government may not be able to stop it in its entirety but surely it can reduce tremendously. If we can reach to a point where foreign investors would not be rattled by big crimes thus allowing them to put up their businesses here. I supposed we have to increase the number of police officers who should make rounds of every place especially those with more crimes. We need new system of guarding the innocent people, the business and professional sectors and everyone in a society. We must do something before our country becomes the world capital of crimes. Only the President of the country can put up investments to combat such
things. Crimes exist mostly in countries where there is an unemployment problem. I think our government could not tell exactly how many millions of our people are without jobs. We see these people walking in streets, going places in search of food and anything for the family. They are hungry and many of them just think bad. A lot of them end up committing crimes. The President can still proceed with his political vendetta against his enemies while fighting crimes. He can still send to jail his political enemies and go on with solving the big problem of peace and order in the country. We must know that crimes multiply very rapidly because criminals are plenty anywhere in the country. Many of our unemployed people go on committing crimes. To their minds, there is something to do that can give them income or financial resources.

Lechon Manok ni Sr. Pedro: The Taste of Success By MIKE BAÑOS Photo by NOEL GODINEZ
DOLE sets muscovado project in Bukidnon By MILDRED DABLIO
ANG Manok ni Sr. Pedro, perhaps now one of the most popular roast chicken chains in the Visayas and Mindanao—and yes, it is also making its mark in Luzon—is like many of its kind, a beautiful family success story. Many think it was Rep. Peter M. Unabia of the first congressional district of Misamis Oriental who started “Lechon Manok ni Sr. Pedro” and started it (after all, it bears his name) But his brother Antonietto played a major role in turning the dream into reality. Antonietto Mamawag Unabia, a local boy from Malaybalay, Bukidnon, studied commerce at San Isidro College. When he retired from the Philippine National Bank (PNB) as a credit investigator of 12 years, Nieto as he is known to friends, took his lump sum retirement pension and decided to go into business. Between 1991 and1992, he went into various small business ventures taking the Bachelor Bus around Mindanao. He was at one time or another a comprador of fish from Surigao, dressed chicken from Cebu, office supplies from Cagayan de Oro, and veterinary supplies. He even put up a pool hall and a majongan at his residence. All failed. Down but not out, Nieto rented half of a 32-square meter lot next to the PNBMalaybalay branch and started selling snacks to his former colleagues. He would eventually provide breakfast and all kinds of meals in his menu. Named “Middle Chamber,” Nieto functioned as an allaround guy for his wife Nida, helping prepare the food, run errands and the like. It was during these desperate times that the idea to sell lechon manok came to him when he noticed that
their litsonero after 9 am. With broilers sourced from nearby backyard poultries, Nieto started experimenting with formulations for three months until he hit the right one which suited his taste. Lechon manok in the first place was already an obsession since high school. Still unbranded, Nieto started selling a whole chicken at P90 although he also sold it as cut-ups like wings, legs and breast. As usual, it was his faithful band of PNB colleagues who started bringing whole lechon manoks home to share it with their family instead of simply dining in at the Middle Chamber. “Sugod pa lamang, abi nako 30 ka tibuok litson manok lamang kada adlaw mabawi ko na akong suweldo sa PNB, (“When we started, I was thinking that with only 30 lechon manok sold daily, I would have already approximated my salary at PNB),” he recalls. Soon, Malaybalay branch was selling 200 litson manok per day. Nieto has also his share of memorable moments. During Gloria Arroyo’s visit when she was still senator, Nieto recalls how her husband Mike consumed two whole chickens in one sitting. “Kalami jud” (It’s so delicious), he says. He would hear it more often after that. It was during this time that his younger brother, now congressman Peter, took notice of his brother’s success and decided to open a branch in Cagayan de Oro. An agriculture graduate from Xavier University, Peter had just retired from his job as a detailman from Unilab. He was looking for another business. “Our first outlet was located in the present site of Cecil’s Bake Shop at the corner of Hayes and Corrales Avenue fronting Xavier
University. We named it ‘Lechon Manok ni Sr. Pedro’ from the popular RMN radio drama, ‘Ang Manok ni San Pedro’ starring the characters Esteban Escudero, his sidekick Guliat and the magic fighting cock named ‘Ogis.’” The first branch was a partnership between the two brothers who first sourced their chickens from Vitarich. “Sales in our first branch were so-so but we had a hit with our second branch in Ozamiz where we lowered our prices to only P 90 vs. the P 120 offered by competitors,” Nieto recalls. By the time the third outlet opened in Iligan, they invested on their first service truck. Besides its delicious secret marinade, Nieto noticed that their consistent use of aluminum foil to wrap their lechon manok made the taste fresher. “We were the pioneers in the use of aluminum foil instead of banana leaves to wrap our lechon manok,” Nieto said. “It’s a little more expensive but it enhances the flavor. Hygiene is also important.” Today, Lechon Manok ni Sr. Pedro has over 300 branches nationwide. The usual stall is only manned by one person who doubles as litsonero and cashier. There’s no franchise system to speak of yet, and usually relatives and friends manage the outlets. From its humble beginnings with the “Middle Chamber” in Malaybalay City, Lechon Manok ni Sr. Pedro now boasts of related companies, among them a feed mill, an ice plant, a dressing plant, grower operations (commerical and livelihood program through Anak Tering Foundation), a dressed chicken brand called Manok Pinoy and Fido Prito fried chicken chain in

Polygamy in Islam By SULTAN AMINODEN DIAMPUAN GURO
Second of a series Islam gives polygamy a legal status, for Allah has given men the option to marry more than one wife and restricted the number to a maximum of four, on condition that they should be treated with perfect equality in all materials things. But if they fear that they will not be able to deal justly with them, then only one. Allah said: “And if you fear that you shall not be able to deal justly with the orphan girls, then marry [other] women of your choice, two, three, or four; but if you fear that you shall not be able to deal justly [with them], then only one.” (Qur’an 4:3) The Holy Qur’an takes full comprehension of the state of human nature and the weakness of human beings: “You will never be able to be fair and do justice between women, even if it is your ardent desire, but turn not away [ from a woman ] altogether, so as to leave her [ as it were ] hanging [ in the air ].” (Qur’an 4:129) Hence, such an option is not only permissible, but desirable for those who can fulfill its condition. But if a man may harm himself, his children or his wives by practicing polygamy, then he should marry only one. Polygamy is a blessing, particularly when circumstances make it an ideal solution that a man or woman may face: First, to a childless couple when the wife is unable to bear children and the husband is desperate to have a child. Secondly, when the wife is suffering an incurable disease; in that case, by marrying a second wife, a man not only helps his sick wife and children to get proper care and attention, but to retain her home and maintain her status as a wife, instead of being discarded. And at the same time, it allows the husband to have the relationship he needs under a legal marriage relationship and keeps him away from adultery, because marriage as described by ‘Umar ibn al-khattab ‘– the Companion of the Prophet and the second Caliph of Islam – is a strong weapon against adultery. Thirdly, during times of war, when men are killed in large numbers and leave widows and orphans behind, or when violent crime among males becomes high and the rates of homosexuality increase, it becomes obvious that women outnumber men and are causing alarm and concern to society. In such cases, we are faced with one of three situations: 1. Some women are forced to live a deprived life until death; and this is unacceptable to those women who reject a life of privation and also reject a life of sin and transgression. Or they will be left destitute and exposed to prostitution and immorality. 2. Or it allows men to take mistresses and legalize adultery which leads to a corrupt society. 3. Or polygamy is permitted as a decent solution. Islam permitted polygamy on condition that absolute justice prevails (in materials matters). It may be painful for some women, but it is also beneficial for surplus women and society as a whole. It protects those helpless women’s rights and saves them from destruction (prostitution, plagues of venereal disease, herpes and AIDS etc.). it also protects their socio-economic rights and provides protection for women and children from mental and physical abuse. Islam stresses legal marriage to establish a family and bring up children in a decent atmosphere. Every child has a natural desire to know his parents and the denial of that right often leads to serious problems later in life. If the West had followed the lead of Islam, all destitute and helpless women roaming the streets would become members of decent families and prostitution and immorality would be a thing of the past. The enormous number of unmarried women, the high incidence of rapes and sexual harassment of females, the teenage pregnancies and the illegitimate children are causing great anxiety and alarm to the western countries today. Males in general continue to be protected by monogamy, while they play around without any responsibility. They oppose polygamy while a large number of them practice a form of it by engaging in illicit or casual relationships, free of worry. The fact is, that they oppose polygamy because it would force them to fidelity and oblige them to take socio-economic responsibility and provide protection for women and children. Instead of providing protection for women, they take monogamy as a shield to hide behind and indulge in adultery and sins. Dr. Annie Besant the famous woman writer of the nineteenth century wrote: “There is pretended monogamy in the West, but in reality, polygamy without responsibility. The mistress is cast off when the man is weary of her and she sinks gradually to be woman of the street, for the lover has no responsibility for her future; and she is a hundred times worse off than a sheltered wife and mother in a polygamous home. When we see thousands of miserable women who crowd the streets of western town at night, we cannot but realize the hollowness of the western reproach against the polygamy of Islam.
Art competition to call for environmental justice DAVAO City––Art for the environment is carried in this year’s competition sponsored by the Davao City Chapter of the Pi Sigma-Pi Sigma Delta Confaternity in line with celebration of its 31st founding anniversary. PINTIBAK or Pinta ng Iskolar ng Bayan para sa Kalikasan, is geared towards bringing social, political and economic awareness to the people, especially the youth. In light with the recent natural disasters in the country, this year’s theme was “Sigaw ng Kabataan: Hustisya para sa Kalikasan.” The event is unique from other art competitions as it does not create art for art’s sake, but it enjoins youth and students to become involved and paint a picture of the country’s social realities. “It is high time for the youth to voice out their concerns and insights about the pressing issues in our society. One way of engaging the youth to become socially inclined is through arts and culture. Through this, we can actively participate in social issues – something that we can openly and ideologically appreciate,” said Isiah Thomas Catarman, Lord Excelcius of the
confraternity’s UP Mindanao chapter. Onofre Galvez, one of Pi Sigma Fraternity’s national founders, extends a warm message to the participants. “With your skills in painting, let us paint the earth green, and let us labor together that, through the gifts you were given, you can voice your concern to the world- that our earth needs the attention of all races so it can live to nurture more generations to come”, he said. Prayer From page 6 condemnation, but He has given us ‘sonship’. We deserve destruction and punishment, but He has given us blessings and He has given us the status of joint heirs with Christ. And we must allow that to have impact on our prayer to God. Those who love little, will love in return little. Those who have not sensed the love of God in their lives, will not love God with great love. But like the one who broke the precious jar of perfume on her Lord’s feet, those who know the greatness of the mercy and the love shown to them will return to God that same love and gratitude in force. And so, the Lord Jesus puts before us our adoption to remind us of the greatness of God’s mercy to us. In verse 12, He tells us to pray, “forgive us our debts, our sins, our trespasses, our iniquities, as we forgive those who have sinned against us.” Notice again, here the Lord is putting before us the link between our being forgiven, and our forgiving. He says, “if you have been forgiven much, you ought to be one who forgives much.” If God has spared us our sins, we should have a heart which is enlarged and is able to receive wounds without returning those who have wronged us in the past. Why? Because God has shown us a great mercy. Now the Lord Jesus puts it in a very provocative way. “Forgive us Lord, forgive us like we are forgiving others.” He promises that if “you are a forgiving person, you will be forgiven by God.” And He tells that if we are not forgiving, we ourselves will not be forgiven. This prayer before us is designed to be a pattern for all our prayers. It is not ultimately meant to be a prayer, which we simply repeat and repeat. Let us pray: “Our Lord and our God, we perhaps speak about prayer in our church today, across this land, more than we actually practice it, and so we would ask that you would help us put into the practice the things, which we speak of. Forgive us where we fall short and build in us a new desire to commune with the living God. For we will give you the praise and the glory. For we ask it in Jesus’ name. Amen.”
Bandits From page 1 Andih’s brother Samang in a clash on February 11 in the town. Zamboanga del Sur police director Senior Supt. Jose Bayani Gucela identified the fatalities as Jun-Jun Tumbal Bangholot, Rex Langhay, Raquel Langhay, Hendrito Bayamban, Daylin Daana, ang Daryl Daana.
Gucela said nine people were wounded in the attack––and they were immediately rushed to a nearby hospital for medical treatment. Five of the nine wounded were identified as 37-yearold Webb Humpa, sevenye ar- ol d Jus t i n e Si ay, 15-year-old Monsour Tambagal, six-year-old Ram Ram Langhay, and 14-year-old Judy Ann Bangholot. He said the motive of the attack was revenge citing the Andis are out to avenge the death of their brother, bandit leader Samang Andi. Andi (Samang) and one of his followers identified only as Ibrahim were killed in a firefight with combined police and military forces last February 11 in Sitio Bahing, Barangay Tininghalang, Lapuyan municipality. The Andi brothers suspect that the victims were the ones who tipped off the police and military about the presence of their brother in Sitio Bahing, Barangay Tininghalang, Gucela said. “The attack was connected to the killing of a lawless element, Samang Andih, by security forces in Lapuyan town. Samang was the brother of Amie whom led the attack in the village,” Army Lt. Col. Randolph Cabangbang, a spokesman for the Western Mindanao Command, told the Mindanao Examiner. He said the attackers fled after the shooting. (Mindanao Examiner)

coordination with the victim’s family. He said the police and military forces continuously tracked down the whereabouts of Lim while the family handled the negotiations for the safe release of the victim. “Allegedly, the family of the victim paid the amount of P600,000 to the kidnappers,” Gucela stated in his report to the headquarters of the Zamboanga Peninsula Police Office in this city. The kidnappers seized Lim around 10:15 a.m. of October 27, 2011 as he was about to enter the gate of their farmland in Barangay Gulayon, Dipolog City, the capital of Zamboanga del Norte. (PNA)

In a rep or t sent by Captain Albert Caber, of the 1st Infantry Division Public Affairs Office, he said the backhoes were earlier sent by TVIRD to clear the portion of the road which was impassable due to the mud. Caber said the clearing operations by TVIRD started even before the arrival of the journalists. He said he was also surprised why the journalists insisted to (travel at night and) use that route when it is too risky for them due to its bad condition and the constant soil erosion. “They should have used the Balabag-Bayog road instead. It is much safer and there were no landslides along that route. I’m really wondering why they wanted to pass through that road when there is a better option. I hope that the truth will prevail regarding this issue. We will continue performing our mandates to serve our people in this area,” Caber said. L i e ute n ant C ol on e l Nasser Pendatun, commander of the 53rd Infantry Battalion, who is in-charge of the government militias, assisted the stranded journalists who were mostly from Pagadian City. They group later returned to Pagadian City. The Western Mindanao Command also denied the reports of the journalists

curred due to illegal scale mining activities. The truth is that they did not witness any demolition of houses as there was none. The truth is that the reporters unfortunately did not get TVIRD’s comment on their allegations because the incidents they were describing were pure fabrication,” Jabal said, adding “the truth is that the press was being used in the black propaganda of a few large financiers and operators of small-scale mining to discredit TVIRD, which is the legitimate partner of government in minerals development in the area.” Jabal said using the press by providing them deliberate lies is a desperate attempt by financiers and operators of smallscale mining to continue operating illegally. TVIRD’s public affairs officers in the province are also easily accessible for interviews since they have been regularly meeting with journalists in Pagadian, Dipolog and Zamboanga and the company is active in many humanitarian and medical missions in Zamboanga provinces. and urged the National Union of Journalists of the Philippines to investigate the allegations of the media men. The NUJP has issued an alert about the false hostage-taking report sent out by the journalists. The report was also carried by some newspapers without verifying it from TVIRD or the police and military, and the local government in the town. Ronaldo Jabal, TVIRD Public Affairs director, denounced the “fabricated story and imagined” scenarios reported by some Zamboanga del Sur reporters who visited the mining area covered by the Balabag Project Mineral Production Sharing Agreement between TVIRD and the government. “It is unfortunate that these reporters used the good name of the National Union of Journalists of the Philippines (NUJP) in their unfounded stories. There is no truth to the reporters’ claim that they were held overnight nor was there any truth to their claim that the company blocked the road leading to the TVIRD project site,” Jabal said. The police in the area was already quoted as having said that the incidents described by the reporters did not happen. The 53rd Infantry Brigade had also reported the journalists’ claims did not occur. And Malacanang has also issued a statement that this did not happen based on reports from the Philippine Army. “The truth is that the reporters didn’t reach the project site because of a landslide that had oc-

Mining in Dansolihon generates employment By RIC OCIONES, Correspondent
CAGAYAN de Oro City––Mining activities in Barangay Dansolihon boost the economic growth of the village and generate more employment opportunies for local residents, village officials said yesterday. Hundreds of families in Sitios Balongkot, Eba, and Macupa, all in Barangay Dansolihon, rely and depend their earnings from Cekas Development Corporation. Cekas is employing at least 500 workers. Barangay Dansolihon, and its adjacent barangays are rich in ore, gold, silver, and copper. In an exclusive interview conducted by Mindanao Daily, Pedie Pauran, one of the leaders of Indigenous People (IP) and a native of Sitio Balongkot, confirmed that hundreds of families rely mostly on the mining operation in the village. “The mining activities led to transitory escalation of our area and contribute a large factor as far as employ-
ment services are concern,” Pauran said. He claimed that the mining firm observed the rules and guidelines set forth by the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR). “They are operating legally. They are not destructing the balance of our ecology according to the findings of the technical men from MGB and other government agencies who conducted the ocular inspection on the site last February,” said Pauran. Earlier, Cagayan de Oro Mayor Vicente Emano said that he will not stop the mining operations in the hinterland barangay of Dan-
PAURAN solihon and other adjacent areas provided that they are operating legally––and do not violate any environmental laws. Rudy Tabudlong, a local official of Barangay Dansolihon, said that before most of the local residents are relying their income on agricultural production. Tabudlong said the entry of the mining company in Barangay Dansolihon has dramatically improved the lives of many residents. Tabudlong pointed out that Cekas Development, assisted by G39 Corporation headed by Engr. Gilbert Be-
TABUDLONG sana and Raffy Magsaysay, was instrumental in the construction of roads in the village. Aside from road construction, Tabudlong said that the mining firm has also constructed classrooms in Sitio Eba––and donated educational matarials such as books, computers, and even provided medical assistance. “Daghan pa kaayo ang natabang sa mina dinhi sa among lugar, kaniadto ang mga katawhan nagsalig lamang sa abot sa ilang lagotmon, ang bunga sa saging nga mao pa gani
ang pagpamunga diha sa puno-an dili na maabutan og ugma kay kawaton kung imung pasagdahan, pero karon nga aduna nay mina, ang saging bisan og malata nalang sa kahinog diha sa puno-an wala nay mukawat kay aduna namay income ang mga tawo. Busa, dako kaayog natabang ang mina diri sa among lugar,” said Tabudlong. The mining company is also actively supporting President Benigno Aquino’s program on national greening, a nationwide tree planting activity spearheaded by the DENR, local governments, and other national agencies. Last year, Cekas management donated 5,000 varieties of seedlings at the company’s expense to be planted in the hinterland barangays of Dansolihon, Mambuaya, and Tignapoloan. Tabudlong and Pauran as well the residents including the IPs of Sitios Balongkot, Eba, and Macupa are not against the operation of mining in their locality.
PDEA nabs 10 in drug ‘buy-bust’ COTABATO City––Ten persons were arrested for alleged possession of prohibited drugs in a buy bust conducted by elements of the Philippine Drug Enforcement Agency (PDEA) in the Autonomous Region in Muslim Mindanao (ARMM) Thursday. Supt. Edwin Layese, PDEA-ARMM regional director, said three of those arrested were charged for possession of prohibited drugs and shabu. “The rest were released for lack of substantial evidence that would warrant their inclusion in the charge sheet,” Layese told reporters. The raid, jointly conducted by PDEA-ARMM operatives, Cotabato City PNP and Philippine Marines, was conducted in Barangay Poblacion 2, Cotabato City. T h e s u s p e c t s w e re rounded up when the raiding team, armed with search warrants, swooped down on a house where a pot session was on going at about 4 p.m. The house where the suspects were holed up was an ordinary house that looked like an eatery where people dropped by to eat. “This time, its the shabu NABS/p.11
